माननीय सदÖयगण, िजÆह¤ आज िनयम 377 के अधीन मामले उठाने कì अनुमित दी गई है, वे Óयिĉगत łप से 20 िमनट के भीतर मामले का अनुमोिदत पाठ सभा पटल पर ÿÖतुत कर सकते ह§ । … (Óयवधान) (i) Regarding non-utilization MPLADS Funds in Dadra and Nagar Haveli Parliamentary Constituency ®ीमती कलाबेन मोहनभाई देलकर (दादरा और नागर हवेली) : म§ दादरा और नागर हवेली संसदीय ±ेý से 17वé लोकसभा से सांसद हóँ और मुझे यह बताते हòए अÂयंत खेद हो रहा है िक मेरे िपछले (17वé लोकसभा) और वतªमान (18वé लोकसभा) कायªकाल के दौरान, आवंिटत MPLADS फंड का महÂवपूणª िहÖसा अभी तक उपयोग नहé हो पाया है । यह िÖथित अÂयंत िचंतनीय है, िजसके कारण मेरे संसदीय ±ेý म¤ अित आवÔयक िवकासाÂमक कायª और जनिहत कì पåरयोजनाएँ लंबे समय से लंिबत पड़ी हòई ह§ । सड़कŌ, सावªजिनक सुिवधाओं और बुिनयादी ढाँचे से संबंिधत कायŎ म¤ हो रही इस अÂयिधक देरी से ±ेý कì जनता को घोर असुिवधा का सामना करना पड़ रहा है, िजससे  Treated as laid on the Table. 13.03.2026 1088 जनता के कÐयाण को सीधे तौर पर नुकसान पहòँच रहा है । म§ संबंिधत मंýी जी से िवनă अनुरोध करती हóँ िक वे इस मामले को Óयिĉगत łप से देखते हòए संबंिधत अिधकाåरयŌ को जÐद से जÐद आवÔयक और कड़े िनद¥श द¤, तािक मेरे संसदीय ±ेý के िवकास के िलए लंिबत फंड का उपयोग तÂकाल सुिनिIJत हो सके और सभी महÂवपूणª िवकास कायª िबना िकसी और िवलंब के शुł िकए जा सक¤ । मेरे ±ेý कì जनता का अिधकार है िक िवकास कायª समय पर पूरे हŌ, और इसे पूरा करना हमारी सामूिहक िजÌमेदारी है । (ii) Need to set up Multi-Modal Logistics Park and Warehouse Zone in outer areas of Jaipur, Rajasthan ®ीमती मंजू शमाª (जयपुर) : जयपुर के िलए लॉिजिÖट³स Èलान अब आवÔयकता बन चुका है । िजस गित से ई. कॉमसª åरटेल सÈलाई और िनमाªण गितिविधयां बढ़ रही ह§ उसी अनुपात म¤ भारी वाहनŌ का दबाव भी शहर कì सड़कŌ पर बढ़ रहा है । राजÖथान कì राजधानी जयपुर म¤ तेजी से शहरीकरण और आिथªक गितिविधया बढ़ रही है । िदÐली-मुंबई ए³सÿेसवे, जयपुर, िकशनगढ़, जयपुर, आगरा, जयपुर, सीकर और जयपुर, कोटा जैसे नेशनल व Öटेट हाईवे से जुड़े होने के कारण शहर एक लॉिजिÖटक हब के łप म¤ उभर रहा है । ई कॉमसª िडलीवरी और भारी वाहनŌ कì बढ़ती आवाजाही देखते हòए िसटी लॉिजिÖट³स Èलान कì आवÔयकता महसूस कì जा रही है । शहर के बाहरी ±ेýŌ म¤ मÐटीमॉडल लॉिजिÖट³स पाकª िवकिसत करना चािहए । िदÐली-मुंबई ए³सÿेसवे, åरंग रोड और आउटर बाइपास के पास लॉिजिÖटक पाकª और वेयरहाउस जोन बनाये जाये िजससे भारी ůकŌ का जयपुर शहर म¤ ÿवेश कम होगा । घनी आबादी वाले इलाकŌ म¤ माइøोहब बनाए जाएं। इससे अंितम छोर तक िडलीवरी आसान होगी । ईकॉमसª िडलीवरी तेज होगी । लॉिजिÖट³स Èलान से न केवल ůैिफक जाम कम होगा बिÐक समय कì बचत होगी और शहर कì ईज ऑफ डूइंग िबजनेस र§िकंग बेहतर होगी । 13.03.2026 1089 (iii) Regarding Government policy for utilisation and value addition of Pine needles in Uttarakhand and other hilly states ®ी िýवेÆþ िसंह रावत (हåरĬार) : म§ सरकार का Åयान पवªतीय राºयŌ, िवशेषकर उ°राखंड, म¤ उपलÊध पीłल (पाइन नीडÐस), चीड़ से ÿाĮ रेिज़न तथा अÆय वन-बायोमास कì ओर आकिषªत करना चाहता हóँ । वतªमान म¤ यह वन-बायोमास हमारी वन संपदा का लगभग 15 ÿितशत होते हòए भी बड़े पैमाने पर जंगलŌ म¤ जमा रहता है, िजससे संसाधनŌ कì बबाªदी होती है और वनािμन कì घटनाएँ बढ़ती ह§ । यिद इनके संúहण, ÿसंÖकरण और िवपणन के िलए एक समेिकत व दूरदशê नीित अपनाई जाए तो यही चुनौती एक सशĉ आिथªक अवसर बन सकती है । रेिज़न का उपयोग औषिध, प¤ट, साबुन, काग़ज़ और रबर उīोग म¤ होता है । पीłल से बायो-Éयूल और बायो-पैलेट्स बनाए जा सकते ह§, जबिक िगरी हòई पि°यŌ से पयाªवरण-अनुकूल बोडª और कÌपोÖट का उÂपादन संभव है । इन संसाधनŌ के