Will the Minister of RAILWAYS be pleased to state: 03.12.2025 452 (a) whether the Government has launched freight incentive schemes to attract bulk and small cargo to Railways and if so, the details thereof; (b) the categories of concessions and services offered to industries and logistics players; (c) whether initiatives like Gati Shakti Cargo Terminals are linked to these freight reforms and if so, the details thereof; (d) the manner in which the Government ensures faster turnaround times and last-mile connectivity; and (e) whether these schemes strengthen country's supply chain efficiency and logistics competitiveness particularly in Balaghat Lok Sabha Constituency, MMR Region and Maharashtra and if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e) Indian Railway has taken multi-pronged strategy to promote the freight segment and strengthening of the supply chain through freight-rate rationalization and adoption of various incentive schemes. i. Some of the initiatives taken are as under: • Introduction of rationalized and simplified Gross Tonnes (GTKM) based rate for haulage of bulk cement in tank containers. The new rate structure, without complex slab structure (for weight and distance), enhances ease of doing business. 03.12.2025 453 • Telescopic rate benefit extended to domestic Coal movement in Rail-Sea- Rail (RSR) mode, • Reclassification of commodities-Soda Ash Dense/Light, Soda Bi- carbonate etc. • Liberalized Automatic Freight Rebate Scheme in Traditional Empty Flow Directions, • Station-to-Station Rates Policy, • Rationalization of Merry-Go-Round, • Concession in Short Lead Traffic, • Discount in freight to Fly Ash/Bed Ash traffic booked in Open/flat Stock & covered wagons, • De-notification of commodities for carriage at Haulage rate per TEU in container, • Joint Parcel Product-Rapid Cargo Service (JPP-RCS) scheme • Incentives for Containerized transportation of Tiles Traffic, • Policy for Cargo Aggregation-Cargo Aggregator Transportation Product, etc. ii. Indian Railway has implemented various schemes to attract private investment in General Purpose Wagons, Special Purpose / High Capacity wagons and Automobile carrier wagons for cement, oil, steel, fly-ash, automobile etc. So far, around 240 rakes of special purpose wagons, 374 rakes of general-purpose wagons and 48 rakes of automobile wagons 03.12.2025 454 have been inducted. • “Bulk Cement Terminal Policy” has been launched recently as part of Railway reforms for Cement transportation to facilitate setting up Bulk Cement terminals on Railway land. This will enhance transportation of Bulk Cement by Rail through specialized wagons, • Under the ‘Gati Shakti Multi-Modal Cargo Terminal (GCT)’ policy launched to facilitate development of cargo terminals on non Railway land, as well as on Railway land (partially or fully), so far, 118 new GCTs have been commissioned since the implementation of the policy, with an estimated traffic capacity of 192 million tonnes per annum (MTPA). • From the financial year 2023-24 onwards, an amount of ₹14500 crore has been allocated for improvement of freight and parcel terminals. • A total of 9 new Gati Shakti Cargo terminals(GCTs) have been commissioned so far in Maharashtra state including in MMR region, with total investment of ₹548.69 crore. Further, 91 works have been sanctioned in Maharashtra state including in MMR region, of amount of ₹ 932.34 crore for development of goods and parcel terminals. iii. The Government is taking several steps to ensure faster turnaround times and last mile connectivity which includes capacity enhancement works such as: • Doubling and multi tracking of important Railway routes, • Engine-on-Load(EOL) scheme, 03.12.2025 455 • Mechanization of Terminals with silo, preweighbin, Tipplers, Hoppers, Conveyor belts etc, • Commissioning of Eastern Dedicated Freight Corridor (EDFC) and Western Dedicated Freight Corridor (WDFC), • Construction of flyovers and by-passes to decongest busy terminals, • Containerization of Cargo and providing direct Rail connectivity to industries under the PM Gati Shakti Cargo terminals policy for enhancing efficient Multimodal Transportation Development. TRAIN STOPPAGE ACROSS KERALA 567. SHRI V. K. SREEKANDAN: Will the Minister of RAILWAYS be pleased to state: (a) whether it is a fact that the Southern Railway had discontinued a slew of stoppages during the post Covid-19 and is now considering restoring/allowing permanent additional stoppages for trains across Kerala and if so, the details thereof; (b) whether it is a fact that at least a dozen trains operating in the State have been provided new permanent stoppages recently and if so, the details thereof; (c) whether it is a fact that the reason for the spurt in allotting permanent additional stoppages is due to demand from the commuters rather than the operational reasons and if so, the details thereof; and (d) whether it is a fact that a stop is provided based on the revenue generated 03.12.2025 456 from each station and if so, the details thereof indicating inter alia with the stations where stoppages have been restored/additional permanent stoppages were allowed come under this category? