I rise today to strongly support this forward- looking Union Budget which reflects the Government’s unwavering commitment to development with discipline, inclusive growth and cooperative federalism. The Budget for 2026-27 proposes a total expenditure of Rs.53.47 lakh crore with effective capital expenditure rising to Rs.17.14 lakh crore, a clear signal that this Government believes in building long-term national assets rather than indulging in short-term populism. At the same time, fiscal deficit has been contained at 4.3 per cent of GDP, reaffirming India’s macro-economic credibility and investors’ confidence. This Budget is particularly significant for West Bengal. The total transfer to States and Union Territories stands at Rs.25.43 lakh crore, showing a substantial increase over previous years. This decisively exposes the false narrative of the TMC Government that Bengal is being deprived by the Centre. Funds are flowing, delivery is failing. Despite generous Central support, the people of West Bengal continue to suffer because of corruption, political obstruction, and administrative paralysis under the TMC regime. The Central schemes for housing, drinking water, roads, health and employment have been either stalled, distorted or weaponized for political gain. The Budget offers transformative opportunities for North Bengal in particular. Major thrust on infrastructure and connectivity including strategic rail and transport corridors will benefit the region immensely. Projects such as the Siliguri-Varanasi High  Not recorded. 11.02.2026 1175 Speed Rail Corridor will integrate North Bengal with national economic and cultural hubs, strengthen tourism and trade and unlock Siliguri’s potential as the gateway to Northeast, Nepal, Bhutan and Bangladesh. The enhanced allocation for roads, transport, urban development, AMRUT, PM Awas Yojana, Jal Jeevan Mission, Swachh Bharat Mission, agriculture, irrigation, fisheries and rural livelihoods can fundamentally change the lives of people in districts like Darjeeling, Jalpaiguri, Alipurduar and Kooch Behar, if the State Government allows honest implementation. I would also like to highlight the Corporate Mitra Scheme introduced in this Budget which is a forward-thinking reform aimed at reducing the compliance burden on MSMEs. By creating a cadre of trained professionals in Tier-2 and Tier-3 cities, this scheme will help small entrepreneurs with regulatory compliance, GST filings and formalization at affordable cost. For North Bengal, with its MSME clusters in tea, agro-processing, tourism, handicrafts and small manufacturing, the Corporate Mitra Scheme can generate local skilled employment, strengthen entrepreneurship and bring thousands of small enterprises into the formal economy, provided the State machinery cooperates and does not politicize implementation. This Budget clearly demonstrates that the Union Government is committed to inclusive regional balance to growth. Unfortunately, the TMC Government remains focused on appeasement politics, cut money culture and blame-shifting instead of governance. Let me state this unequivocally that the TMC Government has failed the people of West Bengal. This Budget lays a 11.02.2026 1176 strong foundation for a viksit North Bengal within a Viksit Bharat. I wholeheartedly support this Budget and express full confidence that under the visionary leadership of our hon. Prime Minister, India will continue on the path of growth, stability, and national resurgence. Thank you. ®ी राजकुमार रोत (बांसवाड़ा) : सभापित महोदय, आपने आज बजट पर बोलने का अवसर ÿदान िकया इसके िलए धÆयवाद । 78 पेज के इस बजट भाषण म¤ देश के जłरतमंद आिदवासी, दिलत, िपछड़े, िकसान, मजदूर एवं िशि±त बेरोजगारŌ िहतŌ का कोई िवशेष Åयान नहé िदया गया है । डबल इंजन के इस बजट म¤ जłरतमंद लोगŌ कì उपे±ा कì गयी है । माननीय सभापित महोदय, म§ िवशेषकर इस बजट म¤ िश±ा को लेकर, िवशेषकर आिदवासी बाहòÐय ±ेý म¤ िश±ण संÖथाओं कì भौितक सुिवधाओं को लेकर उÌमीद थी, ³यŌिक हमेशा राºय सरकार कहती है िक केÆþ का िवषय है । समú िश±ा के तहत वहां से बजट आता है । यहां केÆþ कहता है िक राºय का िवषय है । आज राजÖथान राºय का भी बजट आया । दोनŌ बजटŌ को हमने देखा, लेिकन राजÖथान के अंदर िश±ण ÓयवÖथा को लेकर जो हालात ह§, वतªमान म¤ राजÖथान म¤ 2,80,000 ÖकूलŌ के कमरे ब¸चŌ के बैठने लायक नहé ह§ । दो लाख से अिधक क±ा-क± जजªर ह§ और इस वतªमान सरकार ने 1500 ÿाथिमक और उ¸च माÅयिमक िवīालयŌ को तीन-चार िकलोमीटर दूर िÖथत सीिनयर ÖकूलŌ म¤ मजª करने का काम करके ब¸चŌ को िश±ा से वंिचत करने का काम िकया है । 100 से अिधक Öकूल¤ बंद कर दी गयी ह§ । वतªमान म¤ ट¤ट, पेड़ के नीचे और िकराये के मकान म¤ सरकारी िवīालय चल रहे ह§ । हम¤ उÌमीद थी िक इस बजट म¤ िश±ा को लेकर िवशेषकर राजÖथान के आिदवासी बाहòÐय ±ेý के िलए िवशेष पैकेज आएगा, लेिकन ऐसा कुछ हòआ नहé है । आज देखा राजÖथान के बजट म¤ भी ऊंट के मुंह म¤ जीरा वाली बात करके इित®ी करने का काम िकया है । माननीय सभापित महोदय, वतªमान म¤ हम कहते ह§ िक इस देश को आÂमिनभªर भारत बनाना है । आÂमिनभªर भारत तभी बन पाएगा, जब इस देश का आिदवासी, िपछड़ा, दिलत 11.02.2026 1177 समुदाय आÂमिनभªर होगा, तभी आÂमिनभªर देश कì जो कÐपना कर रहे ह§, वह पूरी हो पाएगी और वह आिदवासी, दिलत, िपछड़ा समुदाय आÂमिनभªर तभी बन पाएगा, जब उनको हम उनको मूलभूत सुिवधा िवशेषकर िश±ा को लेकर उपलÊध करा पाएंगे । माननीय सभापित महोदय, आज 150वé िबरसा मुंडा जयंती मनाई जा रही है । इसको राÕůीय गौरव िदवस के łप म¤ मनाया जा रहा है । हम¤ इस बात का गवª है, लेिकन िबरसा मुंडा कौन थे? िबरसा मुंडा तÂकालीन समय म¤ जमéदार और अंúेजŌ के िलए एक िवþोही एवं देशþोही थे और आज वह हमारे िलए एक øांितकारी ह§, एक भगवान ह§, एक आदशª ह§ । वे जल, जंगल, जमीन कì लड़ाई लड़ते थे, वही आज का िहडमा आज के पåरपेàय म¤ आपकì नजर म¤ न³सलवादी है, लेिकन हो सकता है िक भिवÕय म¤ आने वाली पीढ़ी के िलए वह िबरसा के łप म¤ जाना जाए । आज बÖतर का जो पूरा आिदवासी इलाका है ।
