Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the progress made under the PLI Scheme for Bulk Drugs in reducing India's import dependency on critical Key Starting Materials (KSMs) and Active Pharmaceutical Ingredients (APIs); (b) the details of the forty-one identified products for which domestic manufacturing capacities have been successfully established under the greenfield project model; (c) the status of the three Bulk Drug Parks being developed in Himachal Pradesh, Gujarat, and Andhra Pradesh and the common infrastructure facilities provided therein, State-wise; (d) whether the PLI Scheme for Pharmaceuticals has incentivized the production of high-value goods such as bio-pharmaceuticals, complex generics and patented drugs, if so, the details thereof; and (e) the total cumulative investment attracted and the number of direct and indirect employment opportunities generated in the pharmaceutical sector since the launch of the said schemes, year-wise? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) and (b) : The status of implementation of Production Linked Incentive (PLI) Scheme for promotion of domestic manufacturing of critical Key Starting Materials 27.03.2026 493 (KSMs) / Drug Intermediates (DIs) and Active Pharmaceutical Ingredients (APIs) in India (commonly known as “PLI scheme for Bulk Drugs”) is as follows: i. Till December 2025, investment of ₹4,814 crore has been made against an investment commitment of ₹4,329.95 crore in greenfield projects. ii. Total capacity amounting to 91,077 metric tonnes per annum is committed for 33 subscribed products as against originally envisaged capacity of 82,270 metric tonnes per annum for 41 products identified (List of 41 products is given in the enclosed Statement). Further, manufacturing capacity of 56,800 metric tonnes per annum has been created for 28 critical KSMs, DIs, and APIs till December, 2025. The scheme has resulted in cumulative sales of ₹2,720 crore, including exports of ₹527.96 crores. (c) : Department of Pharmaceuticals is implementing a scheme, namely the scheme for Promotion of Bulk Drug Parks, with a budgetary outlay of ₹3,000 crore, under which three bulk drug parks have been approved and are at various stages of development in the States of Andhra Pradesh, Gujarat and Himachal Pradesh, through their respective State implementing agencies. The total project cost of these parks is over ₹6,306.68 crore, with Central assistance to the tune of ₹1,000 crore each for creation of common infrastructure facilities. These parks envisage land and utilities such as power, water, effluent treatment plant, steam, solid waste management and warehouse facilities at a subsidised rate to bulk drug or API manufacturers for units set up in the park. The State implementing 27.03.2026 494 agencies of the States concerned have also offered fiscal incentives in the form of capital subsidy on fixed capital investment, interest subsidy, State Goods and Services Tax reimbursement, exemption of stamp duty and registration charges, etc. Further, the scheme provides for applicants for allotment of land in the parks to set up units for manufacturing products prioritised in the PLI Scheme for Bulk Drugs to have priority in land allotment. SHRI PARIMAL SUKLABAIDYA: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the progress achieved under the Ayushman Bharat Digital Mission (ABDM) in the State of Assam, particularly in the Cachar district including the total number of ABHA IDs created and linked with healthcare facilities during the last three years; (b) whether the Silchar Medical College and Hospital has been fully integrated with the ABDM digital health ecosystem including the Health Information Exchange (HIE), Electronic Medical Records (EMR) and telemedicine services and if so, the details thereof; (c) the steps taken by the Government to ensure interoperability and standardisation of hospital information systems across Government hospitals in Cachar district under the Mission; (d) whether Artificial Intelligence (AI)-based tools are being deployed in public healthcare institutions in Assam, particularly at Silchar Medical College and 27.03.2026 497 Hospital, for diagnostics, fraud detection, disease surveillance and population health management, if so, the details thereof; and (e) the safeguards and regulatory mechanisms put in place to ensure data privacy, transparency, ethical use of AI and protection of patient information under the ABDM framework in Assam? