Will the Minister of RAILWAYS be pleased to state: (a) the details of the number of consultations held by the Government during the last two years with State Governments to identify potential Kisan Rail circuits with specific details for Andhra Pradesh; (b) the details of the number of potential Kisan Rail circuits identified through such consultations along with their route alignments and commodities proposed to be transported, State-wise; (c) whether the Government has conducted any operational and financial feasibility studies for the identified circuits and if so, the details of the findings and if not, the reasons for not undertaking such feasible studies; (d) whether any Detailed Project Reports (DPRs) are under preparation for the proposed Kisan Rail circuits and if so, the details of the same, State-wise; and (e) if not, the reasons therefor? 11.03.2026 250 THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e): Kisan Rail trains have been introduced by Indian Railways – to move perishables including fruits and vegetables from production or surplus regions to consumption or deficient regions. Since its launch in August 2020, a total of 2,364 Kisan Rail services have operated on 167 routes across various states including 116 outward services from Andhra Pradesh. Potential circuits of Kisan Rail are identified in consultation with Ministry of Agriculture and Farmers Welfare and Agriculture/Animal Husbandry/Fisheries Departments of State Governments as well as local bodies and agencies, Mandis etc., and services at applicable tariff are planned on the basis of demands placed and the operational feasibility. Besides, Business Development Units functional at all Railway Divisions are engaging with various stakeholders to assess the business requirement including transportation of perishables which can also be seasonal and need based. In the recent past, consultations were held by Railway Authorities with Government of Andhra Pradesh, officials of CONCOR and with District Administration of Ananthapuram for transportation of bananas from Tadipatri to Jawaharlal Nehru Port Trust (JNPT). A Detailed project Report (DPR) on Kisan Rail was submitted by M/s RITES 11.03.2026 251 in July 2021 which was shared with all Zonal railways and other stakeholder Ministries. DIGITAL INDIA PROGRAMME IN TIRUNELVELI 3008. SHRI ROBERT BRUCE C.: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government has implemented the BharatNet project in Tirunelveli district to provide broadband connectivity to all Gram Panchayats and beyond on demand and if so, the details thereof; (b) the status of the Digital India programme in Tirunelveli particularly in terms of e-governance services, digital literacy and citizen engagement; (c) the progress of the Digital Village initiative in Tirunelveli, focusing on the availability of services such as tele-medicine, tele-education, LED lighting, Wi-Fi hotspots and skill development at the Gram Panchayat level; (d) the challenges faced in establishing digital infrastructure in hilly and remote areas of Tirunelveli and the steps being taken by the Government to address them; and (e) whether there are any plans to enhance digital connectivity and infrastructure in Tirunelveli to bridge the digital divide and if so, the details thereof? 11.03.2026 252 THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (e): In line with Hon’ble Prime Minister's vision to democratise technology and empower citizens, the Government of India had launched the Digital India programme in July, 2015. The overall goal is to ensure that digital technologies improve the life of every citizen, expand India’s digital economy, and create investment and employment opportunities in India. BharatNet It is implemented by Department of Telecommunications in a phased manner to provide broadband connectivity to all Gram Panchayats (GPs) and villages in the country, including those in Tamil Nadu. The project aims to enable affordable and high-speed internet access in rural areas and facilitate delivery of digital services. So far, a total of 2,14,921 Gram Panchayats have been made service-ready under the BharatNet project in the country, including 113 GPs in Tirunelveli district. Over the last