Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether it is a fact that aircraft flying over Delhi have been experiencing severe GPS spoofing recently within a 60 nautical mile radius of Delhi causing false navigation data such as incorrect aircraft positions and misleading terrain warnings and if so, the details thereof; (b) whether it is also a fact that spoofing is a type of cyber-attack that transmits false GPS signals to mislead navigation systems and if so, the details thereof; (c) whether it is also a fact that the International Air Transport Association(IATA) and the International Civil Aviation Organization (ICAO) have warned that these disruptions pose a significant and growing threat to aviation safety and if so, the details thereof; and 04.12.2025 950 (d) whether the Government has ordered any probe into the matter to ascertain the actual cause of such incidents and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) and (b): Some flights reported Global Positioning System (GPS) spoofing in the vicinity of Indira Gandhi International (IGI) Airport, New Delhi while using GPS based landing procedures, while approaching on RWY 10. Contingency procedures were used for GPS spoofed flights approaching to RWY 10. Directorate General of Civil Aviation (DGCA) has issued Advisory Circular ANSS AC 01 of 2023 dated 24.11.2023 for addressing Global Navigation Satellite System (GNSS) interference in airspace. In addition, DGCA has also issued Standard Operating Procedure (SoP) dated 10th November 2025 for real-time reporting of GPS Spoofing/GNSS interference events around IGI airport. GPS spoofing linked disruptions are a global phenomenon which were observed with increased frequency in geographical areas surrounding conflict zones. Cyber Security threats to the Aviation Sector are in the form of ransom ware/malware. International Civil Aviation Organization (ICAO) identifies GNSS spoofing as a form of intentional Radio Frequency Interference (RFI). (c): ICAO GNSS Manual contains the mitigation plan detailing preventive and reactive measures, including frameworks for continuous threat monitoring, risk 04.12.2025 951 assessment, and the deployment of mitigation barriers. International Air Traffic Association (IATA) has also published advisories to airlines for guidance. (d): Airports Authority of India (AAI) has requested Wireless Monitoring Organization (WMO) to possibly identify the source of interference/ spoofing. During the high-level meeting, WMO was directed to mobilise more resources to identify the source of spoofing based on approximate spoofing location details shared by DGCA and AAI. DEATHS DUE TO ROAD ACCIDENTS 894. SHRI A. RAJA: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether 1,80,000 lives lost in 2024 alone due to road accidents in the country has been acknowledged by the Government and if so, the details thereof; (b) whether the India Status Report on Road Safety 2024 warns that the country is likely to miss the United Nations (UN) target of halving road accident deaths, if so, any measures taken to improve the situation; (c) the manner in which it compares with the fatality rate per lakh population in countries such as Japan and the United Kingdom; (d) the series of steps taken by the Government to provide engineering safer roads with major infrastructure projects to undertake scientific road safety audits to identify and correct design flaws and black spots; and (e) the total funds provided for road safety during the last three years and the 04.12.2025 952 details of their spending? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a): As per the information received from States / UTs, total number of road accident fatalities reported in the country on all category of roads during the calendar year 2024 were 1,77,177, which includes data in respect of West Bengal taken from eDAR portal. (b) and (c): The Stockholm Declaration on Road Safety, adopted at the 3rd Global Ministerial Conference on Road Safety in February 2020, sets a new global target to reduce road traffic deaths and injuries by 50% by 2030. India is a signatory to the Stockholm Declaration. As per the World Road Statistics, 2024, the fatality rate per lakh population in China is 4.3, and in United States of America is 12.76 as compared to India, where it is 11.89. Comparative data with respect to United Kingdom and Japan has not been reported. (d): Government has formulated a multi-pronged strategy to address the issue of road safety based on 4E's i.e. