माननीय सदÖय ®ी गुŁमूितª जी । SHRI MADDILA GURUMOORTHY (TIRUPATI): Thank you, Madam. I rise to oppose the Resolution against the hon. Speaker. We stand here not to defend any political parties. We, YSR Congress Party, are neither with NDA nor with INDI Alliance. We stand here to defend the dignity of the House and the dignity of the Chair. The post of the Speaker is not a political post. It is a constitutional post and we must respect the Chair. We support the Government whenever its 11.03.2026 1244 actions benefit the public. At the same time, we oppose the Government whenever it becomes necessary. Madam, from our experience, the Speaker’s decisions may not satisfy everyone at all times. But those decisions must be taken within the framework of parliamentary procedures. The authority and authenticity of the Chair must be respected for the Parliament to function properly. We would also like to place on record that the hon. Speaker, Shri Om Birla ji, has given us adequate opportunities to raise our concerns regarding Andhra Pradesh in this House. So, our Party is opposing this Resolution against the Speaker. Thank you. SHRI SUBBARAYAN K. (TIRUPPUR): Vanakkam. On behalf of the Communist Party of India, I welcome the resolution brought in this House for the removal of the Hon'ble Speaker, Lok Sabha. This resolution was not brought out of hatred. But this has been brought out of compulsions created by our past experiences. We do not have any personal enmity or anger against the Hon'ble Speaker. But his actions were not helpful for the opposition parties to perform their entrusted duties. Election result is not only in favour of the ruling party. In order to pin point the wrong doing of the ruling party, people have voted for the Opposition parties as well. I therefore allege that Hon'ble Speaker has failed to do his duty in exposing the anti-democratic, anti-people, anti-political actions and misdeeds of the ruling dispensation. He is against the Opposition by disallowing to discharge their entrusted duties. Why is he doing so? Because English translation of the speech originally delivered in Tamil. 11.03.2026 1245 he had learnt the lessons from such a place. When he assumed the Office of the Speaker, Lok Sabha, he should have forgotten those unwanted lessons which he learnt during his past. But he comes from a place which had taught him that democracy is not good. At bad times for India, he has become our Speaker of Lok Sabha with such ideologies. Golwalkar had taught lessons that democracy is not an Indian content but a foreign one. Present Speaker of Lok Sabha, remembering the lessons of Golwalkar, did not allow the Opposition parties to perform their duties. That's why this resolution seeking his removal has been brought in this House now. Similarly, the Leader of Opposition is being attacked time and again. Is this the reason for this resolution? It is improper that the acceptable statements made by Hon. Leader of Opposition are also expunged from the proceedings of this House. Hon. Speaker, using his powers, has expunged so many thoughts and words of Leader of Opposition, which otherwise would have become part of the proceedings. I think that the reason behind moving this resolution may be because of this expunction of words uttered by Hon. Leader of Opposition in true spirit. That will be the eligibility. I want to share my experience about time given to MPs for making their speeches. I am speaking on behalf of Communist Party of India. Our Communist Party of India has played a major role in strengthening Parliament since 1952 continuously. I come from such a Party. But these people wont allow me to even conclude my speech here. If you are not allowing anyone to conclude his speech, then what is there for you to claim about democracy? The ruling party only does only a lip service but by 11.03.2026 1246 heart they are totally against upholding the democratic values. This I say with my experience. There are several data relating to this fact. I don't have time to go