After compliance is submitted by the State Government as per MSE-CDP Scheme guidelines, such proposals are placed before the National Project Approval Committee (NPAC) for consideration and decision. RAMESH: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the details and status of rehabilitation and upgradation to two lane with paved shoulders configuration of Koyyuru Chaparathipalem section of National Highway (NH)-516E covering districts of Alluri Sitharama Raju and Anakapalli districts of Andhra Pradesh; (b) the details of estimated cost of the project and expenditure made so far; (c) whether it is true that more than eighty per cent of work has been completed; and (d) the likely date by which the entire work is going to be completed and would be dedicated to the nation? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (d): The project for rehabilitation and upgradation to two lane with paved shoulders configuration of the Koyyuru–Chaparathipalem section of NH-516E, covering Alluri Sitharama Raju and Anakapalli districts of Andhra Pradesh, has been taken up. The total length of the project is 45.50 km with a sanctioned project cost of Rs. 349.29 crore. The work was commenced on 08.07.2022 and an expenditure of Rs. 256.4 crore has been incurred so far. The work is in advance stage of completion and has achieved 97.68% physical progress and is targeted for completion by 31.03.2026. 12.02.2026 806 STATUS OF PROPOSALS UNDER DAY-NULM 2209. SHRI APPALANAIDU KALISETTI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of proposals submitted, approved and implemented under Deendayal Antyodaya Yojana–National Urban Livelihoods Mission (DAY- NULM) since its inception during the last ten years, year and State/UT-wise; (b) the details of funds allocated, sanctioned, released and utilised under each component of DAY-NULM, year and State/UT-wise; (c) the number of urban poor beneficiaries covered under the skill training, self- employment, shelter for urban homeless and street vendors’ support components of the said Mission, State/UT-wise; (d) the current status of shelters for the urban homeless constructed or upgraded under DAY-NULM including capacity, average occupancy levels and key amenities provided, State/UT-wise; and (e) the list of pending proposals along with the reasons for their pendency and the expected timelines fixed for their approval, State/UT-wise? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a): Ministry of Housing and Urban Affairs, MoHUA implemented “Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM)” to reduce economic, social and residential vulnerabilities of urban poor with seven components. The Mission concluded on 30.09.2024. Under the Mission, as on 30.09.2024, over 1 crore urban poor women brought into Self Help Groups 12.02.2026 807 (SHGs) fold, over 39.43 lakh livelihoods created through skill training & placement, access to subsidized credit to individual and groups for setting up micro-enterprises and saving corpus-based bank linkages to SHGs, over 6.56 lakh SHGs received bank linkage and under the Innovative and Special Projects (I&SP) component of the Mission, a total of four projects were approved. (b): Under DAY-NULM, funds were released to States / UTs in a consolidated manner for the implementation of all Mission components. The inter-se allocation of funds under different components of the Mission is done by the respective States/ UTs, as per their requirements. The year-wise details of funds released to States / UTs are given in the enclosed Statement-I. (c): The State / wise details regarding number of urban poor beneficiaries covered under the skill training, self-employment, status of shelters for urban homeless and street vendors’ support component of the Mission are given in the enclosed Statement-II. (d) and (e): As per seventh Schedule of the Constitution of India, Land & Colonization are State subjects. However, MoHUA supplemented the efforts of State Governments/UTs by administering a Scheme for Shelter for Urban Homeless as a component of DAY-NULM with an objective to provide all weather permanent shelters equipped with basic facilities to the urban homeless. The basic common facilities/ amenities such as water, sanitation, electricity, kitchen/ cooking space, common recreation space were provided at the shelters for dignified human living as prescribed in SUH guidelines. CAPTAIN VIRIATO FERNANDES: Will the Minister of JAL SHAKTI be pleased to state: (a) the date of launch of the Rashtriya Jal Jeevan Kosh (RJJK) and the quantum of donations received under the RJJK since inception till date, year-wise; (b) whether the accounts of the RJJK have been audited and if so, whether the audit report is publicly available and if so, the details thereof; (c) whether any donations have been received under the RJJK for expenditure in particular villages; (d) if so, the details of the cumulative quantum of the total donations received and the bifurcation between general donations and State-wise donations based on the villages for which the donations were received; and (e) whether any funds have been utilized from the RJJK for the implementation of the Jal Jeevan Mission (JJM) and if so, the details thereof, year and State/UT-wise? