Is this a hollow promise or an actual promise? Will the Matua community members of Malda district in West Bengal, who arrived from Bangladesh after 2002, actually be able to vote? This is my question to the Election Commission. Therefore, I urge this House and the ECI to reform the current SIR process. I urge that voters displaced due to natural disasters be given special consideration to produce alternate documentation. I submit that the aim of the ECI and SIR should be that no Indian citizen is left behind, as this is a democratic and constitutional right that must be fostered and protected by the ECI. डॉ. इÆþा हांग सुÊबा (िसि³कम) : सभापित महोदय, आपने मुझे आज कì इस महÂवपूणª चचाª म¤ बोलने का मौका िदया इसके िलए धÆयवाद । इले³टोरल åरफॉÌसª के िजस मुĥे पर हम लोग िडÖकशन कर रहे ह§, भारत देश को गणतंý बने हòए सात दशक के बाद भी आज हम इले³टोरल åरफॉÌसª के िवषय म¤ िडÖकशन कर रहे ह§ । हम जहां तक िडÖकशन कì बात कर¤गे, तो हम¤ लगा िक जो िनवाªचन ÿिøया है, इस पर ³वेÔचन उठाने और इसकì øेिडिबिलटी पर ³वेÔचन उठाने के िडÖकशन हòए । एक तरह से लोक सभा म¤ िजतने भी म¤बसª आए हòए ह§, हम सब उसी ÿिøया से िनवाªिचत होकर यहां पर आए ह§, तो हमारे खुद के इले³शंस म¤ भी ³वेÔचन करने का यह एक तरीका रहा है । इले³टोरल åरफॉÌसª म¤ अगर देख¤गे, तो इले³शन कमीशन ने बीते सात दशक म¤ बहòत सारे åरफॉÌसª िकए ह§ । पेपर बैलेट कì åरिगंग होना बहòत आसान होता था और बहòत लंबे समय तक इलै³शन चलता था । इसको åरÈलेस करके िजस तरह से ईवीएम मशीन लाकर इस ÿोसेस को एिफिशएंट बनाया गया है और टाइम भी बचाया है । इस तरह के åरफॉÌसª इलै³शन कमीशन लेकर आया है । आज मुझे लगता है िक जब िडिजटल एज आया है एवं टे³नोलॉजी इतनी आगे बढ़ चुकì है िक इलै³शन कì इस 10.12.2025 1197 ÿिøया को और भी सशĉ बनाने के िलए िजतना हो सके, उतना टे³नोलॉजी का यूज होना चािहए।… (Óयवधान)