ÓयविÖथत उपयोग से वनािμन कì घटनाओं म¤ कमी आएगी और Öथानीय युवाओं व मिहलाओं के िलए रोजगार के अवसर सृिजत हŌगे । इससे पवªतीय ±ेýŌ म¤ हåरत, िटकाऊ और आÂमिनभªर अथªÓयवÖथा को बढ़ावा िमलेगा । अतः म§ सरकार से आúह करता हóँ िक पीłल और रेिज़न को रणनीितक वन संसाधन घोिषत कर, उनके समुिचत दोहन और मूÐय संवधªन हेतु एक ठोस व समयबĦ नीित शीŅ बनाई जाए । (iv) Need to introduce train from Chittorgarh to Mumbai and Chennai via Udaipur - Ahmedabad and extend the Vande Bharat Train originating from Udaipur to Surat ®ी चÆþ ÿकाश जोशी (िच°ौड़गढ़) : मेरे संसदीय ±ेý िच°ौड़गढ समेत सÌपूणª मेवाड़ ±ेý के िनवािसयŌ को रोजगार एवं Óयवसाय के िलये मुÌबई तथा दि±णी भारत म¤ चैÆनई के िलये आना जाना लगातार बना रहता ह§ । वतªमान म¤ उदयपुर से मुÌबई तथा दि±ण को जाने के िलये एक िदन छोड़ कर रेल चलती ह§, इस रेल म¤ बहòत ºयादा वेिटंग रहती ह§ िजस कारण से यहाँ के यािýयŌ को काफì 13.03.2026 1090 परेशािनयŌ का सामना करना पड़ता ह§ । अभी चलने वाली रेलगािड़यां वाया रतलाम होकर चलती ह§ िजससे अिधक समय लगता ह§ तथा मेवाड़ ±ेý के लोगŌ को उसका पूरा लाभ भी नही िमल पाता है। अभी उदयपुर से अहमदाबाद का सै³शन पूरा िवīुितकृत भी हो चुका ह§ तथा लÌबी दूरी कì रेलगािड़यŌ के िलये तैयार भी ह§ । इस संबध म¤ मेरा सरकार से अनुरोध है कì िच°ौड़गढ़ से मुÌबई तथा चैÆनई वाया उदयपुर-अहमदाबाद के िलये नई ůेनŌ को चलाये जाने कì कृपा कराव¤ । इसके साथ ही उदयपुर से चलकर आसारवा को जाने वाली वÆदेभारत ůेन को भी सूरत तक बढाया जाये िजससे सूरत तक का लाभ यहाँ के िनवािसयŌ को िमल सकेगा । (v) Need to introduce regular district level skill development programmes for capacity building and community engagement in health and nutrition services SHRIMATI DAGGUBATI PURANDESWARI (RAJAHMUNDRY): I would like to express my sincere appreciation for our Anganwadi and ASHA workers, who form the backbone of India’s community health and nutrition system. Through more than 1.3 million Anganwadi centres, they serve over 90 million women and children, often in difficult and resource-constrained conditions. Their dedication, compassion, and resilience especially during the COVID-19 pandemic demonstrated that they are true frontline guardians of public health. While the Government has taken steps to enhance their honorarium and social security benefits, sustained institutional support remains essential. I urge the Health Ministry to introduce regular district-level skill development programmes focusing on digital tools, early disease detection, nutrition counselling, and effective community engagement. The provision of simple, reliable digital 13.03.2026 1091 devices and improved connectivity must also be ensured to ease their workload. A transparent and fair incentive structure aligned with defined responsibilities will further motivate them. Strengthening their capacity and well-being will reinforce the foundation of our nation’s health and nutrition services. (vi) Need to set up a modern water sports complex and a public park in North East Delhi Parliamentary Constituency ®ी मनोज ितवारी (उ°र-पूवª िदÐली) : म§ सरकार का Åयान अपने संसदीय ±ेý North East Delhi के सोिनया िवहार ±ेý कì ओर आकिषªत करना चाहता हóँ, जहाँ से वाटर टै³सी चलाने कì योजना भी ÿगित पर है । यह ±ेý पयªटन एवं Öथानीय िवकास कì ŀिĶ से अÂयंत महÂवपूणª बनता जा रहा है । इसी Öथान के िनकट िवलेज िचरागा सोमाली के खसरा नंबर 1A एवं 1B के अंतगªत