There is no constitutional necessity to increase seats or undertake delimitation to implement women reservation. इसकì जłरत नहé है । The Bill empowers women in terms of seats but also empowers the executive in structure. Madam, what do we say? We will support the Bill on women’s reservation, but not with delimitation. We reject the attempt to bundle delimitation with representation reforms. I have another important constitutional question. The question is that you have bunched up everything, including Article 51, through the amendment. You are amending Article 51 along with this Bill. For passing the Bills, you need two-third majority. You do not have that. And for Article 51, you have to go to half of the States. How can you do it? This is a political gimmick; nothing 17.04.2026 93 more than that. You do not have any intention to make reservation for women. ÿधानमंýी जी पूरा नौटंकì कर रहे ह§, पूरा űामा चल रहा है । SHRI LAVU SRIKRISHNA DEVARAYALU (NARASARAOPET): Madam, I represent Telugu Desam Party. On behalf of Telugu Desam Party, I am standing here; a party which is a regional party from Andhra Pradesh, which has a substantial number of Members in this House as well as in Rajya Sabha. On behalf of Telugu Desam Party, I stand here in support of women’s reservation Bill. On behalf of Telugu Desam Party, I stand in support of delimitation also. A lot of people posed many questions. Mahua ji asked many questions. Of course, this is democracy. A lot of people will pose questions, and we have to answer. As a regional party, that too coming from South India, the first question is, as I am coming from South India, am I going to support this? The second question is, will TDP support delimitation as well as women’s reservation if the seats are 543 or 850? Hon. Members asked whether TDP has considered losing its representation with an increase in seats. The fourth question was, why is TDP not asking for the 2011 Census or the latest census? The fifth question is, will delimitation be fair? Would it not be gerrymandering? These are the questions that people are posing. Hon. Members inside the House and the media outside are posing these questions to Telugu Desam Party, and it is our duty to answer these questions. And it is our duty to put it on record also in this House. Madam, Telugu Desam Party is in support of the women’s reservation Bill because we believe in what Ambedkar said. Ambedkar ji said, “A 17.04.2026 94 constitution is a vehicle of life guided by the spirit of the age”. Since yesterday, we saw a lot of women… in anticipation that their representation will increase in Parliament and in the Assembly also. Until now, the policies were made for them mainly by men. The time has come for women to actually raise their voice and actually make the policies for themselves. This is the spirit with which we are supporting this women’s reservation Bill. As I said, this is the spirit of the age, that people are asking for this, that women folk, which constitutes 50 per cent of the population in this country, are asking for this. So, we need to understand why they are mooting for this and fighting for this for so many years. Time has come, under the leadership of Narendra Modi Ji, that this important amendment has been brought forward, and we need to support this. Madam, the other thing we should also accept is that change is constant. It is never going to be the same all throughout. With time, there will be changes that will happen, even in our Constitution. There are multiple amendments that have been brought in. After almost 77 years, we are discussing the 131st amendment, because we believe that Indian democracy is vibrant, our Constitution is a living thing, and Dr. Ambedkar also mentioned that. So, there are a lot of amendments that have been brought in. That is the reason why Indian democracy is thriving. When you compare countries around us, like Nepal, Pakistan, Sri Lanka, Bangladesh, you will see a clear contrast. How many coups have taken place in these countries? How many armed revolutions have happened? How many times has the Constitution itself  Not recorded. 