into that now. The ruling dispensation has not fulfilled their duties. Without fulfilling their duties, they took several actions. Several Bills have been passed in this House without any discussion. Without giving opportunity for the Opposition parties to even speak, particularly several such Bills were passed. Can a Bill be passed without giving an opportunity for the Opposition to speak? Is it not a shameful act on your part that without seeking the views of the Opposition, Bills are getting passed by the Government? Is it not a mockery? Therefore such acts of this Government have been the reasons for bringing such a resolution against the Speaker of Lok Sabha. I will conclude by saying one particular thing. I want to stress about democracy. Lok Sabha Speaker while replying should keep this aspect in his mind. Whether Lok Sabha Speaker is accepting democracy or not? Or whether he is still following the ideas and ideals of Golwalkar who never believed in democracy or democratic ideals. Whether the present Speaker has given up the ideals of democracy? I urge that the present Speaker of Lok Sabha should express with his present experience. Thank you. SHRI K. RADHAKRISHNAN (ALATHUR): I support this resolution to remove the Speaker of the Lok Sabha from his position. In the history of our Parliament, such a resolution has been raised only very rarely. There have English translation of the speech originally delivered in Malayalam. 11.03.2026 1247 been three instances in our parliamentary history where a motion of no- confidence was raised against the Speaker. First against G. V. Mavalankar in 1954, then against Hukam Singh in 1966, and again against Balram Jakhar in 1987. On all those occasions, the Deputy Speaker presided over the discussion regarding the resolution. That was an established traditional practice to ensure parliamentary neutrality and justice. However, unfortunately, the position of the Deputy Speaker in the Lok Sabha has remained vacant for the past twelve years. This is not merely a lapse in a standard procedure; it is a serious disregard for our parliamentary traditions. That such a vital constitutional position has remained vacant for so long raises grave concerns in our parliamentary democracy. This is an evidence that our entire parliamentary system is in jeopardy. Madam, the office of the Speaker is one of the most respected constitutional positions in our democracy. Once elected, the Speaker is expected to act as the neutral guardian of the House, rising above party politics. The Speaker is the representative of all members, including both the ruling party and the opposition. However, in recent times, we are witnessing a shrinking space for democratic discussions in the House. Opposition members are often denied opportunities to raise the issues of the people. We see a situation where laws are passed in haste without providing opportunities for important discussions. This House is not merely a machine for passing Government legislation; it is the nation's highest democratic forum where the concerns and needs of the 11.03.2026 1248 people must be discussed freely. Another serious issue facing the country today is the erosion of our independent foreign policy. Even major decisions related to our country's economic autonomy are being dictated by external pressures. We are in a situation where even matters such as from which country India should buy crude oil is being determined by the United States. If things progress to a point where a foreign power determines decisions related to our economic and foreign policy, it challenges our sovereignty and independence. When decisions are made on such important matters without comprehensive discussions in Parliament, the significance of this great House itself diminishes. If the Parliament is unable to discuss and take decisions on matters related to the nation's autonomy, then the very meaning of our parliamentary democracy is lost. As our hon. Member Shri Anurag Thakur said … (Interruptions) One thing Anurag