Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the number of standalone solar agricultural pumps installed under Component-B of Pradhan Mantri-Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) in Uttar Pradesh since 2020, year and district-wise; (b) the amount of Central Financial Assistance (CFA) and State Government share sanctioned and released under B-component in Uttar Pradesh during the last five years; (c) whether installation targets for solar pumps in Uttar Pradesh have been achieved during each of the last three years and if so, the details thereof; and (d) the details of farmers who have benefitted by producing and selling electricity under component-C of the PM-KUSUM, district-wise? 03.12.2025 732 THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (c) PM-KUSUM scheme is a demand driven scheme. The capacities are allocated based on demand received and progress shown by the States/UTs. Implementation, including selection of beneficiaries, is the responsibility of State Implementing Agencies (SIAs). The funds under the scheme are released based on the progress of installation reported by the SIAs and as per provisions of the scheme guidelines. Till 31.10.2025, a total of Rs. 383.90 crore has been released under Component B to Uttar Pradesh as Central Financial Assistance, during the last five years. The SIA has informed that an amount of Rs 497.97 Crore has been released as UP state share under this component. As informed by SIA, district-wise and year-wise details of solar agriculture pumps installed under Component B of the scheme in Uttar Pradesh state, are given in the enclosed Statement-I. SHRIMATI JUNE MALIAH: Will the Minister of RAILWAYS be pleased to state: (a) the name of stations selected under the Amrit Bharat Station Scheme (ABSS), State-wise; (b) the number of stations where work has been sanctioned, State-wise; (c) the number of stations where work has been completed, State-wise; and 03.12.2025 738 (d) the amount of funds allocated, released and utilised under the said scheme since its inception, year-wise? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d) Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: Improvement of access to station and circulating areas Integration of station with both sides of city Improvement of station building Improvement of waiting halls, toilets, sitting arrangement, water booths Provision of wider foot over bridge/air concourse commensurate with passenger traffic Provision of lift/escalators/ramp Improvement /Provision of platform surface and cover over platforms Provision of kiosks for local products through schemes like ‘One Station One Product’ Parking areas, Multimodal integration Amenities for Divyangjans 03.12.2025 739 Better passenger information systems Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under this scheme. Development works at railway stations under Amrit Bharat Station Scheme have been taken up at a good pace. Till now, works of 105 stations has been completed. The works at other stations have also been taken up at good pace and progress of some of the stations is as given below: Tirupati station: The structural framework of new main entry station building on South side and 2 nos. air concourses have been completed. The finishing works of new main entry station building on South side and air concourses, structural work of station building on North side, platform shelter works, lift, escalators etc. have been taken up. Nellore station: The structural frameworks, brickwork and plastering of station buildings on both East and West sides and structural work of air concourse have been completed. The finishing works of station building on both East and West side and air concourse, extension work of subway, water tanks, sewage treatment plant have been taken up. Yesvantpur station: The structural works of East side station building, civil works of East side sub-station, East side elevated road and Multi Level Car parking have been completed. The finishing works of East side station 03.12.2025 741 building, East side elevated road and Multi Level Car parking, sewage treatment plant, structural work of West side station building and air concourse have been taken up. Bangalore Cantt. station: The works of 24m wide diversion road on the South side, training centre, hostel on North side, structural work of South side station building have been completed. The finishing work South side station building, structural work of North side station building, Foot Over Bridge have been taken up. Rameswaram station: The structural works of East/North terminal building, departure forecourt, arrival forecourt, residential tower, sub- station building, desalination plant and sewage treatment plant have been completed. The masonry works of East terminal building, finishing works of North terminal building, departure forecourt, arrival forecourt, residential tower, platform upgradation including platform shelter and revamping of existing waiting hall have been taken up. Safdarjung station: The work of signal building, station building, plumbing and firefighting, structural work of operational building up to terrace floor slab, air concourse foundation and pedestals have been completed. The station building electrical and low voltage work, platform refurbishing work, finishing work of operational building, overhead tank, air concourse have been taken up. Further, development / redevelopment / upgradation / modernisation of 03.12.2025 742 stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Development / Upgradation / Modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station wise or state-wise. The fund allocation of ₹ 12,118 crore has been made for the financial year 2025-26 under Plan Head–53 and expenditure (up to October, 2025) of ₹ 7,253 crore has been incurred so far. 03.12.2025 743 5G CONNECTIVITY ALONG MP-RAJASTHAN BORDER 655. SHRI DUSHYANT SINGH: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government has any plan for providing 5G network connectivity through installation of communication towers in the districts located along MP-Rajasthan border, particularly the Jhalawar-Baran region and if so, the details thereof along with the break-down of the number of 5G communication towers installed so far, district-wise; (b) whether the Government has conducted any scientific evaluation of the safety profile of 5G communication towers, particularly with regard to any potential link between exposure to electromagnetic fields and the occurrence of ailments such as cancer and if so, the details thereof; and (c) whether the Government has issued any guidelines specifying exposure limits, or safety measures to be followed by the telecom operators to ensure the safety of the general public and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a) As on 31.10.2025, 5G Base Transceiver Stations (BTSs) are