लगभग 20 एकड़ भूिम उपलÊध है, जो हåरयाली से पåरपूणª है तथा सावªजिनक उपयोग के िलए उपयुĉ है । अतः म§ माननीय शहरी िवकास मंýी जी से िनवेदन करता हóँ िक उĉ भूिम म¤ से लगभग 5 एकड़ ±ेý म¤ एक आधुिनक वॉटर Öपोट्ªस कॉÌÈले³स तथा शेष भूिम पर एक सुÓयविÖथत सावªजिनक पाकª के िनमाªण हेतु आवÔयक कायªवाही करने कì कृपा कर¤ । इससे Öथानीय युवाओं को खेल एवं रोजगार के अवसर ÿाĮ हŌगे तथा ±ेý म¤ पयªटन और पयाªवरण संर±ण को भी बढ़ावा िमलेगा। (vii) Need to set up a Day Care Cancer centre in the district hospital of Bulandshahr, Uttar Pradesh DR. BHOLA SINGH (BULANDSHAHR): I would like to place on record my appreciation for the transformative strides made in the healthcare sector. The expansion of Ayushman Bharat, the strengthening of district-level healthcare infrastructure, the establishment of new AIIMS, and the wide network of Jan 13.03.2026 1092 Aushadhi Kendras have significantly improved access to affordable healthcare across the country. These initiatives have brought relief and reassurance to millions of families. However, cancer cases are increasing in the Bulandshahr Lok Sabha Constituency of Uttar Pradesh. Patients, particularly from rural areas, are compelled to travel to Delhi and other metropolitan cities for chemotherapy and related treatment. This causes considerable physical hardship, financial strain, and emotional distress to patients and their families. Establishing a Day Care Cancer Centre in the district hospital of Bulandshahr would provide timely treatment closer to home, reduce out-of-pocket expenditure, and ease the burden on tertiary hospitals. I, therefore, urge the Government to prioritise the establishment of a Day Care Cancer Centre in Bulandshahr to ensure accessible and affordable cancer care at the district level. (viii) Need to protect the interest of retail shopkeepers in the light of increasing e-commerce business and also provide social security benefits to the retail shopkeepers ®ी रवीÆþ शु³ला उफª रिव िकशन (गोरखपुर) : म§ सरकार का Åयान देश भर के छोटे और पारंपåरक ÓयापाåरयŌ कì समÖया कì ओर िदलाना चाहता हóँ । आज ऑनलाइन Óयापार तेजी से बढ़ रहा है । बड़ी कंपिनयाँ भारी छूट देकर सामान बेचती ह§, िजससे छोटे दुकानदार बराबरी कì ÿितÖपधाª नहé कर पाते । इसका सीधा असर उनकì आय और रोजगार पर पड़ रहा है । साथ ही, छोटे ÓयापाåरयŌ के िलए कोई ठोस सामािजक सुर±ा ÓयवÖथा भी नहé है । अिधकांश Óयापारी अपने पåरवार के िलए न तो पयाªĮ िचिकÂसा बीमा ले पाते ह§ और न ही दुघªटना बीमा कì सुिवधा उÆह¤ ÓयविÖथत łप से उपलÊध है । अतः मेरा सरकार से िवनă अनुरोध है िक ऑनलाइन Óयापार के िलए ÖपĶ 13.03.2026 1093 और स´त िनयम बनाए जाएँ ; छोटे ÓयापाåरयŌ के िहतŌ कì र±ा के िलए ÿभावी कदम उठाए जाएँ और ÓयापाåरयŌ और उनके पåरवारŌ के िलए सामािजक सुर±ा के तहत िचिकÂसा बीमा तथा दुघªटना बीमा कì ÓयवÖथा सुिनिIJत कì जाए । (ix) Need to address elephant menace in rural areas of Jharkhand and provide financial relief to the families affected thereby ®ी मनीष जायसवाल (हज़ारीबाग) : िपछले कुछ वषŎ म¤ हािथयŌ के हमलŌ कì घटनाओं म¤ उÐलेखनीय वृिĦ हòई है, िजसके पåरणामÖवłप बड़ी सं´या म¤ लोगŌ कì मृÂयु हòई है तथा घरŌ और खड़ी फसलŌ को भारी ±ित पहòँची है । उपलÊध åरपोटŎ के अनुसार वषª 2019–20 से अब तक 450 से अिधक लोगŌ कì मृÂयु हाथी हमलŌ म¤ हो चुकì है । िपछले 18–20 वषŎ म¤ यह सं´या लगभग 1200 से 1300 के बीच आंकì गई है । हाल के महीनŌ म¤ ही रामगढ़, बोकारो, पिIJमी