Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the details regarding the number of fisheries research institutes and regional research centres under Indian Council of Agricultural Research (ICAR) and other central bodies in the country, State-wise including Andhra Pradesh; 10.03.2026 541 (b) whether the Government has any proposals to establish additional fisheries research centres in Andhra Pradesh and if so, the proposed locations, budget allocated and released during the last three years, year-wise and timelines set in this regard; (c) the details regarding new research programmes introduced to support fish farmers including studies on aquaculture technology, disease management, genetic improvement, and sustainable practices during the last three years, State-wise including Andhra Pradesh; (d) the steps taken by the Government to disseminate and raise awareness among fish farmers regarding best practices in fish farming, feed management, health monitoring and climate adaptation techniques, State-wise including Andhra Pradesh; and (e) whether the Government collaborates with State universities and private sector for public-private research partnerships in Andhra Pradesh, if so, the details thereof and if not, the reasons therefor State-wise? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) As reported by the Indian Council of Agricultural Research (ICAR), eight resource-specific Fisheries Research Institutes operate across the country, supported by their research stations and centres (thirty research stations/Centres), located in diverse ecological zones details of which is given in the enclosed Statement. 10.03.2026 542 (b) The ICAR has reported that four regional fisheries research centres are currently operating in Andhra Pradesh. These include the Kakinada Regional Centre of the ICAR–Central Institute of Fisheries Education (CIFE), which also maintains a field centre at Balabhadrapuram; the Regional Research Centre of the ICAR–Central Institute of Freshwater Aquaculture (CIFA) at Vijayawada; the Regional Research Centre of the ICAR–Central Marine Fisheries Research Institute (CMFRI) at Visakhapatnam; and the Regional Research Centre of the ICAR–Central Institute of Fisheries Technology (CIFT), also located in Visakhapatnam. ICAR has further indicated that there is no current proposal for establishing additional centres under ICAR in the State of Andhra Pradesh. (c) ICAR Fisheries Research Institutes have developed nationally relevant technologies that strengthen productivity, sustainable water use, species and system diversification, cost-effective feeds, fish health management, genetic improvement, AMR mitigation, responsible fishing, and value addition. In Andhra Pradesh, their work over the past three years has been especially impactful. Genetically improved freshwater species such as Jayanti rohu, AhR Jayanti rohu, Amrit catla, Mahamagur, and CIFA GI Scampi have been disseminated to farmers. A major initiative on Super-Intensive Precision Shrimp Farming has been launched by ICAR-CIBA and NFDB at Moolapolam, Srikakulam, to support commercial-scale adoption. Pangasius breeding and seed production technologies have been demonstrated to farmers and entrepreneurs, while indigenous ornamental fish breeding has been showcased in East Godavari. The state has also advanced integrated seaweed–shrimp 10.03.2026 543 winter cropping, particularly the co-culture of Gracilaria salicornia with P. vannamei in Srikakulam, promoting diversification and strengthening coastal livelihoods. (d) The Government of Andhra Pradesh has reported that the State has enacted key acts to regulate aquaculture and ensure quality inputs, including the Andhra Pradesh State Aquaculture Development Authority Act, 2020. It conducts training programs, on-field demonstrations, farmer field schools, exposure visits, and capacity-building initiatives under PMMSY. Awareness is raised through technical literature and advisories, implemented via ICAR regional centers, the State Fisheries Department, Fisheries University, and Krishi Vigyan Kendras (KVKs) in Andhra Pradesh. ICAR has also indicated that its fisheries research institutes and centres have been developing and disseminating need‑based technologies across various aspects of fisheries and aquaculture jointly with other Government Departments/agencies. Over the past three years, they have provided technical support, training, and demonstrations to more than 40,000 stakeholders, including those in Andhra Pradesh. (e) The Government of Andhra Pradesh has informed that the Department of Fisheries collaborates with state universities and the private sector for public- private research partnerships. The Department of Fisheries works with national programs like National Surveillance Programme for Aquatic Animal Diseases (NSPAAD)and National Residue Control Programme (NRCP) to strengthen aquatic animal health management, disease diagnostics, and compliance with export standards. Additionally, through the State Institute of Fisheries 10.03.2026 544 Technology (SIFT), Kakinada, it partners with ICAR institutes, the State Fisheries University, and private entities for technology validation, broodstock development, skill enhancement, and adoption of best practices. SHRI BRIJMOHAN AGRAWAL: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the current number of operational Senior Citizen Homes under the Integrated Programme for Senior Citizens (IPSrC) in the country, State-wise; (b) whether the Government has identified any "Zero-Facility Districts" in Chhattisgarh where no Government-aided senior citizen home currently exists and the steps being taken to bridge this gap, if so, the details thereof; 10.03.2026 546 (c) the number of specialized units established for senior citizens afflicted with Alzheimer’s disease and Dementia in India and Chhattisgarh under the current mission cycle; (d) whether the Government is planning to move towards a "Direct Benefit" or "Public-Private Partnership (PPP)" model to reduce the heavy dependency on NGOs for the delivery of elderly care services in remote areas of India, if so, the details thereof; and (e) the details of the various initiatives and schemes for the welfare of growing senior citizens in the country? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): (a) There are a total of 705 Senior Citizen Homes being supported by the Department of Social Justice and Empowerment under the Integrated Programme for Senior Citizens (IPSrC), a component of Atal Vayo Abhudaya Yojana (AVYAY). The State-wise list of these Senior Citizen Homes is given in the enclosed Statement-I. (b) As per AVYAY scheme guidelines, a district where no Senior Citizen Home is found as per the District-wise survey conducted by the State Government, is termed as a Gap district. At present, there are 30 Gap Districts in the State of Chhattisgarh. Currently, there are three Senior Citizen Homes being assisted under IPSrC in Chhattisgarh. To bridge this gap, this Department invites 10.03.2026 547 applications from Non-Governmental Organizations (NGOs) for running projects of Senior Citizen Homes in these gap districts through the e-Anudaan portal throughout the year, for selection of Senior Citizen Homes. (c) Under IPSrC, financial assistance is also provided to the NGOs for running and maintenance of Continuous Care Homes (CCH) for the Senior Citizens who are seriously ill and require continuous nursing care and respite or those who are afflicted with Alzheimer's disease/ Dementia. There are a total of 13 Continuous Care Homes (CCH) in the country which are being assisted under IPSrC. At present, there is no CCH being assisted under IPSrC in the State of Chhattisgarh. (d) No such proposal is presently under consideration in the Department. (e) The Department of Social Justice and Empowerment is implementing an umbrella scheme, namely Atal Vayo Abhyuday Yojana (AVYAY) for the welfare of senior citizens across the country. The brief of the scheme is given in the enclosed Statement-II. Further, the Ministry of Health and Family Welfare had also launched a ''National Programme for Health Care of the Elderly” (NPHCE) in 2010-11 to address various health related issues of elderly people. The details of NPCHE are given in the enclosed Statement-III. The Ministry of Rural Development implements National Social Assistance Programme (NSAP), a social security programme for the most vulnerable persons of society living below poverty line, both in rural and urban areas 10.03.2026 548 irrespective of the category of the beneficiaries. IPSrC(Integrated Programme for Senior Citizens)- Under IPSrC, grant-in-aid is provided to the organisations for maintenance of Senior Citizen Homes (Sr.CH), Continuous Care Homes (CCH), Mobile Medicare Units (MMU) and Physiotherapy Clinics. The objective of the scheme is to improve the quality of life of the Senior Citizens, especially indigent senior citizens by providing basic amenities like shelter, food, medical care and entertainment opportunities and by encouraging productive and active ageing. ii. SAPSrC (State Action Plan for Senior Citizens)- The Government of India perceives a major and critical role of all the States/ UTs Governments in welfare of senior citizens. Each State/UT is expected to plan taking into account their local considerations and frame their own State Action Plans for the welfare of their senior citizens. Under SAPSrC, the Ministry releases funds to the States/UTs for implementation of their action plans. SAPSrC is being implemented since FY 2019-20. 