Will the Minister of JAL SHAKTI be pleased to state: (a) the status of river interlinking projects that received sanctions/approvals or recorded progress during the last five years in the country, State/UT-wise including the Union Territory of Jammu and Kashmir; (b) the milestones achieved in priority river links such as the Godavari–Krishna River link, Krishna (Alamatti)–Pennar link, Bedti–Varda link, Netravati– Hemavathi link and Ken-Betwa link and the status of North Koel Canal Irrigation Project along with the benefits likely to accrue through these projects in Jharkhand including Hazaribagh and Ramgarh districts; (c) the latest status of the North Koel Canal Irrigation Project related to Jharkhand and Bihar and the time by which this project is likely to be completed; (d) whether environmental impact assessments, wildlife clearances and social impact studies including the effects on riparian communities, inter-State water sharing and cost sharing between Centre and States have been carried out for each project, if so, the details thereof and the manner in which cost sharing is being managed; (e) the likely benefits of these projects in terms of irrigation potential, availability of drinking water and regional water security; and 05.02.2026 63 (f) the measures taken/being taken to ensure transparency, ecological sustainability and equitable water distribution in the river interlinking projects? THE MINISTER OF JAL SHAKTI (SHRI C. R. PATIL): (a) to (c): The Feasibility Reports (FRs) for 26 links and Detailed Project Reports (DPRs) for 13 links have been completed out of 30 identified interlinking of rivers (ILR) projects under the National Perspective Plan (NPP). Further, under the NPP, no interlinking of rivers project pertains to the Union Territory of Jammu and Kashmir. The status of river interlinking projects including Godavari-Krishna River link, Krishna (Alamatti)-Pennar link, Bedti- Varada Link, Netravati-Hemavathi link and Ken-Betwa link those received sanctions/ approvals or recorded progress in last five years in the country are provided in the statement. The Ken–Betwa Link Project is the only priority link that has entered the implementation stage. It has an estimated cost of ₹44,605 crore, with ₹39,317 crore of central support. The Polavaram Irrigation Project (PIP), which includes the Godavari (Polavaram)–Krishna (Vijayawada) link, has received cumulative Central Assistance of ₹20,658 crore. The North Koel Reservoir Project is an inter-State major irrigation project with its command area spread across the States of Bihar and Jharkhand. The approved cost of the project is ₹2,430.76 crore, including a central share of ₹1,836.41 crore. The revised completion time of the project is June 2026. The irrigation potential of said project is 1,14,021 hectares. 05.02.2026 64 (d): An Environmental Impact Assessment (EIA) is undertaken for every interlinking of rivers project during the preparation of FR and DPR to assess environmental and socio-economic impacts, including those on riparian communities. Statutory environmental and wildlife clearances are obtained as required under prevailing laws. After participating States sign implementation agreements, proposals are submitted for appraisal and consideration of central support. The Cost-sharing arrangements between the Centre and States are not uniform and are determined individually for each project. (e): The likely benefits of these projects covering irrigation potential, drinking water availability and overall regional water security are given in the enclosed Statement. (f): To ensure transparency, ecological sustainability and equitable water distribution, the ILR programme is guided by strong institutional mechanisms such as the Special Committee for Interlinking of Rivers (SCILR), the Governing Body of National Water Development Agency (NWDA) and the Task Force for Interlinking of Rivers (TFILR). These platforms enable States to review technical, environmental, social and water-sharing aspects. All NWDA study reports are shared with States for comments, which are duly incorporated. 05.02.2026 65 STATEMENT Status of river interlinking projects in the country, State/UT-wise Sl. RAJA: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has any proposal to set up new food processing industries at the district level across Tamil Nadu, especially in districts having hilly and mountain regions; (b) if so, the details thereof, district-wise; (c) the details of the role being played by the Government under Pradhan Mantri Kisan Sampada Yojana (PMKSY), Production Linked Incentive (PLI) Scheme for Food Processing Industry and Pradhan MantriFormalisation of Micro Food Processing Enterprises (PMFME) Scheme in the development of food processing parks and units being set up in Tamil Nadu; and (d) the details of financial assistance provided to private entrepreneurs for setting up such units during the last three years? THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN): (a) and (b): The Ministry of Food Processing industries (MoFPI) does not setup any food processing industries on its own. However, it incentivizes setting up of such industries through its Central Sector Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) Scheme, Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme across the country 05.02.2026 71 including hilly and mountain regions of Tamil Nadu. These schemes are not region or state specific but demand driven. The details of food processing projects sanctioned by MoFPI under the said three scheme in the districts of Tamil Nadu is given in the enclosed Statement-I. (c) and (d): MoFPI provides subsidy/incentives to the eligible entities, as per scheme guidelines across the country including Tamil Nadu. The details of incentives available under these schemes of MoFPI are given in the enclosed Statement-II and the total financial assistance provided /expenditure incurred under these schemes during last three years i.e. 2022-23, 2023-24 and 2024- 25 is given in the enclosed Statement-III. Support for Common Infrastructure: Credit linked capital subsidy @35% subject to maximum of Rs. 3 crore to support FPOs, SHGs, Cooperatives and any Government agency for setting up of common infrastructure. The common infrastructure will also be available for other units and public to utilize on hiring basis for substantial part of the capacity. (iv). Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups of FPOs/ SHGs/ Cooperatives or an SPV of micro food processing enterprises. (v). SUMATHY ALIAS THAMIZHACHI THANGAPANDIAN: 05.02.2026 76 Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has assessed the impact of Kuruvai paddy procurement shortfalls on cereal availability and food processing activities in Tamil Nadu and if so, the details thereof; (b) the details of Central assistance approved or released under the Pradhan MantriKisanSampadaYojana (PMKSY) for food processing and rice-based value addition projects in Tamil Nadu during the last three years and the current year, year-wise; (c) whether any proposals have been received from the State Government of Tamil Nadu seeking support for strengthening paddy processing, storage and value chain infrastructure to stabilise farmers' income and cereal supply and if so, the details thereof; and (d) the steps taken by the Union Government to ensure that procurement- related disruptions do not adversely affect farmers and consumers through targeted support to food processing infrastructure in Tamil Nadu? THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN): (a): As informed by the Govt. of Tamil Nadu, there has been a substantial increase ofprocurement of paddy during the ongoing Kuruvai season KMS 2025-26 (Kharif) and thereis an increase of 83% reported in procurement over the last year. However, to support food processing infrastructure, MoFPI has approved 81 food processing projects under component schemes of PMKSY, 17869 micro food processing enterprises under PM Formalization of Micro Food Processing Enterprises (PMFME) scheme and 19 projects under Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) in Tamil Nadu, as on 31.12.2025. Further, as informed by the Department of Food and Public Distribution, the State Government and its agencies procure paddy with prescribed Fair 05.02.2026 78 Average Quality (FAQ) specifications at Minimum Support Price (MSP) to ensure that farmers get remunerative prices for their produce and do not have to resort to distress sale. However, if the producer/farmer gets better price in comparison to MSP, they are free to sell their produce in open market. Procurement centers are opened by respective agencies taking into account the production, marketable surplus, convenience of farmers and availability of other logistic /infrastructure etc. The payment of MSP is made directly to the farmers Bank accounts through online procurement portal.