Thakur pointed out, he compared the Speaker as a teacher. Madam, if the teacher is a great person the students will obey him. However, we cannot agree with the teacher, if the teacher says that when Shudra is speaking, his tongue should be chopped. Or we cannot agree with the teacher who orders to pour lead into the ear of a shudra if he happens to hear vedas being chanted. We cannot agree with the teacher who asks for the thumb of disciple as gurudakshina (tution fee). Once again I am supporting this motion on behalf of Communist party of 11.03.2026 1249 India (Marxist) by saying that our country will be moving towards grave danger. SHRI KRISHNA PRASAD TENNETI (BAPATLA): Hon. Chairperson, Madam, I rise today to oppose the Motion before this House and to place on record my firm and complete support for the hon. Speaker of Lok Sabha, Shri Om Birla ji. When I stand here today to speak on this important issue, I do so with full awareness that I am not defending an individual alone; I am defending the integrity of this House. The authority of the Speaker is not a personal privilege. It is an institutional necessity. The Speaker represents the discipline, the dignity, and the drive towards achieving the lofty hopes and aspirations that our forefathers encapsulated in the Constitution of India. If the neutrality of the Speaker is questioned without reasonable grounds, we risk weakening the very Institution that safeguards democratic deliberations. Madam, differences of opinion are natural. They are, in fact, the lifeblood of democracy. But attempts to erode the Institution in the name political disagreement, are dangerous. Let us remind ourselves of a fundamental truth. The dignity of Parliament is inseparable from the dignity of the Constitution itself. Madam, three Opposition MPs have moved the Resolution for the removal of Speaker, Shri Om Birla ji. This initial proposal submitted was full of mistakes such as wrong dates, photocopied signatures, and therefore, technically could have been rejected. It is the generosity of Shri Om Birla ji who not only asked them to rectify the errors and re-submit the Motion, which was against him -- this Motion was against him and yet he accepted it -- but also 11.03.2026 1250 admitted the same in adherence to the proper procedure. This speaks volumes about the personality and genuineness of our Speaker, an upholder of democratic ideals. Hon. Chairperson, Madam, Shri Om Birla ji has had a long journey as part of Indian political system. We see flashes of his dedication to the development and upliftment of people during his time as a Legislator in the Rajasthan Legislative Assembly. During the 13th Rajasthan Vidhan Sabha, he raised more than 500 questions; an extraordinary demonstration of legislative commitment. His contributions were so substantive that he was included in the list of ‘Sadan Ke Sitaare’, ‘The Stars of the House’, on more than six occasions. He led movements to eradicate malnutrition from the Sahariya tribal area of Baran district of Rajasthan, and led movements to help the victims of the Bhuj earthquake of 2001; aged pensioners with their medicines; and consumer cooperatives. 15.00 hrs Madam, for a democracy to thrive, its Opposition is an important factor. The Opposition, by its very name, embodies an alternative political thought in the interest of strengthening parliamentary debate, discussions, and deliberations. However, it is sad to see the rather sorry state of affairs that parades before us every day, where our friends across the aisle march into the ‘Well’. They shout, disrupt, and use all kinds of unparliamentary methods that strike at the very pillars and foundations of our Parliament. On several Bills and debates of national importance, the Opposition has 11.03.2026 1251 chosen to speak outside Parliament or on social media, while remaining conspicuously absent from the very debates where democratic scrutiny should occur. It is very disheartening when the leaders of the largest Opposition Parties collectively