Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the details of crop varieties which have been developed during the last five years using radiation technique; (b) the features or characteristics of the newly introduced crop varieties that distinguish them from the earlier varieties; (c) whether any assessment or examination has been undertaken regarding the safety of these new varieties for consumption; (d) if so, the details of the studies or evaluations conducted in this regard; and (e) whether these crop varieties have been released after field trials for cultivation by the farmers and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) During the last 5 years, a total of 23 varieties were released for cultivation by using radiation techniques. These include 7 varieties of rice, 5 of mustard, 3 of black gram (urad), 3 of sorghum (jowar), 2 of groundnut, one of mung bean, one of sesamum(til) and one of banana. Till date 72 improved crop varieties 16.12.2025 136 were developed through radiation and released for cultivation. (b) The new varieties are released for different agro-climatic conditions of various states and different growing seasons (rainy, post-rainy and summer). These have key desirable traits like increased yield, larger seed size, seed dormancy, early maturity, higher nutrient content, resistance to lodging, improved disease resistance and wider adaptability to abiotic stresses. (c) to (e) Yes, all varieties are absolutely safe for consumption. Radiation based mutagenesis only accelerates the natural process of mutation induction. Only seeds are exposed to radiation for inducing mutations in their DNA. This process does not make the seeds radioactive, and particularly, radiation-induced mutagenesis has been safely used for the last 8-9 decades worldwide to improve crop varieties. The newly developed mutants developed through use of radiations are thoroughly evaluated in the Indian Council of Agricultural Research (ICAR) / State Agricultural University (SAU) evaluation system to test their superiority and adaptability over the existing local, zonal and national check varieties in station, multi-location and adaptive trials in the field of actual farmers. The highest-performing genotypes are also evaluated for their nutritional-quality parameters such as oil content, carbohydrate content, protein and fat content etc. After this rigorous testing, based on its superiority (over check varieties), the newly developed mutant line is recommended for release by the varietal identification committees of ICAR/SAU. All these crop varieties are officially released for cultivation by farmers following successful field trials and evaluations conducted by ICAR or SAUs at multiple locations. In this regard, 16.12.2025 137 gazette notifications for release of newly developed crop varieties have been issued by Ministry of Agriculture and Farmers Welfare (MoAFW). ELECTRIC MOBILITY 2535. SHRI DEEPAK ADHIKARI (DEV): Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) the initiatives taken by the Government to establish and facilitate electric mobility in the country to reduce vehicular emission and dependence on fossil fuels in the last five years; and (b) the funds allocated by the Government for building infrastructure conducive to electric mobility in the country and the amount spent? THE MINISTER OF STATE IN THE MINISTRY OF HEAVY INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF STEEL (SHRI BHUPATHI RAJU SRINIVASA VARMA): (a) The Government has implemented following schemes with an aim to establish and facilitate electric mobility in the country to reduce vehicular emission and dependence on fossil fuels in the last five years : - (i) Faster Adoption and Manufacturing of Electric (andHybrid) Vehicles in India' (FAME India) Scheme : The second phase of FAME India scheme was implemented for a period of 5 years i.e. 01.04.2019 till 31.03.2024 with an outlay of Rs.11,500 crore. A total of 16,71,606 lakh EVs have been sold under the scheme and 6,862 e-buses have been sanctioned under the scheme. Besides this 8,932 EV Public Charging 16.12.2025 138 stations (EVPCS) have been installed by 3 Oil Marketing Companies (OMCs). (ii) Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry in India (PLI-Auto): The Government approved this scheme on 23.09.2021 for Automobile and Auto Component Industry in India for enhancing India's manufacturing capabilities for Advanced Automotive Technology(AAT) products with a budgetary outlay of Rs.25,938 Crore. The scheme proposes financial incentives to boost domestic manufacturing of AAT products with minimum 50% Domestic Value Addition (DVA) and attract investments in the automotive manufacturing value chain. (iii) Production