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care. Accordingly, various initiatives have been taken for road safety in the country as detailed at Statement-I. (e): The Government in the Ministry of Road Transport and Highways is mandated with the task of constructing and maintaining National Highways in the Country. Road Safety is an integral and indispensable component of every National Highways Project. Road Safety initiatives on National Highways 04.12.2025 953 commence with the inception of Detailed Project Report (DPR) as road safety audit of all National Highways projects has been made mandatory at all stages i.e. design, construction, operation & maintenance through third party auditors/experts. As per available data, funds allocated to be spent for comprehensive road safety aspects varies from 2.21 % to 15 % of total cost of the development projects depending upon structures involved for construction of National Highways. Besides, the Government also implements the scheme for creation of awareness & publicity among road users and provides financial support to Transport Departments of States/UTs for setting up of Model Driving Training Institutes/Centres, setting up of Model Inspection & Certification Centres, improving and Strengthening of Public Transport System etc. The details of funds released for these initiatives during the last three Financial Years are placed at Statement-II. STATEMENT-I Details of various initiatives taken by the Government in Ministry of Road Transport and Highways for road safety: - (1) Education: i. Administers a scheme for setting up of Institutes of Driving Training & Research (IDTRs), Regional Driving Training Centres (RDTCs) and Driving Training Centres (DTCs) at state/district level across the Country. Recently revised scheme guidelines have been issued, incorporating enhanced financial assistance and streamlined eligibility criteria for establishing Driving Training 04.12.2025 954 Institutes. Additionally, incentives have been introduced for setting up Automated Testing Stations (ATS) in conjunction with Driving Training Institutes (DTIs) under the Training-Testing Cluster approach. ii. Administers Road Safety Advocacy Scheme for raising awareness about road safety and for administering road safety programs. iii. Observance of National Road Safety Month every year for spreading awareness and strengthening road safety. (2) Engineering : 2.1. Road engineering: i. Road Safety Audit (RSA) of all National Highways (NHs) has been made mandatory through third party auditors/ experts at all stages i.e. design, construction, operation and maintenance etc. ii. High priority is accorded to identification and rectification of black spots /accident spots on NHs. iii. Road Safety Officer (RSO) has been designated at each Regional Office of road owning agencies under the Ministry to look after RSA and other road safety related works. iv. Administers the electronic Detailed Accident Report (e-DAR) Project to establish a central repository for reporting, management and analysis of road accidents data across the Country. v. Issued guidelines for the provision of signages on Expressways and National Highways to offer improved visibility and intuitive guidance to the drivers. vi. Provisions have been made in the Motor Vehicles Act, 1988 for failure to 04.12.2025 955 comply with standards for the road design, construction and maintenance, as prescribed by the Central Government from time to time. 2.2 Vehicle engineering: Various initiatives were undertaken to make vehicles safer, including the following:- i. Mandatory provision of an airbag for the passenger seated on the front seat of a vehicle, next to the driver. ii. Prescribed norms related to safety measures for children below four years of age, riding or being carried on a motor cycle. It also specifies use of a safety harness, crash helmet and restricts speed to 40kmph. iii. Mandatory