Member, Shri Nishikant ji, has already said that this House is supreme. यहां तो संिवधान बदला जा सकता है, यह तो बहòत छोटी चीज है। The two Members have raised specific queries. If you allow, I can give a short clarification. The Members have raised point number one that this Jan Vishwas Bill is replacing imprisonment with fines. So, I would just like to inform, through you, 27.03.2026 1181 to this House that it is not about replacing imprisonment with fines, this is about only procedural defaults, small, minor, where decriminalisation has been done. Major violations, serious offences are not diluted in any manner. The reform process has been carefully structured to exclude critical areas such as the Bharatiya Nyaya Sanhita, laws related to national security, labour codes, armed forces, international obligations. These are not under this purview. So, these are all minor offences that have been done away with. It is very wrong to say that you can pay your way through and not get imprisoned. It is not like what you have said. The other point raised by the hon. Member is that not enough consultation has been undertaken. That, again, is not correct. Extensive consultations have gone into this. High-level committees of NITI Aayog have deliberated on the matter. There have been discussions in the inter-Ministerial committees, and interactions have taken place with industry associations such as FICCI and CII. Views from citizens and diverse stakeholders have also been taken into account. सर, यह सेले³ट कमेटी म¤ गया और उसके बाद से यह यहां इस सदन म¤ आया है, इसिलए यह कहना गलत है। I would also like to clarify that the judicial process has not been diluted. This is only in respect of small and minor offences, where individuals do not have to go to the Judiciary and get trapped in the process. The objective is to promote ease of doing business as well as ease of living. लोगŌ को इसके िलए दर-दर भटकना पड़ता था, इसिलए उसको दूर करने का ÿयास िकया गया है। ÿधान मंýी जी कì यही सोच है िक उīोगŌ को 'रेड काप¥ट' िमले। 27.03.2026 1182 माननीय अÅय± : मंýी जी, यह भी बताएं िक ÿपोºड करने के बाद िकतनी चीजŌ म¤ पåरवतªन हòआ है। मूल िबल म¤ तो 200 था, िफर 1,000 ÿपोºड िकए गए। आप उसके बारे म¤ भी सदन को बताएं। ®ी िजितन ÿसाद : महोदय, 1,000 ऐसे ÿावधान ह§, जो डीøìिमनलाइज़ िकए गए। माननीय अÅय± : मूल िवधेयक म¤ िकतने ÿावधान थे? ®ी िजितन ÿसाद : महोदय, यह सबसे महÂवपूणª चीज़ है ³यŌिक इसम¤ जो ÿावधान था, करीब 717 'ईज़ ऑफ डूइंग िबजनेस' को लेकर ह§, जो अम¤ड िकए जा रहे ह§ और 67 'ईज़ ऑफ िलिवंग' के ह§। जैसे मोटर वेिहकल ए³ट है, अगर िकसी का लाइस¤स ए³सपायर हो गया तो उसे करीब 30 िदनŌ का समय िदया जा रहा है िक वे उसे रीÆयू करा ल¤, उसका◌े पीनलाइज़ नहé िकया जाएगा। ऐसी तमाम चीज़¤ ह§, जैसे एनडीएमसी म¤ जहां ओÐड रेटेबल वैÐयू िसÖटम था, उसको िसÌÈलीफाई करके यूिनट िसÖटम कर िदया गया है। माननीय अÅय± : आप िवÖतार से जवाब बाद म¤ दीिजएगा, अभी अनुराग जी कुछ ²ान बांटना चाहते ह§। ³या आप िनिशकाÆत जी कì ट³कर म¤ आना चाहते ह§? ®ी अनुराग िसंह ठाकुर : नहé, नहé, सर, कोई ट³कर कì बात नहé है, यहां सब Èयार है। माननीय अÅय± जी, माननीय मंýी जी ने जो कहा और आपने िजस ओर इंिगत िकया, उसके संदभª म¤ सदन के Åयान म¤ एक बात जłर आनी चािहए िक जब से नरेÆþ मोदी जी कì सरकार आयी, तब से सरकार ने 'ईज़ ऑफ डूइंग िबजनेस' और 'ईज़ ऑफ िलिवंग' पर जो काम िकया है, उसी िदशा म¤ यह जन िवÔवास िबल है। इससे पहले भी िजतने कानून बनाए गए, उसम¤ कÌÈलायंस बड¥न भी 63,000 से कम करके 23,000 पर ले आए, 40,000 कÌÈलायंसेज़ को कम िकया गया। इसके माÅयम से भी, जो छोटी-छोटी गलितयŌ के कारण जेल भेजने का ÿावधान था, वैसी दंडाÂमक कारªवाई को खÂम करके उसम¤ बहòत बड़ा सुधार िकया गया है, इसिलए सरकार को बहòत-बहòत बधाई देता हóं। 27.03.2026 1183 माननीय अÅय± : अब आप भूतपूवª मंýी ह§, मंýी का अिधकार अभी इनको है। ®ी अनुराग िसंह ठाकुर (हमीरपुर) : सर, भूतपूवª मंýी होने के नाते और सदन का सदÖय होने के नाते मुझे लगता है िक यह देश के िहत म¤ है, इसिलए इसका आना बहòत Öवागतयोμय है। माननीय अÅय± : ÿij यह है : “िक जीवन कì सुगमता और कारबार करने कì सुगमता के िलए िवÔवास आधाåरत शासन कì और वृिĦ करने के िलए अपराधŌ का िनरापराधीकरण और सुÓयविÖथत करने हेतु कितपय अिधिनयिमितयŌ का संशोधन करने वाले िवधेयक को पुरःÖथािपत करने कì अनुमित ÿदान कì जाए।” ÿÖताव Öवीकृत हòआ।
