Will the Minister of INFORMATION AND BROADCASTING be pleased to state: 11.03.2026 350 (a) the extent of participation of youth, startups and creative enterprises and the progress achieved under the World Audio Visual and Entertainment Summit (WAVES) 2025 including CreatoSphere, WaveX and WAVES Bazaar components particularly in Chhindwara district of Madhya Pradesh; (b) the details regarding the number of delegates, startups pitched, business leads generated and international outreach events organized, State and district-wise particularly Bharatpur Lok Sabha Constituency; and (c) whether the Government has assessed the impact of WAVES on creative economy and job creation and if so, the details thereof? MURUGAN): (a) to (c): The World Audio Visual and Entertainment Summit (WAVES) 2025 was organised in line with the Government’s vision of making India a global hub for content creation under the “Create in India, Create for the World” initiative. The Summit provided an integrated platform for Indian creators, producers and startups (including from Chhindwara in Madhya Pradesh and Bharatpur) to engage with global buyers, investors, OTT platforms and technology leaders from over 100 countries. It witnessed participation of more than 1 lakh people and featured over 140 sessions including plenaries, masterclasses and breakout sessions with global industry leaders. 11.03.2026 351 The Creatosphere, attracted over 1 lakh registrations from creators across India and over 60 countries in multiple creative sectors including animation, gaming, VFX, XR, music and digital media. Around 750 finalists were showcased at the summit. The WaveX startup initiative shortlisted 30 startups for pitching sessions where around 100 startups showcased their products and solutions during the summit. The WAVES Bazaar a year-round global marketplace for film, television, animation, gaming, XR and digital content sectors. The platform has over 4000 registered buyers and 6000 sellers facilitating business-to-business meetings, generating potential business leads and investment discussions. The outreach activities through the WAVES Bazaar were undertaken at several international platforms including the Melbourne, Toronto International Film Festival, Venice International Film Festival, Tokyo Game Show, Busan International Film Festival and the Expo 2025 Osaka, besides domestic programmes like India Joy, India Game Developers Conference and IFFI. The Government continuously assesses impact of its various initiatives including WAVES 2025. IMPACT OF AI INITIATIVES ON GDP GROWTH 3019. SHRI PRADEEP PUROHIT: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: 11.03.2026 352 (a) whether the Government has organised any Artificial Intelligence (AI) Summit/Conference in Delhi and if so, the details thereof including the date and venue of the summit; (b) the major initiatives, policy decisions or action plans announced during the said summit; (c) the number of countries that participated in the summit along with the details of participating countries and organisations; (d) whether the Government has assessed the likely impact of the summit and related AI initiatives on the country’s GDP growth and employment generation and if so, the details thereof; (e) whether any Memorandum of Understanding (MoU) or agreements were signed during the summit; and (f) if so, the details thereof including the names of partner countries/organisations and the nature of cooperation proposed? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (f): In line with Hon’ble Prime Minister Shri Narendra Modi's vision, the Government is democratising the development and usage of technology. The focus is on using Artificial Intelligence (AI) for solving real-world problems and ultimately improving lives across various sectors. 11.03.2026 353 India - AI Impact Summit 2026 India hosted the India-AI Impact Summit 2026 from 16–21 February 2026 at Bharat Mandapam, New Delhi. For the first time, the global AI summit series took place in the Global South. The shift signals a broader move toward a more inclusive global AI dialogue. The Summit witnessed participation from more than 100 countries, including 22 Heads of State or Government, and around 10 international organisations. Participating countries represented regions across Asia, Europe, Africa, the Americas and Oceania. International organisations suc as UN agencies and multilateral development banks also participated actively in it. The Summit witnessed extensive participation of public, with approximately 6 lakh attendees in person and over 9 lakh cumulative views through live virtual streaming. The Summit concluded as a historic global convergence, establishing India as a global hub for artificial intelligence