17.04.2026 95 collapsed? Why did it not happen in India, except for those three-four years during the Emergency? Why has democracy thrived in India? It is because we believe that change is constant. We believe what Ambedkar ji has mentioned. So, this is the time we should respect that, and this is what the women folk of India are asking for. This is the change they are looking for. So, we need to support this. I request the opposition parties also to see through it and support this. The second question that everyone is asking is whether you would support it even if it is 543 seats, or only if it is 815 seats. Let me remind this House that when we talk about women on behalf of the Telugu Desam Party, we do not see them merely as a vote bank. We actually look at it much more deeply. We look at it in a way that we need to empower them socially and economically, and also politically. That is the ethos that our founder, N.T. Rama Rao Garu, believed in. He was a man of different ideas. At that time, all the political leaders expected people to come to them, but he was the leader who would go to the people. He travelled thousands of kilometres in Andhra Pradesh during his first election campaign. He could see the troubles women were going through in rural areas. So, when he came to power and became the Chief Minister in 1983, he came up with very revolutionary ideas. Until then, property belonging to a member of the family was always going to the male in the family. But he brought in reform in the Hindu Succession Act in 1986 and made sure that 50 per cent of the property belongs to the girl child also. He also brought in 30 per cent reservation for women in Government 17.04.2026 96 jobs. On top of that, he saw what would happen when Government schemes are actually delivered to women. So, what he did was that when housing had to be given to the poor, he made sure that the site was registered in the name of the woman in the family, rather than the male. So, he fought for their economic stability and social mobility. So, this is what we believed in. This is the ethos that our founder, N.T. Rama Rao Garu, believed in. Not only that, he saw that there was only 25 per cent literacy among women at that time. So, he came up with various initiatives and started a lot of schools mainly for girl children. He also started a women’s university, Sri Padmavati University in Tirupati, specifically targeting women so that they can get educated and their literacy can go up. This is what N.T. Rama Rao Garu has done. After that, Chandrababu Naidu Garu followed suit and took it to the next level. He launched the DWCRA programme – the SHG programme that we talk about today, and the Lakhpati Didi scheme that we talk about now. He launched it in 1999. He made sure that women are not just dependent on the male in the family, but that they can also have ideas, come up with business initiatives, and support the family. That was the idea with which he launched the DWCRA programme. He also provided 33 per cent reservation for women in local body elections. On top of that, the Deepam LPG Cylinder scheme was launched in 1999, mainly for women, so that they can have economic stability. This has been continuous, even now. The main schemes that have been given to any family in Andhra Pradesh are targeting women, with Stree Shakti, Thalliki Vandanam, and Deepam 2.0. Because of this, and because we believed in the 17.04.2026 97 empowerment of women, this is what, from the founder of the party to now, the Chief Minister, has been consistently upheld. So, whether