माननीय सदÖयगण, आज िजन सदÖयŌ को िनयम 377 के अधीन मामलŌ को उठाने कì अनुमित ÿदान कì गई है, वे अपने मामले के अनुमोिदत पाठ को Óयिĉगत łप से सभा पटल पर रख द¤ । (i) Need for flyover at Turkayamjal stretch on Nagarjuna Sagar road in Telangana alongwith conversion of Balanagar to Gandimaisamma X road stretch and Rajiv Rahadhari road in the state to National Highways SHRI EATALA RAJENDER (MALKAJGIRI): The Nagarjunasagar Road, particularly the Turkayamjal stretch, has been experiencing severe traffic congestion due to rapid urban expansion and increased vehicular movement. I  Treated as laid on the Table. 04.12.2025 1142 urge the Government to sanction a flyover on this critical corridor to alleviate traffic bottlenecks, enhance road safety, and ensure smoother connectivity for commuters and freight vehicles. The Balanagar to Gandimaisamma X Roads stretch, which forms a vital part of the Medak-Nanded Highway, plays a key role in inter-state connectivity between Telangana and Maharashtra. I request the Government to include this stretch in the National Highway network and to sanction an elevated corridor to support uninterrupted long-distance travel and regional economic integration. The Rajiv Rahadhari, connecting Hyderabad to Karimnagar and northern Telangana, is a major arterial route serving lakhs of daily commuters and freight operators. I appeal for its inclusion in the National Highway system, which will ensure better infrastructure standards, sustained maintenance, and improved logistics across the region. Therefore, I appeal to the Honourable Minister of Road Transport and Highways to kindly consider these proposals for early approval and necessary action. (ii) Need for permanent activation of Intra-circle Roaming facility for BSNL subscribers in Odisha SHRIMATI SANGEETA KUMARI SINGH DEO (BOLANGIR): I rise to raise a matter of urgent public importance regarding the need for permanent activation of the Intra-Circle Roaming (ICR) facility for BSNL subscribers in Odisha. At present, BSNL activates ICR only during natural calamities to ensure basic connectivity through access to the networks of other telecom operators. However, natural calamities are not a daily occurrence; they are infrequent, 04.12.2025 1143 while connectivity challenges persist throughout the year. Hence, ICR should be available at all times, not only during emergencies. Several districts of Western Odisha, particularly Bolangir and Subarnapur (Sonepur), continue to suffer from chronic network gaps due to low tower density and weak signal strength. Technological advancement is intended to improve quality of life, not create additional barriers. Bolangir, being economically backward, has many residents who cannot afford multiple SIM cards, especially when an effective ICR system already exists. In view of these recurring issues, I urge the Government to permanently activate ICR for BSNL subscribers across Odisha; enable seamless access to private networks for calls, SMS, data, and emergency services; and strengthen BSNL’s telecom infrastructure across the State. (iii) Need to impress upon the State Government of Karnataka to expedite completion of Bangalore Suburban Railway Transport System DR. K. SUDHAKAR (CHIKKBALLAPUR): Bangalore Suburban Railway Transport system aims at reducing road traffic congestion, improving connectivity between the city and its suburbs, and offering a more efficient and affordable mode of transport. It is a big project of Government of India and Karnataka Government. Therefore, it is necessary to initiate steady progress by addressing land acquisition problems, engaging contractors appropriately and with jurisdictional harmonization. The State Government need to take proactive measures to resolve land-related bottlenecks and finalize clearances. While Central Government is committed to provide funds and frameworks, it’s the State 04.12.2025 1144 Government administration that must work efficiently for work execution. The delay may result in rising costs and prolonged inconvenience to commuters. This chronic delay and shifting prioritises the needs to strengthen mechanism for timely delivery of large-scale public infrastructure when it is most