Wi-fi connectivity is not available in the remote villages and you are saying that they have to work there. This work has been assigned to the Election Commission. Since the day BJP came to power the belief and trust on this Election Commission has come down in the eyes of the common man. Not only people, Politicians like us have also lost trust in Election Commission. There is complete trust deficit. I can cite this with several examples. During the year 2014, BJP came to power. That time BJP had a secret alliance with AIADMK. During 2014 elections, a woman leader distributed money with an ambition of becoming Deputy Prime Minister and won the elections by securing votes. When we opposed at that time, do you know what the Election Commission was doing? When we went and lodged a complaint saying that they were distributing money  Expunged as ordered by the Chair.  English translation of the speech originally delivered in Tamil. 09.12.2025 1181 to woo the voters. The Election Commission did nothing. But it ordered Cr.PC 144 and ensured that AIADMK could distribute money hassle-free to the voters. Election Commission gave special permission to our Hon Prime Minister. Where? He was allowed to go to Kedarnath temple. Prime Minister will do meditation only during election and he will not do mediation otherwise. After that Prime Minister thanked Election Commission as during those two days, all the TV channels showed PM’s face time and again continuously non-stop giving widespread coverage to him. After stopping all others from election campaigning, who is engaged in indirect campaign? It is the Election Commission. Similarly, during the 2024 elections, after finishing Kedarnath temple visit last time, Prime Minister came to our side. He went to Vivekananda Rock at Kanniyakumari and sat on meditation. Is it fair? Whether the Election Commission is neutral and fair while doing its duty? Election Commission will say that they want to stop distribution of money to voters whenever elections are held. But they never had seized any money of the candidates of BJP or the candidates belonging to the alliance parties of BJP. I want to request the Election Commission to really undertake necessary genuine measures and if it does so we can also support them in such things. We will stand with you wholeheartedly if you do good work. We want real and true voters. We do not want bogus voters who find a place in two lists. You can delete those deceased voters for the list of Voters. Those who have been displaced should be included in the list of voters where they normally reside after displacement. There is no second thought on this issue. But what have a different kind of fear. Hon. Finance Minister recently came to Chennai, and said that there are 7000 fake votes in a particular constituency. I want to ask why are showing so much concern. It looks like as if a wolf was crying after seeing a goat drenched in rains. What does it mean? You are working in tandem with the Election Commission. It is our requirement. That’s why I am asking you. Without doing any revision, this Election Commission was sleeping all the time like Kumbhakarna all these years. If there are fake or bogus voters in the list, you should have done revision of voters list well before elections. It should have been done well ahead of elections. But why are you carrying out this Special Intensive Revision, S.I.R. work just 3 months to go for Assembly Elections in Tamil Nadu. You should have started this revision work before 6 months. We are afraid of this fact. What kind of fear it is? On 8 November 2016, a person appeared on TV at 8 pm and said in a haste manner that from then onwards Rupee Notes having denomination of Rs 500 and Rs 1000 would become invalid. This was demonetization. He also said that the money which you had in bank accounts does not belong to you. 09.12.2025 1183 Similarly, on 4 November 2025, they have started a programme named S.I.R and said to the people of Tamil Nadu and some other States that only when they register once again they can be eligible voters. They say that your voting right has been snatched away overnight. Won’t you be afraid of this? Who is behind all these actions? Such thoughts can come to only one person in this country. This kind of thought can appear only in the minds of Hon Prime Minister of India Narendra Modi. He can only bring overnight changes on everything around you. How many lives are lost due to his actions? If you see during last 29 days of this S.I.R., as many as 47 people have lost their lives. Particularly Officials died when they were engaged in Special Intensive Revision work. Is it good? Is it proper? Whatever the decisions you take, only the poor get affected and loose their lives. I want to ask you. If the Election Commission wants to conduct elections in a free and fair manner, it should go for a pilot project. This should be carried out in at least 4 Constituencies of a particular State. If you achieve success there, you can take this to other States of this country. You carried out S.I.R. in Bihar. What happened there? How many lakh voters have you found to be fake or bogus voters when you conducted S.I.R in Bihar? Have you set it right there in Bihar? You claim to say and do several things. But everything is impossible for you. What have you done? Now the Election Commission says that it is engaged in finding a particular person or a voter is an Indian or not. Is it your work? Is it the work of Election Commission? Sir