10.03.2026 550 iii. RVY (Rashtriya Vayoshri Yojana)- The scheme aims for providing Physical Aids and Assisted Living Devices for Senior Citizens below poverty line and with the family income not exceed to Rs. 15,000/-per month. The scheme is being implemented since 2017. iv. Elderline- The National Helpline for Sr Citizens (14567) is to generate awareness about the Act, Schemes and Programmes being executed by different Central and State Governments and to provide platform to redress grievances of Sr Citizens across the country. v. Training of Geriatric Care Givers- The main objective is to bridge the gap in supply and increasing demand in the field of geriatric caregivers so as to provide more professional services to the senior citizens and also to create a cadre of professional care givers in the field of geriatrics. Considering the acute shortage of Geriatric Caregivers and the increasing demand in the market, the Department has decided to trained 1,00,000 trainees in the field of Geriatric Care givers in order to meet the demand. vi. Other Initiatives for Senior Citizens- In order to solve the problems of healthy and productive ageing, several initiatives are being done across the country. The proposed initiatives are aimed at involving the elders in building up knowledge which can be useful for the society as a whole. vii. Seniorcare Ageing Growth Engine (SAGE)- The main objective is to promote out-of-the-box and innovative solutions for the commonly faced problems, innovative start- ups would be identified and encouraged for 10.03.2026 551 developing products, processes and services for the welfare of the elderly. STATEMENT-III Details of NPHCE The NPHCE is an articulation of the International and national commitments of the Government as envisaged under the UN Convention on the Rights of Persons with Disabilities (UNCRPD), National Policy on Older Persons (NPOP) adopted by the Government of India in 1999 and Section 20 of “The Maintenance and Welfare of Parents and Senior Citizens Act, 2007” dealing with provisions for medical care of Senior Citizens The objective of NPHCE is to provide accessible, affordable, and high-quality long-term, comprehensive and dedicated healthcare services to the elderly. Components of the Program: 1. National Health Mission (NHM) Component: Primary and Secondary care service delivery through District Hospitals (DH), Community Health Centres (CHC), Primary Health Centres (PHC), Sub-Centre/Health and Wellness Centres. 2. Tertiary Component: (‘Rashtriya Varisth Jan Swasthya Yojana’) These services are being provided though Regional Geriatric Centres (RGCs) located at 17 Medical colleges and two National Centres of Aging (NCAs) one in AIIMS, Ansari Nagar, New Delhi and another in Madras Medical College, Chennai. 10.03.2026 552 3. Research: A Longitudinal Ageing Study in India (LASI) project:-The LASI is a nationally representative survey of older persons in India is being undertaken through International Institute of Population Sciences (IIPS), Mumbai. Package of Services: The program has two components for provision of geriatric health care services i.e: district/ sub-district level component and tertiary level component. The package of services provided to elderly people at both levels is as given below. Sub Centre: a. Health Education related to healthy ageing, environmental modifications, nutritional requirements, life styles and behavioural changes. b. Special attention to home bound / bedridden elderly persons and provide training to the family health care providers in looking after the disabled elderly persons. Primary Health Centre: Weekly geriatric clinic by a trained Medical Officer (MO). Services would include: conducting health assessment of the elderly persons and simple investigation including blood sugar, etc. Community Health Centre a. Biweekly geriatric Clinic and Rehabilitation services to be arranged by trained staff and rehabilitation worker at CHCs. 10.03.2026 553 b. Domiciliary visits by the rehabilitation worker will be undertaken for bed-ridden elderly and counseling to family members for care such patients. District Hospitals: a. Dedicated Geriatric OPD services, In-door admissions through 10 bedded geriatric ward, laboratory investigations and rehabilitation services. b. Provide services for the elderly patients referred by the CHCs/PHCs etc. and refer severe cases to tertiary level hospitals. Tertiary Level (A) Regional Geriatric Centers: a. Provide tertiary level services for complicated/serious Geriatric Cases referred from Medical Colleges, District Hospitals and below. b. Conduct post graduate courses in Geriatric Medicine. Each RGC to produce 2 post graduates (MD geriatrics) every year. c. Providing training to the trainers of identified District hospitals and medical colleges d. Developing/and updating Training modules, guidelines and IEC materials. e. Research on specific elderly diseases. (B) National Centre of Ageing a. High level tertiary care with multidisciplinary clinical services involving medical and surgical disciplines. 10.03.2026 554 b. Specialised OPD care in various clinical disciplines. Special clinics like memory clinic, fall and syncope clinic, frail elderly clinic, aids and appliances clinic, implants and cosmetic clinic. c. Day care centre for: Investigations, rehabilitation, respite care, dementia care ,continence care d. In patient care for: Intensive care, acute rehabilitation, diagnostic and therapeutic services, long term rehabilitation service. e. Human resources development in all sub-specialties of Geriatric Medicine f. Developing evidence based treatment protocols for Geriatric diseases prevalent in the country. STATEMENT-IV Details of NSAP Under the NSAP programme, the old aged, widows, and disabled persons belonging to Below Poverty Line (BPL) and fulfilling eligibility criteria prescribed in the NSAP guidelines, are provided financial assistance, in form of pension, ranging from Rs.200/- to Rs.500/- p.m. and in the case of death of the breadwinner of such family, lump sum assistance of Rs. 20,000/- is given to the bereaved family.One of the components under the scheme is Indira Gandhi National Old Age Pension Scheme under which assistance of ₹ 200/- per month to persons in the age group of 60-79 years is provided and ₹ 500/- per month to persons of 80 years and above is provided. 10.03.2026 555 IMPLEMENTATION OF NATURAL FARMING IN TELANGANA 2845. SHRI KUNDURU RAGHUVEER: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the steps taken by the Government to promote Natural Farming across the country under schemes such as the National Mission on Natural Farming (NMNF) and other allied programmes; (b) the current status of implementation of Natural Farming in Telangana, including the total area covered, number of farmers enrolled, and districts identified for promotion; (c) whether any financial assistance, training programmes, capacity-building initiatives, or demonstration clusters have been sanctioned for Telangana during the last three years, and if so, the details thereof; and (d) whether the Government has conducted any assessment regarding yield performance, cost reduction, soil health improvement, and market linkage support under Natural Farming practices? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) The Union Cabinet approved the National Mission on Natural Farming (NMNF) on 25th November 2024 as a centrally sponsored scheme which is being implemented across the country. (b) and (c) The Government is implementing NMNF across the country to promote Natural Farming including the State of Telangana. NMNF is 10.03.2026 556 implemented in cluster mode. In Telangana, 489 clusters have been formed covering an area of 24,736.32 Ha in 32 districts. Further, 61,125 farmers have been registered under the scheme. 979 Krishi Sakhis/Community Resource Persons (CRPs) have been trained at Krishi Vigyan Kendras (KVKs)/Agricultural Universities (AUs)/local Natural Farming Institutes (LNFIs). 315 Bio-Input Resource Centers (BRCs) have been established for production and supply of NF inputs at local levels. Rs. 17.955 lakh was released to the State for the financial year 2024–25 and Rs. 1,323.51 lakh has been released to the State in 2025–26. (d) Indian Council of Agricultural Research through All India Network on Natural Farming is carrying out research programme with 20 cooperation centres covering 16 States to develop package of practices for Natural Farming. The programme involves 11 State Agricultural Universities, 8 ICAR institutes/centres and 1 deemed to be university. The research outcome shows measurable improvements in soil health indicators. Over 2-3 years, natural farming plots showed rising soil organic carbon (SOC) levels – for example, SOC increased from ~0.90% to 1.15% in Himalayan trials. The research outcome also shows that Organic farming packages for 80 cropping systems is suitable for States, along with varieties suitable for organic farming in major crops. Organic farming significantly enhanced soil health, with SOC levels consistently higher than both in organic and transitional (“towards organic”) systems across all crop categories. 