Will the Minister of JAL SHAKTI be pleased to state: (a) the present status of the National River Linking Project (NRLP); (b) whether the Government has approved the 463 kms Wainganga–Nalganga river linking project and if so, the details thereof along with the districts covered under the said project; (c) whether the Government is aware that large parts of Maharashtra suffer from malnutrition due to lack of irrigation and if so, the details thereof; (d) whether several regions have been excluded from NRLP despite serious irrigation issues and if so, the reasons therefor; and (e) the steps being taken by the Government to include such districts under the said project including Washim district? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI (DR. RAJ BHUSHAN CHOUDHARY): (a): The Government of India has formulated the National Perspective Plan (NPP) for interlinking of rivers, under which 30 Interlinking of Rivers (ILR) projects comprising 16 Peninsular and 14 Himalayan links have been identified to address water scarcity and augment irrigation and other water-related benefits across the country. The National Water Development Agency (NWDA), the nodal agency for this programme, has completed Pre-Feasibility Reports (PFRs) for all 30 links, Feasibility Reports (FRs) for 26 links, and Detailed Project Reports (DPRs) for 11 links. The status of these 30 link projects under the NPP is given in the enclosed Statement. 12.03.2026 773 (b): NWDA has prepared the PFR and subsequently the DPR of the Wainganga–Nalganga river linking project and submitted it to the Government of Maharashtra. As informed by the State Government, the project has been accorded in-principal approval by the State Government. The project proposes diversion of 1,804.78 MCM of water from the Gosikhurd Project on the Wainganga River to the Nalganga basin through a 388.28 km link canal, to provide irrigation benefits over 4,04,281 hectares in eight districts, i.e., Nagpur, Wardha, Amravati, Yavatmal, Akola, Buldhana, Washim, and Bhandara. (c): Matters relating to malnutrition fall primarily within the purview of the health and social welfare sectors. However, the Government recognises that improved irrigation contributes to agricultural stability, and projects such as the Wainganga–Nalganga link are expected to enhance water availability in drought-prone regions of Maharashtra. (d) and (e): The identification of ILR projects under the National Perspective Plan is based on hydrological feasibility, water balance studies, technical parameters, and interstate considerations. The State Government has informed that no regions have been excluded from the NPP. SHRI DEEPENDER SINGH HOODA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the steps taken to address chronic waterlogging of roads, streets and underpasses in Rohtak following heavy and incessant rains which has repeatedly disrupted commuting and daily life; (b) whether an assessment has been made of drainage infrastructure gaps, 12.03.2026 780 stormwater network capacity and urban flood management systems in Rohtak to prevent recurrent inundation and if so, the details thereof; (c) the action taken to ensure timely desilting of drains, cleaning of stormwater channels and prompt pumping arrangements to reduce stagnation and associated health hazards; (d) the measures being introduced to integrate solid waste management with drainage upkeep, given reports of garbage accumulation in waterlogged areas; (e) whether the Government proposes a time-bound roadmap with specific targets and funding under national urban schemes to strengthen Rohtak’s drainage resilience and if so, the details thereof; and (f) the monitoring mechanisms instituted to ensure coordination between urban local bodies, State authorities and national programmes to prevent recurrence of such flooding and sanitation crises? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (f): As per 12th Schedule of the Constitution, Urban Planning including Town Planning is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities. Further, management of urban flooding falls under the purview of the State Governments and the Urban Local Bodies (ULBs)/ Urban Development Authorities, who are responsible for maintaining the drainage and sewerage system. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial 12.03.2026 781 and technical support to the States to strengthen Urban Planning ecosystem. The State of Haryana has informed that a partial assessment has been carried out by the Municipal Corporation Rohtak regarding drainage infrastructure gaps, storm water network capacity, and urban flood management systems in the area from village Sunaria to Sugar Mill STP in Rohtak town and in HSVP Sectors- 1, 2, 3 and 4 of MC Rohtak for disposal of dirty Rain Water. The State has also informed that the Municipal Corporation Rohtak has framed an estimate amounting to Rs.994.32 lakh for work of “Construction of 4 numbers of storm water disposal and laying of HDPE drainage line of different sizes from village Sunaria to Sugar Mill STP in Rohtak town” and also framed an estimate amounting to Rs. 7017.22 Lakh for “Laying of pipeline in HSVP Sectors-1, 2, 3 and 4 in MC Rohtak for disposal of dirty Rain Water”. The State Government has accorded the administrative approvals for the both works to MC Rohtak. One number of super sucker machine has also been deployed for desilting of drains at regular interval and to address chronic waterlogging of roads, streets and underpasses in Rohtak. The Municipal Corporation Rohtak has also allotted a tender amounting to Rs. 94.00 lakh for the desilting of drains and cleaning of storm water channels. The State has further informed that the solid waste at Garbage Vulnerable Points (GVPs) near drains have been covered with slabs to prevent dumping of waste and also provision of Jali with manhole have been made so that garbage does not enter in the storm water drain. 