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) to (d): Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM) to make provision of potable tap water connection to every rural household in the country. To enable individuals, institutions, corporates, philanthropists, etc., who have a desire to ‘give back to the society’ and be a part of this movement, a ‘Rashtriya Jal Jeevan Kosh (RJJK)’ was set 12.02.2026 816 up to receive contributions/ donations to achieve the goal of Jal Jeevan Mission. RJJK trust was constituted and registered on 08.05.2020. A dedicated website https://jaljeevankosh.gov.in has been developed to facilitate donations/ contributions, which can be made directly through RJJK website and also through JJM mobile app. As on 09.02.2026, a sum of Rs.7,32,165.84 /- has been received as contribution in the account of RJJK, of which approx. Rs.5.25 lakh has been received in current financial year. (e): No fund has been allocated or utilized from RJJK so far. UPGRADATION OF ROAD INFRASTRUCTURE 2211. SHRI ZIA UR REHMAN: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government is aware of poor road conditions, traffic congestion and high accident rates on highways in Western Uttar Pradesh; (b) if so, the details of the steps taken to upgrade road infrastructure and improve road safety in the region; (c) whether similar road safety and infrastructure challenges exist in other parts of the country; and (d) if so, the details of the national initiatives undertaken to modernise highways and reduce road accidents? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (d): The Government in Ministry of Road Transport and Highways is 12.02.2026 817 primarily responsible for development and maintenance of National Highways (NHs). The Government receives proposals from various State Governments / Union Territories (UTs), including from the districts of Western Uttar Pradesh (UP) from time to time, for declaration / upgradation of State Roads, including State Highways (SHs), as new NHs. Decisions are taken to notify State Roads as NHs from time to time based on the broad principles of declaration of NHs, requirement of connectivity, traffic density and synergy with PM Gati Shakti National Master Plan (NMP). Development and maintenance of National Highways (NHs) is a continuous process. Works on NHs, are accordingly taken up based on the traffic density, condition of road and synergy with PM Gati Shakti National Master Plan to keep the NHs in traffic worthy conditions. Government has focused on development of NHs in accordance with the traffic volume and also ensuring that no section of NHs should be left without any contractual maintenance agency. The details of completed NHs projects for development and maintenance of NHs passing through Western UP during last three years and current year are given in the enclosed Statement-I. Project-wise details of sanctioned/ongoing NHs projects for development and maintenance of NHs passing through Western UP with the time-frame of completion are given in the enclosed Statement-II. These are Bharatmala Pariyojana including subsumed National Highways Development Project (NHDP), Special Accelerated Road Development Programme for North-East Region (SARDP- NE), Special Programme for development of Roads in Left Wing Extremism affected Area (LWE) and Externally Aided Projects (EAP). NHs stretches not covered under any of the above schemes are taken up for development under National Highway Original [NH(O)] works depending upon traffic density, condition of road and synergy with PM Gati Shakti National Master Plan. All NHs works are carried out as per standards, guidelines, manual, code of practice of Indian Roads Congress as well as specifications for Road and Bridge Works. Necessary road safety measures inter-alia include provision of crash barriers, signage boards, foot over bridges, etc. are taken up during design, construction, operation and maintenance stages. Further, Guidelines have been issued for regular safety audit of all NHs at design, construction, pre-opening stage of NH projects as well as on existing NHs for ensuring road safety. Road Safety Audit is carried out for the independent assessment of newly constructed roads before opening them to commercial traffic. All identified road safety issues, including those related to road signages and markings, are addressed before the road is opened to the public. Subsequently, during the operation of the project highway, assessment is carried out at regular intervals to identify safety issues that may have emerged during operation stage and any necessary remedial measures are taken in a time-bound manner. Besides this, accident data on all existing and new National Highways is monitored on a pan- India basis through the eDAR (electronic Detailed Accident Report) portal, and accident spots are identified. Further, field officers have been delegated powers to take advance remedial action on these identified accident spots, preventing them from being converted to blackspots. Also, identified blackspots are rectified by carrying out short-term 12.02.2026 820 measures like road markings, signages, crash barriers, road studs, delineators, closure of unauthorized median openings, traffic calming measures, etc. in a time bound manner. Further, long-term measures like improvement of road geometrics, junction improvements, spot widening of carriageway, construction of underpasses/overpasses, etc. are also taken as permanent rectification measures based on road safety audit report and site conditions. Furthermore, Government has formulated a multi-pronged strategy to address the issue of road safety based on 4E's i.e. