Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the Government has developed the Bharat Health Initiative for Sahyog, Hita and Maitri (BHISHM) Cube for rapid emergency medical response and if so, the details thereof including its features such as modular design, portability, capacity and Artificial Intelligence integration; (b) whether these cubes are being used for providing emergency medical care during disasters, mass casualty incidents, humanitarian missions and conflict zones and if so, the details thereof along with the successful examples of their deployment; 27.03.2026 200 (c) whether the Government proposes to deploy them across all 25 All India Institute of Medical Sciences (AIIMS) and other institutes of National Importance and if so, the details thereof, State-wise; (d) whether any such cubes have been deployed in Himachal Pradesh and if so, the details thereof, location-wise; (e) whether the Government has faced challenges in deployment in difficult terrains and if so, the details thereof; and (f) whether India has deployed or gifted BHISHM Cubes internationally and if so, the details thereof? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) : BHISHM Cube has been developed by Government of India as a part of the 'Aarogya Maitri' project to provide rapid on-site emergency medical response. Each cube is composed of portable "mini cubes" filled with essential medicines and equipment, making it highly modular and scalable design for rapid deployment in various emergencies. Each complete cube can support medical care for up to 200 cases, including for minor surgical procedures. The system incorporates advanced technology, featuring inventory management via radio-frequency identification (RFID). (b) and (f) : In the initial phase of deployment, BHISHM Cubes have been dispatched to countries like Sri Lanka, Myanmar, Ukraine for humanitarian aid. 27.03.2026 201 (c) and (d) : Ministry of Health and Family Welfare, under Pradhan Mantri - Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) has provided BHISHM Cubes to All India Institute of Medical Sciences (AIIMS) and other Institutes of National Importance (INIs) including AIIMS Bilaspur in Himachal Pradesh. Details of State/UTs which have been provided with BHISHM Cubes is given in the enclosed Statement. (e) : The BHISHM Cube is built for maximum flexibility and for rapid deployment, with the ability to be delivered by air, sea, land, or drones, enabling quick response in remote or conflict zones. This multi-modal deployment capability ensures that the cubes can reach the most critical areas with minimal delay. Joint trainings, mock drills, demonstrations and Table Top Exercise (TTEx) on use of BHISHM Cubes have been organized by AIIMS/INIs in collaboration with concerned district and State authorities. ABDUSSAMAD SAMADANI: Will the Minister of AYUSH be pleased to state: (a) the steps taken by the Government to promote Ayurveda; 27.03.2026 203 (b) the details of the plans of the Government to increase research activities in the AYUSH sector; (c) the details of law and quality standards of the Government enforced to regulate the manufacturing of AYUSH medicines; (d) the steps taken by the Government to gain global recognition for AYUSH treatments; and (e) the details of projects being implemented by the Government to develop AYUSH therapies in the country? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) : With the view to fulfil the mandate of promotion, Ministry is implementing the Centrally Sponsored Scheme of National Ayush Mission (NAM) through State/UT Governments for development & promotion of Ayush System including Ayurveda in the country and providing financial assistance to them as per the proposal received in their State Annual Action Plans (SAAPs). State/UT Governments may avail financial assistance by submitting proposals through State Annual Action Plans (SAAPs) as per NAM guidelines. Further, the Ministry implements the Central Sector Scheme for Promotion of Information Education