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) to (e) : The Ayushman Bharat Digital Mission (ABDM) was launched by the Government of India in September 2021 to support the development of an integrated, citizen-centric national digital health ecosystem. The progress of ABHA numbers created, health facilities registered on Health Facility Registry (HFR), health professionals registered on Health Professional Registry (HPR), health facilities linking digital health records and digital health records linked in Assam, including Cachar district, as on 23rd March 2026, for the last three years is given in the enclosed Statement. The Silchar Medical College and Hospital has been integrated with ABDM and uses an ABDM enabled HMIS (Hospital Management Information System) – NIC eHospital. As on 24 March 2026, a total of 82,921 health records have been linked by the facility using Health Information Exchange (HIE) under ABDM. 27.03.2026 498 ABDM enables interoperability by establishing common health data standards and developing registries for individuals, health facilities, healthcare professionals, and other necessary components. This allows various digital health systems across both public and private healthcare ecosystems to exchange data across healthcare providers, even when they use different digital platforms. Silchar Medical College and Hospital has been empanelled under the Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana (AB PM-JAY). AI and ML-based triggers are used for identifying potential misuse in the claims raised under AB PM-JAY by various empanelled hospitals, including Silchar Medical College and Hospital. ‘Privacy by Design’ is one of the key guiding principles of ABDM, and there is no centralised repository of health data. ABDM facilitates secure data exchange between the intended stakeholders on the ABDM network after the patient’s consent. Further, prior to integration with ABDM, digital health applications are validated in a Sandbox environment, and they undergo security audits like WASA (Web Application Security Audit) to ensure data security. In addition, the Ministry of Health and Family Welfare has launched the ‘Strategy for AI in Healthcare in India’ (SAHI) and the ‘Benchmarking Open Data Platform for Health AI’ (BODH) on 17th February 2026 during the India AI impact summit. SAHI is a national guidance framework to enable the safe, ethical, evidence-based, responsible and inclusive adoption of artificial intelligence across 27.03.2026 499 India’s healthcare system. ‘Benchmarking Open Data Platform for Health AI’ (BODH) provides a structured mechanism for testing and benchmarking AI solutions before deployment at scale. (b) and (c) : As informed by the Government of Tamil Nadu, no grievance regarding irregularities, delay, or denial of benefits under centrally sponsored health schemes, including Ayushman Bharat–PMJAY and the National Health Mission, have been reported for beneficiaries in the Perambalur Lok Sabha Constituency. 27.03.2026 502 However, as per guidelines issued by the Ministry of Health and Family Welfare from time to time, empanelled hospitals are required to provide treatment to eligible beneficiaries for the specialities for which they are empanelled. Any denial of treatment may attract appropriate action, including de-empanelment, in accordance with extant provisions. Beneficiaries may lodge grievances through the Central Grievance Redressal Management System (CGRMS) portal or via the National Call Centre helpline 14555. DR. AMAR SINGH: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether the Government has made any assessment regarding fertilizer availability, distribution efficiency and timely delivery during peak sowing 27.03.2026 505 seasons, if so, the details thereof, district-wise particularly in Fatehgarh Sahib including Sirhind and Khamano blocks; (b) the details of Government monitoring of urea, DAP and complex fertilizer supply including allocation and stock position for Punjab, district-wise; (c) whether the Government has examined issues of black marketing and uneven distribution; and (d) if so, the measures taken/proposed to be taken by the Government for strengthening point-of-sale tracking, inspections and farmer facilitation? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) and (b) : The following Steps are taken by the Government every season for ensuring timely and adequate supply of fertilizers across the States including the State of Punjab: i. Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. 27.03.2026 506 iii. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web based monitoring system called integrated Fertilizer Management System (iFMS). iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch fertilizers as indicated by the State Governments. v. The distribution of fertilizers within the State is done by the respective State Government. In view of the above, the availability of fertilizers i.e. Urea, DAP, MOP and NPKS has remained adequate in the State of Punjab during the ongoing Rabi 2025-26 season. Secondary Indicator of comfortable availability: Availability > Sales Further, the State Government of Punjab has informed that it regularly assesses fertilizer availability across all districts to ensure efficient distribution and 27.03.2026 507 timely delivery during peak sowing seasons. According to the State Government's (iFMS) portal ID, the projected requirement for the Fatehgarh Sahib district for the 2025-26 period is 77,000 MT of Urea and 23,000 MT of DAP. As on 24.03.2026, 79,005 MT of Urea and 20,500 MT of DAP has been made available in the district. Further, as informed by the State, the current district-wise stock positions for the State are given in the enclosed Statement -I. (c) and (d) : In order to address the issues of black-marketing, fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action against persons involved in such malpractices, as per provisions of EC Act. Any complaints received at Department of Fertilizers level regarding this malpractice is sent to concerned State Government to take appropriate action under Essential Commodities Act, 1955 and Fertilizer Control Order, 1985. Accordingly, the details regarding enforcement measures taken by the States, as informed by them, from 01.04.2025 to 06.03.2026, to curb such malpractices is given in the enclosed Statement-II. Further, following initiatives have been undertaken by D/o Fertilizers across the States for strengthening point-of sale tracking; (i) Availability of top urea buyers report to States at District level for examination and subsequent action as per FCO 1985. 