Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether it is a fact that there is a significant decline in cultivable land during the last five years and if so, the details thereof; (b) whether the Government has compiled or assessed data on changes in the extent of agricultural land, including net sown area and gross 17.03.2026 1151 cropped area, during the period 2014-15 to 2025-26, and if so, the details thereof, year and State/UT-wise; (c) whether the Government has undertaken any correlative assessment of the impact of reduction or stagnation in agricultural land on food-crop production and the details of changes in output and yield over the same years, State/UT-wise; (d) whether it is also a fact that this decline is due to a lack of interest in farming and increasing urbanisation, if so, the steps taken by the Government to check this trend; and (e) whether the Government has formulated or implemented any policy alternatives or mitigation strategies to sustain or enhance food-crop production in the context of shrinking farmland and if so, the targets and outcomes achieved so far and if not, the reasons therefor, scheme and State-wise? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) to (c) Land and agriculture are State subjects. As per Entry No. 18 of List II (State List) of the Seventh Schedule of the Constitution of India, land falls under the jurisdiction of State Governments, which are responsible for taking appropriate measures to increase the area under cultivation and ensure optimal use of agricultural lands. However, the Government of India supports these efforts through policy initiatives and budgetary assistance. 17.03.2026 1152 As per the latest annual publication “Land Use Statistics-at a Glance 2023-24” of the Department of Agriculture & Farmers Welfare, the extent of agricultural land in the country has remained relatively stable. The Gross Cropped Area has expanded significantly, rising from 198.28 million hectares in 2014-15 to 217.8 million hectares in 2023-24 and the Net Area Sown has remained relatively stable, standing at 138.99 million hectares in 2023-24. The adoption of modern technologies and effective policy interventions has also led to a continuous improvement in cropping intensity, which has risen from 142.2% in 2014–15 to 156.8% in 2023–24, reflecting a positive shift toward multiple cropping practices, highlighting farmers’ enhanced ability to cultivate the same land more than once annually. The year-wise and State/UT-wise details of Agriculture Land (including net sown area) and Gross Cropped Area are given in the enclosed Statement-I. Additionally, the food grain production has risen significantly, from 252.02 million tonnes in 2014-15 to 357.73 million tonnes in 2024-25. Horticulture production has also increased from 280.98 million tonnes in 2014-15 to 369.05 million tonnes in 2024-25 (third advanced estimates). The year-wise and State/UT-wise details of food grain production is given in the enclosed Statement-II. (d) and (e) There is record production of foograins and horticulture crops reported, which shows there is no lack of interest in agriculture sector. Agriculture being a State Subject, the State Government take appropriate measures for development of agriculture and welfare of farmers in the States. The Government of India supplements the efforts of States through appropriate 17.03.2026 1153 policy measures, reforms, developmental programs, budgetary support, price support through MSP and various schemes/ programmes from time to time. The Department of Agriculture & Farmers Welfare is implementing several Central Sector and Centrally Sponsored Schemes with the objective of increasing food grains production through area expansion and productivity enhancement, given in the enclosed Statement-III. To ensure productive use of land, the Ministry of Agriculture & Farmers Welfare has implemented several initiatives to promote crop diversification, increase cropping intensity and enhance farmers income in all States & UTs. Under the Rashtriya Krishi Vikas Yojana (RKVY) and the Crop Diversification Programme, States/UTs are supported to adopt region- specific high-value crops, pulses, oilseeds, and horticultural crops, thereby reducing reliance on mono-cropping systems. Schemes such as Soil Health & Fertility (SH&F), Mission for Integrated Development of Horticulture (MIDH), National Mission on Edible Oils (NMEO)-Oil Palm, National Mission on Edible Oils (NMEO)-Oilseeds, Mission for Atmanirbharta in Pulses, Paramparagat Krishi Vikas Yojana (PKVY) for organic and sustainable farming, Rainfed Area Development (RAD) to further encourage farmers to adopt climate-resilient, high-value and diversified crops. The expansion of irrigation facilities under PMKSY and the promotion of micro-irrigation under Per Drop More Crop help optimize water availability during lean periods, supporting efficient cropping patterns and judicious use of water resources. Additionally, the Government facilitates the use of climate- 17.03.2026 1154 resilient seed varieties, soil moisture conservation practices, and timely agro- advisories through Krishi Vigyan Kendras (KVKs) and digital platforms such as m-Kisan, enabling farmers to make informed decisions regarding crop selection and land use. Mission for Atmanirbharta in Pulses 17.03.2026 1160 RURAL AND TRIBAL AREAS OF NASHIK UNDER PMGSY 4136. SHRI RAJABHAU PARAG PRAKASH WAJE: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of rural roads sanctioned, completed and currently pending under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the rural and tribal areas of Nashik district, Maharashtra along with the number of habitations still lacking all-weather road connectivity; (b) whether the Government has assessed the poor condition and premature deterioration of PMGSY roads in Nashik and fixed accountability of executing agencies; and (c) the timeline and additional funds proposed to ensure 100 per cent durable all-weather road connectivity to the remaining villages of Nashik district? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) The unit of connectivity under Pradhan Mantri Gram Sadak Yojana (PMGSY) is habitation and not revenue village. Under the various verticals of the Pradhan Mantri Gram Sadak Yojana (PMGSY), 303 roads covering a length of 1,783 km and 41 bridges, with a sanctioned cost of Rs. 773 crore, have been sanctioned in Nashik district of Maharashtra. Out of which, 271 roads covering 1,556 km length and 34 bridges have been completed, with an expenditure of Rs. 702 crore, as on 12th March 2026. Further, 32 roads of 102 km length and 7 bridges are at various stages of execution. 