it is 543 seats or 850 seats, the Telugu Desam Party is in support of women’s reservation in the Women’s Reservation Bill. The third question that everyone is asking is whether there will be a loss of representation with the increase in seats. This is the question that everyone is asking, and the media is also presenting it in a very different way. Yesterday, the Home Minister clarified in the House itself that with a 50 per cent increase for every State, Andhra Pradesh, which right now has 4.6 per cent representation in Parliament, will see its representation increase to 4.66 per cent. So, there will be no loss. I want to remind the House that a lot of Opposition parties are asking for the 1971 Census to be used as the base data. Right now, when seats are being increased by 50 per cent, on what basis is that happening? The freeze happened in 1971. On that freeze, 50 per cent of the seats are being increased. Whatever the Opposition is asking for is actually happening, but they are not able to see it. They simply want to oppose it politically in any manner, without seeing the logic. The DMK has called for a meeting, and various other parties have also attended. On March 25, 2025, DMK passed a seven-point resolution demanding a 25-year extension of the 1971 freeze, effectively asking to keep India’s representation tied to that number. In this JSC, CPM, BRS, AAP, Congress, and TMC participated. They asked for the freeze, and right now it is 17.04.2026 98 on that very freeze that the 50 per cent increase is being made. I do not know why the Opposition is unable to accept this. There is nothing new happening. On the 1970 population freeze, where 543 seats were allocated, an additional 50 per cent is now being added, and this has been clearly clarified. 3.40 Even then, if this cannot be accepted, and if a false narrative continues to be spread that South India’s numbers or representation will go down, it is necessary to understand what delimitation actually means and support the process in toto. The fourth question being asked is why we are using the 2011 Census and not the latest Census. Take the example of Andhra Pradesh. Andhra Pradesh is a special case because not many have gone through this experience. When the last Delimitation happened, Andhra Pradesh and Telangana were together. During that process, three parliamentary segments were created in Telangana, and three were lost to Andhra Pradesh. In total, Andhra Pradesh lost one parliamentary segment to Telangana. Additionally, seven MLA seats were increased in the Telangana region, while Andhra Pradesh lost seven Assembly seats. The reason was not political; it was due to population migration to Telangana at that time. If the same logic is applied using the latest Census of 2026, the data shows that Andhra Pradesh’s fertility rate has been declining for almost one and a half decades, and migration has been increasing over the last two decades. If the latest Census or even the 2011 Census is used, there would be a loss. The best possible outcome is what has been proposed, where there is 17.04.2026 99 no loss and instead an increase of 0.6 per cent. That is the reason why the TDP is supporting this. The last question that everyone is asking is, would delimitation be fair, and would it not be gerrymandering? For example, yesterday even, Shri K.C. Venugopal spoke about it. I will give you an example of what happened in 2009 when delimitation happened. Kuppam constituency, which is in Chittoor, our CM's constituency, is in Chittoor Parliamentary constituency. So, at that time, Congress, which was in power, did the gerrymandering to make sure that the CM’s constituency is targeted in such a way that no leader can come out of that and they reserved the seat to the SC candidate at that time. That is what they have done in 2009. That is the actual