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care, details of which are given in the enclosed Statement-III. Observance of National Road Safety Month every year for spreading awareness and strengthening road safety. (2) Engineering: 2.1. Road engineering: i. Road Safety Audit (RSA) of all National Highways (NHs) has been made mandatory through third party auditors/ experts at all stages i.e. design, construction, operation and maintenance etc. ii. High priority is accorded to identification and rectification of black spots /accident spots on NHs. iii. Road Safety Officer (RSO) has been designated at each Regional Office of road owning agencies under the Ministry to look after RSA and other road safety related works. iv. Administers the electronic Detailed Accident Report (e-DAR) Project to establish a central repository for reporting, management and analysis of road accidents data across the Country. v. Issued guidelines for the provision of signages on Expressways and National Highways to offer improved visibility and intuitive guidance to the drivers. vi. Provisions have been made in the Motor Vehicles Act, 1988 for failure to comply with standards for the road design, construction and maintenance, as prescribed by the Central Government from time to time. 12.02.2026 836 2.2 Vehicle engineering: Various initiatives were undertaken to make vehicles safer, including the following:- i. Mandatory provision of an airbag for the passenger seated on the front seat of a vehicle, next to the driver. ii. Prescribed norms related to safety measures for children below four years of age, riding or being carried on a motor cycle. It also specifies use of a safety harness, crash helmet and restricts speed to 40kmph. iii. Mandatory provisions for fitment of following listed safety technologies: For M1 category vehicles: a. Seat Belt Reminder (SBR) for driver and co-driver. b. Manual Override for central locking system c. Over speed warning system. For all M and N category vehicles: a. Reverse Parking Alert System iv. Mandated Anti-Lock Braking System (ABS) for certain classes of L [Motor vehicle with less than four wheels and includes a Quadricycle], M [Motor vehicles with at least four wheels used for carrying passengers] and N [Motor vehicles with at least four wheels used for carrying goods which may also carry persons in addition to goods, subject to conditions stipulated in BIS standards] categories. v. Mandated speed limiting function/speed limiting device in all transport vehicles, except for two wheelers, three wheelers, quadricycles, fire 12.02.2026 837 tenders, ambulances and police vehicles. vi. Published the rules for recognition, regulation and control of Automated Testing Stations, which define the procedure for fitness testing of vehicles through automated equipment and the procedure for grant of fitness certificate by ATSs. The rules have been further amended on 31.10.2022 and 14.03.2024. vii. Formulated the Vehicle Scrapping Policy based on incentives/dis- incentives and for creating an ecosystem to phase out old, unfit and polluting vehicles. viii. Formulated a Scheme to set up one model Inspection & Certification Centre in each State/UT with Central assistance for testing the fitness of vehicles through an automated system. ix. Published rules regarding the Bharat New Car Assessment Program (BNCAP) to introduce the concept of safety rating of passenger cars and empower consumers to take informed decisions. x. Published rules regarding prescribed level playing field in the area of manufacturing of buses by Original Equipment Manufacturers (OEMs) and Bus Body Builders. xi. Mandated vehicles, manufactured on or after 1st October, 2025, shall be fitted with an air-conditioning system for the cabin of vehicles of N2 (goods vehicle with gross vehicle weight exceeding 3.5 tonnes but not exceeding 12.0 tonnes) and N3 (goods vehicle with gross vehicle weight exceeding 12.0 tonnes) category. 12.02.2026 838 xii. Published rules for revision of standards for Safety Belt, Restraint Systems and Safety Belt Reminder to provide provisions for applicability of revised standards for safety belt assemblies, safety belt anchorages and the installation of Safety Belts and Restraint Systems, in Motor vehicles of category M,N and L7 w.e.f. 01st April, 2025. Further, the vehicles of category M1, manufactured on and after the 1st April 2025, shall meet the requirement of safety belt reminder for all front facing rear seats as per AIS- 145-2018. xiii. Published rules for Active safety features in Medium and Heavy Duty vehicles, which provide for Braking System including Anti-lock Braking, Endurance Braking System for M2, M3, N1, N2, N3 and Quadricycle (effective for new models from 1st January, 2027 and for existing models from 1st October, 2027), and Advanced Driver Assistance Systems (ADAS) including Vehicle Stability Function (VSF), Lane Departure Warning System (LDWS), Driver Drowsiness and Attention Warning Systems, Blind Spot Information Systems and Moving off Information Systems for M2, M3, N2 and N3 categories of vehicles (effective for new models from 1st October, 2027 and for existing models from 1st January, 2028). (3) Enforcement: i. The Motor Vehicles (Amendment) Act, 2019 as stands implemented provides for strict penalties for ensuring compliance and enhancing deterrence for violation of traffic rules and strict enforcement through use of technology. Traffic management and enforcement is essentially in the 12.02.2026 839 domain of State Governments/UT Administrations. While Central Government formulates rules under the Motor Vehicle Act, 1988, the enforcement of these rules comes under the purview of State Governments/UT Administrations. ii. Issued rules for Electronic Monitoring and Enforcement of Road Safety. The rules specify the