Will the Minister of JAL SHAKTI be pleased to state: (a) the frequency of cleaning, flushing and maintenance of drinking water supply pipelines undertaken since 2014 in the country, State-wise including district-wise in Maharashtra; (b) whether periodic technical reviews and audits of urban and rural drainage and sewerage systems have been conducted during the said period and if so, the details thereof, State-wise including district-wise in Maharashtra; (c) the number of water quality tests conducted since 2014 including testing for bacterial and chemical contamination, State-wise including district- wise in Maharashtra and the instances where contamination exceeded permissible limits; (d) whether the Government has reviewed lapses that led to major water contamination incidents including the Madhya Pradesh’s water tragedy recently and if so, the details and the findings thereof; and 12.03.2026 580 (e) the corrective and preventive steps taken to stop recurrence of such public health disasters? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) to (e): Drinking Water being a State subject, the responsibility of Planning, Designing, Approval, Implementation, Operation and Maintenance of drinking water supply schemes, replacement of drinking water infrastructure including cleaning, flushing and repair of pipelines, monitoring of water quality, and oversight of drainage and sewerage systems for both rural and urban areas including those under the Jal Jeevan Mission (JJM), is vested with State/UT Governments. The Government of India supplements the efforts of the States/ UTs by providing financial, policy guidance and technical assistance. Jal Jeevan Mission is under implementation since August, 2019, to make provision of tap water supply to every rural household. Under JJM, as per existing guidelines, Bureau of Indian Standards’ BIS:10500 standards are adopted as benchmark for quality of water being supplied through the piped water supply schemes. As per the Operational Guidelines, States/ UTs can utilize up to 2% of their annual allocation of funds under JJM for Water Quality Monitoring and Surveillance (WQMandS) activities, inter-alia, which includes setting up and strengthening of water quality testing laboratories, procurement of equipment, instruments, chemicals, glassware, consumables, hiring of skilled manpower, surveillance by community using field test kits (FTKs), 12.03.2026 581 awareness generation, educational programmes on water quality, accreditation/recognition of laboratories, etc. Based on the information received from the State Government of Madhya Pradesh as of 22.01.2026 no rural areas were reported with sewage contamination in drinking water supplies. In consultation with various stakeholders 'Concise Handbook for Monitoring Water Quality of Piped Drinking Water Supply to Rural Households’ has been released in December 2024 for guidance to States/ UT’s. This handbook recommended for a comprehensive testing of drinking water samples at various testing points such as source, treatment plant, storage and distribution points, and remedial action wherever necessary including measures such as cleaning of OHTs, check pipe line leakage, etc. to ensure that the water supplied to households is of prescribed quality and to enhance public health. Under JJM, to enable the States/ UTs for online reporting of water quality monitoring and surveillance including test reports of water samples for water quality, sample collection etc. for drinking water, an online JJM – Water Quality Management Information System (WQMIS) portal has also been developed. The State–wise details of water quality test reported through WQMIS are available in public domain and can be accessed at: https://ejalshakti.gov.in/WQMIS/Main/report . The State-wise details of water quality testing reported by States/UTs on JJM-WQMIS is given in the enclosed Statement-I. The district-wise details of water quality testing reported by 12.03.2026 582 Maharashtra is given in the enclosed Statement-II. Further, Ministry of Housing and Urban Affairs (MoHUA) has informed that MoHUA supplements the efforts of States through policy guidance, financial support and technical advisories under missions and schemes such as AMRUT and AMRUT 2.0 in urban areas. These missions support infrastructure strengthening, including replacement of legacy systems, promotion of 24×7 water supply with quality assurance, Drink from Tap (DfT) initiatives, online water quality monitoring, SCADA-based monitoring, community participation, and enhanced last-mile connectivity. Under AMRUT/AMRUT 2.0 and in convergence with States, 246 lakh urban water tap connections, and 182 lakh sewer connections have been provided, while 93,457.51 km of water pipelines and 26,995.61 km of sewer networks have been laid or replaced. As informed by the State Government of Madhya Pradesh, incidents of vomiting and diarrhoea were reported on 28.12.2025 in Bhagirathpura area (Ward No. 11, Zone-4, Assembly Constituency Indore), resulting in 22 reported deaths due to acute diarrheal disease and hospitalization of 459 persons. The State Government provided ex-gratia assistance of ₹2 lakh to the dependents of each deceased and ensured free medical treatment to affected persons in Government and private hospitals. Following the incident, the Indore Municipal Corporation, Health Department and Public Health Engineering Department initiated a joint response including hospitalization of serious cases, door-to- door surveys, distribution of ORS packets and chlorine tablets, suspension of 12.03.2026 583 water supply through pipelines and borewells, provision