Will the PRIME MINISTER be pleased to state: (a) whether it is a fact that the Indian Space Research Organisation (ISRO) has started the work of setting up a separate research station in space on behalf of our country names Bharatiya Antriksh Station (BAS) and if so, the details thereof; (b) the details of the objectives and expected capabilities of BAS in comparison to other space stations; (c) whether it is true that applications have been invited from interested space agencies to build it on behalf of the Vikram Sarabhai Space Centre and if so, the details thereof; (d) the details of total budget earmarked for the India's prestige project in space and fund released in the current budget year; (e) the time by which the BAS project be completed and functional along with the details of milestones have been set to ensure its timely completion; and (f) the advantages and benefits India likely to get by setting up of this BAS? 25.03.2026 626 THE MINISTER OF STATE OF THE MINISTRY OF SCIENCE AND TECHNOLOGY; MINISTER OF STATE OF THE MINISTRY OF EARTH SCIENCES; MINISTER OF STATE IN THE PRIME MINISTER'S OFFICE; MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS; MINISTER OF STATE IN THE DEPARTMENT OF ATOMIC ENERGY; AND MINISTER OF STATE IN THE DEPARTMENT OF SPACE (DR. JITENDRA SINGH): (a): ISRO has worked out overall configuration of Bharatiya Antariksh Station comprising of five modules. The overall configuration has been reviewed by the National Level Review Committee. In September,2024, Union Cabinet approved development and launch of first module of Bharatiya Antariksh Station (BAS-01) by 2028 as part of revision in scope of Gaganyaan Programme. Overall system engineering of BAS-01 module and technology development activities of various subsystems is progressing in ISRO Centres/Units. (b) and (c): It may be noted that Vikram Sarabhai Space Centre has issued an Expression of Interest to Indian Industries for realisation of structure for 1st module of Bharatiya Antariksh Station (BAS). (d): The current approval is limited to first module of Bharatiya Antariksh Station and the cost of development and launch of first module is estimated as ₹1763 Cr for period of four years (2025 to 2028). (e) and (f): It is targeted to have 1st module of BAS by 2028 and fully operational BAS with all five modules by 2035. Major technology goals targeted for BAS include rendezvous & docking, 25.03.2026 627 robotics, in-orbit refuelling, crew quarters, intra vehicular suit, racks for microgravity experiments. Key microgravity research areas targeted include life sciences, pharmaceuticals, material sciences and manufacturing technologies. DELHI-BHIWADI-NEEMRANA-MANOHARPUR-JAIPUR RAIL LINE 5402. SHRI RAO RAJENDRA SINGH: Will the Minister of RAILWAYS be pleased to state: (a) whether it is a fact that Delhi-Bhiwadi-Neemrana-Manoharpur-Jaipur rail line was among the initial projects proposed under the Delhi-Mumbai Industrial Corridor (DMIC) in 2008 and if so, the details thereof; (b) whether the project could not be incorporated or operationalised under the DMIC despite initial clearances and if so, the details thereof; (c) whether the Government proposes to revive or integrate this project in view of its significance for industrial and regional economic development in Rajasthan; and (d) if so, the details thereof including the current status and expected timeline for its implementation? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d): Delhi and Jaipur cities are already connected via Rewari through two routes namely Delhi-Rewari-Alwar-Bandikui-Jaipur and Delhi-Rewari-Ringus- Jaipur. To provide additional connectivity between Rewari and Jaipur, Final 25.03.2026 628 Location Survey (FLS) for Rewari – Jaipur via Neemrana New Line (191 km) has been sanctioned for preparation of DPR. After preparation of DPR, sanctioning of project required consultation with various stake-holders including State Governments and necessary approvals viz. Appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines depends upon appraisal and approval by various stakeholders. QUANTITY OF WHEAT, PADDY AND COARSE GRAINS PROCUREMENT TARGET 5403. SHRI MANOJ KUMAR: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the details of the quantity of wheat, paddy and coarse grains procured and proposed to be procured under the Foodgrain Procurement Policy by the Food Corporation of India (FCI) since 2020-21 till 2026, year, crop and State-wise; (b): the details of the quantity of wheat, paddy and coarse grains procurement target and procured against the target between the Financial Year 2020- 21 till 2026, State, year and cropwise; (c) whether the Government is aware that Bihar had produced high paddy in this season and Government fixed very less target for Bihar; (d) if so, whether the Government has any plan to increase the target and 25.03.2026 629 extended timeline till April 2026 to procure 100% paddy from Bihar farmers; (e) if so, the details thereof and if not, the reasons therefor; and (f) the details of procurement carried out under the Decentralised Procurement System during the same period, State, crop and year-wise? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a): The procurement of foodgrains from farmers under Minimum Support Price (MSP) operations is majorly undertaken by the State Govt. agencies and the quantity procured directly by FCI is miniscule. Food Corporation of India (FCI), along with other state agencies undertakes procurement of wheat and paddy. As per the extant policy, the State Governments & its agencies undertake procurement of coarse grains/millets at Minimum Support Price (MSP) under Decentralized Procurement (DCP) system. The FCI does not undertake procurement of coarse grains. Year-wise and state-wise details of quantity of Paddy procured by FCI since Kharif Marketing Season (KMS) 2020-21 is at Statement-I. Year-wise and state-wise detail of quantity of Wheat procured by FCI since Rabi Marketing Season (RMS) 2020-21 is at Statement-II. (b): Year-wise and state-wise details of estimates and actual procurement of Paddy (in terms of Rice) for Central Pool since Kharif Marketing Season (KMS) 2020-21 is at Statement-III. 25.03.2026 630 Year-wise and state-wise details of estimates and quantity of Wheat procured for Central Pool since Rabi Marketing Season (RMS) 2020-21 is at Statement-IV. Year-wise and state-wise details of estimates and quantity of Coarse grains procured for Central Pool since Kharif Marketing Season (KMS) 2020- 21 is at Statement-V. (c) to (e): The estimates for procurement of Paddy (in terms rice) are finalized by Government of India in consultation with State Governments and Food Corporation of India, before the commencement of each marketing season based upon estimated production, marketable surplus and agricultural crop pattern. Procurement in a State depends not only upon production but also upon other multiple factors like marketable surplus, MSP, prevailing market rate, demand & supply situation and participation of private traders etc. The estimates for procurement of paddy in Bihar for KMS 2025-26 (Kharif) is 25 Lakh Metric Tons (LMT) [in terms of rice] against which 22.84 LMT have been procured, as on 19.03.2026. Upon request of the State Government, the period of procurement of paddy in Bihar during KMS 2025-26 (Kharif) has been extended from 28.02.206 to 31.03.2026 and there is no further request in this regard. (f): Year-wise and state-wise details of paddy procurement carried out under the DCP system for Central Pool since Kharif Marketing Season (KMS) 2020- 21 is at Statement-VI. Year-wise and state-wise details of Wheat procurement carried out 25.03.2026 631 under the DCP system for Central Pool since Rabi Marketing Season (RMS) 2020-21 is at Statement-VII. MURUGAN): (a) to (d): The Indian Institute of Creative Technologies (IICT), Mumbai, is a National Centre of Excellence established by the Ministry of Information and Broadcasting in collaboration with the Government of Maharashtra, Federation of Indian Chambers of Commerce and Industry (FICCI) and Confederation of Indian Industry (CII) to promote innovation and capacity building in the Animation, Visual Effects, Gaming, Comics and Extended Reality (AVGC-XR) sector. The institute is currently operating from the IICT–National Film Development Corporation (NFDC) campus, Mumbai. The institute is now operational with modern classrooms, immersive studios, and specialized facilities for sound and editing to support both academic learning and industry 25.03.2026 653 collaboration. To date, 18 distinct courses have been introduced across various domains of the AVGC-XR sector with 136 students’ enrolment in these programs. Moreover, 15 participants have successfully completed the 'Train- the-Trainer' initiative. IICT has collaborated with global technology leaders to strengthen skilling and technology capabilities in the AVGC-XR sector. These collaborations will benefit creators enrolled with IICT from all across India. IIP serves as an important input for the quarterly estimation of Gross Value Added (GVA) of the manufacturing sector. (d) : The Government has taken several steps to boost investments and attract more industrial activities in the country. Government through Department for Promotion of Industry and Internal Trade (DPIIT) and other Central Ministries/Departments provides an enabling ecosystem for the overall industrial development of the country through appropriate policy interventions. In addition to ongoing schemes of various Ministries and Departments, the Government has taken various steps for promotion and facilitation of setting up of new industries across State/UTs such as Make in India, Startup India, PM GatiShakti, National Infrastructure Pipeline (NIP), National Industrial Corridor Programme, Production Linked Incentive (PLI) Scheme, promoting Ease of Doing Business (EoDB) and reducing compliance burden, National Single Window System (NSWS), India Industrial Land Bank (IILB), Project Monitoring Group (PMG), liberalization of Foreign Direct Investment (FDI) policy, Indian Footwear and Leather Development Programme (IFLDP) Scheme, etc. To strengthen economic growth and enhance its global standing, the government has steadily expanded its global trade partnerships; for example, the India- New Zealand Free Trade Agreement includes a USD 20 Billion investment commitment over 15 years, while the India-EFTA Trade and Economic Partnership Agreement provide a USD 100 Billion investment commitment over 15 years, thus supporting economic growth in the country. 25.03.2026 656 (e) : India is actively participating in regional and plurilateral platforms to support diversified and sustainable supply chains and to strengthen economic engagement and cooperation among partner countries with the goal of advancing growth, economic stability and prosperity. Further, Department of Commerce has established the International Supply Chain Resilience Study Group (Group), consisting of representatives from Ministries/Departments and industry bodies, to ensure a comprehensive and coordinated approach. So far four meetings of the group have been held. During the course of its meetings, the Group, finalized the analytical framework for the study, identified priority sectors, namely Pharmaceuticals & Medical Devices, Chemicals and Fertilizers, Critical Minerals and Metals, Electronics and Semiconductors, and Automobile and proposed mechanisms for data harmonization and structured industry engagement. The Group also recommended the establishment of an Early Warning System to monitor import surges or disruptions. The Pharmaceutical and Medical Devices sectors have been selected for the first detailed assessment owing to their strategic importance for public health, deep integration into global value chains, and heightened exposure to external supply disruptions.