and Communication (IEC) in Ayush to create awareness regarding Ayush Systems of Medicine including Ayurveda System of medicine. This aims to reach out to all sections of the population across the country. This scheme provides assistance for organizing 27.03.2026 204 National/State Arogya Fairs, Yoga Fests/Utsavs, Ayurveda Parvs, etc. Ministry also undertakes Multi-Media, Print Media Campaigns for creating awareness about Ayush System. Moreover, for the purpose of promotion of Ayurveda, Ministry of Ayush has established 01(one) Research Council namely Central Council for Research in Ayurveda (CCRAS) and 7 (seven) National Institutes. These Institutions / Council alongwith their peripheral institutes/units/centres are providing treatment through General Outpatient Department (OPD), Reproductive and Child Health (RCH) OPD, Geriatric OPD, Non- Communicable Disease (NCD) Clinic etc. and also engaged in awareness activities to promote Ayurveda. (b) : For the purpose of promoting and strengthening research activities in the AYUSH sector, the Ministry of Ayush has established five research councils covering Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homoeopathy. The details of the plans of the Central Council for Research in Ayurvedic Sciences (CCRAS), Central Council for Research in Siddha (CCRS), Central Research Institutes of Yoga and Naturopathy (CCRYN), Central Council for Research in Unani Medicine (CCRUM) and Central Council for Research in Homoeopathy (CCRH) are given in the enclosed Statement. In addition to above the National Institutes under the Ministry are also involved in research activities. (c) : The Drugs & Cosmetics Act, 1940 and Rules made there under have exclusive regulatory provisions for Ayurveda, Siddha, Sowa-Rigpa, Unani, and 27.03.2026 205 Homoeopathy drugs. Provisions relating to Ayurveda, Siddha, Sowa-Rigpa and Unani Drugs are contained in Chapter IVA and Schedule- I of the Drugs and Cosmetics Act, 1940 and in Rules 151 to 169, Schedules E(I), T & TA of the Drugs Rules, 1945. Further, Rules 2dd, 30AA, 67 (C-H), 85 (A to I), 106-A, Schedule K, Schedule M-I of the Drugs Rules, 1945 pertain to Homoeopathic drugs. Pharmacopoeia Commission for Indian Medicine & Homoeopathy (PCIM&H), subordinate office under Ministry of Ayush lays down the formulary specifications and pharmacopoeial standards for Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) drugs which serves as official compendia for ascertaining the quality (identity, purity and strength) of the ASU&H drugs. As per Drugs and Cosmetics Act, 1940 and Drugs Rules 1945, compliance to these quality standards are mandatory for the manufacturing of ASU&H drugs. PCIM&H also acts as the Central Drugs Laboratory for Indian Medicine and Homoeopathy for the purpose of testing or analysis of ASU&H Drugs. Further, PCIM & H impart training to the Drug Regulatory Authorities, State Drug Analyst etc. (d) : Ministry of Ayush is implementing the central sector scheme for Promotion of International Cooperation for AYUSH (IC Scheme). Under this scheme the Ministry provides support to Indian AYUSH drug Manufacturers/ Ayush Service providers to give boost to the export of AYUSH products and services; facilitates the International promotion, development and recognition of AYUSH systems of medicine; foster interaction of stakeholders and market 27.03.2026 206 development of AYUSH at international level; promote academics and research through the establishment of AYUSH Academic Chairs in foreign countries and holding training workshop/symposiums for promoting and strengthening awareness and interest about AYUSH Systems of Medicine at international level including Ayurveda. Under the CSS IC Scheme 27 Country to Country Memorandum of Understanding (MoU)s, 16 Ayush Chair MoUs and 54 Institute to Institute level MoUs have been signed. (e) : The research activities of the CCRAS include Medicinal Plant Research, Drug Standardization, Pharmacological Research, Clinical Research, Literary Research & Documentation