17.03.2026 1161 Under PMGSY-I, 134 eligible unconnected habitations were sanctioned for connectivity in Nashik district and all these habitations have already been connected as on 12th March 2026. Further, the Government has approved PMGSY-IV for implementation during FY 2024-25 to 2028-29 to provide all- weather road connectivity to about 25,000 additional eligible unconnected habitations by constructing approximately 62,500 km of road length, based on population criteria as per Census 2011. The Ministry is in continuous coordination with the State Governments/UTs for submission and approval of proposals under PMGSY-IV so as to ensure timely implementation of the programme. An Empowered Committee meeting was held on 10.3.2026 for consideration of 55 roads with a total length of 222.93 km for the State of Maharashtra, which also included 3 roads with a total length of 6.60 km for Nashik district. (b) As per the guidelines of PMGSY, maintenance of rural roads constructed under the PMGSY is the responsibility of the State Governments. The design life is divided in to two periods: Defect Liability Period (DLP) for first five years after completion and Post Defect Liability Period for the following five years after the DLP. Roads constructed under PMGSY are monitored through regular field inspections and the reports are captured through the online monitoring system eMARG (electronic Maintenance of Rural Roads) to ensure proper maintenance and adherence to quality standards. The details of these inspections are recorded along with Geo-tagged photographs, to enable transparent and real-time monitoring. 17.03.2026 1162 PMGSY has a three-tier Quality Control mechanism for ensuring construction of quality road works and durability of road assets under PMGSY. The quality inspection reports are captured online on the Stage passing application, at each stage. Under the first tier, the Programme Implementation Units (PIUs) are required to ensure process control through mandatory tests on material and workmanship at the field laboratory. The second tier is a structured independent quality monitoring at the State level through State Quality Monitors (SQMs) to ensure that every work is inspected at initial stage, intermediate stage and final stage of the construction. Under the third tier, which is at the national level, independent National Quality Monitors (NQMs) are deployed for random inspection of road works to monitor quality and also to provide guidance of senior professionals to the field functionaries. Based on the periodic monitoring of quality of roads under the 3-tier mechanism, corrective measures, wherever necessary, are taken by the State Governments. Guidelines/Instructions to regulate the quality control process have been issued to States/UTs from time to time. In Nashik district, 34 roads with a total length of about 186 km constructed under PMGSY are currently under the Defect Liability Period. Any defects, including premature deterioration identified during inspections or through the eMARG system, are required to be rectified by the contractor at their own cost. The concerned State Government/implementing agency is responsible for ensuring corrective action and fixing accountability as per the 17.03.2026 1163 provisions of the programme guidelines and contract conditions, including withholding payments or imposing penalties in cases of non-compliance. (c) The works sanctioned under PMGSY-I and RCPLWEA are targeted for completion by March 2027, while the works sanctioned under PMGSY-II and PMGSY-III are to be completed by March 2026. The funds for the implementation of the scheme are released by the Ministry to the State as a whole and not district-wise. The funds are released based on works in hand, the execution capacity and performance and unspent balances of the previous releases available with them. Till recently, the funds were released by the Ministry to the consolidated fund of the State Government. From mid-2025 onwards, the fund is released through SNA Sparsh system. THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (e)India and the United States (U.S.) announced a trade deal on 2nd February 2026. A Joint Statement for the same was released on 7th February 2026. On 7th February 2026, 25% additional ad valorem tariffs imposed by the U.S. on certain India’s exports citing India’s imports of Russian oil were removed. Pursuant to the U.S. Supreme Court judgement dated 20th February 2026 invalidating reciprocal tariffs, the reciprocal tariffs are no longer in force. The U.S. Government has issued Executive Orders imposing 10% tariffs on certain products from all countries. The Government is studying all the developments and remains engaged with the U.S. Government. FISH LANDING CENTRE IN ANDHRA PRADESH 4138. DR. C. M. RAMESH: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: 17.03.2026 1165 (a) whether it is true that the Government has approved fish landing centre at Rajayyapeta in Anakapalli district of Andhra Pradesh under Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an estimated cost of Rs. 25 crores; (b) if so, the details of the project and the time by which it will likely to be completed; and (c) the number of fishermen to be benefitted from the above project? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) to (c) The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India, on 30th March, 2022, approved the proposal of the Government of Andhra Pradesh for construction of a Fish Landing Centre at Rajayyapeta in Anakapalli district of Andhra Pradesh at an estimated cost of Rs. 24.77 crore, with Central financial assistance of Rs. 14.86 crore under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). The fish landing centre project envisages fish landing facility, fish auction hall, net mending shed, fish drying platform, rest shed, boat parking or repair, water storage facilities, water supply, toilet, reclamation, roads, vehicle parking, drainage, compound wall, electricity connections, greening etc. The State Government of Andhra Pradesh has reported that the work has been assigned to Andhra Pradesh Maritime Board as the executing agency and the said agency floated the tender for the fifth time on 21.01.2026. The project is presently at the tendering stage, and the State Government has 17.03.2026 1166 reported the timeline for completion of the Fish Landing Centre project as one year from the date of finalisation of the tender.