10.03.2026 557 Natural Farming Certification System (NFCS) has been initiated as "PGS-INDIA NATURAL" for certification of all produces of natural farming in accordance with the Natural Farming Standards. It is an online certification system and implemented through National Centre for Organic and Natural Farming (NCONF). More than 14 lakh farmers have been registered under the natural farming certification system till date with more than 6 lakh farmers issued NF certificates. Certification will enable farmers to get premium price for natural products. EXPORT OF READYMADE GARMENTS/TEXTILES/HANDLOOMS 2846. DR. M. K. VISHNU PRASAD: Will the Minister of TEXTILES be pleased to state : (a) the details of total export of readymade garments/textiles/handlooms made during the last five years; (b) whether there is a decline in export of these items during the last three financial years; (c) if so, the details of decline of exports to the USA/EU Countries; (d) whether the new tariff imposed on India by USA has taken a toll on such exports; and (e) if so, the details thereof including from Tamil Nadu? Exports of Textiles and readymade garments, including handicrafts, from India to the USA increased from USD 10,468 million in FY 2022–23 to USD 10,938 million in FY 2024–25. The exports to the EU-27 remained broadly stable during the same period, with exports recorded at USD 7,670 million in FY 2022–23 to USD 7,618 million in FY 2024–25. The exports to any market depends on several factors, including price competitiveness, labour costs, productivity, quality standards, availability of 10.03.2026 559 raw materials, logistics efficiency, compliance with regulatory requirements, and tariffs in the destination market. The market access conditions, global demand, exchange rate movements, and trade agreements also influence export performance. Despite global economic headwinds, Indian Textile and Apparel exports have demonstrated resilience, supported by diversification of export destinations, improved manufacturing capacities, and various trade facilitation and export promotion initiatives undertaken by the Government. The total Textiles and Apparel, including handicrafts exports from Tamil Nadu during April–January of FY 2025–26 were USD 6,605.4 million, as compared to USD 6,659.5 million in the corresponding period of the previous year, reflecting overall resilience in the Sector. India and the United States announced a trade deal on 2nd February 2026. A Joint Statement for the same was released on February 07, 2026. On February 07 2026, 25% additional ad valorem tariffs imposed by the U.S. on certain India’s exports citing India’s imports of Russian oil were removed. Pursuant to US Supreme Court judgement dated 20th February 2026 invalidating reciprocal tariffs, the reciprocal tariffs are no longer in force. The US Government has issued Executive Orders imposing 10% tariffs on all countries. THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI): (a) to (e) Under Border Area Development Programme 2355 works of estimated cost Rs. 230.9 crore have been completed in the State of Punjab. Rs.189.06 crore have been released to State Govt. of Punjab since the FY 2014-15 under BADP. Further, BADP is in its sunset phase and no new projects are being approved under the programme. Central Government has approved the Vibrant Villages Programme-II (VVP-II), as a Central Sector Scheme, with a total outlay of ₹6839 crores till the Financial Year 2028-29 for comprehensive development of identified villages located in blocks abutting international land borders (ILBs), other than the Northern Border already covered under VVP-I, in the States/UTs of Arunachal Pradesh, Assam, Bihar, Gujarat, J andK, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Trupura, Uttarakhand, Uttar Pradesh and West Bengal. The eligibility criteria for SC and ST students for these schemes is as under: 10.03.2026 564 Scheme Eligibility National Fellowship Scheme for Scheduled Caste Students (NFSC) (i)Qualifying UGC-NET (JRF) or Joint UGC-CSIR NET examination and securing admission in Universities/Institutions recognized by the University Grants Commission (UGC). (ii) No age limit National Fellowship Scheme for Scheduled Tribe Students (NFST) (i) At least 55% marks in Post-Graduation and qualifying UGC-NET or Joint UGC-CSIR NET examination and securing admission in Universities/Institutions covered under the scheme. (ii)Maximum age 36 years (b) Under National Fellowship Scheme for Scheduled Caste Students (NFSC) and National Fellowship Scheme for Scheduled Tribe Students (NFST), there are no separate categories of scholarships/fellowships. However under NFSC scheme, out of 2000 slots annually, 1500 slots for UGC-NET (for humanities) and 500 slots for joint UGC-CSIR NET (for science stream) have been earmarked. SHRI JAI PRAKASH: Will the Minister of COOPERATION be pleased to state: 10.03.2026 567 (a) whether it is a fact that in order to address the shortage of foodgrains capacity in the country and if so, the details thereof; and (b) the Government has taken an initiative to make the country world's largest grain storage in cooperative sector and if so, the details thereof? THE MINISTER OF HOME AFFAIRS; AND MINISTER OF COOPERATION (SHRI AMIT SHAH): (a) and (b) In order to address the shortage of storage capacity for food grains in the country and creation of decentralised scientific grain storage infrastructure, the Government, on 31st May, 2023, has approved the Plan for the “World’s Largest Grain Storage Plan in Cooperative Sector”, which has been rolled out as a Pilot Project. The Plan entails creation of various agri infrastructure including godowns, custom hiring centers, processing units, Fair Price Shops, etc. at PACS/ other cooperative societies level through convergence of various existing schemes of the Government of India (GoI), such as, Agriculture Infrastructure Fund (AIF), Agricultural Marketing Infrastructure Scheme (AMI), Sub Mission on Agricultural Mechanization (SMAM), Pradhan Mantri Formalization of Micro Food Processing Enterprises Scheme (PMFME), etc. Under the pilot project, construction of godowns in 11 PACS of 11 States has been completed. So far, construction of godowns has been completed in 120 PACS across the country (Pilot Phase I – 11, Rajasthan – 90, Maharashtra – 15, Gujarat – 4) creating a total storage capacity of 72,702 MT. 10.03.2026 568 Additionally, agencies such as Food Corporation of India (FCI), National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED), National Cooperative Consumers' Federation of India Ltd. (NCCF) and State Warehousing Corporations (SWCs) have identified 378 districts/ location across the country as per their storage requirement and States/UTs concerned have been requested for further identification of land in PACS and other Cooperative Societies. Further, Food Corporation of India (FCI) has agreed to provide uniform hiring assurance for 9 years to PACS/ other cooperative societies godowns under the Plan. The following progress has been made: In Phase I, FCI has identified 216 potential locations for hiring of godowns of 2500 MT and above (1671 MT and above for North Eastern and Hilly areas) About 26.03 LMT Storage requirement has been mapped by FCI in 216 potential locations in 18 States /UTs. In order to broaden implementation capacity and scale, the Plan has been expanded beyond PACS to include all Cooperative Societies, Cooperative Federations, and Multi-State Cooperative Societies (MSCS). DIGITAL VILLAGE PROJECT 2851. SHRI MALAIYARASAN D.: Will the Minister of RURAL DEVELOPMENT be pleased to state: 10.03.2026 569 (a) the number of villages in Tamil Nadu where the Digital Village Project is fully operational with all planned digital facilities; (b) the measures taken to ensure adequate internet bandwidth, electricity and access to digital devices for all residents; (c) whether special initiatives have been taken for women, students and marginalized groups to ensure equitable access to digital services; and (d) the steps proposed to address digital divide and infrastructure gaps in villages facing connectivity or resource constraints? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) to (d) As informed by the Department of Telecommunications, Ministry of Communications, for providing high bandwidth capacity internet/broadband connectivity and mobile services to remote and rural villages and islands in the country that currently lack coverage, a number of steps and projects have been taken up with funding from Digital Bharat Nidhi (DBN) [erstwhile Universal Service Obligation Fund (USOF)], Department of Telecommunications (DoT). BharatNet project is being implemented in a phased manner to provide broadband connectivity to all the Gram Panchayats (GPs) in the country. As of February 2026, about 2,17,805 GPs have been made service ready under BharatNet project in the country including 10,886 GPs in Tamil Nadu. Further, Amended BharatNet Program (ABP), approved by the Government of India on 04.08.2023, is under implementation for up- gradation of existing network of BharatNet Phase-I and Phase-II thereby 10.03.2026 570 ensuring creation of network in balance GPs, and further the connectivity to remaining non-GP villages on demand basis. Under 4G Saturation Project and other mobile projects, till February 2026, 24,263 mobile towers have been commissioned in uncovered remote and rural areas of the country. Commissioning of submarine optical fibre cable between Chennai and Andaman and Nicobar Islands (2312 Km) and between Mainland (Kochi) and Lakshadweep Islands (1869 km), and creation of 225Km OFC network in Lakshadweep Islands for provision of FTTH and other services have facilitated faster roll out of fixed line broadband/internet services, mobile services (4G/5G) and other high-speed data services in the Islands. The Department of Rural Development with the support of the National Informatics Centre (NIC), Centre for Development of Advance Computing (CDAC) and Digital India Corporation (DIC) has designed, developed and implemented various IT driven solutions for implementation of its flagship schemes. In order to mitigate digital divide and to ensure last mile reach, the digital governance solutions delivering services at Gram Panchayat level are developed with offline capabilities, divyang friendly platforms and simple user interface with multi-lingual facilities. This ensures that access to these solutions are not limited to internet connected areas but also to remote or non-connected areas. 10.03.2026 571 MIDC INDUSTRIAL LAND 2852. Exemption from Electricity Duty All eligible New Units are exempted from payment of Electricity duty for a period of 7 years. 2. Waiver of Stamp Duty New as well as expansion units are eligible for exemption from payment of Stamp Duty during the investment period for acquiring land and for term loan process. 