programme, Fundamental research, pharmaceutical research and Public Health Research. In 2025–26, a total of 53 projects have been completed up to 31st January 2026, and 232 research projects are presently ongoing at CCRAS. Central Council for Research in Unani Medicine (CCRUM) is undertaking clinical research initiatives through a network of 21 Institutes/ Units / Centre in various parts of the country. The Council adheres to all prescribed guidelines to ensure high-quality / robust scientific validation and evidence-based research in Unani Medicine. The research drugs are manufactured at the Council’s GMP- certified pharmacies located in Hyderabad and Chennai. Research protocols are developed and finalized in consultation with multidisciplinary experts, following ICMR, AYUSH, and GCP guidelines. These protocols are reviewed by the respective research sub-committees and the Scientific Advisory Committee 27.03.2026 207 (SAC). Ethical aspects are overseen by the Institutional Ethics Committee (IEC), and regular onsite monitoring is carried out by Institutional Multidisciplinary Research Advisory Committee (IMRAC). The Central Council for Research in Yoga and Naturopathy (CCRYN) is implementing various projects to develop and standardize Yoga and Naturopathy therapies in the country, including clinical research studies on lifestyle disorders, establishment of research in institute and mind-body intervention centres, and collaborative projects with premier institutions to scientifically validate Yoga and Naturopathy therapies. The council is also involved in setting up advanced research infrastructure, conducting multi- centric trials, and promoting integrative healthcare models to strengthen the development and wider adoption of Yoga and Naturopathy therapies. National Institute of Ayurveda (NIA) has the following projects to develop Ayush therapies:- I. Management of Alcohol Addiction (Alcohol Use Disorders) with Ayurvedic Medicines, Yoga, Counselling and Lifestyle Modifications in Jamwa Ramgarh Tehsil of Jaipur District”. II. Management of Pre-diabetes and Type 2 Diabetes mellitus in male and female patients of 25-70 years age group with Ayurvedic medicines along with yoga and lifestyle modification in chaksu block of Jaipur district, Rajasthan. III. Ayurveda Interventions to reduce and prevent malnutrition in children of Jamwaramgarh block of Jaipur District, Rajasthan. 27.03.2026 208 Further, one of the Institute established in North East namely NEIAH has also started One-year Panchakarma Technician Certificate from the Academic Session 2018-2019. STATEMENT A. Research activities of Central Council for Research in Ayurvedic Sciences (CCRAS) The objectives of CCRAS are as follows: 1. To undertake research on principles and practices of Ayurveda including diet, formulation, dosage forms, drug delivery system, panchakarma procedures, Marma therapy, Shalya-Shalakya procedures etc. 2. To undertake epidemiological surveys for various purposes like Prakriti, Sarata other health indicators, dietary habits, changing disease patterns etc. 3. To develop scientific assessment tools and parameters suitable to Ayurveda. 4. To conduct research on natural resources for their sustained availability, quality etc. 5. Identifying newer natural resources for purpose of prevention and treatment of various diseases. 6. To conduct clinical research to evaluate the safety and efficacy of Ayurvedic pharmacopeial formulations and other drugs and approaches in treating identified diseases and conditions. Clinical 27.03.2026 209 7. Research for safety and efficacy evaluation of Ayurvedic Pharmacopeial formulations and other Drugs and Approaches in identified diseases/conditions 8. Medico Ethno-Botanical Survey across the country 9. To Establish novel methods of analysis for standardization and quality control of single drugs and compound formulations 10. Experimental studies to establish safety profile of Ayurvedic drugs/ formulations 11. Tribal Health Care Research Programme including documentation of Local HealthTraditions/ folk claims. 