िसंहभूम तथा िवशेष łप से हजारीबाग िजले म¤ 25 से अिधक लोगŌ कì जान गई है । हािथयŌ के झुंडŌ कì लगातार úामीण ±ेýŌ म¤ आवाजाही से भय और असुर±ा का वातावरण बना हòआ है । इस समÖया के ÿमुख कारण वन ±ेýŌ एवं पारंपåरक हाथी कॉåरडोर का अितøमण, खनन एवं िवकास गितिविधयŌ से ÿाकृितक आवास म¤ कमी, जंगलŌ म¤ भोजन व जल ąोतŌ कì कमी तथा ÿभावी चेतावनी एवं Âवåरत ÿितिøया तंý का अभाव ÿतीत होते ह§ । अतः म§ सरकार से आúह करता हóँ िक झारखंड के िलए िवशेष क¤þीय सहायता पैकेज ÿदान िकया जाए, ÿभािवत पåरवारŌ को समयबĦ एवं पारदशê मुआवजा सुिनिIJत िकया जाए, आधुिनक अलê वािन«ग िसÖटम लागू िकए जाएँ तथा अंतर-राºयीय समÆवय तंý Öथािपत िकया जाए । (x) Need to establish an Agriculture Education and Research Institute in Bundelkhand region in Madhya Pradesh डॉ. लता वानखेड़े (सागर) : बुंदेलखंड ±ेý, िजसम¤ मÅय ÿदेश के सागर, दमोह, छतरपुर, टीकमगढ़ 13.03.2026 1094 और पÆना जैसे िजले शािमल ह§, मु´यतः कृिष आधाåरत अथªÓयवÖथा पर िनभªर है । यह ±ेý अधª- शुÕक जलवायु, अिनयिमत वषाª, सीिमत िसंचाई संसाधन, जल-संकट और मृदा ±रण जैसी गंभीर चुनौितयŌ का सामना कर रहा है । अिधकांश िकसान वषाª आधाåरत खेती पर िनभªर ह§, िजससे उनकì आय अिÖथर रहती है । दलहन, ितलहन, गेहóँ और मोटे अनाज का उÂपादन यहाँ ÿमुख है, परंतु आधुिनक कृिष तकनीक, उÆनत बीज, मृदा परी±ण, सूàम िसंचाई और वै²ािनक मागªदशªन के अभाव म¤ उÂपादन ±मता अपेि±त Öतर तक नहé पहòँच पा रही है । इन पåरिÖथितयŌ को देखते हòए बुंदेलखंड ±ेý म¤ एक समिपªत कृिष िश±ा एवं शोध संÖथान कì Öथापना अÂयंत आवÔयक है । ऐसा संÖथान Öथानीय जलवायु एवं िमĘी के अनुłप शोध को बढ़ावा देगा, सूखा-रोधी फसलŌ के िवकास म¤ सहायक होगा तथा ÿाकृितक एवं जैिवक खेती को ÿोÂसािहत करेगा । साथ ही यह िकसानŌ को ÿिश±ण, तकनीकì परामशª और नवाचार के अवसर ÿदान करेगा । इससे ±ेý म¤ कृिष उÂपादकता बढ़ेगी, युवाओं को रोजगार एवं Öवरोजगार के नए अवसर िमल¤गे और समú łप से बुंदेलखंड कì कृिष अथªÓयवÖथा सुŀढ़ होगी । (xi) Regarding construction of Railway Over Bridge near Hathras City Junction in Uttar Pradesh ®ी अनूप ÿधान वाÐमीिक (हाथरस) : म§ आúह करना चाहóँगा िक मेरे लोकसभा ±ेý हाथरस म¤ तीन तरफ से रेलवे लाइनŌ से िघरा हòआ है िजस कारण हाथरस म¤ काफì सं´या मे जनमानस का आवागमन रहता है, िजससे ±ेý मे जाम कì िÖथित बनी रहती है । लोगŌ को आने जाने म¤ काफì परेशानी का सामना करना पड़ता है । मेरा रेल मंýी जी से िवनă िनवेदन है िक हाथरस नगर म¤ हाथरस िसटी जं³शन के पास बागला िडúी कालेज के पास रेलवे ओवर िāज (ROB) बनवाने कì कृपा कर¤ । 13.03.2026 1095 (xii) Regarding progress of Gaya-Chatra New Railway Line Project ®ी काली चरण िसंह (चतरा) : गया–चतरा नई रेल लाइन पåरयोजना ±ेý कì बहòÿतीि±त एवं महÂवपूणª पåरयोजना है । यह रेल लाइन झारखंड एवं िबहार के सीमावतê ±ेýŌ के सामािजक, आिथªक एवं शै±िणक िवकास के िलए अÂयंत आवÔयक है । इस पåरयोजना के पूणª होने से चतरा सिहत आसपास के ±ेýŌ को सीधा रेल संपकª ÿाĮ होगा, िजससे Öथानीय जनता, छाýŌ, िकसानŌ एवं ÓयापाåरयŌ को Óयापक लाभ िमलेगा । उĉ पåरयोजना कì Öवीकृित के उपरांत अब तक इसकì ÿगित, भूिम अिधúहण कì िÖथित, बजटीय ÿावधान, सव¥±ण कायª एवं िनमाªण कायª कì अīतन िÖथित के संबंध म¤ ÖपĶ जानकारी उपलÊध नहé हो पा रही है । ±ेý कì जनता म¤ इस िवषय को लेकर िनरंतर िज²ासा एवं िचंता बनी हòई है । अतः म§ माननीय रेल मंýी महोदय से आúह करता हóँ िक गया–चतरा नई रेल लाइन पåरयोजना कì वतªमान िÖथित, अब तक हòए Óयय, कायª ÿगित, शेष कायª, तथा पåरयोजना के संभािवत पूणª होने कì समय-सीमा के संबंध म¤ सदन को अवगत कराने कì कृपा कर¤, तािक ±ेý कì जनता को ÖपĶ जानकारी ÿाĮ हो सके । यह पåरयोजना न केवल चतरा