Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the number of training programmes organized under the Gramodyog Vikas Yojana (GVY) in Maharashtra during the last five years as well as in various other States, year-wise, district-wise and trade-wise, such as pottery, beekeeping, leather, food processing etc.; (b) the number of beneficiaries trained in Maharashtra along with the number of toolkits/machines (such as electric potter’s wheels, bee boxes, dona– pattal making machines, leather and electrician kits) distributed to them and the number of units or Self-Help Groups (SHGs) formed, district-wise; (c) the details of the outcomes recorded in Maharashtra, such as the number of village industries/enterprises started or revived, increase in average monthly income per beneficiary and the number of job opportunities generated; (d) the amount of funds sanctioned, released and utilized component-wise under GVY for Maharashtra during the last five years and the State's share in the national budget for the scheme; and (e) whether any third-party evaluation has been conducted to assess the impact of GVY in Maharashtra and if so, the details thereof? (c) to (e): Khadi and Village Industries Commission (KVIC) has not undertaken any specific study regarding impact of GVY in Maharashtra. However, third party Evaluation Study on ‘Honey Mission and Kumhar Sashaktikaran Programme’ of GVY was conducted by KVIC in the year 2021. Over 84.1% of the respondents were able to multiply their boxes up to 14 boxes. ³या चालू वषª के दौरान महाराÕů के अकोला और वािशम िजलŌ को पीएमकेएसवाई के अंतगªत शािमल िकया गया है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ग) िवशेषकर वािशम-यवतमाल संसदीय िनवाªचन ±ेý के संदभª म¤ ÿÂयेक घटक के अंतगªत Öवीकृत या संचािलत पåरयोजनाओं कì सं´या िकतनी है; (घ) अकोला और वािशम िजलŌ के िलए अब तक तैयार कì गई कायª-योजना का Êयौरा ³या है और उĉ योजना का कायाªÆवयन कब तक पूरा होने कì संभावना है; (ङ) गत पांच वषŎ के दौरान महाराÕů म¤, िवशेषकर िपछड़े, अित िपछड़े और आकां±ी िजलŌ म¤ 12.03.2026 411 पीएमकेएसवाई के अंतगªत वषª-वार और घटक-वार आवंिटत, जारी और उपयोग कì गई िनिध का Êयौरा ³या है; (च) ³या उĉ योजना सूखाúÖत सिहत कम वषाª से ÿभािवत िजलŌ को भी शािमल करती है और यिद हां, तो तÂसंबंधी Êयौरा ³या है और ऐसे सभी िजलŌ को उĉ योजना के तहत कब तक शािमल िकए जाने कì संभावना है और यिद नहé, तो इसके ³या कारण ह§; और (छ) गत पांच वषŎ के दौरान महाराÕů म¤ पीएमकेएसवाई पåरयोजनाओं के माÅयम से सृिजत ÿÂय± और अÿÂय± रोजगार का Êयौरा और उनकì सं´या िकतनी है? जल शिĉ मंýालय म¤ राºय मंýी (डॉ. राज भूषण चौधरी): (क) से (ग): वषª 2015-16 के दौरान ÿधानमंýी कृिष िसंचाई योजना (पीएमकेएसवाई) कì शुłआत कì गई िजसका उĥेÔय खेत म¤ पानी कì वाÖतिवक पहòंच को बढ़ाना और सुिनिIJत िसंचाई के अंतगªत कृिष योμय ±ेýŌ का िवÖतार करना, खेतŌ म¤ पानी के उपयोग कì द±ता म¤ सुधार करना, सतत् जल संर±ण ÿथाओं को लागू करना आिद है। ÿधानमंýी कृिष िसंचाई योजना (पीएमकेएसवाई) एक अÌāेला योजना है, िजसके दो ÿमुख घटक ह§, नामतः Âवåरत िसंचाई लाभ कायªøम (एआईबीपी) और हर खेत को पानी (एचकेकेपी) िजसका कायाªÆवयन जल शिĉ मंýालय Ĭारा िकया जा रहा है। वाटश¥ड िवकास घटक का कायाªÆवयन भूिम संसाधन िवभाग, úामीण िवकास मंýालय Ĭारा िकया जा रहा है। पर űॉप मोर øॉप (पीडीएमसी) घटक, का कायाªÆवयन माचª 2022 तक पीएमकेएसवाई के अंतगªत कृिष एवं िकसान कÐयाण िवभाग Ĭारा िकया जा रहा था और अब ÿधानमंýी-राÕůीय कृिष