12. Retrieval and revival of Ayurvedic texts from ancient manuscripts and publication of journals, monographs, books, technical reports, Information, Education and Communication material (IEC) etc. B. Research activities of Central Council for Research in Siddha (CCRS) CCRS conducts evidence-Based Research in Siddha Medicine for the systematic scientific evaluation of Siddha drugs, therapies, and diagnostic principles using modern research methodologies such as laboratory studies, clinical trials, and pharmacological investigations to establish safety, efficacy, and quality. Such research also contributes to the development and standardization of Siddha drugs, ensuring consistency and quality control in formulations. Furthermore, it facilitates 27.03.2026 210 the integration of Siddha into mainstream healthcare systems, enhancing its role in public health. The research programme of CCRS mainly focuses on 1. Clinical Research: Validation of safety and efficacy of Siddha formulations 2. Pharmacological Research 3. Survey and Medicinal Plant Research 4. Drug standardisation and Quality Control 5. Literary Research: Documentation, Manuscripts, Publication- Books, Monographs. 6. Siddha Pharmacopoeial and Formulary Works C. Research activities of Central Council for Research in Homoeopathy (CCRH) Central Council for Research in Homoeopathy is regularly undertaking the following steps for research projects to strengthen research infrastructure:- Infrastructure Upgradation 1. Regional Research Institute (H), Jaipur, Rajasthan upgraded to Central Research Institute for Homoeopathy. 2. Construction of own building for Regional Research Institute (H) (RRIH) at Mumbai. 3. Construction of Hostel block for PG students at NHRIMH, Kottayam. 27.03.2026 211 4. Construction of own building and upgradation of Homoeopathic Drug Research Institute, Lucknow, Uttar Pradesh to Central Research Institute for Homoeopathy. 5. Construction of own building and upgradation of Clinical Research Unit (H), Siliguri to Regional Research Institute for Homoeopathy. 6. Establishment of HIV laboratory at JSPS Government Homoeopathic Medical College, Hyderabad, Telangana. 7. Establishment of Fundamental Research Laboratory being established at Indian Institute of Engineering Science and Technology, Shibpur, Kolkata. 8. These laboratories are responsible for to explore the action of homoeopathic medicines, standardization of raw materials used in Homoeopathy through modern techniques such as HPTLC, spectrometer, spectrophotometer instruments, RTPCR, Elisa reader with BSL-2 lab facilities. Post Graduate Education Central Research Institute (H) at Kottayam for treating psychiatric diseases has been upgraded to National Homoeopathy Research Institute in Mental Health and also imparting PG education in two subjects with 13 seats practice of medicine and 12 seats Psychiatry. Laboratory Facilities Molecular Lab, Drug Standardization lab, Pathology lab, Virology laboratory, Animal House, at Dr. Anjali Chatterjee Regional Research 27.03.2026 212 Institute for Homoeopathy, Kolkata, for undertaking research in Homoeopathy. Drug Standardization lab, In house pharmacy, Zebrafish lab, Animal house, Biochemistry lab at Dr. D.P. Rastogi Central Research Institute (Homoeopathy), Noida. Human Resource Management CCRH has regularly recruited research staff in various projects for strengthening research output. CCRH has taken initiative to link Homoeopathy along with mainstream healthcare set-up by undertaking various Public Health programmes. D. Research activities of Central Council for Research in Yoga and Naturopathy (CCRYN) The Central Council for Research in Yoga and Naturopathy (CCRYN) is implementing following plan to increase research in the field of Yoga & Naturopathy: Established one Central Research Institutes of Yoga and Naturopathy (CRIYN) each at Delhi, Haryana and Karnataka. Collaborative Research Centre’s (CRC):- The Council is running a Scheme of establishing collaborative Research Centre’s (CRC) to undertake Collaborative Research with leading Medical as well as Yoga and Naturopathy Institutions. 