needed. Hence, I request the Union Government to urgently intervene in the matter. (iv) Need for Integrated Check post and passenger Terminal at Badhni in Siddharthnagar district, Uttar Pradesh and also introduce trains from Badhni to Metro cities of the country ®ी जगदिÌबका पाल (डुमåरयागंज): म§ क¤þ सरकार Ĭारा सीमा ±ेýŌ म¤ कनेि³टिवटी, Óयापार सुगमता और सुरि±त आवागमन हेतु िकए जा रहे िनरंतर सुधाराÂमक कायŎ कì ÿशंसा करता हóँ । इÆहé ÿयासŌ को आगे बढ़ाते हòए, िसĦाथªनगर जनपद के बढ़नी म¤ भारत–नेपाल सीमा ±ेý म¤ एक इंटीúेटेड चेक पोÖट और पैस¤जर टिमªनल कì Öथापना अÂयंत आवÔयक है । बढ़नी रेलवे Öटेशन सीमा से सटा होने के कारण नेपाल से आने वाले यािýयŌ, ÓयापाåरयŌ, पयªटकŌ एवं कागō वाहनŌ कì सं´या लगातार बढ़ रही है । वतªमान म¤ सुिवधाएँ खंिडत होने के कारण यािýयŌ को पैदल मागª, कÖटम ÿिøया, बस टिमªनल, कागō ±ेý और Öटेशन तक पहòँचने म¤ किठनाई होती है । इसीिलए एक िसंगल- इकोिसÖटम का िनमाªण आवÔयक है, जहाँ: - एकìकृत पैदल एवं बस टिमªनल, - आĄजन व कÖटम कॉÌÈले³स, - कागō ह§डिलंग Èलाज़ा, - कम-शुÐक अंतरराÕůीय Óयापार ±ेý, - तथा पयªटन सूचना क¤þ (बौĦ पयªटन ÿकोķ सिहत) एक ही पåरसर म¤ जुड़े हŌ, तािक याýी सीमा पार करके सीधे पैदल कÖटम ÿिøया पूणª कर Öटेशन तक सहजता से पहòँच सक¤, यानी “वन-नेशन, वन-टिमªनल” का अनुभव । इसके अितåरĉ, बढ़नी से मुंबई, िदÐली, चेÆनई, कोलकाता, हैदराबाद और ब¤गलुŁ जैसी ÿमुख महानगरŌ के िलए अिधक ůेनŌ का संचालन अÂयंत लाभकारी होगा, िजससे सीमा से आने- जाने वाले यािýयŌ को सुगम कनेि³टिवटी ÿाĮ होगी । 04.12.2025 1145 (v) Need to establish a sports academy and a sports training center under ‘Khelo India’ programme in Satna Parliamentary Constituency, Madhya Pradesh ®ी गणेश िसंह (सतना) : मेरे लोकसभा ±ेý सतना िजला मु´यालय म¤ Öमाटª िसटी ÿोजे³ट से हमने इÆटरनेशनल नाÌसª के मÐटी Öपोट्ªस काÌपले³स 36 करोड़ łपये कì लागत से बनाए है । दादा सुखेÆþ िसंह के नाम से एक Öटेिडयम 11 करोड़ łपये कì लागत से बनाया गया है, िजसम¤ फुटबॉल, वालीबॉल के साथ-साथ एथलेिट³स के सभी खेलŌ का इंĀाÖů³चर तैयार िकया गया है । िजला कले³ůेट के समीप धवारी म¤ एक िøकेट Öटेिडयम 9 करोड़ कì लागत से तथा बाबूपुर म¤ माननीय ÿधानमंýी जी के नाम से Öटेिडयम का िनमाªण कराया गया है । इसी तरह से मेरे लोकसभा ±ेý मैहर िजले म¤ भी करोड़Ō Łपए कì लागत से खेल Öटेिडयम तैयार िकए गए ह§ । 2010-11 से म§ ’’सांसद खेल ůॉफì’’ अपने लोकसभा ±ेý म¤ सभी खेलŌ के िखलािड़यŌ के िलए खेलŌ का आयोजन करता आ रहा हóं, लगभग सभी िवधान सभाओं म¤ उ¸च Öतरीय मानकŌ के Öटेिडयम तैयार िकए गए ह§, लेिकन इनको ÿिश±ण देने वाला कोई नहé है, म§ने मंýी जी से खेलो इंिडया खेलŌ के तहत और इसके पूवª साईं ÿिश±ण क¤þ कì मांग कì थी, अब चूंिक साईं ÿिश±ण क¤þ कì जगह खेलŌ इंिडया खेलो योजना आ गई है, म§ सरकार से ÿिश±ण क¤þ एवं कोई एकेडमी िदये जाने कì मांग करता हóँ । (vi) Need to put in place an integrated approach for effective executive response to communications with Members of Parliament SHRI PRAVEEN KHANDELWAL (CHANDNI CHOWK): I wish to bring to attention of this Government an important matter regarding the need to strengthen administrative responsiveness within government departments that receive communication from MPs and citizens. These communications highlight constituency-level concerns, service-delivery issues, and individual grievances that require timely examination so that people receive appropriate guidance or 04.12.2025 1146 relief. It has been observed that several such communications remain pending at the departmental level for long durations, without acknowledgement or clarity on the stage of processing. While the workload on officials is well understood, these delays create challenges for citizens who rely on these channels for resolving genuine concerns. As elected representatives, timely updates from departments help us provide accurate information to the public and ensure smoother grievance redressal. I, therefore humbly request for adoption of uniform timelines for acknowledging and disposing of communications; introduction of simple, user-friendly tracking mechanisms for MPs and citizens to view the status of their communications; periodic internal reviews to ensure pending matters; and exploration of AI-based tools for auto-acknowledgement, categorisation of letters, and timely reminders to concerned sections. These measures will contribute to a citizen-centric administrative ecosystem, reinforcing public trust in governance processes. (vii) Need to constitute a Legislative