and individually perform below the average in attendance, questions submitted, and debates. Incidentally, 281 Members of Parliament in this House are first-timers, and 74 are lady MPs. Their average is much higher than that of the leaders of the Opposition. While the national average of attendance stands at 86 per cent, questions raised at 88 per cent, and participation in debates at 17 per cent, the average of the leaders of the three largest parties is not even half of the national averages in attendance, questions, participation, and debates. Are they aware of this? Of course, yes. In fact, it is this guilty feeling of underperformance that drives them towards repetitive and disruptive behaviour in the House. In recent times, we have seen the Opposition display unruly and unparliamentary behaviour. I myself have experienced this concerning change in their behaviour while sitting in the Chair. During the first half of the Budget Session, Parliament was repeatedly disrupted. The Opposition chose disruption over discussion. Eight Members had to be suspended after they engaged in serious misconduct inside the Lok Sabha. Instead of participating in debates, these Members stormed the proceedings with slogan-shouting, chaos, and even threw papers at me while I was sitting in the Chair, and again when another hon. Chairperson was 11.03.2026 1252 presiding. These acts directly challenged the dignity and authority of Parliament itself. One of the suspended MPs even had the audacity to address the Chair as “yaar”, and when it was objected to, another Member said, “'चेयरमैन साहब, यार कहा, तो कौन सी आफत टूट पड़ी है?' This is the approach; this is the respect that the Opposition gives to the Lok Sabha, to Parliament, and to the Chair. This attitude and behaviour have deeply pained me. It pained me because of their attitude and behaviour and because of the respect they show for the democracy of this country. However, this is not the first time that the Congress Members have behaved so miserably. Kindly recall that in 2014, one hon. Member of Parliament brought “Pepper Spray” into the House and used it. That is the level of respect. The Congress Party Members have been habituated to such behaviour, which is unsafe for fellow and respected MPs in Parliament. When such practices do not work, they simply resort to stalling the functioning of the House. Every minute that this House functions represents public money and public trust. The functioning of both Houses of Parliament costs approximately Rs.2.5 lakh per minute, Rs.1.5 crore per hour, and nearly Rs.9 crore per day. This money comes from the hard work of millions of citizens who pay taxes to build this nation. When the House is forced into repeated adjournments due to disruptions by the Opposition, it is not merely time that is wasted; it is the hard- earned money of the people that is wasted. In 2023, both Houses lost more than half of their scheduled working 11.03.2026 1253 hours due to disruptions. During the Monsoon Session of 2025, the Lok Sabha functioned for only 37 hours out of the 120 hours scheduled, while the Rajya Sabha functioned for only about 41 hours. All this is because of the disruptions caused by the Opposition. The Congress party-led Opposition did not even spare the hon. President’s Address. During the Budget Session of 2026, when the hon. President SHRIMATI Droupadi Murmu Ji was addressing the House, Members of the Opposition raised slogans and disrupted her speech. The President’s Address represents one of the most important constitutional moments in our parliamentary calendar. Disrupting that moment is not merely disorder; it is disrespect to the highest constitutional office of the Republic. Truly, it is sad to see how the Opposition continues to fall from its own standards out of sheer desperation. Madam, despite all these challenges, the tenure of Shri Om Birla Ji as Speaker of this House, has been marked by remarkable legislative productivity and meaningful institutional reform within Parliament. Under