gerrymandering. But what happened, Madam? People saw through it. If you are smart, people are even smarter. From 2009 onwards - in 2009, after doing all this gerrymandering also - TDP has won. In 2014, the same seat, even TDP has won. In 2024, again TDP has won that seat. In four elections, after doing all this exercise, all this gerrymandering, even then the TDP has won three times. Madam, even in my district. … (Interruptions) As a senior member was asking. … (Interruptions) Gerrymandering is wherein you bring in all the voters in such a way that you will get advantage for the party in the ruling rather than the party in the Opposition. That is what gerrymandering actually is. Even in my district in Guntur - they did the same exercise - Tadikonda constituency, where they thought, ‘one cadre or one community was supporting and in support of Telugu Desam party, we should corner them’. So, 17.04.2026 100 they made it a reserved seat. Even in Prathipadu constituency, they did it. But people saw through it, Madam. People are smarter. They cannot be fooled like how Opposition is expecting. When Congress was in power, they tried to fool the people. They tried to fool the people by doing this. Right now, they are raising this issue of delimitation because they know what theory they have done in 2009 delimitation. That is why, they think that can happen. … (Interruptions) Yesterday, I have heard what Home Minister has mentioned. Yesterday Home Minister has mentioned, Prime Minister has mentioned, promised us, given a guarantee in the House, based on that, we are supporting this Bill. We are supporting women's reservation, we are supporting delimitation. Telugu Desam Party is supporting women's reservation and delimitation, Madam. Thank you very much. ®ीमती िडÌपल यादव (मैनपुरी) : म§ महोदया का धÆयवाद देना चाहती हóँ, िजÆहŌने मुझे इतने महÂवपूणª िवषय 131व¤ संिवधान संशोधन िवधेयक पर बोलने का मौका िदया । म§ सबसे पहली बात यह रखना चाहóंगी िक जो स°ा प± है, वह इस तरह कì भूिमका बना रहा है िक िवप±ी लोग आर±ण के साथ नहé ह§, मिहलाओं के आर±ण के साथ नहé ह§ । सÂता प± के लोग िजस तरह कì Ăांित और Ăम फैलाने का काम कर रहे ह§, म§ उन लोगŌ से कहना चाहóंगी िक जब वषª 2023 म¤ नारी शिĉ वंदन अिधिनयम पास हòआ था, तो प± और पूरे िवप± ने एक साथ िमलकर इस िबल को पास कराया था । यह सवªसÌमित के साथ पास हòआ था । अब जो संशोधन लाया जा रहा है, उसम¤ सरकार ³या चाहती है? ³या सरकार वाकई म¤ मिहलाओं का सशिĉकरण चाहती है या इस िवधेयक और संशोधन को लोकर वह खुद के सशिĉकरण कì तरफ काम कर रही है? 17.04.2026 101 महोदया, जब वषª 2023 म¤ यह िवधेयक आया था, तब ÖपÕट łप से िलखा गया था िक जनगणना होगी । समाजवादी पाटê का यह प± था िक जाितगत जनगणना हो । कल होम िमिनÖटर साहब ने भी यह बात कही िक वह जनगणना कराएंगे, लेिकन अभी वे घरŌ कì िगनती कर रहे ह§ । िपछले तीन सालŌ म¤ केवल घरŌ कì िगनती ही कर पाए ह§ । जनगणना होगी, जाितगत जनगणना होगी, उसके बाद पåरसीमन होगा और आर±ण लागू होगा । सभी लोग इस बात से सहमत थे, लेिकन वषª 2024 म¤ जब भारतीय जनता पाटê कì सरकार आई, तो वह पूणª बहòमत कì सरकार नहé बन पाई और सहयोिगयŌ के साथ सरकार बनाई गई । जब यह सरकार आई, तो वषª 2024 म¤ ही आपने जनगणना ³यŌ नहé शुł कराई? हमारा यह सवाल है । आपने लगभग ढाई साल िनकाल िदए ह§, लेिकन जनगणना नहé कराई है । अगर जनगणना हो जाती, तो आज हम पåरसीमन कì Öटेज म¤ होते और आर±ण वषª 2029 तक लागू हो जाता, लेिकन आपकì मंशा ही नहé थी िक मिहलाएं आएं और इस सदन म¤ बैठ¤ । अब अचानक सरकार यह जÐदबाजी ³यŌ िदखा रही है? वषª 2026 म¤, जहां अÿैल का महीना चल रहा है तो सरकार लगातार जÐदबाजी ³यŌ िदखा रही है? इस बात पर भी सवाल होना चािहए । समाजवादी पाटê का यह मानना है िक सरकार जÐदबाजी इसिलए िदखा रही है, ³यŌिक जो िडिलिमटेशन है, यह जो पूरी ए³सरसाइज है, उसे सरकार एक हिथयार के łप म¤ खुद को सश³त करने के िलए ÿयोग करना चाहती है । हमने कल देखा िक हमारे कांúेस के सांसद ने कहा िक असम म¤ िडिलिमटेशन कमीशन का ÿयोग न होकर िकस तरह वहां पर चुनाव आयोग जाकर पåरसीमन कर रहा है? िजस तरह से पूरी ÿिøया को अंजाम िदया, उसम¤ जो स¤सस यूज हòए, वह वषª 2011 के इÖतेमाल हòए । यह कहé