There is no State/UT-wise allocation of funds under Mahatma Gandhi NREGS. वािणºय और उīोग मंýालय म¤ राºय मंýी; तथा इले³ůॉिनकì और सूचना ÿौīोिगकì मंýालय म¤ राºय मंýी (®ी िजितन ÿसाद): (क) वैिĵक अिनिIJतता, भू-राजनीितक अिÖथरता और ÿमुख बाजारŌ म¤ असमान मांग के बावजूद भारत का िनयाªत कायª-िनÕपादन िनरंतर मजबूती को दशाªता है। इले³ůॉिनक वÖतुओं, कृिष संबंधी ®ेिणयां जैसे अÆय अनाज, मांस, डेयरी और मुगê उÂपाद, चाय, समुþी उÂपाद, कॉफì, चावल और फल एवं सिÊजयां कुछ ऐसे ±ेý ह§ िजनम¤ मजबूत िवÖतार देखने को िमल रहा है। सोने और चांदी कì उ¸च आवक िशपम¤ट से पÁयवÖतु आयात म¤ उÐलेखनीय वृिĦ हòई है। सोने के आयात म¤ वृिĦ का मु´य कारण इसकì इकाई कìमत म¤ उÐलेखनीय वृिĦ है। चांदी के आयात म¤ उÐलेखनीय वृिĦ का कारण इसकì अंतरराÕůीय कìमत म¤ वृिĦ और सौर पैनल, इले³ůॉिन³स, इलेि³ůक वाहन और फामाª जैसे ±ेýŌ म¤ बढ़ी हòई औīोिगक मांग है। इन सभी कारणŌ से Óयापार घाटे म¤ वृिĦ हòई है। भारत के िवशाल िवदेशी मुþा भंडार को देखते हòए, देश का Óयापार घाटा आसानी से ÿबंधनीय िÖथित म¤ है। इसके अलावा, भारत वतªमान म¤ ÿमुख अथªÓयवÖथाओं म¤ सबसे तेजी से िवकास करने वाला देश है और यह िवकास पैटनª Öवाभािवक łप से इसके Óयापाåरक गितशीलता को ÿभािवत करता है। भारत कì तीĄ आिथªक वृिĦ आयात कì मांग को बढ़ा रही है, ³यŌिक तेजी से िवकास मशीनरी, इले³ůॉिन³स, औīोिगक इनपुट और ऊजाª कì आवÔयकता को बढ़ाता है। पåरणामÖवłप, मजबूत घरेलू मांग, िनवेश-आधाåरत िवÖतार और ऊजाª पर अÂयिधक िनभªरता के कारण उ¸च िवकास को उ¸च आयात म¤ पåरवितªत कर देते ह§, जो िविनमाªण िवÖतार को बनाए रखने और भारत को वैिĵक मूÐय ®ृंखलाओं म¤ एकìकृत करने के िलए आवÔयक है। (ख) आरबीआई Ĭारा उपलÊध नवीनतम आंकड़Ō के अनुसार, िसतंबर 2025 के दौरान सेवाओं के िनयाªत म¤ िसतंबर 2024 कì तुलना म¤ 12.5% कì सकाराÂमक वृिĦ दजª कì गई है, न िक 16.12.2025 981 िगरावट, जैसा िक बताया गया है। यह भी Åयान देने योμय है िक आरबीआई Ĭारा जारी िकए गए ितमाही भुगतान संतुलन (बीओपी) के आंकड़े लगभग तीन महीने के अंतराल के साथ आते ह§ और ितमाही आंकड़े जारी होने के बाद उनम¤ संशोधन िकया जा सकता है। (ग) यह Åयान देने योμय है िक चीन के साथ माýा -आधाåरत एकिýत Óयापार डेटा उपलÊध नहé है। डीजीसीआईएंडएस िविभÆन इकाइयŌ के साथ उपलÊध होने पर एचएस/पीसी ÖतरŌ पर मूÐय- आधाåरत एकिýत डेटा और माýा ÿदान करता है। चूंिक वÖतुओं को िविभÆन इकाइयŌ म¤ मापा जाता है, इसिलए एकिýत माýा डेटा ÿदान नहé िकया जा सकता है। अतः आयात और िनयाªत कì " माýा " के संदभª म¤ मांगी गई जानकारी अनुरोिधत łप म¤ उपलÊध नहé है। मूÐय के संदभª म¤, चीन के साथ भारत का Óयापार िनÌनवत है: िपछले 5 वषŎ म¤ चीन के साथ भारत का Óयापार (िबिलयन अमेåरकì डॉलर) मूÐय के संदभª म¤: वषª पणयवÖतु िनयाªत वृिĦ% पणयवÖतु आयात वृिĦ % 2020-21 21.19 27.53 65.21 -0.07 2021-22 21.26 0.36 94.57 45.02 2022-23 15.33 -27.90 98.51 4.16 2023-24 16.67 8.70 101.74 3.28 2024-25 14.25 -14.49 113.45 11.51 अÿैल-अ³टूबर 2025 10.02 24.58 73.99 11.89 ąोतः डीजीसीआईएंडएस पंचायत सहायता योजना 2759. ®ी िजत¤þ कुमार दोहरेः ³या पंचायती राज मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या सरकार उ°र ÿदेश म¤ कायाªिÆवत पंचायत सहायक योजना के अंतगªत िववरण आधार पर कायªरत पंचायत सहायकŌ के वतªमान 6,000 Łपये ÿित माह मानदेय म¤ वृिĦ करने पर िवचार कर रही 16.12.2025 982 है; (ख) ³या इस योजना के अंतगªत कायªरत मिहला पंचायत सहायकŌ को ÿसूित अवकाश ÿदान करने हेतु कोई नीित तैयार कì जा रही है; (ग) ³या सरकार पंचायत सहायक पद पर वतªमान úाम ÿधान ÿणाली के Öथान पर अपनी Öवयं कì िनधाªåरत, पारदशê ÿिøया से िनयुिĉ करने पर िवचार कर रही है; और (घ) यिद