Will the Minister of COAL be pleased to state: (a) the total volume of domestic coal production and country-wise imports, disaggregated by grade during the last ten years, year-wise along with data on pithead stockpiles held by Coal India Limited (CIL) and its subsidiaries till date; (b) the average cost incurred by CIL and other public sector coal companies 18.03.2026 91 on transporting coal to thermal power plants during this period along with the estimated losses or under utilisation due to unsold pithead coal; (c) the details of power plants that rely on imported coal in the country along with the reasons therefor; (d) whether the Government has assessed the impact of logistical bottlenecks including inadequate railway rakes and high freight charges on the coal supply chain and if so, the details thereof; and (e) whether any independent review has been conducted to assess the financial viability and operational efficiency of Coal India Limited amid growing competition from private miners and increasing structural challenges and if so, the details thereof? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) : The year-wise, grade-wise details of the quantity of Coking coal and Non- Coking coal produced in the country during the last ten years is at Statement-I and Statement-II respectively. The year-wise, country-wise coal imports in the country during the last ten years is at Statement-III. The details of the closing coal stock as on 12.03.2026 (provisional) at subsidiaries of Coal India Limited (CIL) is at Statement-IV. (b) : CIL supplies coal on FOR (Free on Rail/Road) basis, wherein CIL’s responsibility is limited up to the stage of loading and weighment of coal at the designated rail and road weighbridges located within the mine/siding premises. 18.03.2026 92 Thereafter, the ownership, and transportation responsibility shifts to the consumer and the cost of transportation upto power plants. (c) : 17 number of power plants having total installed capacity of 18,713 MW designed on imported coal, rely on the imported coal. Further, some of the power plants designed on domestic coal also import coal in view of its cost- economics. (d) : The Ministry of Coal launched the Coal Logistics Plan in February, 2024 in coordination with concerned Ministries and stakeholders to assess and address issues in the coal logistics chain, including constraints related to availability of railway rakes and transportation. The plan covers the entire coal supply chain from mines to end-use plants and identifies measures to improve coal evacuation efficiency. Under the plan, 33 critical railway infrastructure projects have been identified to address gaps in rail connectivity and strength coal evacuation from major coalfields by FY 2030. These projects aim to augment rail capacity, improve last-mile connectivity, and facilitate faster movement of coal from mines to consumption centers. Accordingly, measures such as expansion of rail infrastructure, taken up by Ministry of Railways for future coal evacuation. (e) : Reflecting sustained operational growth, CIL’s dispatches have increased year-on-year over the past five years, reaching 781.1 MT in 2024-25, up from 596.2 MT in 2020-21 and the profit after tax (PAT) has also grown during this period. With the adoption of transparent