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d) With a view to contain the spread of Covid-19 pandemic, Indian Railways (IR) had discontinued the operation of all regular passenger carrying trains with effect from 23rd March, 2020 and only special train services were being operated. Indian Railways also undertook rationalization of time table, including rationalisation of stoppages, in a scientific manner with the assistance of IIT- Bombay. The exercise has been undertaken inter alia to provide for better passenger safety by creating maintenance corridor blocks, speeding up of train services and to improve punctuality. Since November-2021, Express train services are being operated as per rationalized time table. To facilitate the passengers of various stations located in the State of Kerala, 152 stoppages have been provided during the period 2023-24 and 2025- 26 (till 25th November,2025). SHRI KARAN BHUSHAN SINGH: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the number of beneficiaries of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) across categories of AAY (Antyodaya Anna Yojana) households and Priority Households (PHs) in Uttar Pradesh, district-wise; (b) the number of Pradhan Mantri Kisan Samridhi Kendras (PMKSKs) set up for outreach to National Food Security Act (NFSA) beneficiaries in Uttar Pradesh, district-wise; and (c) the status of installation of tin plates at Fair Price Shops in Uttar Pradesh, district-wise? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) The Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) is being successfully implemented in all the States/UTs including the State of Uttar Pradesh. The Act provides for coverage of 79.56% of the rural and 64.43% of 03.12.2025 460 the urban population for the State of Uttar Pradesh, for receiving free of cost foodgrains, which at Census 2011 comes to 1520.59 lakh persons. The number of beneficiaries presently covered under the PMGKAY in state of Uttar Pradesh is as follows: District wise data of beneficiaries is not maintained by Central Government. (b) Department of Fertilizers (DoF), vide notification dated 24th August, 2022, has decided to convert the existing village, block/sub district/taluk and district level fertilizer retail shops into Model Fertilizer Retail Shops, namely Pradhan Mantri Kisan Samridhi Kendra (PMKSK). These PMKSK act as a one-stop-shop for farmers for multiple products such as seeds, fertilizers, pesticides etc. and also avail multiple services related to agriculture sector like fertilizer/seed/soil testing, drones & other farm equipments under one single roof. The conversion of retail shops into PMKSKs is an ongoing process. As of 17.11.2025, a total of 1,70,262 retail shops have been upgraded to PMKSKs. SHRI ARUN BHARTI: Will the Minister of COMMUNICATIONS be pleased to state: (a) the current status of BharatNet Phase-III (launched in Sept., 2024), its total outlay and the timeline for its completion; (b) the number of Gram Panchayats in Bihar, particularly in Jamui district, that have functional, high-speed BharatNet connections; (c) the total number of Last-Mile Service Providers (LSPs) and Village Level Entrepreneurs (VLEs) onboarded in Bihar to provide home broadband; (d) the number of BharatNet Udyamis trained and certified in Jamui district; and 03.12.2025 466 (e) the steps being taken to address network downtime and ensure the Operations and Maintenance (O&M) of the already laid fibre? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a) BharatNet project is being implemented in a phased manner to provide broadband connectivity to all Gram Panchayats (GPs) and villages beyond GPs on demand basis across the country. An estimated outlay approved for Amended BharatNet Program (BharatNet Phase - III) is Rs. 1,39,579 crores and timeline for completion of construction of the project is 36 months from signing of Agreement with Project Implementation Agency (PIA). Agreement has been signed with Project Implementation Agencies (PIAs) for Twelve Packages for thirteen States and five UTs. (b) A total 3375 GPs in Bihar including 109 GPs particularly in Jamui district have functional high speed BharatNet connections. (c) and (d) Around 396 BharatNet Udyamies (BNUs) have been onboarded in Bihar to provide FTTH connections using BharatNet network. BNU could be a Village Level Entrepreneur, Internet Service Provider, Self Help Group (SHG), etc. Six BharatNet Udyamis have been trained and certified by BSNL in Jamui district. (e) Under Amended BharatNet program, following steps have been included to address network downtime and ensure the operations and maintenance (O&M) of already laid fiber: (i) Creation and Upgradation of BharatNet network in ring architecture 03.12.2025 467 (ii) Operations & Maintenance of the entire network based on Service Level Agreement (SLA) (iii) Single Project Implementation Agency (PIA) for construction and O&M of the network in a Package (iv) Dedicated Network Operation Centre धान िकसानŌ का कÐयाण 572. ®ी कुलदीप इंदौरा: ³या उपभोĉा मामले, खाī और सावªजिनक िवतरण मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या सरकार को इस वषª धान कì खरीद म¤ हòई देरी और कम खरीद के कारण ®ीगंगानगर- हनुमानगढ़ म¤ िकसानŌ के सामने आ रही समÖयाओं कì जानकारी है और यिद हां तो इसके ³या कारण ह§; (b) The installed solar PV module manufacturing capacity in the country, as per the Approved List of Models and Manufacturers (ALMM), issued on 25.11.2025 is 121.68 GW.The quantity and value of solar PV modules imported in the country during FY 2025-26 (till September, 2025), as per the website pertaining to export-import data bank of Department of Commerce, are 180.58 lakh numbers and 386.33 million US Dollar respectively. (c) The manufacturers who have been issued letter of award under Production Linked Incentive (PLI) Scheme for High Efficiency Solar PV Modules, can set- up their manufacturing plants anywhere in India. THE MINISTER OF PARLIAMENTARY AFFAIRS; AND MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU): (a) to (d) Ministry of Minority Affairs implements various schemes for socio- economic and educational empowerment of the six (6) centrally notified minority communities. A brief on major schemes of the Ministry along with achievements in respect of Telangana State during the last 3 years is as under: PMJVK: Pradhan Mantri Jan Vikas Karyakram" (PMJVK), a Centrally Sponsored Scheme, is one of the flagship program of the Ministry of Minority Affairs for creation of community infrastructure in the Minority Concentration Areas of the country in the sectors viz. Health, Skill Development, Education, Women Centric 03.12.2025 487 Projects, Drinking Water and Supply, Sanitation, Sports, Renewable energy, Tourism, Animal Husbandry and Other Community Infrastructure. The projects are drafted/formulated by the respective State Governments/ UT Administrations. The execution, operation, and maintenance of the project units approved under PMJVK is the sole responsibility of the concerned State Government or Union Territory (UT) Administration, as applicable. The Ministry regularly holds review meetings with State/UT authorities, to assess both the physical and financial progress of allocated projects. Additionally, National Workshops have also been conducted for effective implementation and timely completion of projects under the scheme. Under the Scheme, no projects have been sanctioned in Nalgonda District of Telangana and no funds have been released to Telangana State during the last 3 years. However, the Ministry is implementing PMJVK Scheme in all Districts of the Country including all the Aspirational Districts. States/ UTs can propose infrastructure projects in the identified areas where the concentration of minority population is more than 25% in the catchment area (15 KM radius). PM VIKAS: Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme aims to promote the socio-economic upliftment of the six notified minority communities through interventions in four major areas: (i) modern and traditional skilling, (ii) women’s leadership and entrepreneurship development, (iii) education through the National Institute of Open Schooling (NIOS), and (iv) infrastructure development through the Pradhan Mantri Jan Vikas Karyakram (PMJVK). 03.12.2025 488 The Ministry had implemented various skill development schemes like Seekho aur Kamao, Nai Roshni and Nai Manzil in the past. These schemes were implemented as Central Sector Schemes and no physical/ financial targets were allocated to States/UTs. Besides, under the above mentioned three schemes, no new projects were allocated during last three years (i.e. FY 2022-23, FY 2023-24 and FY 2024-25), as all these three schemes were discontinued and merged into a new PM VIKAS scheme. The Ministry is ensuring wider access to the PM VIKAS scheme in rural and semi-urban areas by engaging Implementing agencies with a strong grassroots presence. Training centres are being located closer to beneficiary clusters and geo- tagged for transparency. Rural artisans and youth are supported through skilling, NIOS-linked education, and participation in Lok Samvardhan Parvs. These efforts collectively strengthen last-mile delivery and enable greater participation of rural minority communities. SCHOLARSHIP: The Ministry has implemented various educational empowerment Schemes for the upliftment of 6 notified minority communities namely, (i) Pre- Matric Scholarship Scheme, (ii) Post-Matric Scholarship Scheme, (iii) Merit-cum- Means