Assembly for Dadra and Nagar Haveli and Daman and Diu ®ीमती कलाबेन मोहनभाई देलकर (दादरा और नागर हवेली) : हमारी सरकार ने दादरा और नागर हवेली एवं दमन और दीव (िवलय) अिधिनयम, 2019 के माÅयम से एकìकरण का एक दूरदशê और सफल कदम उठाया, जो 26 जनवरी 2020 से ÿभावी हòआ । यह िनणªय ÿशासिनक द±ता को बढ़ाने और क¤þ कì नीितयŌ के Âवåरत कायाªÆवयन के महान उĥेÔय को दशाªता है । मेरे ÿदेश म¤ सीधे क¤þ सरकार Ĭारा िनयुĉ ÿशासक शासन करते ह§ । िजस ÿकार पुडुचेरी और राÕůीय राजधानी ±ेý िदÐली म¤ िवधानसभाएं कायªरत ह§, उसी तज़ª पर दादरा और नागर हवेली एवं दमन और दीव म¤ भी 04.12.2025 1147 शीŅ िवधानसभा का िनमाªण िकए जाने कì आवÔयकता है । गोवा और िमजोरम जैसे पूवª संघ राºय ±ेýŌ का उदाहरण हमारे सामने है । भारतीय संिवधान के अनु¸छेद 239(क) के तहत संसद को यह अिधकार ÿाĮ है िक वह संघ राºय ±ेýŌ के िलए िवधान सभाएं Öथािपत करे । यह ÿावधान 'सशिĉकरण' कì हमारी सरकार कì ÿितबĦता का आधार है और यह कदम देश के लोकतंý म¤ िवĵास को और गहरा करेगा । म§ माननीय गृह मंýी जी से िवनăतापूवªक आúह तथा मांग करती हóँ िक लोकतंý को सवō¸च ÿाथिमकता देते हòए आवÔयक संवैधािनक संशोधन लाकर दादरा और नागर हवेली एवं दमन और दीव संघ राºय ±ेý के िलए एक िनवाªिचत िवधानसभा का गठन करने कì ÿिøया तुरंत शुł करे । यह िनणªय ±ेý म¤ जन-क¤िþत शासन को और भी अिधक सशĉ करेगा । (viii) Need for an enquiry into misappropriation of CAMPA fund in Odisha ®ी ÿदीप पुरोिहत (बारगढ़) : म§ सरकार के Åयान म¤ ओिडशा म¤ िपछली सरकार म¤ Campa फंड के बड़े पैमाने पर दुŁपयोग का मुĥा लाना चाहता हóँ । यह फंड जंगल कटाई कì भरपाई के िलए – वृ±ारोपण, वÆयजीव संर±ण,गांवŌ के पुनवाªस, और पयाªवरण संतुलन के िलए–आवंिटत िकया गया था । लेिकन हाल ही म¤ एक वåरķ वन अिधकारी कì िगरÉतारी ने साफ कर िदया है िक इस धन का बड़ा िहÖसा ĂĶाचार कì भ¤ट चढ़ गया । करोड़Ō Łपये खचª होने के बावजूद जंगलŌ कì िÖथित ºयŌ कì ÂयŌ है । यह न िसफª पयाªवरण के साथ धोखा है, बिÐक जनभावनाओं और कानून दोनŌ के साथ िवĵासघात भी है । म§ सरकार से मांग करता हóँ िक इस पूरे घोटाले कì उ¸च Öतरीय जांच कराई जाए और दोिषयŌ को स´त सज़ा दी जाए । इसके साथ ही, CAMPA फंड के उपयोग को पारदशê और जनभागीदारी आधाåरत बनाया जाए । हर िजले म¤ इस फंड से ठोस कायª जैसे वृ±ारोपण,जंगलŌ कì सुर±ा,मानव-वÆयजीव संघषª ÿबंधन, पयाªवरण-अनुकूल उपकरणŌ का िवतरण और Öथानीय समुदायŌ को ÿिश±ण जैसी योजनाओं को ÿाथिमकता दी जाए । यह केवल ओिडशा कì हåरयाली नहé,बिÐक आने वाली पीिढ़यŌ के जीवन का भी सवाल है । िपछली सरकार म¤ इस फÁड को डाइवटª करके अÆय जगह लगाने पर जांच होनी चािहए I 04.12.2025 1148 (ix) Need to safeguard the Telugu speaking youth who are trapped and trafficked with fake job offers by cybercrime syndicate abroad SHRI ARVIND DHARMAPURI (NIZAMABAD): I wish to draw the attention of this Government to a dangerous and growing crisis, where Indian citizens, particularly youth from Telugu speaking states, are being lured abroad with fake job offers and trafficked to camps near the Thailand-Myanmar border, where they are being coerced to carry out financial cyber scams. Agents in India collect lakhs from these youths with the promise of employing them in Thailand. Once they receive the payment, the victims’ passports are seized, and they are sold to cybercrime syndicates in insurgency-hit areas like Myawaddy, Myanmar. I have come to know from the families of the victims that they are indiscriminately beaten, locked in dark cells, denied food, and forced to run online scams. Local militias, sections of the military reportedly aid these operations for bribes, making rescue difficult. Many youngsters from my Parliamentary Constituency, Nizamabad, have fallen prey to this syndicate. They have been trafficked, tortured, and are now trapped with other Indians near the Myanmar–Thailand border. I request the Government to treat this as an emergency and coordinate immediate rescue and repatriation of all trapped Indians; launch awareness campaign to warn our youth about such overseas job scams, especially in vulnerable districts; and take strict legal action against agents and recruiters in India who are complicit in these crimes. 