provisions for fitment of following listed safety technologies: - For M1 category vehicles: Seat Belt Reminder (SBR) for driver and co-driver. Manual Override for central locking system. Over speed warning system. For all M and N category vehicles: a.Reverse Parking Alert System iv. Mandated Anti-Lock Braking System (ABS) for certain classes of L [Motor vehicle with less than four wheels and includes a Quadricycle], M [Motor vehicles with at least four wheels used for carrying passengers] and N [Motor vehicles with at least four wheels used for carrying goods which may also carry persons in addition to goods, subject to conditions stipulated in BIS standards] 04.12.2025 956 categories. v.Mandated speed limiting function/speed limiting device in all transport vehicles, except for two wheelers, three wheelers, quadricycles, fire tenders, ambulances and police vehicles. vi. Published the rules for recognition, regulation and control of Automated Testing Stations, which define the procedure for fitness testing of vehicles through automated equipment and the procedure for grant of fitness certificate by ATSs. The rules have been further amended on 31.10.2022 and 14.03.2024. vii. Formulated the Vehicle Scrapping Policy based on incentives/dis-incentives and for creating an ecosystem to phase out old, unfit and polluting vehicles. viii. Formulated a Scheme to set up one model Inspection & Certification Centre in each State/UT with Central assistance for testing the fitness of vehicles through an automated system. ix. Published rules regarding the Bharat New Car Assessment Program (BNCAP) to introduce the concept of safety rating of passenger cars and empower consumers to take informed decisions. x. Published rules regarding prescribed level playing field in the area of manufacturing of buses by Original Equipment Manufacturers (OEMs) and Bus Body Builders. xi. Mandated vehicles, manufactured on or after 1st October, 2025, shall be fitted with an air-conditioning system for the cabin of vehicles of N2 (goods vehicle with gross vehicle weight exceeding 3.5 tonnes but not exceeding 12.0 tonnes) and N3 (goods vehicle with gross vehicle weight exceeding 12.0 tonnes) 04.12.2025 957 category. xii. Published rules for revision of standards for Safety Belt, Restraint Systems and Safety Belt Reminder to provide provisions for applicability of revised standards for safety belt assemblies, safety belt anchorages and the installation of Safety Belts and Restraint Systems, in Motor vehicles of category M,N and L7 w.e.f. 01st April, 2025. Further, the vehicles of category M1, manufactured on and after the 1st April 2025, shall meet the requirement of safety belt reminder for all front facing rear seats as per AIS-145-2018. xiii. Published rules for Active safety features in Medium and Heavy Duty vehicles, which provide for Braking System including Anti-lock Braking, Endurance Braking System for M2, M3, N1, N2, N3 and Quadricycle (effective for new models from 1st January, 2027 and for existing models from 1st October, 2027), and Advanced Driver Assistance Systems (ADAS) including Vehicle Stability Function (VSF), Lane Departure Warning System (LDWS), Driver Drowsiness and Attention Warning Systems, Blind Spot Information Systems and Moving off Information Systems for M2, M3, N2 and N3 categories of vehicles (effective for new models from 1st October, 2027 and for existing models from 1st January, 2028). (3) Enforcement: i. The Motor Vehicles (Amendment) Act, 2019 as stands implemented provides for strict penalties for ensuring compliance and enhancing deterrence for violation of traffic rules and strict enforcement through use of technology. Traffic management and enforcement is essentially in the domain of State 04.12.2025 958 Governments/UT Administrations. While Central Government formulates rules under the Motor Vehicle Act, 1988, the enforcement of these rules comes under the purview of State Governments/UT Administrations. ii. Issued rules for Electronic Monitoring and Enforcement of Road Safety. The rules specify the detailed provisions for placement of electronic enforcement devices on high risk & high density corridors on National Highways, State Highways and