Will the Minister of MINES be pleased to state: (a) the key objectives and components of the National Critical Minerals Mission (NCMM); (b) the role of the Centers of Excellence and industry-academia partnerships in advancing research and development in the processing of critical minerals; (c) the initiatives taken to encourage participation of private sector and investment in the exploration and refining of critical minerals; (d) the details of the measures taken by the Government to strengthen domestic capacity, reduce import dependence and ensure regional coherence in line with clean energy and national strategic goals; (e) the details of the efforts made in this regard in Sidhi Lok Sabha Constituency; and (f) the details of critical mining exploration taken by the Government in Rajasthan in recent past? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) The key objectives of the National Critical Mineral Mission (NCMM) are: i) To secure India's critical mineral supply chain by ensuring mineral availability from domestic and foreign sources. 03.12.2025 163 ii) Strengthening the critical mineral value chains by enhancing technological, regulatory, and financial ecosystems to foster innovation, skill development, and global competitiveness in mineral exploration, mining, beneficiation, processing, and recycling. The components of the NCMM are: i. Increasing Domestic Critical Minerals Production ii. Acquisition of Critical Mineral Assets Abroad iii. Recycling of Critical Minerals iv. Trade and Markets v. Scientific Research & Technological Advancement for Critical Minerals vi. Human Resource Development vii. Developing Effective Funding, Financing and Fiscal Incentives (b) Ministry of Mines has recognised nine premier institutes as Centres of Excellence (CoEs) under the NCMM to carry out Research & Development (R&D) and strengthen domestic capabilities in critical mineral processing. Each CoE operates as a consortium, on a Hub & Spoke model, to leverage the core competence of constituent industry and academic spokes. CoE plays a key role in advancing R&D in critical mineral processing by: undertaking focused research to raise Technology Readiness Levels (TRLs) up-to 7/8 in critical raw materials; developing beneficiation, separation, extraction and recycling technologies for a wide range of primary, secondary and tertiary feedstocks; 03.12.2025 164 designing and fabricating innovative process equipment, specialty chemicals and reductants essential for mineral processing; and applying data analytics for optimisation of beneficiation and extraction processes. (c) Ministry of Mines has taken several initiatives to boost private-sector participation and investment, as under: i) Exploration Licenses (E.L.) regime has been introduced for deep-seated and critical minerals, under which, a share of auction premium will be payable to the EL holder, who explored it. ii) 38 Private Exploration Agencies have been notified for taking up exploration projects with funding from National Mineral Exploration and Development Trust (NMEDT). iii) The Ministry provides funding for Research and Development (R&D) projects to various Institutions/Laboratories/Start-ups/ MSMEs etc. iv) To encourage, and incentivize private-sector participation in mineral exploration, scheme for partial reimbursement of exploration expenses has been introduced for holders of Composite Licences (CL) (reimbursement of up to 50%, subject to a ceiling of ₹8 crore) and holders of Exploration Licence (EL) (up to 50% of expenses, with a maximum limit of ₹20 crore). (d) To strengthen the critical mineral sector, the Ministry has undertaken several measures, which inter alia include: Geological Survey of India (GSI) intensified exploration of critical and strategic minerals. GSI carried out 195 critical mineral exploration 03.12.2025 165 projects in 2024–25 and 230 projects in 2025–26 across the country. Additionally, NMEDT has sanctioned 62 projects for exploration of critical minerals during 2024-25 and 36 during 2025-26. The Mines and Mineral Development Act (MMDR), 1957 Act amended to expand the scope of NMEDT for supporting critical mineral exploration and mining overseas. 34 blocks of critical minerals successfully auctioned by Ministry of Mines. The Ministry has successfully auctioned 7 blocks of Exploration License, out of which, three are of critical minerals. The Union Cabinet approved a ₹1,500 crore Incentive Scheme to develop recycling capacity for the separation and production of critical minerals from secondary sources. The Scheme Guidelines were issued by the Ministry on 02.10.2025 and scheme rolled out. Guidelines for funding Pilot Projects for Recovery of Critical Minerals from overburden/tailings/fly ash/ Red mud etc. issued on 14 Nov 2025. Khanij Bidesh India Limited (KABIL) has acquired five lithium brine blocks, in the Catamarca province of Argentina for exploration and development. (e) In Sidhi Lok Sabha Constituency of Madhya Pradesh, GSI carried out four exploration projects for REE