e-auctions and various other initiatives such as implementation of ERP, use of Artificial Intelligence and digital process 18.03.2026 93 etc., CIL is committed to innovate and compete by enhancing operational efficiency and global competitiveness. PRAKASH: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government is aware that the India AI Impact Summit 2026 projected as a global showcase of India’s AI leadership was marred by the ‘robo dog’ controversy wherein a reportedly imported product was presented as indigenous innovation; (b) the details of criteria and due-diligence mechanisms adopted to verify exhibitors’ claims and allocate exhibition space; (c) whether any responsibility has been fixed for lapses in planning and 18.03.2026 99 oversight; and (d) the details of corrective steps proposed to safeguard the credibility of future Government backed technology events? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d) : Government of India’s AI policy is guided by the Prime Minister’s vision to democratise access to technology and empower people through it. India AI Mission: Towards this, Government has launched India AI Mission with an outlay of around Rs 10,000 Cr. Under the AI Mission, Government has provided access of 38 thousand GPUs to academia, researchers and start-ups at a subsidised rate (average compute access at one-third cost of global average). Government has supported development of 12 Foundational models or Large Language Models (LLMs) in the initial phases. Government is also supporting development of AI solutions for India specific challenges such as healthcare, agriculture, etc. World is now recognising India’s AI strengths: India’s growing strength in AI is now recognised globally. India is home to the third-largest AI startup ecosystem in the world, with almost 89% of startups last year are AI driven. Stanford University’s AI Index places India among global leaders in AI skills and capabilities. 18.03.2026 100 India AI Impact Summit 2026 India is actively participating in the global discussions on AI. India co-chaired the Paris AI Action Summit 2025 and subsequently hosted the India AI Impact Summit 2026 from 16-21 February 2026 at Bharat Mandapam, New Delhi. Largest summit so far The Summit brought together leaders from governments, industry, academia, civil society, and startups at one platform. More than 100 countries, including 22 Heads of State or Government, and around 10 international organisations participated in it. The Summit witnessed extensive participation, with approximately 6 lakh attendees in person and over 9 lakh cumulative views through virtual mode. India’s leadership in AI The Prime Minister Shri Narendra Modi presented India’s Manav vision for AI at the AI Impact Summit. It presents a roadmap where technological advancement progresses in harmony with societal values: Moral and Ethical Systems, Accountable Governance, National Sovereignty, Accessible and Inclusive AI, and Valid and Legitimate Systems. The AI Impact Summit concluded with the Summit Declaration, endorsed by 92 countries and international organisations. They collectively affirmed their commitment to trusted, inclusive, democratic, and human-centric AI norms. Summit outcomes The summit also witnessed enthusiastic participation from all the