04.12.2025 1149 (x) Need to include Jaitpur in the proposed Tughlakabad Sector-142, NOIDA Metro Corridor in Delhi NCR ®ी रामवीर िसंह िबधूड़ी (दि±ण िदÐली) : म§ सरकार का Åयान अपनी दि±ण िदÐली लोक सभा ±ेý के जैतपुर ±ेý को मेůो नेटवकª से जोड़ने के िलए िदलाना चाहता हóं । जैतपुर इलाका िदÐली, हåरयाणा और उ°र ÿदेश कì सीमा पर िÖथत है । इससे तीनŌ राºयŌ के लोगŌ को मेůो कì सुिवधा िमल सकेगी । जैतपुर इलाके कì आबादी बहòत ही सघन है और वहां सावªजिनक पåरवहन के अÆय साधन भी उपलÊध नहé ह§ । पता चला है िक मेůो का एक कॉåरडोर तुगलकाबाद से से³टर—142 नोएडा तक ÿÖतािवत है । अत: मेरा अनुरोध है िक इस łट म¤ जैतपुर को भी शािमल िकया जाए तािक ±ेý के लाखŌ लोगŌ को मेůो का लाभ िमल सके । (xi) Need to change the name of ‘Gyanpur road railway station’ in Bhadohi district, Uttar Pradesh as ‘Gopiganj railway station’ डॉ. िवनोद कुमार िबंद (भदोही) : मेरे लोकसभा ±ेý भदोही (उ°र ÿदेश) का गोपीगंज एक Óयापाåरक नगर है । यह इलाका गोपीगंज नगर पािलका पåरषद का िहÖसा है । इस नगर म¤ जो रेलवे Öटेशन है उसका नाम ²ानपुर रोड रेलवे Öटेशन के नाम से जाना जाता है जबिक ²ानपुर नगर गोपीगंज से करीब 7 िकलोमीटर दूर है ऐसे म¤ ±ेýवािसयŌ कì मांग है िक ²ानपुर रोड रेलवे Öटेशन का नाम बदलकर गोपीगंज रेलवे Öटेशन िकया जाए । इस रेलवे Öटेशन से िदÐली मुंबई िसकंदराबाद समेत देश के कई ÿमुख ÖथानŌ के िलए ůेन आती जाती है और रोजाना हजारŌ लोगŌ का आवागमन इसी रेलवे Öटेशन से होता है । गोपीगंज नगर कì रेलवे Öटेशन से ²ानपुर नगर कì दूरी अिधक होने कì वजह से जो लोग पहली बार यहां आते ह§ उनको Öटेशन के नाम कì वजह से परेशािनयŌ का सामना करना पड़ता है । 04.12.2025 1150 (xii) Need to provide information about status and development of the Hisar Aviation Centre/ Airport in Haryana ®ी जय ÿकाश (िहसार) : म§ सरकार का Åयान हåरयाणा राºय के महÂवपूणª उभरते िवमानन क¤þ िहसार कì ओर आकिषªत करना चाहता हóँ । वतªमान म¤ िहसार म¤ िवकिसत कì जा रही अवसंरचना को लेकर यह तÃय ÖपĶ नहé है िक इसे औपचाåरक łप से एयरोűोम कì ®ेणी म¤ रखा गया है या पूणª िवकिसत एयरपोटª के łप म¤ अिधसूिचत िकया गया है । िहसार पåरयोजना ÿदेश के िलए अÂयंत महÂवपूणª है ³यŌिक यह न केवल ±ेýीय संपकª योजना (UDAN) के िवÖतार म¤ सहायक है, बिÐक भिवÕय म¤ िवमानन ÿिश±ण, रखरखाव, मरÌमत एवं ओवरहॉल (MRO) गितिविधयŌ के क¤þ के łप म¤ भी िवकिसत हो सकती है । Öथानीय नागåरकŌ, उīोगŌ तथा यािýयŌ कì सुिवधा हेतु आवÔयक उड़ान सेवाओं, रनवे िवÖतार, नेिवगेशन उपकरण, सुर±ा मानकŌ और एयरपोटª ऑथोåरटी ऑफ इंिडया Ĭारा अनुमोदन कì िÖथित के बारे म¤ ÖपĶ जानकारी कì आवÔयकता है । यिद एयरपोटª के łप म¤ उÆनयन कì ÿिøया ÿगित पर है, तो उसकì वतªमान िÖथित और समयसीमा बताई जाए तथा ±ेýीय हवाई सेवाओं के शीŅ संचालन हेतु आवÔयक Öवीकृितयाँ ÿदान करने का कĶ िकया जाए । (xiii) Need to declare Madurai Airport in Tamil Nadu as a Point of Call and grant international status to it SHRI B. MANICKAM TAGORE (VIRUDHUNAGAR): I rise today to highlight the long-standing underutilization of Madurai Airport, which was declared a 24/7 facility on 1st October 2014. More than ten years later, the airport still lacks night flight operations, leaving its true potential untapped. Currently, Madurai handles around 110 services to major domestic hubs like Chennai and Bengaluru and to international destinations such as Dubai and Colombo, yet not a single flight operates after 10 p.m. Across South Tamil Nadu, citizens, industry leaders, 04.12.2025 1151 MLAs, and MPs have repeatedly pointed out that the airport’s exclusion as a Point of Call (PoC) under key bilateral air service agreements is the primary obstacle. Airlines such as AirAsia, Batik Air, Tiger Airways, and Air Arabia are ready to operate, but the absence of PoC status and permission for night operations continues to hinder tourism, trade, and economic growth in the region. Furthermore, the lack of full international status prevents visa-on-arrival facilities, causing significant inconvenience to passengers and discouraging foreign investors and tourists from choosing Madurai as their entry point. I urge the Union Government to immediately declare Madurai as a PoC, grant international status, and operationalize night flights, enabling it to serve as a dynamic economic gateway for southern Tamil Nadu. (xiv) Need to expedite commissioning of pending BSNL mobile towers and BSNL 4G mobile services in a time bound manner डॉ. ÿशांत यादवराव पडोले (भÆडारा-गŌिदया) : यह िवषय देश कì दूरसंचार अवसंरचना कì गंभीर समÖया को उजागर करता है, िवशेषकर बीएसएनएल के मोबाइल टावरŌ कì भारी कमी, जो úामीण, जनजातीय और सीमावतê ±ेýŌ म¤ िडिजटल पहòंच को ÿभािवत करती है । वतªमान म¤ बीएसएनएल के पास लगभग 1.2 लाख टावर ह§, जबिक िनजी कंपिनयŌ के पास 4 से 5 लाख टावर ह§ । िवशेष²Ō के अनुसार, राÕůीय Öतर पर बेहतर सेवा के िलए बीएसएनएल को कम से कम 2.5 लाख टावरŌ कì जłरत है । सरकार ने बीएसएनएल को एक लाख नए 4जी टावर लगाने कì