Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the Government has any data of the progress of the Ayushman Bharat Digital Mission (ABDM), including the number of ABHA IDs created and the measures taken to expand their use in clinical services across the country, State-wise including Odisha and Keonjhar Lok Sabha Constituency, Surguja district of Chhattisgarh, Andhra Pradesh and Palnadu district, Palghar in Maharashtra and Chhindwara district of Madhya Pradesh; (b) the steps taken by the Government to improve interoperability and standardisation of hospital information systems across the States in the country especially in Maharashtra and Palghar district, Odisha, Surguja district of Chhattisgarh and Andhra Pradesh; 13.03.2026 48 (c) whether the Government is leveraging Artificial Intelligence (AI) in public healthcare for diagnostics, fraud detection and population health management in the country; (d) if so, the details thereof, State-wise including Odisha and Keonjhar Lok Sabha Constituency along with the safeguards in place to ensure its transparent, responsible and ethical use; and (e) the details of implementation of ABDM in the country with specific data on the number of ABHA IDs created, health facilities onboarded and digital health records generated, State-wise including Karnataka? THE MINISTER OF HEALTH AND FAMILY WELFARE; AND MINISTER OF CHEMICALS AND FERTILIZERS (SHRI JAGAT PRAKASH NADDA): (a) to (e): The Ayushman Bharat Digital Mission (ABDM) was launched by the Government of India in September 2021 to support the development of an integrated, citizen-centric national digital health ecosystem. As on 9th March, 2026, a total of 86,57,85,821 Ayushman Bharat Health Account (ABHA) have been created, 90,38,49,616 health records have been linked with ABHA, 4,76,712 health facilities have been registered on Health Facility Registry (HFR), 8,25,737 healthcare professionals have been registered on Healthcare Professionals Registry (HPR), and 2,56,221 healthcare facilities are using ABDM-enabled software. The initiatives undertaken to expand use of ABHA in clinical services across the country, include: i. Scan and Share - This is a QR-code-based OPD registration service which helps reduce patient waiting times. As on 9th March 2026, 19.78 13.03.2026 49 crore registrations have been enabled using Scan and Share in 26,609 facilities across 36 states/UTs. ii. Scan and Pay - This is a QR code-based bill payment service, which helps patients to pay seamlessly for diagnostics in hospitals. As on 9th March 2026, 20 facilities have operationalized Scan and Pay, recording 36,038 payment transactions. iii. eSushrut Lite HMIS – Developed in collaboration with CDAC as a lightweight, Hospital Management Information System (HMIS) specifically for clinics and small hospitals. As on 9th March 2026, 302 facilities (153 private and 149 government) are using this system. iv. Personal health records (PHR) - Citizens can choose from among 26 PHR applications [24 private and 2 government apps], to easily access their health records and share them securely and seamlessly. The state-wise list of ABHA created, health facilities onboarded and digital health records generated till 9th March 2026 are given in the enclosed Statement. While creating ABHA, only district-level details are captured. Keonjhar Lok Sabha Constituency comprises districts of Kendujhar and Mayurbhanj. This allows various digital health systems across both public and private healthcare ecosystems to exchange data across healthcare providers, even when they use different digital platforms. The ABDM enabled Hospital Management Information System (HMIS) being used in the public health facilities of the State of Andhra Pradesh are NIC NextGen and Dr Care HMIS, NIC e-Hospital in Chhattisgarh, and CDAC e-Sushrut in Maharashtra and Odisha. The Ministry has developed several AI solutions, including the Clinical Decision Support System (CDSS) in e-Sanjeevani, Media Disease Surveillance under Integrated Disease Surveillance Program (IDSP), Diabetic Retinopathy (DR identification 13.03.2026 51 solution) etc. Some of these AI solutions are operational in collaboration with central and state health institutions. Further, the Ministry launched the Strategy for AI in Healthcare in India (SAHI) and the Benchmarking Open Data Platform for Health AI (BODH) on 17th February 2026 during the India AI Impact Summit. SAHI is a national guidance framework to enable the safe, ethical, evidence-based, and inclusive adoption of Artificial Intelligence across India’s healthcare system. In addition to the above, under AB PM-JAY, the National Anti-Fraud Unit (NAFU) uses AI and ML-based triggers to strengthen fraud detection and prevention. These triggers analyse large volumes of real-time data on hospital admissions, treatment patterns and provider behaviour, and help detect unusual trends or irregularities at an early stage so that potential misuse can be identified in a timely manner. SHRI BALASHOWRY VALLABHANENI: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether Bulk Drug Park was approved with financial assistance of Rs. 1000 crores for Andhra Pradesh in 2022, apart from other two States of Gujarat 13.03.2026 54 and Himachal Pradesh, if so, the details thereof; (b) whether the said scheme is due to expire soon, if so, the details thereof; (c) whether it is true that funds have been released and utilized in Gujarat and Himachal Pradesh, but no funds have been utilized for the said Park in Kakinada (Nakkapalli) district of Andhra Pradesh; (d) if so, the reasons for non-utilisation of funds for the said park in Andhra Pradesh; and (e) the steps taken/proposed to be taken to quicken the processes to ensure that the said park in Andhra Pradesh is established before the deadline? THE MINISTER OF HEALTH AND FAMILY WELFARE; AND MINISTER OF CHEMICALS AND FERTILIZERS (SHRI JAGAT PRAKASH NADDA): (a): India has historically depended on imports of certain Active Pharmaceutical Ingredients (APIs), Key Starting Materials (KSMs) and Drug Intermediates, which are essential raw materials for pharmaceutical manufacturing. In order to reduce this dependence and strengthen domestic manufacturing capacity, the Government approved the Scheme for Promotion of Bulk Drug Parks on 20 March 2020. The objective of the scheme is to establish large industrial parks with world-class Common Infrastructure Facilities (CIF), such as effluent treatment plants, power and steam supply systems, water treatment facilities, testing laboratories, logistics infrastructure and other shared utilities. These common facilities help reduce the cost of production for pharmaceutical manufacturers. Under the scheme, three Bulk Drug Parks were approved in FY 2022-23 13.03.2026 55 in the States of Andhra Pradesh, Gujarat and Himachal Pradesh. Financial assistance from the Central Government is provided for creation of common infrastructure facilities, subject to a maximum of ₹1,000 crore per park, or 70% of the project cost (90% in the case of North-Eastern and Himalayan States), whichever is less. (HPBDPIL) 1923.0 1118.46 (b): The tenure of the Scheme was from FY 2020-21 to FY 2024-25. However, on the representations received from the State Governments concerned, the status of projects, the level of fund utilisation and the anticipated completion of 13.03.2026 56 projects, the tenure of the scheme first extended up to FY 2025-26 has now subsequently been extended up to FY 2026-27, in order to facilitate completion of the infrastructure development in the approved Bulk Drug Parks. (c) and (d): The first instalment of Central Grant-in-Aid was released to all three approved Bulk Drug Parks, including the park in Andhra Pradesh, during FY 2022-23. As of 28.02.2026, the State of Andhra Pradesh has utilized ₹222.45 crore out of the ₹225 crore released as Central Grant-in-Aid, and ₹107.59 crore out of ₹132.30 crore released from State funds, towards the development of Common Infrastructure Facilities (CIF) under the Bulk Drug Park project. Bulk drug manufacturing