Madam, when Article 334(A) was brought in the House, it mandated that 33 per cent reservation for women in the House of the People and State Assemblies, etc., shall come into effect only after a delimitation exercise is conducted, based on the first census published after the Act's commencement.… (Interruptions) Why have you done it at that time? Why have you said that it will be done after the delimitation? Why have you not implemented this reservation policy immediately? We have said so, but you have not done it. You have made the point “after the delimitation”. The unfortunate part of it is that Article 334(A) was brought in 2023 which has been implemented in yesterday’s midnight. I do not know why the Parliamentary Affairs Minister has made the entire system of Parliamentary democracy a mockery. The Act which has not even given effect to, cannot be amended. How can this be amended? Until the process of Census finished, how can there be any delimitation? Is it not totally inconsistent? You have introduced it. You have begun it. Now, in the midst of it, you are saying “no, we will go by 2011 Census”. Madam, I will give you some data. The first delimitation had taken place in 1953, Census was held in 1951. The second delimitation had taken place in 1963, Census was held in 1961. The third delimitation had taken place in 1973, Census was held in 1971. The fourth delimitation had taken place 2002, Census was held in 2001. Now, you are relying upon the Census of 2011. You 17.04.2026 91 are talking about this. From 2011 to 2026, 15 years have passed. You are making the law into a mockery. What right will you give to the people of this country? What right will you give? Madam, I do not have any objection. I am giving a suggestion, accept it. Fifty per cent reservation on the basis of this, let it be done. Secondly, 50 per cent of the Ministries should be reserved for women.