Linked Incentive Scheme on National Programme on Advanced Chemistry Cell (ACC) Battery Storage: The Government on 12.05.2021 approved PLI Scheme for manufacturing of ACC in the country with a budgetary outlay of Rs.18,100 crore. The scheme aims to establish a competitive domestic manufacturing ecosystem for 50 GWh of ACC batteries. (iv) PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme: This scheme with an outlay of Rs. 10,900 crore is being implemented from 01.04.2024. This scheme aims to support electric vehicles including e-2W, e-3W, e-Trucks, e-buses and e-Ambulances, and also EV public charging stations and upgradation of testing agencies. (v) PM e-Bus Sewa-Payment Security Mechanism (PSM) Scheme: This 16.12.2025 139 Scheme notified on 28.10.2024, has an outlay of Rs.3,435.33 crore and aims to support deployment of more than 38,000 electric buses. The objective of scheme is to provide payment security to e-bus operators in case of default by Public Transport Authorities (PTAs). (vi) Scheme for Promotion of Manufacturing of Electric Passenger Cars in India (SPMEPCI): This scheme was notified on 15.03.2024 to promote the manufacturing of electric cars in India. SHRI V. K. SREEKANDAN: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether it is a fact that trade deficit with China widens despite exports surge to China; (b) whether it is also a fact that exports to China grew by 25% during the April- October 2025 period; (c) whether it is also true that India’s trade deficit with China continued to widen touching US $64 billion in the first seven months of the current financial year; (d) whether it is also true that to address this issue the Government has formed an Inter-Ministerial Panel for Import Surge Monitoring; and (e) if so, the details thereof including the composition and the action taken by the panel in this regard so far? 16.12.2025 143 THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (c) India’s trade deficit with China has increased from USD 58.09 billion in Apr-Oct, 2024 to USD 63.97 billion in Apr-Oct, 2025, a rise of 10.1%. However, the deficit is mainly due to imports of raw materials, intermediate goods and capital goods, like auto components, electronic parts and assemblies, mobile phone parts, machinery and its parts, Active Pharmaceutical Ingredients, etc. which are used for making finished products which are also exported out of India. India’s export to China has also increased from USD 8.04 billion in Apr-Oct, 2024 to USD 10.02 billion in Apr-Oct, 2025, a rise of 24.7%. (d) and (e) An Inter-Ministerial Committee (IMC) has been constituted to consider the trends with respect to imports and exports and recommend corrective action wherever required. The composition of the IMC includes representatives from Department of Commerce, Department of Revenue, Department for Promotion of Industry and Internal Trade, Directorate General of Foreign Trade and Directorate General of Commercial Intelligence and Statistics. The IMC monitors exports and imports regularly and takes corrective measures in consultation with various stakeholders. LAKHPATI DIDI BENEFICIARIES 2538. ADV. CHANDRA SHEKHAR: Will the Minister of RURAL DEVELOPMENT be pleased to state: 16.12.2025 144 (a) the details and number of women belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes (SC/ST/OBC) and designated as Lakhpati Didis under the target of three crore by 2027 announced in the Budget 2025-26, category-wise; (b) whether the Ministry analysed the proportion of SC/ST women beneficiaries in the current 1.25 crore, especially considering their socio- economic status; and (c) if so, the details of measures proposed for the States where Dalit and Adivasi women reportedly face exclusion from SHGs and Drone Didi training programmes? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a) Lakhpati Didi is an initiative of Deendayal Antyodaya Yojana- National Rural Livelihoods Mission (DAY-NRLM) with the objective to empower and enable Self-Help Groups (SHG) rural women to earn a minimum income of Rupees one lakh per annum on a sustainable basis, for at least 4 agricultural seasons and/ or business cycles. As of 31.12.2024, 21.45% of total Lakhpati Didis belongs to the SC category, 14.18% belongs to the ST category, and 42.89% belongs to OBC category. (b) and (c) Under NRLM, women from Vulnerable communities including SC/STs are mobilised into SHGs in coordination with the States. The target group under DAY-NRLM is determined by a well-defined, transparent and 16.12.2025 145 equitable process of participatory identification of poor (PIP), anchored by the members of the target communities. All households identified as poor through the PIP, processes, including