अनुमित दी है, लेिकन अभी लगभग 70,000 ही चालू हो पाए ह§, िजसके कारण कई ±ेýŌ म¤ नेटवकª कì समÖया, कॉल űॉप और धीमी डेटा सेवा बनी हòई है । िनयंýक एवं महालेखा परी±क (C&AG) ने भी बीएसएनएल म¤ ÿबंधन कì खािमयŌ को उजागर िकया है, जैसे िक िनजी कंपिनयŌ से टावर उपयोग शुÐक के ₹1,700 04.12.2025 1152 करोड़ कì वसूली न करना । म§ माननीय संचार मंýी से आúह करता हóँ िक वे बीएसएनएल के लंिबत टावरŌ को शीŅ चालू कराएं, 4जी िवÖतार समयबĦ łप से पूरा कर¤, देरी और राजÖव हािन के िलए जवाबदेही तय कर¤, और ÿबंधन सुधार लागू कर¤ । मजबूत दूरसंचार अवसंरचना के िबना िडिजटल इंिडया का लàय पूरा नहé हो सकता । (xv) Need to increase the amount of funds allocated under MPLADS and also to waive GST imposed on MPLADS SHRI VARUN CHAUDHRY (AMBALA): The MPLADS started in the year 1993- 94 to recommend development works for creation of durable community assets and which was last revised in terms of amount in the year 2011-12 needs immediate revision. The prices of construction materials have increased significantly and imposition of GST has further reduced the effective amount available for infrastructure creation. A number of State Assembly Members are being provided with more funds for recommendation for creation of community assets. A Parliamentary Constituency has a number of Assembly Constituencies and in the case of Haryana it is nine and the expectations of the constituents from the Member of Parliament is higher. Therefore, in the interest of the citizens of India the amount of funds allocated under MPLADS needs immediate increase and the imposition of GST on the MPLADS needs to be waived. (xvi) Need to review the decision to demolish the Rajiv Gandhi Speciality Hospital at Agatti in Lakshadweep until alternative health facilities are put in place SHRI HAMDULLAH SAYEED (LAKSHADWEEP): The Lakshadweep Administration has initiated steps toward the demolition of the Rajiv Gandhi 04.12.2025 1153 Speciality Hospital, Agatti, a healthcare facility that has for years served as a lifeline for the people of Agatti and neighbouring islands. This hospital is accessed daily by a large number of islanders for essential and emergency medical needs, and its services are critical due to the geographical isolation of Lakshadweep and the limited availability of advanced medical facilities in the region. It is a matter of deep concern that the proposed demolition is being undertaken without ensuring any adequate substitute arrangement for the continuation of patient care. The absence of an alternative facility or interim healthcare infrastructure poses a serious risk to the health and well-being of the local population, including women, children, the elderly, and those with chronic or emergency medical conditions.I urge the Government to immediately intervene in the matter, halt any demolition until proper replacement facilities are established, and ensure that uninterrupted healthcare services are provided to the residents of Agatti and surrounding islands. (xvii) Regarding railway related issues of Kairana Parliamentary Constituency, Uttar Pradesh सु®ी इकरा चौधरी (कैराना) : मेरे संसदीय ±ेý कैराना कì रेल मंýालय से संबंिधत कितपय मांगे अभी तक लंिबत ह§ । जनिहत से जुड़ी समÖत मांगे बेहद आवÔयक है । 1. पानीपत – शामली – मेरठ नई रेल लाईन कì डीपीआर ÿगित बेहद धीमी है । डीपीआर शीŅ कराने का अनुरोध है । 2. िदÐली-शामली-सहारनपुर łट के दोहरीकरण का ÿÖताव रेल बजट 2019 म¤ पास हो चुका है । कायª आरÌभ होना अित आवÔयक है । मागª बेहद पुराना है । 04.12.2025 1154 3. िदÐली-शामली-सहारनपुर रेल मागª पर नगर पंचायत रामपुर मिनहारान मे िदÐली यमुनोýी राÕůीय राजमागª पर िनमाªणाधीन ROB का कायª बहòत लंबे समय से लंबी थे िजसे तÂकाल पूरा कराया जाना अित आवÔयक है । 4. ůेन सं´या 14545/14546 का ठहराव नगर पंचायत मु´यालय थाना भवन पर होना अित आवÔयक है । 5. ůेन सं´या 64093/64092 पुरानी िदÐली कासमपुर खेड़ी का अंितम ठहराव कािसमपुर खेड़ी के Öथान पर शामली िकया जाना अित आवÔयक है । 6. ůेन सं´या 14305/14306 जो कोिवड से पहले गुजरान बलवा जनपद शामली उठती थी अब नहé Łकती है । इसे पूवª कì भांित गुजरान बलवा पर हाÐट िदया जाना अित आवÔयक है । 