Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) whether the Government has made notification for implementation of four Labour codes on which trade union leaders have expressed reservations and if so, the details thereof; (b) whether the Government proposes to call Indian Labour Conference or Tripartite meeting between Government, employer and Trade Unions for resolving some of the thorny issues raised in the provision of Labour Codes; (c) if so, the response of the Government thereto including the objects that the proposal aims to create trade unions free atmosphere; (d) if not, the manner in which the Government expects smooth implementation of the said Codes when Trade Unions registered strong protest and various State Governments have also not notified the rules under the said Codes; and (e) whether it is true that some of the State Governments prepared draft on the 15.12.2025 524 rules to implement the new four Labour codes and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (d): The four Labour Codes were passed after extensive consultations with all stakeholders including State/UT Governments. The comments/concerns raised by the stakeholders were acknowledged and examined before the passage of four Labour Codes. The Codes came into force with effect from 21.11.2025 across the country. Several National and Regional Labour Conferences were held with States/UTs to discuss issues relating to four Labour Codes. The Ministry is also interacting with all stakeholders including States/UTs for smooth implementation of the four Labour Codes. Further, various concrete provisions have been made in the Industrial Relations Code, 2020 to protect the interest of workers. The collective bargaining of workers has been strengthened and made statutory through recognition of Negotiating Union and Negotiating Council. The provision of two-member Industrial Tribunal will ensure faster dispute resolution. (e): The States/UTs are still in process of finalizing the Rules under the four Labour Codes. As per available information, Code wise status of pre-published Rules by States/UTs are as under: a) The Code on Wages, 2019: 34 b) The Industrial Relations Code, 2020: 35 c) The Code on Social Security, 2020: 34 15.12.2025 525 d) The Occupational Safety, Health and Working Conditions Code, 2020: 35 VOCATIONAL TRAINING PROGRAMMES IN JHANSI 2410. SHRI ANURAG SHARMA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government has assessed the current status of skill development infrastructure and ongoing vocational training programmes in the Jhansi Lok Sabha Constituency; (b) the details of Central and State-sponsored skill development schemes being implemented in Jhansi, including the number of training centres, courses offered and the total beneficiaries during the last three years and the current year; (c) the measures taken by the Government to ensure participation of women, persons with disabilities and marginalised communities in the said programmes in the region; (d) whether the Government has established any partnerships with local industries or private institutions to enhance employment and entrepreneurship opportunities for the youth of Jhansi; and (e) if so, the details there of and if not, the reasons therefor? THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): 15.12.2025 526 (a): Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up- skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling youth of India to get future ready equipped with industry relevant skills. The schemes of MSDE for skill development are demand driven and the training centres (TCs) are set up/engaged on need basis to impart the training across the country. Pradhan Mantri Kaushal Vikas Yojana (PMKVY): PMKVY Scheme is for imparting skill development training through Short-Term Training (STT) and up- skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country. Jan Shikshan Sansthan (JSS): The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and the persons having rudimentary level of education and school dropouts upto 12th standard in the age group of 15-45 years, with due age relaxation in case of “Divyangjan” and other deserving cases. Priority is given to Women, SC, ST, OBC and Minorities in the rural areas and urban low-income areas. National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of 15.12.2025 527 apprentices by providing financial support for payment of stipend to apprentices. Training consists of Basic Training and On-the Job Training / Practical Training at workplace in the industry. Craftsmen Training Scheme (CTS): This scheme is for providing long-term training through Industrial Training Institutes (ITIs) across the country. The ITIs offers a range of vocational/skill training courses covering a large number of economic sectors with an objective to provide skilled workforce to the industry as well as self employment of youth. The details of monitoring and assessment mechanism of these schemes including Jhansi Lok Sabha Constituency, are as follows: - DGT: - DGT periodically reviews the affiliation standards and norms for ITIs to ensure their relevance and effectiveness. The curriculum of courses under the CTS is also updated regularly in consultation with industry partners, to incorporate the latest technological advancements and evolving skill requirements—ensuring that the training remains aligned with market demand. PMKVY: - Under PMKVY, the training centres have been mandated to install an Aadhaar-enabled biometric attendance system (AEBAS) machine to keep track of candidates’ attendance for the training. To ensure compliance, the payment to the training centres has been linked to attendance. Concurrent Monitoring of training centres and candidate skilling lifecycle progress by using the monitoring tools, such as Call Validation, Surprise Centre Visits, Virtual Verification, Outcome