27.03.2026 508 (ii) Availability of report for sales occurred beyond official hours. (iii) Pan India upgradation of POS Devices to L1 fingerprint scanner POS to restrict fake transactions. (iv) Implementation and monitoring of Geo Tagging of L1 POS devices for sales transaction. DR. BACHHAV SHOBHA DINESH: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the details of the Human Papillomavirus (HPV) vaccines programme approved and the age cohorts targeted under the programme; (b) the names of vaccine manufacturers whose products are being procured or used, including details of any domestically produced HPV vaccines such as those developed with participation of Indian companies; (c) whether any international organisations, partners or foundations such as the Bill and Melinda Gates Foundation, Gavi or WHO have provided technical support, funding or collaboration in the planning, introduction or implementation of the HPV vaccination programmes, if so, the details thereof; (d) whether the Government is aware of any judicial inquiries, regulatory investigations, parliamentary probes or civil litigation conducted anywhere in the world concerning HPV vaccines or their manufacturers and if so, the details and the outcomes thereof; and (e) the current coverage achieved, programme targets and timelines for achieving nationwide vaccination goals against cervical cancer? 27.03.2026 514 THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (e) : The Nationwide free HPV vaccination campaign was launched on 28th February 2026 for approximately 1.2 crore eligible beneficiary girls aged 14 years across all 36 States and Union Territories. The vaccine is administered free of cost at government health facilities, including Ayushman Arogya Mandirs- Primary Health Centres (PHCs), Community Health Centers (CHCs), Sub-District Hospitals (SDH)/District Hospitals (DHs) & Government Medical Colleges (GMCs) in presence of medical officer. Training of medical and paramedical staff across all 36 States/UTs in the country has been completed. HPV vaccination is voluntary and parental consent is mandatory before administration of vaccine. The Vaccine manufactured by Merck Sharp Dhome (MSD) has been secured as kind support from GAVI, the Vaccine Alliance. The 72nd Parliamentary Standing Committee covers various issues concerning HPV vaccine related matters. As on 24th March 2026, a total of 5,03,008 girls have been administered the HPV vaccine. PROGRESS OF THE SAGARMALA PROGRAMME 5606. SHRI BALRAM NAIK PORIKA: Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: 27.03.2026 515 (a) the progress on the Sagarmala Programme, including new port projects, modernisation of existing ports and capacity addition achieved during the last three years; (b) the funds allocated and utilised, along with private investment attracted; (c) the development of inland waterways (National Waterways 1, 2, and others) with cargo movement statistics and reduction in logistics cost; and (d) the details of employment generated and coastal community development schemes being implemented? THE MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL): (a) and (b) : Sagarmala is a central sector scheme of Ministry of Ports, Shipping and Waterways with the target to promote port-led development in the countryunder which, the Ministry provides financial assistance for the projects under 5 pillars, namely port modernization, port connectivity, port-led industrialization, coastal community development, and coastal shipping & inland water transport.So far, 129 projects have been sanctioned for financial assistance under Sagarmala scheme. Details of projects including funds allocation and funds released under Sagarmala scheme is given in the enclosed Statement-I. (c) : The Government has undertaken various initiatives for development of inland waterways, including National Waterway (NW) 1,NW 2 and other NWs. These initiatives include development of fairways, terminals, navigation aids, River 27.03.2026 516 Information System (RIS), night navigation facilities, and promotion of multimodal connectivity.Development of NWs is expected to enable modal shift of cargo / passenger transportation from road and rail to waterways, thereby reducing overall logistics costs, easing congestion, lowering fuel consumption and reducing carbon emissions. The statistics of cargo movement on NWs is given in the enclosed Statement-II. (d) : Skill development under Sagarmala scheme has been implemented