7. ůेन सं´या 54057/54058 िदÐली-शामली के बीच चलती है । यिद इसका अंितम ठहराव सहारनपुर कर िदया जाए तो थाना भवन ,जलालाबाद, नानौता, रायपुर, मिनहारान के िनवािसयŌ को इसका लाभ होगा । उपरोĉ ůेन का अितंम ठहराव सहारनपुर िकया जाए । शामली से माता वैÕणो देवी तथा ÿयागराज के िलए सीधी रेल सेवा आरÌभ होना अित आवÔयक है । (xviii) Regarding implementation of Rotational Transfer Policy dated 23.06.2021 and Central Vigilance Commission guidelines for sensitive posts in Central Ground Water Board under Ministry of Jal Shakti SHRI RAM SHIROMANI VERMA (SHRAWASTI): I would like to know whether the Rotational Transfer Policy dated 23-06-2021 and Central Vigilance Commission Guidelines for sensitive posts have been implemented in the Central Ground Water Board (CGWB), a subordinate office of Department of 04.12.2025 1155 Water Resources under Ministry of Jal Shakti. If yes, please provide the list of total number and names of officers/officials who have been transferred from NWR Chandigarh and Headquarter (Faridabad) region in CGWB in the year 2025 and also provide list of total number and names of officers/officials who are yet to be transferred and tentative date on which they will be transferred under the said policy. (xix) Need to release pending funds under MGNREGS to West Bengal SHRIMATI PRATIMA MONDAL (JAYNAGAR): I wish to raise the urgent issue of the continued withholding of MGNREGS funds to West Bengal, which has resulted in the disruption of livelihood guarantees for nearly 59 lakh registered workers. As per official records, the Union Government owes the State more than Rs. 243,000 crore in pending wage and material payments under the scheme, severely affecting the most vulnerable rural households. The Calcutta High Court, in its recent judgment, directed the Union Government to resume MGNREGS operations in West Bengal by 1st August 2025. Instead of complying with the order, the Union Government challenged it before the Hon'ble Supreme Court, which subsequently dismissed the petition and allowed the High Court's directions to stand. Despite the clear legal position, MGNREGS work has not been restored, nor have the dues been released to the workers of the State. It is deeply concerning that, even after judicial clarity at both High Court and Supreme Courts levels, the rightful entitlements of West Bengal's rural poor remain withheld. Across various schemes and commitments, the Union 04.12.2025 1156 Government's cumulative outstanding dues to the State amount to nearly Rs. 22 lakh crore, further straining the principles of cooperative federalism. I urge the Union Government to immediately release all pending MGNREGS payments and ensure the resumption of the programme in West Bengal in the interest of rural employment, Constitutional obligations and the rights of the people. (xx) Need to fix MRP of Generic medicines at affordable rates SHRI ESWARASAMY K. (POLLACHI): Generic Medicines are promoted with an intention to make them available at cheaper rates to the public. They do not bear extra costs like free samples to doctors, expiry/breakage and promotion done through Medical Representatives. As such, their landing cost upto the Stockist level is very low in comparison to Ethical Medicines. Since there is no control over the MRP, the companies keep it abnormally high in order to attract their end point sellers, the retailers. A study made on price lists of various drug companies revealed that the MRP of these Medicines is kept 5 times to 10 times more than the Stockist price. While selling to customers the retailers sometimes give discount so as to attract them while the dispensing Doctors and Private Hospital Outlets sell these Medicines on MRP and earning huge profits. Jan Aushadhi shops sell medicines at a much lower cost than MRP. It is a big relief. But these Jan Aushadi stores cannot meet the demand of a wide range of medicines with their limited number, area of coverage and stock availability. Moreover, when the Govt can supply medicines at a much lower MRP, it is a matter of great concern why these drug companies are allowed to fix the MRP 04.12.2025 1157 of medicines abnormally high by making the cost of the treatment by poor patients very costly. Therefore, I urge upon the Govt that if it really wants to help the poor patients of this country with Generic Medicines it should take steps to bring their MRP at cost effective rates. (xxi) Need to start operation of