Will the Minister of MINES be pleased to state: (a) the details of the list of Centres of Excellence (CoEs) proposed, under construction and presently functional across the country, State-wise; (b) the details of the total number of individuals part of such CoE’s over the last five years across the country, CoE-wise; (c) the details of the total number of research initiatives proposed, under consideration and presently implemented in each CoE; 17.12.2025 297 (d) the details of the total amount of funding allocated, released and utilised during the last five years, CoE-wise; and (e) whether the Government has any plans of expanding the number of CoE’s in the country and if so, the details thereof and if not, the reasons therefor? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) to (e): Centres of Excellence (CoEs) is an initiative under the National Critical Minerals Mission (NCMM) for focussed research & development (R&D) to strengthen domestic capabilities in the critical mineral value chain. NCMM was set up in January 2025, following which the guidelines for CoEs were issued in April 2025. As per guidelines, existing institutions including academic and R&D institutes, fulfilling prescribed criteria, are recognized as CoEs. Nine premier institutes of the country have been recognized as CoEs under NCMM. The nine recognized CoEs have together brought in over 80 industry and academic/ R&D spokes. DR. THOL THIRUMAAVALAVAN: Will the Minister of COAL be pleased to state: 17.12.2025 300 (a) whether the Government has changed the e-auction norms of selling coal during the last five years; (b) if so, the reasons for such changes; (c) whether the changes have facilitated participation of more buyers and more income to the Government; and (d) if so, the details thereof? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) and (b): Government has approved in March, 2022, a new mechanism for e- auction of coal by the coal companies. The erstwhile sectoral e-auction windows of coal companies have been done away with and all the non-linkage coal of the coal companies is now sold through one e-auction window [Single Window Mode Agnostic (SWMA) e-auction] of Coal India Limited/Singareni Collieries Company Limited. This single window mode agnostic e-auction (SWMA e- auction) caters to all the Sectors viz. Power & Non-Regulated Sector including traders. The changes in the e-auction scheme were made in order to remove market distortions and to enhance fair competition amongst the coal consumers. (c) and (d): SWMA e-auction of coal facilitates easy availability of coal through a simple, transparent and consumer friendly online system to all sections of coal buyers across the country. Any Indian Buyer (viz. individual, partnership firm, companies etc.) can participate in e-auction for procurement of coal. Coal booking through the e-auction mechanism is based on market-linked variables, 17.12.2025 301 including sectoral demand fluctuations and commercial strategy by participating consumers. With the launch of SWMA e-auction by CIL in January, 2023, the booked quantity in the e-auctions has increased from 53.37 Million Tonne (MT) in the FY 2022-23 to 89.38 MT in FY 2024-25, with a growth of about 67.5%. PRICE REPORTING CENTRES 2802. SHRI RAMASAHAYAM RAGHURAM REDDY: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the objectives of the Price Reporting Centres (PRCs) under the Price Monitoring Division; (b) whether these objectives have been achieved as per the targets; (c) if so, the details thereof and if not, the reasons therefor; (d) the details of the number of price reporting centres in the Country; (e) whether it is a fact that some States do not even have one price reporting centre, if so, the details thereof and the steps taken by the Government to address this; and (f) the time when the PRCs were last surveyed and expanded by the Government? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE 17.12.2025 302 MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): (a) to (f): Department of Consumer Affairs monitors daily prices of 38 food commodities reported by Price Reporting Centres (PRCs) that have been set up with Central assistance by State Governments and UT Administrations across the country. The objective of PRCs is to report the daily prices to the Price Monitoring Division of Department of Consumer Affairs. The daily report of prices are collated and the indicative price trends are duly analysed for taking appropriate decisions regarding release of stocks from the buffer, rationalisation of export-import policy etc. to maintain availability and affordability of essential food commodities to the consumers. The objectives of PRCs are achieved as per the targets. As on date, there are 575 Price Reporting Centres covering 35 States/UTs. The Union Territory of Lakshadweep has not set up a Price Reporting Centre. In order to further improve the representativeness of prices data, the Department of Consumer Affairs had, in 2022-23, requested all the States and UTs to set up Price Reporting Centres in districts wherever feasible. As a result, the number of Price Reporting Centres has increased from 178 in December, 2021 to 575 in November, 2025. BAGGAGE REGULATIONS FOR TRAIN PASSENGERS 2803. SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of RAILWAYS be pleased to state: 17.12.2025 303 (a) whether it is true that Railways is going to implement strict baggage regulations for train passengers on the lines of practice being followed at airport; (b) if so, the details thereof; (c) the details of the action will be taken by Railways if there are no scanning machines at railways stations; (d) whether there is any proposal to increase/decrease the permissible luggage in the new arrangement; and (e) if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e): At present, class-wise maximum limit has been prescribed for carriage of luggage by the passenger along with him/her inside the compartments. Class- wise free allowance and maximum limit prescribed for carriage of luggage inside the compartment is as under: Class Maximum Limit (in kg) Free Allowance (in kg) AC 1st 150 70 First Class/AC 2 tier 100 50 AC 3 tier/AC Chair Car 40 40 Sleeper Class 80 40 Second Class 70 35 The maximum limit includes free allowance. Passengers are allowed to book and carry excess luggage beyond free allowance with him/her in the compartment up to the maximum limit as per class as tabulated above on payment of charges at 1.5 times of luggage rate. Trunks, 17.12.2025 304 suitcases and boxes having outside measurement of 100 cmx60 cmx25 cm (lengthxbreadthxheight) are allowed to be carried in the passenger compartments as personal luggage. If the trunks, suitcases and boxes which outside measurement exceed any one of the dimensions, such articles are required to be booked and carried in the brakevan (SLRs)/Parcel vans and not in the passenger’s compartments. Also, merchandized items are not allowed for booking and carriage in the compartment as personal luggage. Over and above the prescribed limit mentioned above, excess luggage is carried in Brake van (SLRs) of the trains subject to maximum limit prescribed to be booked in brake vans as luggage. Police and public order are state subjects under the Seventh schedule to the Constitution of India and, as such, State Governments are responsible for prevention, detection, registration and investigation of crime and maintain law and order etc. on Railways through their law enforcement agencies viz. Government Railway Police (GRP)/District Police. However, Railway Protection Force (RPF) supplements the efforts of GRP/District Police to provide better protection and security of passenger area and passengers and for matters connected therewith. The following preventive measures are carried out by railways; Random manually bag checks are conducted by RPF personnel with the help of Hand Held Metal Detector (HHMD). 17.12.2025 305 Door Frame Metal Detector (DFMD) have been installed at Entry & Exit gates of stations to facilitate the detection of metallic and prohibited items being carried by passengers. Joint checks with other agencies are carried out to prevent the carriages of prohibited items. Passengers movement is closely monitored through CCTV cameras. Joints checks and coordination are being ensured with Government Railway Police (GRP) and Local Police to avoid any unusual incidents. Dog squad is deployed at entry/exit points and parcel office of stations for intensive checking time to time. Announcements through public address system and visual displays are made to educate passengers for not carrying prohibited items and to report any unattended luggage to RPF/GRP. INDIA'S INCENTIVE PROGRAMME 2804. SHRI EATALA RAJENDER: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether India’s incentive programme is one of the most generous initiatives in the world in addition to the 50 per cent incentive from the Centre and some States have provided a top-up incentive through their respective policies and therefore, 75 per cent of the cost of setting up a unit is subsidised and remaining 17.12.2025 306 would be committed under the India Semiconductor Mission programme and States are seeking more funds from the Union Government to take forward projects; and (b) if so, the details along with its present status thereof? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) and (b): Semiconductor is a foundational and strategically critical sector that underpins almost every aspect of modern life. Its development strategy is inspired by Prime Minister Shri Narendra Modi’s vision of Atmanirbhar Bharat and Make in India, Make for the world. Many countries including those with mature semiconductor ecosystems provide substantial financial support to semiconductor manufacturing. This ensures national and economic security, strengthens supply-chain resilience, and maintains technological leadership. In line with this, Government introduced the Semicon India programme with an aim to develop semiconductor ecosystem ranging from talentpool, design, fabrication, assembly, testing, packing, and module manufacturing. Details of the programme can be accessed from the website https://www.ism.gov.in/. 17.12.2025 307 Indian Semiconductor Mission Government has approved 10 manufacturing units including 2 fabs and 8 ATMPs/OSATs spanning across 6 states with an investment of Rs 1.6 Lakh Crore. Under the Design Linked Incentive (DLI) Scheme, 23 companies have been supported for 24 chip and System-on-Chip (SoC) designs, with a total project value of ₹920 crore. These designs cater to applications such as satellite communication, drones, surveillance cameras, Internet of Things (IoT) devices, LED drivers, AI devices, telecom equipment and smart meters. Further, as infrastructure support, free design tool (EDA) access has been provided to 94 startups enabling 47 lakh hours of design tool usage. To encourage India’s young engineers, Government is also providing latest design tools (EDA) to 397 universities and start-ups. Using these tools, chip designers from more than 46 universities have designed and fabricated 56 chips at Semiconductor Laboratory (SCL), Mohali. Training in chip design has also been provided to more than 67,000 students, and researchers so far. In addition to the above, many states are providing fiscal support and other necessary support based on their respective state policy to the approved projects under Semicon India Programme. 17.12.2025 308 EXPANSION OF GREEN HYDROGEN PROJECTS 2805.