critical junctions cities having a population of more than one million in the country and cities under National Clean Air Programme (NCAP). iii. Government has issued guidelines for incentive to States for Implementation of Electronic Enforcement of Road Safety under the Scheme for Special Assistance to States for Capital Investment 2025-26 (SASCI 2025-26) with allocation of Rs. 3,000 Crore (on first come first serve basis). iv. On 10th June, 2024, the Government has issued an advisory to all the States and Union territories on technological interventions for ensuring compliance with Motor Vehicle Act, 1988. (4) Emergency care: i. Revised the scheme guidelines (named as Rah-Veer) for the protection of Good Samaritan, who in good faith, voluntarily and without expectation of any reward or compensation renders emergency medical or non-medical care or assistance at the scene of an accident to the victim or transports such victim to the hospital. As per the scheme, the reward for Rah-Veer has been increased to Rs. 25,000/- from Rs. 5,000/-. ii. Enhanced compensation of victims of Hit and Run motor accidents (from Rs. 04.12.2025 959 12,500 to Rs. 50,000 for grievous hurt and from Rs. 25,000 to Rs.2,00,000 for death). iii. The National Highways Authority of India has made provisions for ambulances with paramedical staff/Emergency Medical Technician/Nurse at toll plazas on the completed corridors of National Highways. iv. Government in Ministry of Road Transport and Highways has notified the Cashless Treatment of Road Accident Victims Scheme, 2025 on 5th May, 2025. SHRI SOUMENDU ADHIKARI: Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether the Government is aware of the fact that various private airline shave withdrawn their affordable regional air services under UDAN schemes in the country causing inconvenience to the people in getting different services including for emergency medical and pilgrimage requirements and if so, the reasons therefor; (b) whether the Government proposes to set up an airport or starting of airfield services at Haldia; and (c) if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a): Some UDAN routes were discontinued by airlines before completing 3 years tenure due to a variety of factors such as COVID 19 pandemic, aircraft shortage, supply chain issues, aircraft maintenance, airport/runway maintenance, low passenger demand on some routes, etc. (b) and (c): The State Government of West Bengal has not indicated the existence of any airstrip in Haldia for inclusion under the UDAN scheme, nor has any proposal been received from the State Government for development of a greenfield airport at Haldia under the Greenfield Airports Policy 2008. 04.12.2025 963 ELECTRICITY AMENDMENT ACT 896. DR. KALYAN VAIJINATHRAO KALE: Will the Minister of POWER be pleased to state: (a) whether the Union Government has examined any proposal to issue multiple distribution licenses in a single area as envisaged in the Electricity (Amendment) Bill, 2025 which would increase the financial burden on existing Government distribution companies and lead to higher tariffs for domestic and agricultural consumers; (b) if so, the details thereof; and (c) the steps proposed to be taken by the Government to mitigate such financial risks? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (c): Electricity Act, 2003 (Act), under Section 14, already enables the granting of multiple distribution licenses in the same area of supply to promote competition and efficiency in the power sector. However, at present, licensees in the same area are required to maintain separate networks, leading to duplication and avoidable costs. To address this, it has been proposed to allow distribution licensees to supply electricity through either their own or a shared network, subject to payment of applicable network charges and regulatory oversight by the State Electricity Regulatory Commission (SERC). The proposal doesn’t entail any additional financial burden on the existing 04.12.2025 964 Government or private distribution licensees as the users of the distribution network are required to pay the network charges determined by the SERC. Further, under Section 65 of the Act, State Governments