detailed provisions for placement of electronic enforcement devices on high risk & high density corridors on National Highways, State Highways and critical junctions cities having a population of more than one million in the country and cities under National Clean Air Programme (NCAP). iii. Government has issued guidelines for incentive to States for Implementation of Electronic Enforcement of Road Safety under the Scheme for Special Assistance to States for Capital Investment 2025-26 (SASCI 2025-26) with allocation of Rs. 3,000 Crore (on first come first serve basis). iv. On 10th June, 2024, the Government has issued an advisory to all the States and Union territories on technological interventions for ensuring compliance with Motor Vehicle Act, 1988. (4) Emergency care: i. Revised the scheme guidelines (named as Rah-Veer) for the protection of Good Samaritan, who in good faith, voluntarily and without expectation of any reward or compensation renders emergency medical or non-medical care or assistance at the scene of an accident to the victim or transports 12.02.2026 840 such victim to the hospital. As per the scheme, the reward for Rah-Veer has been increased to Rs. 25,000/- from Rs. 5,000/-. ii. Enhanced compensation of victims of Hit and Run motor accidents (from Rs. 12,500 to Rs. 50,000 for grievous hurt and from Rs. 25,000 to Rs.2,00,000 for death). iii. The National Highways Authority of India has made provisions for ambulances with paramedical staff/Emergency Medical Technician/Nurse at toll plazas on the completed corridors of National Highways. iv. RAJ BHUSHAN CHOUDHARY): (a): Irrigation potential created in the country through Major and Medium 12.02.2026 842 Irrigation (MMI) projects and Extension, Renovation and Modernisation (ERM) projects in the country is 47.62 million hectares, as per the "Register for Major and Medium Irrigation Projects" published in year 2024 by the Central Water Commission (CWC). Irrigation potential created in the country through minor irrigation is 88.84 million hectares, as per "6th Minor Irrigation Census" published by the Department of Water Resources, River Development & Ganga Rejuvenation. Total gross irrigated area in the country during year 2023-24 is 130.548 million hectares, as per "Land Use Statistics 2023-24", published by Department of Agriculture and Farmers Welfare. (b): Government of India has launched the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc. Accelerated Irrigation Benefits Programme (AIBP) component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is dedicated to creation, restoration and stabilization of irrigation potential in the country through completion of major and medium irrigation projects. खाī ÿसंÖकरण उīोग मंýालय म¤ राºय मंýी; तथा रेल मंýालय म¤ राºय मंýी (®ी रवनीत िसंह): (क): खाī ÿसंÖकरण उīोग के िलए उÂपादन-िलं³ड ÿोÂसाहन योजना (पीएलआईएसएफपीआई) को खाī ÿसंÖकरण उīोग मंýालय Ĭारा िव° वषª 2021-22 से िव° वषª 2026-27 कì अविध के िलए 10,900 करोड़ Ł. के Öवीकृत पåरÓयय के साथ लागू िकया जा रहा है। यह योजना अिधसूिचत 12.02.2026 844 िदशािनद¥शŌ के अनुसार, भारत म¤ िनिमªत पाý खाī उÂपादŌ कì िबøì म¤ वृिĦ हािसल करने पर पाý खाī ÿसंÖकरण संÖथाओं को ÿदशªन-आधाåरत ÿोÂसाहन ÿदान करती है। इस योजना म¤ कई घटक शािमल ह§ जो िनिदªĶ खाī उÂपाद खंडŌ को सिÌमिलत करते ह§, िजनम¤ रेडी-टू-कुक/रेडी-टू-ईट खाī पदाथª, ÿसंÖकृत फल और सिÊजयां, समुþी उÂपाद, मोज़रेला पनीर, लघु और मÅयम उīमŌ (एसएमई) के अिभनव/जैिवक उÂपाद, िवदेशŌ म¤ āांिडंग और िवपणन, और िमलेट आधाåरत उÂपादŌ के िलए एक समिपªत घटक शािमल ह§। Öवीकृत आवेदकŌ को अिधसूिचत योजना िदशािनद¥शŌ के अनुसार, पाý अितåरĉ िबøì हािसल करने पर ÿोÂसाहन ÿदान िकए जाते ह§। (ख) और (ग): इस योजना के अंतगªत, योजना के शुभारंभ के समय अिधसूिचत पाýता शतŎ और देश भर म¤ समान łप से लागू मूÐयांकन मापदंडŌ के आधार पर, एक बार कì ÿितÖपधê चयन ÿिøया के माÅयम से आवेदकŌ का चयन िकया गया था। यह योजना मांग आधाåरत है तथा राºय/िजला- िविशĶ नहé है। हालांिक, सोनीपत िजले म¤ िÖथत दो सूàम, लघु और मÅयम उīम (एमएसएमई) इकाइयŌ को ®ेणी-II (जैिवक उÂपाद) के अंतगªत 6.75 करोड़ Łपये के Öवीकृत ÿोÂसाहन और िमलेट आधाåरत उÂपाद घटक के अंतगªत 7.98 करोड़ Łपये के Öवीकृत ÿोÂसाहन के साथ लाभाथê के łप म¤ Öवीकृत िकया गया है। दोनŌ इकाइयां चालू िÖथित म¤ ह§। योजना के अंतगªत ÿोÂसाहन रािश, अिधसूिचत योजना िदशािनद¥शŌ के अनुसार, पाý अितåरĉ िबøì हािसल करने पर ही Öवीकृत और िवतåरत कì जाती है। सोनीपत लोकसभा ±ेý से इस योजना के अंतगªत कोई ÿÖताव लंिबत नहé है। (घ): ÿभावी ÿचार और सुिवधा (सुगमता सुिनिIJत करने) के िलए, मंýालय ने पीएलआईएसएफपीआई के शुभारंभ के समय राÕůÓयापी ÿचार और जागłकता उपाय िकए, िजसम¤ िवÖतृत योजना िदशािनद¥श, अ³सर पूछे जाने वाले ÿij (एफए³यू), सावªजिनक अिधसूचनाएं और िहतधारक परामशª जारी करना शािमल है। पीएलआईएसएफपीआई के अंतगªत आवेदन ÿिøया एक ऑनलाइन पोटªल के माÅयम से संचािलत कì गई थी, िजसम¤ पाýता मानदंड, समयसीमा और दÖतावेजीकरण आवÔयकताओं को ÖपĶ łप से पåरभािषत िकया गया था, तािक एमएसएमई सिहत पाý खाī ÿसंÖकरण संÖथाओं के िलए पारदिशªता और भागीदारी म¤ आसानी सुिनिIJत कì जा सके। 