Will the Minister of FINANCE be pleased to state: (a) whether it is a fact that the Life Insurance Corporation of India (LIC) has recently made investment into the Adani Group despite ongoing regulatory scrutiny and if so, the details of the total investment made in this regard; (b) whether any directions or advisories were issued by the Ministry or DFS to LIC or other public sector financial institutions to invest in Adani Group companies, if so, the details thereof and the reasons therefor; 01.12.2025 101 (c) the details of due diligence, risk assessment, and fiduciary compliance undertaken prior to such investments, including whether SEBI or RBI were consulted; (d) whether the Government has reviewed potential implications of such investments for policyholders, market integrity, and institutional independence and the preventive steps taken/being taken to ensure transparency and accountability; (e) the number of Adani Group companies in which LIC currently holds investments and the total value of such investments company-wise along with the details of the first investment made by LIC in Adani Group companies, including the year and the amount invested; and (f) the list of all private sector companies in which LIC has made investments along with the corresponding amount invested in each company? THE MINISTER OF FINANCE; AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN): (a) to (d) : Life Insurance Corporation of India (LIC) has invested Rs. 5000 crore in secured Non-Convertible Debentures (NCD) issued by Adani Ports Special Economic Zone (APSEZ) in May 2025, after doing due diligence following established Standard Operating Procedures (SOPs) as per their Board approved policies. 01.12.2025 102 Ministry of Finance does not issue any advisory/direction to LIC in connection with matters related to investment of LIC fund. The investment decisions of LIC are taken by LIC alone following strict due diligence, risk assessment and fiduciary compliance and are governed by the provisions of Insurance Act, 1938 as well as regulations issued by Insurance Regulatory and Development Authority of India (IRDAI), Reserve Bank of India (RBI) and Securities and Exchange Board of India (SEBI) (wherever applicable) from time to time. Broadly, LIC's investments reflect that it invests in the top 500 companies listed on NSE and BSE and a major portion of LIC’s investment currently is in the larger companies out of these. Book value of LIC’s investment in Nifty 50 companies, as on 30th Sept 2025, is Rs. 4,30,776.97 Cr which is 45.85% of its total equity investment. The Investment functions of the corporation are verified by Concurrent Auditors, Statutory Auditors, System Auditors, Internal Financial Control (IFC) Auditors and internal Vigilance team. Periodical inspections are also done by the sector Regulator IRDAI in this regard. There is no direct oversight by Government on investments made by LIC. (e) and (f) The details of LIC’s holding in Adani group companies – company wise is given in the enclosed Statement - I. This is as per the data available in the LIC system from 2007 onwards. Providing an exhaustive, granular list of companies, in which LIC has invested, may not be commercially prudent and could affect LIC’s operational debt interests. SHRI JANARDAN SINGH SIGRIWAL : Will the Minister of FINANCE be pleased to state: (a) the total number of Atal Pension Yojana (APY) beneficiaries in the country till date along with the number of new enrolments made in the country during the last five years, State-wise including Bihar; (b) the steps taken by the Government to promote Atal Pension Yojana in rural and remote areas of Bihar and to create awareness of the Scheme among the unorganized sector workers and other eligible populations; (c) whether there has been any significant increase in the participation of women and small farmers in APY in the country especially in Bihar and if so, the details thereof; (d) the role of banking institutions and post offices in the implementation of APY in Bihar along with the number of branches that are actively enroling people in the said Scheme; and 01.12.2025 109 (e) the challenges faced/being faced in enrolment and maintenance of APY accounts in Bihar along with the measures taken/being taken by the Government to address these challenges? THE MINISTER OF FINANCE; AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN): (a) to (e): Atal Pension Yojana (APY) was launched on 09.05.2015, with the objective of creating a universal social security system for all Indians, especially the poor, the under-privileged and the workers in the unorganised sector. It is open to all citizens of India between 18-40 years of age having a savings account in a bank or post-office. As per the Scheme, subscriber will receive pension benefit on attaining the age of 60 years. Hence, the pension benefit under APY is expected to start from 2035 onwards. However, the gross enrolment under Atal Pension Yojana as on 31.10.2025 is 8,34,13,738. A list showing the number of new enrolments made in the country during the last five years, State-wise including Bihar is given in the enclosed Statement-I. The Government and the Pension Fund Regulatory and Development Authority (PFRDA) have inter-alia taken following steps to increase awareness and coverage of APY across the country including rural and remote areas of Bihar: i. Periodic advertisements are published in print, electronic, and social media for awareness creation. ii. APY Subscribers Information Brochure in 13 vernacular languages. 