falls under the ‘Red Category’ of Environmental Categories of Industries and Environment clearance is a pre-requisite before commencement of civil construction. In Andhra Pradesh, the project experienced delays primarily due to denotification of Special Economic Zone land, which required relocation of the Bulk Drug Park from Kakinada to Nakkapalli. For the revised land, Environment clearance was granted in March,2024. Subsequently, the State Government proposed a modification in the boundary of the Bulk Drug Park at Nakkapalli for the additional land the Environment Clearance was granted on 13th January,2026. Furthermore, initial tender for all CIF components received very poor response, necessitating repackaging and reissuing. (e): The Government of Andhra Pradesh has taken several steps to accelerate the development of the Bulk Drug Park at Nakkapalli. The civil works for 13.03.2026 57 development of basic infrastructure including roads, power supply, water supply systems, drainage networks, and utility corridors is at advance stage. To strengthen project execution, the State Implementing Agency has engaged Assystem, an international engineering and project management consultancy, for project planning, monitoring and implementation. The Department is closely monitoring the implementation of the Bulk Drug Parks through regular review meetings under chairmanship of Secretary/Joint Secretary. Further, the Department obtains Monthly Progress Reports capturing both physical and financial progress from the State Implementing Agencies, to assess the status of implementation and identify bottlenecks, if any. In addition, the Department monitors progress in accordance with the project timelines through Programme Evaluation Review Technique. The Department, also undertakes periodic site visits to the Bulk Drug Park locations to review physical and financial progress at the project sites. STRATEGIC CHALLENGES TO NEIGHBOURHOOD POLICY *310. SHRI BRIJMOHAN AGRAWAL Will the Minister of EXTERNAL AFFAIRS be pleased to state: (a) whether the Government has assessed India’s strategic influence in the neighbourhood following recent regime changes and rising sentiments in countries like Maldives and Bangladesh, if so, the details thereof; (b) the diplomatic and security measures planned to counter the increasing Chinese "Dual-Use" maritime activity and infrastructure expansion in the 13.03.2026 58 Indian Ocean Region; (c) the total budget allocation for ‘Aid to Neighbours’ in the 2026-27 Union Budget compared to the last three years; (d) whether the Government has any proposal to shift from "Grant-based" aid to a "Project-Completion" model to address chronic delays in India-funded infrastructure in Nepal and Sri Lanka, if so, the details thereof; and (e) the roadmap to formalize BIMSTEC as the primary regional alternative to the currently SAARC framework? THE MINISTER OF EXTERNAL AFFAIRS (DR. SUBRAHMANYAM JAISHANKAR): (a) to (e): The Government is constantly monitoring all geopolitical developments, including those in its neighbourhood, that have a bearing on India’s national interest. Amidst uncertainties and challenges of geopolitical tensions and shifting equations, the Government has taken steps to strengthen India’s strategic position and protect its national interests. Maldives continues to remain an important partner under India’s ‘Neighbourhood First’ policy and Vision MAHASAGAR i.e. Mutual and Holistic Advancement for Security and Growth Across Regions. Presidential elections were last held in Maldives in 2023. Since then, President Dr. Mohamed Muizzu of Maldives visited India in October 2024 and Prime Minister Shri Narendra Modi visited Male as the ‘Guest of Honour’ on Maldives National Day in July 2025. The two sides adopted India-Maldives joint vision for Comprehensive Economic and Maritime Security Partnership during President Muizzu’s visit. 