न कहé सरकार पर बहòत बड़ा ÿÔन िचĹ उठाता है िक सरकार आिखरकार संिवधान म¤ संशोधन ³यŌ ला रही है? सरकार संिवधान को ³यŌ बदलना चाहती है? सरकार ³यŌ चाहती है िक हमारा संिवधान कमजोर हो और सरकार हमेशा सÂता म¤ बनी रहे । हमारे संÖथापक आदरणीय ®Ħेय नेता जी ने जब उÂतर ÿदेश म¤ पहली बार पंचायती राज म¤ मिहला आर±ण लागू िकया तब जहां एससी, एसटी मिहलाओं को आर±ण िमला, वहé हमारी 17.04.2026 102 ओबीसी मिहलाओं को भी आर±ण िमला और हमारी जनरल कैटेगरी कì मिहलाओं को भी आर±ण िमला । अब समाजवादी पाटê यह चाहती है िक इस आर±ण म¤ हमारी अÐपसं´यक मिहलाओं को भी आर±ण िमले । आप आधी आबादी म¤ बंटवारा ³यŌ करना चाहते ह§? आप ³यŌ नहé चाहते ह§ िक मिहलाएं आगे बढ़¤, हर वगª कì, हर समाज कì, हर धमª कì मिहलाएं आगे बढ़¤ । आज हमारी यह मांग है िक आप ओबीसी मिहलाओं को भी आर±ण द¤ और हमारी अÐपसं´यक मिहलाओं को भी आर±ण द¤ । सामने बैठे हòए लोगŌ को अÐपसं´यक मिहलाओं से िकसी तरह का Ĭेष, िकसी तरह कì िचढ़ है, लेिकन मुझे पूरा भरोसा है िक भारतीय जनता पाटê के जो यूपी के सांसद ह§, वह ओबीसी मिहलाओं के िलए मना नहé कर¤गे । अगर वाकई म¤ आपको संशोधन लाना था, अगर आपको कॉÆÖटीट्यूशनल अम¤डम¤ट करना था, तो आप इस बात का अम¤डम¤ट करते िक आप ओबीसी मिहलाओं को आर±ण देने का काम कर¤गे । आप अÐपमत म¤ िदखाई दे रहे ह§, ³यŌिक आप जानते ह§ िक आपका जो वोट है, वह कहé न कहé िखसकता जा रहा है । आप इस तरह का Ăम फैलाने के िलए यह संशोधन िबल लेकर आए ह§ । चूंिक आपका केवल एक ही लàय है िक जो काÖट स¤सस का डेटा है, जाितगत जनगणना का डेटा आएगा, िजससे सब कì भागीदारी सुिनिIJत होगी, उससे आप भागना चाह रहे ह§ । इसिलए आप िडिलिमटेशन कì ÿिøया से स¤सस को हटाना चाहते ह§ और आप 20-25 साल के स¤सस का ÿयोग करना चाहते ह§ । आप कहते ह§ िक आप मिहलाओं के िहतैषी ह§ । आप मिहलाओं के बारे म¤ सोचते ह§ । लेिकन आज जब म§ यहां खड़ी हòई हóं और िपछले कुछ िदनŌ पहले संसद का जो सý चला, उसम¤ स¤ůल आÌडª पुिलस फोस¥ज िबल आया । जो लोग शहीद हòए, िजÆहŌने हमारे देश के िलए बिलदान िदया, जो हमारे देश के िलए शहीद हòए ह§, आपने उनको शहीद तक का दजाª नहé िदया । आपने उन शहीदŌ कì मिहलाओं के बारे म¤, उनके ब¸चŌ के बारे म¤ नहé सोचा । आप जब यह िवधेयक लेकर आ रहे ह§ तो हमारी मांग है िक उन मिहलाओं के सÌमान के िलए, आप उन शहीदजनŌ को, शहीद जवानŌ को शहीद का दजाª द¤ और साथ म¤ आप उÆह¤ प¤शन देने का भी कायª कर¤ । अब जब 17.04.2026 103 मिहलाओं कì बात हो रही है तो आप आंगनवािड़यŌ को ³यŌ छोड़ रहे ह§? वे इतने साल से संघषª कर रही ह§, गांव-गांव म¤ संघषª कर रही ह§, आप उनका भी मानदेय बढ़ाने का कायª कर¤ । आप वाकई म¤ चाहते ह§ िक मिहलाएं सश³त बन¤ तो आप उनकì िश±ा पर Åयान दीिजए । यूपी म¤ तो गांव-गांव म¤ ÖकूÐस बंद िकए जा रहे ह§ । िबना कुछ सोचे, िबना कुछ समझे ÿाइमरी ÖकूÐस को बंद िकया जा रहा है । ÖवाÖÃय के जो हालात ह§, उÂतर ÿदेश म¤ पोषण कì जो ÓयवÖथा है, म§ समझती हóं िक पूरी तरह से उÂतर ÿदेश कì ÓयवÖथा ÅवÖत है । मिहलाओं कì सुर±ा और सÌमान कì बात तो ³या ही कì जाए? हमने देखा है िक िजस तरह से हाथरस कांड हòआ, भारतीय जनता पाटê के जो एमएलए ह§, स¤गर जी का जो पूरा कांड हòआ, उÂतराखंड म¤ जो कांड हòआ! जब हमारे सांसद ने एक किवता कह दी तब तो प± दल कì सब मिहला सांसद खड़ी हो गईं, उनका िवरोध करने लगé । इन लोगŌ ने भरपूर तरीके से िवरोध िकया, लेिकन जब मिणपुर कì घटना हòई तो भारतीय जनता पाटê कì कोई मिहला सांसद खड़ी नहé हòई । जब उÂतराखंड म¤ 19 साल कì लड़कì अंिकता भंडारी को मार िदया गया, तब भारतीय जनता पाटê कì कोई भी मिहला सांसद खड़ी नहé हòई । पुŁषŌ से तो हम¤ अपे±ा नहé है, लेिकन हम कम से कम मिहलाओं से तो यह उÌमीद करते ह§ िक वे एटिलÖट मिहलाओं के िलए तो खड़ी हŌ । भारतीय जनता पाटê को स°ा का मोह हो गया है, जो यह छोड़ना नहé चाहती । िजस तरह से ये डीिलिमटेशन लाना चाहते ह§, िजस तरह से ये जाितगत जनगणना नहé कराना चाहते, िजस तरह से ये लोग चाहते ह§ िक स°ा म¤ बने रह¤, लेिकन गरीबŌ को, िपछड़Ō को, दिलतŌ को, अÐपसं´यकŌ को उनका हक, सÌमान और अिधकार न द¤, तो म§ कहना चाहती हóँ, ³यŌिक कल माननीय ÿधान मंýी जी ने िजø िकया था िक जब 2023 म¤ यह िबल आया था, उस समय सबने साथ िदया था । साथ देने पर उनकì सरकार आई, लेिकव वह यह न भूल¤ िक जब 2023 म¤ िबल पास हòआ था और 2024 म¤ उनकì सरकार आई थी, तो पहले पूणª बहòमत कì सरकार थी और अभी सहयोिगयŌ के साथ इनकì सरकार बनी हòई है । अब एक Ăम फैलाने के िलए, एक इस तरह कì भूिमका िनभाने के िलए दोबारा ये िबल लेकर आ रहे ह§, लेिकन जब 2029 म¤ चुनाव दोबारा आएंगे, तो मेरा मानना है 17.04.2026 104 िक भारतीय जनता पाटê कì सरकार जाने वाली है । कल गारंटी कì बात कì जा रही थी ...