01.12.2025 110 iii. Virtual capacity building programs for Banking Correspondents (BCs) and field staff of Banks, Self Help Group (SHG) members, bank-sakhis of State Rural Livelihoods Missions (SRLMs) are being organised to propagate APY among the eligible beneficiaries. iv. Various Ministries of Government of India, National Centre for Financial Education (NCFE), National Bank for Agriculture and Rural Development (NABARD), National Rural Livelihood Mission (NRLM) and SRLM are engaged to spread awareness and coverage of APY. v. Activating online channels such as e-APY, net-banking, mobile app and bank’s web-portal, for easy online onboarding. vi. APY outreach programmes are conducted regularly in coordination with Banks and SLBCs/ LDMs at pan India level. During last five years such programmes have been conducted across various districts of Bihar including in Muzaffarpur, Patna, Bhojpur, and Nalanda. vii. Recently, financial inclusion campaigns for pension saturation were organized pan India including 8093 such campaigns in the state of Bihar As on 31.10.2025, the female gross enrolments under APY is 4,04,41,135 which is 48% of the total enrolment. Further, in Bihar, the female gross enrolments under APY is 42,07,233, which is 57% of the total enrolment in Bihar. The details of gender-wise enrolments made in the country including Bihar is given in the 01.12.2025 111 enclosed Statement-II. Further, the specific data related to small farmers participation in APY is not captured under the Scheme. APY is being implemented through the Department of Posts (DoP) and banking institutions including Public Sector Banks, Private Sector Banks, Regional Rural Banks, Small Finance Banks, Payments Banks, Cooperative Banks. These institutions are registered as Points of Presence – APY (PoP-APY) with PFRDA and are responsible for distribution of APY and servicing of APY subscribers. DR. NAMDEO KIRSAN: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government is aware of the alarming levels of air pollution in UT of Delhi and its adverse impact on public health, particularly during the winter months; 01.12.2025 116 (b) whether the Delhi Government has adequately utilized funds and resources provided by the Central Government for pollution control measures and if so, the details thereof; (c) if not, the reasons for underutilization of fund and whether any accountability measures have been initiated and if so, the details thereof; and (d) whether lack of effective and sustainable policies by the said Government has contributed to the worsening air quality, if so, the corrective measures taken by the Central Government in this regard? THE MINISTER OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI BHUPENDER YADAV): (a) to (d): To address air pollution in Delhi-NCR, Government has established the Commission for Air Quality Management (CAQM) under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021 for better coordination, research, identification and resolution of problems of air pollution in Delhi- NCR and adjoining areas. Commission has been provided powers under the Act to take measures and issue directions to the various agencies in the National Capital Region for protecting and improving air quality. The Commission has addressed the issue of air pollution in Delhi-NCR in a collective, collaborative and participative mode involving all the major stakeholders. The Commission has so far issued 95 Statutory Directions to specifically guide and direct various actions towards abatement of air pollution in 01.12.2025 117 the region. A monitoring mechanism to oversee the implementation of these directions has been put in place. Commission has come up with much stringent emission norms for various polluting activities in NCR, as compared to the national standards. These directions are rigorously monitored for implementation through periodic progress reviews, issuing subsequent orders and directions from time to time. Commission has prepared Graded Response Action Plan (GRAP) which provides set of emergency response actions, depending on severity of air pollution levels, to be implemented by identified agencies for minimizing air pollution, a situation that generally persists in the Delhi-NCR during the peak winter months. Based on the dynamic model and weather forecast provided by IMD (Indian Meteorological Department) / IITM (Indian Institute of Tropical Meteorology) on a day-to-day basis, actions under Stages I, II, III and IV of the GRAP are invoked in advance in anticipation of the AQI of Delhi reaching to the projected levels of that stage based on the overall meteorological conditions and anthropogenic activities. The Commission has recently conducted comprehensive review of the contours of the existing GRAP and made the actions more stringent under the various stages of the GRAP. Details of recent amendments in GRAP is given in the enclosed Statement. 01.12.2025 118 The Government has regularly reviewed and monitored the actions taken to address air pollution including stubble burning related issues in Delhi-NCR and adjoining areas. Some of the recent key meetings are as below: i. Regular review meetings have been held on 08.08.2025, 16.09.2025, 10.10.2025 and 11.11.2025 under the chairmanship of the Hon’ble Minister for Environment, Forest and Climate Change, on the issues relating to air pollution control in Delhi-NCR, to deliberate upon the undertaking of air pollution abatement measures and strategies for further strengthening air quality management across the region; ii. Minister level Inter-Ministerial meeting was held on 07.10.2025 under the Co- chairmanship of Hon’ble Minister for Environment, Forest and Climate Change and Hon’ble Minister for Agriculture & Farmers’ Welfare on the issues of management of Crop Residue Burning. In the review meeting, the following was directed. Govt. of NCT Delhi to utilise the funds in expeditious manner to implement air pollution mitigation measures along with other important measures such as awarding work for evacuation of construction dust and drainage silt, organising ‘Sewa Saptah’ at all ward of Municipal Corporation of GNCTD and NCR States, implementation of FASTag and ANPR cameras at all tolls points for restriction of the entry of