3. The Special Large Scale and Large Units situated in Karveer, Panhala, Hatkangale, and Shirol talukas having Fixed Capital Investment (FCI) of more than 50 Crore but less than 750 Crore or 500 Minimum Direct employment are eligible for Industrial promotion subsidy of 60% of eligible FCI for 7 years. b. THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) The primary responsibility for disaster including assessment management damages on the ground rests with the State Governments concerned. The Central Government provides requisite logistics and financial support to the efforts of the State Governments. The State Governments provide financial relief to the affected people in the event of 12 notified natural disasters which includes cyclone and flood, from the State Disaster Response Fund (SDRF), already placed at its disposal, in accordance with approved items and norms of 10.03.2026 579 Government of India (GOI). However, in the event of disaster of a severe nature, additional financial assistance is extended from the National Disaster Response Fund (NDRF), as per laid down procedure, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT) and memorandum for assistance under NDRF submitted by the State/ UT Government. The financial assistance provided under SDRF and NDRF is by way of relief and not for compensation. As per information received from MHA, the Ministry does not centrally maintain data regarding cropped area losses due to any natural calamities. SHRI SANJAY UTTAMRAO DESHMUKH: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether Yavatmal district been selected under the Prime Minister’s PMDDKY scheme, if so, the details thereof; (b) the details of the specific works are proposed to be carried out under the above yojana in Yavatmal district and the amount of funds sanctioned; (c) whether the Government taken cognizance of the fact that in January 2026, 25 farmers committed suicide in Yavatmal district; (d) if so, the details of the special measures which are being implemented under PMDDKY scheme to increase farmer's income and make them economically empowered; and (e) the details of the action plan of the Government to ensure increase in agricultural production, minimum support price, irrigation facilities, crop insurance and direct access to markets and the timeline which has been fixed for the implementation of this scheme? 10.03.2026 583 THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) Yes. Yavatmal district has been selected under Prime Minister Dhan- Dhaanya Krishi Yojana (DDKY). DDKY was approved by the Union Cabinet on 16th July, 2025 for a period of six years, beginning with 2025-26 to cover 100 districts. The scheme aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities, and facilitate availability of long-term and short-term credit. The Scheme is being implemented through convergence of 36 existing schemes across 11 Departments, other State schemes and local partnerships with the private sector. The activities in the District Action Plan (DAP) would be through convergence. The DAP is prepared and implemented by District Dhan- Dhaanya Krishi Yojana Samiti headed by the District Collector. Comprehensive roadmap for achieving objectives of DDKY including enhancing agricultural productivity, crop diversification and sustainable agricultural practices, irrigation facilities and market linkages through convergence are detailed in the DAP of Yavatmal district. (b) In the District Action Plan (DAP), Yavatmal district has proposed improved sowing methods, adoption of improved seeds, promotion of horticulture, construction of storage godowns and promotion of micro-irrigation. Funds for 10.03.2026 584 these activities are sourced from convergence of centrally sponsored schemes and State Schemes. (c) The National Crime Records Bureau (NCRB) under the Ministry of Home Affairs compiles and disseminates information on suicides in its publication titled ‘Accidental Deaths and Suicides in India (ADSI)’. The latest report available on NCRB website (https://ncrb.gov.in) is for the year 2023. State Government of Maharashtra has informed that steps to reduce farmer distress have been initiated by the state. (d) and (e) DDKY focuses on improving crop productivity, crop diversification and sustainable agricultural practices, augment post-harvest storage infrastructure, improve irrigation facilities, and facilitate availability of long-term and short-term credit. The DAP for Yavatmal has focused on improving agricultural productivity through increase area under Broad Bed Furrow (BBF) technique starting with 40,000 ha in year 1 to 60,000 ha in year 6, focusing on Soil Health Card, distribution of new improved seed varieties to 20,000 beneficiaries in year 1 and enhancing to 45,000 beneficiaries in year 6. To encourage crop diversification and sustainable practices, the District has planned for expanding area under turmeric to 7,500 ha in 6 years, fruits crops such as mango, guava to 3,800 ha in 6 years and also cultivation of chia seeds for crop intensity. The plan covers construction of godowns under Mission for Integrated Development of Horticulture and other schemes to augment storage infrastructure. 10.03.2026 585 Further, the district has proposed to increase area under micro-irrigation to 5,500 ha to improve irrigation facilities. For expanding credit access, the DAP has factored Kisan Credit Card (KCC) coverage to 3,52,943 beneficiaries and long-term credit to 59,172 beneficiaries. SOCIAL SECURITY PENSIONS 2857. VERMA): (a) and (b) The Ministry of Rural Development has informed that it implements the National Social Assistance Programme (NSAP) which is a 100% centrally funded scheme covering the persons belonging to families living Below Poverty Line (BPL). It comprises of the following three pension schemes: i. Indira Gandhi National Old Age Pension Scheme (IGNOAPS) - Assistance of ₹ 200/- per month to persons in the age group of 60-79 years and ₹ 500/- per month to the persons of 80 years and above. ii. Indira Gandhi National Widow Pension Scheme (IGNWPS) - Assistance of ₹300/- per month to widows in the age-group of 40-79 years and ₹ 500/- per month to widows of 80 years and above. Indira Gandhi National Disability Pension Scheme (IGNDPS) - Assistance of ₹300/- per month to persons aged 18-79 years with severe or multiple disabilities and ₹ 500/- per month to persons of 80 years and above. As per the NSAP guidelines, the States/UTs are also encouraged to provide top-ups over and above the central assistance. There is no specific timeline for revision of assistance prescribed under Scheme guidelines. However, pension amount under Old Age Scheme was revised from Rs. 75/- to Rs. 200/- in the year of 2007. Old age pension was increased to Rs. 500/- for beneficiaries of 80 years and above in 2011. Further, assistance under Widow Pension and Disability Pension was increased to Rs. 300/- from Rs. 200/- in the year 2012. Based on various recommendations and evaluation studies, a proposal for revamp of NSAP, which inter-alia included revision in eligibility criteria, rate of assistance and sharing arrangement with the States was considered during continuation of NSAP for the 15th Finance Commission cycle (2021-26). However, the Government has approved continuation of NSAP schemes in its 10.03.2026 588 present form. At present, there is no proposal under consideration to revise the coverage/rate of assistance under NSAP. REHABILITATION OF BEGGARS 2858. SHRI RAJA RAM SINGH: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details of the total number of persons rescued, rehabilitated and mainstreamed under the beggar rehabilitation sub-scheme during the last three years, State/UT-wise; (b) the details of number of requests for rehabilitation received, action taken and pending during the last three years, State/UT- wise; (c) the details of those received skill training, wage employment or self- employment during the last three years, State-wise; (d) whether the Government maintains data regarding the current employability or livelihood status of rehabilitated beneficiaries, if so, the details thereof, State/UT-wise; (e) the measures taken by the Government to ensure effective rehabilitation, sustainable livelihood and prevention of re-begging under the scheme? VERMA): 10.03.2026 589 (a) Since inception of the SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) sub-scheme “Comprehensive Rehabilitation of Persons Engaged in the Act of Begging” that is 23.10.2023, a total of 31,055 persons have been identified as engaged in the act of begging, out of which 9,855 persons have been rescued and rehabilitated under the sub-scheme, which includes 2,480 children. The State/UT-wise details are given in the enclosed Statement. (b) The SMILE sub-scheme is implemented through the Implementing Authorities (IAs) namely District Administration/ Urban Local Bodies/ Municipal Corporations and other agencies working in the field of beggary prevention. As per the sub-scheme guidelines, the Implementing Authority appoints/ selects the Implementing Agency/Non-Government Organisation (NGO) through a prescribed selection process. Since the scheme is being implemented through IAs, requests for rehabilitation are not received in the Ministry as all rescued persons are provided comprehensive rehabilitation as per their willingness/interest and in line with different provisions of the scheme guidelines. (c) Under the SMILE sub-scheme, beneficiaries are provided skill development and livelihood opportunities through a convergence approach with various Central and State Government programmes. All eligible persons have been provided skill training based on local demand and aptitude in trades such as carpentry, tailoring, cooking, gardening, security services, sanitation work, e- rickshaw driving and other vocational activities. Formation of community / Self 10.03.2026 590 Help Groups (SHGs) and establishing linkages with banks for financial assistance for income generation activities are also supported under the sub- scheme. THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) to (c) Ministry of Textiles