through convergence with DDU-GKY to train coastal youth for maritime sector employment. Centre of Excellence in Maritime and Shipbuilding (CEMS) has been established to provide industry-relevant training and certification. The number of beneficiaries trained, certified and placed during last five years under Sagarmala-DDUGKY convergence program and CEMS are given in the enclosed Statement-III and Statement-IV respectively. The initiatives have led to measurable improvements in employability and livelihoods with over 9,583 candidates trained and 4,270 placed under Sagarmala–DDU‑GKY convergence since 2015. These efforts have supported transition from informal to formal employment in maritime sectors. Complementary interventions such as fishing harbour development, coastal tourism, and CEMS training have enhanced income opportunities and increased participation of traditional coastal communities. In addition, development and operations of NWs has generated employment by way 27.03.2026 517 of contractual engagements, construction activities, and direct &indirect jobs in logistics and allied sectors. SHRIMATI PRIYANKA GANDHI VADRA: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) whether the Government has received complaints from Anganwadi Workers (AWWs) in areas with poor mobile connectivity regarding their inability to upload details on the POSHAN Tracker app, if so, the details thereof; 27.03.2026 542 (b) whether the Government has taken action to identify Anganwadis in areas of poor mobile connectivity and rectify the problem, especially in Wayanad Parliamentary Constituency; (c) whether the Government is considering making exceptions in such areas to ensure that children and pregnant women are not wrongfully denied nutritional supplements, if so, the details thereof; and (d) whether the Government is taking initiatives to improve mobile connectivity at Anganwadis located in such areas, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR): (a) to (d) : Mission Saksham Anganwadi and Poshan 2.0 is an umbrella scheme under the Ministry of Women and Child Development (MoWCD) to strengthen nutrition services and address the challenge of malnutrition in the country. It is a Centrally Sponsored scheme where the responsibility for implementation of various activities lies with the States and UTs. This Mission includes beneficiaries: children under 6 years of age, pregnant women, lactating mothers and adolescent girls (age 14-18 years in Aspirational Districts and North-Eastern region) in the country. The ‘Poshan Tracker’ digital application has been rolled out as an ICT based governance tool for monitoring and tracking of all activities in the Anganwadi Centres (AWCs), Anganwadi Workers (AWWs) and beneficiaries on 27.03.2026 543 defined indicators. It has facilitated near real time data collection for Anganwadi Services. It has substantially reduced the administrative work by simplifying manual data entry in physical registers and reducing operational challenges. The frontline functionaries are equipped with smartphones to enter the data related to services available under the Mission Poshan 2.0. An amount of ₹2000 per annum is provided to all AWWs across the country as internet connectivity charges. To support AWWs and address network-related issues such as low or no internet connectivity, the Poshan Tracker application has been specifically designed to allow data entry in offline mode. Reporting of daily activities like - opening of AWCs, daily attendance of children, THR and Hot Cooked Meal (HCM) distribution, activities conducted at AWC (Pre-school education, Personal Hygiene sessions) etc. are available in offline mode, independent of server availability. This creates ease of living for the beneficiaries to avail the Anganwadi Services and ease of doing business for AWWs to ensure uninterrupted service delivery. Block and District coordinators provide on-ground handholding support to AWWs and supervisors for effective usage of the Poshan Tracker Application and resolution of technical glitches. The Department of Telecommunications (DoT) is further ensuring stable broadband/internet connectivity and addressing disparities in telecom penetration in rural & remote areas and bridging the digital divide through the Digital Bharat Nidhi (DBN) in the country. Key initiatives include: 27.03.2026 544 i. The BharatNet project provides broadband to Gram Panchayats (GPs) and villages (on demand). ii. Various schemes for high-speed internet/broadband and mobile services (including 4G) in remote areas, such as the North-East, Islands, LWE (Left-Wing Extremism)- affected regions, Aspirational Districts, and border villages. iii. úामीण ±ेýŌ म¤ भी कामकाजी मिहलाओं और उ¸च िश±ा एवं ÿिश±ण ÿाĮ कर रही मिहलाओं के िलए सुरि±त और सुिवधाजनक आवास कì उपलÊधता को बढ़ावा देना है, जहां मिहलाओं के िलए रोजगार के अवसर मौजूद ह§, साथ ही ब¸चŌ के िलए डे केयर कì सुिवधा भी उपलÊध कराना है। इस योजना म¤ िकराये के आवास के िलए िनिध ÿदान कì जाती है। वतªमान म¤, उ°र ÿदेश राºय म¤ सखी िनवास योजना के तहत 8 सखी िनवास कायªशील ह§ और जौनपुर िजले म¤ कोई भी सखी िनवास कायªशील नहé है। इसके अितåरĉ, िव° मंýालय के Óयय िवभाग ने अगÖत 2024 म¤ राºयŌ को पूंजी िनवेश हेतु िवशेष सहायता योजना के भाग (X) (कामकाजी मिहला छाýावासŌ का िनमाªण) के तहत 28 राºयŌ को 27.03.2026 546 कामकाजी मिहला छाýावासŌ के िनमाªण के िलए 5,000 करोड़ Łपये आवंिटत िकए ह§। इस योजना के तहत, उ°र ÿदेश सरकार को 382.00 करोड़ Łपये आवंिटत िकए गए ह§ और राºय सरकार ने गािजयाबाद िजले म¤ 1, लखनऊ िजले म¤ 3 और गौतम बुĦ नगर िजले म¤ 4 छाýावासŌ के िनमाªण के िलए कुल 382.00 करोड़ Łपये कì लागत से 8 ÿÖताव ÿÖतुत िकए ह§। राºय सरकार के ÿÖतावŌ को Óयय िवभाग Ĭारा अनुमोिदत कर िदया गया है और Óयय िवभाग Ĭारा 2024-25 के दौरान राºय सरकार को 251.83 करोड़ Łपये कì पहली िकÖत जारी कर दी गई है। 