Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether the Government has initiated a comprehensive mapping of mandatory and voluntary Non-Tariff Measures (NTMs) across global markets to support Indian exporters, if so, the scope and time taken by the Government for this exercise; (b) the mechanisms that have been put in place to collect inputs from exporters, commodity boards and industry bodies and the manner in which these will be prioritized to ensure effective export support; (c) whether the Government has identified NTMs that act as Non-Tariff Barriers (NTBs) raising costs or compliance burdens for Indian exporters and the steps taken to address them; (d) the manner in which the Government plans to assist exporters in meeting technical standards, certifications and testing requirements abroad to improve product quality and competitiveness; and (e) whether any special measures are envisaged for sectors or countries where stringent NTMs have caused shipment delays, if so, the details thereof. THE MINISTER OF COMMERCE AND INDUSTRY (SHRI PIYUSH GOYAL): (a) and (b) Monitoring of Non-Tariff Measures (NTMs) is a dynamic and continuous process. It is being undertaken particularly for those relating to 16.12.2025 93 Sanitary and Phytosanitary (SPS) and Technical Barriers to Trade (TBT), to identify and address measures that may act as Non-Tariff Barriers (NTBs) affecting Indian exports. Regular consultations are held with line Ministries, Commodity Boards, Export Promotion Councils, and other stakeholders to monitor and address Non- Tariff Measures. Notifications by member countries to the World Trade Organization (WTO) are regularly tracked and shared with stakeholders. India actively participates in WTO SPS and TBT Committee meetings where Specific Trade Concerns (STCs) are reviewed. It also engages through bilateral mechanisms such as Joint Working Groups, technical consultations, and ongoing Free Trade Agreement (FTA) negotiations, reaffirming the Government’s commitment to protecting the interests of Indian exporters. (c) to (e) The Government adopts a multi-pronged strategy to assist exporters in complying with international NTMs and enhance export competitiveness through technical collaborations, institutional capacity building, and various scheme- based support measures. To address information asymmetry and ensure timely access to updated details on technical and certification requirements in foreign markets, the Directorate General of Foreign Trade (DGFT) has launched the Trade Connect e-Platform (https://trade.gov.in). The platform serves as a digital interface for exporters, including MSMEs, by providing information on trade agreements, country-specific market access requirements, certification and compliance norms, buyer–seller connect services, and global e-commerce guidance. It also 16.12.2025 94 integrates inputs from the Department of Commerce, Indian Missions abroad, Export Promotion Councils, Commodity Boards and other agencies to enable continuous engagement and sector-specific supports. Government is continuously strengthening its export quality management ecosystem from the ground up, starting at the farm and production levels. The concerned agencies such as Export Inspection Council (EIC), Agricultural and Processed Food Products Export Development Authority (APEDA), Marine Products Export Development Authority (MPEDA), other Commodity Boards, Export Promotion Councils (EPCs) etc. regularly undertake appropriate measures including capacity building of exporters, pre-export controls, laboratory testing and stakeholder sensitisation to strengthen quality management and ensure compliance with the standards of importing countries. Further, Export Inspection Council (EIC) is strengthening certification and testing systems and has entered into Mutual Recognition Arrangements (MRAs) with several countries, including the United States, European Union, Russia for various products. These initiatives promote international acceptance of Indian certifications, improve product quality, and facilitate smoother access to global markets. Apart from the product related interventions, the Government undertakes multiple initiatives to strengthen India’s integration into global value chains and reduce trade frictions. BharatTradeNet (BTN), announced in the Union Budget, aims to streamline cross-border trade through digitalisation of trade documents, cross-border data exchange, and hence facilitating improved access to trade 16.12.2025 95 finance for exporting to foreign markets. In addition, schemes such as the Trade Infrastructure for Export Scheme (TIES) and the Market Access Initiative (MAI) are being implemented to address infrastructural and market access barriers, while Rebate of State and Central Levies and Taxes (RoSCTL) Scheme and the Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme enhance export competitiveness by neutralising embedded taxes and levies. A Common Digital Platform for Certificate of Origin has also been introduced to facilitate trade and improve utilisation of Free Trade Agreements. Further, the PM GatiShakti National Master Plan and the National Logistics Policy focus on integrated infrastructure development and logistics efficiency to support exports. At the grassroots level, the Districts as Export Hubs (DEH) initiative is being implemented to promote exports competitiveness from districts by identifying products and services with export potential and strengthening local value chains. District Export Action Plans (DEAPs), prepared in coordination with State Governments, focus on addressing gaps in infrastructure, logistics, standardisation, branding, market access, quality control, testing and capacity building, thereby enabling wider participation of exporters, including MSMEs, in global markets. Additionally, to strengthen export competitiveness, particularly for MSMEs, the Government has recently approved the Export Promotion Mission (EPM) with an outlay of ₹25,060 crore for the period 2025-26 to 2030-31. The Mission comprises two sub-schemes: Niryat Protsahan, which enhances access 16.12.2025 96 to export finance, and Niryat Disha, which supports key trade enablers such as quality compliance, branding, logistics, warehousing and trade intelligence. Under Niryat Disha, targeted financial assistance is envisaged through the sub-component on Support for Export Quality and Technical Compliance for sectors facing high compliance costs arising from SPS, TBT and other NTMs. The support is intended to assist exporters, particularly MSMEs, in meeting raising costs related to testing, certification and audits, thereby improving compliance, reducing rejections, and minimising shipment delays at foreign ports. DEVELOPMENT OF INTEGRATED TEXTILE PARKS *233. SHRI RAJEEV RAI: Will the Minister of TEXTILES be pleased to state: (a) the details of steps taken by the Government for the development of Integrated Textile Parks in the country for the purpose of increasing textile production in the country during the last five years, State-wise; (b) the number of such Parks set up in the State of UP after COVID-19 pandemic, particularly in Mau and Ballia districts of UP; (c) the number of people who got employed in these Parks, particularly in these two districts; and (d) the details of any other initiatives being considered by the Government to augment production of textile goods and improve the employment scenario in the country? 