his stewardship, the 17th Lok Sabha recorded an impressive 97 per cent productivity, one of the highest in recent Parliamentary history. During this period, 179 non-financial Bills were enacted and notably, 58 per cent of these Bills were passed within two weeks of their introduction, demonstrating both efficiency and legislative moment. Landmark legislations of the Constitution – Women’s Reservation Act – Nari Shakti Vandan Act, 2023, J&K Re-organisation Act, 2019, the Muslim Protection of Rights of Marriage Act, 2019 were enacted during this period. I 11.03.2026 1254 am happy to note that despite the best efforts of the Opposition to halt the Parliamentary proceedings, the momentum of our Speaker has continued into the 18th Lok Sabha where its first session functioned for 372 hours and 36 minutes, achieving an average productivity of 103.17 per cent while the 6th Session in 2025 recorded 111 per cent, Madam. A historic number of 204 issues were raised during ‘Zero Hour’ in a single day, that is because the hon. Speaker Shri Om Birla Ji wanted to encourage, the highest ever in the Lok Sabha history. Equally transformative has been the Digital Parliament 2.0 initiative including digitisation of over 8000 hours of parliamentary archives, artificial intelligence based search tools, digital attendance systems and the Sansad Bhashini Multilingual Translation Platform, strengthening accessibility, efficiency and modernisation of India’s Parliamentary function. Our Speaker Shri Om Birla Ji actively encouraged first-time and women MPs’ participation in the House. I have personally seen him engaging, interacting and encouraging many Members across the party lines who had never spoken earlier to contribute to the Parliamentary functioning by questions and during supplementaries. As someone who entered this House as a first timer, I can personally attest to the encouragement given by Shri Om Birla Ji, he entrusted me with the responsibility of serving on the panel of Chairpersons. This demonstrates his belief that the first-time Parliamentarians such as myself must be given an opportunity to learn and grow. 11.03.2026 1255 Hon. Speaker Shri Om Birla Ji recently introduced biometric attendance system. Probably this must have frustrated the Opposition because they have to now record it electronically. Madam, recently, we have seen an increasingly desperate strategy emerge, where attacks are not just restricted to political leaders but to other constitutional institutions such as Election Commission, the Supreme Court of India and even the Defence Forces. It is deeply troubling when judicial proceedings are misrepresented for political gains within this very House. In 2019, public claims were made both inside and outside the Parliament that hon. Supreme Court had endorsed the slogan ‘Chowkidaar Chor Hai’ in connection with the Rafale procurement case. This assertion was factually incorrect. The hon. Supreme Court never endorsed such a slogan nor did it make any observation that would be reasonably interpreted in that manner. The hon. Court itself later clarified that its observation had been misquoted and misrepresented. Such conduct goes beyond ordinary political rhetoric. When a Member misrepresents their words of Supreme Court within the Parliament, it undermines public faith in both the institutions simultaneously. The Judiciary is one of the most important foundational pillars of our constitutional democracy. Any distortion of its judgements within Parliament risks eroding institutional respect. Misleading the House and matters concerning the Supreme Court can be considered as legitimate parliamentary misconduct. Madam, now, when it comes to the matter of Indian Armed Forces, it is a 11.03.2026 1256 very serious thing. Repeatedly, the Opposition leaders have misquoted particularly on what is happening on the Chinese border and there was a mention about the 4000 square kilometres conceded, which is not a correct statement. This has deeply eroded the morale of the Armed