िवकास योजना (पीएम-आरकेवीवाई) के अंतगªत कायाªिÆवत िकया जा रहा है। िदसंबर 2021 म¤ भारत सरकार Ĭारा, 2021-22 से 2025-26 कì अविध के िलए पीएमकेएसवाई के कायाªÆवयन को मंजूरी दे दी गई है। वषª 2016-17 के दौरान, 88 पåरयोजनाओं म¤ समłप कमांड ±ेý िवकास सिहत 99 चल रही ÿमुख/मÅयम िसंचाई पåरयोजनाओं (और 7 चरण) को िचिÆहत िकया गया है और उÆह¤ 12.03.2026 412 पीएमकेएसवाई के अंतगªत शािमल िकया गया। इनम¤ से 26 पåरयोजनाएं महाराÕů कì ह§। वषª 2021-26 कì अविध के िलए पीएमकेएसवाई के कायाªÆवयन कì मंजूरी के उपरांत, पीएमकेएसवाई-एआईबीपी के अंतगªत 19 ÿमुख और मÅयम िसंचाई पåरयोजनाओं के िव°पोषण का कायª शुł िकया गया है। इनम¤ से 03 पåरयोजनाएं महाराÕů कì ह§। वषª 2016-25 के दौरान पीएमकेएसवाई-एआईबीपी के अंतगªत 29.23 लाख हे³टेयर अितåरĉ िसंचाई ±मता सृिजत कì गई है और पीएमकेएसवाई-एचकेकेपी-सीएडी एवं डÊÐयूएम के अंतगªत 22.21 लाख हे³टेयर कमान ±ेý िवकिसत िकया गया है। इनम¤ से 4.16 लाख हे³टेयर िसंचाई ±मता सृिजत कì गई और 2.71 लाख हे³टेयर कमान ±ेý महाराÕů म¤ इस अविध के दौरान िवकिसत िकए गए ह§। तथािप, महाराÕů के अकोला और वािशम िजलŌ को लाभािÆवत करने वाली कोई भी पåरयोजना पीएमकेएसवाई-एआईबीपी या पीएमकेएसवाई-एचकेकेपी-सीएडी एवं डÊÐयूएम के अंतगªत शािमल नहé कì गई है। पीएमकेएसवाई-एआईबीपी और पीएमकेएसवाई-एचकेकेपी-सीएडी एवं डÊÐयूएम के अंतगªत महाराÕů के यवतमाल िजले को लाभािÆवत करने वाली पåरयोजनाओं का Êयौरा िनÌनानुसार है: ø. सं. पåरयोजना का नाम लाभािÆवत राºय िसंचाई ±मता सृिजत/ कमान ±ेý िवकिसत (हजार हे³टेयर म¤) पीएमकेएसवाई-एआईबीपी 1. अपर प¤गांगा पåरयोजना यवतमाल, नांदेड़ और िहंगोली 41.58 2. बेÌबला पåरयोजना यवतमाल 51.73 पीएमकेएसवाई-एचकेकेपी-सीएडी और डÊÐयूएम 1. अपर प¤गांगा पåरयोजना यवतमाल, नांदेड़ और िहंगोली 12.67 2. बेÌबला पåरयोजना यवतमाल 26.46 (घ): पीएमकेएसवाई योजना के अलावा वषª 2018 म¤ भारत सरकार Ĭारा िवदभª और मराठवाड़ा और महाराÕů के शेष भाग के अÆय दीघªकािलक सूखाúÖत ±ेýŌ म¤ कृिष संकट से िनपटने के िलए िसंचाई पåरयोजनाओं को पूरा करने हेतु एक िवशेष पैकेज को मंजूरी दी गई है। इस पैकेज म¤ 08 12.03.2026 413 ÿमुख और मÅयम िसंचाई (एमएमआई) पåरयोजनाएं और 83 सतही लघु िसंचाई (एसएमआई) पåरयोजनाएं शािमल ह§। इनम¤ से 03 ÿमुख और मÅयम पåरयोजनाएं, अथाªत् पूणाª बैराज-2 पåरयोजना, िजगांव पåरयोजना और घुंगशी बैराज पåरयोजना, महाराÕů के अकोला िजले को लाभािÆवत करती ह§। इसके अलावा, 07 एसएमआई पåरयोजनाएं अकोला िजले को, 18 एसएमआई पåरयोजनाएं वािशम िजले को और 14 एसएमआई पåरयोजनाएं यवतमाल िजले को लाभािÆवत करती ह§। (ङ): गत पांच वषŎ म¤ पीएमकेएसवाई-एआईबीपी और पीएमकेएसवाई-एचकेकेपी-सीएडी एवं डÊÐयूएम के अंतगªत महाराÕů को ÿदान कì गई क¤þीय सहायता िनÌनानुसार है। ø. सं. घटक ÿदान कì गई केÆþीय सहायता (łपए करोड़ म¤) 2020-21 शािमल होने के मानदंडŌ म¤ छूट और अिधक क¤þीय सहायता के संदभª म¤ सूखाúÖत ±ेýŌ को लाभािÆवत करने वाली पåरयोजनाओं को ÿाथिमकता दी गई है। पीएमकेएसवाई-एआईबीपी के अंतगªत पåरयोजनाओं को शािमल करने के िलए कम से कम पचास ÿितशत (50%) वाÖतिवक ÿगित कì पाýता के मानदंड को उन पåरयोजनाओं के िलए िशिथल कर िदया गया है िजनका 50% से अिधक कमान ±ेý सूखाúÖत ±ेý म¤ आता है। इसके अलावा, सामाÆय ®ेणी के राºयŌ म¤ पåरयोजनाओं के िलए ÿचिलत िव°पोषण पैटनª 25 (क¤þ):75 (राºय) को सूखाúÖत ±ेýŌ को लाभािÆवत करने वाली पåरयोजनाओं के िलए उनके सूखाúÖत कमान ±ेý के अनुपात म¤ बढ़ाकर 60 (क¤þ):40 (राºय) कर िदया गया है। पीएमकेएसवाई-एआईबीपी के अंतगªत महाराÕů कì 29 पåरयोजनाओं म¤ से 17 पåरयोजनाएं महाराÕů के सूखाúÖत ±ेýŌ को लाभािÆवत करती ह§। पीएमकेएसवाई पåरयोजनाओं के माÅयम से रोजगार सृजन से संबंिधत आंकड़े इस मंýालय 12.03.2026 414 Ĭारा संúिहत