flight services from Sabeya Airport in Gopalganj district, Uttar Pradesh डॉ. आलोक कुमार सुमन (गोपालगंज) : सबेया (हथुआ) एयरपोटª RCS-UDAN म¤ शािमल ह§ यह 473 एकड़ म¤ है िजसम¤ 280 एकड़ भूिम खाली है मेरे सांसद फंड से एयरपोटª कì िपलåरंग हòई है र±ा सÌपदा िवभाग दानापुर ने प³कìबाउंűी एवं फ¤िसंग के िलए 4 करोड़41 लाख Łपए कì Öवीकृित के बाद बाउंűी एवं फ¤िसंग का कायª चालू है इस एयरपोटª के रनवे कì लÌबाई 167 मीटर है । केवल गोपालगंज-िसवान िजले से सवाªिधक सं´या म¤(लगभग1.5 से 2 लाख)लोग खाड़ी देशŌ(िवदेशŌ) म¤ नौकरी करते ह§ गोपालगंज िजले म¤ िवदेशी मुþा का आगमन देश के अÆयिजलŌ कì तुलना म¤ सवाªिधक है एवं िबहार म¤ ÿथम है । इस एयरपोटª के चालू होने से गोपालगंज एवं आसपास के लगभग 5 िजलŌ का Âवåरत िवकास होगा । पयªटन को भी बढ़ावा िमलेगा नेपाल से नजदीक होने के कारण इसका िवशेष महÂव है । सबेया एयरपोटª पर कमिशªयल वायिबिलटी के साथ-साथ ůैिफक िडमांड भी है । उड़ान 5 िबिडंग राउंड्स तक कोई भी एयरलाइन ऑपरेटसª सबेया एयरपोटª से उड़ान के िलए िबिडंग राउंड्स म¤ शािमल नहé हòए ह§ । टिमªनल िबिÐडंग िडज़ाइन का काम भी ज़łरी है । अत: नागर िवमानन मंýी जी से िनवेदन है िक सबेया एयरफìÐड हथुआ Łट पर ऑपरेशनल एि³टिवटी शुł करने के िलए िबिडंग राउंड्स म¤ एयरलाइन ऑपरेटसª आमंिýत िकये जाएँ तािक सबेया एयरपोटª का Revival हो सके । 04.12.2025 1158 (xxii) Need for EMU/MEMU/local train services between Nashik Road and CSMT Mumbai in Maharashtra SHRI RAJABHAU PARAG PRAKASH WAJE (NASHIK): I would like to draw the attention of the Government to the continued negligence of the long-pending demand for starting suburban EMU/MEMU/Local train services between Nashik Road and CSMT Mumbai. Despite repeated public assurances and technical studies indicating feasibility from CSMT up to Nashik Road via Kasara Ghat. Central Railway itself has explored EMU operations on the Mumbai–Nashik corridor, yet no clear implementation roadmap has been placed before Nashik's citizens. Due to the absence of affordable suburban services, thousands of students, small traders and daily wage earners are forced to depend on limited long route trains or costly and time-consuming road travel. Local train services are already operating between CSMT and Kasara stations, and only the stretch between Nashik Road and Kasara remains to be connected. At the same time, large investments are being sanctioned for multi-tracking and AC suburban rakes in other Mumbai corridors, while this critical hinterland link remains ignored. Therefore, the Ministry of Railways should urgently finalise a time- bound plan for EMU/MEMU/Local suburban services between Nashik Road and CSMT, resolve ghat-section operational issues through appropriate technology, and publish a firm commissioning timeline without further delay. 04.12.2025 1159 (xxiii) Need to reinstate the provision of MSP on Haritaki (Hirda) crop and to address various problems being faced by tribals in Khed, Ambegaon and Junnar in Maharashtra DR. AMOL RAMSING KOLHE (SHIRUR): I draw the Government attention to the severe livelihood crisis facing over 15,000 tribal families in Khed, Ambegaon, and Junnar in Maharashtra, who depend on the internationally valued Haritaki (Hirda) crop. Their economic distress stems from five critical, unaddressed issues. Foremost is the exploitation by traders due to the discontinuation of the government’s MSP scheme. The current procurement price of ₹80–₹100 per kg is drastically below the labor cost, yielding zero profit. I urge the immediate reinstatement of MSP at a minimum of ₹200–₹250 per kg to ensure fair wages. Secondly, these families receive no compensation for crop loss, as Hirda is wrongly classified as forest produce. Policy must be revised to grant them relief akin to agricultural farmers. Thirdly, the hazardous collection process lacks basic safety. I demand the provision of safety equipment and a robust insurance scheme to protect collectors from fatal accidents. Finally, long-term sustainability requires action on two fronts: promoting local processing units for value addition and launching a serious, effective reforestation program to secure future supplies. I appeal to the Ministries concerned to take swift, policy-level action on these five urgent points to safeguard the economic backbone and dignity of the tribal communities. 