13.03.2026 59 Bangladesh lies at the converging point of India’s “Neighbourhood First” policy as well as the “Act East” policy. India’s approach to Bangladesh has always been and will continue to be focused on people-centric development. India views Bangladesh as an important neighbour and development partner in South Asia and seeks positive, constructive and forward-looking engagement with the newly elected Government of Bangladesh to advance the shared interests of the people of both countries in the political, security, economic and cultural domains. The Government is aware that as part of its global strategy, China has been developing ports and other infrastructure facilities in the littoral countries in the Indian Ocean Region over many years. China also has naval and maritime presence in the Indian Ocean Region including through anti-piracy escort missions, port calls and deployment of research and survey vessels. Government closely monitors all developments in the Indian Ocean Region impinging on India’s security and economic interests and takes appropriate measures to safeguard India’s interests. India’s relations with countries, including those of the Indian Ocean region, stand on their own footing and are independent of the relations of those countries with third countries. The details of budget allocation under “Aid to Neighbours” from F.Y 2023- 24 to 2026-27 are enclosed as Statement. The Government deeply values its development partnership with neighbouring countries, including Nepal and Sri Lanka, and is fully committed to the timely completion of all the on-going bilateral development and infrastructure 13.03.2026 60 projects, both grants-based and loans-based. The Government has been extending necessary developmental assistance and capacity building initiatives, as per needs and aspirations of the neighbouring countries and works closely with the relevant authorities of partner countries to address any challenges in this regard. Government of India has undertaken several India-funded infrastructure projects in Nepal across sectors including health, education and connectivity. These projects are funded through grant assistance or Lines of Credit and vary in scale, ranging from small development projects to large projects. India-funded infrastructure projects in Nepal are guided by relevant bilateral understanding/documents, which outline, inter-alia, the scope of cooperation, responsibilities of various stakeholders, project financing, timelines and monitoring mechanisms. Once a project is initiated, concerted efforts-including regular site visits, follow-ups with contractors/consultants and periodic bilateral project monitoring meetings-are made to ensure its timely completion. India’s development cooperation with Sri Lanka is in accordance with the priorities of the Government of Sri Lanka and the needs of its people. India’s overall assistance in this sphere amounts to more than USD 7.5 billion as concessional loans/swap arrangements and almost USD 850 million as grants. Financing modalities of India’s initiatives are decided in conjunction with the Government of Sri Lanka and with an aim to ease the debt burden and assist in the economic recovery of Sri Lanka. In line with its ‘Neighbourhood First’ policy, ‘Act East’ policy and 13.03.2026 61 MAHASAGAR vision, India has been working with its partners to strengthen regional cooperation in the neighbourhood. India has been taking several initiatives towards capacity and institution building in the BIMSTEC region, including providing grants to the BIMSTEC Secretariat, building Centres of Excellence in several areas, and organizing capacity-building and training programmes, business exchanges, youth exchanges, and cultural exchanges. India’s approach and commitment towards enhanced regional cooperation in the BIMSTEC region are focused on strengthening security (both traditional and non-traditional including maritime and cyber security, climate security, disaster preparedness, food security and human security) and increasing connectivity (trade, energy, transport, digital and people-to-people connectivity). (घ) गंभीर तीĄ कुपोषण कì समÖया का उÆमूलन