and graphite from 2022-23 to 2024-25 and during 2025-26, GSI has taken up two exploration projects for REE and copper- graphite. (f) In the last three years, GSI took up 220 mineral exploration projects on 03.12.2025 166 various mineral commodities in Rajasthan, including 88 exploration projects on critical and strategic minerals. During 2025-26, GSI has taken up 91 mineral exploration projects in Rajasthan for various mineral commodities, including 40 for critical and strategic minerals. ADVANCE CLEAN ENERGY TECHNOLOGIES 472. DR. AMAR SINGH: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the comprehensive plans of the Government to advance clean energy technologies through public-private partnerships, investment incentives and skill development aimed at achieving 500 GW of non-fossil fuel electricity capacity by 2030; (b) the initiatives taken by the Government to promote emerging technologies such as green hydrogen and advanced energy storage including efforts to foster innovation, commercialization and large-scale deployment; and (c) the strategy to integrate clean energy solutions with pollution reduction efforts, supported by data on recent renewable capacity additions, environmental impact along with Government's plans to further accelerate adoption across sectors? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): 03.12.2025 167 (a) Most of the utility-scale renewable energy projects in the country are being set up by private sector developers, selected through a transparent bidding process. The Government has also taken several steps and initiatives to promote and accelerate renewable energy capacity in the country to realize the commitment of 500 GW non-fossil energy capacity by 2030 as given in the enclosed Statement-I. The Ministry has also launched various capacity building and skill development programmes to create a skilled workforce across different segments of the renewable energy sector. The Ministry’s skill development programmes—Suryamitra, Vayumitra, Varunmitra, and Jal Urja Mitra—provide fully funded, residential training for renewable energy projects installation, operation, and maintenance. Further, capacity building and skilling initiatives are also being implemented under PM Surya Ghar Muft Bijli Yojana and National Green Hydrogen Mission. (b) The initiatives taken by the Government to promote emerging technologies such as green hydrogen and advanced energy storage are given in the enclosed Statement-II. (c) The Ministry of Power, through its Gazette Notification dated 20th October 2023 and further through its amendment dated 27th September 2025, has specified the minimum share of electrical energy consumption from renewable energy for designated consumers, who are electricity distribution licensees, open access consumers and captive users, pursuant to the Energy Conservation (Amendment) Act, 2022. As per the notification following year wise 03.12.2025 168 Renewable Consumption Obligations (RCO) were notified upto FY 2029-30 starting from FY 2024-25 under the provisions of Energy Conservation (Amendment) Act 2022. STATEMENT-I The Government of India has taken several steps and initiatives to promote and accelerate renewable energy capacity in the country to realize the commitment of 500 GW non-fossil energy capacity by 2030. These include, inter-alia, the following: Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm & Dispatchable Renewable Energy (FDRE) projects have been issued. 03.12.2025 169 To boost RE consumption, Renewable Purchase Obligation (RPO) followed by Renewable Consumption Obligation (RCO) trajectory has been notified till 2029-30. The RCO which is applicable to all designated consumers under the Energy Conservation Act 2001 will attract penalties on non-compliance. RCO also includes specified quantum of consumption from Decentralized Renewable Energy sources. Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route. Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), PM Surya Ghar Muft Bijli Yojana, National Programme on High Efficiency Solar PV Modules, New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), National Green Hydrogen Mission, Viability Gap Funding (VGF) Scheme for Offshore Wind Energy Projects have been launched. Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale. Inter State Transmission System (ISTS) charges were waived for inter-state sale of solar and wind power for projects commissioned by 30th June 2025, for Green Hydrogen Projects till December 2030 and for offshore wind 03.12.2025 170 projects till December 2032. Laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power. Quality Control Orders for Solar Photovoltaic products (i.e., Solar PV Modules, Solar PV Inverters & Storage Battery) and Solar Water Heating systems notified. Issued National Framework for promoting & developing Energy Storage Systems. Issued Guidelines for Resource Adequacy Planning Framework for India. Electricity (Rights of Consumers) Rules, 2020 has been issued for net- metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower. “National Repowering and Life Extension Policy for Wind Power Projects, 2023” has been issued. The Offshore Wind Energy Lease Rules, 2023 have been notified vide Ministry of External Affairs notification dated 19th December 2023, to regulate the grant of lease of offshore areas for development of offshore wind energy projects. The Revised Guidelines for installation of prototype wind turbine models issued on 12th June 2025. Procedure for inclusion/updating Wind Turbine Model in the Revised List of 03.12.2025 171 Models and Manufacturers of Wind Turbines (RLMM) issued on 31st July 2025. The amendment renames RLMM as Approved List of Models and Manufacturers [ALMM (Wind)] and mandates usage of listed components such as Blade, Tower, Generator, Gearbox and Special Bearings (Main, Pitch and Yaw Bearing) along with mandatory relocation of data centres within India and prohibition of real-time data transfer outside India. The Standard Operating Procedure (SOP) for ALMM-Wind and ALMM – Wind Turbine Components (ALMM-WTC) issued on 29th October 2025, detailing the end-to-end process for application, verification, factory inspection, component evaluation and model enlistment. Standard & Labelling (S&L) programs for Solar Photovoltaic modules and Grid-connected Solar Inverters have been launched. To augment transmission infrastructure needed for steep RE trajectory, transmission plan has been prepared till 2030. “The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules) have been notified. Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, notified on 06th June 2022 with objective of ensuring access to affordable, reliable, and sustainable green energy for all. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution 03.12.2025 172 licensee. Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Power through exchanges. Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators. STATEMENT-II Initiatives taken by the Government to promote emerging technologies Initiatives for Green Hydrogen: The Government of India is implementing the National Green Hydrogen Mission (NGHM), with an objective to make India a global hub of production, usage and export of green hydrogen and its derivatives. Strategic Interventions for Green Hydrogen Transition (SIGHT) is a key component of the Mission which provides financial incentives for production of green hydrogen and electrolyser manufacturing. Incentive for Electrolyser Manufacturing: 3000 MW per annum electrolyser manufacturing capacity has been awarded Incentives for production of Green Hydrogen and its derivatives: o 8,62,000 tonnes per annum of green hydrogen production capacity has been awarded. 03.12.2025 173 o Prices have been discovered by SECI for the production and supply of 7,24,000 tonnes per annum of green ammonia o Indian Oil & Gas Companies have awarded projects to produce and deliver 20,000 tonnes per annum of Green Hydrogen to their refineries. Pilot projects for utilization of green hydrogen in steel production, shipping and road transport sectors are also being supported under the Mission. MNRE has also sanctioned four Hydrogen Valley Innovation Clusters (HVIC) namely Jodhpur HVIC, Pune HVIC, Bhubaneshwar HVIC and Kerala HVIC. Research and development projects are also being supported under the Mission, with 23 projects sanctioned under the R&D scheme of the Mission so far. Initiative for Energy Storage Systems: As per the National Electricity Plan (NEP) 2023 of the Central Electricity Authority (CEA), the energy storage capacity requirement is projected to be 82.37 GWh (47.65 GWh from PSP and 34.72 GWh from BESS) in the year 2026-27. This requirement is further expected to increase to 411.4 GWh (175.18 GWh from PSP and 236.22 GWh from BESS) in the year 2031- 32.Various initiatives have been taken to develop the energy storage capacity in the country, including the following: The Ministry of Power has issued guidelines to promote the development of Pump Storage Projects (PSP) in the country. As per data from the Central 03.12.2025 174 Electricity Authority (CEA), at present, 10 PSP plants (above 25 MW capacity) are operational in the country with a total cumulative capacity of 6685.60 MW. In addition, 11 PSP plants totaling 12110 MW are under various stages of implementation. The Ministry of Heavy Industries (MHI), in June 2021, came out with a Production Linked Incentive (PLI) scheme, ‘National Programme on Advanced Chemistry Cell (ACC) Battery Storage,’ for the implementation of giga-scale ACC manufacturing facilities in India, with the aim of establishing a competitive domestic manufacturing ecosystem for 50 GWh with a total budgetary outlay of ₹18,100 crore. 