27.03.2026 213 Centre for Mind Body Intervention through Yoga:- CCRYN has setup Centre for Mind Body Intervention through Yoga (CMBIY): AIIMS Delhi, AIIMS Bhopal, AIIMS Jodhpur, AIIMS Raipur, AIIMS Chhattisgarh, AIIMS NCI, AIIMS Jhajjar, Haryana, AIIMS Rishikesh, PGI Chandigarh, S-VYASA, Bangalore, NIMHANS, Bangalore & AIIMS Bibinagar, Telangana. E. Research activities of Central Council for Research in Unani Medicine (CCRUM) The Central Council for Research in Unani Medicine (CCRUM) is conducting evidence-based research programme through its 24 Institutes/Units/Centre. These research programme includes clinical research, drug standardization research, fundamental, literary research, survey and cultivation of medicinal plants. Besides the quality control of Unani drugs, New Drug development for different lifestyle diseases is being carried out by the Council DEVELOPMENT OF PROJECTS UNDER SAGARMALA PROGRAMME 5541. SHRI KARTI P. CHIDAMBARAM: Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) the list of projects sanctioned under the Sagarmala Programme since 2015, indicating their name, location, sector category and present status; 27.03.2026 214 (b) the total project cost along with the amount allocated, funds released and utilised since its launch, project-wise and year-wise; (c) the details of financiers identified including the public sector banks, financial institutions, multilateral agencies and private lenders and Non- Banking Financial Companies (NBFCs), project- wise; (d) the list of private developers associated with each project and the mode of implementation adopted, such as public-private partnership engineering procurement construction/direct public investment; and (e) the number of projects delayed beyond approved timelines and the reasons therefor? THE MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL): (a) and (b) : Sagarmala is a central sector scheme of Ministry of Ports, Shipping and Waterways (MoPSW) with the target to promote port-led development in the country. Under Sagarmala scheme, the Ministry provides financial assistance for the projects under 5 pillars, namely port modernization, port connectivity, port-led industrialization, coastal community development, and coastal shipping & inland water transport. Since inception (in 2015), 129 projects have been sanctioned for financial assistance under Sagarmala scheme. The details of projects sanctioned are given in the enclosed Statement-I. (c) and (d) : Under Sagarmala scheme, the MoPSW generally provides financial assistance, upto 50% of the project cost, from gross budgetary 27.03.2026 215 support (GBS) to the implementing agencies such as State Governments / Union Territories / other government agencies. The remaining project cost is met by the respective implementing agencies from their own source of funding. The objective is to consolidate and synergize the capacities of plastic processing industry to help increase investment, production and generate employment. Under the Scheme, the 27.03.2026 230 Government of India provides grant funding up to 50% of the project cost, subject to a ceiling of Rs. 40 crore per project. So far, 9 Plastic Parks have been approved in different states including in Odisha, and these are at different levels of implementation. The PCPIR promotes the Chemical and Petrochemical sector in an integrated and environmentally friendly manner. PCPIRs are conceptualized in cluster-based approach with common infrastructure, basic utilities and support services to provide a competitive environment conducive for setting up businesses. Under the existing policy, each PCPIR is a specifically delineated investment region having a minimum area of 250 sq. 27.03.2026 231 km. Currently, three Petroleum, Chemical and Petrochemical Investment Regions are in operation in the states of Andhra Pradesh (Vishakhapatnam), Gujarat (Dahej) and