12.02.2026 845 (ङ): पीएलआईएसएफपीआई ÿदशªन-आधाåरत ÿोÂसाहनŌ के माÅयम से देश भर म¤ खाī ÿसंÖकरण ±मता के िवÖतार, मूÐयवधªन, ÿितÖपधाªÂमकता, रोजगार सृजन और िनयाªत उÆमुखीकरण का समथªन करता है। पाý खाī उÂपादŌ के उÂपादन और िबøì म¤ वृिĦ को ÿोÂसािहत करके, यह योजना सोनीपत लोकसभा ±ेý म¤ िÖथत इकाइयŌ सिहत खाī ÿसंÖकरण इकाइयŌ को संगिठत मूÐय ®ृंखलाओं और िनयाªत बाजारŌ म¤ एकìकृत करने म¤ सहायता करती है, जो योजना के िदशािनद¥शŌ के अनुसार है और पूरे भारत म¤ समान łप से लागू होती है। इस योजना के पåरणामÖवłप खाī ÿसंÖकरण ±मता म¤ 35.00 लाख मीिůक टन (एमटी) ÿित वषª कì वृिĦ हòई है और देश भर म¤ अब तक लगभग 3.29 लाख ÿÂय± और अÿÂय± रोजगार सृिजत हòए ह§। योजना के अंतगªत अनुमोिदत कृिष ÿसंÖकृत खाī उÂपादŌ के कुल िनयाªत म¤ वषª 2019-20 के संदभª म¤ वषª 2024-25 तक 13.23% कì चøवृिĦ वािषªक वृिĦ दर (सीएजीआर) दजª कì गई है। कोराडी ताप िवīुत संयंý 2215. ®ी संजय हåरभाऊ जाधव: ³या िवīुत मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या महाराÕů Öटेट पावर जेनरेशन कंपनी िलिमटेड (महाजेनको) कोराडी ताप िवīुत संयंý म¤ Éलू गैस िडसÐफराइजेशन (एफजीडी) Öथािपत करने म¤ िवफल रही है, जो िक मंýालय कì 2015 कì अिधसूचना के अनुसार अिनवायª है और यिद हां, तो इसके ³या कारण ह§; (ख) ³या वषª 2019 से लगातार पुन: िनिवदा जारी होने के कारण एफजीडी पåरयोजना म¤ िवलंब हो रहा है और यिद हां, तो रĥ कì गई िनिवदाओं का Êयौरा ³या है; (ग) ³या इस कायª के िलए नवÌबर, 2023 म¤ अवाडª पý (एलओए) जारी िकया गया था और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (घ) ³या उĉ कंपनी Ĭारा कोराडी एफजीडी का कायª नहé िकया गया था; (ङ) यिद हां, तो इसके ³या कारण ह§ और इस पर ³या कारªवाई कì गई है; और 12.02.2026 846 (च) ³या कोराडी एफजीडी कायª के िलए िनिवदा पुन: जारी कर दी गई है और यिद हां, तो तÂसंबंधी Êयौरा ³या है और इसके कब तक पूरा होने कì संभावना है? िवīुत मंýालय म¤ राºय मंýी; तथा नवीन और नवीकरणीय ऊजाª मंýालय म¤ राºय मंýी (®ी ®ीपाद येसो नाईक): (क) से (च): कोराडी ताप िवīुत संयंý महाराÕů Öटेट पावर जेनरेशन कंपनी िलिमटेड (महाजेनको) के ÖवािमÂव म¤ है और इसम¤ 04 इकाइयां अथाªत यूिनट सं´या 6 (210 मेगावाट) और यूिनट सं. 8, 9 और 10 (3 x 660 मेगावाट) शािमल ह§। यूिनट सं´या 6 के संबंध म¤ Éलू गैस िडसÐफराइज़ेशन (एफजीडी) ÿणाली िदनांक 31.12.2024 को चालू कì गई है। हालांिक, यूिनट 8, 9 और 10 के संबंध म¤, एफजीडी कì Öथापना के िलए कई अवसरŌ पर िनिवदाएं आमंिýत कì गई ह§। रĥीकरण करने/पुनः िनिवदा का िववरण िनÌनानुसार है: (i) िदनांक 30.05.2017- यूिनट सं´या 10 के िलए पहली बार िनिवदा शुł म¤ ÿकािशत कì गई थी। एकल इकाई के िलए उĦृत दर¤ अिधक होने के कारण पुन: िनिवदा करने का िनणªय िलया गया और यूिनट 8, 9 और 10 को िमलाकर पुन:िनिवदा करने का िनणªय िलया गया। (ii) िदनांक 01.03.2019-यूिनट सं´या 8, 9 और 10 के िलए दूसरी बार िनिवदा ÿकािशत कì गई थी। िनिवदा अगÖत 2019 म¤ रĥ कर दी गई थी। (iii) िदनांक 25.09.2019-यूिनट सं´या 8, 9 और 10 के िलए तीसरी बार िनिवदा ÿकािशत कì गई थी। िव° मंýालय भारत सरकार Ĭारा जारी सामाÆय िव°ीय िनयम, 2017 के िनयम 144 (xi) कì आवÔयकता को Åयान म¤ रखते हòए, इस िनिवदा को बाद म¤ रĥ कर िदया गया था। (iv) िदनांक 04.11.2020-यूिनट सं´या 8, 9 और 10 के िलए चौथी बार िनिवदा ÿकािशत कì गई थी। िनिवदा नवंबर 2022 म¤ रĥ कर दी गई थी। (v) िदनांक 10.03.2023-यूिनट सं´या 8, 9 और 10 के िलए 5वé बार िनिवदा ÿकािशत कì गई 12.02.2026 847 थी। िदनांक 16.11.2023 को मेससª शापूर जी पलोनजी एंड कंपनी ÿाइवेट िलिमटेड (एसपीसीपीएल) को अवाडª पý जारी िकया गया। इसके बाद, मेससª एसपीसीपीएल के जोिखम और लागत पर िदनांक 02.06.2025 को अनुबंध समाĮ कर िदया गया और ब§क गारंटी जÊत कर ली गई ³यŌिक एज¤सी ने िनÕपादन ब§क गारंटी / सुर±ा जमा ÿÖतुत नहé करने और कायª िनÕपादन म¤ देरी सिहत संिवदाÂमक दाियÂवŌ को पूरा नहé िकया। (vi) िदनांक 11.06.2025-यूिनट सं´या 8, 9 और 10 के िलए छठी िनिवदा ÿकािशत कì गई। पयाªवरण, वन और जलवायु पåरवतªन मंýालय (एमओईएफएंडसीसी) कì िदनांक 07.12.2015 कì अिधसूचना और उसके बाद के संशोधनŌ के अनुसार, कोराडी ताप िवīुत संयंýŌ को ®ेणी 'क' के तहत वगêकृत िकया गया है और ऐसी इकाइयŌ के िलए SO2 उÂसजªन मानकŌ के अनुपालन कì समय सीमा िदनांक 31.12.2027 है। CANCELLATION OF DRIVING LICENSE AND E-CHALLAN SYSTEM 2216. DR. K SUDHAKAR: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government has implemented any regulations mandating the suspension or cancellation of driving licences for committing five or more traffic offences within a single calendar year; (b) whether the Government is planning a nationwide rollout of a Points-Based Demerit System, similar of international models, to track driver behaviour and provide merit points to responsible road users; (c) the status of integration of the e-Challan system with the Vahan/Sarathi databases to ensure real-time tracking of repeat offenders across different States; 12.02.2026 848 (d) whether the Ministry has issued any guidelines to State Transport Departments, particularly in high-traffic zones, to conduct mandatory re- training or driving tests for those seeking restoration of licences after suspension and if so, the details thereof; and (e) the steps taken to regulate the sale of second-hand vehicles without proper documentation or identification? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a): Government vide G.S.R. 48(E) dated 20.01.2026 has amended sub-rule (1) of Rule 21, Rule 167 and 167(A) of the Central Motor Vehicles Rules, 1989. (b): The amendments to the Motor Vehicles Act,1988 for introduction of points based demerit system are under active consideration. (c): Real time tracking of repeated offenders exists within the eChallan Portal. Furthermore, the implementation of the provisions of Motor Vehicles Act, 1988 and rules made under Central Motor Vehicles Rules, 1989 comes within the purview of concerned authorities of the State/ UTs. (d): As per Section 19(2A) of the Motor Vehicles Act, 1988, the licence holder whose licence has been suspended shall undergo the driver refresher training course from a school or establishment licensed and regulated under Section 12 of the Act. (e): Notification has been issued vide G.S.R 901(E) on 22 December 2022 to promote ease of doing business and transparency in the sale and purchase of registered vehicles through dealers. 