shall continue to have the flexibility to support specific consumer categories including domestic and agricultural, by providing subsidies ensuring that no consumer group is unduly burdened. TOLL PLAZAS IN KARNATAKA 897. SHRI G. KUMAR NAIK: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the total number of toll plazas currently operational in the country along with the total length of toll roads, State-wise and district-wise in Karnataka; (b) the rationale or criteria adopted by the Government for determining the procedure for levying toll, particularly with regard to factors such as traffic density, economic profile of the region and project cost recovery; and (c) whether the Government has made publicly accessible information available regarding toll rates exemptions and concession periods, if so, the details thereof and if not, the reasons therefor? (b): The extant Fee Rules (National Highways Fee (Determination of Rates and Collection) Rules, 2008) for levy of Fee for services or benefits rendered on National Highways, was formulated in the year 2008, ensuring more transparency and certainty in the determination of user fee rates, with a uniform methodology for calculating user fees across the country. As such, the user fee is collected at a fee plaza for the use of any completed section of National Highway as per the fee notification published in the Gazette of India in accordance with the provisions of National Highways Fee Rules. Further, collection of user fee at fee plazas on National Highways is not related to the recovery of project development cost. User fee is collected for the use of a completed section of National Highway, in accordance with the provisions of the NH Fee Rules. SHRIMATI BIJULI KALITA MEDHI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the manner in which the Government envisions the future of urban staff working in harmony with advanced smart city technologies; and 04.12.2025 970 (b) the details of specific programmes aimed at promoting gender equality and the empowerment of women in urban planning roles? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) and (b): Ministry of Housing and Urban Affairs (MoHUA) is implementing Atal Mission for Rejuvenation and Urban Transformation (AMRUT), which was launched on 25 June 2015. Smart elements, components and technologies are part of AMRUT projects and this aims to promote sustainable urban development. AMRUT guidelines provides for smart elements such as Supervisory Control and Data Acquisition (SCADA) as part of the water supply and sewerage projects. As reported by States/UTs 258 Water supply projects and 146 Sewerage projects have been implemented with SCADA. Technology Sub-Mission is an important component of AMRUT 2.0 to encourage start-up ideas and private entrepreneurship and commissioning them into the pilot projects. As reported by States/UTs under AMRUT 2.0, 1,415 water supply projects, 246 Sewerage projects are approved with SCADA. MoHUA is supporting States/ Urban Local Bodies (ULBs) in capacity building activities through various Schemes of the Ministry such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT), for improving the capacities of ULB functionaries, elected representatives, etc., which includes all sections of the society including women. Under AMRUT, against the target of 45000 functionaries, 57134 functionaries have already been trained so far. Under AMRUT 2.0, capacity building programs are conducted for all 04.12.2025 971 stakeholders including contractors, plumbers, plant operators, students, women and citizens. MoHUA has designated 4 Institutes in different regions as Centre of Excellence (CoE) in Urban Planning and Design, which inter alia impart certified trainings/ certified courses to Civil Servants, State Town Planners, Municipal Officials, practitioners/professionals, young students etc. These centres have been provided endowment funds of ₹ 250 crore each. Besides, MoHUA has also designated 6 institutes as AMRUT Funded Centre of Urban Planning for Capacity Building. The role envisaged for these institutes inter alia include subject specific trainings to Municipal officials/ Town and Country Planning officials, augmenting capacity