based Scholarship Scheme. These schemes have been implemented as Central Sector Schemes and covered School education to Ph.D studies including technical and professional courses. The Scholarship schemes, however, have not been approved for implementation beyond 2021-22. The details of funds released under the 03.12.2025 489 scholarship schemes for the last three years of implementation of the scheme in respect of Telangana are as below: NMDFC: National Minorities Development & Finance Corporation (NMDFC) implements its schemes for socio-economic development of “backward sections” among the notified minority communities by providing concessional loan for self-employment income generation ventures across the country. The schemes of NMDFC are implemented through State Channelizing Agencies (SCAs) nominated by respective State Govt./UT Administration, Punjab Gramin Bank, Union Bank of India and Canara Bank. (b) to (d) Do not arise. FOOD RELATED COMPLAINTS IN TRAINS 578. SHRIMATI SATABDI ROY BANERJEE: Will the Minister of RAILWAYS be pleased to state: (a) the number of food related complaints from 2021-22 to 2024-25, year and zone-wise; (b) the number of cases of fines imposed, warnings issued, contract termination of vendors and the total amount of fines collected; and (c) the number and value of refunds issued and compensation provided to passengers? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (c) Railways serves about 58 cr meals every year on average. About only 0.0008% complaints are received on average. Based on inquiry on these 03.12.2025 492 complaints, a fine of Rs 2.8 cr was imposed over last four years. It is the continuous endeavour of Indian Railways (IR) to provide good quality and hygienic food to travelling passengers. Necessary steps are accordingly taken by Indian Railways from time to time to improve quality of food and services to passengers. The following measures have been taken to improve quality, hygiene, and food safety: ● Supply of meals from designated Base Kitchens. ● Commissioning of modern Base Kitchens at identified locations. ● Installation of CCTV Cameras in Base Kitchens for better monitoring of food preparation. ● Shortlisting and use of popular and branded raw materials, like cooking oil, atta, rice, pulses, masala items, paneer, dairy products etc. for food production. ● Deployment of Food Safety Supervisors at Base Kitchens to monitor food safety and hygienic practices. ● Deployment of on-board IRCTC supervisors on trains. ● Introduction of QR codes on food packets, enabling display of details like name of kitchen, date of packaging etc. ● Regular deep cleaning and periodical pest control in Base Kitchens and Pantry Cars. ● In order to ensure compliance with Food Safety Norms, Food Safety and Standards Authority of India (FSSAI) certification from designated Food Safety Officers of each catering unit has been made mandatory. 03.12.2025 493 ● Regular food sampling as a part of the inspection and monitoring mechanism to ensure quality of food on trains. ● Third Party Audit is done to examine hygiene and quality of food in Pantry Cars and Base Kitchens. Customer satisfaction survey is also conducted. ● Regular and surprise inspections by Railway/ IRCTC officials, including Food Safety Officers. ● Regular training is conducted by IRCTC to enhance the skills of catering staff, focusing on customer service areas i.e. communication, courteous behaviour, service standards, personal grooming, and hygiene. In order to take passenger feedback, complaint management system over Indian Railways has been strengthened, simplified and made more accessible over the last few years through introduction of RailMadad Portal. With the launch of RailMadad Portal, Indian Railways provided passengers a single window system to register complaints and suggestions. SHRI B. Y. RAGHAVENDRA: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the current status of wind energy capacity addition in Karnataka including the total installed capacity and new projects commissioned during the last five years; (b) the contribution of Karnataka in the country’s total wind power generation along with the details of districts leading in wind energy development; (c) the challenges faced by developers in the State and the steps taken to address them; (d) the measures taken by the Government to encourage offshore wind projects outside of Tamil Nadu and Gujarat; and (e) the measures taken by the Government to attract domestic and foreign investment in large-scale wind energy parks across the country? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) As on 31.10.2025, the installed capacity of wind energy projects in Karnataka is 8193.29 MW. The wind energy capacity addition in Karnataka through new wind projects commissioning vis-a-vis cumulative wind capacity during the last five years are as follows: 03.12.2025 498 S.N. (c) Land conversion and grid evacuation are the major challenges being faced by the developers in setting up wind energy projects in Karnataka. In order to address Land conversion, State Cabinet has approved the proposal of consideration of the Government Order as NOC for conversion of agricultural land for non-agricultural purpose. In order to streamline grid evacuation, the Government of Karnataka has prepared a Resource Adequacy Plan (RAP) for implementing RE projects in proportion to power demand of Electricity Supply Companies of Karnataka (ESCOMs). (d) Government has taken several measures to develop offshore wind power projects in the country outside of Tamil Nadu and Gujarat. These, inter alia, include; • Notification of ‘Offshore Wind Energy Policy’ in October 2015 to provide 03.12.2025 499 framework for the development of offshore wind energy in the country. • Issuance of a ‘Strategy Paper for Establishment of Offshore Wind Energy Projects’ in July, 2022 indicating various development models. • The Offshore Wind Energy Lease Rules, 2023 have been notified to regulate the grant of lease of offshore areas for development of offshore wind energy projects. • Desktop study has been carried out based on the Meso Scale Data available in public domain for Maharashtra coast • Offshore Wind has been included in the list of activities to be considered for trading of Carbon Credits under bilateral/co-operative approaches as per Article 6.2 Mechanism of Paris Agreement. • Waiver of Inter-State Transmission (ISTS) Charges has been extended for offshore wind power projects commissioned on or before 31.12.2032 with graded ISTS charges thereafter. • Waiver of additional surcharge is granted for electricity produced from offshore wind projects commissioned up to December, 2032 and supplied to Open Access Consumers. (e) Government has taken several measures to attract domestic and foreign investment in large-scale RE projects including wind energy parks across the country. The details of measures are given in the enclosed Statement. 03.12.2025 500 STATEMENT Government has taken following measures to attract domestic and foreign investment in large-scale RE projects including wind energy parks across the country: Ministry of New & Renewable Energy (MNRE) has issued Bidding Trajectory for issuance of RE power procurement bids of 50 GW/annum by Renewable Energy Implementing Agencies (REIAs) [REIAs: Solar Energy Corporation of India Limited (SECI), NTPC Limited, NHPC Limited, SJVN Limited] from FY 2023-24 to FY 2027-28. Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route. Inter State Transmission System (ISTS) charges have been waived for inter-state sale of solar and wind power for projects to be commissioned by 30th June 2025, for Green Hydrogen Projects till December 2030 and for offshore wind projects till December 2032. To boost RE consumption, Renewable Purchase Obligation (RPO) followed by Renewable Consumption Obligation (RCO) trajectory has been notified till 2029-30. The RCO which is applicable to all designated consumers under the Energy Conservation Act 2001 will attract penalties on non-compliance. RCO also includes specified quantum of consumption from Decentralized Renewable Energy sources. Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar 03.12.2025 501 Hybrid and Firm & Dispatchable RE (FDRE) projects have been issued. Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), PM Surya Ghar Muft Bijli Yojana, National Programme on High Efficiency Solar PV Modules, New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), National Green Hydrogen Mission, Viability Gap Funding (VGF) Scheme for Offshore Wind Energy Projects have been launched. Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale. Laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power. Electricity (Rights of Consumers) Rules, 2020 has been issued for net- metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower. “National Repowering and Life Extension Policy for Wind Power Projects, 2023” has been issued. The Offshore Wind Energy Lease Rules, 2023 have been notified vide Ministry of External Affairs notification dated 19th December 2023, to 03.12.2025 502 regulate the grant of lease of offshore areas for development of offshore wind energy projects. The Revised Guidelines for installation of prototype wind turbine models was issued on 12th June 2025. Procedure for inclusion/updating Wind Turbine Model in the Revised List of Models and Manufacturers of Wind Turbines (RLMM) was issued on 31st July 2025. The amendment renames RLMM as Approved List of Models and Manufacturers (ALMM (Wind)) and mandates usage of listed components such as Blade, Tower, Generator, Gearbox and Special Bearings (Main, Pitch and Yaw Bearing) along with mandatory relocation of data centres within India and prohibition of real-time data transfer outside India.
