Will the PRIME MINISTER be pleased to state: (a) whether the Government has launched the ‘Nuclear Mission’ in the Union Budget 2025-26 with an allocation of Rs. 20,000 crore for R&D in Small Modular Reactors (SMRs) targeting at least five indigenously designed operational SMRs by 2033 and if so, the details thereof; (b) the number of SMR projects which have been sanctioned so far and the quantum of funds released during the current year; 03.12.2025 228 (c) whether any of these SMR projects are proposed to be located in Maharashtra or nearby regions including in tribal or backward districts and if so, the details thereof; (d) the steps taken/being taken to streamline regulatory clearances, land and utility access for SMR deployment in remote/underserved areas; (e) the manner in which the Government plans to integrate these SMRs into the national-grid and coordinate with the Ministry of Power and State Governments on grid-connectivity and local employment; and (f) the timeline by which the first indigenously designed SMR is expected to achieve grid-connection and the monitoring framework for its performance? JITENDRA SINGH): (a) and (b) Yes, Under the Nuclear Energy Mission announced in the Union Budget 2025–26, a total budgetary provision of ₹20,000 crore has been made for the design, development, and deployment of Small Modular Reactors (SMRs). This allocation is aimed at supporting India’s objective of developing and operationalizing at least five indigenously designed SMRs by 2033. As part of this initiative, BARC has already undertaken design and development work on SMRs namely, 03.12.2025 229 1. 200 MWe Bharat Small Modular Reactor (BSMR-200), 2. 55 MWe Small Modular Reactor (SMR-55), and 3. Up to 5 MWth High temperature gas cooled reactor meant for hydrogen generation. BSMR-200 is in advanced stage of obtaining financial and administrative sanction. (c) and (d) BSMR-200 and SMR-55 are proposed to be constructed at DAE site located at Tarapur, Dist. Palghar, Maharashtra. The proposed site for demonstration reactor is not a remote / underserved areas. (e) These plants have to be taken as captive power plants in energy intensive sectors. Indigenous efforts for construction of small modular reactor are likely to create employment for skilled and unskilled manpower for construction, fabrication, installation and commissioning activities at SMRs sites. Subsequently manpower will be required to support operation & maintenance of SMRs which is likely to engage locals in sustained manner. (f) The lead units of indigenous SMRs are expected to be operational in 60 to 72 months after receipt of administrative and financial sanctions. Proposed SMRs are demonstration units. Its performance will be monitored continuously by designers / regulators for further improvements 03.12.2025 230 SPECIAL TRAINS FOR AYYAPPA SWAMY PILGRIMS 491. SHRI PUTTA MAHESH KUMAR: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government proposes to start operation of a Special Trains from Visakhapatnam/ Kakinada to Chengannur (Sabarimala) during the Mandala-Makaravilakku season to facilitate the travel of Ayyappa Swamy devotees from Andhra Pradesh; (b) if so, the details thereof along with the present status of such trains; (c) whether the Government has examined the feasibility of introducing such special trains in South Central Railway during the pilgrimage season in view of the heavy rush of devotees; and (d) if so, the steps being taken by the Government to ensure adequate train connectivity and also safe and comfortable travel facilities for Ayyappa Swamy pilgrims from Andhra Pradesh to Sabarimala? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d) As the railway network straddles across State boundaries, trains services including special trains are introduced, as per network requirement, across such boundaries. Indian Railways(IR) operates Special train services to supplement the accommodation available by regular trains and to facilitate travel of passengers during festivals, holidays, religious congregations etc. Accordingly, to facilitate the passengers travel to Sabrimala during the Mandala-Makara Vilakku Pooja, 03.12.2025 231 IR has notified around 200 trips of Special trains from South Central Railway and East Coast Railway which includes 20 trips of special trains serving Visakhapatnam and 18 trips of special trains serving Kakinada. MANDATORY COUNTRY-OF-ORIGIN FILTERS ON E-COMMERCE PLATFORMS 492. SHRI B. MANICKAM TAGORE: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether the Government has formally proposed mandatory country-of- origin filters on ecommerce platforms for packaged commodities; (b) if so, the details thereof and if not, the reasons for consumer transparency being ignored; (c) whether the proposed Draft Legal Metrology (Packaged Commodities) (Second) Amendment Rules, 2025, amend the 2011 regulations to require display of country-of-origin for imported products and if so, the details thereof along with rationale behind it and if not, the reasons for online shoppers being kept in the dark about product origins; (d) whether the Government clarify the manner in which these filters will enable consumers to make informed purchasing decisions and if so, the expected benefits thereof and if not, the reasons for consumer empowerment being neglected; and (e) whether the proposed filters designed to promote ‘Atmanirbhar Bharat’ 03.12.2025 232 and ‘Vocal for Local’ by making Indian products more visible and if so, the implementation details thereof and if not, the reasons for domestic manufacturing being sidelined? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): (a) to (e) Under Rule 6(10) of the Legal Metrology (Packaged Commodities) Rules, 2011, it is mandatory for e-Commerce entities to display on the digital/ electronic network, the declarations which includes Name and address of the manufacturer/ packer/ importer; Country of origin; Common or generic name of the commodity; Net quantity; Best before/ use by date, month and year for the commodities which may become unfit for human consumption and MRP. This requirement is aimed at ensuring transparency and enabling consumers to make informed purchase decisions. In furtherance of consumer empowerment, the Department has finalised the Draft Legal Metrology (Packaged Commodities) (Second) Amendment Rules, 2025 providing for display of country of origin in a more consumer-friendly way by facilitating easy identification and comparison of imported products on e- commerce platforms. INTERNET CONNECTIVITY IN VILLAGE OF MAHARASHTRA 493. DR. NAMDEO KIRSAN: Will the Minister of COMMUNICATIONS be pleased to state: 03.12.2025 233 (a) whether the Government is aware that despite its campaign of Digital India, several villages in the country do not possess internet connectivity and the ones which possess, have extremely poor internet speeds; (b) if so, the details thereof and the reaction of the Government thereto; (c) the number of villages which do not have internet connectivity in the country, especially in Maharashtra, State-wise and district-wise; (d) the expected time limit by which each and every village in the country is expected to get high-speed internet connectivity; and (e) the measures being taken to improve the poor internet speed provided to the village? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a) to (e) As on 31.10.2025, out of 6,44,131 villages (village data as per Registrar General of India) 6,30,949 villages have internet connectivity. The State-wise details are given in the enclosed Statement-I. In State of Maharashtra, out of 43,931 villages, 42,713 villages have internet connectivity. The district wise details are given in the enclosed Statement-II. Mobile coverage for any uncovered inhabited villages is provided by the Telecom Service Providers (TSPs) based on the techno-commercial viability. Government is implementing various schemes under Digital Bharat Nidhi for expansion of internet connectivity through installation of 4G mobile towers in the rural and remote areas of the country. In addition, BharatNet project is being 03.12.2025 234 implemented in a phased manner to provide broadband connectivity such as Wi- Fi Hotspots, Fibre to the Home (FTTH) connections etc. to all the Gram Panchayats (GPs) and villages on demand basis.
