Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has launched any new semi-high-speed train services or corridors during the year 2025 and if so, the details thereof; 17.12.2025 789 (b) the details of the routes and cities covered under this new service and the projected travel time reduction; (c) the details of the investment made for upgrading railway infrastructure to support these trains; (d) whether there have been any challenges in implementing these upgrades and if so, the details thereof and the manner in which they have been addressed; and (e) the details of the expected impact of these initiatives on passenger convenience and freight efficiency? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e): Indian Railways have introduced Vande Bharat services which are semi-high speed trains and are aimed to provide better travel experience and improved safety to the passengers. These services are equipped with enhanced safety features and modern passenger amenities like- KAVACH system Faster acceleration Fully Sealed Gangway Automatic Plug Doors Better Ride Comfort Mini Pantry with provision of Hot Case 17.12.2025 790 Bottle Cooler Deep freezer & Hot water Boiler Reclining Ergonomic Seats Comfortable Seating with revolving seats in executive class Mobile charging sockets for every seat Special lavatory for Divyangjan passengers in Driving Trailer Car (DTC), CCTVs, etc. Presently, 164 Vande Bharat train services are operational on the various sectors of the Broad Gauge (B.G.) electrified network of Indian Railways (IR). Express Railway Projects: To improve the capacity, expansion of rail network has been taken up in a big way. Surveys (284 New line, 13 Gauge Conversion and 655 Doubling) of total length 64,891 Km have been sanctioned across Indian Railways. Signalling system: Upgradation and improvement of railway infrastructure on Indian Railways have been carried out in a big way during last 11 years. The following measures are being taken by Indian Railways to modernise and upgrade tracks, signalling system etc: 17.12.2025 793 i. Modern track structure consisting of 60kg, 90 Ultimate Tensile Strength (UTS) rails, Wider and heavier Pre-stressed Concrete Sleepers (PSC) with elastic fastening, fan-shaped layout turnout on PSC sleepers and Steel Channel/H-beam Sleepers on girder bridges are being used while carrying out primary track renewals. ii. The Thick Web Switches and Weldable CMS Crossings are being used in turnout renewal works. iii. Supply of 130m/260m long rail panels have been increased to avoid welding of joints, thereby improving safety. iv. Thick Web Switch Expansion Joints are being used in place of earlier Conventional/Improved SEJs. v. Adoption of better welding technology for rails i.e. Flash Butt Welding. vi. Adoption of mechanized system for track maintenance using high output plain tampers and points & crossing tampers for improved maintainability & reliability of track. vii. Deployment of state-of-the-art modern machines including Rail Grinding Machines to further improve asset reliability. viii. Mechanisation of track laying activities through use of track machines like PQRS, TRT, T-28 etc. ix. Use of advanced Phased Array technology of testing of rail and welds. x. Deployment of Integrated Track Monitoring Systems (ITMS) and Oscillation Monitoring System (OMS) for comprehensive health 17.12.2025 794 assessment to ascertain optimal maintenance requirements. xi. Adoption of portable Track Measuring Trolley for continuous recording of track parameters in yards. xii. Using web enabled Track Management System (TMS) for integration and data analytics of the track inspection records received through various sources to enable precise maintenance inputs. xiii. Electrical/Electronic Interlocking Systems with centralized operation of points and signals in place of old mechanical signalling have been provided at 6656 stations as on 31.10.2025. xiv. Interlocking of Level Crossing Gates (LC) has been provided at 10098 Level Crossing Gates upto 31.10.2025 for enhancing safety at LC Gate. xv. Axle counters for automatic clearance of Block Section, BPAC (Block Proving Axle Counter) are provided to ensure complete arrival of train without manual intervention before granting line clear to receive next train and to reduce human element. These systems have been provided on 6142 Block Sections up to 31.10.2025. xvi.Automatic Block Signalling (ABS) that enhances line capacity within existing track infrastructure has been provided at 6341 Route km upto 31.10.2025. As a result of above measures, there has been a significant increase in the speed potential of the rail network. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: Improvement of access to station and circulating areas Integration of station with both sides of city Improvement of station building Improvement of waiting halls, toilets, sitting arrangement, water booths Provision of wider foot over bridge/air concourse commensurate with passenger traffic Provision of lift/escalators/ramp Improvement/Provision of platform surface and cover over platforms Provision of kiosks for local products through schemes like 'One Station One Product’ Parking areas, Multimodal integration Amenities for Divyangjans 17.12.2025 796 Better passenger information systems Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under this scheme. Development works at railway stations under Amrit Bharat Station Scheme have been taken up at a good pace. Till now, works of 160 stations have been completed. The works at other stations have also been taken up at good pace and progress of some of the stations is as given below: Tirupati station: The structural framework of new main entry station building on South side and 2 nos. air concourses have been completed. The finishing works of new main entry station building on South side and air concourses, structural work of station building on North side, platform shelter works, lift, escalators etc. have been taken up. Nellore