15व¤ िव° आयोग के कायªकाल के दौरान, मिहला एवं बाल िवकास मंýालय ने सभी राºयŌ और संघ राºय ±ेýŌ के िलए 1 अÿैल 2022 से ब¸चŌ को डे-केयर सुिवधा और सुर±ा ÿदान करने के िलए िमशन शिĉ के सामÃयª विटªकल के तहत आंगनवाड़ी क¤þ-सह-øेच -पालना कì शुŁआत कì है। राºय सरकारŌ और संघ राºय ±ेýŌ के ÿशासनŌ के साथ ÿितवषª आयोिजत होने वाली कायªøम अनुमोदन बोडª (पीएबी) कì बैठकŌ म¤ राºयŌ/संघ राºय ±ेýŌ को अिधक आंगनवाड़ी क¤þ-सह- øेच खोलने के िलए ÿÖताव ÿÖतुत करने के िलए ÿोÂसािहत िकया जाता है। पीएबी कì 2025-26 कì बैठक म¤, आंगनवाड़ी क¤þ-सह-øेच के अंतगªत उ°र ÿदेश राºय से कोई ÿÖताव ÿाĮ नहé हòआ। कुपोषण कì चुनौितयŌ से िनपटने के िलए, आंगनवाड़ी सेवाएं, पोषण अिभयान और िकशोåरयŌ (आकां±ी िजलŌ और पूवō°र ±ेý म¤ 14-18 वषª कì आयु वगª कì) के िलए योजना को स±म आंगनवाड़ी और पोषण 2.0 िमशन के अंतगªत शािमल िकया गया है। यह क¤þ ÿायोिजत िमशन है, िजसके िविभÆन कायŎ के कायाªÆवयन कì िजÌमेदारी राºयŌ और संघ राºय ±ेýŌ कì है। यह िमशन देश के सभी राºयŌ और संघ राºय ±ेýŌ म¤ िøयािÆवत िकया जा रहा है, िजसम¤ उ°र ÿदेश राºय का जौनपुर िजला भी शािमल है। इस िमशन के अंतगªत, राÕůीय खाī सुर±ा अिधिनयम, 2013 कì अनुसूची-II म¤ िनिहत पोषण मानदंडŌ के अनुसार, 6 महीने से 6 वषª तक के ब¸चŌ, गभªवती मिहलाओं, Öतनपान कराने वाली 27.03.2026 547 माताओं और िकशोåरयŌ को पूरक पोषण ÿदान िकया जाता है। इन मानदंडŌ को जनवरी 2023 म¤ संशोिधत िकया गया था। पुराने मानदंड मु´य łप से कैलोरी-आधाåरत थे; हालांिक, संशोिधत मानदंड आहार िविवधता के िसĦांतŌ पर आधाåरत पूरक पोषण कì माýा और गुणव°ा दोनŌ के संदभª म¤ अिधक Óयापक और संतुिलत ह§, जो गुणव°ापूणª ÿोटीन, ÖवÖथ वसा और सूàम पोषक तÂवŌ (कैिÐशयम, िजंक, आयरन, आहार फोलेट, िवटािमन ए, िवटािमन बी6 और िवटािमन बी12) कì उपलÊधता सुिनिIJत करते ह§। अÂयिधक कुपोिषत ब¸चŌ को राÕůीय खाī सुर±ा अिधिनयम, 2013 के अनुसार अितåरĉ पूरक पोषण ÿदान िकया जाता है। मंýालय ने 12 िसतंबर 2022 कì अिधसूचना के माÅयम से एकìकृत पोषण सहायता कायªøम- स±म आंगनवाड़ी और पोषण (2.0), िनयम 2022 जारी िकए, तािक राÕůीय खाī सुर±ा अिधिनयम, 2013 के ÿावधानŌ के तहत ÿÂयेक गभªवती मिहला और Öतनपान कराने वाली माता के िलए ÿसव के बाद छह माह तक और छह माह से छह वषª कì आयु वगª के ÿÂयेक ब¸चे के िलए िनिदªĶ अिधकारŌ को िविनयिमत िकया जा सके। आहार िविवधता और पौिĶक Öथानीय उÂपादŌ के सेवन को ÿोÂसािहत करने के िलए, आंगनवाड़ी केÆþŌ म¤ पोषण वािटकाएँ िवकिसत कì गई ह§। पोषण वािटकाएँ िविभÆन सव¥±णŌ म¤ बार-बार सामने आई आहार िविवधता कì कमी को पूरा करने म¤ सहायक होती ह§, ³यŌिक ये वषª भर िविभÆन ÿकार के फल, मेवे, जड़ी-बूिटयाँ, औषधीय पौधे और सिÊजयाँ उपलÊध कराती ह§। पोषण वािटका कì अवधारणा को शुł करने का मु´य उĥेÔय समुदाय के सदÖयŌ को अपने घरŌ के बैकयाडª म¤ Öथानीय खाī फसलŌ कì कृिष करने के िलए ÿोÂसािहत करना है। इस िमशन के अंतगªत, सामुदाियक जुटाव और जागłकता अिभयान ÿमुख गितिविधयŌ म¤ से एक है, िजसका उĥेÔय लोगŌ को पोषण संबंधी पहलुओं के बारे म¤ िशि±त करना है, ³यŌिक अ¸छे पोषण कì आदत¤ अपनाने के िलए Óयवहाåरक पåरवतªन हेतु िनरंतर ÿयासŌ कì आवÔयकता ÿÖतुत करते ह§। समुदाय आधाåरत कायªøम (सीबीई) पोषण संबंधी आदतŌ म¤ पåरवतªन लाने म¤ एक महÂवपूणª कायªनीित सािबत हòए ह§ और सभी आंगनवाड़ी कायªकिýªयŌ को ÿित माह दो समुदाय आधाåरत कायªøम आयोिजत करना अिनवायª है। 2018 से फरवरी 2026 तक कुल 9.8 करोड़ समुदाय आधाåरत कायªøम आयोिजत िकए गए ह§ और 2018 से अब तक 15 जन आंदोलनŌ के माÅयम से 150 करोड़ से अिधक जन आंदोलन गितिविधयाँ संचािलत कì गई ह§। ‘पोषण ůैकर’ एिÈलकेशन को एक महÂवपूणª ÿशासिनक उपकरण के łप म¤ शुł िकया गया है। पोषण ůैकर सभी आंगनवाड़ी क¤þŌ, आंगनवाड़ी कायªकिýªयŌ और लाभािथªयŌ कì िनधाªåरत संकेतकŌ पर िनगरानी और ůैिकंग कì सुिवधा ÿदान करता है। पोषण ůैकर के अंतगªत ÿौīोिगकì का उपयोग ब¸चŌ म¤ बौनापन, दुबलापन और अÐपवजन कì ÓयाĮता कì गितशील पहचान के िलए िकया जा रहा है। इसने आंगनवाड़ी सेवाओं जैसे िक आंगनवाड़ी क¤þŌ का खुलना, ब¸चŌ कì दैिनक उपिÖथित, ईसीसीई गितिविधयाँ, ब¸चŌ कì वृिĦ कì िनगरानी, पका हòआ गमª भोजन (एचसीएम)/टेक होम राशन (टीएचआर - क¸चा राशन नहé) ÿदान करना, वृिĦ मापन इÂयािद के िलए लगभग तÂसमय म¤ डेटा संúह कì सुिवधा ÿदान कì है। पोषण ůैकर एिÈलकेशन https://www.poshantracker.in पर उपलÊध है। सेवा ÿदायगी कì अंितम चरण कì ůैिकंग के िलए, मिहला एवं बाल िवकास मंýालय (एमडÊÐयूसीडी) ने पोषण ůैकर एिÈलकेशन म¤ चेहरे कì पहचान ÿणाली (एफआरएस) िवकिसत कì है तािक टेक होम राशन के िवतरण को सुिनिIJत िकया जा सके और यह भी सुिनिIJत िकया जा सके िक लाभ केवल पोषण ůैकर म¤ पंजीकृत लि±त लाभाथê को ही िमले। 