Odisha (Paradeep) to promote investment and industrial development in these sectors. These regulations are administered by Ministry of Environment, Forest & Climate Change. Further, Ministry of Micro, Small & Medium Enterprises has brought 27.03.2026 232 following schemes to support all MSMEs in the country including those in the chemical industry to promote environmentally sustainable manufacturing. The details are as under: (i) Scheme for Promotion and Investment in Circular Economy : This scheme promotes circular economy in the MSME sector by incentivizing micro and small enterprises to adopt circular economy practices with respect to management of different types of wastes including plastic, rubber and e-waste. (ii) MSME-Sustainable (ZED) Certification Scheme : This scheme envisages promotion of Zero Defect Zero Effect practices to enable MSMEs for manufacturing of quality products using latest technology, tools & to constantly upgrade their processes for achievement of high quality and high productivity with the least effect on the environment. (iii) Micro and Small Enterprises Green Investment and Financing for Transformation Scheme : This scheme aims to develop an ecosystem wherein institutional finance is made available to micro and small enterprises at a concessional cost for adoption of clean/green and energy efficient technologies. Furthermore, for ensuring compliance with safety standards the Department of Chemicals and Petrochemicals is imparting training to the employees of the Major Accident Hazard (MAH) units which are associated with greater risk of chemical accidents. The safety training programs are 27.03.2026 233 intended to cover all the 2,393 number of MAH Units over a period of 5 years. Till date, 21 such training Programmes have been organized at various locations across the country. These were attended by 1,499 industrial units including 1,248 MAH units, covering 2,690 safety personnel. REVITALIZATION OF SHIPBUILDING AND MARITIME SECTOR 5543. THE MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL): (a) and (b) : The Union Government has approved a comprehensive package of ₹ 69,725 crore to revitalize domestic shipbuilding and maritime sector through a 4-pillar strategy having potential to unlock huge investment in the 27.03.2026 234 shipbuilding and maritime sector. The key components of the shipbuilding package include: i. Shipbuilding Financial Assistance Scheme (SBFAS) with an outlay of ₹ 24,736 crore, an enhancement of existing Shipbuilding Financial Assistance Policy (SBFAP), to address cost disadvantages of Indian shipyards vis-a-vis global shipyards; ii. Maritime Development Fund (MDF) corpus of ₹ 25,000 crore for providing long term financing support to shipbuilding and maritime sector comprising a Maritime Investment Fund of ₹ 20,000 crore and Interest Incentivisation Fund of ₹ 5,000 crore; iii. Shipbuilding Development Scheme (SbDS) with ₹19,989 crore outlay to expand Indian shipbuilding output capacity to 4.5 million Gross Tonnage annually by setting up greenfield shipbuilding clusters and capacity expansion of the existing shipyards. These targets have been set to position India as a competitive global shipbuilding force in line with vision contained inMaritime India Vision 2030 and Maritime Amirt Kaal Vision 2047 documents. iv. Policy reforms entails comprehensive legislative reforms, legel reforms, process reforms to improve Ease of Doing Business, investor confidence, regulatory certainty, etc. The scheme guidelines to operationalize SBFAS and SbDShave been issued on 26.12.2025. The guidelines for MDF have also been issued on 20.02.2026. 