of water tankers, and testing of water samples at NABL-accredited laboratories. The State also issued Standard Operating Procedures for Urban Local Bodies and launched the “Swaccha Jal Abhiyan” from 10 January 2026. The matter is sub judice before the Hon’ble High Court of Madhya Pradesh at Indore, which has appointed Justice Sushil Kumar Gupta (Retd.) as a one-man Commission of Inquiry to examine the cause of contamination, public health impacts, adequacy of response, preventive measures, and responsibilities of concerned officials. Drinking water contamination in urban areas is generally attributable to vulnerabilities in distribution systems and their interface with sewerage and sanitation infrastructure. Although urban drinking water is required to conform to BIS IS 10500 standards, deterioration in quality may occur due to infrastructure-related, operational, environmental and maintenance factors across transmission, storage and distribution systems, including leakages, pipe bursts, defective joints, cross-connections with sewerage and drainage systems, ageing infrastructure and corrosion, intermittent supply and negative pressure, stagnation and prolonged retention of water, and inadequate maintenance of storage or sewerage systems. To address such risks, MoHUA has issued advisories to strengthen water quality monitoring, including community participation under AMRUT 2.0, and has published the “Manual on Water Supply and Treatment Systems (Drink from Tap)” in March 2024. In January 2026, States were further advised to undertake comprehensive assessments of vulnerable areas and ageing infrastructure, identify sewer- water line crossings, and conduct digital mapping of water and sewer networks using geospatial databases created under AMRUT/AMRUT 2.0. 12.03.2026 584 STATEMENT-I State-wise details of water quality testing reported by States/UTs Sl. SHRI K. C. VENUGOPAL: Will the Minister of JAL SHAKTI be pleased to state: (a) the total Central funds released under the Jal Jeevan Mission (JJM) since January 2025, State-wise including Kerala; (b) the details of works carried out between January and December 2025 along with the pending Central reimbursement ; (c) whether funding delays have affected JJM implementation in various States since 2025 and if so, the details thereof, State-wise; and (d) the reason for extending the national deadline of JJM to December 2028? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) to (d): Since August 2019, Government of India is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal, in partnership with States/ UTs including Kerala, to make provision of safe and adequate tap water connection to every rural household of the country. The Union Cabinet had approved the implementation of JJM from 2019-20 to 2023-24 with central outlay of Rs. 2,08,652 crore. Against the allocated fund, almost entire fund has been utilized. During the mission period, the State of Kerala was allocated Rs.7,955.85 crore, of which State was able to draw Rs.5,610.31 crore only. The State/UT- wise details of funds drawn, reported utilization of central and state share under JJM is available in public domain and is accessible through JJM 12.03.2026 589 dashboard at: https://ejalshakti.gov.in/JJM/JJMReports/Financial/JJMRep_StatewiseAllocatio nReleaseExpenditure.aspx Drinking Water being a State subject, it is States, who plan, design, approve and implement drinking water supply schemes. Government of India supplements the efforts of the States by providing technical and financial assistance. Numerous projects are implemented concurrently at various levels across the States for achieving the envisaged objectives. Further, project-wise details of individual projects/ schemes for rural water supply projects are maintained at the State Government level. To achieve 100 per cent coverage through continued implementation of mission with focus on quality of infrastructure and operation and maintenance (OandM) of rural piped water supply schemes for long term sustainability and citizen centric water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 had announced extension of JJM until 2028 with enhanced total outlay. DRINKING WATER AND SANITATION FACILITIES IN TRIBAL AND BACKWARD AREAS 3329. SHRI ANUP SANJAY DHOTRE: Will the Minister of JAL SHAKTI be pleased to state: (a) the details of the funds allocated, released and utilised for drinking water and sanitation facilities in tribal and backward areas of the country during 12.03.2026 590 each of the last three years and the current year, State/UT-wise and year-wise; (b) whether the Government has conducted any study/field survey in the said areas to check the progress of the works and utilization of funds by the implementing agencies across the country for the said purpose and if so, the details thereof along with the steps taken to improve said facilities in such areas; (c) whether the cases of irregularities/diversion of funds in the utilisation of funds for the said purpose have come to the notice of the Government during the said period and if so, the details thereof, State/UT-wise; and (d) the remedial measures taken by the Government in this regard? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) and (b): To enable every rural household in the country, including those in tribal and backward areas, to have assured potable water, in adequate quantity of prescribed quality on regular and long-term basis, through tap water connection, since August 2019, Government of India in partnership with states, is implementing Jal Jeevan Mission (JJM) - Har Ghar Jal. JJM follows a universal approach for coverage of rural households. Further, while allocating the fund under JJM, 10% weightage has been assigned for rural SC/ ST population, so as to prioritize their coverage. Also, States/ UTs have been advised to prioritize the coverage of SC/ST concentrated villages. 