12.03.2026 782 The Ministry of Housing and Urban Affairs (MoHUA) has published the following documents/advisory guidelines for improving urban drainage and flood management: i. Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014 (https://mohua.gov.in/upload/uploadfiles/files/URDPFI%20Guidelines%20 Vol 20I(2).pdf ) ii. Standard Operating Procedure (SOP) for Urban Flooding (https://mohua.gov.in/upload/uploadfiles/files/SOP%20Urban%20flooding _5%20May%202017.pdf) iii. River Centric Urban Planning Guidelines in 2021 to enable cities in the development of conjunctive water management approaches including nature-based solution (https://mohua.gov.in/upload/uploadfiles/files/RCUP%20Guidelines.pdf) iv. Guidance Document on Creation of Rain Water Harvesting Parks (https://mohua.gov.in/pdf/6566e1048ab41guidance-document-on- rainwater-harvesting-parks-final.pdf) v. Manual on Storm Water Drainage System (https://mohua.gov.in/publication/manual-on-storm-water-drainage- systems--2019.php) Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched in the year 2015, inter alia, has a component on storm water drainage, which involved construction and improvement of drains/ storm water 12.03.2026 783 drains in order to reduce and eliminate flooding and creating green spaces and parks. Under AMRUT, the State of Haryana has grounded 19 Storm Water Drainage projects worth ₹452.37 crore. However, no storm water drainage project was taken by the State in Rohtak. Under AMRUT, 33 green spaces and park projects worth ₹42.2 crore 15.40 acres of permeable green space area were taken up by the State, of which, 02 projects worth ₹0.82 crore were taken up in Rohtak. Under AMRUT 2.0, projects for green spaces and parks and rejuvenation of water bodies are taken up by the States. However, the State of Haryana has not taken up any water body rejuvenation or green spaces and park projects under AMRUT 2.0. Besides, under AMRUT and AMRUT 2.0 sewerage and septage management projects have been undertaken, which inter alia help in evacuation of storm water. Under AMRUT, as updated by State on Amrut portal, 44 sewerage/septage management projects have been grounded, which has led to creation of 1820.21 km length of sewer network, which include 03 projects in Rohtak. Under AMRUT 2.0, the State has taken up 17 Sewerage and Septage Management projects covering 325.82 KM of sewer network, which include 2 sewerage/ septage management projects in Rohtak covering 20 km of sewer network. Under AMRUT/ AMRUT 2.0, the State is empowered to select, appraise, prioritise and implement the State. The Mission guidelines provide for formation of State High Powered Steering Committee (SHPSC) headed by the 12.03.2026 784 Chief Secretary of the State, to monitor and supervise implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development and Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. PHYSICAL AND FINANCIAL STATUS OF SCHEMES UNDER JJM 3364. SOMANNA): (a): Since August 2019, the Government of India is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal, in partnership with States/ UTs including Jammu and Kashmir, to make provision of tap water connection to every rural household of the country. The Government of India supports the states by providing technical and financial assistance. As informed by UT of Jammu and Kashmir, a total of 460 schemes across the three districts viz. Baramulla, Bandipura and Kupwara falling under the Baramulla Lok Sabha constituency, are at various stages of implementation under JJM. SHRI ROBERT BRUCE C.: Will the Minister of CIVIL AVIATION be pleased to state: (a) whether the Government has formulated any national roadmap to reduce carbon emissions and improve energy efficiency at Union Government operated airports across the country including Tamil Nadu and if so, the details thereof; (b) the details of the measures taken by the Airports Authority of India (AAI) to promote renewable energy use, waste management and carbon- neutral airport operations; and (c) whether the Government has entered into any international collaborations or pilot projects on green aviation infrastructure and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (c): Ministry of Civil Aviation (MoCA) has advised all the State Governments/UTs and developers of the upcoming Greenfield airports to work 12.03.2026 792 towards achieving Carbon Neutrality and Net Zero. Further, MoCA has also advised all the States/UTs to ensure Carbon Emission reduction measures and achieving Net Zero target ab-initio by incorporating