16.12.2025 97 THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) to (d) With a view to develop integrated large scale and modern industrial infrastructure facility for the entire value-chain of the textile industry, the Government has approved setting up of 7 (Seven) PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in Greenfield/Brownfield sites with a scheme outlay of Rs. 4,445 crore for the period 2021-22 to 2027-28. The Government has finalised 7 sites viz. Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navsari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Maharashtra (Amravati) including one in Uttar Pradesh (Lucknow) for setting up PM MITRA Parks. Once completed, it is expected that each PM MITRA Park will generate about 3 lakhs (direct / indirect) employment across all elements of textile value chain including spinning, weaving, processing, printing, garment and accessories manufacturing. In addition, the Ministry is also implementing Scheme for Integrated Textile Park (SITP) to provide support for setting up textile parks with world- class, state-of-the-art infrastructure in textile hubs across the country. The scheme was in implementation upto 31.03.2021, however, the Scheme has now been subsumed under the umbrella Scheme of Textile Cluster Development Scheme (TCDS) for completing ongoing projects only. Under the said scheme, 32 parks have been completed and 18 projects are under various stages of implementation. As of now, under this scheme, employment of 1.24 lakh people has been generated. State wise list of SITP parks is given in the enclosed Statement. 16.12.2025 98 Further, Government is also implementing Production Linked Incentive (PLI) Scheme to promote production of MMF Apparel, MMF Fabrics and Products of Technical Textiles to enable textiles industry to achieve size and scale and to become competitive. As on date, a total of 91 companies have been selected under the PLI scheme for Textiles. In addition to above, Government is also implementing various other schemes/initiatives for the promotion of textile industry and generation of employment including Integrated Processing Development Scheme (IPDS), National Technical Textiles Mission (NTTM), SAMARTH Scheme for Capacity Building in Textile Sector, ATUFS, Silk Samagra-2, National Handloom Development Program (NHDP) and National Handicraft Development Program (NHDP) etc. STATEMENT State-wise list of completed and under implementation parks including number of employment Sl. THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) The Government, through the Central Silk Board (CSB) and the Office of the Development Commissioner for Handlooms (DC Handlooms), undertakes various initiatives that support silk weavers, including Tasar weavers, in the areas of branding and capacity building. CSB, through its RandD units, and through SAMARTH scheme provides technical assistance and training in silk reeling, weaving and processing activities and 6,850 persons across Tasar- producing States have been trained in reeling, spinning, weaving, dyeing, and related skills, during period 2021-22 to 2025-26 (up to Nov-2025) Need-based skill upgradation programmes for weaving, dyeing/printing and designing, are also conducted by DC Handlooms on the basis of field needs and state specific demands. Indian silks, including Tasar weavers’ products, are promoted globally under the Silk Mark label managed by SMOI (Silk Mark Organisation of India) under CSB, and market access is enhanced through nationwide Silk Mark Expos where Silk weavers are encouraged to showcase and sell their products. 16.12.2025 103 The Ministry of Textiles also supports GI (Geographical Indication) registration of handloom products, including Tasar products, across India under NHDP (National Handloom Development Program). (b) No such proposal is under consideration with the Government. WORKER PARTICIPATION UNDER MGNREGS *235. ADV. ADOOR PRAKASH: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government is aware of the decline in worker participation in Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in many States including Kerala, State-wise; (b) if so, the details thereof and if not, the reasons therefor; (c) whether the Government has conducted any review of declining worker participation under MGNREGS, if so, the details thereof; and (d) the details of worker participation under MGNREGS during the last seven years and the current year, State-wise? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) to (d) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) guarantees up to one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. Here it is also stated that it is a fall back option when no better employment opportunity is available. Since 16.12.2025 104 responsibility for implementation of Mahatma Gandhi NREGS at ground level lies with the respective State/UT Governments, the Ministry regularly reviews the implementation with State/UT in order to ensure adherence to the provisions of the Act and providing timely employment as per demand. In FY 2025-26 (as on 11.12.2025), 99.70% of rural households demanding work have been offered employment. Any variations, including increase/decrease in the employment provided across States/UTs, including Kerala, depends on the demand for work made by eligible rural households and employment availed by the workers against the employment offered. While the work demanded closely matches with the work offered, the difference of work availed with the former is on account of lack of utilisation of such offering by workers. This could be on account of better employment opportunities elsewhere, illness or any other relevant factor. Further, owing to better employment opportunities elsewhere or good monsoon season demand for employment keep varying from year to year basis under the scheme. In order to generate awareness about the provisions of the Scheme and to provide adequate employment opportunities to rural households under Mahatma Gandhi NREGS, all States/UTs carry out appropriate Information Education and Communication (IEC) campaigns including wall paintings for wide dissemination of the provisions of the Act, expand scope and coverage of demand registration system to ensure that demand for work under Mahatma Gandhi NREGA does not go unregistered, prepare plans in a participatory mode 16.12.2025 105 and approve them in the Gram Sabha and ensure Organization of ‘Rozgar Diwas’. The Ministry regularly reviews the implementation of the Mahatma Gandhi NREGS, including trends in worker participation through various fora viz., Mid- Term Review, Labour Budget meetings, Labour Budget Revision meetings, Programme Review meetings.