decade, digital connectivity in Tamil Nadu has improved significantly. This has been possible because of expansion of telecom infrastructure, increasing mobile broadband penetration and Government 11.03.2026 253 initiatives such as Digital India, BharatNet and Common Service Centres (CSCs). The growth in internet subscribers, broadband connectivity and digital public infrastructure has enabled wider access to digital services, digital payments and e-governance across the State, including rural areas. Status of digital connectivity in Tamil Nadu is as follows: S. These include development and implementation of digital platforms, promotion of Aadhaar-based authentication for beneficiary identification, and expansion of service delivery through Common Service Centres (CSCs) to provide assisted access to citizens, particularly in rural and remote areas. 11.03.2026 254 Digital India initiatives are accessible through mobile platforms, which has played a significant role in bridging the urban–rural divide. These initiatives enable citizens to access a wide range of government services such as digital education, digital health, digital payments, e-Courts etc. anytime and from anywhere. Further, various e-Governance services are being delivered through State Government portals and mobile applications. The status of key initiatives in the areas of e-Governance services, digital literacy, and citizen engagement aimed at ensuring inclusive and equitable access to Government services while enhancing the efficiency and quality of service delivery, is as under: (i) Unified Mobile Application for New-age Governance (UMANG), one mobile application for all government services, is operational and offers 2446+ services (Central: 872, State:1,574) for individuals. 422 services from the state of Tamil Nadu are onboarded on UMANG platform. (ii) DigiLocker: DigiLocker has provided anytime access to authentic digital documents from original issuer for the common citizen. More than 67.56+ crore users are registered with DigiLocker to avail its services and more than 950+ crore documents issued from 2462 issuers onboarded on the platform. More than 1.94 crore Aadhaar enabled registrations have taken place in the State of Tamil Nadu to avail DigiLocker services. 11.03.2026 255 (iii) Aadhaar: Aadhaar is the world’s largest digital identity programme that provides biometric and demographic-based unique digital identity. 143.80+ crore Aadhaar IDs have been generated so far with 8.47 Crore Aadhaar IDs generated in the state of Tamil Nadu. More than 200+ Public welfare and good governance initiatives in Tamil Nadu utilise Aadhaar authentication for beneficiary identification across sectors such as healthcare, education, agriculture and banking. (iv) Common Services Centre: CSCs offer government and business services in digital mode thereby enhancing last-mile connectivity in rural areas through Village Level Entrepreneurs (VLEs). Over 800 services are being delivered through CSCs. As on January, 2026, 5.54 lakh CSCs are functional across the country (in rural and urban areas), out of which 4.32 lakh CSCs are functional at the Gram Panchayat level (rural). A total number of 444 CSCs are functional in Tirunelveli district, Tamil Nadu. State/UT wise and district wise details of CSCs are available at https://csc.gov.in/ and list of services is available at https://csc.gov.in/. (v) MyGov: MyGov is a Government of India’s Citizen Engagement Platform which collaborates with multiple Government bodies/ Ministries. It engages with people in policy formulation and seeks the opinion of people on issues/ topics of public interest and welfare. 11.03.2026 256 Presently, over 6.11+ crore citizens are registered with MyGov, participating in various activities hosted on MyGov platform. The MyGov State instance (https://tamilnadu.mygov.in/) has also been operationalized in Tamil Nadu to promote participatory governance at the State level, enabling citizens to actively engage with the Government by sharing their ideas, suggestions, and feedback directly with State government. Ministry of Electronics and Information Technology (MeitY) is promoting skilling/upskilling and capacity building through the following initiatives aimed at developing industry-ready manpower in emerging and advanced technology domains across the country including Tamil Nadu: (i) PMGDISHA: Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) was launched in 2017 to ensure digital literacy. The scheme was implemented through CSC e-Governance services India limited and The scheme concluded on 31st March 2024. The Scheme emerged as one of the world’s largest digital literacy initiatives with over 6.39 Crore persons getting trained nationwide (against the target of 6 Crore). 