outcome-based payment to training centres is also put in place. NAPS: - Under NAPS, a National Steering Committee (NSC) and a Scheme 15.12.2025 528 Monitoring and Review Committee (SMRC) have been established at the central level to monitor the scheme. Similarly, State Implementation Review Committees (SIRCs) have been constituted at the State/UT level. JSS: - MSDE monitors the implementation of the Scheme through periodic review meetings and field visits. The scheme implementation is also monitored through the Skill India Digital Hub (SIDH) portal. At the State level, the monitoring and supervision of the JSSs is done by the RDSDEs. The RDSDE officials periodically visit and inspect the JSS under their jurisdiction for effective monitoring. (c): To facilitate and encourage training of candidate especially women, PwD/ Divyangjan and candidate from backward area, scheme provisions pay out in form of conveyance allowance, assistive aid, boarding and lodging facility (wherever applicable) among other, PMKVY 4.0 prioritizes and provides special focus to projects that emphasize women as primary beneficiaries. Special Projects under PMKVY are designed to align with local skill demands, creating 15.12.2025 529 opportunities for rural women to participate and benefit from skill development schemes. This inclusive approach ensures significant representation and benefit for women in skill training programs across the country. Under NAPS, the introduction of trades in services sector (Optional Trade) has led to the significant improvement in the women participation in apprenticeship. Under JSS Scheme, focus is being given to women and other vulnerable sections. Women constitute more than 80% of beneficiaries under JSS. Also, there are 19 National Skill Training Institutes (NSTIs) and more than 300 ITIs exclusively for women. (d) and (e): For enhancing the skill development capabilities, employment and entrepreneurship opportunities, a balanced approach is taken by fostering partnerships with international corporations as well as the domestic enterprises. These collaborations introduce best practices for strengthening skilling ecosystems. Sector Skill Councils and District Skill Committees also engage with local industries to address regional skill gaps. Further, MSDE and Microsoft Global Services Centre (India) Private Limited have signed a Memorandum of Understanding (MoU) to launch AI Careers for Women—a pioneering skilling initiative aimed at empowering women in higher education institutions to pursue careers in Artificial Intelligence (AI). The Ministry has also collaborated with Microsoft, HCL Tech and Nasccom (with SkillUp), in implementation of a programme on Skilling for AI Readiness (SOAR). Directorate General of Training (DGT) under the aegis of MSDE is implementing Flexi MoU Scheme and Dual System of Training (DST) which are 15.12.2025 530 meant to provide training to ITI students in industrial environment as per their requirements Indian Institute of Skills (IIS) established at Ahmedabad and Mumbai, in Public Private Partnership (PPP) Mode, provide training for an industry-ready workforce for Industry 4.0, equipped with cutting-edge technology and hands-on training. Private and Public Sector Undertakings (PSUs) under their Corporate Social Responsibility (CSR) contribute to the National Skill Development Fund (NSDF) for implementing various skill development projects through National Skill Development Corporation (NSDC). FUNDS UNDER SAMAGRA SHIKSHA ABHIYAN 2411. DR. PRABHA MALLIKARJUN: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has assessed the widening learning gap between students of Government and private schools post COVID pandemic in the country under the National Education Policy (NEP 2020); (b) if so, the details of the findings thereof, State/UT-wise; (c) whether the funds under the Samagra Shiksha Abhiyan have been allocated to bridge digital and infrastructure disparities in the country, if so, the details thereof; and (d) the details of corrective steps being taken by the Government to ensure equitable access to quality education in rural and urban areas of the 15.12.2025 531 country? THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a) and (b): Education is part of the Concurrent List of the Constitution and most of the Government schools and School Boards are under the administration of the State Government and its bodies. The Ministry of Education (MoE) announced the National Education Policy 2020 (NEP 2020) on 29.07.2020 as the first education policy of the 21st century that aims to address the many growing developmental imperatives of our country. The Government of India undertakes large-scale assessments to measure learning outcomes in schools across the country from time to time. The latest such assessment namely the PARAKH Rashtriya Sarvekshan (earlier known as National Achievement Survey) was conducted on 4th December, 2024, to understand the baseline performance under the National Education Policy (NEP) 2020 in development of competencies among students at the end of the Foundational, Preparatory and Middle Stages (assessed in Grades 3, 6 and 9, respectively) of schooling. Nationwide, over 21.15 lakh students from more than 74,000 schools, including government and private schools, across all States/UTs of India participated in the assessment. National, State and District level reports from PARAKH Rashtriya Sarvekshan 2024 containing key insights for various School management types (Government, Government aided and Private) are available 15.12.2025 532 at https://dashboard.parakh.ncert.gov.in/en, a dedicated dashboard designed to disseminate the findings of the assessment. Findings from the PARAKH Rashtriya Sarvekshan 2024 reveal that State Government schools outperform private schools at the foundational stage, while Central Government