innovation, governance, partnership, and inclusive growth. The five-day mega-event, the largest of its kind hosted by any developing nation, brought together leaders from governments, industry, academia, civil society, and startups under the theme “Sarvajan Hitaya, Sarvajan Sukhaya” (Welfare for all, Happiness of all). Major initiatives and outcomes announced during the Summit included: 11.03.2026 354 India AI Impact Summit Declaration endorsed by 92 countries and international Organisations with declaration acknowledging the work undertaken by seven thematic working groups during the Summit New Delhi Frontier AI Impact Commitments were signed by 13 leading model providers 12 Deliverables across 7 working groups, with individual endorsements from 20+ countries for each deliverable [Significantly more than previous Summits] o Launch of the Global AI Impact Commons with 80+ impact stories across 30+ countries o Release of the Equitable AI Transition Playbook in partnership with the International Labour Organisation (ILO) o Signing of the Voluntary Guiding Principles for Resilient, Innovative and Efficient AI, endorsed by 20+ Countries o Signing of the Voluntary Guiding Principles for Reskilling in the Age of AI, endorsed by 24 Countries o Adoption of the Charter for the Democratic Diffusion of AI, with support from 25 countries and international o Release of the Playbook for Advancing Resilient AI Infrastructure o Release of Guidance Note on AI Governance, endorsed by 22 countries o Announcement of the Trusted AI Commons with 23 partner countries 11.03.2026 355 prior to formal launch o Announcement of the Alliance for Advancing Inclusion Through AI announced, endorsed by 21 Countries and UNICEF o Launch of the Network of AI For Science Institutions with 20 partner countries at inception o Launch of the Resilient AI Challenge in partnership with France and UNESCO AI Responsibility Campaign – Global Record: India successfully achieved a Guinness World Record for the “Most pledges received for an AI responsibility campaign in 24 hours,” with over 2.5 lakh validated pledges Six global casebooks documenting high-impact AI deployments were released, covering: o AI in Health (with WHO) o AI in Energy (with IEA) o AI in Gender Empowerment (with UN Women) o AI in Agriculture (with the Government of Maharashtra, supported by the World Bank) o AI in Education (with CSF and EkStep Foundation) o AI in Accessibility (with ALIMCO, IIIT-Bangalore and ChangeInkk Foundation) AI Impact Startup Book was also launched by MeitY, presenting insights 11.03.2026 356 into India’s AI and deep-tech startup ecosystem. The Summit also witnessed announcements of investment commitments across the AI value chain, with expected investments exceeding USD 250 billion across infrastructure, foundation models, hardware, and applications. Large Indian companies announced plans to invest over a hundred billion dollars collectively in AI infrastructure and digital ecosystems, alongside partnerships to expand AI-ready data centres. Global venture capital firms pledged multi-billion-dollar investments to support AI innovation, while a leading technology company announced significant investments in connectivity, an AI hub in India, and large-scale training initiatives reaching tens of millions of public servants and students. The Summit served as a platform for dialogue, partnerships and investment announcements in the AI ecosystem. The Summit itself was not designed as a mechanism for estimating GDP growth or employment generation. MOU/Agreement signed India joined the Pax Silica coalition at the India-AI Impact Summit 2026. The coalition includes the United States and other partner nations and focuses on securing the global silicon supply chain and strengthening a resilient technology ecosystem. On the sidelines of the India AI Impact Summit 2026, IndiaAI Mission and Business Sweden also signed a Statement of Intent (SoI) to strengthen bilateral 11.03.2026 357 cooperation in the field of Artificial Intelligence (AI) and digital technologies and to promote trade and investment engagement between India and Sweden. INDIAN STATISTICAL INSTITUTE BILL, 2025 3020. SHRI JAGANNATH SARKAR: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether the Government is aware that the existing governance framework of the Indian Statistical Institute under the Indian Statistical Institute Act, 1959 has been characterised by outdated, election-driven structures, excessive internal representation and weak accountability and if so, the details thereof; (b) whether multiple Review Committees, including the Mashelkar Committee (2021), have recorded concerns relating to institutional inefficiency, resistance to reform, lack of performance norms and non-punishment of non-performance