14,07,880 individuals were trained in the state of Tamil Nadu, including 38,889 candidates from Tirunelveli district. (ii) FutureSkills Prime: FutureSkills PRIME program is a collaborative initiative of MeitY and National Association of Software and Service 11.03.2026 257 Companies (NASSCOM) aimed at making India a cutting-edge digital talent nation. Skilling, reskilling, and upskilling course are provided in emerging technologies such as Artificial Intelligence, Big Data Analytics, IoTs, Cyber Security, Blockchain, AR/VR, etc. Courses are developed in the consultation with industry to align with actual employment needs. The Portal can be accessed online at https://futureskillsprime.in/ to earn skill certificates in line with their aptitude and aspirations. Under the programme, so far, more than 27.53+ lakh candidates have registered on the portal, out of which there have been 17.24+ lakh candidates enrolled/trained in various courses. This includes approximately 4 Lakh candidates from the state of Tamil Nadu. (iii) National Institute of Electronics and Information Technology (NIELIT): NIELIT provides digital literacy courses such as Awareness in Computer Concept (ACC), Course on Computer Concepts (CCC) etc. It has trained 43 lakh+ candidates under various courses, including digital literacy and cyber security awareness. Training is delivered through a wide network of 56 NIELIT Centres and 9000+ Accredited Training Partners/Facilitation Centres. 11.03.2026 258 NIELIT is providing digital skilling to the youth of Tamil Nadu through its own Centre located in Chennai. It has more than 45 Facilitation Centres for providing training on Digital Literacy courses in the state, out of which 01 Facilitation Centres is located in Tirunelveli. More than 1400 candidates have been trained in various digital skilling courses in the current financial year under NIELIT Chennai Digital Village Pilot Project This project was launched to provide education, health, skill development, solar street lighting, financial inclusion, and digital government-to-citizen and business- to-citizen services in 700 villages (one from each district across States and Union Territories). The project successfully concluded on 31st March, 2024. In the state of Tamil Nadu, 32 villages were covered under this scheme including Tirunelveli district. The services provided under the said project are as follows: Education Services: Courses provided under this project- Basic Computer Course (BCC), Course on Computer Concept (CCC), Tally- Kaushal Praman Patra, Basic Course in Information Technology (BCIT). Additional Education: Competitive exam training, fundamental of CAD (Computer Aided Design) Health Services: Tele-health and Tele-Veterinary consultation 11.03.2026 259 Financial inclusion awareness programme Solar street lights Skill development in Automotive technician, Handset repair, Field technician – Home appliance, and Electrical technician Digital Connectivity and infrastructure: Digital India, through initiatives such as BharatNet, has enabled rapid expansion of high-speed internet connectivity across the country including rural and remote areas. This has led to a significant increase in internet penetration across the country. Further, Amended BharatNet Program (ABP) has also been approved by the Government on 04.08.2023 for up-gradation of existing network of BharatNet Phase-I and Phase-II, creation of network in balance GPs and connectivity to remaining non-GP villages on demand basis from their respective GPs. COVERAGE CRITERIA OF PDS 3009. SHRI NAVEEN JINDAL: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether the Government considering revising the coverage criteria of the Public Distribution System (PDS) to include those who cannot afford a nutritious diet but currently fall outside the existing income-based cut-offs; 11.03.2026 260 (b) if so, whether there are plans to diversify the offerings under the PDS to include more nutrient-dense options like millets and seafood and if not, the reasons therefor; (c) the details of the coordination has been made with bodies like NITI Aayog to incorporate food affordability indices (such as the Thali Index) into national food targeting frameworks; and (d) the status of the "One Nation, One Ration Card" scheme in ensuring seamless access to PDS entitlements for migrant workers across the country? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) to (c): The Public Distribution System is now governed as per the provisions of the National Food Security Act, 2013 (NFSA). The Act being successfully implemented in all the States/UTs, aims to supplement the food requirements of upto 75% of the rural and upto 50% of the urban population which at Census 2011 comes to 81.35 crore beneficiaries. The Coverage under the Act is substantially high to ensure that all the vulnerable and needy sections of the society get its benefit. The Act provides that the State Government shall, within the ceiling of beneficiaries determined for the State, identify the households to be covered 11.03.2026 261 under the Antyodaya Anna Yojana to the extent specified by the Central Government, in accordance with the guidelines applicable to the said scheme and the remaining households as priority households to be covered under the Targeted Public Distribution System, in accordance with such guidelines evolved by the State Government itself. The States/UTs have identified only 79.40 crore persons, against the intended coverage of 81.35 crore persons. Still, there is a scope for identification of 1.95 crore more beneficiaries, by the States/UTs, under the NFSA Under the Act, free of cost foodgrains are being distributed to eligible beneficiaries as per their entitlement. The term “foodgrains” is defined as rice, wheat or coarse grains or any combination thereof conforming to such quality norms as may be determined, by order, by the Central Government from time to time. Therefore, the millets are already part of PDS. At present, no proposal to include more commodities under the Act, is under consideration of the Government. To improve the level of nutrition, an advisory has been issued to all the States/UTs to procure millets and distribute them to beneficiaries as per local consumption preferences and as per guidelines issued by the Central Government from time to time. (d) : The nationwide portability of ration cards is popularly known as One Nation One Ration Card (ONORC) feature. Through this technology driven reform, 11.03.2026 262 PMGKAY beneficiaries are empowered to lift their entitled foodgrains from any Fair Price Shop (FPS) of their choice, anywhere in the country, by using their same existing ration card with biometric authentication on an electronic Point of Sale (ePoS) device. The family back home can also lift the part of the PMGKAY foodgrains in the home State/UT on the same ration card. Currently, ONORC feature is enabled in all 36 States/UTs, across the country, covering almost 100% PMGKAY beneficiaries (including migrant workers). DELAY IN IMPLEMENTATION OF MPLADS PROJECT IN KERALA 3010. SHRI M. K. RAGHAVAN: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether the Government has noticed huge delay in the implementation of Members of Parliament Local Area Development (MPLADS) projects in Kerala, even though the guidelines stipulate issuance of Administrative Sanction to eligible proposals within 45 days and if so, the details thereof; (b) whether the Government has State-wise data on the average number of days taken for issuance of Administrative Sanction to eligible proposals under MPLADS; (c) if so, the details thereof; and (d) whether the Government has taken any measures to address the frequent 11.03.2026 263 delays in issuance of Administrative Sanctions? THE MINISTER OF STATE OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE OF THE MINISTRY OF PLANNING; AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH): (a) to (c) : As per the