(Óयवधान) यह तो समय बताएगा । ये कल गारंटी कì बात कर रहे थे, बताइए ³या आपने गारंटी नहé दी थी िक आप हमारे िकसानŌ कì आय दोगुनी कर¤गे? ³या आपने गारंटी नहé दी थी िक आप हमारे जवानŌ के िलए, जो शहीद होते ह§, वन प¤शन लेकर आएँगे? ³या आपने गारंटी नहé दी थी िक आप दो करोड़ लोगŌ को नौकरी द¤गे? ³या आपने गारंटी नहé दी थी िक मुÉत िसल¤डर द¤गे? ³या आप यूपी म¤ गारंटी देकर नहé आए थे िक होली और िदवाली पर आप मिहलाओं को मुÉत िसल¤डर देने का कायª कर¤गे, वहाँ के आवारा पशुओं कì जो समÖया है, उसे सुलझाने का काम कर¤गे? आपने नोटबंदी म¤ भी गारंटी दी थी िक आतंकवाद को खÂम कर¤गे । आज सबसे ºयादा घटनाएँ अगर आतंकवाद कì हòई ह§, तो भारतीय जनता पाटê कì सरकार के समय म¤ हòई ह§, चाहे वह पुलवामा हो, चाहे वह पहलगाम कì घटना हो, चाहे वे न³सलवािदयŌ कì घटनाएं हŌ । सबसे ºयादा अगर हमारे जवान शहीद हòए ह§, तो भारतीय जनता पाटê के समय म¤ शहीद हòए ह§ । ...(Óयवधान) न³सलवाद खÂम हòआ, लेिकन ³या आप उन शहीदŌ को शहीद का दजाª नहé द¤गे, प¤शन नहé द¤गे? ...(Óयवधान) म§ केवल यह बात कहना चाहती हóँ िक बचपन म¤ हम सबने रेड राइिडंग हòड कì कहानी सुनी थी । सब ब¸चŌ ने यह कहानी सुनी है और इसे आज भी हम अपने जहन म¤ रखते ह§ िक िकस तरह से एक नÆहé सी ब¸ची, जो अपनी दादी मां से बहòत खुशी के साथ िमलने जाती है, पर वह जंगल म¤ भटक जाती है और उसे दादी मां के घर पहòंचने म¤ रात हो जाती है । जब लड़कì घर पहòंचती है, तो हम सभी जानते ह§ िक दादी मां तो वहां नहé होती है और उसकì जगह वहां पर कौन होता है, यह हम सभी जानते ह§ । यह जो सरकार है, जो डीिलिमटेशन का और मिहला आर±ण का मुखौटा पहनकर मिहलाओं को आर±ण देने का कायª कर रही है, लेिकन वाकई म¤ ये डीिलिमटेशन कì आड़ म¤ अपने आप को सुरि±त करने कì बात कर रहे ह§ । ये चाहते ह§ िक स°ा म¤ बने रह¤, ये नहé चाहते ह§ िक जाितगत जनगणना हो, ये नहé चाहते िक हमारी दिलत, ओबीसी माताओं-बहनŌ को, हमारी अÐपसं´यक बहनŌ को आर±ण िमले और वे आगे बढ़¤ । इÆहé शÊदŌ के साथ म§ अपनी बात को समाĮ करती हóं, धÆयवाद । 17.04.2026 105 ®ीमती हरिसमरत कौर बादल (भिटÁडा) : शुिøया मैडम । मैडम, 2014 और 2019 के मेिनफेÖटो म¤ भारतीय जनता पाटê ने िलखा था िक ये 33 ÿितशत वुमन åरजव¥शन िबल लेकर आएँगे, लेिकन साढ़े नौ साल बाद िसतÌबर, 2023 म¤ फाइनली Öपेशल सेशन बुलाकर ये िबल को लेकर आए और वह िबल भी जब लेकर आए, उस टाइम भी म§ आपके Ĭारा पूरे देश को बताना चाहóँगी िक यह 33 ÿितशत वुमन åरजव¥शन िबल सवªसÌमित से िसतÌबर, 2023 म¤ पास हो गया । िजस तरीके से ये िबल लेकर आए थे िक पहले स¤सस होगा, डीिलिमटेशन होगी और तब जाकर 33 ÿितशत åरजव¥शन िमलेगा, उस टाइम भी सारे िवरोिधयŌ ने कहा था िक आप यह िबल 2024 से 6 महीने पहले लेकर आ रहे ह§ । आप जैसे ह§, वैसे ही पािलªयाम¤ट म¤ 33 ÿितशत åरजव¥शन आज ऐलान कåरए और अगले जनरल इले³शन म¤ कåरए, लेिकन इस सरकार ने यह कहा िक स¤सस और डीिलिमटेशन के िबना नहé हो सकता । वषª 2023 के बाद आज तीन साल हो गए, न तो इÆहŌने 2021 म¤ स¤सस शुł िकया, न 2023 म¤ शुł िकया और अब 2026 म¤ आकर ये ही नया िबल लेकर, अम¤डम¤ट लेकर आ रहे ह§ िक अब स¤सस कì जłरत नहé है । 13.00 hrs जब हम लोग वषª 2023 म¤ कहते थे िक इसकì जłरत नहé है, आप यह ऐसे ही लागू कर द¤, तो इÆहŌने कहा िक उसकì जłरत है । आज ये ही बुÐडोज करके कह रहे ह§ िक अब इसकì जłरत नहé है । कौन गोल पोÖट च¤ज कर रहा है, िकसकì नीयत ³या है, यह देश देख रहा है । अभी दो महीने का बजट सेशन चला है । ये उस दो महीने म¤ कुछ नहé लेकर आए । बजट सेशन खÂम होने के बाद, 10 िदनŌ के बाद यह तीन िदनŌ का सेशन ³यŌ, ³यŌिक दो बड़े राºयŌ म¤ कुछ ही िदनŌ म¤ इले³शंस होने वाले ह§, वे उसम¤ मसłफ ह§, तो ³या यह िडिलिमटेशन, वूमेन åरजव¥शन कì आड़ म¤ यह लेकर आएंगे या िफर इनके बहòत बड़े पािटªयŌ के माननीय एमपीज नहé हŌगे तो ये यह भी पास कर द¤गे । इसिलए मेरे कहने का भाव यह है िक आपकì नीयत को देश कì जनता देख रही है । åरजव¥शन िबल िजस तरीके से भी आए, हम उसका सपोटª करते ह§ । म§ इस 17.04.2026 106 चीज का शुकराना करती हóं िक कल जो सारे पािटªयŌ का यही कहना था िक ÿपोशªन वही रहना चािहए तो गृह मंýी जी ने कहा िक ÿपोशªन वही रहेगा, लेिकन वबªल एÔयोर¤स का ³या फायदा है, ³यŌिक अदालत म¤ no verbal assurance stands, only written assurance stands. Nowhere in any of the Bills does it say that the proportion