बिÐक समÖत उ°र-पिIJम झारखंड एवं दि±ण िबहार के समú िवकास के िलए मील का पÂथर िसĦ होगी । (xiii) Need to expedite approval to the Outer Ring Road Project from Vizhinjam to Navaikkulam in Kerala and disburse compensation to the landowners whose lands were acquired for the project ADV. ADOOR PRAKASH (ATTINGAL): Immediate attention of the Government is necessary to clear the uncertainty over the Outer Ring Road Project from Vizhinjam to Navaikkulam in Kerala. Union Government has granted in-principal approval to the DPR of this project but the environmental clearances issues have not been cleared yet. The inordinate delay in the approval for this project is causing great difficulties to the land owners whose property and land are 13.03.2026 1096 earmarked. The land owners who voluntarily handed over the documents years ago are still waiting for compensation. Around 6500 land owners are suffering as they are unable to meet their emergency financial needs and they are agitating over the delay in disbursement of compensation. Immediate intervention of Union and State Government is required to resolve the issues and disbursement of compensation to the land owners. I request the Government to take necessary measures on priority and do final approval for this project without further delay. (xiv) Need to review the decision to permit supply of alcohol in Lakshadweep SHRI HAMDULLAH SAYEED (LAKSHADWEEP): The Lakshadweep Administration has permitted the supply of liquor in Dak Bungalows across the islands. Lakshadweep is not merely a tourist destination; it is a closely knit island society rooted in strong cultural values, social discipline and deep religious convictions. For decades, prohibition has been an integral part of its governance framework and has significantly contributed to maintaining peace, social stability and a low crime rate. The predominantly Tribal population of Lakshadweep come from modest socio-economic backgrounds and has historically resisted the use of intoxicants. In such a small and socially interconnected community, even a limited introduction of alcohol in Government guest houses risks gradual normalization, with long-term social consequences that cannot be easily reversed. This decision appears inconsistent with the spirit of Article 47 of the 13.03.2026 1097 Constitution, which urges the State to work towards prohibition of intoxicating drinks harmful to health. Under Article 240, the Administration carries a responsibility to ensure governance that safeguards social harmony and public welfare. Lakshadweep’s tourism growth has been built on ecological purity and peaceful living, not on alcohol-based attractions. I therefore urge the Ministry of Home Affairs to immediately review and revoke this order in the larger interest of protecting the islands’ culture. (xv) Need to establish a Cancer Care Centre at Kishanganj District Hospital in Bihar DR. MOHAMMAD JAWED (KISHANGANJ): India has the third-largest cancer burden in the world, and I am deeply concerned about the alarming rise in cancer cases in Kishanganj and adjoining districts of Bihar. For years, people in the region have struggled with inadequate healthcare facilities. Contaminated