एवं रोकथाम करने तथा इस अवÖथा से पीिड़त ब¸चŌ को उपचार ÿदान करने के िलए सरकार Ĭारा वतªमान म¤ उठाए जा रहे कदमŌ/िकए जा रहे राहत उपायŌ का Êयौरा और उनके कायाªÆवयन कì िÖथित ³या है? मिहला और बाल िवकास मंýी (®ीमती अÆनपूणाª देवी): (क) से (घ): गंभीर तीĄ कुपोषण (एसएएम) पांच वषª से कम आयु के ब¸चŌ म¤ कुपोषण का एक łप है, िजसका ल±ण लंबाई कì तुलना म¤ ब¸चŌ का वज़न बहòत कम होना है। नमूना पंजीकरण ÿणाली- भारत के महापंजीयक (एसआरएस-आरजीआई) Ĭारा जारी मृÂयु के कारणŌ कì åरपोटª (2021-23) के अनुसार, भारत म¤ 0-4 वषª कì आयु के ब¸चŌ म¤ कुपोषण को मृÂयु का ÿÂय± कारण नहé माना 13.03.2026 63 गया है। इस åरपोटª के अनुसार, भारत म¤ उिÐलिखत आयु वगª के ब¸चŌ कì मृÂयु के ÿमुख कारण िनमोिनया (úामीण-16.5%, शहरी-14.7%), जÆम के समय ĵासावरोध और आघात (úामीण- 9.7%, शहरी-10.6%), अितसार रोग (úामीण-4.4%, शहरी-3.8%), अ²ात कारण से होने वाला बुखार (úामीण-4.2%, शहरी-2.8%), समयपूवª जÆम और जÆम के समय कम वज़न होना (úामीण- 30.3%, शहरी-32.5%), जÆमजात िवकृितयाँ (úामीण-5.5%, शहरी-7%), अÆय गैर-संचारी रोग (úामीण-8%, शहरी-10.1%), चोट¤ (úामीण-4.4%, शहरी-3%), सेिÈसस (úामीण-3.9%, शहरी- 3.4%), अÖपĶ या अ²ात कारण से होने वाली मृÂयु (úामीण-9.9%, शहरी-9.3%) आिद ह§। इस åरपोटª म¤ दी गई िवÖतृत जानकारी िलंक: https://censusindia.gov.in/nada/index.php/catalog /46176 पर उपलÊध है। सरकार ने देश म¤ कुपोषण के मुĥे को उ¸च ÿाथिमकता दी है और कुपोषण के पीढ़ी दर पीढ़ी चलने वाले चø को समाĮ करने के िलए कई पहल कì ह§। समú सरकारी ŀिĶकोण अपनाते हòए, मिहला और बाल िवकास मंýालय और ÖवाÖÃय एवं पåरवार कÐयाण मंýालय दोनŌ ही देश म¤ ब¸चŌ के ÖवाÖÃय और पोषण Öतर म¤ सुधार लाने के िलए लि±त कायªकलाप करते ह§, िजनम¤ गंभीर तीĄ कुपोषण से úÖत ब¸चŌ कì पहचान और उपचार भी शािमल है। िमशन स±म आंगनवाड़ी और पोषण 2.0 के तहत, आंगनवाड़ी कायªकýê, आंगनवाड़ी क¤þ म¤ पंजीकृत ब¸चŌ (6 वषª से कम आयु के) कì वृिĦ कì िनयिमत िनगरानी करती है िजसके िलए वह पोषण ůैकर एिÈलकेशन म¤ हर महीने उनकì लंबाई और वजन दजª करती है। इस जानकारी के आधार पर, ब¸चŌ कì पोषण िÖथित, िजसम¤ गंभीर तीĄ कुपोषण (एसएएम) भी शािमल है, का आकलन िकया जाता है। आंगनवाड़ी क¤þŌ म¤ िजन ब¸चŌ कì वृिĦ मापी गई उनका Êयौरा और राजÖथान सिहत सभी राºयŌ तथा संघ राºय ±ेýŌ म¤ पता लगाए गए एसएएम ब¸चŌ का ÿितशत िलंक: https://www. poshantracker.in/statistics पर उपलÊध है। िमशन पोषण 2.0 के तहत, पंजीकृत लाभािथªयŌ अथाªत् िकशोåरयŌ, गभªवती मिहलाओं, 13.03.2026 64 Öतनपान कराने वाली माताओं और ब¸चŌ कì पोषण संबंधी आवÔयकताओं को पूरा करने के िलए जीवनचø ŀिĶकोण अपनाते हòए कायªकलाप तैयार िकए गए ह§। ब¸चŌ म¤ कुपोषण को दूर करने के िलए िकए जा रहे कायªकलापŌ का Êयौरा इस ÿकार है: आंगनवाड़ी कायªकýê, माता-िपता और देखरेख करने वालŌ को परामशª देने के िलए 22 गृह दौरे करती ह§, िजसम¤ इĶतम पोषण और देखरेख पĦितयŌ को बढ़ावा देने पर िवशेष जोर िदया जाता है। लोगŌ को पोषण संबंधी अ¸छी आदतŌ को अपनाने के िलए जागłक करने हेतु, िसतंबर और माचª-अÿैल माह म¤ मनाए जाने वाले øमश: पोषण माह और पोषण पखवाड़े के दौरान जन आंदोलन के łप म¤ जागłकता अिभयान चलाए जाते ह§। वषª 2018 से अब तक 15 जन आंदोलनŌ के माÅयम से 150 करोड़ से अिधक जन आंदोलन गितिविधयां आयोिजत कì जा चुकì ह§। आंगनवाड़ी क¤þŌ म¤ िĬमािसक समुदाय आधाåरत कायªøम (सीबीई) भी लोगŌ कì पोषण संबंधी आदतŌ को बदलने म¤ एक महÂवपूणª कायªनीित के łप म¤ काम करते ह§। राºयŌ और संघ राºय ±ेýŌ Ĭारा वषª 2018 से अब तक 9.55 करोड़ सीबीई आयोिजत िकए जाने कì जानकारी दी गई है। आहार म¤ िविवधता म¤ सुधार लाने और सूàम पोषक तÂवŌ का सेवन बढ़ाने के िलए, िवशेष łप से कम उă के ब¸चŌ म¤, देश भर के आंगनवाड़ी क¤þŌ म¤ पोषण वािटकाएं Öथािपत कì जा रही ह§। गंभीर तीĄ कुपोषण (एसएएम) सिहत कुपोिषत ब¸चŌ का पता लगाना और सामुदाियक Öतर पर उनका उपचार एवं ÿबंधन करना िमशन पोषण 2.0 के अिभÆन घटकŌ म¤ से एक है। तदनुसार, मिहला और बाल िवकास मंýालय और ÖवाÖÃय एवं पåरवार कÐयाण मंýालय Ĭारा ब¸चŌ म¤ कुपोषण 13.03.2026 65 ÿबंधन हेतु संयुĉ łप से वषª 2023 म¤ एक ÿोटोकॉल जारी िकया गया है। इस ÿोटोकॉल म¤ आंगनवाड़ी Öतर पर कुपोिषत ब¸चŌ का पता लगाने एवं ÿबंधन के िलए 10 िवÖतृत उपाय िदए गए ह§। इन उपायŌ म¤ मु´य łप से एसएएम ब¸चŌ के िवकास कì िनगरानी और पता लगाना, भूख परी±ण करना, पोषण ÿबंधन, िचिकÂसा संबंधी जिटलताओं वाले ब¸चŌ के िलए िचिकÂसा आकलन और आगे कì देखरेख हेतु रेफरल, पोषण एवं ÖवाÖÃय परामशª तथा आंगनवाड़ी कायªकýê Ĭारा अनुवतê दौरे करना शािमल ह§। इसके अितåरĉ, कुपोिषत ब¸चŌ के िलए िवशेष ÿावधानŌ सिहत 6 महीने से 6 वषª तक के ब¸चŌ, गभªवती मिहलाओं, Öतनपान कराने वाली