will remain the same. इÆहŌने जो 50 फìसदी इंøìज िकया है, यह िफगर कहां से आया है, िकससे सलाह- मशिवरा िकया गया, िकस-िकस से कंसÐटेशन हòई और 50 फìसदी ³यŌ बढ़ाया जा रहा है? ³या यह इसिलए बढ़ाया जा रहा है िक िजस नारी शिĉ और मातृशिĉ कì आप बात करते ह§, उसको आप इतना तवºजो नहé दे सकते ह§ िक यहां पर पहले 50 ÿितशत इंøìज कर¤ तािक कोई आदमी कì सीट न िहल जाए और इंøìºड सीटŌ म¤ से मिहलाओं को सीट्स द¤ । म§ यही कहती हóं िक 545 सीट्स म¤ से 180 सीट्स देनी है, तो यहां हम ऑलरेडी 74 लेडीज तो ह§ और 100 लेडीज सीट्स कì और बात है, तो आप जैसे है, वैसे ही कåरए । हम åरजव¥शन के िलए 80 सालŌ तक Łक सकते ह§ तो ³या लोग चंद साल िडिलिमटेशन और स¤शस के िलए नहé Łक सकते ह§? म§ आपसे यही आúह कłंगी िक उÆहŌने आÔवासन िदया है, लेिकन हम पंजािबयŌ को वषª 1986 म¤ आÔवासन िमला था िक हम¤ चंडीगढ़ िमल जाएगा । हम¤ यह आÔवासन िमला था िक हमारे बंदी िसख åरहा िकए जाएंगे । हम¤ यह भी आÔवासन िमला था िक डीएम रंधावा का कÂल आम आदमी के मंýी ने िकया है, वह मामला सीबीआई को िदया जाएगा । इसिलए वबªल एÔयोर¤स का कोई फायदा नहé है । आपने जो िलखा है, आप उसको कानूनी िबल म¤ डािलए । ³यŌिक िबल यह कहता है, संिवधान यह कहता है िक जब स¤शस होगा, उसके बाद ही िडिलिमटेशन होगा । आप यह लेकर आना चाहते ह§ िक न तो हम स¤शस के बारे म¤ बताएंगे िक कौन-सा हो रहा है और डीिलिमटेशन के िहसाब से होगा, न ही हम वह बताएंगे । आपका िनशाना यह है िक आप जो मजê स¤शस कराइए, जब मजê आप िडिलिमटेशन कराइए, आप अपने नंबरŌ के बलबूते पर, जैसे आप िपछले समय म¤ करते रहे, You have been bulldozing each and every Bill, each and every law. 17.04.2026 107 That is what you plan to do. आप इस वूमेन åरजव¥शन कì आड़ म¤ जो िडिलिमटेशन का काम कर रहे ह§, हम इसके स´त िखलाफ ह§ और हम इसका साथ नहé देते । म§ आपसे यही åर³वेÖट कłंगी िक आप जो कुछ कर रहे ह§, आप उसको िबल म¤ डािलए । कौन-सा स¤शस यूज होगा । हां, हम मानते ह§ िक proportion of Parliament should increase, but it should be done in a transparent manner, not in a manner that divides the nation, not in a manner that is disadvantageous to some States because federal democracy means equal representation to all. आपकì िनयत ³या है, यह देश कì जनता देख रही है । हर बार जब इले³शंस आती ह§, तभी मिहलाओं कì याद आती है । जब वषª 2024 म¤ इले³शन थी तो वषª 2023 म¤ इनकì याद आ गई । कभी िबहार म¤ कोड आफ कंड³ट लगा है तो मिहलाओं के खाते म¤ 10 हजार Łपए जा रहे ह§ । कभी हमारे राºय म¤ कहां जाता है िक हर मिहला को 1000 Łपए िमल¤गे, लेिकन चार साल िनकल जाते ह§, लेिकन उनको कुछ नहé िमलता है । छ: महीने म¤ वे इले³शन म¤ जाते ह§ तो िफर वह बात होती है । कभी कांúेस कह देती है िक घर-घर नौकरी िमलेगी । कब तक मिहलाओं को यह कैरट िदखा के उनको सपना िदखा कर, उनकì वोट्स लेकर और सारे देश म¤ नारी शिĉ का िढंढोर िपटते ह§, लेिकन 75 सालŌ के बाद आज मिहलाओं को ³या शिĉ िमली है? जैसा यह पािलªयाम¤ट है, वह सभी को िदख रहा है । अगली पािल¨याम¤ट कैसी होगी, आपका यह िबल पास होता है या नहé होता है, िकसके साथ ³या समझौता िकया गया है, वह चंद घंटŌ म¤ सबके सामने आ जाएगा । म§ यही कहóंगी, हमने मिहलओं के 33 ÿितशत åरजव¥शन का सपोटª िकया है और हम फुÐली सपोटª करते ह§ । आप गोल पोÖट च¤ज कर रहे ह§ । पहले आप वह कानून लेकर आए थे । अब आप उस कानून म¤ बदलाव चाह रहे ह§ । आप ही यह 33 ÿितशत åरजव¥शन लागू नहé होने दे रहे ह§ और िडिलिमटेशन, åरजव¥शन कì आड़ म¤ लेकर आ रहे ह§, हम सब इसके िखलाफ ह§ । आप ůांसपैर¤ट कानून बनाइए और मिहलाओं को उनका हक दीिजए । तभी नारी-शिĉ मातृ-शिĉ कì बात हो 17.04.2026 108 सकती है, नहé तो ये जुमले, हवा म¤ सपने कई सिदयŌ से औरत¤ देख रही ह§ । ऐसे ही सपने कभी वे िदखा द¤, कभी आप िदखा द¤ । औरत¤ तो जहां थé, वहé खड़ी ह§ । आदिमयŌ के िखलाफ लड़कर हम यहां पहòंच रहे ह§ । हम¤ शिĉ कì जłरत नहé थी । åरजव¥शन के िबना हम यहां पहòंच गए और यिद हम¤ मौका िदया जाए, तो हम और आगे पहòंच जाएंगे । आपको बढ़ाने कì जłरत नहé है । आप 543 म¤ ही हम¤ 33 परस¤ट åरजव¥शन दे दीिजए । हम यहां 33 परस¤ट पर आकर िदखाएंगे, यिद हम¤ 33 परस¤ट सीट¤ और िटकट्स द¤गे । धÆयवाद । ÖवाÖÃय और पåरवार कÐयाण मंýालय म¤ राºय मंýी; तथा रसायन और उवªरक मंýालय म¤ राºय मंýी (®ीमती अनुिÿया पटेल) : धÆयवाद सभापित महोदया, आज इस ऐितहािसक चचाª का िहÖसा बनकर मुझे बहòत खुशी है । देश कì आधी आबादी कì िनगाह¤ आज संसद पर िटकì हòई ह§ और वह देख