design/standards in the Greenfield airport development proposal, Detailed Project Report (DPR), etc. Renewable Energy (RE) sources help in reducing carbon emissions at airports. Accordingly, the airport operators including Airports Authority of India (AAI) have installed solar power plants for generation and self-consumption of green and renewable energy. Few airports are also procuring green energy through open access. As of now, 100 airports, including 94 of AAI airports have switched to 100% green energy usage. AAI has also taken measures for Solid Waster Management and Waste Water Management. Further, Sewage Treatment Plant (STP) with cumulative capacity of 18 Million Litres Per Day (MLD) have been commissioned at 72 AAI airports. Airports are participating in the Airport Carbon Accreditation (ACA) programme of Airports Council International (ACI), a voluntary global carbon management standard for airports. Under this, 4 airports namely, Delhi, Mumbai, Bangalore and Hyderabad have achieved the highest Level 5 of the Accreditation and have become Carbon Neutral Airports. International Civil Aviation Organization (ICAO) has adopted a market based measure Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) to reduce carbon emissions from international aviation, and India, as a Member State, is required to comply with the mandatory phase from 2027. India has also joined ICAO's Assistance, Capacity-building and Training 12.03.2026 793 for Sustainable Aviation Fuels (ACT-SAF) programme and participates in the Committee on Aviation Environmental Protection (CAEP) working groups for development of global environmental standards for aviation. GLOBAL HUB FOR FOOD PROCESSING 3366. SHRI PRADYUT BORDOLOI: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the details regarding the long term strategy to position India as a global hub for food processing and food ingredients beyond Financial Year 2026 targets; (b) the steps taken by the Government to support sustainable packaging, eco-friendly processing technologies and green supply chains in the food processing sector; (c) the details regarding performance of the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, State-wise; (d) the number of employees working under such enterprises and the profits achieved during the Financial Year 2024-25; (e) the number of jobs created so far in the food processing sector as a result of Government schemes; and (f) whether the North Eastern Region is lagging behind in terms of food processing, if so, the details thereof along with the reasons for the same and the measures taken by the Government to improve the state of food processing in the region and deal with the challenges faced therein? 12.03.2026 794 THE MINISTER OF STATE IN THE MINISTRY OF FOOD PROCESSING INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAVNEET SINGH): (a): In order to promote and ensure overall development of Food Processing Industries, Ministry of Food Processing Industries (MoFPI) has been incentivizing setting up/ expansion of related infrastructure, through its two Central Sector Scheme viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) Scheme across the country. These schemes are not region or state specific but demand driven.in nature. (b): MoFPI supports use of renewable source of energy viz. Solar, Bio-mass, Wind, etc. in the schemes and provides financial assistance for incorporating renewable/alternate energy technologies in food processing units, with a maximum permissible cost of ₹35 lakh per project under component schemes of PMKSY. Under component schemes of PMKSY, consent to operate (CTO) issued by the concerned state Pollution board/Agency in respect of Water and Air, is mandatory for release of Grant-In-Aid/Subsidy to the approved projects. Further, Project Implementation Agency (PIA) has to comply with the requirements of Cold Chain infrastructure as per the directions of Ministry of Environment, Forest and Climate Change, Government of India with respect to use of Non-ODS (Non- Ozone Depleting Substances) and low GWP (Low Global Warming Potential) refrigerants-based energy efficient cooling systems. 12.03.2026 795 Further, to encourage sustainable food processing through adoption of green technologies, one of the focus pillar was “Sustainable and Net Zero in Food Processing, in the 4th edition of World Food India 2025, organized by MoFPI during 25-28 September, 2025 in Bharat Mandapam, New Delhi. It aimed to promote resource efficiency, waste reduction, energy efficiency and environmentally friendly packaging solutions across the sector. National Institute of Food Technology, Entrepreneurship and Management -Thanjavur under MoFPI has made efforts to promote and develop sustainable packaging technology through development of biodegradable plastics, safe and environment friendly packaging solutions from biopolymers such as poly lactic acid (PLA), starch, nano fibres etc. (c) to (e): Under PMFME Scheme, Loans for 1,72,707 micro food processing enterprises with approved subsidy of Rs. 5009.61 crore and Seed capital for 3,76,326 Self Help Group members have been sanctioned. 