Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) whether any major ports have been identified for development as Green Hydrogen Hubs under the National Green Hydrogen Mission and if so, the names of such ports and the criteria used for their selection; (b) whether the Government has issued any policy framework or guidelines for establishing hydrogen production, storage, bunkering and related infrastructure at major ports and if so, the details thereof; (c) whether Paradip port in Odisha has been considered for this purpose 05.12.2025 56 and if so, the details thereof; (d) whether New Mangalore Port, considering its refinery, petrochemical, LNG and export-oriented industrial ecosystem, is under evaluation for development as a Green Hydrogen or Green Ammonia Hub and if so, the status of the proposals, if any, submitted in this regard; and (e) the expected outcomes in terms of investment mobilisation, technology deployment, and adoption of clean maritime fuels through the development of hydrogen-ready ports? THE MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL): (a) to (c) and (e): Yes Sir. The Ministry of New and Renewable Energy (MNRE) vide O.M. dated 7th October, 2025 has recognized three Major Ports namely Deendayal Port Authority in Gujarat, Paradip Port Authority in Odisha and V.O. Chidambaranar Port Authority in Tamil Nadu as Green Hydrogen Hubs (given in the enclosed Annexure-I). MNRE has specified the criteria used for their selection in Para 2.2 of the “Scheme Guidelines for setting up Hydrogen Hubs in India” (given in the enclosed Annexure-II). The investment outcomes include development of infrastructure for production, storage, and handling of green fuels, as well as the gradual adoption of cleaner and more energy-efficient technologies in port operations and shipping. Each green hydrogen hub is expected to have at least 1,00,000 tonnes per annum production capacity for hydrogen and its derivates. Details are given in the enclosed Annexure-III. (d): Yes Sir. SHRI GURJEET SINGH AUJLA: Will the Minister of AYUSH be pleased to state: (a) whether the Government has any plan to establish a modern Punjabi Ayurvedic and Panchakarma Center/Hospital in border area of Amritsar aimed at integrating the country's traditional systems of medicines with modern infrastructure to promote holistic wellness, medical tourism and preventive healthcare, if so, the details thereof; (b) whether such centres significantly benefit local residents by providing affordable alternate treatment for chronic and lifestyle-related diseases, while simultaneously boosting employment and local economic growth, if so, the details thereof; (c) whether the Government acknowledges the strategic importance of developing Amritsar as a model city for AYUSH-based medical tourism, aligned with the national objective of promoting country's ancient healing systems globally and if so, the details thereof; and (d) whether the Government intends to allocate special funds, provide regulatory support and land for the development of AYUSH-based medical tourism in Amritsar and if so, the details thereof along with the timeline, if any, proposed for its approval and implementation? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): 05.12.2025 90 (a) and (b): Public Health being a State Subject, the primary responsibility to establish a modern Punjabi Ayurvedic and Panchakarma Center/Hospital in border area of Amritsar aimed at integrating the country's traditional systems of medicines with modern infrastructure to promote holistic wellness, medical tourism, preventive healthcare comes under the purview of State Government. However, Ministry of Ayush is implementing the Centrally Sponsored Scheme of National Ayush Mission (NAM) through State/UT Governments including Punjab and having the provision of financial assistance for establishment of 10/30/50- bedded integrated Ayush hospitals, which includes Ayurveda & Panchkarma facilities also for providing holistic health care to the community. In this regard, the State Government may avail financial assistance by submitting suitable proposal through State Annual Action Plans (SAAPs) as per provisions of NAM guidelines. Further, as per the proposals received from State Government of Punjab through SAAPs, 10 Ayushman Arogya Kendras (Ayush) have been approved in Amritsar District for providing holistic healthcare to community through different activities like OPD services, Prakriti Parikshan, Yoga related activities at the level of facility as well as community, awareness about uses of common medicinal plants etc. (c) and (d): Ministry of Ayush has no such proposal for developing Amritsar as a model city for AYUSH-based medical tourism.