27.03.2026 235 Further, given the high employment multiplier of 6.4 in shipbuilding industry, the employment generation potential through िक देश म¤ िपछले तीन वषŎ के दौरान लगभग 72 आयुव¥िदक और 27 िसĦ औषिधयŌ के िलए ही औपचाåरक नैदािनक अÅययन ÿकािशत िकए गए ह§ जबिक हजारŌ आयुष उÂपादŌ को लाइस¤स िदए गए ह§; (ख) यिद हां, तो तÂसंबंधी Êयौरा ³या है, साथ ही आयुष औषिधयŌ पर पयाªĮ वै²ािनक ÿमाण और शोध कì कमी के कारण ³या ह§; (ग) ³या सरकार को जानकारी है िक वै²ािनक ÿमाणŌ के अभाव के कारण भारतीय पारंपåरक औषिधयŌ को यूरोप और संयुĉ राºय अमेåरका जैसे कड़े िविनयामक बाजारŌ म¤ Öवीकृित ÿाĮ करने म¤ किठनाई होती है, यिद हां, तो तÂसंबंधी Êयौरा ³या है; (घ) सरकार Ĭारा आयुष औषिधयŌ के िलए वै²ािनक परी±ण, मानकìकरण और उपचार नयाचार को सुŀढ़ करने के िलए उठाए जा रहे कदम ³या ह§; और (ङ) ³या सरकार आयुष औषिधयŌ को िवĵ Öतर पर Öवीकायª बनाने के िलए शोध-आधाåरत ÿमाण िवकिसत करने हेतु कोई समयबĦ कायª योजना बना रही है, यिद हां, तो तÂसंबंधी Êयौरा ³या है? आयुष मंýालय के राºय मंýी; तथा ÖवाÖÃय और पåरवार कÐयाण मंýालय म¤ राºय मंýी (®ी ÿतापराव गणपतराव जाधव): 27.03.2026 236 (क) से (ङ) : आयुव¥द, िसĦ, सोवा-åरμपा तथा यूनानी औषिधयŌ के िबिøयाथª िविनमाªण हेतु लाइस¤स जारी करने के िलए, सुर±ा अÅययन और अनुभव अथवा ÿभावकाåरता के साàय से संबंिधत शत¦ औषिध िनयम, 1945 के िनयम 158ख के तहत दी गई ह§। औषिध िनयम, 1945 के िनयम 168 के अनुसार, िविनमाªता को आयुव¥द, िसĦ तथा यूनानी औषिधयŌ के िविनमाªण के िलए मानकŌ का अनुपालन करना होता है। इसके अितåरĉ, औषिध िनयम, 1945 के िनयम 85 (क से ठ) म¤ होÌयोपैथी औषिधयŌ के िविनमाªण हेतु लाइस¤स जारी करने के िलए िविनयामक िदशा-िनद¥शŌ का ÿावधान है, िजनम¤ नई होÌयोपैथी दवाओं को लाइस¤स देने के िलए िविनमाªता ऐसे दÖतावेजी और अÆय साàय ÿÖतुत करेगा जो औषिधयŌ कì िचिकÂसीय ÿभावकाåरता ÿाĮ करने के िलए लाइस¤िसंग ÿािधकारी Ĭारा यथा अपेि±त हŌ, िजसम¤ इसके साथ िकया गया Æयूनतम ÿमाण भी शािमल है। औषिध एवं ÿसाधन सामúी अिधिनयम, 1940 कì दूसरी अनुसूची (4क) म¤ होÌयोपैिथक औषिधयŌ के गुणव°ा मानकŌ का ÿावधान है। नैदािनक परी±णŌ के िलए, यथा आवÔयकतानुसार, ÿचिलत िदशा-िनद¥शŌ जैसे एएसयू औषिधयŌ हेतु उ°म नैदािनक पĦित िदशा-िनद¥शŌ (जीसीपी-एएसयू), जैव-िचिकÂसा अनुसंधान हेतु नैितक िदशा-िनद¥शŌ (आईसीएमआर) और पारंपåरक औषिधयŌ हेतु िवĵ ÖवाÖÃय संगठन के िदशा-िनद¥शŌ आिद को अपनाया जाता है। इसके अलावा, एकìकृत िचिकÂसा म¤ अनुसंधान के िलए आईसीएमआर नेijल एिथकल गाइडलाइंस फॉर बायोमेिडकल एंड हेÐथ åरसचª इÆवॉिÐवंग Ļूमन पािटªसेप¤ट्स, 2017 म¤ एक पåरिशĶ भी वषª 2025 म¤ ÿकािशत िकया गया है। आयुष मंýालय, आयु²ाªन योजना के नाम से एक क¤þीय ±ेý योजना कायाªिÆवत कर रहा है। इस योजना म¤ अÆय बातŌ के साथ-साथ, (i) आयुष म¤ अनुसंधान एवं नवाचार तथा ii) आयुव¥द जीव िव²ान एकìकृत ÖवाÖÃय अनुसंधान घटक शािमल ह§। आयुष म¤ अनुसंधान एवं नवाचार और आयुव¥द जीव िव²ान एकìकृत ÖवाÖÃय अनुसंधान घटकŌ के तहत, संगठनŌ/संÖथानŌ को आयुष िचिकÂसा पĦितयŌ म¤ नैदािनक अनुसंधान सिहत अनुसंधान अÅययन के िलए िव°ीय सहायता ÿदान कì गई है। िव°ीय वषª 2022-23 से 2025-26 कì अविध के दौरान, आयु²ाªन योजना के 27.03.2026 237 आयुष म¤ अनुसंधान एवं नवाचार घटक के तहत, आयुष फॉमूªलेशनŌ पर कì गई अनुसंधान गितिविधयŌ के ÿकाशनŌ कì सं´या संलμन िववरण-I म¤ दी गई है। इसके अलावा, भारत सरकार ने, वै²ािनक तजª पर आयुष पĦित म¤ अनुसंधान करने, उसके समÆवय, िनłपण, िवकास और बढ़ावा देने के िलए आयुष मंýालय के तहत शीषª संगठनŌ के łप म¤ क¤þीय आयुव¥दीय िव²ान अनुसंधान पåरषद, क¤þीय यूनानी िचिकÂसा अनुसंधान पåरषद, क¤þीय होÌयोपैथी अनुसंधान पåरषद, क¤þीय िसĦ अनुसंधान पåरषद और क¤þीय योग एवं ÿाकृितक िचिकÂसा अनुसंधान पåरषद कì Öथापना कì है। मु´य अनुसंधान गितिविधयŌ म¤ औषधीय पादप अनुसंधान (मेिडको-एथनो बॉटिनकल सव¥±ण, फामाªकोμनॉसी और कृिष), दवा मानकìकरण, औषधीय अनुसंधान, नैदािनक अनुसंधान, सािहिÂयक अनुसंधान और ÿलेखन तथा जनजातीय ÖवाÖÃय देखभाल अनुसंधान कायªøम शािमल ह§। ये अनुसंधान गितिविधयां, देश भर म¤ िÖथत इसके पåरधीय संÖथानŌ/इकाइयŌ के माÅयम से और िविभÆन िवĵिवīालयŌ, अÖपतालŌ और संÖथानŌ के सहयोग से भी कì जाती ह§। िपछले तीन वषŎ के दौरान आयुष मंýालय के तहत अनुसंधान पåरषदŌ Ĭारा ÿकािशत आयुष फॉमूªलेशनŌ पर नैदािनक साàय का Êयौरा संलμन िववरण-II म¤ िदया गया है। केÆþीय आयुव¥दीय िव²ान अनुसंधान पåरषद ने नैदािनक परी±णŌ के माÅयम से 40 रोग िÖथितयŌ के िलए 182 शाľीय आयुव¥द फामूªलेशनŌ कì नैदािनक ÿभावकाåरता और सुर±ा के वै²ािनक ÿमाण सृिजत िकए ह§। अÅययनŌ के शोध पåरणामŌ को Óयापक ÿसार के िलए इंडे³Öड मेिडकल जनªल म¤ ÿकािशत िकया गया है। सीसीआरएएस, औषिध िवकास कì ÓयविÖथत ÿिøया के माÅयम से नए औषध-योगŌ (कोिडत औषिधयŌ) का वै²ािनक सÂयापन भी कर रहा है, जैसे औषिध मानकìकरण और गुणव°ा िनयंýण, नैदािनक-पूवª सुर±ा/िवषाĉता अÅययन और जैिवक गितिविध अÅययन (जैसा उपयुĉ हो) तथा आवÔयकतानुसार नैदािनक परी±ण। सीसीआरएएस ने आयुष ŀिĶकोण और औषिधयŌ के सÂयापन/अनुसंधान के िलए तीन िदशािनद¥श िवकिसत िकए ह§: 1. आयुव¥िदक फामूªलेशनŌ के औषिध िवकास हेतु सामाÆय िदशािनद¥श। 