station: The structural frameworks, brickwork and plastering of station buildings on both East and West sides and structural work of air concourse have been completed. The finishing works of station building on both East and West side and air concourse, extension work of subway, water tanks and sewage treatment plant have been taken up. 17.12.2025 797 Yesvantpur station: The structural works of East side station building, civil works of East side sub-station, East side elevated road and Multi Level Car parking have been completed. The finishing works of East side station building, East side elevated road and Multi Level Car parking, sewage treatment plant, structural work of West side station building and air concourse have been taken up. Bangalore Cantt. station: The works of 24 m wide diversion road on the South side, training centre, hostel on North side and structural work of South side station building have been completed. The finishing work South side station building, structural work of North side station building and Foot Over Bridge have been taken up. Rameswaram station: The structural works of East/North terminal building, departure forecourt, arrival forecourt, residential tower, sub- station building, desalination plant and sewage treatment plant have been completed. The masonry works of East terminal building, finishing works of North terminal building, departure forecourt, arrival forecourt, residential tower, platform upgradation including platform shelter and revamping of existing waiting hall have been taken up. Safdarjung station: The work of signal building, station building, plumbing and firefighting, structural work of operational building up to terrace floor slab, air concourse foundation and pedestals have been completed. The station building electrical and low voltage work, platform 17.12.2025 798 refurbishing work, finishing work of operational building, overhead tank and air concourse have been taken up. Further, development/redevelopment/upgradation/modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development/redevelopment/upgradation /modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Development/Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Development/Upgradation/Modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 'Customer Amenities'. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or state-wise. The fund allocation of ₹ 12,118 crore has been made for the financial year 2025- 26 under Plan Head-53 and expenditure (up to October, 2025) of ₹7,253 crore 17.12.2025 799 has been incurred so far. VACANCIES IN DONER MINISTRY 2938. The works at other stations have also been taken up at good pace and progress of some of the above stations is as given below: Churu station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, Divyangjan facilities and 12 m Foot Over Bridge have been taken up. Ratangarh Jn. station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, lighting, Divyangjan facilities and 12 m Foot Over Bridge have 17.12.2025 807 been taken up. Sadulpur station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking and 12 m Foot Over Bridge have been taken up. Sujangarh station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, Divyangjan facilities and 12 m Foot Over Bridge have been taken up. Bikaner station: The work of refurbishment of MFC building except telecom side has been completed. The foundation work of North side station building have been taken up. Gandhinagar Jaipur station: The structural works of main and second entry station building, works of launching of air concourse and casting of deck slab have been completed. The finishing works of main and second entry station building, works of platform shelter and platform resurfacing have been taken up. Jaipur Junction station: The structural works of second entry station building and basement, foundation work of air concourse and launching of Foot Over Bridge at Dausa end from platform 1 to platform 4&5 have been completed. The works of front station building and basement, finishing works of second entry station building and basement, fabrication, launching of air concourse and Foot Over 17.12.2025 808 Bridge at Sikar end have been taken up. Udaipur City station: The structural work of East and West side station building including basement has been completed. The finishing works of East and West side station building including basement have been taken up. The details of expenditure incurred for development and maintenance of stations are maintained Zonal Railway-wise under Plan Head-53 ‘Customer Amenities’ and not work-wise or Station-wise. Rajasthan is covered by five zones viz. Northern Railway, North Central Railway, North Western Railway, Western Railway and West Central Railway. For these zone, an allocation of ₹ 5,257 crore has been made for the financial year 2025-26, out of which an expenditure of ₹ 2,829 crore has been incurred so far. Development/Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Security: Policing is a state subject under the seventh schedule of the Constitution 17.12.2025 809 of India and accordingly, cases of unnatural deaths over Indian Railways are registered and investigated by the concerned police authorities, such as the Government Railway Police (GRP) or the district police based on their jurisdiction. Data on all unnatural deaths on Railway tracks is published by National Crime Record Bureau (NCRB) in Accidental Deaths and Suicides in India (ADSI). The following steps are being taken in coordination with GRP/Police for the safety of passengers in any untoward incidents including death due to falling from train: Zonal Railways have constituted ‘Joint Committees’ comprising officers of Safety, Security, Signal and Engineering departments to study the causes and suggest specific measures to minimise deaths due to untoward incidents including falling from train. Accordingly, preventive and corrective measures are taken to improve and create