available in all the districts of Madhya Pradesh and Rajasthan State including the districts located along MP-Rajasthan border. Further, Telecom Service Providers (TSPs) have installed 412 and 303 number of 5G BTSs in Jhalawar and Baran districts respectively. (b) and (c) World Health Organization (WHO) has observed that : 03.12.2025 744 “All reviews conducted so far have indicated that exposures below the limits recommended in the International Commission on Non-Ionising Radiation Protection(ICNIRP) 1998 EMF guidelines, covering the full frequency range from 0-300 GHz, do not produce any known adverse health effect.” Further, Government has issued guidelines specifying exposure limits to be followed by the Telecom Service Providers (TSPs) to ensure the safety of the general public. The details are given in the enclosed Statement. It is to further mention that the present limit for EMF exposure from BTSs in India is two times more stringent than the limits prescribed by International Commission on Non Ionizing Radiation Protection (ICNIRP). MD. RAKIBUL HUSSAIN: 03.12.2025 746 Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) whether the Government has assessed the impact of road and connectivity projects in Assam under the North-East Special Infrastructure Development Scheme (NESIDS), if so, the details thereof; (b) the total number of projects completed; (c) whether any projects are pending due to land or clearance issues, if so, the details thereof; and (d) the proposed deadlines for completion? THE MINISTER OF STATE IN THE MINISTRY OF EDUCATION; AND MINISTER OF STATE IN THE MINISTRY OF DEVELOPMENT OF NORTH EASTERN REGION (DR. SUKANTA MAJUMDAR): (a) The North East Special Infrastructure Development Scheme (NESIDS) was approved as a new Central Sector Scheme in 2017-18 and restructured into two components viz. NESIDS (Roads) and NESIDS (Other Than Roads Infrastructure) in 2022-23. The broad objective of NESIDS-Roads is to ensure focused development of North Eastern Region by providing financial assistance to the eight North Eastern States for projects leading to the creation of road infrastructure. The Ministry of Development of North Eastern Region (MDoNER) has assessed the impact of road connectivity under NESIDS (Roads) scheme of all the eight (08) states of North Eastern Region, inter-alia, including Assam, through Indian Institute of Management (IIM), Shillong on multiple parameters including Infrastructure development, social infrastructure, regional growth, Multi 03.12.2025 747 sectoral support, Implementation mechanism etc. The impact study has, inter-alia, emphasized that the projects under NESIDS not only meet immediate infrastructure needs but also generate long- term socio-economic benefits – enhancing trade, tourism and mobility across the region. They also align with Sustainable Development Goals (SDGs) no. 9 (Industry, innovation and infrastructure) and 11 (Sustainable cities and economies), ensuring responsible growth. (b) A total of 20 road projects had been sanctioned under NESIDS for the State of Assam since 2017, out of which 14 projects have since been completed. (c) No project under NESIDS (Roads) is pending due to land or clearance issues in the State of Assam. (d) The implementation period of the projects sanctioned under NESIDS depends upon various factors such as the geographical location, terrain, availability of land, mandatory statutory clearances, removal of obstacles, financial closures etc. ARIYALUR-ERODE BROAD GAUGE LINE 658. SHRI MATHESWARAN V. S.: Will the Minister of RAILWAYS be pleased to state: (a) the present status of proposal for new broad gauge line for 108 km connecting Ariyalur with Erode via Perambalur, Thuraiyur and Thathaiyengarpet, Tiruchengodu; and (b) whether there is delay in executing the projects despite construction wing 03.12.2025 748 of the Southern Railway undertook study in 2018 and if so, the details thereof? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) and (b) Ariyalur–Erode are already connected via Tiruchchirapalli, Karur on the existing Railway network. However, to further augment the connectivity, a survey for preparation of Detailed Project Report (DPR) for new line between Ariyalur to Namakkal via Perambalur (116 km) has been sanctioned and the field survey has been completed. After firming up of Detailed Project Report (DPR), sanctioning of project requires consultation with various stake-holders including State Governments and necessary approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines cannot be fixed. Tamil Nadu Budget allocation in the recent years has increased significantly. Budget allocation for infrastructure projects and safety works, falling fully/partly in the State of Tamil Nadu is as under: Period Outlay 2009-14 ₹ 879 crore/year 2025-26 ₹ 6,626 crore (more than 7.5 times) As on 01.04.2025, 15 projects (9 New Line, 03 Gauge Conversion and 03 Doubling) of 1,700 Km length, costing ₹22,808 Crore, falling fully/partly in the 03.12.2025 749 State of Tamil Nadu, are sanctioned, out of which 665 Km length has been commissioned and an expenditure of ₹7,591 Crore has been incurred upto March’ 2025. Execution of important infrastructure projects falling fully/partly in the State of Tamil Nadu are held up due to delay in land acquisition. Status of land acquisition in Tamil Nadu is as under: 03.12.2025 751 Total Land required for Projects in Tamil Nadu 4,326 Ha Land Acquired 1,052 Ha (24%) Balance Land to be acquired 3,274 Ha (76%) Support of the Government of Tamil Nadu is needed to expedite the land acquisition. The Foundation Stone of the project was laid on 01.03.2019. However, the project could not be started because the land acquisition has not been undertaken by the State Govt. of Tamil Nadu. Government of India is geared up to execute projects, however success depends upon the support of Government of Tamil Nadu. Sanction of any railway project depend upon many parameters/factors 03.12.2025 752 which include the following: Anticipated traffic projections and remunerativeness of the proposed route First and last mile connectivity provided by the project Connection of missing links and providing additional route Augmentation of congested/saturated lines Demands raised by State Governments/Central Ministries/Public representatives, Railway’s own operational requirements Socio-economic considerations Overall availability of funds Completion of Railway project/s depends on various factors which include the following: Land acquisition by State Government Forest clearance Shifting of infringing utilities Statutory clearances from various authorities Geological and topographical conditions of area Law and order situation in the area of project site Number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. 03.12.2025 753 OVERCROWDING IN SUBURBAN TRAINS UNDER CENTRAL AND WESTERN RAILWAY 659.