supports handloom and handicraft workers across the country, including Uttar Pradesh, through various schemes and initiatives which includes: (i) National Handloom Development Programme (NHDP) and Raw Material Supply Scheme (RMSS) Scheme in the handloom sector under which, financial assistance is provided to eligible handloom agencies and workers for raw materials, upgraded looms and accessories, solar lighting, workshed construction, product diversification, common infrastructure, branding through India Handloom Brand (IHB), Handloom Mark (HLM) and GI tag, e-commerce, domestic and overseas marketing, concessional loans under Weavers’ MUDRA Scheme, and social security. (ii) Marketing Support and Services (MSS) component of NHDP in handicraft sector under which Domestic and International Marketing Events are organised for artisans. Financial assistance covers space rent, publicity, infrastructure, and TA/DA/Freight charges. For Uttar Pradesh, 72 MSS events, 01 International Marketing Event (RBSM, Moradabad), and 72 CDAP programmes have been sanctioned with a total fund of approx. ₹8.81 Crore during FY 2025- 26. COOPERATIVE INSURANCE 2862. SHRI ARUP CHAKRABORTY: Will the Minister of COOPERATION be pleased to state: 10.03.2026 600 (a) whether the Government has examined the potential role of cooperative insurance institutions in expanding insurance penetration and financial inclusion, particularly in rural, semi-urban and underserved regions and if so, the details thereof; (b) whether the Government has identified regulatory, financial and capacity- related challenges limiting the growth of cooperative insurers in the country, including capital requirements, governance norms and access to technology and if so, the steps taken or proposed to be taken to address these challenges; and (c) whether the Government proposes to introduce regulatory reforms, financial support mechanisms, or capacity-building initiatives to strengthen cooperative insurance entities and enable them to function as effective contributors to India's insurance ecosystem and if so, the details and timelines thereof? THE MINISTER OF HOME AFFAIRS; AND MINISTER OF COOPERATION (SHRI AMIT SHAH): (a)Yes. In order to enhance the role of cooperatives in expanding insurance penetration and financial inclusion, in alignment with the goal of Insurance for All by 2047 and to realize the vision of Sahakar se Samriddhi, a special drive has been undertaken by the Ministry of Cooperation. Under the campaign, efforts are made to enable Cooperative Banks to act as distributors of insurance products by becoming Corporate Agents, thereby 10.03.2026 601 strengthening last-mile outreach, particularly in rural, semi-urban and underserved areas. Further, the Ministry of Cooperation prepared Model Bye-laws for Primary Agricultural Credit Societies (PACS) and circulated them to all States/UTs. As a result, PACS have been enabled to undertake distribution of insurance products. PACS are also functioning as Common Service Centres (CSCs) and are facilitating distribution of various insurance products at the grassroots level. Till 24th February 2026, 52369 PACS are activated as Common Service Centres. Further, as per IRDAI, as on 03rd March 2026, more than 150 cooperative banks and societies are registered as Corporate Agents to distribute insurance products. Cooperative Banks maintain over 22 crore deposit accounts and have more than 13 crore farmer members (of PACS), providing strong grassroots presence and extensive coverage. (b) and (c) The Insurance Act, 1938, as amended by Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025 recognises co-operative societies registered under any of the following laws as eligible entities to set- up insurance co-operative society in India: i.the provisions of the Co-operative Societies Act, 1912; ii.any other law for the time being in force in any State relating to co- operative societies; or iii.The provisions of the Multi-State Co-operative Societies Act, 2002. 10.03.2026 602 Thus, in terms of the IRDAI (Registration of Corporate Agents) Regulations, 2015 cooperative societies are permitted to register as Corporate Agents and are allowed to distribute insurance products. IRDAI has issued regulations promoting digitization and electronic policy servicing, enabling cooperative entities working as corporate agents to leverage technology platforms provided by insurers for seamless onboarding and servicing of policy holders. Further, the Ministry of Cooperation has promoted the establishment of Sahakar Sarathi Private Limited (SSPL) for Rural Cooperative Banks and National Urban Cooperative Finance and Development Corporation (NUCFDC) for Urban Cooperative Banks. These entities facilitate technological upgradation, capacity building, and system integration of Cooperative Banks, thereby enabling them to function effectively as distributors of insurance products. With respect to capacity building, the employees of cooperatives, who are registered as corporate agents to distribute insurance products are required to undergo mandatory training for professional competence and get certification from IRDAI-recognized institutions, such as the Insurance Institute of India. SAMARTH SCHEME IN TAMIL NADU 2863. SHRI C. N. ANNADURAI: SHRI G. SELVAM 10.03.2026 603 Will the Minister of TEXTILES be pleased to state : (a) whether the Government has reviewed the implementation of the SAMARTH (Scheme for Capacity Building in Textile Sector) in Tamil Nadu, particularly in Tiruvannamalai districts, which have significant handloom, silk and textile worker; (b) the details regarding number of candidates enrolled, trained and certified under SAMARTH in these districts during the last three financial years, along with placement and self-employment outcomes; (c) the details regarding funds allocated, released and utilised for SAMARTH training programmes in Tamil Nadu, especially in Tiruvannamalai district during the last three years; and (d) the details regarding steps being taken by the Government to strengthen market linkages, modernise skills and ensure sustainable employment opportunities for trained youth and artisans under the scheme? THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) and (b) Samarth (Scheme for Capacity Building in Textiles Sector) of Ministry of Textiles provides demand driven, placement-oriented skilling programmes to supplement the efforts of the industry in creating jobs in the organized textile sectors, covering the entire value chain of textiles, excluding Spinning and Weaving, on pan India basis. Under the Scheme, A total of 1,07,004 beneficiaries have been trained (passed) and 91,475 beneficiaries have been placed in the State of Tamil Nadu. (आईसीटी) और िडिजटल मीिडया के अÆय łपŌ को अपनाने पर महÂवपूणª ÿभाव पड़ा है। इसने िविभÆन उĥेÔयŌ के िलए सूचनाओं और सेवाओं कì एक िवÖतृत ®ृंखला तक पहòँच को सुलभ बनाकर अपने ÿितभािगयŌ को लाभािÆवत िकया है, िजससे देश म¤ ÓयाĮ िडिजटल िवभाजन को कम करने म¤ मदद िमली है। (ख) úामीण िवकास िवभाग के कायªøमŌ के तहत िशकायत िनÖतारण ÿणाली को हाल के वषŎ म¤ पारदिशªता, जवाबदेही और िशकायतŌ के समयबĦ समाधान को बढ़ाने के अितåरĉ, úामीण िवकास योजनाओं से संबंिधत िशकायतŌ के समाधान के िलए कई अÆय िडिजटल Èलेटफॉमª उपलÊध ह§, जैसे िक 'łरल वन', 'मेरी सड़क', 'जनमनरेगा' और आिद जो िविभÆन ÿशासिनक ÖतरŌ पर िशकायतŌ कì िनगरानी और उनके समाधान कì सुिवधा ÿदान करते ह§। इसके अलावा नागåरक, भारत सरकार के एक ऑनलाइन Èलेटफॉमª 'क¤þीकृत लोक िशकायत िनÖतारण और िनगरानी ÿणाली' (सीपीúाÌस) के माÅयम से भी अपनी िशकायत¤ दजª करा सकते ह§। यह पोटªल लाभािथªयŌ और िहतधारकŌ को úामीण िवकास िवभाग के कायªøमŌ और सेवाओं से संबंिधत िशकायत¤ दजª करने तथा अपनी िशकायतŌ कì िÖथित को पारदशê और समयबĦ तरीके से ůैक करने म¤ स±म बनाता है। (ग) सरकार ने úामीण िवकास ह§, िजससे बेहतर िनगरानी और जवाबदेही सुिनिIJत होती है। ÿधानमंýी आवास योजना-úामीण (पीएमएवाई-जी) के तहत लाभािथªयŌ का िववरण, Öवीकृित आदेश, िनिध जारी करना और आवासŌ कì ÿगित का åरकॉडª आवाससॉÉट और आवासएप के KUMARI SUDHA R.: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether there is increase in the India's seafood exports, if so, the details thereof market share of the exports during the last five years, State-wise; (b) the details of seafood export volumes and values to the US and other key markets during the said period; (c) the impact on seafood sector of Tamil Nadu where shrimp farming and exports contribute significantly to livelihoods; and (d) whether the Government has assessed the broader risks of drop in export volumes and revenue decline for the shrimp industry during FY 2025-26, along with the steps taken by the Government to support the affected stakeholders? 