groundwater, particularly with arsenic and other harmful elements, has further worsened the situation, turning the area into a potential cancer hotspot. In Kishanganj district, cancer cases have reportedly increased by nearly 27% year- on-year in recent years. Every year, hundreds of patients approach me for recommendations to AIIMS Delhi and other super-specialty hospitals. Due to the absence of proper diagnostic and treatment facilities locally, patients are compelled to travel to distant cities, causing emotional distress and significant financial hardship. This alarming trend underscores the urgent need for a 13.03.2026 1098 dedicated cancer screening and treatment facility in the region. The Government has already announced plans to establish Cancer Care Centres in district hospitals with trained manpower, dedicated beds, and essential medical infrastructure. I urge the Hon’ble Minister of Health and Family Welfare to take immediate steps to establish a Cancer Care Centre at Kishanganj District Hospital so that timely and affordable treatment can be ensured for the people of the area. (xvi) Need to convert Foothills Road (Trans Nagaland Highway) into a National Highway SHRI S. SUPONGMEREN JAMIR (NAGALAND): The Government of Nagaland has proposed the construction of the Foothills Road (Trans-Nagaland highway) along the state's boundary with Assam, with a total length of about 364 km. The road will significantly make the travel time between the districts of the state shorter and enable people to move across Nagaland without crossing interstate boundaries. This road is going to directly connect 103 towns and villages, benefitting more than 11 Lakh people of the State. I request Hon'ble Minister for Road Transport & Highways through this august House that the proposed Highway will link the interior districts with National Highways and state roads, and it passes through a mineral rich belt, covering Peren, Chumoukedima, Dimapur, Niuland, Wokha, Mokokchung, Longleng and Mon districts. The DRPs of phase-1 (Package I-VI), covering 180.656 km from 13.03.2026 1099 Dimapur to Tuli, with a project cost of RS 3,284.06 crore, have already been submitted to the Ministry of Road Transport and Highways for consideration of approval as a National Highway. (xvii) Need to ensure implementation of Safety norms to address and control accident caused deaths on National Highways across the country SHRI CHARANJIT SINGH CHANNI (JALANDHAR): I would like to draw the attention of the Government to the growing number of fatal accidents caused by unsafe road excavation works in cities such as Jalandhar, Delhi and other parts of the country. It has been observed that, in several instances, contractors undertake deep road digging without ensuring proper barricading, reflective signage, adequate lighting or deployment of safety personnel. Such negligence by executing agencies poses a grave threat to innocent commuters. Equally concerning is the unsatisfactory role of the local police in preventive enforcement. The police, being responsible for on-ground vigilance and public safety, must ensure that hazardous excavation sites are properly secured and monitored. Failure to conduct timely