and if so, the details thereof; (c) whether the proposed ISI Bill, 2025 has been introduced to replace these legacy practices with a lean Board of Governors, merit-based leadership and clearer accountability on the lines of IITs and IIMs; (d) whether the Bill is intended to strengthen academic autonomy through modern governance mechanisms and if so, the details thereof; and 11.03.2026 358 (e) the present status of the ISI Bill, 2025, including the stage of pre-legislative consultation, Cabinet approval and the proposed timeline for its introduction and passage in Parliament? THE MINISTER OF STATE OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE OF THE MINISTRY OF PLANNING; AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH): (a) and (b): Yes, Sir. Under the existing framework of the Indian Statistical Institute (ISI) Act, 1959, four Review Committees (RCs), from time to time, have examined the functioning and progress of ISI. It has emerged from these reviews that the governance structure of ISI is characterized by many legacy issues. The fourth ISI Review Committee under the Chairmanship of Dr. R A Mashelkar, which submitted its Report in 2021 identified several structural issues in the governance of the ISI which allude to institutional inefficiencies, lack of accountability, and resistance to reform. The second, third and fourth RCs have suggested reduction in large size of the ISI Council, which is the governing body of ISI. On the other hand, the size of the ISI Council has actually increased from time to time and has now become 33. At present, there are 13 employees of the ISI within its Council, in addition to the Director and three General Body members who are closely associated with ISI. This implies that 17 out of 33 members of the Council are internal and Council 11.03.2026 359 discussions are heavily influenced by internal opinions, preventing independent governance. In this regard, the fourth RC has noted that internal issues and interests overtake the visionary leadership role that the Council is expected to play, and status quo often becomes the only viable option and, therefore, recommended sweeping modifications to the existing structures in the Institute. Owing to large size of the ISI Council and greater internal representation in it, the fourth RC recommended downsizing and restructuring of the Council, which was not implemented by the Institute. The ISI governance system is heavily reliant on elections, with multiple positions filled by internal voting rather than appointments based on merit. In this regard, the fourth RC has recommended discontinuance of elections for Heads of Divisions and Dean, which was not implemented by the Institute. The Mashelkar Committee was also concerned to note that accountability amongst the workers of the Institute, including the scientific workers, is low, work norms are scant, non- performance goes unpunished, and proposals on any fundamental reforms (including some suggested by the previous review committees) have so far proved difficult to implement. While concluding, the fourth Review Committee was of the view that ISI can rise to its true potential and effect a turnaround, if it can bring in certain fundamental changes, some of which are not just incremental, but truly radical in its structure, systems and processes backed up by much higher aspirational 11.03.2026 360 levels, from top leadership, down to every worker. ISI must reimagine, reinvent and reposition itself to regain its leadership position and remain relevant in changing times and as ISI reaches its centenary year in 2031, it should aim to create a new ISI@100 vision, transitioning from the current good to the very best, one of the foremost institutes globally. (c): Yes, Sir. The draft Indian Statistical Institute Bill, 2026 has been prepared to introduce a comprehensive new legislation, for upscaling the existing legislation ISI Act, 1959 to the level of governing legislations of other peer INIs such as IITs/IIMs with the objective of overhaul and modernization of the Institute’s governance framework by enhancing its autonomy and accountability. The draft Bill inter alia intends to address structural and legacy issues identified by Review Committees over the past decades. The proposed Bill provides for incorporation of Indian Statistical Institute as a body corporate, and also introduces framework of statutory bodies for effective governance. The Board of Governors will be an empowered and leaner body consisting of 11 members. The Board has been provided wide-ranging regulation making powers on institutional matters. The proposed Bill also introduces and streamlines the channels of accountability at various level. (d): Yes Sir. The draft ISI Bill 2026 provides