Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of implementation of the PM-eBus Sewa-Payment Security Mechanism (PSM) Scheme, including the number of electric buses deployed or operationalised so far under the scheme, (b) the total number of payment security support claims processed till date and the quantum of funds released from PSM; (c) whether any instances of Public Transport Authorities (PTAs) payment defaults have been recorded, if so, the corrective measures undertaken thereof; (d) whether the Government has undertaken any assessment of the operational performance, utilisation rates or service outcomes of electric buses supported under the scheme; and (e) if so, the key findings thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a): Ministry of Heavy Industries (MHI) informed that the PM e-Bus Sewa- Payment Security Mechanism (PSM) Scheme was notified on 28th Oct, 2024. The PSM Scheme guidelines and SOPs are published. 13 States/UTs have submitted the Direct Debit Mandate (DDM) to Reserve Bank of India as on 2nd Dec, 2025, which is an essential requirement to be eligible under the Scheme. 11.12.2025 840 Further, tender for 5,918 number of buses was concluded under the PM-eBus Sewa Scheme and Concession Agreements were signed for 1,175 numbers of buses by the respective Authority/Municipality. Additionally, CESL has floated tender for 10,900 buses under PM E-DRIVE. (b) and (c): MHI informed that with respect to the above position, so far, no payment default has been reported and no claim has been processed under the PSM Scheme. (d) and (e): As informed by MHI, State Transport Undertakings (STUs)/Authorities sign the Concession Agreement with the bus operator directly. STUs needs to monitor the operational performance of electric buses, since payments to operators under the Gross Cost Contract (GCC) are directly linked to parameters such as kilometres operated, fleet availability and service performance. WASTE COLLECTION AND SOURCE SEGREGATION UNDER SBM - U 2.0 2043. SHRIMATI DAGGUBATI PURANDESWARI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the progress on achieving hundred per cent door-to-door waste collection and source segregation under Swachh Bharat Mission - Urban (SBM- U) 2.0, State-wise; (b) the total quantum of legacy waste (in million tonnes) remediated and the amount still present at dumpsites, State-wise; 11.12.2025 841 (c) the number of Waste-to-Energy and bio-methanation plants currently operational and under construction; (d) the steps being taken to formalise the informal waste-picker (Safai Mitra) ecosystem and integrate them into the formal waste management chain; and (e) the measures in place to enforce Extended Producer Responsibility for plastic waste and e-waste in urban areas? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) and (b): Government of India launched the Swachh Bharat Mission-Urban (SBM-U) on October 2, 2014 with the objective of making urban areas of the country Open Defecation Free (ODF) and for scientific processing of Municipal Solid Waste (MSW) generated in the urban areas of the country. To carry forward the progress made, SBM-U 2.0 has been launched on October 1, 2021 for a period of five years with a vision of achieving Garbage Free Status for all cities through 100% source segregation, door to door collection and scientific management of all fractions of waste including safe disposal in scientific landfills and remediation of all legacy dumpsites. Used Water Management (UWM) is also a new component under SBM-U 2.0 to holistically deal with faecal sludge & septage in cities having less than 1 lakh population as per census 2011. As reported by States/UTs on Swachhattam portal, 100% door to door collection is practiced in 96.64% of the wards i.e. 94,405 out of the total 97,684 wards and source segregation is being practiced in 88.08% of the wards i.e. 86,043 out of total 97,684 wards. 11.12.2025 842 A total of 2478 dumpsites (with more than 1000 tonne of waste) having 25.04 Cr. Metric Tonnes (MT) of waste have been identified for remediation. So far, 1096 dumpsites have been remediated completely and 986 sites are under progress. A cumulative of 15.20 Cr. MT (61%) of waste has been remediated and 7903.47 Acres (52%) land has been reclaimed. State-wise legacy dumpsites remediation and land reclaimed in the urban areas of the country under the Swachh Bharat Mission-Urban (SBM-U) 2.0 are available on website at https://sbmurban.org/swachh-bharat-mission-progess. (c): Under SBM-U 2.0, central assistance is provided for setting up all type of waste management projects including Waste to Energy Plants/ bio-methanation plants. So far, action plans for setting up Waste to Electricity plants of 4462 TPD and Bio-methanation plants of 8701.50 TPD have been received from State/UTs and approved with total project cost of ₹2318 Cr having central share of ₹698.29 Cr. As per reports received from State/UTs, 16 Waste to Electricity plants (18,900 TPD) are functional at present and 6 plants (5,550 TPD) are under construction. As per the budget announcement 2023-24, 500 new “Waste to Wealth” plants under the Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) are to be established for promoting circular economy. Accordingly, a total of 145 Compressed Bio Gas (CBG) plants which includes 53 plants under SBM-U 2.0, 65 plants taken up by Oil and Gas Marketing Companies and 27 state funded plants are being set-up with cumulative capacity of 20,155 TPD under 11.12.2025 843 GOBARdhan scheme. At present, 17 Bio-methanation plants with designed capacity of 1,910 TPD are operational. (d): SBM-U has nudged the creation of an ecosystem encouraging entrepreneurship in the sanitation and waste management space and empowering women led self-help groups (SHGs) through convergence with other government programs such as National Urban Livelihood Mission (NULM). Specifically, self-help groups (SHGs), informal sector waste pickers and sanitation