inspections and enforce compliance has contributed to avoidable tragedies. There is an urgent need for the concerned departments to mandate strict pre-approval checks before any road digging is undertaken and to enforce standard safety protocols without exception. Fixing accountability of contractors, supervising officials and local police authorities in a time-bound manner is essential. I urge the Government to implement uniform 13.03.2026 1100 nationwide safety norms so that precious lives are not lost due to preventable administrative lapses. (xviii) Need to revisit the implementation of rehabilitation and resettlement policies for Scheduled Tribes displaced due to major multipurpose and irrigation projects in the country ADV. GOWAAL KAGADA PADAVI (NANDURBAR): Displacement of Scheduled Tribes due to Large Multipurpose and Irrigation Projects including the Narmada Project. This House is informed about the large-scale displacement, land alienation, and long-standing socio-economic distress faced by Scheduled Tribe communities from the Nandurbar Parliamentary Constituency of Maharashtra, as well as other tribal-dominated regions in the States of Maharashtra, Gujarat, and Madhya Pradesh, due to the construction of large multipurpose and Irrigation projects, particularly the Narmada Dam and several other major and medium dam projects. It is a matter of serious concern that a significant proportion of the displaced tribal population continues to live without adequate rehabilitation even decades after displacement. Many affected families have not received land-for-land compensation, cultivable agricultural land, housing, or sustainable livelihood support, as mandated under rehabilitation policies, judicial directions, and constitutional safeguards. Displacement has resulted in the loss of ancestral land, forest-based livelihoods, access to natural resources, and erosion of the social, cultural, and economic fabric of tribal communities. This House is further informed that the protective 13.03.2026 1101 provisions under the Fifth Schedule of the Constitution, the Forest Rights Act, 2006, and applicable rehabilitation and resettlement frameworks have not been implemented effectively or uniformly. In several cases, Gram Sabha consent and participatory processes have been bypassed, leading to inter-generational poverty, migration, and social marginalisation of Scheduled Tribe families. The matter requires urgent attention of the Government to undertake a comprehensive and time-bound review of all rehabilitation and resettlement cases relating to tribal displacement caused by the Narmada and other multipurpose projects, ensure strict enforcement of constitutional and legal safeguards, restore alienated land wherever possible, and guarantee livelihood security and dignity to affected Scheduled Tribe communities. (xix) Need to discontinue the fortification of rice (addition of Fortified Rice Kernel- FRK) under the Pradhan Mantri Garib Kalyan Anna Yojana or provide FRK to Rice millers in a time bound manner ®ी आनंद भदौåरया (धौरहरा) : माननीय मंýी जी का Åयान आकृĶ कराते हòए अनुरोध करना चाहóंगा िक सरकार कì महÂवकां±ी योजना PM-GKAY के अÆतगªत गरीबŌ को जो चावल िवतरण िकया जा रहा है एवं िमड-डे-िमल म¤ जो छाýŌ को िखलाया जा रहा है उसम¤ कुपोषण दूर करने के नाम पर जो एफ.