infrastructure to minimise casualties. Regular announcements are made through Public Address System at Railway stations urging passengers to use Foot Over Bridges (FOBs) and to avoid crossing of railway tracks. Legal action is taken against persons travelling on train rooftops, footboards and other restricted places. UNAUTHORISED TRAVELLING IN RAILWAYS 2941. SHRI M. K. RAGHAVAN: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government maintains year-wise data on the fines imposed on unauthorised passengers travelling without valid tickets/with irregular tickets during the last ten years and if so, the details thereof including the amount collected from unauthorised passengers, zone and division-wise; (b) whether the Government has taken any steps to reduce the number of unauthorised passengers in trains including deployment of additional ticket- checking staff/technology-based solutions and if so, the details thereof; and (c) whether the Government plans to introduce facilities at railway stations similar to those in metro systems to regulate unauthorised entry into platforms and trains by passengers without valid tickets and if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (c): The amount realized by Indian Railways from persons detected Without Ticket (WT), with Irregular Ticket and Unbooked Luggage (UBL) during 2024-25 was ₹1780.76 crore. Special ticket checking campaigns are undertaken by Zonal Railways from time to time keeping in view the local conditions or as per directions issued by Ministry 17.12.2025 816 of Railways to keep a check on the number of unauthorized passengers in trains. More than Thirty Thousand Hand Held Terminals (HHTs) have been provided to Ticket Checking staff as a step to increase transparency and efficiency, accurate calculation and collection of excess charges, monitoring of deficiencies in on- board services. With a view to handle heavy rush of passengers at stations during festival/Mela periods, limited Access Control System has been experimented by the Railways where during such periods, holding areas were created outside stations and passengers were allowed only when the train came to the platform. Further, to handle heavy rush of passengers at stations, a decision to create Passenger Holding areas at 76 stations has been taken. Instances of unauthorized passengers travelling in the trains are detected generally during peak rush period due to gap between demand and supply and to fill this gap, Indian Railways(IR) operate special train services during festivals, holidays, etc. to cater to the extra needs of passengers and supplement the accommodation available by regular services. In addition to the above, the load of trains are also augmented, both on a permanent and temporary basis, to generate additional accommodation for different segments of passengers. Accordingly, on the Indian Railways (IR) network, during Year 2025-26 (till November, 2025), about 60,000 special trains have been operated and more than 700 coaches have been utilized for augmentation of train services on a permanent basis. 17.12.2025 817 To cater to the needs of passengers, IR, during 2025-26 (upto November, 2025), has introduced more than 200 train services which includes 28 Vande Bharat services, 26 Amrit Bharat Express and 02 Namo Bharat Rapid Rail. IR has also extended about 100 services during the same period. Moreover, Indian Railways (IR) has significantly increased the facilities for passengers demanding general/sleeper class travel. During the last financial year 2024-25 alone, 1250 general coaches have been utilised in various long- distance trains. Furthermore, to provide greater accommodation for the passengers using General and non-AC Sleeper Coaches, the extant policy regarding composition of Mail/Express trains provides for 12 (Twelve) General class & Sleeper class non- AC coaches and 08 (eight) AC-Coaches, in a train of 22 coaches, thereby providing greater accommodation for the passengers using General and non- AC Sleeper Coaches. DISPLACEMENT DUE TO BCCL MINING OPERATIONS 2942. SHRI RAJA RAM SINGH: Will the Minister of COAL be pleased to state: (a) the total number of revenue villages displaced due to coal mining operations undertaken by Bharat Coking Coal Limited (BCCL), a subsidiary of Coal India Limited (CIL) since its inception in Dhanbad and Bokaro districts of Jharkhand; (b) the details of such displacement along with the year of displacement and the extent of land acquired for each project, village-wise; 17.12.2025 818 (c) the status of rehabilitation and resettlement of affected residents from these villages including the location and conditions of resettlement sites; (d) whether any displaced families are still awaiting proper rehabilitation or compensation and if so, the reasons for the delay; (e) the steps taken by the Government to ensure that mining-induced displacement by BCCL complies with legal requirements under land acquisition and resettlement laws; and (f) whether independent audits of rehabilitation efforts have been conducted and if so, the details thereof? KISHAN REDDY): (a) to (c): No revenue village in Dhanbad and Bokaro districts of Jharkhand has been fully displaced due to coal mining operations by BCCL since inception. (d): All eligible landowners from whom land has been acquired by BCCL, have been provided compensation and R&R benefits. Presently, there are no pending cases where entitled persons have not been provided compensation/ rehabilitation, moreover it is a continuous process. (e): BCCL acquires land for coal-mining projects under different modes, e.g., Land Acquisition Act, 1894/ Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013; Coal Bearing Areas (Acquisition and Development) Act, 1957; direct purchase under the Transfer of Property Act, 1882, etc. Land compensation is paid to the concerned tenants/ landowners as per provisions of applicable Act. For the purpose of 17.12.2025 819 determination and payment of compensation, steps are