40 GWh capacity has been allocated to bidders through the Quality and Cost Based Selection (QCBS) process, and the remaining 10 GWh has been earmarked for the Ministry of New & Renewable Energy for grid-scale stationary storage applications. The Ministry of Power is having a Viability Gap Funding (VGF) scheme for the development of 4000 MWh capacity of Battery Energy Storage Systems (BESS) in the country. The total outlay for this scheme is ₹9,400 crore, including a budgetary support of ₹3,760 crore. Due to the decline in BESS prices, the VGF support has been extended up to 13,200 MWh BESS capacity, within the same sanctioned financial outlay. The Ministry of Power further extended this scheme for the development of an additional BESS capacity of 30,000 MWh with a total financial support of ₹5,400 crore through the Power System Development Fund (PSDF). 03.12.2025 175 The Central Electricity Authority (CEA) has issued an advisory on co-locating energy storage systems with solar power projects to enhance grid stability and cost efficiency. As per the Advisory, all Renewable Energy Implementing Agencies (REIAs) and state utilities are advised to incorporate a minimum of 2-hour co-located Energy Storage Systems (ESS), equivalent to 10% of the installed solar project capacity, in future solar tenders. At present, around 505 MWh of BESS projects (≥1 MWh) have been installed in the country, while about 75 GWh of capacity is under various stages of tendering/construction. Further, the Ministry of New & Renewable Energy is having a Renewable Energy Research and Technology Development (RE-RTD) Programme for promoting indigenous technology development for widespread deployment of new and renewable energy in an efficient and cost-effective manner across the country. The thematic research topics/areas include all types of energy storage. In addition, Department of Science & Technology (DST), under the Clean Energy Material Initiative (CEMI), is also funding R&D projects in the area of energy storage materials and devices. CANCER TREATMENT CENTRES/HOSPITALS UNDER TATA MEMORIAL CENTRE & DAE 473. SHRI G. M. HARISH BALAYOGI: Will the PRIME MINISTER be pleased to state: (a) the number and details of hospitals, cancer treatment centres, and 03.12.2025 176 research facilities currently functioning under the Tata Memorial Centre and the Department of Atomic Energy (DAE), State-wise especially in Andhra Pradesh; (b) the details of the Hub and Spoke model being implemented for decentralisation of cancer care including the number of hub and spoke centres identified/operationalised across the country; (c) whether any hospitals/spoke centres have been established or proposed in Andhra Pradesh under this model particularly in the Konaseema region; (d) if so, the details thereof including location, status and expected timeline of completion; (e) the funds allocated, released and utilized for establishment and expansion of cancer hospitals and research centres under the DAE, State-wise during the last three years, especially for Andhra Pradesh; and (f) whether the Government has conducted/plans to conduct an assessment of regional demand for cancer care infrastructure and workforce particularly in underserved coastal districts like Konaseema and if so, the details thereof and if not reasons therefor? BRIC-RGCB with the grant- in-aid support from Department of Science and Technology (DST) under its Science Heritage Research Initiative (SHRI) has been able to document 26 03.12.2025 187 varieties of Dioscorea, 27 varieties of taro, 14 varieties of cassava, 5 varieties of jackfruit, 24 varieties of black pepper, 37 varieties of banana and 41 varieties of rice. The district-wise list is given in the enclosed Statement-I. (b) The details of traditional crop varieties collected from Wayanad and genetic profiling completed is given in the enclosed Statement-II. (c) The Field gene banks established in Wayanad for traditional paddy varieties are located in Makkimala, Thalapuzha Panchayath and Peechangode in Vellamunda Panchayath, in the Mananthavadi Taluk, while another field gene bank established in Nambikolly, Nenmeni Panchayath, Sultan Bathery Taluk. Additionally, a conservation plot cum field gene bank for wild tubers and bananas were established in Nellarachal, Ambalavayal Panchayath in Sultan Bathery Taluk. Only traditional landraces, which are diminishing from the mainstream cultivation in paddy, yams and tubers, and banana, were selected for the establishment of the field genebank and conservation plots. (d) The project activities—including the documentation of traditional land races of rice, tubers, and fruits utilized by tribal communities, the promotion and conservation of wild edibles through nursery establishments, and the creation of community enterprises based on traditional skills and knowledge—were carried out with the active involvement of tribal communities in the targeted districts of Idukki, Wayanad, and Thiruvananthapuram. The documentation of traditional land races was conducted in 56 tribal settlements across 12 blocks within these districts, involving interviews with 130 tribal informants from 10 different 03.12.2025 188 communities. The establishment of community enterprises rooted in traditional skills and local bio-resources, Self Help Groups and Societies were formed in tribal