आर.के ÿयुĉ हो रहा है उसकì वैīता िनधाªåरत नहé है िजससे गरीब जनता कì जान के साथ िखलवाड़ हो रहा है एवं सरकार Ĭारा तय िकये गये धान म¤ कुटाई के साथ ÿयुĉ होने वाले एफ.आर.के कì उपलÊधता भी दुलªभ हो गयी है िजस कारण एफ.आर. के समय से िमल पाना किठन हो गया है, िमलसª के Ĭारा धान कुटाई का कायª भी बािधत है । चूंिक एफ.आर.के. कì गुणव°ा कì वैīता एक वषª कì ही होती है और ÿदेश म¤ एफ.आर.के चावल कì अनुपलÊधता के कारण ÿदेश सरकारे अÆय 13.03.2026 1102 ÿदेशŌ से 2-3 वषª पुराना भÁडाåरत चावल मंगाती है िजसकì वैīता समाĮ हो चुकì होती है और वही गरीबŌ को िखलाया जाता है जो अÂयÆत खेद का िवषय है । जहां तक मुझे ÿतीत होता है िक उĉ योजना के अÆतगªत ÿयुĉ होने वाले एफआरके से गरीब आबादी के ÖवाÖÃय म¤ कोई सुधार नहé हो रहा है । केवल सरकार के धन का दुłपयोग हो रहा है । अतः आपसे अनुरोध है िक एफआरके को पूणª łप से बÆद िकया जाय अथवा सरकार Ĭारा ÿÂय± łप से िमलसª को समय से एफ.आर.के उपलÊध कराया जाय िजससे िमलसª Ĭारा समय से धान कì कुटाई कर गुणव°ापूणª सी एम आर क¤Æþीय पूल को सÌÿदान िकया जा सके । (xx) Need to declare and develop the road between Marufpur and Hingutargarh in Chandauli district, Uttar Pradesh as a National Highway ®ी वीरेÆþ िसंह (चÆदौली) : म§ माननीय क¤þीय सड़क पåरवहन एवं राजमागª मंýी जी का Åयान इस ओर आकृĶ कराना चाहता हóँ िक एक ओर सरकार बड़े लोगŌ कì सुिवधा हेतु गंगा ए³सÿेसवे जैसी िवशाल पåरयोजनाएँ बना रही है, वहé जनसामाÆय कì मूलभूत आवÔयकताओं से जुड़े महÂवपूणª मागŎ पर भी समुिचत Åयान अपेि±त है । जनपद चंदौली म¤ चंदौली–सैदपुर तथा सैयदराजा–जमािनया राÕůीय राजमागŎ के मÅय माłफपुर से िहंगुतर गढ़ तक लगभग 20 िकलोमीटर लंबा मागª दोनŌ राÕůीय राजमागŎ को सीधे जोड़ता है । यह मागª बाबा कìनाराम, मौनी बाबा, िýडंडी Öवामी एवं Öवामी ÿेमानंद कì तपोÖथली तथा बाÐमीिक कुंड जैसे पिवý ÖथलŌ तक पहòँच का ÿमुख साधन है । बाढ़- ÿभािवत ±ेý म¤ िÖथत होने के कारण इस मागª का िनमाªण क¤þीय मानकŌ एवं उ¸च Éलड लेवल के अनुłप अÂयंत आवÔयक है । अतः िनवेदन है िक उĉ मागª को राÕůीय राजमागª घोिषत कर फोरलेन सिहत िवकिसत िकया जाए, िजससे यातायात, Óयापार, पयªटन एवं ®Ħालुओं कì सुिवधा को नई गित िमल सके । 13.03.2026 1103 (xxi) Regarding Parvati-Kalisindh-Chambal River Linkage Project in Rajasthan ®ी हनुमान बेनीवाल (नागौर) : म§ जल शिĉ मंýी जी का Åयान राजÖथान कì महÂवकां±ी पåरयोजना संशोिधत पावªती–कालीिसंध–चंबल िलंक पåरयोजना कì ओर आकिषªत करना चाहता हóँ । यह पåरयोजना राºय के कई िजलŌ म¤ पेयजल, िसंचाई एवं औīोिगक उपयोग हेतु दीघªकािलक जल उपलÊधता सुिनिIJत करने के उĥेÔय से ÿÖतािवत है । िदनांक 28-01-24 को क¤þ ,राजÖथान व मÅयÿदेश कì सरकार के मÅय इस संदभª म¤ एमओयु हÖता±र िकया गया । पåरयोजना कì समेिकत डीपीआर संशोिधत łप म¤ क¤þ सरकार के अनुमोदन हेतु ÿÖतुत कì जा चुकì है, िकंतु अभी तक अंितम Öवीकृित एवं िव°ीय संरचना को लेकर ÖपĶता नहé है । उÐलेखनीय है िक केन–बेतवा िलंक पåरयोजना को राÕůीय महÂव कì पåरयोजना मानते हòए क¤þ सरकार Ĭारा िवशेष िव°ीय सहयोग ÿदान िकया गया है । उसी तजª पर पावªती–कालीिसंध–चंबल िलंक पåरयोजना को भी िव° पोिषत िकया जाना Æयायोिचत होगा । अतः म§ क¤þ सरकार से आúह करता हóँ िक संशोिधत समेिकत डीपीआर को शीŅ अनुमोिदत करते हòए पåरयोजना को राÕůीय पåरयोजना घोिषत कर केन–बेतवा पåरयोजना कì तजª पर क¤þ Ĭारा िव° पोिषत िकया जाए तथा पåरयोजना के िøयाÆवयन हेतु समयबĦ कायªयोजना घोिषत कì जाए । यह िवषय राजÖथान के िकसानŌ, युवाओं एवं आमजन के िहत से ÿÂय± łप से जुड़ा हòआ है इसिलए Âवåरत िनणªय िलया जाये । ________ … (Óयवधान)
