Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government has launched or proposed a Technical Internship Programme to strengthen industry-ready skills among students and young professionals in emerging technology domains especially in Particularly Vulnerable Tribal Groups (PVTGs) of Nabarangpur Lok Sabha Constituency in Odisha, students of engineering and diploma college in Dahod, Union Territory of Jammu and Kashmir and Jharkhand; (b) if so, the objectives, eligibility criteria, coverage, financial/institutional framework and scope of the Programme especially PVTGs of Nabarangpur Lok Sabha Constituency in Odisha; (c) the technical domains and sectors proposed to be covered under the Programme such as artificial intelligence, semiconductors, cyber security, electronics manufacturing and related areas and the arrangements made to ensure participation of youth including Nabarangpur Lok Sabha Constituency in Odisha, Karnataka and Bengaluru; (d) the details of the timeline envisaged for its phased rollout and whether priority 11.02.2026 357 is proposed to be accorded to aspirational districts, tribal-dominated regions and PVTG-dominated areas including Nabarangpur; (e) the number of internships/seats proposed to be offered annually under the Programme, State-wise, including Karnataka; (f) whether start-ups and MSMEs are proposed to be included as host organisations for interns and if so, the details thereof; and (g) the roadmap for the expansion of IT Skill centres under “Digital India” in Dahod? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (g): The Government is implementing various initiatives under the Digital India Programme to promote capacity building, skilling, internships, and training aimed at developing industry-ready skills among students and young professionals in emerging technology domains across the country, including aspirational districts, tribal-dominated regions, and Union Territories, through its organisations and supported institutions. The National e-Governance Division (NeGD) under the Digital India Corporation (a section 8 not-for-profit company of the Ministry of Electronics and Information Technology), has introduced the Technical Internship Programme in 2025. The main objective of the Technical Internship Programme is to offer 11.02.2026 358 students a valuable platform to gain practical experience in a real-world, professional environment. Students and young professionals belonging to the General, Economically Weaker Section (EWS), Other Backward Classes (OBC), Scheduled Castes (SC), and Scheduled Tribes (ST), including Particularly Vulnerable Tribal Groups (PVTGs) throughout the country can derive direct benefit from the program by applying online at the NeGD website- https://negd.gov.in/ . The details of the programme are as under: Technical interns will be hired bi-annually i.e., January and July. The duration of the internship is for six (06) months only. Technical Interns will receive a stipend of Rs. 20,000/- per month after the completion of 30 days. The Programme broadly cover emerging technology domains such as Artificial Intelligence, Machine Learning, Data Engineering & Analytics, Internet of Things (IoT), software development, DevOps & automation, cybersecurity, databases, and cloud-based digital infrastructure and other digital technologies, aligned with Digital India initiatives. The internship is open to eligible youth across the country through an online and transparent application process, ensuring inclusive participation. Besides, the Ministry of Electronics and Information Technology (MeitY) is also 11.02.2026 359 promoting skilling and capacity building through the following initiatives aimed at developing industry-ready manpower in emerging and advanced technology domains across the country: National Institute of Electronics & Information Technology (NIELIT), an autonomous scientific society under MeitY, promotes education, training and research in Electronics, IT and emerging technologies such as Artificial Intelligence (AI), semiconductors, drone technology, solar energy and cyber security. Currently, NIELIT operates 56 of its own Centres and a nationwide network of over 700 Accredited Training Partners, as well as more than 9,000 facilitation Centres for conducting skill development and capacity building activities in IECT areas. Further, in the state of Gujarat, NIELIT has presence through 234 Facilitation Centres for the proliferation of Digital Literacy Courses (DLC) across the state, out of this 10 are located in the Dahod district. FutureSkills PRIME: To bridge the industry skill gap, MeitY has initiated a programme titled “FutureSkills PRIME” jointly with National Association of Software and Service Companies (NASSCOM) aimed at re-skilling/up-skilling of candidate in new/emerging technologies. Under the FutureSkills Prime program, there are over 500+ courses & 2000+ digital fluency pathways offered on the platform. “Work Based Learning (WBL)” programme is launched by the Government 11.02.2026 360 of India to strengthen and empower SC/ST/Women/EWS Graduates/Postgraduates through MeitY Institutions (i.e. CERT-IN, C-DAC, NIELIT, STQC, CMET, ERNET, and SAMEER). The WBL project provides an opportunity for candidates to get exposed to various Design/ Developmental/ Research activities being carried out by Institutions under the aegis of MeitY. Under the project, so far, 3526 candidates are enrolled out of which 2338 candidates are trained. STATUS OF WASTE-TO-ENERGY PLANTS 1894. SHRI ATUL GARG: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the current status of the Waste-to-Energy plants proposed to process the municipal solid waste in the Ghaziabad Municipal Corporation (GMC); (b) the details of the technology adopted and the power generation capacity envisaged; (c) the measures taken by the Government to address the environmental concerns of the local residents regarding the plant emissions; (d) the status of the bio-methanation plants operational in the vegetable markets (mandis) of the Ghaziabad district; (e) the details of Government's initiative to promote the Waste to Wealth Mission in Ghaziabad city? 11.02.2026 361 THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) and (b): As per the information submitted by the Central Pollution Control Board (CPCB), the details of solid waste processing facilities in Ghaziabad are given as Statement-I. CPCB has inspected the Waste to Energy plant set up at Masuri, Deenanathpur, Ghaziabad, in May 2024. The plant has been set up in an existing textile unit as a captive facility for generation of 25 lakh kcal/hour of heat energy for textile manufacturing, and about 75 TPD of RDF is being processed at the plant. Whereas, as communicated by the Ghaziabad Nagar Nigam (GNN), a bio-fencing measures have been taken in Waste-to-Energy (WtE) plant location at village Galand to treat 2300 TPD solid waste of GNN. Additionally, the envisaged Waste-to-Energy plant is to adopt conventional Waste-to-Energy processing model for treatment and disposal of municipal solid waste and the capacity of the plant will be in the range of 50-60 MW. (c): As per the information furnished by the Central Pollution Control Board (CPCB), the environmental safeguards for Waste to Energy plants are governed under the Solid Waste Management Rules, 2016, notified by the Ministry of Environment, Forest and Climate Change. These Rules mandate authorization from the concerned State Pollution Control Board and regular monitoring for 11.02.2026 362 compliance. The Rules also prescribe stringent standards for leachate treatment, plant emissions, and operational parameters, including minimum combustion temperature and gas residence time, to control pollution and safeguard the health of local residents and other public. Additionally, as per the information submitted by GNN, the project proponents are required to obtain a comprehensive Environmental Impact Assessment (EIA) / Social Impact Assessment (SIA) prior to commencement of operations of plant. (d) and (e): At present, there is no specific bio-methanation facility set up in vegetable markets of Ghaziabad. Under Government’s initiative to promote the Waste to Wealth Mission in the Ghaziabad city, the details of the activities being taken up by GNN are given in Statement-II. STATEMENT-II Details of the activities taken up by Ghaziabad Nagar Nigam (GNN) to promote the Waste to Wealth Mission in Ghaziabad city: Material Recovery Facilities (MRFs): Ghaziabad Nagar Nigam (GNN) has established and operationalized MRFs in the city for the scientific sorting, baling, and recycling of dry waste, ensuring that recyclable materials such as paper, plastics, metals, and glass are diverted away from landfills and channeled into productive reuse. Legacy Waste Remediation: GNN has also undertaken significant work in 11.02.2026 364 reclaiming urban land previously occupied by legacy dumps, remediating 15.5 Lakh MT of legacy waste and creating Miyawaki forests by planting 3.43 Lakh trees, thereby reducing environmental hazards and creating usable urban spaces in accordance with Waste to Wealth guidelines. Waste Upcycling Initiatives: GNN has installed and is operating a dedicated Glass Upcycling Unit, where discarded glass waste is processed and transformed into reusable, value-added products, and has also introduced systems through which plastic waste is shredded and utilised in the manufacturing of durable items such as pipes, thereby promoting circular-economy practices and significantly reducing the volume of waste sent to landfills. Prakritik Paint Innovation: Cow dung waste is being converted into organic, non-toxic, odour-free rooftop paint that can reduce indoor temperatures by 2–3°C. The pilot facility at Nandgram Gaushala is operated by women SHGs and contributed to Ghaziabad’s selection among the top 50 cities globally in the Bloomberg Philanthropies Mayors Challenge 2025. Tertiary Sewage Treatment Plant (TSTP): GNN has operationalized a TSTP as a circular economy intervention to convert wastewater into a reusable resource for non-potable urban and industrial uses. Financed through India's first Certified Green Municipal Bond, the initiative shifts the 11.02.2026 365 city from a linear "treat-and-discharge" approach to a waste-to-resource model, reducing freshwater and groundwater extraction while demonstrating a scalable, climate-resilient urban water reuse framework. To strengthen public awareness and inspire behavioral change towards sustainable waste management, GNN has approved an allocation of INR 2 Cr in its municipal budget for the development of Waste-to-Art Sculpture Works. Under this initiative, thematic sculptures, art installations, and creative structures made from scrap, discarded materials, and recyclable waste will be installed at prominent public locations, including road intersections, public parks, flyovers, public plazas etc. This initiative aims not only to aesthetically uplift the urban landscape but also to showcase the principles of the Waste to Wealth Mission, emphasizing how waste can be transformed into culturally meaningful public assets. JAJPUR ROAD-DHAMRA-BIRAJA KSHETRA RAIL LINK PROJECT 1895. DR. RABINDRA NARAYAN BEHERA: Will the Minister of RAILWAYS be pleased to state: the details of the current status of Jajpur Road and Dhamra-Biraja Kshetra rail link project including the date of final cabinet approval along with the proposed timeline for its completion? 11.02.2026 366 THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): The Survey for the Jajpur–Dhamra new line (101 km) has been completed and the DPR has been prepared. After preparation of Detailed Project Report (DPR), sanctioning of project requires consultation with various stake-holders including State Governments and necessary approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines cannot be fixed. Further, Sanction of any railway project depends upon many parameters/factors which include the following: • Anticipated traffic projections and Remunerativeness of the proposed route • First and last mile connectivity provided by the project • Connection of missing links and providing additional route • Augmentation of congested/saturated lines • Demands raised by State Governments/Central Ministries/ Public representatives, • Railway’s own operational requirements 11.02.2026 367 • Socio-economic considerations • Overall availability of funds.