12.03.2026 591 Further, 22% and 10% of annual allocation of fund under JJM is mandatorily earmarked for Development Action Plan for Scheduled Castes (DAPSC) and and Development Action Plan for Scheduled Tribes (DAPST). State/ UT-wise and year-wise details of central releases and utilization under DAPSC and DAPST for the last three year and current year are given in the enclosed Statement-I. As reported by States, out of 215.65 lakh rural households in SC dominated habitations, as on date, more than 176.42 lakh (81.81%) households have been provided with tap water connection. Similarly, out of 216.43 lakh rural households in ST dominated habitations, as on date, more than 162.71 lakh (75.18%) households have been provided with tap water connection. Further, Sanitation is a State Subject. Swachh Bharat Mission (Grameen) [SBM(G)] is a Centrally Sponsored Scheme and SBM(G) Phase II is being implemented by the State/UT Governments. Funds are allocated to the State/UT in a consolidated manner at the beginning of each financial year based on the projected demands by the States/UTs in their Annual Implementation Plan (AIP) and budget available at Centre during the financial year. Out of the allocated funds, 22% is earmarked for Development Action Plan for Scheduled Castes (DAPSC) and 10% is earmarked for Development Action Plan for Scheduled Tribes (DAPST). State/UT-wise central share allocated, released and expenditure under SBM(G) during last 3 years under SBM(G) is given in the enclosed Statement-II. 12.03.2026 592 As per SBM(G) Phase-II Guidelines, States/UTs should conduct periodic evaluation studies on implementation of Phase-II of SBM(G). No assessment has been undertaken by DDWS in last 3 years for SBM(G), though periodic reviews at various levels are regularly taken by the Department to review progress of implementation and fund utilisation by States/UTs under the programme. (c) and (d): As per the data reported by all States/ UTs, a total of 18,790 complaints have been received by States/ UTs from different sources such as media reports, suo-moto cognizance, references from public representatives, citizens, grievance portal, etc. regarding financial irregularities and poor quality of works under Jal Jeevan Mission (JJM). As reported by the States/ UTs, action has been taken against 635 Departmental Officials, 1,020 contractors, and 155 Third Party Inspection Agencies (TPIAs). The State-wise details of complaints received and action taken against officials, contractors and third- party agencies are given in the enclosed Statement-III. The departmental officials involved in irregularities are undergoing administrative action, including suspension, departmental inquiries, issuance of charge sheets as per established procedures. In the case of contractors, actions taken include blacklisting or recommendation for blacklisting, termination of contracts, debarment, forfeiture of earnest money deposits and imposition of penalties, depending on the nature of violation. With regard to TPIAs, the concerned officials have been removed from empanelment, and in other cases, show- cause notices have been issued and recoveries initiated. 12.03.2026 593 Furthermore, under JJM States/ UTs have been repeatedly advised to adopt a zero-tolerance approach toward any financial, procedural, or quality- related violations. All States/ UTs have been advised to ensure that every complaint is duly examined, field verification is carried out promptly, and all required disciplinary, contractual, and legal actions are taken without exception to uphold transparency and accountability of the mission. In addition, the Department has undertaken several initiatives to strengthen monitoring and on-ground verification of water supply schemes, including joint inspections of schemes through State officials, Jal Adhayan Seva, and Jal Seva Aankalan, aimed at field verification and ensuring effective implementation of rural drinking water supply schemes under JJM. 12.03.2026 594 STATEMENT-I JJM: State/ UT-wise and year-wise details of central releases and utilization under DAPSC and DAPST for the last three year and current year: Central Fund released and reported as utilized by States (including unspent balance of previous years) under DAPSC (Amount in Rs. SHRIMATI JYOTSNA CHARANDAS MAHANT: Will the Minister of JAL SHAKTI be pleased to state: (a) the current status and implementation progress of the Jal Sanchay–Jan Bhagidari (JSJB) 2.0 campaign in Chhattisgarh, district-wise; (b) the details of Central assistance provided for groundwater recharge in the critical and semi-critical blocks of the said State and whether the sixty five per cent expenditure in critical blocks and forty per cent expenditure in 12.03.2026 603 semi critical blocks mandates under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for these blocks are being met and if so, the details thereof; (c) the number of rural households successfully provided with Functional Household Tap Connections (FHTCs) under the Jal Jeevan Mission as of February 2026 in Chhattisgarh along with the timeline fixed for achieving hundred per cent coverage; (d) whether the Government has conducted any performance evaluation or impact assessment of decentralized water conservation models currently being implemented in the said State and if so, the details thereof; and (e) the steps taken by the Government to ensure the long-term source sustainability of tap water schemes in tribal-dominated districts to prevent systems from becoming non-functional during the summer months? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI (DR. RAJ BHUSHAN CHOUDHARY): (a) to (e): The details of the Jal Sanchay–Jan Bhagidari (JSJB) 2.0 campaign in Chhattisgarh as per JSJB portal is given in the enclosed Statement-I. As reported by Department of Rural Development, district- wise details of water related works taken up, expenditure made on water related works under Mahatma Gandhi NREGS in the critical and semi critical water stressed region in Chhattisgarh during 2025-26 (as on 08.03.2026) is given in the enclosed Statement-II. As reported by Department of Drinking Water and Sanitation, as of 12.03.2026 604 February 2026, approximately 41,19,705 rural households in Chhatisgarh have been successfully provided with functional Household Tap connections (FHTC) under the Jal Jeevan Mission and the national target for 100% FHTC coverage under Jal Jeevan Mission for all rural households is 2028. Since its launch, Jal Jeevan Mission is implemented as a decentralized, demand-driven and community-managed programme to make provision of potable water to every rural household of the country including, in tribal- dominated districts wherein the Gram Panchayat and/ or its sub-committee/ user group i.e. Village Water and Sanitation Committee (VWSC)/ Pani Samiti are empowered to plan, implement, manage, operate and maintain in-village water supply system to provide regular and assured tap water supply in rural households. Under JJM, NGOs, Community Based Organizations (CBOs)/ Self Help Groups (SHGs)/ Voluntary Organizations (VOs), are also empanelled as Implementation Support Agencies (ISAs) to handhold and train VWSCs/ Pani Samitis in planning mobilizing and engaging communities, disseminating information and encouraging women participation for ensuring long-term operation and maintenance of the water supply infrastructure. For impact assessment, Dynamic groundwater resources of each State/UT including Chhattisgarh state has been carried out jointly by the Central Ground Water Board and State Government annually since 2022 as per the Ground Water Estimation Committee-2015 (GEC-2015) methodology. As per the assessment, the Annual Ground Water Recharge in the State of Chhattisgarh 12.03.2026 605 has increased by 0.12 BCM, while the Annual Extractable Ground Water Resource has increased by 0.14 BCM during the period from 2024 to 2025. SHRI A. MANI: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the details of total number of LPG distributors functioning in Tamil Nadu during the last three years along with the number of licensed distribution agencies per district, district-wise; (b) whether the Government has the details of the number of LPG distributors serving the Dharmapuri Parliamentary Constituency and the coverage of LPG connection delivery points within the constituency, if so, the details thereof; (c) whether any gaps or underserved areas have been identified in Dharmapuri where residents face delays or difficulty in accessing LPG distributors and refills, if so, the details thereof; (d) whether the Government has received any specific grievances relating to LPG supply, distributor accessibility, delivery logistics or safety compliance in Dharmapuri Constituency, if so, the details thereof; and (e) whether targeted measures are proposed to strengthen LPG distribution networks, improve service delivery and ensure equitable access for all households in Dharmapuri and across Tamil Nadu, if so, the details 12.03.2026 610 thereof? THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a) to (e): As of 01.03.2026, there are a total of 25,605 LPG distributorships operating across the country including 1,658 in State of Tamil Nadu. These are served through 214 LPG bottling plants of Oil Marketing Companies (OMCs) located across the country. In order to improve access of LPG in rural and remote areas, OMCs have commissioned 8037 distributorships, during 01.04.2016 to 28.02.2026 across the country, out of which 7444 (i.e. 93 %) are catering to rural areas. Dharmapuri Parliamentary Constituency covers Dharmapuri and Salem districts and is served by a total of 110 LPG distributors of Public Sector Oil Marketing Companies (OMCs) including 88 rural (Rurban, Gramin and Durgam Kshetriya Vitrak (DKV)) distributors. To further improve last-mile delivery in remote and underserved 12.03.2026 611 habitations, OMCs have taken several measures, including commissioning of rural and remote-area distributorships, appointment of Common Service Center - Village Level Entrepreneur (CSC VLEs), use of technology for order booking and tracking. OMCs have 58 numbers of CSC VLEs in these aforesaid 02 districts to ensure the last mile availability of LPG. To enhance consumer empowerment and improve service transparency, IVRS/SMS refill booking system has been implemented across the Country in all LPG distributorships. Under this system, consumers receive SMS notifications at key stages — refill booking, cash memo generation, and refill delivery —which allows them to track their transactions and report any cases of wrong or non-delivery. In addition, Oil Marketing Companies (OMCs) have introduced the Delivery Authentication Code (DAC). This code is sent to the consumer via SMS upon cash memo generation and is required to be shared with the delivery personnel at the time of delivery, thereby ensuring delivery authentication. As a result of these efforts, the average refill delivery time during the current Financial Year (Apr’25-Feb’26) in these districts has been reported as less than 1.5 days. During financial year 2024–25, a total no.of 884 refill supply related complaints were received in Dharmapuri and Salem districts of the Dharmapuri Parliamentary Constituency and all the complaints were resolved within the stipulated time. The grievance redressal system for all LPG consumers has been 12.03.2026 612 gradually strengthened and improved over time to enhance consumer experience and service quality. Now LPG consumers can lodge their grievances/complaints using any of the following methods- 1. Toll free helpline- A dedicated toll-free helpline (1800 2333 555) is available for consumers to lodge their queries, including subsidy-related issues. 