माताओं और 14-18 वषª कì िकशोåरयŌ को राÕůीय खाī सुर±ा अिधिनयम, 2013 कì अनुसूची-II म¤ िनिहत पोषण मानदंडŌ के अनुसार, पूरक पोषण ÿदान िकया जाता है। एक सामाÆय ब¸चे को 6-12 महीने कì आयु के िलए 200 िकलो कैलोरी और 8-10 úाम ÿोटीन; 1-3 वषª कì आयु के िलए 400 िकलो कैलोरी तथा 15-20 úाम ÿोटीन; और 3- 6 वषª कì आयु के िलए 400 िकलो कैलोरी और 15-20 úाम ÿोटीन, साथ ही अनुशंिसत 7 आवÔयक सूàम पोषक तÂव ÿदान िकए जाते ह§। जबिक गंभीर तीĄ कुपोषण से úÖत ब¸चे को 6-12 महीने कì आयु के िलए 400 िकलो कैलोरी और 15-20 úाम ÿोटीन; 1-3 वषª कì आयु के िलए 700 िकलो कैलोरी तथा 25-30 úाम ÿोटीन; और 3-6 वषª कì आयु के िलए 800 िकलो कैलोरी और 25-30 úाम ÿोटीन, साथ ही अनुशंिसत 7 आवÔयक सूàम पोषक तÂव ÿदान िकए जाते ह§। इसके अितåरĉ, आंगनवाड़ी कायªकýê गृह दौरे के दौरान, गंभीर तीĄ कुपोषण (एसएएम) से पीिड़त ब¸चŌ के माता-िपता और देखरेख करने वालŌ को पोषण, आहार कì गुणव°ा और नवजात िशशु एवं छोटे ब¸चŌ के िलए सवō°म आहार पĦितयŌ, िजसम¤ आयु-उपयुĉ पूरक आहार कì गुणव°ा और पयाªĮता शािमल है और वॉश पĦितयŌ के बारे म¤ जागłक करती ह§। उपयुª³त कायªकलापŌ के अितåरĉ, ÖवाÖÃय एवं पåरवार कÐयाण मंýालय, राÕůीय ÖवाÖÃय िमशन (एनएचएम) के अंतगªत जीवनचø ŀिĶकोण म¤ ÿजनन, मातृ, नवजात, बाल, िकशोर ÖवाÖÃय 13.03.2026 66 और पोषण (आरएमएनसीएएच+एन) कायªनीित कायाªिÆवत करता है, िजसम¤ नवजात िशशु ÖवाÖÃय और बाल पोषण से संबंिधत कायªकलाप शािमल ह§, जो िक नीचे िदए गए ह§: िचिकÂसा संबंधी जिटलताओं वाले मÅयम और गंभीर तीĄ कुपोषण (एमएएम और एसएएम) से पीिड़त 5 वषª से कम आयु के ब¸चŌ को भतê करके िचिकÂसा और पोषण संबंधी देखरेख ÿदान करने के िलए जन ÖवाÖÃय सुिवधाओं म¤ पोषण पुनवाªस क¤þ (एनआरसी), िजनकì सं´या लगभग 1198 है, Öथािपत िकए गए ह§। इस उपचाराÂमक देखरेख के अलावा, आयु-उपयुĉ संपूणª देखरेख और आहार पĦितयŌ के बारे म¤ माताओं और देखरेख करने वालŌ के कौशल म¤ सुधार करने पर िवशेष Åयान िदया जाता है। आशा कायªकिýªयŌ को एसएएम ब¸चŌ को एनआरसी म¤ रेफर करने और अनुवतê कायŎ के िलए 300 Łपये का िव°ीय ÿोÂसाहन िदया जाता है। साथ ही, गंभीर तीĄ कुपोषण (एसएएम) से पीिड़त ब¸चŌ कì माताओं को मजदूरी मुआवजा भी ÿदान िकया जाता है। नवजात िशशु कì गृह आधाåरत देखरेख (एचबीएनसी) और छोटे ब¸चŌ कì गृह आधाåरत देखरेख (एचबीवाईसी) कायªøम के तहत, ब¸चे कì पालन-पोषण पĦितयŌ म¤ सुधार और समुदाय म¤ बीमार नवजात िशशु और छोटे ब¸चŌ कì पहचान के िलए आशा कायªकýê (एएसएचए) Ĭारा गृह दौरे (एचबीएनसी के तहत 6 गृह दौरे और एचबीवाईसी के तहत 5 गृह दौरे) िकए जाते ह§। पूणª मातृ Öनेह (मदसª एÊसोÐयूट अफे³शन) कायªøम म¤ Öतनपान कì शीŅ शुŁआत और पहले छह महीनŌ तक केवल Öतनपान कराने पर जोर िदया जाता है, िजसके बाद आयु उपयुĉ पूरक आहार पĦितयŌ को अपनाया जाता है, इसके िलए अिúम पंिĉ के ÖवाÖÃय कायªकताªओं का ±मता िनमाªण िकया जाता है और Óयापक आईईसी अिभयान चलाए जाते ह§। नवजात गहन िचिकÂसा इकाइयŌ और िवशेष नवजात िशशु देखरेख इकाइयŌ म¤ भतê बीमार, 13.03.2026 67 समय से पहले जÆमे, अÐप वजन वाले िशशुओं को िपलाने के िलए माता के अपने दूध या सुरि±त, पाIJुरीकृत दाता मानव दूध कì उपलÊधता सुिनिIJत करने के िलए Öतनपान (लै³टेसन) ÿबंधन क¤þ Öथािपत िकए जाते ह§। छह लाभाथê आयु समूहŌ - ब¸चŌ (6-59 महीने), ब¸चŌ (5-9 वषª), िकशोरŌ (10-19 वषª), गभªवती और Öतनपान कराने वाली मिहलाओं और ÿजनन आयु वगª कì मिहलाओं (15-49 वषª) म¤ एनीिमया को कम करने के िलए जीवन चø ŀिĶकोण अपनाकर सुŀढ़ संÖथागत तंý के माÅयम से छह कायªकलापŌ के जåरए एनीिमया मुĉ भारत (एएमबी) कायªनीित कायाªिÆवत कì जाती है। राÕůीय कृिम मुिĉ िदवस (एनडीडी) के तहत, सभी ब¸चŌ (1-19 वषª) म¤ कृिम संøमण को कम करने के िलए ÖकूलŌ और आंगनवाड़ी क¤þŌ के माÅयम से एक िनिIJत िदन को एÐब¤डाजोल कì गोिलयां िखलाई जाती ह§। मिहला और बाल िवकास मंýालय के समÆवय से úाम ÖवाÖÃय Öव¸छता एवं पोषण िदवस (वीएचएसएनडी) का आयोजन मातृ एवं िशशु ÖवाÖÃय सेवाओं के ÿावधान और पोषण सिहत मातृ एवं िशशु देखरेख के बारे म¤ जागłकता पैदा करने के िलए िकया जाता है। िवटािमन ए अनुपूरण कायªøम म¤, 6 से 59 महीने कì आयु के सभी ब¸चŌ को úाम ÖवाÖÃय Öव¸छता और पोषण िदवस के दौरान या अिभयान एÿोच के माÅयम से हर 6 महीने म¤ दो चरणŌ म¤ िवटािमन ए कì खुराक दी जाती है। गभªवती मिहलाओं को आहार, आराम, गभाªवÖथा के खतरे के संकेत, लाभ योजनाओं और संÖथागत ÿसव के बारे म¤ जागłक करने के िलए मातृ एवं िशशु सुर±ा (एमसीपी) काडª और सुरि±त मातृÂव पुिÖतका िवतåरत कì जाती है। 