building of State / Local authorities and hand hold them in urban planning. MoHUA promotes gender sensitive and inclusive urban planning. Under AMRUT 2.0, Ministry has also launched AMRUT Mitra initiative which involves women Self Help Groups (SHGs) in water demand management, water quality testing, water infrastructure operations, and other water sectoral projects. In convergence with NULM, Women SHGs have led tree plantation drives in urban areas through AMRUT Mitra initiative under AMRUT 2.0. Women SHGs have been involved in site identification, plantation of saplings, and maintenance for survivability of plants. So far, 6,094 projects worth ₹377.81 crore have been approved under AMRUT Mitra. 04.12.2025 972 DEVELOPMENT OF RAYYA-DERA BABA NANAK CORRIDOR AS NH 899. SHRI SUKHJINDER SINGH RANDHAWA: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government has approved in principle or otherwise the proposal to declare and develop the Rayya–Dera Baba Nanak corridor linking Rayya, National Highway-503D (NH-503D), the sacred birthplace of Sri Guru Tegh Bahadur Ji with Dera Baba Nanak as a National Highway as a tribute on the 350th anniversary of his supreme martyrdom and if so, the details thereof; (b) whether any administrative sanction, financial approval or preliminary technical clearance has been issued by the Government or the National Highways Authority of India (NHAI) along with the estimated cost, allocated funds and the relevant budget head and if so, the details thereof; (c) whether any tenders, EOIs or RFPs have been floated for survey work, preparation of the DPR, upgradation, widening or construction and the agencies that participated and were selected along with their obligations and timelines and if so, the details thereof; (d) whether the project has faced delays, land or environmental issues, technical constraints or administrative hurdles and the remedial measures being taken and if so, the details thereof; and (e) whether the Government has fixed the expected completion date for this project and if so, the details thereof? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): 04.12.2025 973 (a) to (e): The highway starting from its junction with NH-3 near Beas (near Rayya) connecting Baba Bakala, Mehta (on NH-503A), Batala (on NH-54) and terminating at its junction with NH-354 near Dera Baba Nanak in the State of Punjab has been declared as NH-503D and Government had already approved the work of four laning of the above corridor. The construction work is being taken up in 2 Packages and these works are mainly delayed due to land possession issues within the acquired Right of Way, hindrances relating to electrical utilities and irrigation canal alignment for which support has been sought from the State Government of Punjab. The implementing agency i.e. National Highways Authority of India (NHAI) is regularly coordinating with the local administration and concerned departments for the resolution of hindrances, so as to enable early completion of the project. THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a): The Cabinet Committee on Economic Affairs had approved the implementation of Bharatmala Pariyojana Phase-I for the development of National Highways for a length of 34,800 km. Till November 2025, 26,425 km of the projects have been awarded and 21,350 km (80% of the awarded length) have been constructed. No new projects are being sanctioned under Bharatmala Pariyojana since November 2023. The development of the Highway network is a continuous process. Residual projects have been prioritised in the overall development pipeline and are being taken up for development based on the outcome of the respective Detailed Project Report (DPR), traffic density and synergy with PM Gati Shakti National Master Plan. (b) to (d): The process for preparation of Detailed Project Report for the development of Greenfield Highway from Kadampattukonam to Edamon to 04.12.2025 979 Aryankavu (Kerala/Tamil Nadu Border) NH 744 has been initiated. िवīुत मंýालय म¤ राºय मंýी; तथा नवीन और नवीकरणीय ऊजाª मंýालय म¤ राºय मंýी (®ी ®ीपाद येसो नाईक): (क) से (घ): िवīुत एक समवतê िवषय है, अत: सभी उपभोĉाओं को úामीण और शहरी ±ेýŌ म¤ ůांसफॉमªर, िवīुत लाइन और सबÖटेशन जैसी