workers have a scope for new engagement prospects through their association with the program, becoming waste managers and waste entrepreneurs. Further, Ministry of Social Justice & Empowerment (MoSJE) through the National Safai Karamchari Finance Development Corporation (NSKFDC) provides loans (@ Rs.15 lakh for individual and Rs.50 lakh for Self Help Group) to the Safai-Mitras and Sanitation workers under its Swachhta Udyami Yojna to procure equipment and vehicles for cleaning sewers and septic tanks so as to create sani-preneurs. Concessional loans are also provided under Green Business Scheme of NSKFDC for procurement Battery electric vehicle (E- rickshaw), Compressed air vehicle, Solar energy gadgets and Poly houses. (e): The Ministry of Environment, Forest and Climate Change has notified regulations for Extended Producer Responsibility (EPR) for five waste streams viz. plastic packaging, E-waste, battery waste, waste tyre and used oil, in order to ensure environmentally sound management of waste and operationalization of circular economy. 11.12.2025 844 The EPR regulations prescribe mandatory targets for recycling of wastes and also focus on reuse and use of recycled content depending on the type of waste stream. Mandatory targets have been prescribed for reuse of rigid plastic packaging as per EPR Guidelines on plastic packaging. The EPR regulations on E-waste, battery waste and tyre waste also promote refurbishment for further use. The implementation of extend producer responsibility regulations will lead to further development of waste management infrastructure and recycling industry, reduction in pollution caused by littered and unmanaged waste and recovery of valuable material through recycling. SHRI ARUN BHARTI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of Pradhan Mantri Awas Yojana - Urban (PMAY-U) in Bihar including the total number of houses sanctioned, under construction and completed; (b) the number of beneficiaries received assistance under the Beneficiary-Led Construction (BLC) component in Jamui, Jhajha and Lakhisarai towns; (c) the primary reasons for the slow progress of PMAY-U in Bihar including issues related toland titles and availability and delays in installment release; 11.12.2025 848 (d) the total funds released to Bihar under PMAY-U along with the amount of Central assistance pending; and (e) the steps being taken including the use of new construction technologies, to expedite the completion of sanctioned houses in Bihar? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (e): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) since 25.06.2015 to provide pucca houses with basic civic amenities to eligible urban households across the country, including Bihar. Based on the learning from the experience of 9 years implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for 1 crore additional eligible beneficiaries at affordable cost through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The time period for completion of projects/houses generally takes 12-18 months in BLC vertical of the schemes and as per Detailed Project Reports (DPRs) of respective projects/houses. The completion timeline for houses 11.12.2025 849 depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangements of funds by beneficiaries etc. Central assistance under PMAY-U & PMAY-U 2.0 is released to States/UTs in three installments incumbent upon fulfillment of mandatory compliances by the concerned States/UTs as per operational guidelines and other instructions issued by Ministry of Finance. Due installment of Central assistance is released as soon as requisite compliances are achieved in sanctioned projects, to concerned State Government for transferring it along with matching state share to the identified beneficiaries for construction of houses under the scheme. The Physical and financial progress under PMAY-U & PMAY-U 2.0 in the State of Bihar, including Jamui, Jhajha and Lakhisarai towns of the State, is at Statement. In order to promote innovative construction technology, a Technology & Innovation Sub-Mission (TISM) has been established under PMAY-U 2.0 to support innovative design and construction practices for faster and quality construction of houses. SHRI MANISH TEWARI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government has reviewed the status of clearance of the Dadumajra garbage dump in light of multiple undertakings before the National Green Tribunal and assurances in replies to above questions which committed to completing bio-remediation by December 2024 and later July 2025 and if so, the details thereof; (b) whether the Government is aware that, contrary to these assurances, the Chandigarh Municipal Corporation has now extended the deadline for clearing the dump to 30 November, 2025 and if so, the details thereof; (c) the reasons for such repeated extensions despite substantial financial allocations and claims that two dumps have already been cleared; (d) the quantum of remaining legacy waste and concurrent waste presently accumulating; and (e) the steps being taken to ensure full and time-bound clearance of the garbage dump and prevent its recurrence in the future? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (e): Sanitation is a State subject under 7th schedule of the constitution. It is the responsibility of State/ULBs to plan, design, execute and operate sanitation projects in the urban areas of the country. 11.12.2025 852 The implementation of projects under Swachh Bharat Mission-Urban is undertaken through regular meeting with the state officials at various levels & through regular field visits. As per information received from UT of Chandigarh, 5.10 Lakh MT of legacy waste identified at Dadumajra dumpsite has been completely remediated. Around 55,000 MT of unprocessed waste accumulated at the site is currently being remediated. As informed, UT of Chandigarh has ensured adequate waste processing to avoid its recurrence.
