Today I am raising an important issue in this August House and I am thankful to you for giving me this opportunity. Recently, the Central Government had proposed to set up 85 Navodaya Vidyalaya across the nation. It is a matter of great joy, as promotion of education is our responsibility. But, unfortunately, out of 85 not even a single Navodaya Vidyalaya has been established in West Bengal. Last year, it was discussed that 28 Navodaya Vidyalaya had to be set up in West Bengal, out of which only two had been worked upon, one of them is in my constituency Jhargram, and other one is in East Bardhaman. We are all aware that Navodalaya Vidyalaya produces bright students, who are also doing well in the field of education, sports, and culture. Along with this, they are also capable of achieving success in the exams conducted at national level. Therefore, through you, I would like to request the Central Government to keep aside the political discrimination and English translation of the speech originally delivered in Santhali. 12.12.2025 1012 would ask that West Bengal should also get their deserving shares out of the proposed 85 Navodaya Vidyalaya across India. Moreover, the proposal to set up Navodaya Vidyalaya in Jhargram should also be expedited at the earliest. Thank you. SHRI B. MANICKAM TAGORE (VIRUDHUNAGAR): Sir, I am here to raise an important matter concerning MGNREGS related to Tamil Nadu and other States. The Union Government has failed to release thousands of crores of rupees due to the States under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). This includes pending liabilities under both wage component as well as material component resulting in non- payment of wages to rural workers for several months; accumulation of unpaid material bills, pushing small vendors, SHGs, and rural suppliers into debt; severe financial distress in village Panchayats, which are unable to implement basic development works; audit objections and recovery proceedings being initiated against State officials for delays being entirely caused by the Union Government’s non-release of funds; and disruption of the statutory guarantee of 100-days of work, violating the core objective of the MGNREGA. In Tamil Nadu alone over Rs. 2,000 crore remains pending for many months despite repeated requests from the State Government. Similar crisis has been reported from several other States. This non-release of funds has paralysed rural development activities, undermined Panchayati Raj Institutions, and caused widespread suffering for lakhs of poor families who depend on MGNREGS wages for survival. 12.12.2025 1013 This is an unprecedented, man-made crisis. It strikes at the federal structure, violates statutory obligations under MGNREGA, and inflicts economic hardship on the most vulnerable citizens of our country. Today, when we are speaking here, at Jantar Mantar, all the officials from Clerk to BDOs etc. from across India are protesting for releasing this fund. I request the hon. Minister to meet those demonstrating staff who are the backbone of this whole rural development structure. The hon. Minister of Rural Development must meet them and address their grievances. This Government is against the MGNREGS. Mr. Modi, since beginning, has always been against MGNREGS because this Scheme was brought by the UPA Government, guided by Mrs. Sonia Gandhi ji. This Scheme must be protected and anger of Mr. Modi against the poor must stop. Thank you.