households with at least one deprivation, data presented to the Gram Sabha for vetting and subsequently approved by Gram Panchayat and thus become DAY-NRLM Target Group households and are eligible for all the benefits under the programme. The State Missions have been advised to prioritize Integrated Action Plan (IAP) Districts for DAY-NRLM intensive activities. The Social Management Framework (SMF) for DAY-NRLM focuses on social inclusion, social accountability and social safeguards particularly focusing on marginalized and vulnerable social groups including the Scheduled Castes (SCs) and the Scheduled Tribes (STs) and the Particularly Vulnerable Tribal Groups (PVTGs). Every State has been directed to prepare a social inclusion plan to guide their efforts to mobilize vulnerable groups including the SCs and the STs into SHGs and promote their financial and economic inclusion to ensure better livelihoods. DR. M. P. ABDUSSAMAD SAMADANI: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and total number of drones distributed to women Self Help Groups (SHGs) under the Namo Drone Didi scheme, State-wise; (b) the measures taken by the Government to create awareness and train women SHGs to handle drones; (c) the details of total expenditure incurred by the Government in training and conducting these awareness campaigns; (d) whether the Government will prioritise distributing drones to women in the 16.12.2025 148 coastal belt of Kerala, which can enhance their livelihood opportunities; and (e) if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a) to (c) Government approved Central Sector Scheme 'NAMO DRONE DIDI' for providing Drones to the Women Self Help Groups (SHGs), during the period of 3 years (2023-24 to 2025-26) with an outlay of Rs. 1261 Crores. The major aims and objectives of the scheme is to promote advance technology in agriculture for improved efficiency, enhanced crop yield and reduced cost of operation and to empower Women Self Help Groups (SHGs) as drone service providers for increasing their income and providing livelihood support to them. 1094 drones have been distributed to SHGs by the Lead Fertilizer Companies (LFCs) in 2023-24 utilizing their internal resources. Out of these 1094 drones, 500 drones have been distributed to SHGs under Namo Drone Didi scheme. The State-wise distribution of these drones is given in the enclosed Statement. The drones under Namo Drone Didi Scheme are supplied as a package, which also include training for one of the members of the SHGs for fifteen days. The training covers drone flying, understanding provisions of Drone Rules, Standard Operating Procedures (SOPs) for nutrient and pesticide application, drone flying practice for agriculture purpose and minor repair and maintenance 16.12.2025 149 of drones. Department of Agriculture and Farmers Welfare has released Standard Operating Procedure (SOP) for drone application with pesticide for crop protection and for spraying soil and crop nutrients in agricultural, forestry, non- cropped areas etc. in December 2021 that provides concise instructions for effective and safe operations of drones. It covers important aspects like statutory provisions, flying permissions, area distance restrictions, weight classification, overcrowded areas restrictions, drone registration, safety, insurance, pilot certifications, operation plan, air flight zones, weather conditions, operating instructions for pre, post and during operation, emergency handling plan etc. SOPs for application of pesticides with drones have also been released in April 2023, which has widened the potential use of Kisan Drones with pesticides in 10 different crops grown under diverse agro-climatic conditions. It includes information for drone operations based on relevant parameters like temperature, humidity, wind speed, terrain conditions and crop conditions/stages etc. The Indian Council of Agricultural Research (ICAR) is actively promoting drone use in agriculture through widespread demonstrations on the farmers' fields with financial support of Rs. 52.50 Crores under the Sub-Mission on Agricultural Mechanization (SMAM). During the period from 2023-24 to 2025-26, the institutions of ICAR, Agricultural Universities and Krishi Vigyan Kendras (KVKs) across the country had carried out 40928 kisan drone demonstrations on farmers' fields on nutrients, fertilizers, chemicals (insect and pest) applications following these SOPs and covering an area of 40918 hectare. 