more robust and contemporary governance framework which enables ISI to emerge as a globally recognised centre of excellence in statistical and allied disciplines. The draft legislation is 11.03.2026 361 founded upon the guiding principles of Excellence, Effective Governance, Autonomy and Accountability. The statutory authorities of the Institute namely the Visitor, the Board of Governors, an Academic Council, the Director, Management Councils, Centre-Directors and the Registrar and their roles and responsibilities have been incorporated in the proposed statute. The Board of Governors will be an empowered and leaner body consisting of 11 members and having a balanced representation of internal and external members. There would be only one government nominee on the Board, five external experts (including Chairperson) and five internal members of the Institute including two members of the Academic Council. This would provide academic and governance autonomy to the Institute. All full time Professors and other full-time faculty (as may be determined by the Board) are proposed to be included in the Academic Council. This will make the Academic Council broader and more representative, and entrenches the participation of senior faculty in academic governance, thereby strengthening the academic autonomy of the Institute. The proposed statutory Academic Council is given mandatory as well as recommendatory powers, while the existing Academic Council can only make recommendations to ISI Council. The Bill provides for recognition of the Centres of the Institute (which will be approved by the Board) and grant them a degree of autonomy. The Centres of the Institute will be given adequate financial, administrative and academic powers, so as to enable them to attain autonomy in their decision making and functioning 11.03.2026 362 through their respective Management Councils. Collectively, the abovementioned provisions will strengthen the academic autonomy. The Bill introduces and streamlines the channels of accountability at various level. It provides provisions for review and inquiry by the Visitor, review of medium-term and long-term plan by the Board, and submission of annual performance report and annual financial report by the Director. By aligning ISI with the legal and governance framework of other peer Institutions of National Importance, the ISI Bill 2026 intends to enhance institutional autonomy and accountability and also strengthen its capacity to deliver world-class education, research, and policy support. (e): The pre-legislative consultation, including inter-ministerial consultation, on the draft ISI Bill has concluded. Legal vetting of the draft has also been completed. The process of Cabinet approval has been initiated. The matter is under consideration in accordance with the prescribed procedure. PROMOTION OF SOLAR ENERGY 3021. SHRI SHAHU SHAHAJI CHHATRAPATI: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the steps taken by the Government to promote solar and renewable energy in the country including Maharashtra; and (b) the details of solar and renewable energy capacity added in recent years in 11.03.2026 363 the country including Maharashtra? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a): The Government has taken several steps and initiatives to promote and accelerate development and deployment of renewable energy capacity in the country, including the State of Maharashtra, to realize the commitment of 500 GW non-fossil energy capacity by 2030, as given at Statement-I. (b) : The details of solar, wind, bioenergy and hydro power capacity, during the last three years and the current year (April 2025-January 2026) in the country, including the State of Maharashtra, are given at Statement-II. STATEMENT-I Steps and initiatives to promote and accelerate development and deployment of renewable energy capacity in the country The Government of India has taken several steps and initiatives to promote and accelerate development and deployment of renewable energy capacity in the country, including the State of Maharashtra, to realize the commitment of 500 GW non-fossil energy capacity by 2030. These include, inter-alia, the following: Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm and Dispatchable Renewable Energy (FDRE) projects have been 11.03.2026 364 issued. To boost RE consumption, Renewable Purchase Obligation (RPO) followed by Renewable Consumption Obligation (RCO) trajectory has been notified till 2029-30. The RCO which is applicable to all designated consumers under the Energy Conservation Act 2001 will attract penalties on non-compliance. RCO also includes specified quantum of consumption from Decentralized Renewable Energy sources. Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route. Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), PM Surya Ghar Muft Bijli Yojana, National Programme on High Efficiency Solar PV Modules, New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), National Green Hydrogen Mission, Viability Gap Funding (VGF) Scheme for Offshore Wind Energy Projects have been launched. Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale. 11.03.2026 365 Inter State Transmission System (ISTS) charges were waived for inter-state sale of solar and wind power for projects commissioned by 30th June 2025, for Green Hydrogen Projects till December 2030 and for offshore wind projects till December 2032. Laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power. Quality Control Orders for Solar Photovoltaic products (i.e., Solar PV Modules, Solar PV Inverters and Storage Battery) and Solar Water Heating systems notified. Issued National Framework for promoting and developing Energy Storage Systems. Issued Guidelines for Resource Adequacy Planning Framework for India. Electricity (Rights of Consumers) Rules, 2020 has been issued for net- metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower. “National Repowering and Life Extension Policy for Wind Power Projects, 2023” has been issued. The Offshore Wind Energy Lease Rules, 2023 have been notified vide Ministry of External Affairs notification dated 19th December 2023, to regulate the grant 11.03.2026 366 of lease of offshore areas for development of offshore wind energy projects. The Revised Guidelines for installation of prototype wind turbine models issued on 12th June 2025. Procedure for inclusion/updating Wind Turbine Model in the Revised List of Models and Manufacturers of Wind Turbines (RLMM) issued on 31st July 2025. The amendment renames RLMM as Approved List of Models and Manufacturers [ALMM (Wind)] and mandates usage of listed components such as Blade, Tower, Generator, Gearbox and Special Bearings (Main, Pitch and Yaw Bearing) along with mandatory relocation of data centres within India and prohibition of real-time data transfer outside India. The Standard Operating Procedure (SOP) for ALMM-Wind and ALMM – Wind Turbine Components (ALMM-WTC) issued on 29th October 2025, detailing the end-to-end process for application, verification, factory inspection, component evaluation and model enlistment. Standard and Labelling (SandL) programs for Solar Photovoltaic modules and Grid-connected Solar Inverters have been launched. To augment transmission infrastructure needed for steep RE trajectory, transmission plan has been prepared till 2030. “The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules) have been notified. 11.03.2026 367 Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, notified on 06th June 2022 with objective of ensuring access to affordable, reliable, and sustainable green energy for all. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution licensee. Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Power through exchanges. Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators. THE MINISTER OF STATE OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE OF THE MINISTRY OF PLANNING; AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH): (a) and (b) : The Ministry of Statistics and Programme Implementation (MoSPI) has prepared the draft Expenditure Finance Committee (EFC) Memorandum for the Capacity Development Scheme, including the Support for Statistical Strengthening (SSS) Sub-Scheme, for the period 2026–31, which has been submitted for approval of the Department of Expenditure. Since the EFC period is yet to commence, no funds have been released to States/UTs for the period 2026–31. MoSPI has also initiated the process of revamping the existing SSS guidelines (SSS 2.0) to strengthen State statistical systems, including adoption of modern data technologies, capacity building of statistical personnel, and development of robust sub-State indicators. Consultations were held with Divisions of MoSPI and States/UTs to obtain inputs based on their implementation experience under the SSS Scheme. Based on these consultations, draft SSS 2.0 guidelines were prepared and circulated to States/UTs and Divisions of MoSPI for comments, out of which 24 11.03.2026 370 States/UTs have submitted their inputs. The draft guidelines were also discussed during the Conference of Central and State Statistical Organisations (CoCSSO) held on 25–26 September 2025 at Chandigarh. (c) : MoSPI has undertaken third party evaluation of the SSS Sub-Scheme through M/s AFC India Ltd. The assessment concluded that the Sub-Scheme has strengthened institutional capacity in State statistical systems, improved data dissemination practices, and promoted adoption of modern statistical methodologies. It