Forces but for the gut feeling of our Forces and the leadership, they stood by their ground and they never got demoralized with the empty words made by the Opposition leaders. Whatever the political differences, if there is one instance of parliamentary unity that has truly stood rock solid, it has been the representation of India as a country in foreign gatherings and institutions. Unfortunately, Madam, whenever our Opposition leaders go abroad, they go and sit in discussions, meetings, and criticise India in international forums. This I would like to mention once. In the direct contrast are the efforts of our hon. Speaker, Shri Om Birlaji, who has ably represented India's parliamentary democracy and its vibrancy with distinction across the world. Over the years, he has led or participated in numerous parliamentary delegations and international conferences. Most recently, in January 2026, under the leadership of our Speaker, India hosted the 28th Conference of Speakers and Presiding Officers of the Commonwealth in New Delhi, further demonstrating India's leadership in global parliamentary diplomacy. Additionally, to promote inter-parliamentary harmony and discussion, the hon. Speaker constituted Inter-Parliamentary Friendship Groups, giving each senior Member the chance to represent the interest of India in foreign 11.03.2026 1257 countries. This has never happened earlier. I am sure that many Members here are aware that in 1994, the then hon. Prime Minister chose the then Leader of the Opposition, Shri Atal Bihari Vajpayeeji, to represent the interest of India in international discussions. Shri Atal Bihari Vajpayeeji went there, did his job, and returned without bringing the image of the country down. Could the same be trusted today? I do not think so. In final conclusion, Madam, the real question before the nation is very simple. Should Parliament function through debate and discipline or through disruption and spectacle? As I conclude, I would like to state that the strength of the parliamentary democracy lies in the ability of the elected representatives to engage in structured debate, to question the Government through established procedures, and to uphold the dignity of the institution that embodies the will of the people. The Speaker's role primarily serves to safeguard these principles. The Speaker is not an adversary to any political party. The Speaker is the guardian of the parliamentary order. The Speaker must always stand firmly for rules, order, and the dignity of the Parliament, because when Parliament loses its dignity, democracy itself begins to lose its strength. The Speaker has only one duty - to defend the discipline, functioning, and institutional sanctity of the Parliament. Protecting the authority of the Speaker is, therefore, not about protecting an individual. It is about protecting the very institution of the Parliament itself. Hon. Madam, this is exactly what Shri Om Birlaji was doing, is doing, and I am fully confident that he will continue to do so. 11.03.2026 1258 With these words, Madam, I firmly oppose the Motion and entend my support for Shri Om Birlaji. आज जब बात चल रही थी, तब पािलªयाम¤ůी अफेयसª िमिनÖटर और होम िमिनÖटर कì तरफ से अपोजीशन के िलए इरåरÖपॉÆसबल शÊद आया । लगातार इस सदन म¤ िवप± के Ĭारा बहòत सारे मुĥे उठाए जाते ह§, चाहे वह देशिहत कì बात हो या जो उनके Ĭारा कì जा रही गलितयŌ कì बात हो, ³यŌिक अगर िवप± कुछ बोल रहा है, तो वह अपने फायदे के िलए नहé बोल रहा है, देश के फायदे के िलए बोल रहा है । ऐसे शÊद का उपयोग करना और हमेशा जब म§ बोलता हóं तो एक 353 का ³लॉज़ यूज होता है । सारा दोष नेहł जी पर 11.03.2026 1259 मढ़ करके और 353 ³लॉज़ का इÖतेमाल करने से आपके पाप धूल नहé जाय¤गे । िजस तरह से लगातार Êलैट¤ट िमसयूज से ÿेसीड¤ट ऑिफस, इले³शन कमीशन, ईडी जैसी िकसी संÖथा को नहé छोड़ा और वही दोष चेयर तक पहòंच जा रहा है । म§ उस चेयर को दोष नहé दूंगा, उस प± म¤ बैठे लोगŌ को दोष दूंगा । ³यŌिक, िजस तरह से वहां से डायरे³शन जाता है, उसके वजह से ही चाहे वह Öपीकर साहब हŌ या चेयरपसªÆस हŌ, उÆह¤ िजस तरह से Óयवहार करना चािहए वह नहé हो पा रहा है । हमारे देश कì महान