10.03.2026 610 THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) and (b) The seafood export from India has increased from Rs 43,720.98 crore in 2020-21 to Rs 62,408.45 crore in 2024-25 in terms of value, registering an increase of approximately 42.7 per cent during the period. Similarly, the export quantity increased from 11.49 lakh metric tonnes in 2020- 21 to 16.98 lakh metric tonnes in 2024-25, reflecting a growth of about 47.8 per cent. The seafood export to the USA has increased from Rs 17,990.40 crore in 2020-21 to Rs 22,722.69 crore in 2024-25 in value and from 2.91 lakh metric tonnes in 2020-21 to 3.46 lakh metric tonnes in 2024-25 in quantity. The details of seafood exports, state-wise and market-wise, for the last five years are given in the enclosed Statement- I and II, respectively. (c) The seafood sector of Tamil Nadu plays a vital role in the State’s coastal economy, with shrimp farming and exports contributing significantly to employment and income generation, and a large number of coastal households depending directly and indirectly on aquaculture, processing, and export-related activities for their livelihoods. During 2024-25, Tamil Nadu exported 1,07,659 metric tonnes of marine products valued at Rs 5,744.56 crore. During 2025-26 (April to January, provisional), Tamil Nadu exported 1,25,332 metric tonnes of marine products valued at Rs 6,323.79 crore as compared to 1,07,659 metric tonnes of marine products valued at Rs 5,744.56 10.03.2026 611 crore in 2024-25, indicating continued growth and resilience of the seafood sector in the State despite fluctuations in global markets. (d) The Government is aware of the challenges faced by the shrimp export sector due to fluctuations in international market demand, price volatility, and rising input costs. Despite ongoing geopolitical shifts and the imposition of tariff and non-tariff barriers by importing nations, India’s shrimp exports during April–January 2025–26 have increased in both quantity and value compared to the corresponding period of 2024–25. This indicates continued positive growth in shrimp exports. A Round Table Conference with Ambassadors and High 10.03.2026 612 Commissioners from 39 countries on seafood export promotion was also convened to strengthen diplomatic engagement, promote collaboration in sustainable fisheries, enhance trade relations, and advance technologies and emerging sectors in fisheries and aquaculture. The Government also conducts bilateral meetings with major importers to boost seafood exports. To strengthen India's seafood sector globally, the government is facilitating ease of business by amending regulations, streamlining imports, and reducing import duties on key aquafeed ingredients, aquaculture inputs, and fish processing ingredients. In addition, to enhance the share of value-added products in the seafood export basket, the Government of India, in the recent Budget, has enhanced the duty-free import limit of specified inputs used in seafood processing from 1% to 3 % of the previous year’s FOB export value. As part of its sustainable efforts, the Department of Fisheries, Government of India, is promoting the installation of Turtle Excluder Devices (TEDs) in trawl nets, supporting the marine mammals project, strengthening antibiotic residue controls, and launching a comprehensive Traceability Framework. Further, the Sustainable Harnessing of Fisheries in the Exclusive Economic Zone (EEZ) Rules, 2025, were notified to promote high-value, export- oriented fisheries in the Andaman and Nicobar and Lakshadweep Islands. The Pradhan Mantri Matsya Sampada Yojana (PMMSY), a flagship scheme of the Department of Fisheries, Government of India, and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) support expansion of aquaculture, technology infusion, disease management, 10.03.2026 613 modern post-harvest infrastructure, and fish processing facilities to enhance production, productivity, and value addition. The Government of India, Ministry of Commerce and Industry, has established the Marine Products Export Development Authority (MPEDA) as a dedicated agency to facilitate the export of seafood. The MPEDA promotes Indian fisheries products through brand promotion, exporter enrolment, and importer liaison. It enhances industry capacity via training, awareness campaigns, workshops, and chintan shivirs. To explore new markets, MPEDA participates in international trade fairs, organizes Buyer-Seller Meets (BSMs) and Reverse Buyer-Seller Meets (RBSMs), and collaborates with Indian Missions abroad. THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a)A total of Rs. 61.84 crores have been released as eligible subsidy to 317 units located in Uttar Pradesh under the Amended Technology Upgradation Fund Scheme (ATUFS). (b)A total of Rs. 4.40 crores have been released as eligible subsidy to 39 units located in Ghaziabad under the Amended Technology Upgradation Fund Scheme (ATUFS). (c)Government has undertaken several measures to simplify the procedure for availing benefits under ATUFS such as auto-generation of Unique Identification Numbers (UIDs), relaxation in the requirement of enlistment of machinery manufacturers prior to applying for Joint Inspection, delegation of financial powers to various levels for expeditious settlement of claims, and online tracking of claim settlement through iTUFS Portal. (d)As per an Impact Assessment Study conducted through the NITI Aayog more than six lakh high-end/modern technology machines have been installed across the country and more than 90% beneficiaries (among those studied) opined that TUFS enhanced the overall productivity, whereas more than 85% opined that TUFS helped significantly in improving the product quality. (e)The validity of ATUFS scheme expired on 31.3.2022 and currently only committed liabilities are being cleared under the scheme. 10.03.2026 617 REVIEW OF ROAD PROJECTS UNDER PMGSY 2867. These include challenges such as limited working seasons due to adverse weather conditions, difficulties in obtaining forest clearances, scarcity of raw materials, and legal or land-related encumbrances. In the North-Eastern and Himalayan States, these challenges are often compounded by difficult terrain and logistical constraints. In certain regions, security concerns and the limited technical or contracting capacity of implementing agencies also impact the timely execution of works. To address these bottlenecks and ensure the timely completion of projects, the Ministry has established a robust multi-layered monitoring framework. Progress is rigorously scrutinised through Regional Review Meetings (RRMs), Performance Review Committee (PRC) meetings, and Empowered Committee meetings. High-level interactions are frequently held by the Secretary and Joint Secretary of the Ministry with the Chief Secretaries and Principal Secretaries of the States/UTs to resolve inter-departmental issues. At the grassroots level, the District Development Coordination and Monitoring Committee (DISHA), chaired by the Hon’ble Member of Parliament, provides a vital platform for oversight. SHRI ASADUDDIN OWAISI: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased 10.03.2026 622 to state: (a) whether the Government is aware that approximately 42% of the agricultural workforce comprises women, and nearly half of them are unpaid family workers; (b) if so, the details of steps taken by the Government to leverage technology to formalize women’s agricultural labor and ensure a good income; (c) whether the Government is addressing the challenges, like the lack of land ownership for women, which restricts access to formalised credit, subsidies, and insurance scheme; if so, the details thereof; and (d) whether the Government plans to formulate an action plan to leverage the International Year of Women Farmers 2026 for the empowerment of women agricultural laborers, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a)The Government is implementing several schemes for farmers, including women farmers, according to existing eligibility rules. The Periodic Labour Force Survey (PLFS) conducted by the National Statistics Office (NSO), MoSPI, covers the estimated percentage of the workforce engaged in the agricultural sector. In rural areas, female agricultural employment rose from 73.2 percent in 2017-18 to 76.9 percent in 2023-24. From the gender perspective, the female labour force participation rate (FLFPR) has been rising for seven years, i.e. from 23.3 percent in 2017-18 to 41.7 percent in 2023-24, driven mainly by the rising participation of rural women. 10.03.2026 623 (b)The Government is implementing Krishi Vigyan Kendras (KVKs) scheme and ICAR-Central Institute for Women in Agriculture (ICAR-CIWA) to promote adoption of new technologies of agriculture and allied sectors through technology assessment, demonstration and capacity development among the extension functionaries of state governments and farmers including farm women. Under the SMAM scheme, women farmers are provided subsidy on agricultural machinery. States have been instructed to earmark 30% of SMAM funds for women for individual machinery ownership. Under ATMA Scheme, at least 30% of resources are earmarked for women farmers and women extension workers. (c)Department of Land Recourses, Ministry of Rural Development has recently addressed all States to introduce a column for Gender in the Record of Rights. This step will help to know the number of women land owners. Pradhan Mantri Fasal Bima Yojna (PMFBY) provides for comprehensive risk insurance against crop damage from pre-sowing to post-harvest for crops and area notified by the concerned State Government. All willing farmers, including sharecroppers, tenant and women farmers are eligible to enrol under the scheme. The government is implementing the Modified Interest Subvention Scheme (MISS) across various States and UTs. This scheme aims to provide concessional interest rates on short-term agricultural loans obtained by farmers through Kisan Credit Cards (KCC) for their working capital requirements. Under this scheme, farmers (including women farmers) receive KCC loans at a subsidized interest rate of 7%. Additionally, farmers 10.03.2026 624 who repay their loans promptly receive a 3% Prompt Repayment Incentive (PRI), effectively reducing the interest rate to 4% per annum. (d)To commemorate the International Year of Women Farmers 2026, Indian Council of Agricultural Research (ICAR) is organizing Global Conference on Women in Agri-Food Systems (GCWAS-2026) in New Delhi from 12-14 March, 2026 to bring together different stakeholders to share and showcase experiences, case studies and inspiring success stories of women's empowerment and leadership in agriculture; identify and promote national and global best practices for nurturing women's leadership and discuss measures for strengthening the policy framework for mainstreaming gender. IMPACT ON ANIMAL FEED 2870. In the backdrop of growing demand for animal feed in the country, animal feed Dried Distillers Grains with Solubles (DDGS) has been considered for tariff concession within a quota i.e. with tariff concession limited to a quantity due to which there is no adverse impact on the market for domestically grown feed crops. MONTHA CYCLONE 2871. SHRI BALASHOWRY VALLABHANENI: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether Government has assessed loss suffered by the State of Andhra Pradesh due to Montha Cyclone recently; (b) whether the Union Government sent its Central Team to assess the damage caused to agriculture, roads and buildings, aqua sector, power, irrigation, etc.; (c) if so, whether the Central Team submitted its Report to the Government; and (d) if so, the recommendations made by the team and action taken by the Government so far on the recommendations? 