27.03.2026 549 पोषण ůैकर म¤ नामांिकत Óयिĉ मॉड्यूल शुł िकया गया है तािक लाभािथªयŌ (गभªवती मिहलाओं, Öतनपान कराने वाली माताओं और िकशोåरयŌ) को टेक होम राशन (टीएचआर) कì िनबाªध आपूितª सुिनिIJत कì जा सके। यिद िकसी कारणवश पंजीकृत लाभाथê आंगनवाड़ी क¤þ जाकर एफआरएस के माÅयम से अपना टीएचआर ÿाĮ करने म¤ असमथª ह§, तो वे अपनी ओर से िकसी नामांिकत Óयिĉ को अपना टीएचआर ÿाĮ करने के िलए नोिमनेट कर सकता है। स±म आंगनवाड़ी और पोषण 2.0 के तहत, 6 वषª से कम आयु के ब¸चŌ के रचनाÂमक, सामािजक, भावनाÂमक, सं²ानाÂमक और बौिĦक िवकास को ÿोÂसािहत करने के िलए बेहतर पोषण ÿदायगी हेतु दो लाख चयिनत आंगनवाड़ी क¤þŌ (ÿित वषª 40,000 आंगनवाड़ी क¤þ) को सुŀढ़ और उÆनत बनाया जा रहा है। यह कायª िश±ा िवकास कायªøमŌ के साथ समÆवय Öथािपत करते हòए िकया जा रहा है। इसके अंतगªत, भारतनेट के माÅयम से जहां भी संभव हो, इंटरनेट/वाईफाई कनेि³टिवटी, एलईडी Öøìन, जल शोधक/आरओ मशीन कì Öथापना, Öमाटª िश±ण सहायक उपकरण, ऑिडयो- िवजुअल सहायक उपकरण और बाल-अनुकूल िश±ण उपकरण, कलाकृित (शैि±क िचýकला, ब¸चŌ के िलए अËयास बोडª, सूचना बोडª) और दीवार प¤िटंग (³लीिनंग, स§िडंग, åरपेयåरंग) सिहत बेहतर बुिनयादी ढांचे के साथ अिधक सेवाएं ÿदान कì जा रही ह§। इनम¤ से 1,03,940 आंगनवाड़ी क¤þŌ को 09.03.2026 तक स±म आंगनवाड़ी क¤þŌ म¤ उÆनत िकया जा चुका है। िश±ा मंýालय के Öकूल िश±ा एवं सा±रता िवभाग के समÆवय से, सरकारी ÿाथिमक िवīालयŌ म¤ आंगनवाड़ी क¤þŌ कì सहÖथापना हेतु िदशािनद¥श 3 िसतंबर, 2025 को संयुĉ łप से जारी िकए गए ह§। इनका उĥेÔय ईसीसीई और मूलभूत सा±रता एवं सं´या ²ान (एफएलएन) सेवाओं को सुŀढ़ करना है। िजन ÖथानŌ पर आंगनवाड़ी क¤þŌ कì सहÖथापन संभव नहé है, वहां उÆह¤ िनकटतम ÿाथिमक िवīालय से जोड़ा जाएगा। 27.03.2026 550 इसके अलावा, ÿधानमंýी जनमन और धरती आबा जनजातीय úाम उÂकषª अिभयान के तहत जनजातीय आबादी के लि±त िवकास और उ°री सीमावतê ±ेýŌ पर localized shortages, distribution gaps and availability issues of urea reported in Andhra Pradesh during the recent Rabi season; (b) if so, the corrective measures taken to ensure that such shortages which has high urea consumption ahead of Kharif, through assessed demand and timely supply measures, if so, the details thereof; and (d) whether the Government has taken steps to improve affordability and awareness of alternatives such as nano urea and organic fertilizers, if so, the details thereof? However, the distribution of fertilizers within the State at district level is done by the concerned State government. In this regard, the availability of fertilizers has remained adequate in the State of Andhra Pradesh during the ongoing Rabi 2025-26 season. Besides, the State has also informed that following corrective measures are taken for the upcoming Kharif season for ensuring adequate availability of fertilizers: (i) The distribution of approved quantities across districts shall be based on the average consumption recorded over the preceding three years duly taking into the present crop-wise requirement. (ii) It is planned to maintain 1.50 LMTs of all grades fertilizer buffer stocks during lean months of April to May in buffer godowns by APMARKFED for uninterrupted supplies to farmers through Cooperatives and RSKs during peak season particularly Urea and DAP. (iii) Through proposed iFMS integration with AP State farmer’s data base, farmers will be given fertilizers based on their land holding size (Pattadar Passbook / e-Crop data) & soil health cards recommendations only. (iv) A Letter has been issued to all the district Collectors to strictly monitor the Urea & DAP sales during lean crop season especially at private traders and 27.03.2026 554 instructions have been given to maintain buffer stocks at Wholesale godowns. (c) The availability of Urea has remained adequate in the State of Andhra Pradesh during the period April – May in 2026. During this period, 4.30 LMT of Urea was made available in the State against the requirement of 1.05 LMT and the sales were only 0.84 LMT. Further, as informed by the State, the availability of Urea remained adequate in Andhra Pradesh during the said period, including in Tirupati district. The current stock of Urea in the district as on 24.03.2026 is 6,599 MT. (d) : In order to promote the use of Nano Fertilizers among farmers across the country, the following measures have been undertaken: i. Use of Nano Fertilizers is promoted through different activities such as awareness camps, webinars, field demonstrations, Kisan Sammelans and films in regional languages etc. ii. Nano Fertilizers are made available at Pradhan Mantri Kisan Samridhi Kendras (PMKSKs) by concerned companies. iii. Nano Fertilizers has been included under monthly supply plan issued by Department of Fertilizers regularly. iv. For ease in application and utilization of Nano fertilizers like Nano Urea through foliar application, initiatives such as innovative spraying options like 'Kisan Drones' and distribution of battery operated Sprayers at retail 27.03.2026 555 points are undertaken. For this purpose, pilot training and custom hiring spraying services through Village Level Entrepreneurs are actively promoted. v. Department of Fertilizers (DoF) in collaboration with fertiliser companies, has launched Maha Abhiyan to promote the adoption of Nano DAP across all 15 Agro-climatic zones of the country through consultations & field-level demonstrations. Under the guidance of Indian Council of Agriculture Research (ICAR) and the supervision of ICAR-Krishi Vigyan Kendras (KVKs), IFFCO had conducted 2,500 Nano DAP Farmer Field Trials during Kharif and Rabi 2024–25 and 2,938 Nano DAP Farmer Field Trials during Kharif and Rabi 2025-26 (till 23.03.2026) across 15 Agro- Climatic Zones (ACZs) of the country. vi. Additionally, DoF in collaboration with fertiliser companies, has initiated a nationwide campaign for field-level demonstrations and awareness programmes on Nano Urea Plus in 100 districts. IFFCO had conducted 448 Nano Urea Farmer Field Trials during Kharif and Rabi 2024–25 and 484 Nano Urea Farmer Field Trials during Kharif and Rabi 2025-26 (till 23.03.2026) across 15 Agro-Climatic Zones (ACZs) of the country under the guidance of Indian Council of Agriculture Research (ICAR) and the supervision of ICAR-Krishi Vigyan Kendras (KVKs). 