16.12.2025 150 (d) and (e) Under Namo Drone Didi scheme, 02 numbers of drones have been distributed in the State of Kerala. An allocation of 82 drones under the Namo Drone Didi Scheme has been conveyed to the State of Kerala. THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) Startup India is an initiative by the Government of India. The Government, with an intent to build a strong ecosystem for nurturing innovation, startups and 16.12.2025 154 encouraging investments in the startup ecosystem of the country launched the Startup India initiative on 16th January 2016. Under Startup India initiative, the Government is implementing three flagship Schemes, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS), and Credit Guarantee Scheme for Startups (CGSS) to provide funding opportunities and support startups across sectors at various stages of their business cycle. FFS has been established to catalyze venture capital investments and is operationalized by Small Industries Development Bank of India (SIDBI), which provides capital to Securities and Exchange Board of India (SEBI)-registered Alternative Investment Funds (AIFs) which in turn invest in startups. Specifically for the State of Maharashtra, Rs. 6821.95 crore was committed to 80 AIFs under FFS as on 31st October 2025. SISFS provides financial assistance to seed stage startups through incubators. SISFS is implemented from 1st April 2021. Specifically in the State of Maharashtra, Rs. 120.75 crore was approved to 29 incubators under SISFS as on 31st October 2025. CGSS is implemented for enabling collateral free loans to startups through eligible financial institutions. CGSS is operationalized by the National Credit Guarantee Trustee Company (NCGTC) Limited and has been operationalized from 1st April 2023. Specifically for the State of Maharashtra, 72 loans amounting to Rs. 159.56 crore have been guaranteed for startup borrowers under CGSS as on 31st October 2025. 16.12.2025 155 As per the Department of Financial Services, Ministry of Finance, the Government also launched the Stand-Up India Scheme on 5th April 2016 with the objective to facilitate loans from Scheduled Commercial Banks (SCBs) of value between Rs.10 lakh and Rs.1 crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and one woman borrower per bank branch for setting up a greenfield enterprise in the manufacturing, services or trading sector and also for activities allied to agriculture. Specifically in the State of Maharashtra, 25,655 loans have been sanctioned since inception of the Scheme. (b) to (d) The Government has implemented various measures and schemes across the country to support young entrepreneurs in rural, backward, and aspirational districts across the country, including in the State of Maharashtra. Details of such initiatives are given in the enclosed Statement. As a result of such efforts, there are a total of 215 DPIIT recognised startups as on 31st October 2025 from the 4 Aspirational Districts in Maharashtra viz. Nandurbar, Washim, Gadchiroli and Osmanabad (Dharashiv). STATEMENT Key measures to support young entrepreneurs in rural, backward, and aspirational districts across the country, including in the State of Maharashtra: 1. The Ministry of Skill Development and Entrepreneurship (MSDE) has been working for promoting entrepreneurship development amongst women, marginalized communities, and individuals from lower socio-economic 16.12.2025 156 backgrounds in the country including Maharashtra through its Autonomous Institutes, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD). MSDE has taken up various initiatives in fostering a supportive entrepreneurship ecosystem comprising of interventions to build entrepreneurial mindset and capabilities and to help and grow enterprises. The Government, through various EDP and ESDP programmes has enhanced the skills of participants through interventions such as Digital Marketing, Financial/Credit and Market Linkages and Industry connect. NIESBUD implemented a project for strengthening the entrepreneurship ecosystem of different marginalized sections of the society and women under the Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Scheme. Further, MSDE, through NIESBUD and Indian Institute of Entrepreneurship (IIE), is implementing the skilling and entrepreneurship component of PM JANMAN – a scheme of Ministry of Tribal Affairs for upliftment of Particularly Vulnerable Tribal Groups (PVTGs). 