नहé, तो इसके कारण ³या ह§? पंचायती राज मंýी; तथा मÂÖयपालन, पशुपालन और डेयरी मंýी (®ी राजीव रंजन िसंह उफª ललन िसंह): (क) और (ख) "पंचायत", "Öथानीय सरकार" होने के कारण, राºय का िवषय है और भारत के संिवधान कì सातवé अनुसूची कì राºय सूची का िहÖसा है। पंचायत¤,संिवधान के ÿावधानŌ के अधीन,संबंिधत राºय पंचायती राज अिधिनयमŌ,जो राºय दर राºय िभÆन हो सकते ह§,के माÅयम से Öथािपत और संचािलत कì जाती ह§। तदनुसार, पंचायत सहायकŌ के मानदेय म¤ वृिĦ, मिहला पंचायत सहायकŌ को ÿसूित अवकाश ÿदान करने और पंचायत सहायकŌ के पद पर िनयुिĉयŌ सिहत पंचायतŌ से संबंिधत सभी मामले संबंिधत राºय सरकार के दायरे म¤ आते ह§। उ°र ÿदेश सरकार ने सूिचत िकया है िक उ°र ÿदेश म¤ पंचायत सहायक योजना के तहत वतªमान म¤ िववरण के आधार पर 6,000 Łपये के िनिIJत मािसक मानदेय पर कायªरत पंचायत सहायकŌ के मानदेय को बढ़ाने का कोई ÿÖताव िवचाराधीन नहé है। मानदेयके अितåरĉ, पंचायत सहायकŌ को जन सेवा क¤þŌ (सीएससी) के माÅयम से ÿदान कì जाने वाली िविभÆन गितिविधयŌ के िलए सेवा आधाåरत ÿोÂसाहन भी िमलता है। इसके अलावा, úाम पंचायतŌ को ÿसूित अवकाश देने पर कोई ÿितबंध नहé है। चूंिक úाम पंचायत एक Öवाय° संिवधािनक िनकाय है, इसिलए इनको मिहला पंचायत सहायकŌ को ऐसी छुĘी या अÆय आवÔयक राहत,जैसा उिचत समझा जाए, ÿदान करने का अिधकार ÿाĮ है। (ग) उ°र ÿदेश सरकार ने बताया है िक पंचायत सहायकŌ कì िनयुिĉ के िलए एक पारदशê, 16.12.2025 983 उĥेÔयपरक, योμयता-आधाåरत चयन ÿिøया पहले से ही लागू है। मौजूदा ÿिøया के तहत, केवल संबंिधत úाम पंचायत का एक Öथानीय िनवासी ही पाý है, और चयन पूरी तरह से क±ा 10 और क±ा 12 म¤ ÿाĮ उ¸चतम औसत अंकŌ के आधार पर िकया जाता है, िजससे ÿिøया म¤ िनÕप±ता और पारदिशªता सुिनिIJत होती है। (घ) भाग (ग) को Åयान म¤ रखकर उÂपÆन नहé होता। AUTOMOTIVE MISSION PLAN 2047 2760. BAALU (SRIPERUMBUDUR): Sir, what about Item No. 20? … (Interruptions) माननीय अÅय± : वह भी आयेगा । 12.11 hrs GOVERNMENT BILLS- INTRODUCED (i) SABKA BIMA SABKI RAKSHA (AMENDMENT OF INSURANCE LAWS) BILL, 2025 THE MINISTER OF FINANCE; AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN): Sir, I rise to move for leave to introduce  Published in the Gazette of India, Extraordinary, Part II, Section 2, dated 16.12.2025. 16.12.2025 1019 a Bill further to amend the Insurance Act, 1938, the Life Insurance Corporation Act, 1956 and the Insurance Regulatory and Development Authority Act, 1999. माननीय अÅय± : ÿÖताव ÿÖतुत हòआ: “िक बीमा अिधिनयम, 1938 , जीवन बीमा िनगम अिधिनयम, 1956 और बीमा िविनयामक और िवकास ÿािधकरण अिधिनयम, 1999 का और संशोधन करने वाले िवधेयक को पुर:Öथािपत करने कì अनुमित ÿदान कì जाए ।” SHRI N.K.PREMACHANDRAN (KOLLAM): Sir, I rise to oppose the introduction of the Bill, the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025. The first objection is regarding the title of the Bill, namely, the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025. Previously, so many amendments of the insurance laws have come to this House, and this is an Insurance Laws (Amendment) Bill. There is a specific provision in the legislative process. Kaul & Shakdher is very specific that the title of the Bill should convey the message regarding the intent and content of the Bill which has to be explicitly given to the public or given to the people at large. So, the title should be clear enough while being drafted. But it is quite unfortunate. I would like to quote Kaul & Shakdher Page No. 587: “Every Bill has a title succinctly describing the nature of the proposed measure. Care is taken to see that the title is sufficiently wide to cover all the provisions of the Bill, and that it is not vague, for, otherwise it may invite amendments outside the scope of the proposed measure”. 