27.03.2026 556 In addition to this, Kisan Sangoshthis are conducted by the fertilizer companies for extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24 Fertilizer Marketing Companies (FMCs) conducted 17,108 Camps/Kisan Sangoshthis across the Country during February 2025 to February 2026 . For promotion of FOM/LFOM/PROM under PM-PRANAM by the Fertilizer companies. This initiative focuses on critical areas such as balanced use of fertilizers, integrated nutrient management (INM), promotion of organic farming, and soil health improvement. Awareness activities for farmers include demonstrations on the application of FOM, LFOM, PROM, Potash Derived from Molasses (PDM). These camps also feature technical sessions on appropriate fertilizer dosages, crop-specific application techniques, and the benefits of organic inputs. The program aims to enhance farmers understanding of INM, encourage adoption of balanced nutrient practices, and strengthen outreach and credibility through demonstration plots and interactive farmer engagement. The Government is regularly coordinating with State and Union Territory Governments to support and promote their efforts under this scheme. Further, The Government has approved Market Development Assistance (MDA) Scheme (FY 2023-24 to 2025-26) under which assistance @ Rs. 1500/MT is being provided to CBG plants/Fertilizer Marketing Companies for promotion of soil carbon enhancers, viz., Fermented Organic Manure (FOM)/Liquid Fermented 27.03.2026 557 Organic Manure (LFOM) and organic fertilizer, viz., Phosphate Rich Organic Manure (PROM) produced at plants under GOBARdhan initiative." Following measures are taken up for promotion of FOM/LFOM/PROM: i. 125 KVKs collaborating with nearby CBG plants to ensure farmers’ access to information about FOM/LFOM and to facilitate the availability of FOM for awareness and demonstration activities. ii. D/o Fertilizers entrusted HURL and RCF to attach Agriculture Extension Officers with CBG/BG Plants to facilitate them with promotion of FOM/LFOM/PROM and to resolve issues. iii. Conduct farmer trainings, demonstrations, and awareness programs on the benefits and application methods of organic fertilizers. iv. Ensure availability and supply of organic & waste-derived fertilizers through marketing channels and dealer networks. v. Facilitate capacity building by providing technical guidance to farmers for adopting sustainable nutrient practices. vi. 25 Fertilizer Marketing Companies (FMCs) conducted 17,108 Kisan Sangoshthi across the Country during February 2025 to February, 2025 Above initiatives of the Government are expected to address the imbalanced use of chemical fertilizers thereby reducing chemical fertilizer use. Besides, Organic farming is being promoted through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs except North Eastern States and 27.03.2026 558 Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) for the North Eastern States since 2015-16. Both schemes stress on end-to-end support to farmers engaged in organic farming i.e. from production to processing, certification and marketing. Primary focus of the schemes is to form organic clusters, with preference to small and marginal farmers, to create a supply chain. Both the schemes are implemented through States /UT Governments. Under PKVY, assistance of Rs. 31,500 per ha is provided over 3 years for promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs including organic compost. Financial assistance of Rs. 4,500/ha is provided over 3 years for marketing, packaging, branding, value addition etc. Rs. 3,000/ha for 3 years is provided for certification. Assistance is also provided @Rs. 9,000/ha in 3 years for training, awareness & capacity building. Achievements of PKVY Scheme since its inception (as on 31.12.2025): 18.84 lakh hectares area has been covered. 33.94 lakh farmers benefited from the scheme. Since 2015-16, a total of ₹2548.99 crore (central share) has been released under PKVY Scheme (as of 31.12.2025). Achievement of PKVY in Andhra Pradesh (as on 31.12.2025): 524769 hectares of land have been converted to organic farming. 1129931 farmers have benefitted under the scheme. 27.03.2026 559 Since 2015–16, a total of ₹ 38437.49 lakhs (Central share) has been released to Andhra Pradesh under the PKVY scheme (as on 31.12.2025). During 2025–26, an allocation of ₹2946 lakhs was made to Andhra Pradesh under the PKVY scheme, out of which ₹2946 lakhs (Central share) has been released (as on 31.12.2025). Furthermore, State has informed that the Government of Andhra Pradesh is promoting Nano-fertilizers by duly conducting field demos, trainings, and promotion of drone spraying to increase nutrient use efficiency and decrease reliance on chemical fertilizers. Besides, they are also promoting Organic fertilizers like Liquid Fermented Organic manure (LFOM), Fermented Organic manure (FOM) and Phosphate Rich Organic manure (PROM). The details of utilization of these alternative fertilizers during Rabi 2025-26 season (as on 24.03.2026), as informed by the State, is as under: PARTICULARS UTILIZED DURING RABI 2025-26 Nano Urea(In bottles) 308228 Nano DAP (In bottles) 98640 FOM/LFOM/PROM (in MTs) 11599 ALLOCATION AND UTILISATION OF NIRBHAYA FUND IN ASSAM 5613. SHRI GAURAV GOGOI: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the funds allocated, sanctioned, released/ utilised under the Nirbhaya Fund in Assam during the last five years, year-wise: 27.03.2026 560 (b) the details of initiatives approved in the said State under the Fund including One Stop Centres, Women Help Desks, Emergency Response Support System (112), CCTV surveillance, safe transport and other women safety interventions, project-wise; (c) the current status of the implementation of said projects, indicating whether the sanctioned projects are functional/operational, if so, the details thereof; (d) the details of the monitoring/evaluation mechanisms in place to ensure timely completion and effective utilisation of funds, particularly in rural and remote areas of the said State; and (e) whether any new projects have been proposed/approved to strengthen women's safety infrastructure in the said State under the said Fund, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR): (a) to (c) : The projects/ schemes that are specifically aimed at ensuring safety and security of women and girls are considered for funding under Nirbhaya Fund. Upto the financial year 2025-26, a total amount of Rs 139.51Crore has been released and utilized out of the Nirbhaya fund for the State of Assam. The Central Government gives highest priority to ensure the safety and security of women and has undertaken various interventions in this regard. Under Nirbhaya Fund, the One Stop Centre (OSC) provides integrated support and 27.03.2026 561 assistance under one roof to women affected by violence and those in distress, both in private and public spaces. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women. As on 31.12.2025, 926 OSCs are operational in the country and more than 13.37 lakh women have been assisted. Whereas, 36 OSC’s are operational in the State of Assam and 33869 women have been assisted. Emergency Response Support System (ERSS-112), a pan-India, single, internationally recognised number has been established for various emergencies, with computer aided dispatch of field resources to the location of distress. It has been operationalised in all 36 States and UTs of the country and since its official launch in February 2019, ERSS has handled over 56 crore calls by through its nation-wide Centres and 52 Lakh users have downloaded the 112 India mobile application. Government has provided financial assistance to States and UTs for implementation of projects through Ministry of Road Transport and Highways for safety of women in public transport such as customisation, deployment and management of State-wise AIS-140 vehicle tracking platform. Under this project, an amount of Rs. 7.89 Cr. has been released to State of Assam for implementation of the project. Women Help Desks (WHDs) have been set up in Police Stations in all States and UTs to make police stations more women friendly and approachable, 27.03.2026 562 as they are the first point of contact for any woman walking into a police station. WHDs have already been set up in 15,049 Police Stations across the country. Out of these, 14,363 WHDs are headed by women police officers. Whereas, 320 WHDs have been set up in the State of Assam and all are headed by women police officers. To ensure the justice delivery to victims of heinous sexual offences, Government has also provided financial assistance for setting up Fast Track Special Courts (FTSCs) including exclusive Protection of Children from Sexual Offences (e-POCSO) courts. As on 31.01.2026, a total of 774 FTSCs including 398 exclusive POCSO (e-POCSO) courts are operational in the country, which have disposed of over 3.71 lakh cases. Whereas, 17 e-POCSO courts are operational in the State of Assam and have disposed of 10160 cases since inception. In addition, other women safety interventions under Nirbhaya Fund such as Central Victim Compensation Fund (CVCF), Cyber Crime Prevention against Women & Children (CCPWC), Strengthening DNA analysis, cyber forensic & related facilities in State Forensic Science Laboratories (SFSLs) and setting up, and strengthening Anti-Human Trafficking Units, are implemented by Ministry of Home Affairs. (d) and (e) : The Empowered Committee (EC) constituted under the framework for Nirbhaya Fund initially appraises and recommends the proposals for funding 27.03.2026 563 under Nirbhaya Fund. The projects/ schemes under Nirbhaya Fund are demand driven and have staggered implementation schedule. Upon appraisal of a project/ scheme by the EC, the Ministry and Department concerned takes approval of the Competent Financial Authority (CFA) as per the laid down procedure and release fund to the implementing agencies for implementation of the scheme/ project, as per the requirement. The EC also broadly reviews the physical and financial status of approved projects from time to time, in conjunction with the Ministries/ Departments/ Implementing Agencies concerned.