banned commercial vehicles, prepare integrated waste collection and management plan, identification and repair of stretches with potholes, end-to-end pavement of roads, 01.12.2025 119 feeder centres for Construction and Demolition (C&D) waste processing facility, steps to improve the offtake of recycled products from C&D waste, monitoring of large construction sites, mechanised road sweeping for roads with 20-60 ft as well as roads <20 ft wide, decongestion of 62 identified traffic congestion points in Delhi, increasing the green cover along Yamuna flood plains, time bound action plan for plantation of 1 crore trees under ‘Ek Ped Maa ke Naam’, installation of Online Continuous Emission Monitoring Systems (OCEMS) and Air Pollution Control Devices (APCD) in all air polluting industries in a time bound manner. NCT of Delhi has been provided a critical gap funding under National Clean Air Program (NCAP) to take measures to improve air quality. To implement air pollution mitigation measures, NCAP also leverages the mobilisation of resources through convergence of Central Government schemes and programmes, such as, AMRUT 1.0 & 2.0, Swachh Bharat Mission 1.0 & 2.0, FAME II and Grand Challenge Scheme. Government of NCT Delhi has reported that they have started implementation of various activities to utilise the funds for procurement of 14 Mechanical Road Sweeping (MRS), end- to-end paving and pothole-free maintenance of roads and greening of traffic corridors, open areas, gardens, community places, schools, and housing societies covering 2.6 ha which are at various stages. Further, New Delhi Municipal Council (NDMC) has informed that they have initiated procurement of four anti-smog guns on BS-VI CNG and seven 01.12.2025 120 modified anti-smog water guns for high-rise buildings and road improvement works. A centralised air quality portal and mobile app-SAMEER are functional for tracking and dissemination of near real time air quality data and hourly Air Quality Index to the public. CPCB issues a daily bulletin at 04:00 PM comprising AQI of various cities in the country including Delhi-NCR. SAMEER app also serves as a grievance reddressal mechanism which allows the citizens to report pollution related complaints for quick resolution by the concerned agencies. PRANA- ‘Portal for Regulation of Air Pollution in Non-Attainment Cities’ has been operationalised for managing and monitoring the progress of implementation of activities implemented by 130 targeted cities under NCAP. With coordinated efforts, number of good days (AQI<200) in Delhi have increased to 200 days in 2025 from 110 days in 2016. While there is an overall improvement in the AQI this year, very poor days (AQI: 301-400) and severe days (AQI more than 401) have reduced from 71 days in 2024 to 50 days in 2025. Delhi has observed lowest average AQI in the past 8 years i.e., from 2018 to 2025 (barring 2020 – COVID lockdown). 01.12.2025 121 STATEMENT Details of amendments made to Graded Response Plan (GRAP) by CAQM on 21.11.2025 The Commission has issued the following amendments in the schedule of GRAP: A. The following measures currently under GRAP Stage II to be taken under GRAP Stage I: (1). Ensure uninterrupted power supply to discourage use of alternate power Generating sets/ equipment (DG sets etc.) (2). Synchronize traffic movements and deploy adequate personnel at intersections / traffic congestion points for smooth flow of traffic. (3). Alert in newspapers / TV / radio to advise people about air pollution levels and Do’s and Don’ts for minimizing polluting activities (4). Augment public transport services through CNG/ electric buses and metro services by inducting additional fleet and increasing the frequency of service. Introduce differential rates to encourage off – peak travel. B. The following measures currently under GRAP Stage III to be taken under GRAP Stage II: (1). (i) GNCTD and NCR State Governments to stagger timings for public offices and municipal bodies in the National Capital Territory of Delhi and the districts of Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar. 01.12.2025 122 (ii) State Governments may take a decision to stagger timings for public offices and municipal bodies in other areas of NCR. (2). Central Government may take a decision on staggering of timings of Central Government offices in Delhi – NCR. C. The following measures currently under GRAP Stage IV to be taken under GRAP Stage III: (1). RAGHAVAN: Will the Minister of EDUCATION be pleased to state: (a) whether the Union Government has allocated funds to State Government of Kerala under the PM-SHRI Scheme, if so, the details of the funds sanctioned, released, and utilized; (b) whether the State Governments have the right to withdraw from the MoU signed with the Union Government under the PM-SHRI scheme; and 01.12.2025 123 (c) if so, the details thereof, including the guidelines and timeframe stipulated for such withdrawal procedure? THE MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN): (a) to (c): Pradhan Mantri Schools for Rising India (PM SHRI) is a Centrally Sponsored Scheme in which PM SHRI schools are set up by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies. These schools are to showcase all the initiatives of National Education Policy (NEP) 2020, emerge as exemplar schools over a period of time, and also offer leadership to other schools in the neighbourhood. Under the PM SHRI scheme, States/UTs sign a Memorandum of Understanding (MoU) with Centre, laying down the commitments for supporting these schools for achieving specified quality assurance as PM SHRI schools. Thereafter, the selection of PM SHRI schools is done through the Challenge Mode, wherein schools compete for support to become exemplar schools. The State of Kerala has signed the MoU on 23rd October 2025, which is to be followed by transparent challenge Mode for the selection of PM SHRI schools.