colonies. Twenty such community enterprises were equipped with essential infrastructure, tools and machineries, skill enhancement programs, and market linkage assistance. These enterprises focuses on various areas, including the nursery and sale of wild edibles, ethnic food production and value addition, medicinal plant processing, non-timber forest produce processing, lemongrass oil extraction, production of fixed oils from wild sources, and the application of ethnic medical practices. (e) To establish the field gene bank for traditional rice and a conservation cum demonstration plot for wild tubers and bananas, farmer groups received support for labor costs related to field preparation, as well as payments for procuring necessary consumables such as seeds and manure. Additionally, the income generated during harvesting was shared among Self Help Group (SHG) members after setting aside a seed fund for the next cropping season. Community enterprises focused on non-farming activities, such as ethnic food processing, medicinal plant processing, and wild oil extraction, were provided with work sheds and machinery, along with initial consumable support to facilitate their operations. The ongoing management of these units relies on revolving funds generated from their activities. (f) BRIC-RGCB under the Science Heritage Research Initiative (SHRI) program, has established a 7.2-hectare Field Gene Bank for traditional paddy varieties in 03.12.2025 189 Wayanad District, alongside three Conservation and Demonstration Plots and nurseries for wild edibles. These efforts involve tribal communities groups, including Nellara Pattika Vargha Karshakasangham in Wayanad, Agasthya SHG in Thiruvananthapuram, and Karuthaponnu SHG in Idukki, which also operates a nursery for traditional black pepper. These initiatives aimed to conserve and utilize traditional varieties while serving as educational tools to promote awareness about wild edibles, sustainable harvesting practices, and their cultural significance through community outreach events. CHANDRA SEKHAR PEMMASANI): (a) to (e) As of October 2025, out of 1,549 villages (as per data of Registrar General of India) in Bargarh and Jharsuguda district in Odisha, 1,545 villages are covered with mobile connectivity and 1,528 villages are covered with 4G mobile connectivity. Mobile coverage for any uncovered inhabited villages is provided by the Telecom Service Providers (TSPs) based on the techno-commercial viability. Government, through funding from Digital Bharat Nidhi (DBN), is implementing various schemes for expansion of telecom connectivity through installation of 4G mobile towers in the rural and remote areas of the country. The Department examines requests received from various quarters for the installation of mobile towers in uncovered villages in accordance with the extant procedures. Eligible locations are progressively considered for inclusion under the Digital Bharat Nidhi (DBN) schemes for 4G coverage from time to time. SHRI NAVASKANI K.: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government proposes to take steps to ensure that trains passing through Ramanathapuram Railway Station, the district headquarters of 03.12.2025 211 Ramanathapuram District and Paramakudi Railway Station, the most frequently used railway station in the district are provided stoppages at both stations and if so, the details thereof; (b) the action taken by the Government in response to the continued requests made by public representatives to allow additional train stoppages at various railway stations including Ramanathapuram, Paramakudi, Narikudi, Mandapam and Thiruchuzhi; and (c) whether the Government proposes to provide stoppages for Train Nos. 07355/07356 and 16621/16622 at Paramakudi Railway Station and if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (c) Presently, 32 services are catering to the needs of Ramanathapuram station while 27 services and 18 services are catering to the needs of Paramakkudi and Mandapam stations respectively. Similarly, Narikkudi and Tiruchchuli stations are being served by 2 services each. 07355/56 Hubballi-Ramanathpuram Special has scheduled stoppage at Manamadurai, near Paramakkudi. Besides, provision of stoppages of train services depend on the traffic justification, operational feasibility including availability of extra time on the section & availability of matching infrastructure such as Platform length etc. Further, proposals/ requests/ suggestions/ representations, both formal and informal inter alia for provision of stoppages are received from Members of 03.12.2025 212 Parliament, elected representatives, organizations/rail users etc. at various levels including Railway Board, Zonal Railways, Divisional Office etc. As receipt of such proposals/ requests/ suggestions is a continuous and dynamic process, centralized compendium of such requests is not maintained. However, these are examined and action as found feasible and justified is taken from time to time, which is an on-going process.