2. The Aspirational Districts Programme launched on 5th January 2018 by the Government of India and anchored by NITI Aayog, aims to bring transformative changes in the most under-developed districts of India called Aspirational Districts. There are 112 Aspirational Districts, across 26 States and 1 Union Territory including the State of Maharashtra. In Maharashtra, there are total 4 Aspirational Districts viz. Nandurbar, Washim, Gadchiroli and Osmanabad (Dharashiv). The programme monitors the progress of Aspirational Districts on 49 Key Performance Indicators (KPIs) across sectors such as Health and 16.12.2025 157 Nutrition, School Education, Agriculture and Water Resources, Financial Inclusion and Skill Development and Basic Infrastructure to bring development by improving such performance indicators which are critical for improving quality of life or economic productivity of citizens. The broad strategy of the Aspirational Districts Programme rests on the 3 Cs – Convergence (between Central and State Schemes), Collaboration (between Centre, State, District Administration, Development Partners and Citizens) and Competition (between Districts). 3. Credit Guarantee Scheme for Stand Up India (CGSSI) was launched on April 25th, 2016 which covered assistance of over Rs.10 lakhs and upto Rs.100 lakhs (inclusive of working capital) to Scheduled Caste, Scheduled Tribes and Women entrepreneurs for setting up green field enterprises without any collateral security and/or third-party guarantees. 4. Under the Government’s Skill India Mission (SIM), MSDE provides skill, re-skill and up-skill training through an extensive network of skill development centres/institutes etc. under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), across the country. 5. Under the Ministry of Rural Development, the Deendayal Antyodaya Yojana- National Rural Livelihoods Mission (DAY-NRLM) through Start-up Village Entrepreneurship Programme (SVEP) supports Self-Help Groups (SHGs) and their family members to set-up small enterprises in the non-farm livelihoods sector. 16.12.2025 158 6. Under Startup India initiative, the flagship funding schemes, (FFS, SISFS, and CGSS), States’ Startup Ranking Framework exercise, National Startup Awards, events such as Innovation Week and Startup Mahakumbh, activities to encourage corporates to supporting startups by way of mentorship, access to infrastructure, sharing resources and knowledge, assistance in market linkages and investor connect and district outreach programs are undertaken to encourage grassroots innovation and setting up of startups across the country by entrepreneurs. 7. The Ministry of Education’s Innovation Cell (MIC) and All India Council for Technical Education (AICTE) promotes innovation and entrepreneurship across educational institutions. 8. Youth-centric initiatives have been introduced by the Ministry of Youth Affairs and Sports such as setting up of the autonomous body called Mera Yuva Bharat (MY Bharat), the purpose of it, is to provide an over-arching institutional mechanism powered by technology for youth development and youth-led development through Experiential Learning Programs (ELPs), volunteering opportunities, mentorship programme, etc. 9. The Ministry of Minority Affairs (MoMA) implements various skill development schemes namely ‘Seekho Aur Kamao’, ‘Upgrading the Skills and Training in Traditional Arts/Crafts for Development (USTTAD)’, ‘Nai Roshni’ and ‘Nai Manzil’ for socio-economic development of youth from minority communities. Panchayats are set up and operate through the respective State Panchayati Raj Acts, which may vary from State to State, subject to the provisions of the Constitution. Thereafter, the inter-se-distribution among all the tiers of Panchayats are done by the State Government concerned on the basis of accepted recommendations of the latest State Finance Commission (SFC) and in conformity with the bands prescribed by the 15th Finance Commission. (d) To improve and ensure transparency and accountability in the utilisation of Central Finance Commission grants byPanchayati Raj Institutions in the States, the Ministry operates the eGramSwarajwebportal (https://egramswaraj.gov.in) since April 2020, which integrates all financial functions of Panchayats—from planning to payment. The progress data obtained from this system is displayed on the portal for concurrent monitoring at the State, District, and Block levels. To further enhance transparency, the Ministry has integrated eGramSwaraj with the Public Financial Management System (PFMS) for Gram Panchayats (GPs), facilitating real-time digital payments to vendors and service providers. Additionally, the Audit-Online application was launched in April 2020 to enable online auditing of Panchayat accounts and their financial management. This tool facilitates the transparent utilisation of Central Finance Commission funds and enhances Panchayat-level financial oversight. Ministry of Panchayati Raj has been incentivising the best-performing Panchayats through National Panchayat Awards under the Incentivization of Panchayats scheme, one of the central components of theCentrally Sponsored scheme of revamped Rashtriya Gram Swaraj Abhiyan (RGSA). These awards have been revamped w.e.f.
