Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) whether the Government is promoting maritime heritage and culture to raise awareness about shipping history of the country, State-wise including Maharashtra and Uttar Pradesh, if so, the details thereof; (b) the objectives of such initiatives in fostering interest in maritime careers and marine industries; (c) whether any assessments have been made on benefits for local communities, tourism andskill development, if so, the details thereof and if not, the reasons therefor; (d) the mechanisms put in place to monitor the effectiveness of maritime awareness programmes; and 27.03.2026 486 (e) the expected impact on industry participation, heritage conservation and economic opportunities in coastal regions of the country? THE MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL): (a) : Ministry of Ports, Shipping and Waterways (MoPSW) has envisaged development of a National Maritime Heritage Complex (NMHC) at Lothal, Gujarat to showcase India’s maritime heritage. The development plan of the NMHC includes individual coastal States pavilionsincluding Maharashtra to present their maritime heritage and culture and also an inland waterways pavilion to depict the cultural and historical significance of river navigation system including those in Uttar Pradesh. (b) : The NMHC isintended to promote awareness of maritime heritage, provide a platform for exhibitions and stakeholders engagement and facilitate dissemination of knowledge relating to maritime activities and related sectors with a view to fostering interest in maritime careers and marine industries. (c) : As per projections, the NMHC has the potential to generate 22,000 jobs including 15,000 direct and 7,000 indirect jobs across sectors such as construction and infrastructure, tourism and hospitality, transportation, local trade and ancillary services.The project also includes development of a maritime research institute for maritime research and training for skill development in maritime sector. 27.03.2026 487 (d) : The NMHC society has been constituted and an institutional mechanism has been placed to monitor the effectiveness of the programmes undertaken by it. The mechanism consists of Governing Council headed by Minister in-charge of MoPSW, Steering Committee headed by Secretary of MoPSW and NMHC Board headed by Director General of NMHC Society. (e) : The project is envisaged to promote industry participation through partnerships including Public-Private Partnership (PPP) mode while supporting heritage conservation and facilitating economic activity. It is expected to contribute to livelihood opportunities particularly through promotion of tourism and local crafts and services, thereby supporting inclusive development. DISTRIBUTION OF UREA IN ANDHRA PRADESH 5600. DR. GUMMA THANUJA RANI: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the extent of urea supply shortfalls reported during the current fertilizer season, State-wise including Andhra Pradesh; (b) the allocation made by the Government along with the stock position and distribution status of urea in Andhra Pradesh during the last six months; (c) whether complaints/representations have been received from State authorities or farmer organisations regarding shortages, rationing or price- related issues, if so, the details thereof; and 27.03.2026 488 (d) the steps taken by the Union Government to ensure timely availability of urea and other fertilizers in the State? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (d) : Following steps are taken by the Government every season for ensuring timely and adequate availability of fertilizers in the country, including the State of Andhra Pradesh: (i) Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. (ii) On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. (iii) The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS). 27.03.2026 489 (iv) The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents. (v) Regularly coordinate with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States. (vi) The distribution of fertilizers within the State at district level is done by the concerned State government. In view of above, it is submitted that the availability of Urea has remained adequate across the States, including the State of Andhra Pradesh, during the ongoing Rabi 2025-26 season. The State-wise information regarding requirement, availability and sales of Urea during the said season is given in the enclosed Statement. Further, the mandate of Department of Fertilizers is to ensure adequate availability of fertilizers at the State level. The distribution of fertilizers within the State at district/block level is done by the State Government. Moreover, as per Fertilizer Control Order (FCO)- 1985, State Governments are adequately empowered to take action against persons/companies involved in black- marketing/over-pricing, hoarding, diversion of fertilizers. Accordingly, any complaint received in the Department regarding these issues, through the 27.03.2026 490 CPGRAMS portal –an online platform for grievance redressal – is sent to the concerned State Government for necessary action.