परंपरा इस सदन कì गåरमा िसफª हमारे देश के लोग ही नहé, बिÐक पूरे िवÔव के लोग देखते ह§ । कहé-न-कहé वे हमारे आचरण को भी देखते ह§ । जो हमारे पुराने बड़े-बड़े नेता रह¤, उनके बारे म¤ आज भी िजø िवदेशŌ म¤ होती है । वषª 2014 म¤ म§ इस सदन म¤ पहली बार आया । उस समय Öपीकर ®ीमती सुिमýा महाजन जी थé । म§ बड़े खुशी के साथ कह सकता हóं, उनसे पहले िजतने Öपीकसª रह¤, उनके वीिडयोज़ देखने का मुझे मौका िमला, लेिकन वषª 2014 म¤ ®ीमती सुिमýा महाजन जी Öपीकर रहé और म§ बड़े सÌमान के साथ कह सकता हóं िक एक अ¸छा सदन चला । आज म§ कह सकता हóं िक सदन कì गåरमा बनाये रखना और सदन को बेहतर ढंग से चलाने के कÖटोिडयन Öपीकर साहब होते ह§ । आज जो यह हो रहा है, इसका असर आने वाले कई वषŎ तक जाएगा या कई टÌसª तक जाएगा । मेरा सुझाव ůेजरी ब¤च को यही है िक यह परंपरा न हो, इसे सुधारने का काम कर¤ । िजस तरह से हमारे मिहला सांसदŌ पर आरोप लगे, मुझे लगता है िक ऐसा पहले कभी नहé हòआ था । मैडम, आज आप चेयर कर रही ह§, लेिकन ऐसा कभी हòआ नहé िक सदन के िकसी सदÖय के ऊपर इस तरह का आरोप लगा हो िक उनसे खतरा है । इस िहसाब से तो हम भी अपने चेयर पर ठीक से नहé बैठ पाय¤गे । मेरी िवनती है िक जो कÖटोिडयन ऑफ द हाउस ह§, वे ऐसी चीजŌ से बच¤ और आने वाले समय म¤ सभी को समक± रखते हòए इस सदन को बेहतर ढंग से चलाएं । इसम¤ हम लोगŌ का भी सहयोग रहेगा । इसी िवनती के साथ म§ अपनी बातŌ को समाÈत करता हóं । बहòत-बहòत धÆयवाद । 11.03.2026 1260 ®ी राजा राम िसंह (काराकाट) : महोदया, म§ इस ÿÖताव के प± म¤ बोलने के िलए खड़ा हòआ हóं । म§ कुछ समय पहले से अपनी बात शुł करना चाहóंगा िक इस बार जब बीजेपी 400 पार नहé पहòंच पाई और केवल 240 सीटŌ तक ही सीिमत रह गई । इस वजह से एनडीए गठबंधन बनाकर सÂता म¤ बीजेपी आई और यह तय िकया िक कम से कम तीन पोÖट्स हम रख¤ । इससे यह मैसेज द¤गे िक यह भाजपा कì ही सरकार है । ÿधान मंýी, गृह मंýी और Öपीकर, तीनŌ पद बीजेपी ने अपने पास रखे और Öपीकर पद के िलए ओम िबरला जी का ÿÖताव आया । इसे सदन ने बहòमत से पाåरत िकया । इस बात को एनडीए गठबंधन के लोग समझते ह§ या नहé, भाजपा कì ही िड³टेटरिशप चलेगी । जब व³फ िबल पर बहस चल रही थी, तब रात को ढाई बजे तक इंतजार िकया िक शायद इनका ज़मीर जागेगा, जो लोग अपने को से³युलर कहते ह§, लेिकन हमने देखा िक वह मैनेज हो गया । हम समझते ह§ िक जो बहस से³युलåरºम से चली, Öपीकर कÖटोिडयन आफ िद हाउस ही नहé ह§, बिÐक Öपीकर कांÖटीट्यूशन के भी कÖटोिडयन ह§ । कांÖटीट्यूशन के जो बेिसक िÿंिसपÐस ह§ - से³युलåरºम, सोशिलºम, डेमोøेसी और सोवरिनटी आज ये चारŌ िÿंिसपÐस खतरे म¤ ह§ । Öपीकर कì भूिमका इस मामले म¤ मानी जाएगी िक इन चारŌ मोचŎ पर जब-जब øाइिसस आया तो वे कहां खड़े रहे । इस िलहाज से हमने देखा है िक जब इस पािलªयाम¤ट म¤ कटुआ कहा गया तो वे चुप रहे । उÆहŌने से³युलåरºम को िडफ¤ड नहé िकया और इसी तरह से अÆय मामलŌ म¤ भी वे साथ खड़े नहé रहे । म§ एक बात और कहना चाहता हóं िक हाउस कì गåरमा को बरकरार रिखए, हाउस कì गåरमा का खयाल रिखए । म§ कई बार सोचता रहा हóं िक हाउस कì गåरमा ³या है, वह यह है िक देश के लोगŌ कì जो आÖथा संसद के ÿित है िक संसद म¤ कोई मामला उठ जाएगा, कोई सांसद मामला उठा देगा, तो कुछ न कुछ कायªवाही होगी । वह Öवयं ही समी±ा करे या सदन समी±ा करे िक गåरमा कमजोर हòई है या मजबूत हòई है । तीसरी बात म§ कहना चाहता हóं िक यह बात कही जा रही है िक िवप± गैरिजÌमेदराना Óयवहार करता है, ÿÔन नहé पूछता है और नारेबाजी करता है । अभी टेÆनेटी जी भी कह रहे थे । 11.03.2026 1261 जीरो ओवर म¤ मेरा नÌबर बैलेट म¤ था लेिकन मुझे बोलने नहé िदया गया । 6283 करोड़ Łपये कì पैरलल इकोनॉमी ÿधान मंýी राहत कोष के जåरए खड़ी कì गई है । इन सवालŌ के िलए ÿधान मंýी कायाªलय ने नोिटस जारी कर िदया है िक आप सवाल नहé पूछ सकते ह§ । देश म¤ इतनी बड़ी रकम पैरलल जमा करते ह§ और उस पर संसद कì िनगरानी नहé होगी और इस िवषय को यिद कÖटोिडयन नहé देखेगा, तो कैसे काम चलेगा । बोलने ही नहé िदया जा रहा है । चेयर से बुलवाया गया िक आप इस िवषय पर नहé बोल सकते ह§ । जब आप िवषय बदल द¤गे, तब आप बोिलएगा । दूसरी बात, जब से इजराइल Ĭारा ईरान पर हमला हòआ है, तब से पूरे देश म¤ एक बात थी िक भारत सरकार कì इतनी बड़ी चुÈपी ³यŌ है? यहां सवाल पूछने पर रोक है, लेिकन पूरी दुिनया जानना चाहती थी, जब अपोिजशन ने ÿोटेÖट िकया और हाउस चलने नहé िदया, तो सारी मीिडया म¤ कहा गया िक भारत ने यह आवाज उठाई । यह संसद केवल सÂता प± कì नहé है, िवप± भी कई बार आपकì भावनाओं को ÿकट करता है । आपको भी राहत िमली िक ईरान के सवाल पर भी भारत कì तरफ से एक Óयू पॉइंट आया । यह देश ितलका माझी, िबरसा मुंडा, रानी लàमी बाई, पीर अली, भगत िसंह, चÆþशेखर आजाद, रामÿसाद िबिÖमल, अÔफाकुÐला