also highlighted the need for strengthening manpower, streamlining fund flow mechanisms, and establishing a uniform monitoring and feedback framework across States. The assessment noted that the Sub-Scheme remains relevant to national statistical priorities and contributes towards achievement of the Sustainable Development Goals (SDGs). भारतीय खाī िनगम Ĭारा खरीदे National AI compute capacity is operationalized through empaneled AI service providers offering GPU access on cloud at subsidized rates. The data centres from which these services are delivered are located across multiple regions of the country. KATHIR ANAND: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: 11.03.2026 385 (a) whether the Union Government has taken appropriate measures to ensure that Food Corporation of India (FCI) and Central Warehousing Corporation (CWC) are efficiently managed with operational capabilities and if so, the details thereof; (b) whether the Government has implemented reforms suggested by the Shanta Kumar Committee to restructure FCI and CWC’s to improve its financial management and operational efficiency in procurement, storage and distribution of foodgrains; (c) if so, the details thereof and if not, the reasons therefor; and (d) the details of the funds allocated to FCI and CWC in Tamil Nadu during the last five years, year-wise? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) to (c) : Yes. In reference to the recommendations made by the High-Level Committee (HLC) on restructuring of the Food Corporation of India (FCI), chaired by Hon’ble Shri Shanta Kumar, FCI has implemented key recommendations relating to storage infrastructure and operations of FCI. The Committee had recommended that FCI should outsource its stocking operations to Central Warehousing Corporation (CWC), State Warehousing Corporations (SWCs), private investors under the Private Entrepreneurs Guarantee (PEG) Scheme, and also to State Governments undertaking silo construction through private entities. It was further advised that such engagements be undertaken through competitive bidding to enhance 11.03.2026 386 participation and reduce storage costs. The HLC also emphasized the need for each State especially those in deficit and difficult terrain such as the North Eastern States and Jammu and Kashmir to maintain foodgrain storage equivalent to at least three months of their consumption requirement. In this regard, as on 01.02.2026, total Covered Storage Capacity available with FCI is 470.67 LMT (Owned – 147.20 LMT + Hired – 323.47 LMT) and 381.92 LMT covered capacity is available with the State agencies for storage of Central Pool foodgrain stock across the country. This is utilized to meet procurement requirements, buffer norms, and operational needs under the Public Distribution System (PDS). Storage capacities are continuously assessed based on procurement levels and storage gaps and are being augmented through the following schemes: 1. Private Entrepreneurs Guarantee (PEG) Scheme 2. Central Sector Scheme (CSS) 2017–2025 (culminated on 31.03.2025) 3. Construction of Silos under PPP Mode 4. Hiring from CWCs/SWCs/State Agencies 5. Private Warehousing Scheme (PWS) 6. Creation of godowns under Asset Monetization 7. Modified PEG Scheme for North Eastern and Hilly States (with a guarantee period of 15 years) These initiatives are aligned with the recommendations of the HLC and are being implemented in a structured and region-specific manner to ensure 11.03.2026 387 robust, scientific, and cost-effective foodgrain storage across the country. Effective measures being taken to increase storage facilities for developing efficient storage system in the country as under: PEG Scheme 2008/09: Under the PEG Scheme, construction of conventional godowns has been undertaken in 24 States by attracting private investment. PEG Scheme was initiated in 2008. Total capacity sanctioned for godowns as on 01.02.2026 is 151.58 LMT. Out of this, 148.61 LMT has been completed. PEG Scheme II (CAP Phase Out): In order to create covered capacity in wheat procuring states specially Punjab and Haryana, new Capacity was sanctioned in Punjab and Haryana to Phase out Open Storage i.e. 60 LMT in Punjab and 30 LMT in Haryana is envisaged under this Plan. Modified PEG Scheme for NE and Hilly States: For creation of new capacities in North Eastern/ Hilly states, suitable modifications were made in the PEG Scheme to attract investors to North Eastern/Hilly states. Total 4.32 LMT capacity is assessed to be created under this scheme. Construction of Silos under PPP mode: To improve operational efficiency in storage of food grains with the participation of private sector, and to upgrade and modernize the storage facilities, Government of India has approved construction