taken to complete survey of land and structures in a timely manner, besides obtaining prevailing market rates from the District Collector concerned. (f): No such audits have been conducted till date in BCCL. UNFAIR TRADE PRACTICES 2943. SHRI NAVEEN JINDAL: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the details of the specific steps taken by the Government to address growing concerns about unfair trade practices including the sale of fake or substandard goods, fraudulent activities and dark patterns in the e-commerce sector; (b) whether the Government laid down any guidelines to make e-commerce platforms responsible for the authenticity of products sold by third-party sellers on their platforms and if so, the details thereof; and (c) the details of the number of complaints against e-commerce companies that have been received on the National Consumer Helpline (NCH) during the last three years, year-wise along with the resolution rate? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): 17.12.2025 820 (a) to (c): Department of Consumer Affairs is continuously working for protection and empowerment of consumers by enactment of progressive legislations. Under the provisions of the Consumer Protection Act, 2019, the Central Consumer Protection Authority (CCPA) is empowered to intervene for preventing consumer detriment arising from unfair trade practices through issuance of guidelines and class action(s), including the enforcement of recalls, refunds and return of products. It has the mandate to prevent and regulate false or misleading advertisements which are prejudicial to the public interest. To safeguard consumers from unfair trade practices in e-commerce, the Department of Consumer Affairs has also notified the Consumer Protection (E- commerce) Rules, 2020 under the provisions of the Consumer Protection Act, 2019. These rules, inter-alia, outline the responsibilities of e-commerce entities and specify the liabilities of marketplace and inventory e-commerce entities, including provisions for consumer grievance redressal. The CCPA has also notified the Guidelines for Prevention of Misleading Advertisements and Endorsements for Misleading Advertisements, 2022 on 9th June, 2022. These guidelines inter-alia provide for; (a) conditions for an advertisement to be non-misleading and valid; (b) certain stipulations in respect of bait advertisements and free claim advertisements; and, (c) duties of manufacturer, service provider, advertiser and advertising agency. These Guidelines state that due diligence is required for endorsement of advertisements, such that any endorsement in an advertisement must reflect the genuine, reasonably current opinion of the individual, group or organisation 17.12.2025 821 making such representation and must be based on adequate information about, or experience with, the identified goods, product or service and must not otherwise be deceptive. Central Consumer Protection Authority, in exercise of the powers conferred by Section 18 of the Consumer Protection Act, 2019, issued “Guidelines for Prevention and Regulation of Dark Patterns, 2023” on 30th November, 2023, listing 13 specified dark patterns identified in e-Commerce sector. These dark patterns include false urgency, Basket Sneaking, Confirm shaming, forced action, Subscription trap, Interface Interference, Bait and switch, Drip Pricing, Disguised Advertisements, Nagging, Trick Wording, Saas Billing and Rogue Malwares. In furtherance, Department of Consumer Affairs engaged with major e- commerce companies, industry associations, Voluntary Consumer Organizations, and National Law Universities for eliminating deceptive online practices. As an outcome, “Advisory in terms of Consumer Protection Act,2019 on Self-Audit by E-Commerce Platforms for detecting the Dark Patterns on their platforms to create a fair, ethical and consumer centric digital ecosystem” was issued by Central Consumer Protection Authority on 5th June,2025 . All E- Commerce platforms have been advised to take necessary steps to ensure that their platforms do not engage in such deceptive and unfair trade practices which are in the nature of Dark Patterns. Further, all E-Commerce platforms have been advised to conduct self-audits to identify dark patterns, within three months of the issue of the advisory and give self-declarations that their platform is not 17.12.2025 822 indulging in any dark patterns. 26 leading e-commerce platforms have voluntarily submitted their self-declaration letters confirming compliance with the Guidelines for Prevention and Regulation of Dark Patterns, 2023. संसदीय कायª मंýी; तथा अÐपसं´यक कायª मंýी (®ी िकरेन åरिजजू): (क) से (ङ): अÐपसं´यक कायª मंýालय, आवÔयकता के अनुसार अपनी योजनाओं का तृतीय प± मूÐयांकन करता है। नीित आयोग Ĭारा वषª 2020-21 म¤ ÿधानमंýी जन िवकास कायªøम (PMJVK) का मूÐयांकन अÅययन िकया गया था। अÐपसं´यक कायª मंýालय ने अÐपसं´यकŌ के िलए तीन क¤þीय ±ेý छाýवृि° योजनाओं (मैिůक-पूवª, मैिůको°र और मेåरट-सह-साधन) कì िनगरानी और मूÐयांकन करने के िलए जुलाई 2022 म¤ राÕůीय अनुÿयुĉ आिथªक अनुसंधान पåरषद (NCAER) को िनयुĉ िकया। राÕůीय अÐपसं´यक िवकास एवं िव° िनगम (NMDFC) कì योजनाओं का तृतीय प± मूÐयांकन वषª 2022 म¤ मेससª डेटावाइज मैनेजम¤ट सिवªसेज इंिडया ÿाइवेट िलिमटेड के माÅयम से िकया गया था। िजयो पारसी योजना का मूÐयांकन अÅययन 2025 के दौरान अंतराªÕůीय जनसं´या िव²ान संÖथान (IIPS) Ĭारा िकया गया था। इन अÅययनŌ म¤ पाया गया है िक ये योजनाएं 17.12.2025 827 अपने उĥेÔयŌ को ÿाĮ करने और अपनी लि±त आबादी तक पहòंचने म¤ ÿभावी या उपयोगी रही ह§। एनसीएईआर के मूÐयांकन म¤ कहा गया िक अÐपसं´यक छाýवृि° योजनाएं बड़ी सं´या म¤ अÐपसं´यक छाýŌ तक अपनी पहòंच सुिनिIJत कर पाई ह§, लेिकन संिवतरण से पहले सुŀढ़ सÌयक तÂपरता, तृतीय प± सÂयापन तथा अिधक स´त िनगरानी कì आवÔयकता है तािक यह सुिनिIJत िकया जा सके िक धन वाÖतिवक लाभािथªयŌ तक पहòंचे। एक समिपªत पीएमजेवीके पोटªल िवकिसत िकया गया है जो पåरयोजना ÿÖतावŌ, संÖवीकृितयŌ, धनरािश िवतरण, वाÖतिवक ÿगित, उपयोिगता ÿमाण पýŌ और फìÐड-Öतरीय अपडेट आिद कì सÌपूणª िडिजटल ůैिकंग ÿदान करता है। इसम¤ वेब-आधाåरत पåरयोजना िनगरानी डैशबोडª, राºयŌ/संघ राºय ±ेýŌ और िजलŌ Ĭारा ऑनलाइन डेटा ÿिविĶ और िजयो-टैग के माÅयम से ÿाĮ तÖवीरŌ को अपलोड करने का ÿावधान है। ÿधानमंýी िवरासत का संवधªन (पीएम िवकास) योजना के िलए समिपªत पोटªल को कौशल िवकास एवं उīमशीलता (MSDE) मंýालय के िÖकल इंिडया िडिजटल हब (SIDH) पोटªल के साथ एकìकृत िकया गया है तािक 'समú सरकार' ŀिĶकोण को Åयान म¤ रखते हòए कौशल तंý म¤ सुसंगतता के साथ-साथ कुशल, वाÖतिवक समय कì िनगरानी को सुिनिIJत िकया जा सके। एनएमडीएफसी ने िमलन सॉÉटवेयर िवकिसत िकया है, जो संपूणª ऋण ÿसंÖकरण, ÖवीकृितयŌ और संिवतरण कì वाÖतिवक समय कì िनगरानी, Öवचािलत åरपोटª सृजन कì सुिवधा ÿदान करता है। िजयो पारसी योजना के िलए आवेदन ÿिøया पूरी तरह से ऑनलाइन है और िजयो पारसी पोटªल के माÅयम से इसकì सुिवधा ÿदान कì जाती है। लाभाथê इले³ůॉिनक łप से आवेदन जमा करने, सभी आवÔयक चरणŌ को पूरा कर सकते ह§। सÂयापन ÿिøया को अिधक सरल बनाने के िलए, लाभािथªयŌ के पास लाभाथê सÂयापन एिÈलकेशन (BSA) का उपयोग करके अपनी पहचान को ÿमािणत करने का िवकÐप है। यह मोबाइल एिÈलकेशन ÓयिĉयŌ को अपने घरŌ म¤ आराम से बायो-ÿमाणीकरण करने कì सुिवधा ÿदान करता है िजससे Óयिĉगत उपिÖथित कì आवÔयकता के िबना पंजीकरण और सÂयापन ÿिøयाएं सुÓयविÖथत हो जाती ह§। 17.12.2025 828 पोटªलŌ के माÅयम से िनगरानी के अलावा, मंýालय िहतधारकŌ के साथ िनयिमत समी±ा बैठकŌ, बेहतर फìÐड-Öतरीय सÂयापन ÿिøयाओं, लाभािथªयŌ और कायाªÆवयन एज¤िसयŌ से ÿाĮ िशकायतŌ के समाधान के िलए सुÓयविÖथत तंý के माÅयम से योजनाओं और पåरयोजनाओं के कायाªÆवयन कì िनगरानी करता है। DISASTER RESILIENCE IN TELECOM INFRASTRUCTURE 2946. SHRI ARUN NEHRU: Will the Minister of COMMUNICATIONS be pleased to state: (a) the details of protocols and systems implemented for disaster risk resilience in the telecommunications network nationwide, including mechanisms for emergency alerts and continuity of service during natural calamities; (b) the details of the number of disaster resilience drills and capacity building exercises conducted during the last three years, region-wise; and (c) the measures proposed to upgrade infrastructure and promote technological innovation for improved disaster management in the sector? As part of the SOP framework, LSAs conduct State Telecom Disaster Coordination Committee (STDCC) meetings with TSPs, State Government authorities and NDRF to assess preparedness and coordinate necessary actions. Continuity of services 17.12.2025 829 is supported through Priority Call Routing (PCR), Intra-Circle Roaming (ICR), and rapid restoration measures such as deployment of COWs/mobile BTS, emergency OFC repair teams, and activation of disaster control rooms. Timely public emergency alerts during natural calamities are disseminated through the CAP-based SACHET platform. (b): Details of mock drills conducted by TSPs and STDCC meetings conducted by DoT LSAs during the last three years, are enclosed at Statement. (c): Telecom infrastructure is being strengthened through major initiatives under Digital Bharat Nidhi (DBN) and other programmes, 2,14,904 Gram Panchayats have been made service-ready under BharatNet, with the Amended BharatNet Programme underway to upgrade networks and extend connectivity to remaining GPs and non-GP villages, commissioning of 23,280 mobile towers under 4G Saturation and related projects, and enhancing island connectivity through submarine OFC links between Chennai–A&N (2,312 km) and Kochi– Lakshadweep (1,869 km), along with 225 km of intra-island OFC. Technological innovations such as ICR, priority call routing, infrastructure sharing, and adoption of alternate technologies including satellite, along with close coordination with State authorities through STDCC, further support continuity of services during disasters. िकराया योजना- 2025 8. पूवō°र और पहाड़ी राºयŌ के िलए संशोिधत पीईजी योजना, िजसम¤ 15 वषª कì लंबी गारंटी अविध शािमल है तथािप, आकलन के अनुसार, मÅय ÿदेश के रतलाम लोकसभा ±ेý म¤ भारतीय खाī िनगम 17.12.2025 832 (एफसीआई) के गोदामŌ कì भंडारण ±मता बढ़ाने के िलए कोई नई योजना/ÿÖताव िवचाराधीन नहé है। (ख): सरकार मु´य łप से सावªजिनक िवतरण ÿणाली (पीडीएस) ÿचालन के िलए और बफर Öटॉक बनाए रखने हेतु खरीद के बाद गेहóं और चावल का भंडारण एफसीआई के माÅयम से करती है। िदनांक 01.11.2025 तक कì िÖथित के अनुसार, एफसीआई कì उपलÊध कुल भंडारण ±मता 482.23 लाख टन (ÖवािमÂव वाली कवडª - 147.38 लाख टन + िकराए पर ली गई कवडª- 322.43 लाख टन + सीएपी - 12.42 लाख टन) है। इसके अितåर³त, 432.93 लाख टन भंडारण ±मता (347.13 लाख टन कवडª और 85.8 लाख टन सीएपी) राºय एज¤िसयŌ के पास है। राºयवार Êयौरा िववरण-I म¤ संलμन है। िदनांक 01.11.2025 तक कì िÖथित के अनुसार, भारतीय खाī िनगम (एफसीआई) के 2544 गोदाम (ÖवािमÂव वाले - 575 और िकराए पर िलए गए - 1969) देश भर के िविभÆन राºयŌ म¤ खाīाÆन भंडारण के िलए कायªरत ह§। राºयवार Êयौरा िववरण-II म¤ संलμन है। देश म¤ कुशल भंडारण ÿणाली िवकिसत करने हेतु भंडारण सुिवधाओं को बढ़ाने के िलए िनÌनिलिखत उपाय िकए जा रहे ह§: साइलो- भंडारण सुिवधाओं को उÆनत और आधुिनक बनाने के उĥेÔय से, भारत सरकार ने पीपीपी (सावªजिनक िनजी भागीदारी) मोड के तहत देशभर म¤ Öटील साइलो के िनमाªण को अनुमोिदत कर िदया है। तदनुसार, 29.50 लाख टन ±मता वाले 52 ÖथानŌ पर साइलो का िनमाªण पूरा हो चुका है। साइलो का िनमाªण पीपीपी (सावªजिनक िनजी भागीदारी) मोड के तहत िकया जा रहा है, िजसम¤ पूंजीगत Óयय िनजी प±Ō Ĭारा िकया जाता है और िकराए का भुगतान एफसीआई Ĭारा िकया जाता है। पीईजी योजना- पीईजी योजना के तहत, िनजी िनवेश को आकिषªत करते हòए 24 राºयŌ म¤ पारंपåरक गोदामŌ का िनमाªण िकया गया है। पीईजी योजना वषª 2008 म¤ शुł कì गई थी। िदनांक 01.11.2025 तक कì िÖथित के अनुसार गोदामŌ के िलए Öवीकृत कुल ±मता 151.58 लाख टन है। इसम¤ से 17.12.2025 833 148.51 लाख टन का िनमाªण पूणª हो चुका है। पीईजी योजना II- गेहóं खरीदने वाले राºयŌ, िवशेष कर पंजाब और हåरयाणा म¤, शािमल कì गई ±मता सृिजत करने के उĥेÔय से, खुले भंडारण को चरणबĦ तरीके से समाĮ करने के िलए पंजाब और हåरयाणा म¤ नई ±मता Öवीकृत कì गई, अथाªत् पंजाब म¤ 60 लाख टन और हåरयाणा म¤ 30 लाख टन। क¤þीय ±ेý योजना (सीएसएस) (31.03.2025 को समाÈत) - क¤þीय ±ेý योजना (2017-25) के तहत, गोदामŌ को बढ़ाने के िलए मंýालय ने 24 ÖथानŌ (पूवō°र म¤ 15 और पूवō°र ±ेý के अलावा अÆय ±ेýŌ म¤ 9) पर गोदामŌ के िनमाªण को अनुमोिदत िकया था, िजनकì कुल ±मता पूवō°र ±ेýŌ म¤ 1,05,890 टन और पूवō°र ±ेý के अलावा अÆय ±ेýŌ म¤ 54,760 टन थी। इस योजना के तहत, एफसीआई ने िदनांक 01.04.2017 से 30.11.2025 तक कुल 1,23,970 टन (पूवō°र ±ेýŌ म¤ 72,550 टन और पूवō°र ±ेý के अलावा अÆय ±ेýŌ म¤ 51,420 टन) कì ±मता सृिजत कì है। गोदामŌ का िनमाªण बीआईएस मानकŌ, सीपीडÊÐयूडी के िविनद¥शŌ और सीपीडÊÐयूडी Ĭारा जारी मैनुअल के अनुसार िकया गया है तािक एकłपता, सुर±ा और Öथािपत इंजीिनयåरंग पĦितयŌ के अनुपालन को सुिनिIJत िकया जा सके। पåरसंपि° मुþीकरण - पåरसंपि° मुþीकरण के 17.12.2025 839 LEAKAGES IN PDS 2949. ADV. CHANDRA SHEKHAR: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether the States with large SC/ST/OBC beneficiary populations, such as West Bengal, Bihar and Uttar Pradesh have reported significant PDS rice leakages including cross-border smuggling; (b): if so, the details thereof; and (c): the manner in which the Government is addressing the involvement of private millers and transporters repeatedly implicated in diversion cases and the mechanisms that are in place to support affected marginalised families? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) and (b): The Targeted Public Distribution System (TPDS) is governed under National Food Security Act (NFSA), 2013 and it is operated under the joint responsibility of the Central and the State/Union Territory (UT) governments. The operational responsibilities for allocation of food grains within the States/ UTs, identification of eligible beneficiaries, issuance of ration cards to them, distribution of food grains to the eligible beneficiaries under TPDS, issuance of license to the Fair Price Shop dealers, supervision over and monitoring of functioning of Fair Price Shops (FPSs) etc. rest with the concerned State/UT Governments. 17.12.2025 840 State Government of West Bengal, Bihar and Uttar Pradesh have informed that no such cases of rice leakages including cross-border smuggling in the Public Distribution System (PDS) has been reported and identified on its basis. However, as and when complaints/ grievances in respect of PDS are received from any source, they are sent to State/UT Governments concerned for inquiry and appropriate action. (c): In order to standardize milling operations and verification of stocks lying with millers, guidelines for milling and Custom Milled Rice (CMR) delivery have been issued to all paddy procuring states, incorporating modalities for activities covering the entire life cycle of paddy conversion to rice. Further, Standard Operating Procedure (SOP) has also been issued for Physical Verification (PV) of Paddy at the mill premises/storage points at the end of procurement period and for mandatory Joint PV by State Government and FCI at the time of seeking extension for milling/CMR delivery period. ANNUAL GROWTH RATE OF RAILWAYS 2950. SHRI PARTHA BHOWMICK: Will the Minister of RAILWAYS be pleased to state: (a) the details of the Operating Ratio of the Indian Railways during the last five years, years-wise; (b) the Compound Annual Growth Rate of Indian Railways during the last five years, year-wise; and 17.12.2025 841 (c) the details of the net revenue accrued by Railways during the last five years, year-wise? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (c): To increase the overall revenue, several measures have been taken by Indian Railways during last 11 years. These include the following: To increase the network capacity, rail network expansion has been taken up in a big way by construction of new lines, multi tracking of existing lines and gauge conversion of existing lines. 34,428 km new tracks have been laid during the 11 years. Further as on 01.04.25, 431 (154 New Line, 33 Gauge Conversion and 244 Doubling) projects are sanctioned. Out of total 2843 kms, 2741 route kms (96.4%) has been commissioned and operational. Indian Railways has taken up electrification of Railway lines in a mission mode. So far, about 99.1% of Broad Gauge (BG) network has been electrified. A comparison of electrification before and after 2014 is as follows: Period Route Kilometre Before 2014 21,801 2014-25 46,900 Procurement of Wagons and Locomotives: To increase freight carrying capacity, large numbers of IR wagons have been procured and locomotives have been manufactured. During 2014 to 2025, about 2 lakh wagons have been procured and more than 10,000 locomotives have been added for increasing freight loading and mobility. Industry participation in investment in General Purpose Wagons, Special Purpose/High-Capacity wagons and Automobile carrier wagons for cement, oil, steel, fly-ash, automobile etc. So far, around 240 rakes of special purpose wagons, 374 rakes of general-purpose, wagons and 48 rakes of automobile wagons have been inducted. Under the ‘Gati Shakti Multi-Modal Cargo Terminal (GCT)’ policy so far, 118 new GCTs have been commissioned, with an estimated traffic capacity of 192 million tonnes per annum (MTPA). In addition, for improvement of freight and parcel terminals from the financial year 2023- 17.12.2025 843 24 onwards, an amount of ₹14,500 crore has been allocated. A “Bulk Cement Terminal Policy” for setting up terminals on Railway land has been launched recently as part of Railway reforms for facilitating Bulk Cement transportation. Ensuring increased availability of rakes/wagons against demand. Use of Information Technology in freight operations to improve monitoring and utilization of assets. Induction of higher horsepower locomotives. Improvement in maintenance practices of wagons and locomotives resulting in increased availability of loco and rolling stock for traffic use. Improvement in track and signaling standards to carry higher volume of traffic. Because of the above measures, the cargo loading has increased from 1,055 MT in 2013-14 to 1,617 MT in 2024-25 i.e. increase of about 54%. The revenue has also increased substantially during this period from Rs. 1,39,838 cr. in 2013-14 to Rs. 2,65,678 cr. in 2024-25 i.e. increase of about 90%. SHRI VISHNU DAYAL RAM: Will the Minister of RAILWAYS be pleased to state: (a) the total number of lifts installed at railway stations across the country particularly in the State of Jharkhand, zone and division-wise; (b) the number of lifts that are currently operational, non-operational/under maintenance; (c) the average time taken for repair and restoration of non-functional lifts at stations particularly in Jharkhand; and (d) whether the Government has assessed the factors contributing to prolonged repair timelines and the measures undertaken to ensure timely restoration of lift services for passengers especially persons with disabilities and senior citizens and if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d): To improve passenger experience and comfort,Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. This includes provision of Lifts also. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: 17.12.2025 845 Improvement of access to station and circulating areas Integration of station with both sides of city Improvement of station building Improvement of waiting halls, toilets, sitting arrangement, water booths Provision of wider foot over bridge/air concourse commensurate with passenger traffic Provision of lift/escalators/ramp Improvement /Provision of platform surface and cover over platforms Provision of kiosks for local products through schemes like ‘One Station One Product’ Parking areas, Multimodal integration Amenities for Divyangjans Better passenger information systems Provision of executive lounges, nominated spaces for business meetings, landscaping etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under Amrit Bharat Station Scheme, out of which 57 stations are located in Jharkhand. Till now, works of 08 stations (Godda, Govindpur Road, Lohardaga, Madhupur, Piska, Rajmahal, Sahibganj, Sankarpur) in Jharkhand have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of above stations is as given below: Muri Junction station: The works of improvement of station building, entrance porch, new waiting hall, approach road, circulating area, parking area, Divyangjan facilities, station lighting and signage have been completed. The finishing works have been taken up. Orga station: The works of improvement of station building, platform 17.12.2025 847 shelter, approach road and station lighting have been completed. The works of platform surfacing, parking and Divyangjan facilities have been taken up. Bano station: The works of improvement of station building, circulating area, approach road and Divyangjan facilities have been completed. The works of platform shelter, platform surfacing and Divyangjan facilities for Foot Over Bridge ramp, toilet and drinking water booth have been taken up. Gangaghat station: The works of improvement of station building, platform shelter, approach road and circulating area have been completed. The works of Foot Over Bridge ramp and Divyangjan facilities have been taken up. Further development/redevelopment/upgradation/modernisation of stations including provision of passenger amenities at stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development/redevelopment/upgradation /modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Till November, 2025, 1931 lifts have been provided over the Indian Railways (IR) for ease of movement and as passenger amenity item at Railway Stations. This includes 51 nos. operational lifts at 24 Railway Stations in the State of Jharkhand. 17.12.2025 848 Lifts are functional with regular schedule maintenance or need based attention. Maintenance/repair of lifts including attention during breakdowns is done through the Annual Maintenance Contract (AMC), which covers routine maintenance and ensures timely restoration of faults. WAIVER OF EMPTY CONTAINER HAULAGE CHARGES 2952. SHRI G. LAKSHMINARAYANA: Will the Minister of RAILWAYS be pleased to state: (a) the details of all categories of cargo for which empty container haulage charges are currently waived including the reasons for such waiver, time period for which it has been in effect and the financial cost to the Government, division and route-wise; (b) the quantity of horticultural crops, specifically bananas, transported via rail from the Tadipatri cluster to ports/other destinations along with the number of rakes and frequency of service; (c) whether the possibility of waiving empty container haulage charges for banana reefer containers returning to the Tadipatri cluster has been considered and if so, the details thereof including the proposed timeline for implementation; (d) if not, the reasons for not considering such a waiver; and (e)the measures considered/being considered to make rail transport economically viable for perishable commodities like bananas and to encourage their export via rail instead of road? 17.12.2025 849 THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e): The freight charges for transportation of commodities in containers are determined by Container Train Operators (CTOs) based on market conditions, while Indian Railways levies only the haulage charges for movement of containers. Further, with a view to enhancing the rail modal share in containerized transportation and promoting an environmentally sustainable logistics, certain concessions are provided to traffic from identified areas or clusters to various destinations in haulage of empty container-laden rakes. Accordingly, the following incentives have been introduced to make rail haulage more competitive and to facilitate faster repositioning of empty containers: A 50% discount on haulage rate on movement of empty containers-laden rakes returning to Morbi clusters (originating loading cluster) after transportation of Tiles traffic from destinations, implemented on ‘pilot basis’ up to end of FY 2025-26. A 50% discount on haulage rate of movement of empty specialized tank containers used for Bulk cement, effective from 04.12.2025. A 25% discount on haulage rate of movement of empty container-laden rakes returning to the originating loading point after transporting Chemical Gypsum on ‘pilot basis’ for a period of one year with effect from 26.11.2025. During last 5 years, 24 rakes of Banana traffic in Reefer containers (Refrigerated containers) from Tadipatri to Jawaharlal Nehru Port Trust (JNPT) were transported. 