76 proposals for Incubation centres and 25 proposals for Branding and Marketing have been approved. The State-wise details are given in the enclosed Statement. As on 31.12.2025, 5.18 lakh direct and indirect employment opportunities have been generated under PMFME scheme, out of which 1.52 lakh direct and indirect employment has been generated in FY 2024-25 across the country. Data regarding profits achieved by these enterprises is not maintained at MoFPI level. Further, as on 31.12.2025, 4.69 lakh direct/ indirect employment opportunities have been generated from the operational projects under 12.03.2026 796 component schemes of PMKSY and 3.29 lakh direct/ indirect employment opportunities has been generated under PLISFPI across the country. (f): In order to ensure overall development of Food Processing Sector and to help it face various challenges, MoFPI is implementing PMKSY Scheme, PLISFPI and PMFME scheme across the country including North Eastern Region (NER). Further, in order to encourage entrepreneurs in the food processing sector from NER, the following preferential provisions have been made in component scheme guidelines of PMKSY- (i) Net Worth requirement reduced to amount equal to grant sought, in comparison to 1.5 times for general areas; (ii) Term Loan requirement reduced to 10% of eligible project cost, in comparison to 20% for general areas; (iii) Equity requirement reduced to 10%of eligible project cost, in comparison to 20% for general areas; (iv) Quantum of grant at enhanced level of 50% of eligible project cost, in comparison to 35% for general areas (Subject to the maximum ceiling under respective sub-schemes); (v) Requirement of minimum project cost reduced to Rupees One Crore, in comparison to rupees Three Crores in for general areas in case of Creation / Expansion of Food Processing and Preservation Capacities (CEFPPC) Scheme projects [for other schemes, no such criteria is fixed] Further, under PMKSY and PMFME Scheme, 10% of the budget 12.03.2026 797 allocation, is earmarked for NER. One District One Product (ODOP) approach under PMFME Scheme has been adopted to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. It provides the framework for value chain development and alignment of support infrastructure. The ODOP are identified by States / UTs based on the agriculture production, raw material availability, perishability of the product etc. All districts of the North Eastern Region (NER) have been covered under the ODOP approach, with each district identifying one product based on its local strengths for focused support and value addition under the PMFME Scheme. THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND 12.03.2026 803 MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (f): In the Union Budget 2026-27, Government has announced a dedicated ₹10,000 crore SME Growth Fund to create future Champions, incentivizing enterprises through equity support, based on select criteria. To support aspirations of India’s small businesses, artisans and start-ups to access global markets through e-commerce, Government has also announced complete removal of the current value cap of ₹10 lakh per consignment on courier exports. SHRI KARTI P. CHIDAMBARAM: 12.03.2026 805 Will the Minister of POWER be pleased to state: (a) the impact of the Electricity (Amendment) Bill proposals on tariff rationalisation and distribution reforms; (b) whether the Government has assessed the financial viability of DISCOMs post- Revamped Distribution Sector Scheme (RDSS) implementation, if so, the details thereof; (c) the measures taken to address grid stability issues arising from increased renewable energy penetration; (d) the status of smart metering rollout across States; and (e) whether legislative or regulatory reforms are proposed to ensure time- bound payments to power generators and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a): The draft Electricity (Amendment) Bill, 2025 proposes several measures aimed at introducing reforms in the distribution sector, ensuring financial viability of the power sector as well as economic competitiveness through tariff rationalisation. The Bill reinforces the principle of cost-reflective tariffs and seeks to progressively reduce cross-subsidies, thereby aligning tariffs with the actual cost of supply leading to financial viability of the power sector and reduction of tariff for industries. The draft Bill introduces important reforms to facilitate competition in power distribution. While the Electricity Act, 2003 already provides for competition in power supply through multiple distribution 12.03.2026 806 licensees in the same area and mandates non-discriminatory open access to the distribution network, but any new distribution licensee is presently required to establish its own network infrastructure. This results in duplication leading to higher system costs. The proposed amendments seek to remove such duplication by enabling the use of the existing distribution network by multiple licensees. For effective implementation, the Bill proposes to mandate State Electricity Regulatory Commissions to establish a transparent framework for the operation of multiple distribution licensees within the same supply area. The Bill also proposes to exempt the distribution licensees from obligation of supply to consumers having demand more