12.02.2026 849 उपåरपुल/अधोगामी मागª का िनमाªण 2217. ®ी बृजेÆþ िसंह ओला: ³या सड़क पåरवहन और राजमागª मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या सरकार जानकारी है िक राÕůीय राजमागª-52 पर फतेहपुर के िनकट हरसावा बड़ा, राÕůीय राजमागª-11 पर फतेहपुर के िनकट रोलसाहबसर और राÕůीय राजमागª-65 पर रामगढ़ शेखावाटी के िनकट फदनपुरा जैसे गांवŌ म¤ इन राÕůीय राजमागŎ के दोनŌ ओर आबादी बसी हòई है और इन राÕůीय राजमागŎ के दोनŌ ओर Öकूल, अÆय शै±िणक संÖथान और िकसानŌ के खेत भी िÖथत ह§; (ख) ³या इन गांवŌ के पुŁषŌ, मिहलाओं और ब¸चŌ को अपने खेतŌ और ÖकूलŌ तक पहòंचने के िलए ÿितिदन राजमागŎ को पार करना पड़ता है िजससे गंभीर असुिवधा होती है और इसके कारण अ³सर दुघªटनाएं होती ह§; (ग) यिद हां, तो ³या सरकार का सुरि±त आवाजाही सुिनिIJत करने के िलए इन ÖथानŌ पर उपåरपुलŌ या अधोगामी मागŎ का िनमाªण करने का िवचार है; और (घ) यिद हां, तो तÂसंबंधी Êयौरा ³या है और उĉ िनमाªण कायª कब तक शुł होने कì संभावना है और यिद नहé, तो इसके ³या कारण ह§? सड़क पåरवहन और राजमागª मंýी (®ी िनितन जयराम गडकरी): (क) से (घ): सरकार के सड़क पåरवहन और राजमागª मंýालय ने राÕůीय राजमागª (एनएच) - 52 पर रामगढ़ शेखावती के पास 89+940 िकमी और 93+640 िकमी पर Éलाईओवर और 92+040 िकमी पर मवेशी अंडरपास और फदनपुरा शहर के पास खोितया गांव म¤ 100+340 िकमी पर हÐके वाहन अंडरपास (एलवीयूपी) के िनमाªण का कायª शुł िकया है। Éलाईओवर और अंडरपास के िनमाªण का कायª जनवरी, 2027 म¤ पूरा करने के लàय के साथ कायाªिÆवत िकया जा रहा है। इसके अलावा, एनएच - 11 पर फतेहपुर के पास रोलसाहबसर म¤ मौजूदा दो लेन वाली सड़क को दुघªटना के Êलैक Öपॉट के łप म¤ िचिÆहत िकया गया था और दीघªकािलक सुधार के भाग के łप 12.02.2026 850 म¤, मौजूदा दो लेन वाली सड़क को सड़क ÿयोĉा कì सुिवधा के िलए दोनŌ तरफ सिवªस रोड के साथ चार लेन म¤ चौड़ा िकया गया है। जहां तक एनएच-52 पर फतेहपुर के पास हरसावा बड़ा म¤ सड़क का संबंध है, यह Öथान दुघªटना के िलए िचिĹत Êलैक Öपॉट है और साइट पर सड़क िचĹŌ, संकेतŌ, सड़क Öटड/सीमांकन, यातायात को कम करने के उपायŌ आिद जैसे अÐपकािलक सड़क सुर±ा उपाय िकए गए ह§। मौजूदा दो लेन सीकर-फतेहपुर (एनएच-52)-रतनगढ़ (एनएच-11) को चार लेन म¤ अपúेड करने के िलए िवÖतृत पåरयोजना åरपोटª (डीपीआर) तैयार कì जा रही है। एनएच खंड के डीपीआर और सड़क सुर±ा ऑिडट के पåरणाम के आधार पर, इस एनएच के उÆनयन उपायŌ पर आगे िनणªय िलया जाएगा और दुघªटना वाले Êलैक Öपॉट के Öथायी सुधार के िलए सड़क ºयािमित म¤ सुधार, जं³शन सुधार, कैåरजवे का Öपॉट चौड़ीकरण, अंडरपास/ओवरपास का िनमाªण आिद जैसे दीघªकािलक उपाय िकए जाएंगे। MSME TEAM INITIATIVE 2218. PARTHASARATHI: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the number of Micro, Small and Medium Enterprises (MSME) sellers onboarded under the MSME Trade Enablement and Marketing (TEAM) initiative since its inception, year and State-wise; (b) the details regarding the key activities promoted under the initiative such as digital onboarding, market linkage support, capacity-building, branding, logistics enablement and access to e-commerce/Open Network for Digital Commerce (ONDC) platforms; 12.02.2026 851 (c) the outcomes achieved through the initiative in terms of increase in sales, market access, customer base and geographic reach of MSME sellers, year and State-wise; (d) the number of MSMEs that have reported sustained or repeat sales after onboarding under the initiative, State-wise; (e) whether the Government has conducted any impact assessment or evaluation study to measure the effectiveness of MSME TEAM in improving the commercial performance of MSMEs; and (f) if so, the key findings thereof and if not, the reasons therefor? (b): The TEAM Initiative promotes a wide spectrum of activities designed to digitally enable Micro, Small Enterprises (MSEs) and strengthen their participation in e-commerce through the Open Network for Digital Commerce (ONDC). It begins with digital onboarding, where MSEs register on the TEAM portal and are supported in creating ONDC-compliant digital catalogues through empanelled Seller Network Participants, enabling seamless access to the open, interoperable ONDC ecosystem and its benefits such as increased visibility, wider market reach, and reduced cost of doing business. Through ONDC’s 12.02.2026 852 decentralized framework, MSEs can tap into multiple buyer apps, enhanced market linkages, and transparent digital transactions, significantly improving their competitiveness in the digital marketplace. To strengthen MSE readiness, the initiative conducts capacity-building workshops across the country, combining awareness sessions, live demonstrations, and on-the-spot registration support, ensuring more MSMEs can join and benefit from the network efficiently. Further, logistics enablement is provided via transportation subsidies that reduce early fulfilment costs for MSEs as they begin receiving orders on ONDC, easing their transition into e-commerce operations. Complemented by demand generation, digital marketing, and market linkage support, the initiative ensures that MSEs not only join the digital ecosystem but also sustain and grow within it, unlocking the full benefits of e-commerce participation. (c) and (d): MSME TEAM Initiative scheme is aimed at driving business growth outcomes for MSMEs, primarily measured through number of transactions (number of sales) undertaken by MSME. Majority of MSMEs under the TEAM scheme have been onboarding within the current year (2025-26) (Till 09th February 2026). The Sate-wise number of transactions (number of sales) undertaken by MSME in TEAM Initiatives is given in the enclosed Statement-II. (e) and (f): The MSME TEAM Initiative is a sub-scheme of the scheme ‘Raising and Accelerating MSME Performance’ (RAMP) Programme. SHRI VISHNU DATT SHARMA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is implementing the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) to improve infrastructure and service delivery in urban areas, including towns in Madhya Pradesh; (b) if so, the details thereof along with the number of projects sanctioned or operational or completed under AMRUT in Katni, Panna and Khajuraho towns in Khajuraho Lok Sabha Constituency; (c) the details of the sectors covered such as water supply, sewerage, green spaces and urban transport along with the current status of implementation under the said projects and if not, the reasons therefor; and (d) whether