MPLADS Guidelines 2023, the sanction/rejection in respect of all recommendations made by the Member of Parliament shall be issued by the Implementing District Authority within 45 days from the date of receipt of the recommendations to the Implementing District Authority. It has been observed that delays in the issuance of administrative and technical sanctions for works recommended under the MPLAD Scheme in different States/UTs, including Kerala, are generally attributable to factors such as submission of incomplete proposals, local disputes, constraints relating to land availability or site feasibility, requirements of statutory clearances, and technical issues at the district level. As per the MPLADS Guidelines, the responsibility for timely scrutiny, sanction, and execution of works rests with the District Authorities. The details of State-wise data on the average number of days taken for issuance of Administrative Sanction to eligible proposals under MPLADS recommended by 18th LS MPs during the current Financial Year is enclosed at Statement. (d) : The Ministry regularly reviews the implementation of the Scheme through 11.03.2026 264 quarterly and monthly review meetings with States, Union Territories, and District Authorities, highlighting the deviations from the timeline stipulated in the MPLADS Guidelines with regard to sanction and completion of works, and requests for corrective action/compliance from the concerned. Further, with the operationalization of the eSAKSHI portal for fund flow and project monitoring, real-time visibility of works has enhanced transparency and strengthened oversight of the Scheme. Real-time work progress monitoring reports, including details of works pending for sanction beyond 45 days from the date of recommendation, works remaining incomplete after one year of sanction, and works where no payment has been made within three months of sanction, have been made available under State/District logins to facilitate focused monitoring and review at different administrative levels. Zonal workshops are also conducted periodically to review progress, resolve bottlenecks, and improve implementation efficiency. (लगभग 25 गुना) 01.04.2025 तक कì िÖथित के अनुसार, उ°राखÁड राºय म¤ पूणªतः/अंशत: आने वाली ₹40,384 करोड़ कì लागत पर 216 िक.मी. कुल लंबाई को कवर करने वाली 03 नई रेल लाइनŌ को Öवीकृत िकया गया है िजनम¤ से 16 िक.मी. लंबाई को कमीशन कर िदया गया है और माचª, 2025 तक ₹19,898 करोड़ का Óयय उपगत िकया गया है। इसका संि±Į िववरण िनÌनानुसार है:- कोिट पåरयोजनाओं कì सं´या कुल लंबाई (िक.मी. म¤) कमीशन कì लंबाई (िक.मी. म¤) माचª, 2025 तक Óयय (करोड़ Ł. म¤) नई लाइन 03 216 16 19,898 चारधाम को रेल संपकªता मुहैया कराने के िलए ऋिषकेश-कणªÿयाग नई लाइन पåरयोजना (125 िक.मी.) Öवीकृत कì गई है। इस पåरयोजना का संरेखण उ°राखंड के देहरादून, टेहरी गढ़वाल, पौड़ी गढ़वाल, łþÿयाग और चमोली िजले से होकर गुजरता है और यह ऋिषकेष और भारत के राÕůीय राजधानी ±ेý के साथ देवÿयाग और कणªÿयाग के धािमªक एवं पयªटक ÖथलŌ से रेल संपकªता ÿदान करेगा। पåरयोजना का संरेखण मु´यतः सुरंगŌ से होकर गुजरता है। इस पåरयोजना म¤ 104 िक.मी. लंबाई कì 16 मु´य लाइन सुरंगŌ और लगभग 98 िक.मी. लंबाई कì 12 एÖकेप सुरंगŌ का िनमाªण शािमल ह§। अब तक 99 िक.मी. लंबाई कì मु´य सुरंग¤ तथा 94 िक.मी. से अिधक लंबाई कì 09 एÖकेप सुरंग¤ पूरी कì जा चुकì ह§। िनमाªण कायō कì ÿगित म¤ वृिĦ करने के िलए िविभÆन सुरंगŌ म¤ 08 एिडट्स कì पहचान कì गई है। इन एिडट्स के माÅयम से सुरंग उÂखनन के अितåरĉ कायª सृिजत हòए, िजससे लंबी सुरंगŌ को शीŅ पूरा करने म¤ तेजी आई है। सभी 08 एिडट्स (5 िक.मी.) के कायª भी पूरे कर िलए गए ह§। इस पåरयोजना म¤ 19 महÂवपूणª/बड़े पुलŌ का िनमाªण भी शािमल है। 19 महÂवपूणª/बड़े पुलŌ म¤ 11.03.2026 270 से 8 का िनमाªण भी पूरा हो चुका है। शेष पुलŌ के िनमाªण कायª भी शुł कर िदए गए ह§। गंगोýी, यमुनोýी, केदारनाथ और बþीनाथ तक रेल संपकª ता के िवÖतार करने के िलए सव¥±ण कायª पूरे कर िलए गए ह§। बहरहाल, पåरयोजना का संरेखण िहमालय के मु´य क¤þीय ŇÖट के पास िÖथत है जो अÂयिधक भूकंपीय łप से सिøय है। राजÖथान हाल के वषŎ म¤ बजट आवंटन म¤ उÐलेखनीय वृिĦ हòई है। राजÖथान राºय म¤ पूणªतः/अंशतः आने वाली अवसंरचना पåरयोजनाओं और संर±ा कायŎ के िलए बजट आबंटन िनÌनानुसार है: अविध पåरÓयय 2009-14 682 करोड़ Ł. ÿित वषª 2025-26 9,960 करोड़ Ł. (लगभग 15 गुना) वषª 2009-14 और 2014-25 के दौरान राजÖथान राºय म¤ पूणªत:/अंशत: आने वाले नए रेलपथो कì कमीशिनंग/िबछाने का Êयौरा िनÌनानुसार है: अविध कमीशन िकए गए गए रेलपथ नए रेलपथ कì औसत कमीशिनंग 2009-14 चालू िव° वषª 2025-26 म¤, तिमलनाडु राºय म¤ पूणªतः/अंशतः आने वाली कुल 2,478 िक.