16.12.2025 1020 So, this is very clear. Now, coming to this Insurance Laws Bill, what is the relation of the ‘Insurance Laws’ with the Sabka Bima Sabki Raksha? So, the title of the Bill has nothing to do with the contents of the Bill. Now, I come to the contents of the Bill. Is 100 per cent FDI in the Life Insurance Corporation as well as in any insurance sector helping the poor people and the marginalized section of the society? So, 100 per cent FDI in the insurance sector is adversely affecting national interest. I have not got much time because merits are not to be discussed. Another provision is regarding the commission of the Life Insurance Corporation agents and other insurance agents which will be determined by the Insurance Regulatory Development Authority of India according to the new provision. In the original Bill, it was to be decided by the Parliament and as per the rules and regulations made by the Parliament. But it is quite unfortunate to note that the Insurance Regulatory Development Authority of India is given the authority to describe and determine the commission of the LIC agents. Even now, it is very well known to all, as several times I have also raised the issue of the LIC agents in the House, their commission has drastically reduced and thereby the number of LIC agents have come down like anything. The LIC agents are the backbone of the Life Insurance Corporation. But unfortunately, they have not been taken care of. In such a situation, the new Bill is not for insurance of the common people. It is not for the suraksha of the common people and the ordinary people. Therefore, I strongly object to it. Another objection of mine is also there. I would like to seek a ruling. I 16.12.2025 1021 would like to raise a point of order also in this regard. My point of order is in respect of Article 348 of the Constitution of India. I would like to have a ruling on this. I raise a point of order under Article 348 of the Constitution of India and the relevant provisions of the India’s Official Languages Act of 1963. I seek your kind ruling on this important Constitutional aspect relating to the language in which the Bills are being drafted and introduced in Parliament. … (Interruptions) I want a ruling. A specific ruling is required. … (Interruptions) Sir, this point of order is not political in nature please. It goes to the constitutional validity, legislative discipline and legal certainty of parliamentary legislation. Article 348 of the Constitution clearly provides that the authoritative text of the Bills to be introduced in either House of the Parliament and all of Acts passed by the Parliament shall be in English language, unless Parliament by law otherwise provides. This Constitutional mandate remains unchanged and binding on this House. माननीय अÅय± : माननीय सदÖय, आप इतने िवĬान् सदÖय है । आपको िनयम 72 पढ़ना चािहए । … (Óयवधान)