any proposals are under consideration for these towns under AMRUT and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (d): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in selected 500 cities (now 485 cities including 15 merged cities) and towns across the country including 34 cities of Madhya Pradesh. The Mission focuses on development of basic infrastructure in the 12.02.2026 857 sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport. Ministry of Housing and Urban Affairs (MoHUA) has approved State Annual Action Plans (SAAPs) of all the States/Union Territories (UTs) amounting to ₹77,640 crore for the entire Mission period, which includes committed Central Assistance (CA) of ₹36,036 crore. As per the information on AMRUT Portal, the States/UTs have grounded 6,004 projects worth ₹83,471 crore, of which works worth around ₹80,933 crore have been physically completed. Against the Central share of ₹36,036 crore for projects, ₹34,901 crore have been released. In Katni, 07 projects worth ₹147.4 crore have been grounded under AMRUT, of which works worth ₹113.99 crore have been physically completed. The project includes 01 water supply project worth ₹21.21 12.02.2026 858 crore, 02 sewerage/septage management projects worth ₹121.57 crore, one non-motorized urban transport project worth ₹1.61 crore and 03 green spaces & park projects worth ₹3.01 crore. As per the status updated by the State on AMRUT portal, all projects have been completed except 01 water supply project, which is 99% physically completed. Under AMRUT 2.0 launched in the year 2021 in all Urban Local Bodies (ULBs) of the country, States are empowered to select, appraise, prioritise and implement the projects within the broad framework of Mission guidelines. Under AMRUT 2.0, the State of Madhya Pradesh has taken up 04 projects worth ₹95.98 crore in Katni town which include one water supply project worth ₹55 crore, one sewerage/septage management project worth ₹38.5 crore and 02 water body rejuvenation projects worth ₹2.48 crore. In Panna town, the State has taken up 03 projects worth ₹52.37 crore under AMRUT 2.0, which include one water supply project worth ₹48.13 crore, one water body rejuvenation project worth ₹3.3 crore and one green spaces & park project worth ₹0.94 crore. In Khajuraho town, the State has taken up 02 projects worth ₹2.56 crore under AMRUT 2.0, which include one water body rejuvenation project worth ₹2.2 crore and one green spaces & park project worth ₹0.36 crore. महाराÕů म¤ राÕůीय राजमागŎ का िनमाªण 2220. ®ी िनलेश ²ानदेव लंके: डॉ. िशवाजी बंडाÈपा कालगे: 12.02.2026 859 ®ी संिदपनराव आसाराम भुमरे: ³या सड़क पåरवहन और राजमागª मंýी यह बताने कì कृपा कर¤गे िक: (क) वतªमान वषª के दौरान महाराÕů म¤ राÕůीय राजमागŎ (एनएच) के िनमाªण के िलए कुल िकतनी िनिध आवंिटत कì गई है और वतªमान म¤ िकतनी पåरयोजनाएं िनमाªणाधीन ह§; (ख) महाराÕů म¤ वतªमान म¤ िनमाªणाधीन चार लेन चौड़ीकरण पåरयोजनाओं का Êयौरा ³या है; (ग) महाराÕů के छýपित संभाजी नगर, अिहÐयानगर (अहमदनगर) और लातूर िजलŌ से होकर गुजरने के िलए ÿÖतािवत नए राÕůीय राजमागŎ कì सं´या िकतनी है; (घ) ³या सरकार का राºयŌ म¤ राÕůीय राजमागª पåरयोजनाओं कì समी±ा करने के िलए समय-समय पर एक राºय Öतरीय सिमित गिठत करने का िवचार है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; और (ङ) ³या सरकार Ĭारा राºय म¤ चल रही सड़क पåरयोजनाओं कì समय पर समी±ा सुिनिIJत करने के िलए राÕůीय राजमागª ÿािधकाåरयŌ को आवÔयक िनद¥श जारी िकए जाने कì संभावना है? सड़क पåरवहन और राजमागª मंýी (®ी िनितन जयराम गडकरी): (क) से (ख): राÕůीय राजमागŎ (एनएच) के िवकास के िलए महाराÕů राºय को 15,385 करोड़ Łपये का आवंटन िकया गया है। वतªमान म¤ 57,360 करोड़ Łपये कì अनुमािनत लागत से 2,612 िकलोमीटर कì लंबाई वाली 116 पåरयोजनाएं िनमाªणाधीन ह§। इसम¤ राÕůीय राजमागŎ का चार लेन और उससे अिधक म¤ चौड़ीकरण करने के िलए 42,468 करोड़ Łपये कì अनुमािनत लागत वाली 1,141 िकलोमीटर कì लंबाई वाली 39 पåरयोजनाएं शािमल ह§। (ग): वतªमान म¤, महाराÕů के छýपित संभाजी नगर, अिहÐयानगर (अहमदनगर) और लातूर िजलŌ से गुजरने वाले राÕůीय राजमागŎ के िवकास के िलए 19,142 करोड़ Łपये कì अनुमािनत लागत पर 374 िकलोमीटर कì लंबाई वाली 2 पåरयोजनाओं को मंजूरी दे दी गई है। (घ) से (ङ): सरकार ने पåरयोजना कì ÿगित और ठेकेदार कì अ±मताओं कì िनगरानी के िलए िविवध कायª तंýŌ का उपयोग करके एक सुŀढ़ ढांचा Öथािपत िकया है। पåरयोजना कì ÿगित का 12.02.2026 860 आकलन करने और महÂवपूणª पåरयोजनाओं, जैसे िक तीन वषª से अिधक समय से िवलंिबत या सŏपे जाने / िनयत ितिथ के िलए लंिबत पåरयोजनाओं के िलए राºय सरकारŌ सिहत िहतधारकŌ के साथ िविभÆन ÖतरŌ पर िनयिमत समी±ा बैठक¤ आयोिजत कì जाती ह§। इसके अितåरĉ, कई राºय सरकार¤ पåरयोजना िनÕपादन को ÿभािवत करने वाले मुĥŌ का समाधान करने के िलए मु´य सिचव कì अÅय±ता म¤ समÆवय बैठक¤ आयोिजत करती ह§। बनासकांठा म¤ जल से वंिचत गांव 2221. ®ीमती गनीबेन नागाजी ठाकोरः ³या जल शिĉ मंýी यह बताने कì कृपा कर¤गे िक: (क) नमªदा पåरयोजना के कई वषŎ से चालू होने के बावजूद बनासकांठा िजले के िकतने गांव अभी भी नहर के जल से वंिचत ह§; (ख) उĉ िजले म¤ शाखा नहरŌ, पाइपलाइनŌ और िवतरण नेटवकŎ को पूरा करने म¤ िवलंब के ³या कारण ह§; (ग) ³या नहर िसंचाई म¤ िवलंब के कारण भू-जल Öतर म¤ िगरावट आई है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (घ) बनासकांठा के सीमावतê और सूखा ÿभािवत तालुकŌ म¤ पेयजल कì उपलÊधता कì वतªमान िÖथित ³या है; और (ङ) िसंचाई और पेयजल का पूणª कवरेज सुिनिIJत करने के िलए ³या समय-सीमा िनधाªåरत कì गई है? जल शिĉ मंýालय म¤ राºय मंýी (डॉ. राज भूषण चौधरी): (क) और (ख): जल राºय का िवषय है, अत: जल संसाधन पåरयोजनाओं कì योजना बनाना, उनका िøयाÆवयन, संचालन एवं ÿबंधन करने का कायª संबंिधत राºय सरकार का है। उनके ÿयासŌ को सुŀढ़ हेतु, भारत सरकार राºय सरकारŌ को जल संसाधनŌ के सतत िवकास तथा उनके कुशल 12.02.2026 861 ÿबंधन को ÿोÂसािहत करने हेतु तकनीकì एवं िव°ीय सहायता ÿदान करती है। सरदार सरोवर नमªदा िनगम िलिमटेड ने सूिचत िकया है िक सरदार सरोवर