13.03.2026 68 INDIA RUSSIA ECONOMIC ENGAGEMENT *312. SHRI BAIJAYANT PANDA: Will the Minister of EXTERNAL AFFAIRS be pleased to state:- (a) the steps taken by the Government to strengthen economic engagement with the Russian Federation, including cooperation in sectors such as energy, defence manufacturing, pharmaceuticals, fertilisers and critical minerals; (b) the initiatives undertaken to facilitate mobility of skilled professionals, students and technical experts between India and Russia under bilateral frameworks, including recognition of qualifications and institutional partnerships; and (c) the number of Indian and Russian skilled professionals, technical experts and students who have participated in official exchange programmes, internships or employment-linked mobility initiatives during FY 2025–26? THE MINISTER OF EXTERNAL AFFAIRS (DR. SUBRAHMANYAM JAISHANKAR): (a) to (c): India and Russia have established bilateral mechanisms to strengthen economic cooperation, such as the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation (IRIGC- TEC). Under the IRIGC-TEC mechanism, sectoral working groups focus on priority areas such as Trade & Economic Cooperation, Industrial Cooperation, 13.03.2026 69 Energy Cooperation, Chemicals and Fertilizers, Information and Communication Technology, Pharmaceuticals and Mining. The 26th Session of the IRIGC-TEC mechanism, co-chaired by EAM and Russia’s First Deputy Prime Minister, was held in Moscow on 20 August 2025. With regard to cooperation in Defence, India and Russia have an Intergovernmental Commission on Military and Military Technical Cooperation, which is co-chaired by the Defence Ministers of the two countries. The 23rd Session of the IRIGC-M&MTC was held in New Delhi on 04 December 2025. President Vladmir Putin visited India during 4-5 December 2025, for the 23rd Annual Summit, during which both leaders had the chance to review the entire gamut of our bilateral relations. During the visit, 16 MoUs/Agreements were signed across a range of sectors, including migration and mobility, health and food safety, maritime cooperation in polar waters, fertilizers, customs and commerce, academic collaboration, and media cooperation. Among these was the Agreement between the Government of the Republic of India and the Government of the Russian Federation on the Temporary Labour Activity of citizens of one State in the territory of the other State. The Agreement regulates the mobility and recruitment process of workers with work permit and workers engaged in part time work on student visas. It provides for protection of the rights of workers including social security, remuneration and compensation for termination, in accordance with the local laws. Collaboration in higher education, including between universities and 13.03.2026 70 research institutions, is facilitated through mechanisms such as the Educational Exchange Programme (EEP), the India–Russia Network of Higher Education Institutions (RIN), the Scheme for Promotion of Academic and Research Collaboration (SPARC), and the Global Initiative of Academic Networks (GIAN). Russia has also been an active country for ITEC and ICCR scholarships. STRENGTHENING OF CHILD PROTECTION AND TRACKING MECHANISMS *313. SHRI K. SUDHAKARAN: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the current status of integration between the Mission Vatsalya Portal (including TrackChild and Khoya-Paya) and the Crime and Criminal Tracking Network & Systems (CCTNS) to ensure real-time data synchronization of missing children reported in January 2026; (b) whether the Ministry has identified any specific States/Union Territories that have failed to appoint/activate Nodal Officers as per recent judicial directives, leading to delays in updating the national database, if so, the details thereof; (c) the details of the "Individual Care Plans" and rehabilitation measures provided under the said Mission for children rescued during the recent special drives in early 2026; and (d) whether the Government is considering a mandatory "Time-Bound Upload" 13.03.2026 71 protocol for Child Welfare Committees (CWCs) and Juvenile Justice Boards (JJBs) to prevent the data lag recently criticized by the Supreme Court