schools achieved the highest scores among all school management types, including private, at the preparatory and middle stages. (c) and (d): The Government of India is implementing Samagra Shiksha-an integrated Scheme for school education from 2018-19, an overarching programme for the school education sector extending from pre-school to class XII with an aim to ensure inclusive and equitable quality education across the country including rural areas. Samagra Shiksha has been aligned with NEP 2020 and focuses on improvement in access, infrastructure and quality of education throughout the country. The major features of the scheme are: Universalising access to quality education by provision for new/ upgradation of schools from pre-primary to senior secondary level and strengthening of existing schools including provision of barrier free access for Divyang children. Support for mainstreaming of out of school children extended from elementary level to children in the age group of 16-19 years through open schooling. Provision of upgradation of Kasturba Gandhi Balika Vidyalayas (KGBVs) to provide residential and schooling facilities upto Class-XII. 15.12.2025 533 Provision of free textbooks to all children and free uniforms to all girls, SC, ST and BPL boys at elementary level including primers/textbooks for tribal languages with bridging materials. Transport facility extended to secondary level @ upto ₹ 6000 per annum, for children in difficult sparsely populated areas. Residential schools/hostels named Netaji Subhas Chandra Bose Avasiya Vidyalayas in hilly terrain, small and sparsely populated areas for children without adult protection who are in need of shelter and care. Provision of upto ₹ 500 per child per annum for Teaching Learning Materials, indigenous toys and games, play based activities for pre- primary sections in Government Schools. Support for NIPUN Bharat Mission on Foundational Literacy and Numeracy through provision of TLM upto ₹ 500 per child per annum, ₹150 per teacher for teacher manuals and resources, ₹ 10-20 lakh per district for assessment, Teacher training on FLN. Provision for qualitative and innovative interventions such as Holistic Progress Card (HPC), sports grant, library grant, composite school grant, teacher training, strengthening of TEIs, assessment cell, Bagless days, school complexes, internships with local artisans, curriculum and pedagogical reforms etc. Self-Defence training for girls under ‘Rani Laxmibai Atma Raksha Prashikshan’. Provision of upto ₹ 3500 per child with special needs, per year, studying 15.12.2025 534 in government, government aided and local body schools for aids and appliances, teaching material, home based education etc. Separate provision of stipend for CWSN girls @ ₹ 200 per month for 10 months, in addition to student component from pre-primary to senior secondary level. Annual identification camps for CWSN at block level @₹ 10000 per camp and equipping of Block Resource centres for rehabilitation and special training of CWSN, and training of special educators & Block Resource Persons. Academic support of BRCs and CRCs extended for pre-primary and secondary level. Enhanced emphasis on convergence with Skills and other Government Departments/agencies undertaking development works for providing exposure and internships to children on different vocations. Support under Skill Education extended to Government aided schools also in addition to Government Schools and grant/number of job roles/sections linked to enrolment and demand. Provision of ICT labs, Smart classrooms including support for digital boards, virtual classrooms and DTH channels. Child tracking for tracking the learning level of children for students of Government and Government aided schools. Support States & UTs for implementation of provisions of RTE Act including reimbursement under Section 12(1) (c) of the Act. 15.12.2025 535 Further, a comprehensive initiative called PM eVidya was initiated as part of ‘Atmanirbhar Bharat Abhiyaan’ on 17th May, 2020, which unifies all efforts related to digital/online/on-air education to enable multi-mode access to education across the country under the aegis of National Education Policy (NEP) 2020. States/Union Territories (UTs) collaborate with NCERT to utilise, monitor and evaluate the effectiveness of these initiatives as per their requirements in mother tongue/local/regional languages. PM eVidya includes 200 DTH TV Channels allotted to States/UTs/Autonomous Bodies (ABs)/Other Ministries in Government of India and 400 Radio channels to enable them to provide supplementary education as per their requirement in various Indian languages for classes 1-12. Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation’s One Nation, One Digital platform for providing quality e-content for school education in States/UTs along with QR coded Energised Textbooks (ETBs) for all grades. As a participant in DIKSHA, States/UTs/ABs have generated and contributed over 3.7 lakh content in mother local/regional languages enabling multilingualism. Overall, 565.28 crore learning sessions have been completed on DIKSHA by students, teachers and other stakeholders. DIKSHA Offline supports areas with limited or no internet connectivity. The stakeholders have access to more than 450 Virtual Labs and 100 Virtual skill labs (50 each in Hindi and English) on DIKSHA. Additionally, the Government of India, in the Budget 2025, has announced provision of broadband connectivity to all Government Secondary schools in 15.12.2025 536 rural areas, under the ‘BharatNet’ project to enhance digital infrastructure in remote areas by BSNL in a phased manner. An amount of ₹ 44493.94 crore, ₹ 45647.55 crore and ₹ 47475.67 crore has been approved as central share to all States/UTs by the Project Approval Board of Samagra Shiksha during FYs 2022-23, 2023-24 and 2024-25, respectively.