2. OMCs' official websites and Mobile Applications 3. Centralised Public Grievance Redress and Monitoring System (CPGRAMS) 4. Chatbots, WhatsApp, Social media handles (Twitter, Facebook, Instagram) including MoPNG eSEVA 5. 1906: Dedicated helpline for LPG accidents/leakages 6. Lodging Complaints directly at the distributor office In case of online complaints consumers have an option to provide their feedback on complaint resolution. If a consumer is not satisfied with the resolution provided, they have the option to reopen the query for further review. SHRI SHAHU SHAHAJI CHHATRAPATI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government is aware of the increasing traffic congestion in Kolhapur city particularly on the National Highway passing through the city, due to the movement of heavy vehicles, city traffic and inter district traffic on the same routes; (b) whether the National Highways Authority of India (NHAI) has issued instructions on 17.02.2025 to prepare a Detailed Project Report (DPR) for the Shivaji Pul Double Decker Bridge and related traffic improvement works and if so, the details thereof; (c) whether the Kolhapur Municipal Corporation has been directed to carry out utility shifting works in coordination with the concerned departments and whether necessary approvals have been obtained; and (d) whether the Government proposes to accord priority to these works and ensure their early execution to reduce traffic congestion in Kolhapur city and if so, the details thereof? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (d): The traffic congestion has been observed in Kolhapur city on NH 166 passing through Kolhapur City from Shivaji Bridge to CPR Chowk-Vinus Corner-Dabholkar Corner-Tawade Hotel, particularly in peak hours. The said 12.03.2026 615 stretch is maintained by Kolhapur Municipal Corporation. However, the bypass to Kolhapur City is under construction and scheduled for completion in Financial Year (FY) 2026-27. Further, Government keeps on undertaking feasibility study / preparation of Detailed Project Report (DPR) for upgradation of existing stretch / bypass of the National Highway passing through the city. As regard to traffic congestion on NH passing through Kolhapur city is concerned, Detailed Project Report (DPR) is being prepared by the State Government of Maharashtra through Kolhapur Municipal Corporation. Based on the outcome of the DPR, the viability of taking up the project of elevated flyover shall be examined considering traffic density applicable guidelines for such works and synergy of the project with PM Gati-Shakti National Master Plan (NMP). CONSTRUCTION OF FLYOVER ON NH-19, DURGAPUR 3334. SHRI KIRTI AZAD: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government is aware of the dangerous traffic congestion and frequent accidents at Old Court crossing on National Highway (NH)-19 Durgapur in West Bengal; (b) whether the Government has received any representations requesting the construction of a flyover at this location and if so, the current status of its approval and commencement of construction; 12.03.2026 616 (c) the measures being taken to expedite permissions to alleviate traffic and enhance safety for commuters and goods vehicles accessing the Durgapur Steel Plant; and (d) the expected timeline for completion and its anticipated impact on safety and traffic flow? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) and (b): Representations have been received from the public, District Authorities and public representatives. As a permanent rectification measure for the blackspot identified by the Government, construction of a Vehicular Underpass (VUP) at this location has been approved. The work will commence subject to encasing/shifting of the existing gas pipeline by Great Eastern Energy Corporation Limited (GEECL). (c): The matter regarding encasing/shifting of the existing gas pipeline is being pursued with GEECL on priority to facilitate early commencement of the work. (d): The expected timeline for completion of the work is 12 months from the date of commencement. Construction of the VUP will significantly reduce traffic congestion and improve road safety by minimizing the risk of accidents at the location. OPERATIONALISATION OF VELLORE AND NEYVELI AIRPORTS 3335. THIRU DAYANIDHI MARAN: Will the Minister of CIVIL AVIATION be pleased to state: 12.03.2026 617 (a) whether the Union Government is aware of the prolonged delay in licensing and operationalisation of the Vellore and Neyveli RCS airports in Tamil Nadu despite repeated announcements under the UDAN scheme and if so, the details thereof; (b) the details of applications submitted for licensing and operational clearance of these airports including dates of submission, inspections conducted, deficiencies pointed out, the present status and the reasons for delay along with the revised timeline fixed for granting final approval; (c) whether the Government has assessed the economic and regional connectivity loss to northern and central Tamil Nadu due to these delays and if so, the details thereof; and (d) whether the Government proposes to introduce or approve additional scheduled services from Salem to Chennai and Madurai to meet rising passenger demand and if so, the details thereof along with the timelines fixed in this regard? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) and (b): Under the Regional Connectivity Scheme - Ude Desh ka Aam Nagrik (RCS-UDAN), Vellore and Neyveli airports in Tamil Nadu were identified for development and operation of RCS flights. The development work at both airports has been completed. For Vellore Airport, Airports Authority of India (AAI) submitted the application 12.03.2026 618 for issuance of Aerodrome License on 27.03.2023. Directorate General of Civil Aviation (DGCA) conducted inspections of Vellore Airport during 26th - 28th February, 2024 and 11th December, 2025 to review compliance. At present, final security vetting by Bureau of Civil Aviation Security (BCAS), which is an essential requirement for issuance of Aerodrome License, is pending. For Neyveli Airport, M/s NLC India Limited submitted the application for issuance of Aerodrome License on 20.10.2023. DGCA conducted inspections of Neyveli Airport during 20th - 22nd November, 2024 and 29th - 30th January, 2026 to review compliance. At present, final security vetting by BCAS and installation of Meteorological (MET) instruments are pending. Licensing of any airport is subject to compliance of safety and security related requirements. (c): The development and operationalisation of airports is undertaken in accordance with prescribed regulatory and safety requirements with a view to enhancing regional air connectivity. The Government also engages with the concerned stakeholders from time to time to facilitate the development and operationalisation of airports in compliance with the applicable regulatory framework. (d): With the repeal of Air Corporations Act in March 1994, the Indian domestic aviation was deregulated. Airlines are free to induct capacity with any aircraft type, free to select whatever markets and network they wish to service. Hence, it is upto the airline operators to introduce air services to / from any airport in the country depending on their operational and commercial viability. 12.03.2026 619 RETAIL PETROL AND DIESEL PRICE STRUCTURE 3336. SHRI KODIKUNNIL SURESH: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the detailed cost components of petrol and diesel sold in the country, content-wise and component-wise including all possible expenses, taxes and profit margin, company-wise during the last twelve months; (b) the details of the price breakup for major OMCs such as IOCL, BPCL and HPCL for petrol and diesel indicating differences in pricing components, service provider-wise or company-wise; (c) the average retail price and net price (before taxes) of petrol and diesel in various major States and Cities (offtake centres) during the last twelve months and the manner in which State taxation impacts final prices for consumers; (d) the quantity of crude oil imported by the country for refining and supply in the domestic market during the same period, country-wise (major suppliers) and value-wise; and (e) the steps taken by the Government to reduce the retail price of petrol and diesel for consumers? THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a) to (e): Prices of petrol and diesel in the country are market-determined and 12.03.2026 620 the Public Sector Oil Marketing Companies (OMCs) take appropriate decision on pricing of petrol and diesel. Government makes fiscal interventions whenever necessary to calibrate the tax structure applicable for petroleum products. Central Excise duty was reduced by the Central Government by a total of Rs. 13/litre and Rs. 16/litre on petrol and diesel respectively in two tranches in November 2021 and May 2022, which was fully passed on to consumers. In March, 2024, OMCs reduced the retail prices of petrol and diesel by Rs. 2 per litre each. But in April 2025, when excise duty on Petrol and Diesel was increased by Rs. 2 per litre each it was not passed on to consumers. The quantity of crude oil imported by the country during Jan-Dec 2025 is 248.6 Million Metric Tonnes (MMT) with a value of Rs. 10,94,414.60 crore. The details of Retail Selling Prices (RSP) of Petrol and Diesel sold by PSU OMCs in four metro cities, as on 01.03.2025 and 01.03.2026, are given in the enclosed Statement-I. Further, state-wise details of RSP of Petrol and Diesel along with excise duty and applicable VAT as on 01.03.2026 are given in the enclosed Statement-II. SUSHRI MAHUA MOITRA: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to 12.03.2026 624 state: (a) whether it is true that road contractors have been quoting low bids that are significantly lower than the tender cost of Government road projects, if so, the reasons therefor; (b) the details of projects awarded by the Government including the tender cost, the bids quoted by contractors since 2014 and the difference between tender cost and bid quoted (in percentage) since 2014, year- wise and project-wise; (c) whether the quality and timely completion of road projects have suffered due to the extremely low bids quoted by contractors and if so, the details thereof; (d) whether the qualification criteria have been relaxed for bidding for Government road projects including the old and new criteria, if so, the details thereof; and (e) whether the Government has cancelled any tenders announced due to the extremely low tender bid, if so, the details thereof since 2014, project-wise and year-wise? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) and (b): Government engages contractors for project works implementation through a transparent and competitive bidding process in accordance with the prescribed procurement guidelines. In certain cases, bids have been received at rates far lower than the estimated project cost put to 12.03.2026 625 tender, primarily due to competitive market conditions and aggressive bidding strategies adopted by the bidders. To safeguard the interests of the Government and to ensure that quality standards are not compromised, suitable provisions have been incorporated in the bidding documents including requirement of Additional Performance Security. Further, all works are executed strictly in accordance with the relevant codes/manuals prescribed. Independent Engineers/Authority Engineers and regular field inspections ensure supervision and adherence to quality standards at every stage of construction. Independent Quality Audit is also taken up in certain projects where required. Accordingly, necessary safeguards are in place to ensure that competitive bidding does not adversely impact the quality of National Highway works. The average tender discount of ongoing works varies from 11% to 34% across States. Project-wise and year-wise data on the difference between tender cost and bid cost being voluminous in nature is being compiled and will be laid on the table of the House. (c): It may not be possible to infer that the quality of works have suffered on account of low bids. Generally, works are being implemented as per laid down specifications and standards. The instances of poor quality have been observed even in bids without discount. It may be mentioned that the quality of work primarily gets affected based on quality of raw materials, quality of equipment, level of supervision, Quality Control measures and experience of 12.03.2026 626 workers/ engineers at the site. (d): In 2019, relaxations in qualification criteria for Contractors / Concessionaires were given to promote competition. However, in 2025, the Government tightened the qualification criteria for bidding for NHs works under Hybrid Annuity Model (HAM) and Engineering, Procurement and Construction (EPC) modes, to prevent potential issues related to construction timelines and quality due to aggressive bidding. The modifications inter-alia include raising the minimum financial and technical requirement for bidders, introducing greater checks on sub-contracting experience and modification of the highways and core sector definitions. Further, provision of Additional Performance Bank Guarantee has been made stringent. (e): Tenders are generally accepted or rejected based on qualification criteria as specified in Request for Proposal (RFP) in accordance with the guidelines and General Financial Rules GFR as per the recommendation of the tender evaluation Committee. VACANCIES IN MINISTRY OF TRIBAL AFFAIRS 3339. SHRI KALIPADA SAREN KHERWAL: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the number of sanctioned posts, the number of persons in position and the number of vacancies, including reserved posts across categories in the Ministry of Tribal Affairs; (b) the number of vacancies in the Ministry including reserved posts, since 12.03.2026 627 2014, year- wise and category-wise; and (c) the number of contractual employees hired since 2014, year-wise and category-wise? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a) and (b): The Ministry of Tribal Affairs (MoTA) mainly comprises of officers belonging to All India Service, Central Secretariat Service, Indian Economic Services, Indian Statistics Service, Central Secretariat Stenographers Service, other organised services and General Civil Service apart from few own cadre posts. The appointment of officers of these services are made by the respective Cadre Controlling Authorities in compliance with the Reservation norms/guidelines of Government of India. At present, 100 posts are filled against the sanctioned strength of 121 such posts in the Ministry. In case of 33 own cadre posts like Joint Director, Deputy Director, Research Officer, Legal Assistant, Senior Investigator, Accountant, Junior Artist, Staff Car Driver and Multi-Tasking Staff, the Ministry of Tribal Affairs takes necessary action for their appointments as per Recruitment Rules and Reservation norms/guidelines of Government of India. As on date, 21 posts are filled against them. (c): Retired Government Servants are engaged on contract on need basis from time to time. Presently, 9 such persons are engaged in the Ministry. STATUS OF TRIBAL WELFARE SCHEMES 3340. SHRI MANOJ KUMAR: 12.03.2026 628 Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the details of beneficiaries and the funds allocated and utilised under various schemes for development of Scheduled Tribes during the period from 2013-14 to 2025-26 indicating scheme-wise and year-wise details of Central share and State share released and utilised, State-wise and particularly in respect of Rohtas and Kaimur districts under Sasaram Lok Sabha Constituency in Bihar; (b) whether the Union Government proposes to revise the existing scheme guidelines, particularly under the Post Matric Scholarship for Scheduled Tribes and if so, the scheme-wise details of the proposed modifications and the guidelines issued; (c) the details of consultations held with different stakeholders regarding revision of scheme guidelines; (d) whether it is true that certain schemes are not being implemented effectively by the State Government, particularly in the State of Bihar and if so, the reasons therefor; and (e) the steps taken or being taken by the Union Government to ensure strict implementation of scheme guidelines and to create awareness among Scheduled Tribes communities about various tribal development schemes? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a) to (c): Government is implementing Development Action Plan for 12.03.2026 629 Scheduled Tribes (DAPST) as a strategy for the development of Scheduled Tribes and areas having tribal concentration in the country including Rohtas and Kaimur districts of Bihar. Besides Ministry of Tribal Affairs, 41 Ministries/Departments are allocating certain percentage of their total scheme budget every year for tribal development under DAPST to bridge the developmental gap between Scheduled Tribes (STs) and non-ST populations and for various tribal development projects relating to education, health, agriculture, irrigation, roads, housing, electrification, employment generation, skill development, etc. Schemes along-with funds allocated by the obligated Ministries/Departments for the welfare of Scheduled Tribes are given at Statement 10B of Expenditure Profile of Union Budget document in the link: https://www.indiabudget.gov.in/doc/eb/stat10b.pdf. State Governments are also supposed to earmark TSP funds with respect to the total Scheme allocation, in proportion to ST population (Census 2011) in the State. The decision on revision in their guidelines will depend upon the approval of the EFC by Department of Expenditure, Ministry of Finance and the Cabinet. (d) and (e): The Union Government has taken several steps to ensure strict implementation of scheme guidelines and to create awareness among Scheduled Tribe (ST) communities about various tribal development schemes. Regular monitoring and review of schemes is undertaken in coordination with States/UTs, and nodal officers have been designated in concerned Ministries/Departments to facilitate effective implementation and reporting. The Ministry of Tribal Affairs (MoTA) maintains continuous engagement with 12.03.2026 631 obligated Ministries/Departments to ensure proper implementation of tribal development initiatives. For effective monitoring of allocations under the Development Action Plan for Scheduled Tribes (DAPST), scheme/programme-wise allocations by Ministries/Departments are reflected in Statement 10B of the Union Budget, which provides ministry-wise allocations for the welfare of Scheduled Tribes. Further, Statement 10BB and Statement 10BBB provide dedicated information on allocations for PM-JANMAN and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) respectively. To ensure proper accounting and non- diversion of funds, allocations under DAPST are reflected by Ministries/Departments under the minor head ‘796’ in their Detailed Demands for Grants. An online monitoring system (https://stcmis.gov.in) has been developed by MoTA for tracking DAPST funds. The system captures data directly from the Public Finance Management System (PFMS) and enables real-time monitoring of expenditure vis-à-vis allocations by different Ministries/Departments. In addition, interactive dashboards on the PM Gati Shakti portal provide ministry- wise and intervention-wise progress monitoring using real-time data, enabling targeted planning and gap analysis for Particularly Vulnerable Tribal Groups (PVTGs). To create awareness and strengthen grassroots implementation, large- scale Information, Education and Communication (IEC) campaigns, service delivery camps, Gram Sabha meetings and community outreach programmes 12.03.2026 632 are organized. Initiatives such as the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) and the Dharti Aaba Janbhagidari Abhiyan focus on last- mile service delivery and awareness through camps and community engagement across tribal areas. Capacity-building programmes such as Adi Karmyogi are also being implemented to train officials and stakeholders involved in tribal development programmes and to improve service delivery at the grassroots level. The Ministry has undertaken two missions for development of STs through convergence of funds available with different Ministries/Departments under DAPST namely - Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan (PM JANMAN) and Dharti Aaba Janjatiya Gram Utkarsh Abhiyaan. PM JANMAN: Government launched Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) for socio-economic development of 75 PVTG communities residing in 18 states and one UT. The mission aims to provide basic facilities such as safe housing, clean drinking water and improved access to education, health and nutrition, road and telecom connectivity, electrification of unelectrified households and sustainable livelihood opportunities in 3 years. These objectives are planned to be met through 11 interventions including Hostels and Mobile Medical Units (MMUs) implemented by 9-line Ministries. PM JANMAN has total budgetary outlay of Rs.24,104 Cr (Central share: ₹15336 Cr and State share: ₹8768 Cr). Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) : Hon'ble PM launched Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) on 2nd 12.03.2026 633 October, 2024. The Abhiyan comprises of 25 interventions implemented by 17- line Ministries and aims to saturate infrastructural gaps in 63,843 villages, improve access to health, education, Anganwadi facilities and providing livelihood opportunities etc benefiting more than 5 crore tribals in 549 districts and 2,911 blocks in 30 States/UTs in 5 years.