segments of population. Students from schools and colleges attended in a large number, 18.03.2026 101 showing great enthusiasm for technology. The participation was so encouraging that the exhibition was extended by one more day for the public. The summit witnessed investment commitments of more than $250 billion. The summit also witnessed significant investment commitments in associated tech technologies such as submarine cables. Pax Silica During the summit, India joined Pax Silica initiative focused on securing semiconductor and critical mineral supply chain. India’s AI models launched Models developed by Sarvam AI, BharatGen and Gnani were launched during the summit. These models show strong performance on Indic language benchmarks, and in some cases perform better than leading frontier models on specific tasks. Models developed by Sarvam AI have demonstrated relatively high accuracy in document understanding and Indic language processing. AI Impact Expo India AI Impact Expo was conducted as a part of the summit. Participation was invited through Expression of Interest (EOI) from various AI ecosystem partners. The exhibition space was allotted within the approved layout framework of the Expo. More than 650 companies, start-ups and academia participated in the expo. Exhibitors showcased latest technologies and AI based solutions to a global audience. 18.03.2026 102 One of the exhibitors, Galgotias University made a misleading statement about a robotic product. Following this, they were removed from the India AI Impact Expo. Controversy during the summit A group of the Indian Youth Congress (IYC) workers on Friday (February 20, 2026) staged a “shirts-off” protest in an exhibition hall at the AI Impact Summit venue in New Delhi. The police registered an FIR alleging criminal conspiracy, causing injury to a public servant, unlawful assembly, and common intention. ÿधानमंýी गरीब कÐयाण अÆन योजना और राÕůीय खाī सुर±ा अिधिनयम के ÿभाव का मूÐयांकन करने के िलए सव¥±ण *371. ®ी धम¥Æþ यादव: ³या उपभोĉा मामले, खाī और सावªजिनक िवतरण मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या हाल ही म¤ उ°र ÿदेश के अÆय िपछड़ा वगª, अनुसूिचत जाित और अनुसूिचत जनजाित के पåरवारŌ कì खाī सुर±ा सुिनिIJत करने म¤ ÿधानमंýी गरीब कÐयाण अÆन योजना और राÕůीय खाī सुर±ा अिधिनयम के ÿभाव का मूÐयांकन करने के िलए आंकड़Ō पर आधाåरत कोई सव¥±ण िकया गया है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ख) ³या सरकार इन वंिचत वगŎ के पोषण के Öतर म¤ सुधार और खाī सुर±ा अिधकार संबंधी जागłकता के संबंध म¤ िजला-वार कोई आंकड़े रखती है; (ग) उĉ समुदायŌ के बाहòÐय वाले ±ेýŌ म¤ उिचत दर कì दुकानŌ कì सुलभता सुिनिIJत करने के िलए सरकार Ĭारा उठाए जा रहे िवशेष कदमŌ और उसम¤ ‘वन नेशन वन राशन काडª’ कì सफलता का Êयौरा ³या है; (घ) ³या समय पर िवतरण और पारदशê Öटॉक ÿबंधन सुिनिIJत करने के िलए कोई नई तकनीकì 18.03.2026 103 िनगरानी ÿणाली लागू कì गई है; और (ड.) यिद हां, तो तÂसंबंधी Êयौरा ³या है? उपभोĉा मामले, खाī और सावªजिनक िवतरण मंýी; तथा नवीन और नवीकरणीय ऊजाª मंýी (®ी ÿहलाद जोशी): (क) : खाī और सावªजिनक िवतरण िवभाग ने राÕůीय खाī सुर±ा अिधिनयम (एनएफएसए), 2013 के चरण-1 (2018-20) और चरण-2 (2020-23) के दौरान राºय-वार आधार पर कायाªÆवयन का समवतê मूÐयांकन करने के िलए कई ÿितिķत िनगरानी संÖथानŌ (एमआई) को िनयुĉ िकया था। इसका उĥेÔय िनगरानी को सुŀढ़ करना और िनयिमत आधार पर गहन, सूàम और Óयापक अनुभवजÆय साàय ÿदान करना था। वतªमान म¤, िवभाग ने एनएफएसए, 