of Steel Silos for bulk storage of food grains across the country under PPP mode. Accordingly, Silos at 57 locations with capacity 32.25 Lakh MT are functional (as on 31.01.2026). Central Sector Scheme (CSS): For the augmentation of godowns, under Central Sector Scheme (2017-25), Ministry had approved the construction of 11.03.2026 388 godowns at 24 locations (15 in North-East and 9 in other than NE region) with a total capacity of 1,05,890 MT in NE regions and 54,760 in Other than NE regions. Under this scheme, a total capacity of 1,23,970 MT (72,550 MT in NE regions and 51,420 MT in Other than NE regions) has been created by FCI from 01.04.2017 to 01.02.2026. This scheme is culminated on 31.03.2025. Asset Monetization: Under this scheme, additional capacity is created on FCI’s owned existing depots in PPP mode. Total 58,950 MT capacity has been taken over as on 01.02.2026. Hiring of godown from CWC/ SWCs/ State Agencies/ Private parties: FCI hires storage capacity from CWC, SWCs, State Agencies and Private Parties (under PWS scheme) as per the requirement. Furthermore, the godowns are constructed by FCI in accordance with the BIS standards, CPWD specifications and manuals issued by CPWD for ensuring uniformity, safety and compliance with established engineering practices. (d) : PEG, Silos, Asset Monetization capacities are being constructed under PPP (Public Private Partnership) mode where capital expenditure is made by private parties and rentals are paid by FCI. CHENGALPATTU-MAMALLAPURAM RAILWAY PROJECT 3027. SHRI VE. SHRI KODIKUNNIL SURESH: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government is aware of concerns regarding the limited availability of low-cost, one-month validity voice-only recharge plans 11.03.2026 398 without bundled data services and if so, the details thereof; (b) whether the Department of Telecommunications (DoT) or TRAI has issued any advisory, guideline, or direction to mobile service providers to ensure availability of affordable one-month call-only recharge options for consumers who do not require data services and if so, the details thereof; (c) the service provider-wise details of currently available one-month validity voice-only recharge plans (without data benefits), including tariff amount, validity period and call/SMS benefits in the country; (d) whether the Government has received complaints regarding forced bundling of data services with voice plans leading to higher tariffs and if so, the action taken thereon; and (e) the steps proposed to protect consumer choice, senior citizens and low- income subscribers by ensuring affordable standalone voice recharge options across all telecom service providers? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT; AND MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS (DR. CHANDRA SEKHAR PEMMASANI): (a), (b), (c) and (e) : As per the provisions of TRAI Act 1997, Telecom Regulatory Authority of India(TRAI), an independent regulatory body for telecommunication services, regulates the rates of telecommunication services in the country. As per the existing regulatory tariff framework, tariff for telecommunication service is under forbearance except for services such as National Roaming, Rural Fixed Line Services, mobile number portability 11.03.2026 399 charges, leased circuits and USSD. Further, Telecom Regulatory Authority of India has notified the Telecom consumer Protection (12th Amendment) Regulation 2024 on 23.12.2024 which mandates the following: "Provided also that the service provider shall offer at least one Special Tariff Voucher exclusively for Voice and SMS with validity period not exceeding three hundred and sixty-five days." In compliance of the Regulation, All the Telecom Service Providers are offering voice and SMS only packs in their respective LSAs. Subject to compliance with extent regulatory provisions, service providers are free to design and offer tariffs based on their understanding of the market situation and in their best commercial interest. Service providers have the flexibility to decide various tariff components like the rates for different types of calls, SMS, data offers etc. with multiple combinations including charges value and validity for different services areas of their operation. Tariffs are offered by service providers taking into account several factors including input costs, level of competition and her commercial considerations. (d) : As per the Data available on CPGRAMS portal, 20 grievances have been received till February 2026 regarding forced bundling of data services with voice plans. These grievances were forwarded to Telecom Regulatory Authority of India (TRAI) and the concerned Telecom Service Providers(TSPs) for appropriate action and conclusive redressal.