than 1 MW, in consultation with State Government. This would reduce fixed cost burden on distribution licensees and would ultimately benefit the consumers in terms of reduced tariff. (b): Central Government, in July 2021, launched the Revamped Distribution Sector Scheme (RDSS) with the objective of improving the quality and reliability of power supply to consumers through a financially sustainable and operationally efficient distribution sector in the country. Under the scheme, financial assistance is being provided to the Distribution Utilities eligible under the scheme for upgradation of distribution infrastructure and smart metering works based on meeting pre-qualifying criteria like timely issuance of tariff and true-up order, timely publishing of quarterly and annual accounts, timely payment to Gencos, clearing the govt dept dues and achieving basic minimum benchmarks in reforms. As of 28th February, 2026, projects worth Rs. 2.83 lakh crore have been sanctioned for 32 States/UTs for loss reduction and smart 12.03.2026 807 metering works. Additionally, following initiatives have been taken by the Central Government to improve financial viability of the distribution utilities: i. Sub-ordinate legislations and standard operating procedures have been issued for proper subsidy accounting and timely payment of subsidies by State Governments. ii. Sub-ordinate legislations have been framed for automatic pass through of Fuel and Power Purchase Cost Adjustment (FPPCA) and cost- reflective tariff so as to ensure that all prudent costs for supply of electricity are passed through. iii. Payment of dues on time through promulgation of Electricity (Late Payment Surcharge and Related Matters) Rules. iv. Prudential Norms for providing loans to State Power utilities. v. Performance based additional borrowing space of 0.5% of GSDP. With these efforts, AT and C losses at national level have reduced from 21.91% in FY21 to 15.04% in FY25, while the ACS-ARR gap has narrowed from ₹0.69/kWh to ₹0.06/kWh. DISCOM wise financial and operational parameters as on 31.03.2025 is given in the enclosed Statement-I. (c): A number of regulatory and operational measures have been undertaken to address grid stability challenges arising from the increasing penetration of renewable energy. These include the formulation and implementation of the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations and the Central Electricity Regulatory Commission (Indian 12.03.2026 808 Electricity Grid Code) Regulations, which prescribe technical and operational requirements for maintaining grid discipline and reliability. In addition, flexible operation of thermal generating units has been promoted to support system balancing. Further, transmission infrastructure is being planned and strengthened in accordance with the National Electricity Plan (Transmission) to facilitate large-scale integration of renewable energy. Development of Energy Storage Systems (ESS) like Battery Energy Storage Systems (BESS) and Hydro Pumped Storage System (PSP) is being facilitated to enable renewable energy integration. A number of measures including Viability Gap Funding for BESS, waiver of inter-state transmission charges for ESS, financial support for PSP, bidding guidelines for procurement of ESS, national framework for ESS development have been taken to develop ESS, which is essential for integration of renewable sources at large scale in the grid. Renewable Energy Management Centres (REMCs) have also been established for improved forecasting, scheduling, and real-time monitoring of renewable generation. In addition, the Central Electricity Regulatory Commission (Ancillary Services) Regulations provide a framework for procuring ancillary services to maintain system frequency and ensure reliable grid operation. (d): Smart metering is one of the critical interventions envisaged under RDSS to improve the Aggregate Technical and Commercial (ATandC) losses. Under RDSS, smart metering works have been sanctioned for 45 distribution utilities in 28 States/ UTs. This covers smart metering of 19.79 Cr. consumers, 52.53 Lakh Distribution Transformers and 2.05 Lakh feeders. So far, 4.54 Cr smart 12.03.2026 809 meters have been installed under RDSS. In addition, smart meters have been installed by States under their State plans/ other schemes. Overall, 5.97 crore smart meters have been installed across the country under various schemes as on 28th February 2026. The State/ UT-wise details of smart metering works under RDSS as on 28th February 2026 are given in the enclosed Statement – II. (e): The Central Government has notified the Electricity (Late Payment Surcharge and Related Matters) Rules, 2022, as amended from time to time, which provide a structured mechanism for liquidation of legacy dues and to ensure timely payment of current dues to generating companies, transmission licensees and trading licensees. These Rules have established a payment discipline framework through the levy of late payment surcharge and regulation of access to ensure adherence to payment schedules. In addition, payment security mechanisms in electricity market transactions have been provided to ensure timely settlement of dues payable to generating companies.