खां, जगतपित, गांधी और अंबेडकर का यह देश सवाल पूछ रहा था िक ईरान के सवाल पर हमारा Łख ³या है? ³या अब हम अमेåरका के गुलाम हो गए ह§? पहले हम िāिटशसª कì गुलामी करते थे तो ³या अब अमेåरका कì गुलामी कर¤गे? िवप± ने इसकì लाज रखी । यह आवाज उठायी और यह आवाज कवर कì गई । इसिलए, हंगामा हमेशा कोई अलोकतांिýक नहé है, वह लोकतंý कì र±ा के िलए है । वह समाजवाद कì र±ा के िलए है और देश कì सॉवरेिनटी कì र±ा के िलए है िक हम आज़ाद थे, आज़ाद ह§ और आज़ाद रह¤गे । म§ कहना चाहता हóं िक इन तमाम मामलŌ म¤ Öपीकर कì भूिमका को हम¤ जज करने कì जłरत है । छोटे दलŌ को उÆहŌने बराबर नेμले³ट करने कì कोिशश कì है । हम लोग उनसे एक छोटा ऑिफस मांगने गए थे, ³यŌिक इंिडया म¤ एक िड¤ट पॉिलिटकल ů¤ड है । आज तक हम¤ आÔवासन िमलता रहा, लेिकन उस पर कोई बात नहé हòई । खैर, वह एक िनजी बात है । वह बात 11.03.2026 1262 उतनी महÂवपूणª नहé है । लेिकन, म§ कह रहा हóं िक उनका यह Łख है िक छोटे दलŌ को और फÖटª टाइमसª को लगातार नेμले³ट िकया जाए । यह Łख ठीक नहé है । हाउस को पूरे कॉिÆफड¤स म¤ लेकर और पूरे पािलªयाम¤ůी नॉÌसª का पालन करते हòए Öपीकर को कंड³ट करना होगा । धÆयवाद । ®ी अभय कुमार िसÆहा (औरंगाबाद) : धÆयवाद सभापित महोदया । आज म§ इस लोकतंý के मंिदर म¤ लोक सभा अÅय± के िवŁĦ अिवÔवास ÿÖताव के प± म¤ बोलने के िलए खड़ा हòआ हóं । महोदया, वैसे तो माननीय ओम िबरला जी Óयिĉगत तौर पर Óयावहाåरक ÓयिĉÂव के Óयिĉ ह§ और बड़ा ही हँसमुख Óयिĉ ह§ । यह अिवÔवास ÿÖताव, म§ समझता हóं िक उनके िवŁĦ नहé है, बिÐक सरकार के Ĭारा उन पर बार-बार थोपे जाने वाले दबाव के िवŁĦ है । भारत के संसदीय इितहास म¤ लोक सभा अÅय± के िखलाफ अिवÔवास ÿÖताव लाना कोई सामाÆय घटना नहé है । मुझे ÿथम ÿधानमंýी आदरणीय पंिडत जवाहरलाल नेहł जी कì एक बात याद आती है । म§ वह बात आज सदन म¤ रखना चाहता हóं । उÆहŌने कहा था - ''अÅय± सदन का ÿितिनिधÂव करता है । वह सदन कì गåरमा और Öवतंýता का ÿतीक है । चूंिक सदन राÕů का ÿितिनिधÂव करता है, इसिलए अÅय± एक तरह से राÕů कì Öवतंýता और Öवाधीनता का भी ÿतीक बन जाता है ।'' लेिकन, अÂयंत खेद के साथ कहना पड़ रहा है िक िपछले कुछ समय से यह आसन सदन कì Öवतंýता का नहé, बिÐक सÂताप± कì िनरंकुशता का ÿतीक बन गया है । आज आसन उस िनÕप±ता को खो चुका है, िजसकì अपे±ा नेहł जी और हमारे संिवधान िनमाªताओं ने कì थी । महोदया, इस सदन ने वह काला िदन भी देखा है, जब एक िदन म¤ 140 िवप±ी सांसदŌ को एक झटके म¤ िनलंिबत कर िदया गया था । म§ िनिIJत तौर पर कहóंगा िक संसद के िलए वह काला िदन था । उनका ³या अपराध था? उनका अपराध केवल इतना था िक वे सरकार से राÕůीय सुर±ा और जनिहत पर जवाब मांग रहे थे । िनयम - 373 और िनयम - 374 का इÖतेमाल सदन म¤ ÓयवÖथा बनाए रखने के िलए नहé, बिÐक िवप± को कुचलने के एक राजनीितक हिथयार के łप म¤ िकया जा रहा है । महोदया, राÕůिपता महाÂमा गांधी जी ने कहा था - ''स¸चा लोकतंý वह है, िजसम¤ एक 11.03.2026 1263 गरीब से गरीब और कमजोर Óयिĉ को यह लगे िक देश म¤ उसकì भी सुनी जा रही है ।'' लेिकन, यहां कì िÖथित ³या है? यहां अगर कोई भी माननीय सांसद िकसी भी बात पर बोलने के िलए खड़े होते ह§ तो उधर से सीधे आदेश आ जाता है - 'नो, नो, नो' । संिवधान के मु´य िनमाªणकताª बाबा साहेब डॉ³टर भीमराव अÌबेडकर जी ने 25 नवÌबर, 1949 को संिवधान सभा म¤ एक बहòत बड़ी चेतावनी दी थी, जो आज िबÐकुल सच सािबत हो रही है । उÆहŌने कहा था - ''संिवधान चाहे िकतना भी अ¸छा ³यŌ न हो, यिद उसे लागू करने वाले कì नीयत खराब है तो वह बुरा ही सािबत होगा ।'' यह बाबा साहेब अÌबेडकर ने उस समय चेताया था । आज सदन कì िÖथित ³या है? संसदीय ÿणाली कैसे कमजोर हो रही है? Öथगन ÿÖताव, जो कभी सदन कì सबसे गÌभीर ÿिøया मानी जाती थी, अब शायद ही कभी Öवीकार िकया जाता है । Åयानाकषªण ÿÖताव, जो सरकार को तुरंत जवाबदेह बनाता था, वह भी लगभग समाĮ हो चुका है । आधे घंटे कì चचाª होती थी, łल 193 के तहत चचाª होती थी । ये सभी संसदीय ÿणािलयां आज लगभग उपयोग से बाहर हो चुके ह§ । महोदया, म§ राÕůीय जनता दल का सांसद हóं और उस परÌपरा से आता हóं, िजसे हमारे नेता लालू ÿसाद यादव जी ने Öथािपत िकया । लालू जी हमेशा कहा करते थे िक लोकतंý म¤ िवप± दुÔमन नहé होता है, िवप± लोकतंý का पहरेदार होता है । जब पहरेदार कì आवाज ही दबा दी जाएगी, तो लोकतंý कì र±ा कौन करेगा? महोदया, म§ िबहार कì धरती से आता हóं, उस धरती से जहां लोकनायक जय ÿकाश नारायण जी ने लोकतंý बचाने का आंदोलन खड़ा िकया था । िबहार कì जनता ने हमेशा लोकतांिýक मूÐयŌ के िलए संघषª िकया है । आज िबहार और पूरे देश के लोग पूछ रहे ह§ िक जब संिवधान कहता है िक लोक सभा म¤ उपाÅय± का चुनाव होना चािहए, तो आज यह पद ³यŌ खाली है? ³यŌ यह पद 6 वषŎ से खाली है? यह सदन जानना चाहता है ।
