Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the total area under protected cultivation in the country during the last five years, size-wise (classification of units: below 500 sqm, 500–1000 sqm, above 1000 sqm), State/UT-wise; (b) the number of beneficiaries (categories: small, marginal, SC/ST, women farmers) under protected cultivation schemes along with average unit size and average subsidy provided, category-wise; (c) the cost norms per square metre prescribed under MIDH/NHB for poly houses, greenhouses and shade-net houses and whether such norms differentiate between large commercial and small-scale structures; (d) whether Government has assessed affordability and financial viability of existing protected cultivation models for small and marginal farmers, including average farmer contribution and access to credit; 10.03.2026 511 (e) whether proposals have been received from States or institutions for low- cost, small-size protected cultivation models and the Government’s response thereto; (f) the average subsidy amount per unit and average farmer contribution required under current norms, size-wise and State-wise; and (g) the total funds allocated, released and utilised under protected cultivation components of MIDH during the last five years along with proportion of overall MIDH budget spent on this component, year-wise and State-wise? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) and (b) Government is implementing Mission for Integrated Development of Horticulture (MIDH) scheme for holistic development of horticulture sector in the country. MIDH scheme is being implemented through States/UTs, therefore, category wise details of beneficiaries under protected cultivation schemes along with details of average unit size and average subsidy is maintained at State level. However, State/UT wise and size wise details of the total area covered under protected cultivation in the country during the last five years is given in the enclosed Statement-I. (c) Details of the cost norms per square metre prescribed under MIDH for poly houses, greenhouses and shade-net houses is as under for different sizes including small scale structures. In case of large commercial structures subsidy is provided through National Horticulture Board in the project mode with add on 10.03.2026 512 components, however, cost calculated for various components under the project are as MIDH cost norms, wherever applicable. Component Cost Norms 1. Poly house/ Hybrid/ Retractable structures (a) Fan and Pad System Rs. 1800/Sq.m. (up to area 500 Sq.m.) Rs. 1600/Sq.m. (>500 Sq.m. up to 1008 Sq.m.) Rs. 1500/Sq.m. (>1008 Sq.m. up to 2080 Sq.m.) Rs. 1450/Sq.m. (>2080 Sq.m. up to 4000 Sq.m.) (b) Naturally ventilated system i.Tubular/ Rectangular Structure Rs.1200/Sq.m.(up to area 500 Sq.m.) Rs. 1050/Sq.m. (>500 Sq.m. up to 1008 Sq. m) Rs. 1000/Sq.m. (>1008 Sq.m. up to 2080 Sq.m.) Rs. 950/Sq.m. (>2080 Sq.m. up to 4000 Sq.m.) ii. Bamboo/Cable purlin structure Rs 450/Sq.m. 2. Note: Above rates will be 15% higher in the case of NE and Himalayan States, TSP and Scheduled areas, vibrant villages, Andaman and Nicobar and Lakshadweep Islands (d) The Government has assessed the affordability and financial viability of protected cultivation models for farmers, including small and marginal farmers, while designing and implementing interventions under MIDH and the schemes 10.03.2026 513 of the National Horticulture Board. Experience from the implementation of these schemes indicates that the combined financing structure consisting of subsidy, institutional credit, and farmer contribution enables adoption of protected cultivation technologies in a financially sustainable manner. Further, the cost norms and subsidy patterns under MIDH and NHB are periodically reviewed and revised, taking into account field experience, technological developments, and feedback from stakeholders to ensure continued affordability and viability for farmers, including small and marginal farmers. (e) Under MIDH, requests have been received from States or institutions for low-cost, small-size protected cultivation models and accordingly under the scheme, provision has been made for promotion of low cost protected structures like bamboo/cable purlin based polyhouses and shadenet/agro textile net houses, plastic/non-woven cloth tunnels and walk in tunnels. (f) Under MIDH scheme, subsidy is provided @50% of the maximum eligible cost for all sizes for all the States throughout the country and the remaining cost of the project i.e. 50% is borne by the beneficiary i.e. farmer contribution.