10.03.2026 626 THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI): (a) to (d)As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including assessment of damages on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from the State Disaster Response Fund (SDRF) already placed at their disposal, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). In wake of Cyclone ‘Montha’ during 2025 in Andhra Pradesh, an IMCT was constituted by the Central Government for on the spot assessment of damages, without waiting for the Memorandum from the State Government. The IMCT visited the affected areas in the State during 10th to 11th November, 2025. Based on the report of the IMC, an additional financial assistance from NDRF is considered as per established procedure. 10.03.2026 627 PM-eBUS SEWA-PAYMENT SECURITY MECHANISM (PSM) SCHEME 2872. As on 28.02.2026, Tender for 6,228 number of buses were concluded under PM-eBus Sewa Scheme. iv. Letter of Award for 4720 buses have been issued by Public Transport Authorities (PTA). v. Tender for 10,900 buses under PM E-DRIVE scheme are concluded and tender for 2,900 buses is under progress. vi. Rs. 500 crore has been disbursed to Convergence Energy Services Ltd. (CESL) to set up the PSM Fund in FY 2025-26. In the state of Gujarat, 750 buses have been sanctioned under PM- eBus Scheme and Letter of Award (LoA) for 555 numbers of buses have been issued by PTA. Usually, timeline for deployment of buses is considered to be two (2) years from signing of CA between PTA and OEM. (d) and (e) As of 02.03.2026, 19 State/UTs have submitted the Direct Debit Mandate (DDM) to the Reserve Bank of India (RBI) who have either participated under PM E-DRIVE Scheme of Ministry of Heavy Industries or PM-eBus Sewa Scheme of Ministry of Housing and Urban Affairs (MoHUA). PROJECTS UNDER PMGSY 2873. DR. THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) to (d) The Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV) was approved by the Union Cabinet on 11th September 2024 to provide all weather road connectivity to previously unconnected 25,000 habitations by constructing 62,500 km of all-weather roads with necessary cross drainage and culvert with a total financial outlay of ₹70,125 crore (Central share: ₹49,087.50 crore; State share: ₹21,037.50 crore). To ensure objective selection, Census 2011 remains the standard benchmark for population data, though significant relaxations are provided for specific geographies: (i) General Areas: Habitations with a population of 500 or more. (ii) Special Category Areas: A threshold of 250 or more applies to Hill States, North-Eastern Regions, Desert Areas, and Tribal (Schedule V) Areas. (iii) Aspirational Districts/Blocks: These regions also benefit from the relaxed 250 or more population criteria. (iv) LWE-Affected Districts: Connectivity is extended to habitations with a population of 100 or more as identified by the Ministry of Home Affairs. The scheme further prioritises social inclusion through convergence with Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) for ST-dominated habitations and PM-Anusuchit Jaati Abhyuday Yojana (PM-AJAY) for SC- concentrated areas. 10.03.2026 632 EXPORT PERFORMANCE TO US 2874. (c) whether the Central Government has written to State Governments to discontinue the practice of providing MSP bonuses to farmers and if not, the reasons therefor, (d) whether the Government has considered direct procurement of crops in which India faces a production deficit such as certain pulses and oilseeds and if so, the details thereof, and (e) whether the commitment to reduce "non-trade barriers" in the joint statement with the US will change India's policies on GM crops, MSP and public procurement that protect crores of farmers, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) and (b) Every year, Government fixes Minimum Support Prices (MSPs) for 22 mandated agricultural crops for the country as a whole, based on the recommendations of the Commission for Agricultural Costs and Prices (CACP), after considering the views of the State Governments and Central Ministries/Departments concerned. The Union Budget for 2018-19 had announced the pre-determined principle to keep MSPs at levels of at least one and half times of the cost of production. Accordingly, Government had increased MSPs for all mandated 10.03.2026 639 Kharif, Rabi and other commercial crops with a minimum return of 50 percent over all India weighted average cost of production from year 2018- 19 onwards, which has benefitted farmers across the country. (c) A letter dated 9th January 2026 was written by Secretary (Expenditure) to the Chief Secretaries of the States containing certain suggestions for the State Governments to align their bonus policies with national priorities. (d) and (e) Government procures cereals and coarse cereals through Food Corporation of India (FCI) and other designated State Agencies to provide price support to the farmers.Procurement of pulses, oilseeds and copra is done under Price Support Scheme under Umbrella Scheme of Pradhan Mantri AnnadataAaySanrakshan Abhiyan (PM-AASHA), on the request of the concerned State Government as per the guidelines as and when market price of these produce fall below the MSP. Procurement agencies under PM- AASHA Scheme are National Agricultural Cooperative Marketing Federation of India Ltd (NAFED) and National Co-operative Consumers' Federation of India Ltd. (NCCF). Cotton and Jute are also procured by Government at MSP through Cotton Corporation of India (CCI) and Jute Corporation of India (JCI), respectively. THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) and (b) The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a Centrally Sponsored Scheme, and the allocation of funds is based on the pace of implementation by the States/UTs and the availability of unspent balances. For the Financial Year 2024-25, the Revised Estimate (RE) was fixed at Rs. 14,500 Crore against a Budget Estimate (BE) of Rs. 19,000 Crore. The Budget Estimate for the current financial year 2025-26 is maintained at Rs. 19,000 Crore, which is approximately 31% higher than the previous year’s RE. (c) The Ministry has taken note of the Nineteenth Report of the Standing Committee on Rural Development and Panchayati Raj (2024-25). To ensure 10.03.2026 642 the timely completion of pending projects, the Ministry maintains a rigorous and regular monitoring mechanism. Progress across all verticals—PMGSY-I, PMGSY-II, PMGSY-III, and the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA)—is reviewed through Monthly Review Meetings, Regional Review Meetings (RRMs), Performance Review Committee (PRC) meetings, and Special Review Meetings with Chief Secretaries. To expedite pending projects, the Ministry has introduced the SNA-SPARSH system to streamline the flow of funds and ensure better financial discipline. Regarding the road survey for PMGSY-IV, the scheme is currently being implemented based on the Cabinet-approved 2011 Census data. However, to maximise coverage, the Ministry uses a "cluster approach" that allows grouping of smaller habitations to meet the eligibility criteria, particularly in hilly and difficult terrains. (d) and (e) Maintaining high construction standards is a core objective of PMGSY. During the Financial Year 2024-25, National Quality Monitor (NQM) inspections identified "Unsatisfactory" work in 8.13% of ongoing projects, 15.08% of completed projects, and 23.07% of roads under maintenance. State Quality Monitor (SQM) inspections for the same period reported "Unsatisfactory" ratings of 2.53%, 2.11%, and 17.26% respectively for the same categories. The Ministry ensures quality through a mandatory three-tier quality control mechanism involving the Project Implementation Unit (PIU), State Quality Monitors (SQM), and National Quality Monitors (NQM). Physical and 10.03.2026 643 Financial progress are also tracked through the Programme MIS - the Online Management, Monitoring and Accounting System (OMMAS). To prevent delays, the Ministry has simplified bidding processes and holds regular Regional Review Meetings (RRMs) with States/UTs. SHRI SRIBHARAT MATHUKUMILLI: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: 10.03.2026 645 (a) whether the Government is aware of the recent U.S.–Bangladesh arrangements providing preferential or zero-tariff access in certain cases; (b) whether the Government has studied the potential impact of Bangladesh shifting to U.S.