17.12.2025 850 In order to facilitate the transportation of agriculture products, Indian Railway has taken various measures such as: Power has been delegated to Zonal Railways to reduce the composition of Parcel Rakes for transportation of mixed perishables goods traffic including fruits and vegetables up to 15 Parcel vans plus 1 SLR instead of standard composition of 20 Parcel vans plus 1 SLR. Further, Orange, Mango and Banana traffic when moved in BCN/BCNA/BCX/BCXN Rakes are charged at concessional Parcel Rates (Scale-P minus 50%). Potential circuits for movement of vegetables, fruits and other perishables are identified in consultation with Ministry of Agriculture & Farmers Welfare and Agriculture/Animal Husbandry/ Fisheries Departments of State Governments as well as local bodies and agencies, Mandis etc., and Kisan Rail service are planned on the basis of demands placed taking into consideration and operational feasibility. Since the launch of Kisan Rail services on 7th August 2020, Railways have operated around 2364 Kisan Rail services, transporting approximately 7.9 Lakh tones of perishables. FORECASTING OF HEAVY RAINS AND LANDSLIDES 2953. SHRI SHAFI PARAMBIL: Will the Minister of EARTH SCIENCES be pleased to state: (a) the efficiency of the current forecasting models used by the India Meteorological Department (IMD) in forecasting of heavy rains and landslides; 17.12.2025 851 (b) the reasons for the failure of the current forecasting models in identifying the chances of heavy rains and landslides; (c) whether the Government has invested in the research to invent new forecasting models; and (d) if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE OF THE MINISTRY OF SCIENCE AND TECHNOLOGY; MINISTER OF STATE OF THE MINISTRY OF EARTH SCIENCES; MINISTER OF STATE IN THE PRIME MINISTER'S OFFICE; MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS; MINISTER OF STATE IN THE DEPARTMENT OF ATOMIC ENERGY; AND MINISTER OF STATE IN THE DEPARTMENT OF SPACE (DR. JITENDRA SINGH): (a) and (b): The current forecasting models used by the India Meteorological Department (IMD) are highly accurate. In 2024, the skill score for 24-hour (one- day) advance detection of heavy rainfall over meteorological subdivisions stands at 85%. At present, the accuracy of IMD's heavy rainfall forecasts, measured as the percentage of correct warnings, is 85%, 73%, 67%, 63% and 58% for lead times ranging from one to five days, respectively. Overall, forecast accuracy for heavy rainfall events across the country improved by about 40% in 2023–2024 compared to 2014. The Geological Survey of India (GSI), under the Ministry of Mines, has been mandated to issue regional landslide forecasts/early warnings based on rainfall thresholds. Currently, GSI issues operational/experimental daily regional 17.12.2025 852 landslide forecast bulletins to 21 districts in 08 (eight) States during the monsoon period. GSI's landslide forecast model is primarily based on rainfall thresholds derived from historical rainfall and landslide occurrence data, in conjunction with daily rainfall forecast data received from institutions under the Ministry of Earth Sciences. Regarding the efficiency of this current forecast model, the evaluation shows a hit rate of more than 80% across the forecasting zones of operational districts, viz, Darjeeling, Kalimpong, Nilgiris and Rudraprayag. Improving the accuracy of weather forecasts requires enhanced state-of- the-art observational networks, skilled human resources to undertake research and development for the development of numerical weather prediction models, and robust infrastructure, such as high-performance computing systems to run these models at the required high resolution to predict weather patterns caused by climate change. The Ministry is in continuous endeavour of augmenting the observational and R&D infrastructure towards achieving better accuracy in weather forecasting. (c) and (d): The major new initiative undertaken by the Government is the implementation of the Mission Mausam. A couple of Doppler Weather Radars (DWRs) have already been installed under the mission. Currently, 47 radars are in operation across India, with 87% of the country's total area under radar coverage. Under the Mission Mausam, the Bharat Forecast System (BharatFS), an advanced weather forecasting model, has been developed and is operational at a high spatial resolution of 6-km. It also has the capability to provide predictions of rainfall events up to 10 days, covering the short and medium- 17.12.2025 853 range forecasts. Due to its higher resolution and improved dynamics, it generates weather forecasts at the panchayat or cluster of panchayats level. Further, a major achievement is the introduction of the Mithuna Forecast System (Mithuna-FS). This new-generation global coupled model integrates the atmosphere, ocean, land surface, and sea ice components with state-of-the-art physics and an upgraded data assimilation framework. Currently, this forecasting system operates at 12-km resolution, marking a significant advancement in India's medium-range localized weather forecasting capability. The Mithuna-FS suite also includes – A 4-km high-resolution regional model for accurate simulation of monsoon dynamics, cyclones, and mesoscale extreme events over the Indian subcontinent; A 330-m hyper-resolution urban model for fog, visibility, and air-quality forecasting over the Delhi region. IMD consistently issues timely alerts and forecasts to the public and concerned stakeholders. Various steps have been taken to ensure effective dissemination of warnings to vulnerable populations. Moreover, IMD developed a mobile App, 'MAUSAM' for weather forecasting, 'Meghdoot' for Agromet advisory dissemination, and 'Damini' for lightning alerts. The Common Alert Protocol (CAP), developed by the NDMA, is also being implemented to disseminate warnings by the IMD.