I don’t understand one thing. If I am a voter and I have my voting right, what should the Election Commission do? I want to say that it is the primary duty of the Election Commission to say to any 09.12.2025 1184 eligible voter that he/she has a vote and it is the right to exercise his/her adult suffrage. But the Election Commission has failed in its duty by putting the blame on the people, the voters. I want to ask you one thing, if you want get married, you may not need a bride. But you will definitely require Aadhar card. Similarly if you want to get divorce, then again you may need an Aadhar card. If you give birth to a boy/girl then again you may need an Aadhar card. If you want to drive a car and for getting driving license, you may certainly need an Aadhar card. If you want to study in a college, you will definitely need an Aadhar card. If you want to pursue studies in a College, if you want to open a Bank Account, if you want to go for a Government job, you may need an Aadhar card. Even if one dies, Aadhar card is needed either to bury or cremate his body. Somehow this Government has attached Aadhar as mandatory in several programmes and measures. But they have bluntly refused to accept Aadhar card in the case of Voters and Voter list. Opposition parties went and approached hon. Supreme Court and only on the directions of the hon. Supreme Court, Aadhar card was once again accepted as an approved document. Why will not the Election Commission accept Aadhar which has been accepted in several places? I request you to link Aadhar with Voter Identity cards. If it is linked, you may not need to go for caste-based Census. Because every data is available in Aadhar card. Whichever State they are, their details are completely provided in Aadhar card. But why BJP is afraid of that? There is fear. Every time you engage in such an activity, you intention, your objective, and your effort is to come to power by hook or crook or by ill means. If elections 09.12.2025 1185 are due in a particular State, Home Minister Amit Shah pays a visit to that State 6 months prior to elections. He will come to threaten; and which will be followed by actions of teams from ED, CBI and Income Tax department. Till that time none will come from neither ED nor CBI. They have a team which has work in the election-bound States. There are separate teams comprising ED and Income Tax used only to threaten. Whether the Election Commission would be silent on these lines? We want a fair and just elections. We want equality of everything to be implemented. Is it not the duty of the Election commission to stop such backdoor activities? But they are continuously engaged in activities hurting the general public. I am saying this. You take Tamil Nadu for example. Our Tamil Nadu is a peaceful State. They are trying to do several things. The way they did in Ayodhya, they wanted to try in Tirupparankunram also. But you cannot reap success as long as our hon. Chief Minister and the leader of Dravidian Model of Government Shri M.K. Stalin is there in power. Sir we have a big fear in our minds. Some say that the Election Commission has swung into action for taking away the voting right from the eligible Voters in three phases. If you are given birth before July 1987, you can have only two documents. If you were born between July 1987 and 2004, you are expected to have 3 documents. And thirdly if you were born after 2004, you need to provide 13 documents mandatorily. Whether your father and mother have voted? Or else whether they are alive? Ate you Indians? That’s alright. But to our surprise, the Election Commission has included the 13th document. S.I.R. has been completed in Bihar. What is the 13th document? If you have fulfilled the requirements of 09.12.2025 1186 Special Intensive Revision in Bihar, you can vote in any State of this country. How fair is this? Not even one month has passed after holding Elections in Bihar. In April 2026, Elections are due in Tamil Nadu. The person who has voted in Bihar after inclusion in S.I.R, he becomes eligible to vote in Tamil Nadu election as well. What is the reason? See the pathetic situation for Tamil Nadu which embraces everyone who come for a livelihood. There are more than 1 Crore people belonging to Bihar working in Tamil Nadu is a respectable manner. Because there is no job opportunity in the BJP ruled States of the country. If they want their life to get improved and to have their livelihood searching for job opportunities, they have to depend on the Dravidian Model of Government in Tamil Nadu. If one Crore Bihari people come to Tamil Nadu, will you not be afraid? What is the role of Election Commission? Are you fair in your actions? People who are indirectly working for BJP have already voted for BJP in the just concluded Bihar elections. If you permit them to vote in Tamil Nadu also, it means that they have wrong intentions. It won’t happen. Whatever way you use to come to power, be it backdoor entry, people from Tamil Nadu, particularly Tamil speaking people will not agree to it. I want to ask you. The world countries were praising India for sending a rocket under Chandrayan-3 Mission to Moon. How did you send? Nations try to develop technology of slingshots. You used the technology which was not used even by Developed countries. You used such a technology to garner appreciation from all. And you got appreciation form the world. Because the Scientists who work in ISRO came from the land of rationalization, Tamil