04.12.2025 1160 (xxiv) Need for effective BSNL connectivity by laying Optical Fibre Cable (OFC) or Fibre to the Home (FTTH) in hilly regions of country including Sirumalai and Kodaikanal of Tamil Nadu SHRI SACHITHANANTHAM R. (DINDIGUL): BSNL’s RENAISSANCE with the Minister of Communication be please to inform the House about the steps for Renaissance of BSNL into the path of Nation Building. BSNL is celebrating the silver jubilee celebration, proud moment of service to the Nation even during the odd times to the rescue of the people and at all times service of BSNL is an unwavering one. However, the services of 2G/3G/4G yet to reach the villages and hilly areas even after 25 years of service. Ordinary man’s use of Button phone do not respond in 4G operational are especially Hills/Remote villages. Villages, the common man’s land where the cooperative institutions are functioning, need enhancement of network speed, quick connectivity with Government institutions like Ration shop, primary health centres, primary agricultural cooperative banks, Government schools also largely depend upon the service of BSNL based on its cost effectiveness and reliability. May the Minister of Communication graciously look at the people of Hilly regions for their connectivity with the rest of the country either by laying Optical Fibre Cable OFC or updated Fibre to the Home (FTTH) with an ability to reach the identified area without staggering locations like Sirumalai and Kodaikanal of Tamil Nadu. Needless to add that BSNL has more maneuverability of the coexisting with the other players in the field with high status provided. It’s provided with sufficient infrastructure like supply of UPS generating for continuous power supply. Tower 04.12.2025 1161 sharing agreement and speedy recruitment of non executive technicians operating on OTT platform etc was necessary. (xxv) Need to release funds to Punjab to meet relief and rehabilitation measures following devastation caused by floods in the state DR. RAJ KUMAR CHABBEWAL (HOSHIARPUR): Punjab has battled unprecedented heavy rainfall and floods in August, 2025, regarded as worst in nearly four decades since 1988. Around 1650 villages have been affected and floods have submerged over 3.75 lakh acres of farmland, causing massive damage to 4658 kms roads, 68 bridges and extensive damage to paddy and other crops. Housing damage has been significant and health sector has faced unprecedented destruction. There have also been extensive damage to livestock. The education sector has been badly hit, with around 3,300 government and private schools damaged or inundated across the State. Concerted efforts and medium to long term planning is urgently required for rehabilitation and rebuilding Punjab’s devastated infrastructure, economy and essential services. The Government of Punjab have submitted a memorandum to Central Government seeking flood damages, pegging total losses at Rs.13500 crore. Earlier, on September 10, Hon’ble Prime Minister had announced relief of Rs.1600 crore during his visit to the State. However, Punjab has just received Rs.240 crore so far, only an advance instalment of State Disaster Response Fund (SDRF), due in October. The Government need to take immediate steps to release funds as demanded by the Government of Punjab 04.12.2025 1162 towards enabling proper relief and rehabilitation measures for people of Punjab. (xxvi) Need to improve healthcare facilities and infrastructure in GMCH, Purnia, Bihar ®ी राजेश रंजन (पूिणªया) : म§ आपके माÅयम से सरकार का Åयान अपने ±ेý जीएमसीएच पूिणªया म¤ िचिकÂसकŌ कì भयावह कमी, फंड अभाव, िनमाªण कायª ठप, तथा Construction Company ने अÖपताल कì िलÉट पर ताला लगा िदया है । कई वाडª/कमरŌ को ताला लगाकर बंद कर िदया गया है । दैिनक भाÖकर समाचार अनुसार अÂयंत िचंताजनक तÃय सामने आए ह§ । मेिडकल कॉलेज म¤ 200 डॉ³टरŌ कì आवÔयकता है, जबिक केवल 40 डॉ³टरŌ पर संपूणª संचालन िनभªर है । Öवीकृत 500 बेड ±मता म¤ से माý 300 बेड ही कायªरत है । ICU, Modular OT, SNCU/PICU, Speciality Ward, Trauma Unit का िनमाªण फंड अभाव के कारण Łका हòआ है । मरीजŌ को उिचत उपचार हेतु लंबा इंतजार एवं गंभीर जोिखम का सामना करना पर रहा है । यह मामला लाखŌ नागåरकŌ के ÖवाÖÃय व जीवन सुर±ा से जुड़ा है, अतः क¤þ सरकार का Âवåरत हÖत±ेप अÂयंत आवÔयक है । ________