2013 के तहत 2025-26, 2026-27 और 2027-28 कì अविध को शािमल करते हòए ÿधानमंýी गरीब कÐयाण अÆन योजना (पीएमजीकेएवाई) के समवतê मूÐयांकन के िलए एक एज¤सी को िनयुĉ िकया है। तथािप, उ°र ÿदेश सिहत िकसी भी राºय म¤ पीएमजीकेएवाई के तहत खाīाÆन िवतरण के िलए समुदाय-वार सव¥±ण (अथाªत अÆय िपछड़े वगª (ओबीसी), अनुसूिचत जाित (एससी) और अनुसूिचत जनजाित (एसटी) पåरवारŌ के आधार पर पृथक् łप से) नहé िकया गया है। (ख) : िवभाग Ĭारा अÆय िपछड़ा वगª (ओबीसी), अनुसूिचत जाित (एससी) और अनुसूिचत जनजाित (एसटी) वगŎ के बीच पोषण Öतर म¤ सुधार अथवा भोजन के अिधकार के संबंध म¤ जागłकता से संबंिधत िजला-वार डाटा नहé रखा जाता है। चूंिक पीएमजीकेएवाई/एनएफएसए के आकलनŌ के तहत इन समूहŌ को लि±त करते हòए कोई समुदाय-वार या िजला-वार सव¥±ण/मूÐयांकन नहé िकया गया है अतः इस ÿकार के वगêकृत आंकड़े उपलÊध नहé ह§/रखे नहé जाते ह§। (ग) : लि±त सावªजिनक िवतरण ÿणाली (िनयंýण) आदेश, 2015 के खंड 9 के उप-खंड (6) के अनुसार, राºय सरकार यह सुिनिIJत करेगी िक उिचत दर दुकान से जुड़े राशन काडª धारकŌ कì सं´या युिĉसंगत हो, उिचत दर दुकान का Öथान इस ÿकार िनधाªåरत िकया जाए िक उपभोĉा या 18.03.2026 104 राशन काडª धारक को उिचत दर दुकान तक पहòंचने म¤ किठनाई का सामना न करना पड़े और पवªतीय, मŁÖथलीय, जनजातीय एवं अÆय दुगªम ±ेýŌ म¤ समुिचत कवरेज सुिनिIJत कì जाए। िवभाग Ĭारा िवशेष łप से अÆय िपछड़ा वगª (ओबीसी), अनुसूिचत जाित (एससी) और अनुसूिचत जनजाित (एसटी) कì बहòलता वाले ±ेýŌ म¤ उिचत दर दुकान (एफपीएस) के संबंध म¤ िवशेष łप से लि±त कोई पृथक् उपाय नहé िकए जाते ह§। ‘एक राÕů एक राशन काडª’ (ओएनओआरसी) योजना को सभी 36 राºयŌ/संघ राºय ±ेýŌ म¤ पूरी तरह से लागू िकया गया है, िजससे एनएफएसए और पीएमजीकेएवाई के तहत राशन पाýता कì राÕůÓयापी पोट¥िबिलटी स±म हो गई है। लाभाथê, िजनम¤ कमजोर समुदायŌ के लोग (िजनम¤ कई ओबीसी/एससी/एसटी वगª के ÿवासी ह§) शािमल ह§, ईपीओएस उपकरणŌ पर आधार-आधाåरत बायोमीिůक ÿमाणीकरण के माÅयम से देश म¤ िकसी भी एफपीएस से िनःशुÐक खाīाÆन ÿाĮ कर सकते ह§। (घ) और (ङ) : िवभाग ने ÿधानमंýी गरीब कÐयाण अÆन योजना और राÕůीय खाī सुर±ा अिधिनयम के तहत खाīाÆनŌ के िवतरण म¤ पारदिशªता, द±ता और वाÖतिवक समय कì िनगरानी म¤ सुधार लाने के िलए Öमाटª सावªजिनक िवतरण ÿणाली (Öमाटª-पीडीएस) के अंतगªत ÿौīोिगकì- आधाåरत िनगरानी तंý लागू िकया है। ये ÿणािलयाँ लाभाथê ÿमाणीकरण, Öटॉक के संचलन, उिचत दर दुकानŌ (एफपीएस) के माÅयम से खाīाÆनŌ के आबंटन और िवतरण कì संपूणª िडिजटल िनगरानी ÿदान करती ह§। Öमाटª-पीडीएस के कायाªÂमक मॉड्यूल राशन काडª, उिचत दर दुकान तथा िशकायत ÿबंधन मॉड्यूल यह मॉड्यूल राशन काडª जारी करने, संशोिधत करने और लाभािथªयŌ के नाम हटाने सिहत राशन काडŎ के पूरे चø का ÿबंधन करता है। यह उिचत दर दुकानŌ के ÿबंधन म¤ भी सहायता ÿदान करता है और सावªजिनक िवतरण ÿणाली सेवाओं से संबंिधत िशकायतŌ के पंजीकरण और िनगरानी के िलए एक ऑनलाइन मंच उपलÊध कराता है। 18.03.2026 105 आपूितª ®ृंखला ÿबंधन एवं आबंटन मॉड्यूल: यह मॉड्यूल खरीद क¤þŌ से भांडागारŌ, राºय िडपुओं तक और आगे उिचत दर दुकानŌ तक खाīाÆनŌ के संचलन पर नज़र रखता है, िजससे समय पर उपलÊधता सुिनिIJत करने और डाईवजªन को कम करने के िलए Öटॉक के संचलन और आबंटन पर वाÖतिवक समय कì िनगरानी कì जा सकती है। िवतरण (ई-पीओएस आधाåरत) मॉड्यूल: यह मॉड्यूल उिचत दर दुकानŌ पर इले³ůॉिनक Èवाइंट-ऑफ-सेल (ई-पीओएस) उपकरणŌ के माÅयम से खाīाÆन िवतरण को स±म बनाता है। लाभाथê ÿमाणीकरण और लेन-देन कì िडिजटल åरकॉिड«ग पारदिशªता और िवतरण कì वाÖतिवक समय कì िनगरानी सुिनिIJत करती है। खरीद मॉड्यूल: यह मॉड्यूल खरीद लेनदेन और Öटॉक उपलÊधता कì िडिजटल åरकॉिड«ग के माÅयम से िकसानŌ और खरीद एज¤िसयŌ से खाīाÆन कì खरीद का ÿबंधन करता है, िजससे खरीद संबंधी ÿचालनŌ म¤ पारदिशªता और द±ता म¤ सुधार होता है। FDI IN RAILWAYS *372.
