Shri P.V. Midhun Reddy. 11.54 hrs (Shrimati Sandhya Ray in the Chair) SHRI P. V. MIDHUN REDDY (RAJAMPET): Hon. Chairperson, Madam, yesterday we heard the Home Minister speak in the evening. He spoke about a 17.04.2026 79 proportionate increase of seats based on the existing number of seats what every State has. So, we welcome this, but we have concerns. We have concerns because a mere oral commitment is not enough. I will tell you an example also. On this very floor of the House, during the partition of the State, both the Congress and BJP promised us, the then Prime Minister himself promised a special category status for the State. It was an oral promise and it was not kept up. So, we demand that whatever commitment was given yesterday evening, be incorporated in the Bill. I will tell you a reason also. One of the amendments brought by Owaisi Ji carries the same content. If that amendment is accepted, the same thing, whatever the hon. Home Minister has promised on the floor of the House, will be incorporated into the Bill. So, we demand that whatever promise was given, may be part of the Bill. A lot of Members spoke about regional imbalances. Whenever we are addressing regional imbalances of the country, the regional imbalances of the States should also be taken into consideration. Each State has various regions and I think, after the delimitation process, the regional imbalances should not arise in any State. This is a very important aspect. Whatever yardstick you have taken for considering MP seats in the country should also be applied for the States. No regional imbalance should occur in the States. There is one more condition in the delimitation process. It says that five associate Members will be picked up from the Parliament and five from the State Assemblies. Madam, we have a doubt. What if the States’ Speaker does 17.04.2026 80 not give the opportunity to even one Member from the opposition? Fair representation should be there for all the parties, be it the ruling party or the opposition parties. We demand that this should also be incorporated in the Bill. Some comfort should be given regarding this. Overall, this delimitation process should be a national building process. It should not be a tool to crush the Opposition. Regarding women’s reservation, I would like to mention that our party and our leader has also advocated empowering of women. We welcome the Women’s Reservation Bill in any form and any time. Madam, I would like to recall what Shri YS Jagan Mohan Reddy did in Andhra Pradesh as the Chief Minister of the State. He gave 50 per cent reservation for women in all the local bodies. He gave 50 per cent reservation for women in all the nominated works. He also gave maximum importance to women in all the social welfare schemes. He proposed that all the 32 lakh house site pattas which were given in the State to be registered in the name of women. All the social welfare schemes were given through the women. We demand strict and stringent laws for safeguarding and protecting the women. Women’s safety is also important. One of the MPs spoke yesterday regarding protection of women in the States. I would also add upon this. Recently, four MLAs were caught, video-taped in Andhra Pradesh, harassing women. They made video calls and harassed women. This is not just a vague allegation. If you type ‘harassment by Andhra Pradesh ruling MLAs on women’ on the internet, you will get all the videos. I had to pass an advisory also to 17.04.2026 81 open it on your own risk. It is filthy and really horrible. What happened was that the women who complained and gathered the courage to complain against them were harassed and targeted, none of the MLAs were taken action upon. So, we demand stringent laws. Be it anybody, we demand all the MLAs should be taken to task. So, apart from empowering women, we demand that strict laws should be there to protect women. In principle, we support this Bill and demand the Government to consider all our concerns.