मी. लंबाई वाले 29 सव¥±ण (06 नई लाइन और 23 दोहरीकरण) Öवीकृत िकए गए ह§। तिमलनाडु राºय म¤ पूणªतः/अंशतः आने वाली महÂवपूणª अवसंरचना पåरयोजनाओं का िनÕपादन भूिम अिधúहण म¤ िवलंब के कारण Łका हòआ है। तिमलनाडु म¤ भूिम अिधúहण कì िÖथित िनÌनानुसार है: 11.03.2026 276 तिमलनाडु म¤ पåरयोजनाओं के िलए कुल अपेि±त भूिम 4,326 हे³टेयर अिधगृहीत कì गई भूिम 1052 हे³टेयर (24%) अिधúहण हेतु शेष भूिम 3274 हे³टेयर (76%) भूिम अिधúहण म¤ तेजी लाने के िलए तिमलनाडु सरकार के सहयोग कì आवÔयकता है। भूिम अिधúहण के कारण िवलंिबत हòई कुछ मु´य िकलोमीटर) 152 0 152 इसके अलावा, रामेĵरम-धनुषकोिड नई लाइन (18 िक.मी.) को 734 करोड़ Łपए कì लागत से Öवीकृत िकया गया था। इस पåरयोजना का िशलाÆयास 01.03.2019 को िकया गया था। बहरहाल, पåरयोजना शुł नहé कì जा सकì है ³यŌिक तिमलनाडु राºय सरकार Ĭारा भूिम अिधúहण शुł नहé िकया गया है। भारत सरकार इस पåरयोजनाओं के िनÕपादन के िलए तैयार है, तथािप इनकì सफलता तिमलनाडु सरकार के सहयोग पर िनभªर करती है। िकसी भी रेल पåरयोजना कì Öवीकृित कई मानदंडŌ/कारकŌ पर िनभªर करती है िजनम¤ 11.03.2026 277 िनÌनिलिखत शािमल ह§: ÿÂयािशत यातायात अनुमान और ÿÖतािवत मागª कì लाभÿदता पåरयोजना Ĭारा उपलÊध कराई जाने वाली आरंिभक और अंितम छोर संपकª ता िमिसंग िलंकŌ का संयोजन और वैकिÐपक मागª उपलÊध कराना संकुिलत/संतृĮ लाइनŌ का संवĦªन राºय सरकारŌ/केÆþीय मंýालयŌ, अÆय जन ÿितिनिधयŌ Ĭारा कì गई मांग¤ रेलवे कì अपनी पåरचालिनक आवÔयकताओं सामािजक-आिथªक महÂव िनिधयŌ कì समú उपलÊधता रेल पåरयोजनाओं का पूरा होना िविभÆन कारकŌ पर िनभªर करता है, जो िनÌनानुसार ह§: राºय सरकार Ĭारा भूिम अिधúहण वन संबंधी मंजूरी बाधक जनोपयोगी सेवाओं का Öथानांतरण िविभÆन ÿािधकरणŌ से सांिविधक Öवीकृितयां ±ेý कì भू-वै²ािनक और Öथलाकृितक पåरिÖथितयां पåरयोजना Öथल के ±ेý म¤ कानून एवं ÓयवÖथा कì िÖथित पåरयोजना िवशेष के Öथल के िलए िकसी वषª म¤ कायª के महीनŌ कì सं´या आिद ये सभी कारक पåरयोजना/पåरयोजनाओं के समापन समय और लागत को ÿभािवत करते ह§। रेल पåरयोजनाओं के ÿभावी और Âवåरत कायाªÆवयन के िलए सरकार Ĭारा उठाए गए िविभÆन उपायŌ म¤ िनÌनिलिखत शािमल ह§: िनिधयŌ के आवंटन म¤ पयाªĮ वृिĦ। कारªवाई और पåरयोजनाओं से संबंिधत अÆय मुĥŌ का समाधान। DISPOSAL OF SCRAP/OBSOLETE ASSETS OF RAILWAYS 3012. SHRI PARSHOTTAMBHAI RUPALA: Will the Minister of RAILWAYS be pleased to state: (a) the details of the total revenue realised from auction of scrap, waste material and obsolete assets of the Indian Railways during the last five years, year-wise; (b) whether the Government has taken cognisance of large quantities of condemned coaches, wagons, unused tracks and other scrap lying for long periods at stations and yards, resulting in corrosion, depreciation and revenue loss and if so, the details thereof; and (c) whether the Government proposes to issue binding/time-bound instructions to all stations and divisions for identification and prompt auction of unusable scrap to maximise revenue and improve asset management and if so, the details thereof? 11.03.2026 279 THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) : Scrap generated during maintenance, production activities, track renewal and from obsolete rolling stock, etc. is an important source of non-fare revenue for Indian Railways. The Scrap sale figures for the last five financial years are as follows: Year Scrap Sale (Rs. in crores) 2020-21 4575.29 2021-22 5316.24 2022-23 5756.98 2023-24 5773.26 2024-25 6641.78 (b) and (c) : Scrap generation and disposal is a continuous ongoing process over Indian Railways. Scrap disposal is done through e-auction using the Indian Railways E-Procurement System (IREPS) to ensure transparency, wider participation, competitive pricing and to maximise revenue realisation. Scrap sale figures have shown consistent growth, reflecting improved operationalisation of disposal mechanisms. Monitoring mechanisms are in place at various levels to ensure that scrap is identified, segregated and disposed of promptly. Government has taken several measures to strengthen scrap identification and disposal mechanism including e-Auction through IREPS, Zero 11.03.2026 280 Scrap Balance Targets, Special Campaign, etc. These measures form part of continuous efforts by Indian Railways to improve asset lifecycle management, minimise depreciation/ corrosion losses from condemned coaches, wagons, unused tracks and enhance revenue from scrap disposal.