27.03.2026 238 2. आयुव¥िदक फॉमूªलेशनŌ कì सुर±ा/िवषाĉता मूÐयांकन हेतु सामाÆय िदशािनद¥श। 3. आयुव¥िदक उपचारŌ के नैदािनक मूÐयांकन हेतु सामाÆय िदशािनद¥श। इसके अलावा, आयुष अनुसंधान पोटªल, जो वैिĵक Öतर पर आयुष पĦितयŌ का साàय आधाåरत अनुसंधान डेटा का भंडार है, म¤ िकए गए 7243 नैदािनक परी±णŌ का डेटा है। िनÌनिलिखत बीमाåरयŌ के िलए, आयुव¥द, यूनानी, िसĦ तथा होÌयोपैथी के साथ योग के एकìकरण हेतु मानक उपचार िदशािनद¥श (एसटीजी) ÿकािशत िकए गए ह§: क. वषª 2024 म¤ ÿकािशत सामाÆय मÖकुलोÖकेलेटल िवकारŌ के ÿबंधन पर मानक उपचार िदशािनद¥शŌ म¤ ऑिÖटयोआथªराइिटस, Łमेटॉइड गिठया, सवाªइकल ÖपŌिडलोिसस, लÌबर ÖपŌिडलोिसस, फाइāोमाअिÐजया, एढ़ेिसव कैÈसुिलिटस पर एसटीजी शािमल ह§: ख. वषª 2025 म¤ ÿकािशत चयापचय िवकारŌ के ÿबंधन पर मानक उपचार िदशािनद¥शŌ म¤ मधुमेह मेलेटस, िडिÖलिपडेिमया, गाउट, नॉन-अÐकोहिलक फैटी लीवर रोग और मोटापे पर एसटीजी शािमल ह§। अÅययन पूरा होने पर और डेटा िवĴेषण, सहकमê समी±ा तथा नैितक एवं िविनयामक मानकŌ के अनुपालन कì अपेि±त ÿिøयाओं के बाद, अनुसंधान पåरणाम ÿकािशत िकए जाते ह§। िविभÆन पåरषदŌ और राÕůीय संÖथानŌ के तहत संचािलत अनुसंधान पåरयोजनाएं अपने-अपने अÅययन कì समय-सीमा का पालन करती ह§। पूणª नैदािनक अÅययनŌ के नतीजे, Öथािपत वै²ािनक पĦित के अनुसार, सहकमê-समीि±त पिýकाओं म¤ ÿÖतुत िकए जाते ह§। इसके अलावा, भारत सरकार ने आयुष औषिधयŌ हेतु वै²ािनक परी±ण, मानकìकरण और उपचार ÿोटोकॉल को सुŀढ़ करने के िलए िनÌनिलिखत कदम उठाए ह§: - 1. भारतीय िचिकÂसा एवं होÌयोपैथी भेषजसंिहता आयोग (पीसीआईएम एंड एच), जो आयुष मंýालय का अधीनÖथ कायाªलय है, आयुव¥द, िसĦ, यूनानी एवं होÌयोपैथी (एएसयू एंड एच) औषिधयŌ के िलए फॉमूªलरी िविनद¥श और भेषजसंिहता मानक 27.03.2026 239 िनधाªåरत करता है जो एएसयू एंड एच औषिधयŌ कì गुणव°ा (पहचान, शुĦता और ताकत) का पता लगाने के िलए आिधकाåरक संúह के łप म¤ काम आते ह§। औषिध एवं ÿसाधन सामúी अिधिनयम, 1940 और औषिध िनयम 1945 के अनुसार, एएसयू एंड एच औषिधयŌ के िविनमाªण हेतु इन गुणव°ा मानकŌ का अनुपालन अिनवायª है। एएसयू एंड एच औषिधयŌ के परी±ण या िवĴेषण के ÿयोजन के िलए, पीसीआईएमएंडएच, भारतीय िचिकÂसा एवं होÌयोपैथी के िलए क¤þीय औषिध ÿयोगशाला के łप म¤ भी कायª करता है। इसके अलावा, पीसीआईएम एंड एच Ĭारा औषिध िनयामक ÿािधकरणŌ, राºय औषिध िवĴेषकŌ आिद को, एएसयू एंड एच औषिधयŌ कì गुणव°ा बनाए रखने हेतु ÿयुĉ ÿयोगशाला तकनीकŌ और िविधयŌ पर ÿिश±ण िदया जाता है। 2. औषिध एवं ÿसाधन सामúी अिधिनयम, 1940 और उसके तहत बनाए गए िनयमŌ म¤ आयुव¥द, िसĦ, सोवा-åरμपा, यूनानी तथा होÌयोपैथी औषिधयŌ के िलए िवशेष िनयामक ÿावधान ह§। आयुव¥द, िसĦ, सोवा-åरμपा तथा यूनानी औषिधयŌ से संबंिधत ÿावधान, औषिध एवं ÿसाधन सामúी अिधिनयम, 1940 के अÅयाय IV-क और अनुसूची-I तथा औषिध िनयम, 1945 के िनयम 151 से 169, अनुसूची-ङ (I), न एवं न-क म¤ िनिहत ह§। इसके अलावा, औषिध िनयम, 1945 के िनयम 2घघ, 30कक, 67 (ग-ज), 85 (क से ठ), 106-क, अनुसूची-ट, अनुसूची-ड-I, होÌयोपैिथक औषिधयŌ से संबंिधत ह§। 3. इसके अलावा, िविनमाªताओं के िलए यह अिनवायª है िक वे सुर±ा और ÿभािवकता के ÿमाण के साथ, िविनमाªण इकाइयŌ और औषिधयŌ के लाइस¤स हेतु िनधाªåरत अपे±ाओं का पालन कर¤, आयुव¥द, िसĦ, यूनानी औषिधयŌ और होÌयोपैथी औषिधयŌ के िलए øमश: औषिध िनयम, 1945 कì अनुसूची-न तथा अनुसूची-ड-I के अनुसार उ°म िविनमाªण पĦितयŌ (जीएमपी) का अनुपालन कर¤ और संबंिधत भेषजसंिहताओं म¤ िनधाªåरत औषिधयŌ के गुणव°ा मानकŌ का भी पालन कर¤। 27.03.2026 240 4. औषिध परी±ण ÿयोगशालाओं को आयुव¥द, िसĦ, सोवा-åरμपा तथा यूनानी औषिधयŌ कì पहचान, शुĦता, गुणव°ा और ±मता के ऐसे परी±ण करने के िलए औषिध िनयम, 1945 के िनयम 160क से ञ के अंतगªत माÆयता दी जा रही है। आज कì िÖथित के अनुसार, िविनमाªताओं के िलए औषिध िनयम, 1945 के ÿावधानŌ के तहत 108 िनजी ÿयोगशालाओं को अनुमोिदत िकया गया है या लाइस¤स िदया गया है। राºयŌ/संघ राºय ±ेýŌ कì 34 औषध परी±ण ÿयोगशालाएं, वैध नमूनŌ के िलए आयुव¥द, िसĦ, सोवा- åरμपा तथा यूनानी औषिधयŌ एवं क¸चे माल कì गुणव°ा का परी±ण कर रही ह§। 5. औषिध िनरी±क अपने अिधकार ±ेý के तहत आने वाली िविनमाªण फमŎ या िबøì कì दुकानŌ से औषिधयŌ के िनयिमत łप से नमूने एकý करते ह§ और उÆह¤ गुणव°ा परी±ण के िलए औषिध िनयंýण िवभाग के तहत औषिध परी±ण ÿयोगशाला म¤ भेजते ह§ और यिद कोई नमूना ‘मानक गुणव°ा का नहé’ पाया जाता है, तो समुिचत कारªवाई शुł कì जाती है िजसके तहत बाजार से उÂपादŌ कì िबøì को रोक िदया जाता है और औषिध एवं ÿसाधन सामúी अिधिनयम, 1940 और उसके तहत बनाए गए िनयमŌ के अनुसार उिचत कानूनी कारªवाई कì जाती है। िववरण-I िव°ीय वषª 2022-23 से 2025-26 कì अविध के दौरान, आयु²ाªन योजना के