-sourced cotton and textile inputs, under its recent trade arrangement with the United States, on India’s cotton farmers, spinning mills and yarn exporters and if so, the details and key findings thereof; (c) whether the Government has held any negotiations or discussions with the United States to secure similar or equivalent market access for Indian textile and garment exporters and if so, the details and current status thereof; and (d) whether the Government proposes to waive off or reduce the import duty on U.S. Cotton to enable Indian garment exporters to avail similar preferential access to the U.S. market and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) Government is aware of the US-Bangladesh Agreement on Reciprocal Trade signed on 9 February 2026. (b) India holds largest share in Bangladesh’s cotton yarn imports and retains a structural advantage due to Bangladesh’s limited domestic spinning capacity. However, Bangladesh’s imports of raw cotton from the United 10.03.2026 646 States is likely to be insufficient to substitute for the large volumes of yarn currently sourced from India. The recent trade agreement between Bangladesh and the United States may marginally increase demand for U.S. cotton, any competitive pressure is likely to be absorbed primarily by other suppliers. India’s cotton trade with Bangladesh may continue to benefit considering the geographical proximity, lower freight costs, shorter transit times, established supply chains, and long-standing industry linkages, which provide resilience to the bilateral trade relationship. (c) and (d) India and the United States announced a trade deal on 2nd February 2026. A Joint Statement for the same was released on February 07 2026. The 25% additional ad valorem tariffs imposed by the U.S. on certain India’s exports citing India’s imports of Russian oil were removed. Pursuant to US Supreme Court judgement dated 20th February 2026 invalidating reciprocal tariffs, these tariffs are no longer in force. The US Government has issued Executive Orders imposing 10% tariffs on all countries on certain products. The Government is studying all the developments thereafter for their implications and remains engaged with the US Government. WOMEN IN PANCHAYATI RAJ INSTITUTIONS 2880. DR. THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) State/Union Territory-wise number of Women Elected Representatives participating in Panchayati Raj Institutions (PRIs) is given in the enclosed Statement. (b) to (e) "Panchayat”, being "Local Government", is a State Subject and part of the State List in the Seventh Schedule of the Constitution of India. Panchayats are set up and operate through the respective State Panchayati Raj Acts, subject to the provisions of the Constitution of India. Thus, all Panchayat related work, including enhancing women’s participation and leadership roles in Panchayati Raj Institutions (PRIs), comes within the purview of State Government concerned. 10.03.2026 648 Article 243D of the Constitution of India provides not less than one- third reservation for women in PRIs out of ‘total number of seats to be filled by direct election in every Panchayat’ and ‘total number of offices of Chairpersons in the Panchayats at each level’. However, 21 States namely, Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand and West Bengal and 2 Union Territories (UTs) namely, Lakshadweep and Dadra and Nagar Haveli and Daman and Diu, have gone even further and have made provisions of upto 50% reservation for women in Panchayati Raj Institutions in their respective State Panchayati Raj Acts/Rulesencouraging increased participation in grassroots governance. The Ministry of Panchayati Raj has implemented the Centrally Sponsored Scheme of Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. FY 2022-23 in States/ UTs with main objective of capacitating PRIs through imparting training to the Elected Representatives, including Women Elected Representatives (WERs), functionaries and other stakeholders to develop their governance capabilities for leadership roles and to function effectively. A total of 30,94,748 Women Elected Representatives were trained from FY 2022-23 to FY 2025-26 (as on 28th February 2026) under this scheme. Increased capacity-building training in different subject matters pertaining to Panchayats, service delivery mechanisms and leadership skills has enhanced the capacities and capabilities of WERs in undertaking their 10.03.2026 649 assigned tasks as elected representatives. WERs are trained on different aspects of rural governance in multiple training programmes for effective delivery of their roles and responsibilities at the grassroots level. To strengthen women’s participation in grassroots governance, the Ministry of Panchayati Raj has mandated Mahila Sabhas before Gram Sabhas, encouraging greater involvement of women in decision-making processes. The Ministry, in collaboration with the United Nations Population Fund (formally the United Nations Fund for Population Activities – UNFPA), is guiding States and UTs in transforming one Gram Panchayat per district into a Model Women-Friendly Gram Panchayat under Theme 9 of the Localization of Sustainable Development Goals. This initiative aims to create inclusive, gender-sensitive governance models that can be replicated across the country. The Ministry of Panchayati Raj has launched a comprehensive specialised training module “Championing Change-Empowering Women Leaders in Local Governance and Beyond” as a part of “Shashkta Panchayat Netri Abhiyan” for the capacity building of WERsof PRIs. The focus of the training module is to build the capacity of the WERson different aspects of rural governance; enhance the knowledge and practical skills for effective delivery of roles and responsibilities as elected representatives; and also to develop the leadership, communication, managerial and decision making skills for effective women led governance.A total of 1,05,966 WERs (as on 28th February 2026) have been trained on this Specialised Module. 10.03.2026 650 Further, on the direction of the Hon’ble Supreme Court, the Ministry of Panchayati Raj constituted an Advisory Committee in September 2023 to examine the issue of Women Pradhans being represented by the male members of their families and also examine other issues related to proxy representation. The Committee has submitted its Report with recommendations to the Ministry in February 2025, and the same has been accepted by the Ministry. BYREDDY SHABARI: Will the Minister of HOME AFFAIRS be pleased to state: 10.03.2026 664 (a) the total funds allocated, released, and utilized under National Forensic Infrastructure Enhancement Scheme (NFIES) since its approval, State-wise; (b) the number of Central Forensic Science Laboratories (CFSLs) planned and established under NFIES, with funds allocated, released and utilised for each, including locations and operational status thereof; (c) whether the Government has received any requests from Andhra Pradesh for establishment of a CFSL, and the current status of such proposals; (d) the number and locations of off-campus centres of the National Forensic Science University (NFSU) established under NFIES, along with funding details thereof; and (e) whether the Government has received any proposals from Andhra Pradesh for setting up an NFSU off-campus centre and if so, the status thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI BANDI SANJAY KUMAR): (a) to (e) The Government of India has approved the National Forensic Infrastructure Enhancement Scheme (NFIES) with a total financial outlay of ₹ 2254.43 crore from financial year 2024-25 to 2028-29. Under the scheme, ₹ 1309.13 crore have been allocated for setting up of 09 campuses of the National Forensic Sciences University (NFSU) and ₹860.3 crore for setting up of 07 Central Forensic Science Laboratories (CFSLs). Funds to the tune of ₹ 64.01 crore have been released and utilized under the scheme, ₹64 crore for the NFSU campuses and ₹0.01 crore for CFSLs. The Scheme is being 10.03.2026 665 implemented centrally for creation and strengthening of forensic infrastructure at identified locations. Under the scheme, setting up of 09 campuses of the National Forensic Sciences University (NFSU) has been approved in Nagpur (Maharashtra), Raipur (Chhattisgarh), Khordha (Odisha), Chengalpattu (Tamil Nadu), Rajasthan, Bihar, Uttar Pradesh, Andhra Pradesh, and West Bengal. The NFSU campuses are currently operational from Transit buildings allotted in Nagpur (Maharashtra), Raipur (Chhattisgarh), Khordha (Odisha), Chengalpattu (Tamil Nadu), and Jaipur (Rajasthan). Out of the 07 approved CFSLs, CFSLs at Chhattisgarh, Odisha, Rajasthan, Tamil Nadu, Uttar Pradesh, and Bihar are to be established in co-location with the NFSU campus. No such proposal has been received from the Government of Andhra Pradesh for setting up of CFSL. So far, land for NFSU campus / CFSL has been allotted in Nagpur (Maharashtra), Raipur (Chhattisgarh), Khordha (Odisha), and Chengalpattu (Tamil Nadu). REGISTRATION FOR FARMER ID 2884. SHRI BAPI HALDAR: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: 10.03.2026 666 (a) whether the Government has made registration for farmer ID mandatory to get benefits under PM Kisan Samman Nidhi; (b) whether the Government has planned any alternative methods for those farmers who are unable to get farmer's ID due to procedural errors such as difference of name in different documents; and (c) if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to higher economic status. A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all the farmers across the country without involvement of any intermediaries. Maintaining absolute transparency in registering and verifying beneficiaries, the Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme. The Farmer ID has been made mandatory for only new registrations under PM-KISAN in 19 States where farmer registry work has been commenced. In the States where 10.03.2026 667 the farmer registry work has not yet started, farmers can register without Farmer ID. (b) and (c) Farmers may face difficulties in claiming benefits due to issues such as name mismatch in different documents arising from procedural variations. To address this and to ensure that no eligible farmer is excluded, the Government has enabled multiple farmer registration modes, including self-registration through mobile and web applications. Additionally, a grievance mechanism is in place through which farmers can raise issues related to land or name mismatch which enables them to register for Farmer ID. Additional steps have been taken to ensure that farmers who do not have mobile phones can also avail themselves of the benefits of digital services. Such farmers can avail services and benefits by utilising existing support facilities such as Common Service Centres (CSCs) and state government offices at Block and Tehsil level.