अवसंरचना कì उपलÊधता और पयाªĮता सुिनिIJत 04.12.2025 980 करने सिहत िवīुत कì आपूितª और िवतरण कì िजÌमेदारी राºय सरकार/िवīुत िवतरण यूिटिलटी कì है। राºय Ĭारा दी गई सूचना के अनुसार, िबहार के úामीण और शहरी ±ेýŌ म¤ िवīुत अवसंरचना कì उिचत उपलÊधता और पयाªĮता है। इसके अलावा, राºय Ĭारा दी गई सूचना के अनुसार, िबहार के úामीण ±ेýŌ म¤ लगातार पावर आउटेज या लगातार कम वोÐटेज कì कोई बड़ी समÖया नहé है। राÕůीय फìडर िनगरानी ÿणाली (एनएफएमएस) के माÅयम से उपलÊध åरपोटª के अनुसार, िव° वषª 2026 कì दूसरी ितमाही के दौरान िबहार के úामीण ±ेýŌ म¤ आपूितª कì दैिनक औसत अविध 22.22 घंटे थी। भारत सरकार ने úामीण और शहरी ±ेýŌ म¤ सभी पåरवारŌ को गुणव°ापूणª और िवĵसनीय िवīुत आपूितª के उĥेÔय को ÿाĮ करने म¤ मदद करने के िलए दीनदयाल उपाÅयाय úाम ºयोित योजना (डीडीयूजीजेवाई), एकìकृत िवīुत िवकास Öकìम (आईपीडीएस) और ÿधान मंýी सहज िबजली हर घर योजना (सौभाμय) जैसी ÖकìमŌ के माÅयम से राºयŌ/संघ राºय ±ेýŌ के ÿयासŌ को सÌपूåरत िकया है। राºयŌ/संघ राºय ±ेýŌ Ĭारा दी गई सूचना के अनुसार, देश के सभी आबाद गैर- िवīुतीकृत संगणना गांवŌ का िदनांक 28 अÿैल, 2018 तक िवīुतीकरण कर िदया गया था। डीडीयूजीजेवाई के तहत कुल 18,374 गांवŌ का िवīुतीकरण िकया गया, िजनम¤ िबहार राºय के 2,906 गांव और किटहार िजले के 934 गांव शािमल ह§। इसके अलावा, राºयŌ/संघ राºय ±ेýŌ Ĭारा दी गई सूचना के अनुसार डीडीयूजीजेवाई के तहत और उसके बाद सौभाμय के तहत िदनांक 31 माचª, 2019 तक सभी इ¸छुक पåरवारŌ का िवīुतीकरण पूरा हो गया था। सौभाμय अविध के दौरान िबहार राºय म¤ 32,59,041 घरŌ सिहत कुल 2.86 करोड़ घरŌ का िवīुतीकरण िकया गया। दोनŌ Öकìम¤ िदनांक 31.03.2022 को बंद हो चुकì ह§। भारत सरकार जुलाई, 2021 म¤ शुł कì गई संशोिधत िवतरण ±ेý Öकìम (आरडीएसएस) के तहत, सौभाμय के दौरान छूटे हòए घरŌ के िúड िवīुतीकरण के िलए राºयŌ/संघ राºय ±ेýŌ को आगे भी मदद कर रही है। इसके अलावा, Öकìम िदशािनद¥शŌ के अनुसार आरडीएसएस के तहत पीएम-जनमन (ÿधानमंýी जनजाित Æयाय महाअिभयान) के तहत िवशेष łप से कमज़ोर आिदवासी 04.12.2025 981 समूह (पीवीटीजी) से संबंिधत सभी िचिĹत घरŌ और डीए-जेजीयूए (धरती आबा जनजाित úाम उÂकषª अिभयान) के तहत आिदवासी घरŌ के ऑन-िúड िवīुतीकरण के कायª को मंज़ूरी दी गई है। अब तक, िबहार राºय म¤ 42,621 घरŌ के िवīुतीकरण के िलए 301 करोड़ Łपये सिहत 13.65 लाख घरŌ के िवīुतीकरण के िलए 6,521 करोड़ Łपये कì रािश के कायŎ को मंजूरी दी गई है। (ङ): भारत सरकार ने िविभÆन ÖकìमŌ जैसे डीडीयूजीजेवाई, जहां सभी गांवŌ का िवīुतीकरण सुिनिIJत करने और úामीण ±ेýŌ म¤ िवतरण अवसंरचना को मजबूत करने के िलए क¤þीय सहायता ÿदान कì गई थी; (ख) आईपीडी, जहां शहरी ±ेýŌ म¤ िवतरण नेटवकª को मजबूत करने हेतु िवīुत िवतरण म¤ एक ÿमुख उपाय के łप म¤ इसकì शुłआत कì गई और (ग) घरŌ के िवīुतीकरण के िलए सौभाμय के तहत िनिध के आवंटन के माÅयम से िवतरण संÖथाओं Ĭारा िवतरण अवसंरचना के उÆनयन और िनमाªण कì सुिवधा ÿदान कì है। देश कì िवतरण ÿणाली को मजबूत करने के िलए कुल िमलाकर 1.85 लाख करोड़ Łपये खचª िकए गए। भारत सरकार ने िव°ीय łप से िÖथर और ÿचालनाÂमक łप से कुशल िवतरण ±ेý के माÅयम से उपभोĉाओं को िवīुत आपूितª कì गुणव°ा और िवĵसनीयता म¤ सुधार के उĥेÔय से संशोिधत िवतरण ±ेý Öकìम (आरडीएसएस) शुł कì है। यह Öकìम नेटवकª सुŀढ़ीकरण और ÿणाली Öवचालन सिहत िवतरण नेटवकª के उÆनयन म¤ पåरणामोÆमुखी िनवेश के माÅयम से िवतरण ±ेý म¤ तकनीकì और वािणिºयक नुकसान म¤ सुधार पर क¤िþत है। इस Öकìम के तहत Öमाटª मीटåरंग कायŎ सिहत िवतरण अवसंरचना कायŎ के िलए 2.83 लाख करोड़ Łपये कì पåरयोजनाओं को मंजूरी दी गई है, िजसम¤ िबहार राºय के िलए 12,581 करोड़ Łपये और किटहार िजले के िलए 278 करोड़ Łपये शािमल ह§। Öवीकृत कायŎ म¤ सबÖटेशन/ िवतरण ůांसफामªर का िनमाªण/उÆनयन, कृिष फìडर का पृथ³करण, कंड³टरŌ का उÆनयन, घरेलू िवīुतीकरण कायª आिद शािमल ह§। (च): िबहार के किटहार िजले म¤ Öकìमवार िवīुतीकरण कì िÖथित नीचे दी गई है: डीडीयूजीजेवाई 2,13,906 गरीबी रेखा से नीचे (बीपीएल) घरŌ का िवīुतीकरण सौभाμय 3,47,597 घरŌ का िवīुतीकरण 04.12.2025 982 राजमागª संबंधी िनिवदाएँ 904. ®ी हरीश चंþ मीना: ³या सड़क पåरवहन और राजमागª मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या िव°ीय वषª अÿैल से िदसंबर, 2024 म¤ घोिषत राजमागª िनिवदाओं का मूÐय 3.60 लाख करोड़ Łपये था, जो वषª 2023-24 कì तुलना म¤ लगभग 46 ÿितशत कम था और िनिवदा आवंटन और िनमाªण कì गित िपछले वषŎ कì तुलना म¤ धीमी हो गई है, यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ख) सरकार Ĭारा ऐसी धीमी गित से अवसंरचना के लàयŌ का ÿभािवत न होना सुिनिIJत करने के िलए ³या उपाय िकए गए ह§; और (ग) टŌक और सवाई माधोपुर को जोड़ने वाली ÿÖतािवत राजमागª पåरयोजना कì वतªमान िÖथित संबंधी Êयौरा ³या है, साथ ही िनिवदा ÿिøया, िनमाªण समय-सीमा, पूरा होने कì अपेि±त समय- सीमा और इस गिलयारे म¤ आने वाली चुनौितयां ³या ह§?