and if so, the details thereof? THE MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI ANNPURNA DEVI): (a): The Mission Vatsalya Scheme is a Centrally Sponsored Scheme which is implemented by the States and Union Territories (UTs) with the aim to support Children in Need of care and Protection (CNCP) and Children in Conflict with Law (CCL). The objective of the Scheme is for ensuring care, protection, rehabilitation and reintegration of children in difficult circumstances, including missing and vulnerable children. The Ministry of Women and Child Development has developed an integrated unified Mission Vatsalya Portal in consultation and coordination with States and UTs. The TrackChild portal for Missing/Found Children, and Khoya- Paya application for Missing/Sighted Children have been integrated with this unified Mission Vatsalya Portal. The TrackChild portal is implemented with support and involvement of various stakeholders namely Ministry of Home Affairs, Ministry of Railways, State Governments and UT Administrations, Child Welfare Committees, Juvenile Justice Boards, National Legal Services Authority, etc. Standard operating procedure have been issued in this regard. Advisories have also been issued to all States and UTs including Director General of Police of all States & UTs and other stakeholders regarding 13.03.2026 72 implementation of TrackChild. It is also integrated with the Crime and Criminal Tracking & Network Systems (CCTNS) of the Ministry of Home Affairs which allows interoperability in terms of matching of FIRs of missing children with data base of TrackChild to trace and match missing children by the State and UT police concerned. Further, through Khoya Paya module any citizen can report about any missing or sighted children. (b): This Ministry directed all State and UT Governments to appoint designated nodal officers for Missing children at State Level and District levels. All State and UT Governments have appointed the nodal officers and details of these nodal officers have been uploaded on Mission Vatsalya portal. (c): Under the Juvenile Justice (Care and Protection of Children) Act, 2015 (JJ Act, 2015), preparation of Individual Care Plans (ICPs) is mandated for every child in need of care and protection. The ICP includes assessment of the child’s needs and appropriate rehabilitation measures such as family-based care, sponsorship, education, counselling, health care, skill development and other support services. Children rescued during special drives are produced before the Child Welfare Committees (CWCs), which assess each case individually and ensure preparation and implementation of appropriate rehabilitation plans in accordance with the provisions of the JJ Act, 2015. (d): The Ministry has issued guidelines and advisories to States and UTs for timely entry and updating of information on the Mission Vatsalya portal by concerned authorities including Child Welfare Committees (CWCs) and 13.03.2026 73 Juvenile Justice Boards (JJBs). Efforts are continuously being made to strengthen monitoring mechanisms and improve real-time data reporting through digital platforms so as to ensure timely tracking and rehabilitation of children in need of care and protection. HOSPITALS EMPANELLED UNDER AB-PMJAY IN TELANGANA *314. SHRI KONDA VISHWESHWAR REDDY: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the number of hospitals empanelled under Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in the State of Telangana as on date, district-wise; (b) the names and categories of all Government and Private empanelled hospitals in each district of Telangana; (c) whether there are any districts in Telangana with inadequate coverage of empaneled hospitals under AB-PMJAY, particularly in rural, tribal and backward areas, if so, the details thereof; and (d) the steps taken/proposed to be taken by the Government to ensure equitable distribution of empanelled hospitals across all districts of Telangana to improve access to cashless healthcare for beneficiaries?