Nadu. 09.12.2025 1187 Sir, I want to ask that there is fear in our mind every time we happen to see EVM. Who is its owner? Nobody knows. What is inside EVM? Wherever you take this EVM, any vote registered will automatically go to BJP. How did you win the elections? This time, you could not succeed. That’s why we won in 2024. I want to say you one thing. There is no EVM in America. There is no EVM in Japan, there is no EVM is Germany. Have you had this EVM in the developed countries, nowhere? But why are you keeping this EVM on your heads? You are afraid of ballot papers and booth. If that is so, the doubts we have seems to be genuine. Whether we come to know or not, you are doing something wrong. That’s why I am asking this. Please follow the developed countries of this universe. I am saying this time and again. You should help those who got voting right in India to vote as per their choice. We are all ready to support you in this regard. We want a fair and just Election Commission. RSS men are everywhere and in each and every Department of the Government. If RSS men are there, will there be anything that can happen in fairness. Is there any Department that is functioning in a neutral way? Our only question is that Election Commission talks about revision of Voter list. I want to ask that when will Election Commission be reformed and revised? Election Commission should function in an unfair manner. How can we bring reforms in Election Commission? There is no need of this revision of Voter list in haste. Please stop S.I.R. There is no need of S.I.R., the Special Intensive Revision. Let Elections be held and after the elections you can go for revision of Voter list by removing all irregularities. You can take 6 months for making revision of Voter list later in a better way. Sir, I am about to 09.12.2025 1188 complete. Don’t make me to end my speech in a hurry. I have time to speak. Please don’t rush me up. My question is that, you are betraying the Hindi speaking people. You cannot betray the Tamil speaking people of Tamil Nadu as long as there is Dravidian Model of Governance in Tamil Nadu. I once again repeat saying you cannot betray the Dravidian nation and Dravidian rule. Thank you for this opportunity. 14.00 hrs SHRI LAVU SRIKRISHNA DEVARAYALU (NARASARAOPET): Thank you, Sir. Thank you for giving me this opportunity to speak on election reforms. For the last two hours, I have been listening almost entirely to what most of the opposition leaders have to say. Of course, they have expressed their grievances. They have every right to express their grievances. But I also wish wholeheartedly that they would express the achievements that we, as a country, could do in the last 75 years as well with regard to the electoral process. Sir, as Supriya Ji has mentioned, I should tell, because I am representing Telugu Desam Party and it is an experiment in this country, it is a beautiful experiment that happened. In 1982, in the month of March, Telugu Desam Party was formed. Unlike now, unlike today, where you have newspapers, social media and television channels, back in 1982, they were not there. The elections took place in January, 1983. So, there was only 9 months’ time that Telugu Desam Party had. N. T. Rama Rao garu went ahead and announced his party. The most interesting thing was that because it was a new party, it did not have the symbol 09.12.2025 1189 also. So, Telugu Desam Party in its first election went into the electoral process without having an official symbol. Sir, the interesting fact is that out of 293 constituencies in United Andhra Pradesh, Telugu Desam contested in 287 constituencies. Out of these, in 14 constituencies, they did not have a proper symbol also. Telugu Desam Party was victorious in 203 constituencies. Even in the Parliament election also, out of 42, Telugu Desam could win 30 seats. 14.04 hrs (Shrimati Sandhya Ray in the Chair) In 1983, when the party did not have an official symbol, when the party did not have enough time to campaign, still the voters have come forward and voted in favour of Telugu Desam Party and brought it into the power. Why I am telling you this is that this shows the intelligence and wisdom of the Indian electorate. I wish the opposition leaders, who have spoken on this, would have expressed this idea also in this House because lot of youngsters are watching it. They would also appreciate it. Not only this, there are other things that we could achieve in the last 75 years. They compared Germany, they compared USA and all those things, all those countries. I wish when they are comparing with all these countries, they also should have compared in the way that India has given universal adult franchise which the other countries could not do on the first day itself. For the USA, it took almost more than 176 years after independence. After 176 years of independence, it could give it. For United Kingdom, it took 96 years; for Canada, it took 93 years after independence; and for France, it took 152 years after independence. But India could do it on the first day itself, and our 09.12.2025 1190 electorate came forward, our citizens came forward and voted. A lot of people had said at that time – like yesterday, I think Hooda ji was quoting Winston Churchill also – that ‘this experiment is going to fail because it is too alien to India’, but election after election we have seen the success of it. … (Interruptions) I wish because this is a success, you should have at least expressed it.