रही है िक भारतीय राजनीित म¤ िजस बड़े बदलाव का संकेत िमल रहा है, ³या वह सही मायने म¤ अपने वाÖतिवक अंजाम तक पहòंच पाएगा? महोदया, तीन दशक से अिधक समय बीत चुका है और अनेक राजनीितक दलŌ के घोषणा- पýŌ का िहÖसा होने के बावजूद भी मिहलाओं कì राजनैितक भागीदारी का मसला इतने वषŎ से हािशये पर ही रहा । यह सच है िक सभी राजनीितक दलŌ ने िमलकर वषª 2023 म¤ नारी शिĉ वंदन अिधिनयम को संयु³त łप से पाåरत िकया, लेिकन अभी भी देश कì आधी आबादी को इस िबल के िøयािÆवत होने का इंतजार है । हम जानते ह§ िक देश कì आधी आबादी के राजनैितक सश³तीकरण के िबना उसका आिथªक और सामािजक सश³तीकरण अधूरा है । अत: यह समय कì मांग है िक िजस नारी शिĉ वंदन अिधिनयम को हम सभी ने िमलकर पाåरत िकया था, उसे लागू करने के िलए भी आज हम सभी दल एक होकर इस नेक काम को कर¤ । महोदया, मिहलाओं कì राजनीितक भागीदारी कì िÖथित यह है िक लोक सभा म¤ आज भी हमारी सं´या महज़ 14 परस¤ट है । राºय सभा म¤ हम 18 परस¤ट ह§ और देश कì तमाम राºय िवधान सभाओं म¤ यिद हम देख¤, तो हम 10 ÿितशत से अिधक कहé भी नहé ह§ और यह आंकड़ा बहòत िनराशाजनक है । आज समय है िक हम इस तÖवीर को बदल¤, ³यŌिक यिद देश कì राजनीित 17.04.2026 109 कì तÖवीर बदलेगी, तो देश कì राजनीित का चåरý भी बदलेगा । सभापित महोदया, मुझे यह कहते हòए खुशी नहé है, लेिकन इस बात म¤ काफì हद तक सÂयता भी है िक अनेक बार ऐसे मौके आते ह§ िक तमाम राजनीितक दल िकसी दागी उÌमीदवार को, िकसी बाहòबली को या िकसी अपराधी तक को िटकट देने से गुरेज़ नहé करती है, लेिकन यिद कोई सामाÆय मिहला हो, तो उसे एक िजताऊ ÿÂयाशी नहé समझकर उसे िटकट से वंिचत रखती है । इस पåरिÖथित को आिखर हम कब बदल¤गे? आज हमारे पास एक ऐसा ऐितहािसक अवसर है िक हम-सब िमलकर ऐसी तÖवीर को बदल सकते ह§ और इस देश तथा राºयŌ के सदन म¤ मिहलाओं कì भागीदारी को बढ़ा सकते ह§ । इस हेतु माननीय ÿधान मंýी जी ने सभी राजनीितक दलŌ से यह अपील भी कì है िक हम-सब िमलकर इस शुभ कायª को आगे बढ़ाएं । यह भी उतना ही सच है िक संसदीय लोकतंý म¤ िवप± के िमýŌ के अपने कुछ राजनीितक कतªÓय भी ह§ तथा उनका कुछ धमª भी है । अत: बहòत सारी िचंताएं, आशंकाएं, आरोप-ÿÂयारोप भी म§ने कल से इस चचाª म¤ देखे ह§ । सभापित महोदया, एक िवषय, िजसे दि±ण राºयŌ के कई माननीय सांसदगणŌ ने उठाया िक दि±ण के िजन राºयŌ ने जनसं´या िनयंýण कì ŀिĶ से बेहतर ÿदशªन िकया है, उÆह¤ शायद सीटŌ का नुकसान हो सकता है । हालांिक माननीय गृह मंýी जी ने इसी सदन म¤ खड़े होकर ऐसे तमाम सांसदगण कì िचंताओं का समाधान भी िकया और उनकì इस शंका को खाåरज करते हòए यह भी बताया िक सभी राºयŌ कì बराबरी म¤ 50 ÿितशत सीटŌ कì वृिĦ कì जाएगी और जनसं´या के आंकड़Ō का िकसी भी राºय को सीटŌ कì ŀिĶ से कोई भी नुकसान नहé होने िदया जाएगा । िफर भी कुछ सांसदगण कह रहे ह§ िक आप केवल वबªल अÔयोर¤स दे रहे ह§ । यह कहé भी नहé िलखा हòआ है । महोदया, देश के गृह मंýी जी संसद के Éलोर पर खड़े होकर कह रहे ह§, लेिकन इÆह¤ भरोसा नहé है । म§ आपको िवÔवास िदलाती हóं िक इस शंका समाधान भी हमारी सरकार जłर करेगी । सदन म¤ हमारे बहòत सारे सािथयŌ ने बार-बार एक बात कही िक हमारी सं´या 543 है । हम ³यŌ 17.04.2026 110 नहé इÆहé 543 सीटŌ पर मिहला आर±ण के 33 परस¤ट कोटे को लागू कर देते ह§? महोदया, सबसे पहले तो म§ ऐसे सभी दलŌ से यह कहना चाहती हóँ िक जब आपके पास मौका था, तब आपने 543 कì सं´या पर 33 ÿितशत मिहला आर±ण लागू ³यŌ नहé िकया? इसके साथ-साथ म§ यह भी कहना चाहती हóँ िक हमारे इस सदन के अंदर केवल बड़े दल ही नहé ह§, बहòत सारे छोटे दल भी इस सदन के अंदर ह§ । ऐसे भी दल ह§, िजनके पास महज एक या दो सांसद ह§ । जब हम मिहला आर±ण को लागू करना चाहते ह§ तो हम¤ बड़े दलŌ के साथ-साथ छोटे दलŌ कì सहजता का भी ´याल रखने कì जłरत है । जब हम इस लोक सभा कì सं´या को बढ़ाकर 816 तक पहòँचाय¤गे तो छोटे और बड़े दल, सभी के िलए इस 33 ÿितशत मिहला आर±ण को लागू करना सहज हो जायेगा । इसका भी सभी दलŌ को ´याल रखने कì जłरत है । म§ने यहां पर कुछ बात¤ जाित जनगणना को लेकर भी सुनी ह§ । महोदया, इस संबंध म¤ भी म§ कहना चाहती हóँ िक बहòत सारे लोग यह सवाल उठा रहे ह§ िक सरकार ने जाित जनगणना तब ³यŌ नहé करायी, अब ³यŌ करायी, उसम¤ इतना व³त ³यŌ लग रहा है, तमाम िकÖम के सवाल यहां उठाए गए ह§ । यहां एक सवाल म§ भी उठाना चाहती हóँ िक जो लोग आज जातीय जनगणना के इतने बड़े पैरोकार बन रहे ह§, जब उनके पास समय था, जब वे सÂता संभाल रहे थे, तब उÆहŌने देश के अंदर या अपने-अपने राºयŌ के अंदर काÖट स¤सस का िनणªय ³यŌ नहé िलया?
