Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government has initiated use of Generative Artificial Intelligence and other AI tools across Ministries/Departments for preparation of reports, handling clerical or file-related works, data analysis and citizen service delivery and if so, the details thereof; (b) whether the Government has issued any guidelines, circulars, advisories or Standard Operating Procedures (SOPs) regarding the permissible scope, safeguards, ethical concerns and data security issues in the adoption of AI technologies by Central Government employees and if so, the details thereof; (c) whether the plagiarism detection mechanisms, originality checks or validation frameworks are being applied to AI-generated content in official reports and correspondence to ensure authenticity and accountability; and (d) if so, the details of such mechanisms and if not, whether the Government proposes to frame guidelines for preventing misuse of AI in official work at the earliest? 10.12.2025 157 THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (d) India's AI strategy is based on Hon'ble Prime Minister's vision of democratizing technology. It aims to address India centric challenges and create opportunities. The Government is enabling the safe and responsible use of Artificial Intelligence across Ministries and Departments. Several Ministries and Departments are using AI tools to improve productivity, report preparation, analytics and citizen services. Alongside this, the Government is also offering secure AI platforms, access to models and datasets, and clear guidelines for its safe use. Development of Generative AI-based tools 1. National Informatics Centre (NIC) has developed a Generative AI-based Legal Research Analytics Assistance (LEGRAA) tool for the judiciary (currently in pilot mode) Includes an AI bot that can answer queries or rulings of SCI from 1950 onwards Answers queries for any individual case/petitions uploaded 2. NIC is developing an AI-based tool for the parliamentarians on matters such as Parliament Procedures etc 3. AI Anveshika is the “Generative AI as a Service” offering of NIC, provided over its Meghraj cloud infrastructure 10.12.2025 158 Supports natural language-based query and document search applications Uses a combination of document embedding, retrieval pipelines, and generative AI models to deliver context-aware responses or summaries 4. AI Vihangam Drishti is the GeoSpatial Image Analytics Service which can do area estimation and planning It was used for drone image segmentation for 30,000 villages to identify concrete rooftops and estimate area for solar paneling Useful for monitoring and prevention of natural disasters through geospatial insights and analytics 5. Government is also developing AI based tools to support real-time decision making and enhance the effectiveness of public grievance redressal in CPGRAMS Secure Access to AI Models AI Kosh platform hosts the AI Models developed entirely in India using the Indian datasets. It provides seamless access to more than 250 AI Models. Open-source AI models are also hosted within India on the AIRAWAT compute infrastructure (C-DAC Pune). This ensures secure use of AI by Government entities. o These models are also deployed and made available through APIs on a chargeable basis NIC also enables access to open-source models through its MeghRaj Cloud, ensuring that no sensitive data leaves Government-controlled platforms 10.12.2025 159 Indian Computer Emergency Response Team (CERT-In) The Indian Computer Emergency Response Team (CERT-In) has issued guidelines incorporating specific safeguards to ensure the safe and responsible use of AI tools. Advisory on ‘Safety measures to be taken to minimize the adversarial threats arising from Artificial Intelligence (AI) based applications’ published in May 2023 Certified Security Professional in Artificial Intelligence (CSPAI) program launched by CERT-In and SISA in September 2024 o The program trains cybersecurity professionals to secure AI systems and address AI-related threats Advisory depicting best practices for effective and responsible use of Generative AI solutions was published in March 2025 CERT-In co-signed ANSSI’s February 2025 report “Building trust in AI through a cyber-risk-based approach” o Advocates a risk-based framework to secure AI systems and value chains and urging global dialogue on mitigating AI-related cyber risks for trusted development Technical guidelines have been issued in July 2025 for Bill of Materials (BOM) for software, hardware, Artificial Intelligence, Quantum Computing & Cryptography requirements.