नमªदा पåरयोजना कì योजना के अनुसार बनासकांठा िजले के कुल 231 गाँव कमांड ±ेý म¤ आते ह§, और उÆह¤ नहर से िसंचाई के िलए कवर िकया गया है। इस पåरयोजना के अंतगªत मु´य नहर, शाखा नहरŌ, पाइपलाइनŌ तथा िवतरण ÿणाली सिहत संपूणª नहर नेटवकª को Öवीकृत पåरयोजना योजना के अनुसार पूणª कर िलया गया है। (ग): जल शिĉ मंýालय के अंतगªत क¤þीय भूिम जल बोडª (सीजीडÊÐयूबी) गुजरात के बनासकांठा िजले सिहत पूरे देश म¤ भूजल Öतर कì िनगरानी वषª म¤ चार बार माचª/अÿैल/मई, अगÖत, नवंबर और जनवरी माह के दौरान करता है। भूजल Öतर म¤ लंबे समय के उतार-चढ़ाव का आकलन करने हेतु बनासकांठा िज़ले के नवंबर 2025 के भूजल Öतर डेटा कì तुलना नवंबर (2015-2024) के डेिसडेल िमÆस डेटा से कì गई है। इस डेटा के िवĴेषण से ÿदिशªत होता है िक िजन कुओं कì िनगरानी कì जाती है, उनम¤ से लगभग 81.3% म¤ भूजल Öतर म¤ वृिĦ दजª कì गई है। (घ) और (ड.): गुजरात जल आपूितª एवं सीवरेज बोडª ने सूिचत िकया है िक कुल 821 गांवŌ म¤ से, वतªमान म¤ 782 गांवŌ को सतही ąोत आधाåरत जल आपूितª योजनाओं के माÅयम से कवर िकया गया है और शेष 39 गांवŌ को भी उĉ योजना के अंतगªत कवर करने कì योजना है। क¤þीय भूिम जल बोडª के अÅययनŌ के अनुसार बनासकांठा िजले म¤ वािषªक भूजल दोहन का आकलन 144442.01 हे³टेयर मीटर है। इले³ůॉिनक िवÖतृत दुघªटना åरपोटª 2222. डॉ. संिबत पाýा: ³या सड़क पåरवहन और राजमागª मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या इले³ůॉिनक िवÖतृत दुघªटना åरपोटª (ई-डीएआर), केÆþीकृत दुघªटना डेटाबेस ने सड़क 12.02.2026 862 दुघªटनाओं को कम करने और पीिड़तŌ के िलए दुघªटना मुआवजे के दावŌ को सुÓयविÖथत करने के िलए दुघªटनाओं के कारणŌ और दुघªटना ÿवण ±ेýŌ कì पहचान करने के उĥेÔयŌ को ÿाĮ करने म¤ सहायता कì है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ख) ³या ई-डीएआर योजना के अंतगªत मुआवजे के मामलŌ के िनपटान के िलए कोई समय-सीमा िनधाªåरत कì गई है और यिद हां, तो उĉ समय-सीमा का अनुपालन सुिनिIJत करने के िलए ³या कदम उठाए गए ह§; और (ग) ³या पुिलस, अÖपतालŌ, राºय पåरवहन िवभागŌ और ÆयायािधकरणŌ के बीच ई-डीएआर के कायाªÆवयन म¤ समÆवय संबंधी मुĥŌ का सामना िकया जा रहा है और यिद हां, तो इसके समाधान के िलए ³या कदम उठाए गए ह§ और तÂसंबंधी Êयौरा ³या है? सड़क पåरवहन और राजमागª मंýी (®ी िनितन जयराम गडकरी): (क) और (ख): सड़क दुघªटनाओं, चोटŌ, मौतŌ आिद कì बढ़ती सं´या और सड़क सुर±ा के बारे म¤ िचंताओं के कारण, डेटा पर आधाåरत नीितगत िनणªयŌ के आधार पर सुरि±त सड़क ÿदान करने के िलए डेटा िवĴेषणाÂमक सुिवधाओं के साथ एक सटीक और समान सड़क दुघªटना डेटा संúह ÿणाली Öथािपत करने कì आवÔयकता थी। इसके िलए, सड़क दुघªटनाओं कì åरपोिट«ग, ÿबंधन और िवĴेषण के िलए क¤þीय भंडार के łप म¤ आईआरएडी (एकìकृत सड़क दुघªटना डेटाबेस) िवकिसत िकया गया था। आईआरएडी पåरयोजना जनवरी, 2020 म¤ शुł कì गई थी और इसका राÕůÓयापी रोलआउट नवंबर, 2022 म¤ हािसल िकया गया था। इसके बाद, माननीय सवō¸च Æयायालय के िनद¥शŌ के आधार पर ई-डीएआर (ई-िवÖतृत दुघªटना åरपोटª) के िडजीटल संÖकरण को शािमल करने के िलए इसका िवÖतार िकया गया। एकìकृत योजना और समिÆवत कायाªÆवयन के माÅयम से सड़क दुघªटनाओं म¤ कमी सुिनिIJत करने के िलए आईआरएडी / ईडीएआर डेटा के आधार पर उठाए गए कुछ कदम / नीितगत िनणªय िनÌनानुसार ह§: 1. ईडीएआर को पीएम गित शिĉ राÕůीय माÖटर Èलान के साथ एकìकृत िकया गया है। यह एकìकरण योजना और िडजाइन चरण म¤ दुघªटना संभािवत ±ेýŌ को िचिÆहत करने म¤ मदद 12.02.2026 863 करता है तािक नई राजमागª पåरयोजनाओं के िडजाइन और िवकास म¤ पयाªĮ सुर±ा उपायŌ को अंितम łप िदया जा सके। 2. िदनांक 27.02.2024 के पåरपý के अनुसार, ईडीएआर पोटªल पर दजª दुघªटना ÖथलŌ पर तÂकाल अÐपकािलक सुधार उपायŌ के िलए राºयŌ/ संघ राºय ±ेýŌ सिहत सड़क ÖवािमÂव वाली एज¤िसयŌ को िनद¥श जारी िकए गए ह§। 3. दुघªटना के कारणŌ, दुघªटना म¤ शािमल ÓयिĉयŌ कì सं´या आिद के आधार पर शीषª दुघªटना ÖथानŌ को िचिÆहत करने के िलए िúड िवĴेषण का उपयोग करके दुघªटना डेटा का िवĴेषण िकया जाता है। इसके अलावा, दो समय अविधयŌ के बीच दुघªटना के ŁझानŌ का िवĴेषण करने के िलए संøमण मैिů³स भी बनाया गया है। 4. िविभÆन सुधार उपायŌ के ÿभाव का आकलन करने के िलए ईडीएआर डेटा भी सहायक है। 5. िनरंतर 5 िकमी लंबाई के गिलयारŌ कì पहचान के िलए ईडीएआर डेटा का भी उपयोग िकया जाता है, जहां कोई सड़क दुघªटना नहé हòई है। 6. ईडीएआर पोटªल से सड़क दुघªटना के आंकड़Ō के Óयापक िवĴेषण के आधार पर, खराब समú सड़क दुघªटना åरकॉडª वाले सड़क/±ेý पर सुर±ा उपचार लागू करने के िलए मागª कारªवाई और ±ेý कारªवाई योजना तैयार कì गई है। 7. वाहन और सारथी पोटªल के साथ ईडीएआर पोटªल का एकìकरण हािसल िकया गया है। एकìकरण यह सुिनिIJत करने म¤ मदद करता है िक वाहन िववरण और űाइवर लाइस¤स िववरण सीधे ईडीएआर म¤ कैÈचर िकए गए ह§। 8. राÕůीय अपराध åरकॉडª Êयूरो (एनसीआरबी) Ĭारा बनाए गए øाइम एंड िøिमनल ůैिकंग नेटवकª एंड िसÖटÌस (सीसीटीएनएस) के साथ ईडीएआर का एकìकरण जारी है। यह ईडीएआर म¤ दजª दुघªटना आईडी को सीसीटीएनएस म¤ दजª एफआईआर के साथ मैप करने कì सुिवधा ÿदान करता है। 29 राºयŌ/संघ राºय ±ेýŌ म¤ एकìकरण पूरा हो चुका है। 5 राºयŌ/संघ राºय ±ेýŌ म¤ अिúम एकìकरण पूरा हो चुका है और 2 राºयŌ/ संघ राºय ±ेýŌ म¤ अिúम एकìकरण के िलए 12.02.2026 864 कायª ÿगित पर है। 9. ई-कोटª के साथ ई-डीएआर का एकìकरण: क. दावा िनपटान ÿिøया म¤ िहतधारकŌ, जैसे दुघªटना पीिड़तŌ/पåरवार, वाहनŌ के चालक/ मािलक, पुिलस, एसएलएसए, एमएसीटी, बीमा कंपिनयां, ÖवाÖÃय ÿािधकरण और िजला/तालुक ÆयायालयŌ Ĭारा इले³ůॉिनक ÿाłप म¤ ÿपý 1 से 22 [राजपý अिधसूचना सा.का.िन 164(अ) िदनांक 25.02.2022 के तहत अिनवायª] तैयार करना/जमा करना शािमल है। ख. ÿपý 1 से 10 राºयŌ/ संघ राºय ±ेýŌ Ĭारा ई-डीएआर पोटªल के माÅयम से इले³ůॉिनक डीएआर के łप म¤ तैयार िकए जा रहे ह§। ÿपý 11 से आगे कì ÿिøया ई-कोट्ªस Èलेटफॉमª पर कì जा रही है। ग. वतªमान म¤, ई-एमएसीटी पायलट को ई-कमेटी, भारत के सवō¸च Æयायालय Ĭारा दो ÆयायालयŌ, अथाªत् एमएसीटी, पिटयाला हाउस कोटª, िदÐली और लघु कारण Æयायालय पåरसर, ब§गलोर, कनाªटक Ĭारा अÆय ÆयायालयŌ म¤ रोलआउट से पहले इसके कामकाज का िनरी±ण करने के िलए अनुमोिदत िकया गया है। घ. दुघªटना दावŌ के ÿसंÖकरण कì समय-सीमा राजपý अिधसूचना सा.का.िन 164(अ) िदनांक 25.02.2022 म¤ िनधाªåरत कì गई है। (ग): ईडीएआर के िविभÆन िहतधारकŌ, यानी पुिलस, राजमागª, पåरवहन, ÖवाÖÃय िवभागŌ के बीच समÆवय एक सतत ÿिøया है और समय-समय पर इसम¤ देखे गए िविभÆन मुĥŌ को हल िकया जाता है। इसके अलावा, एनआईसी के माÅयम से िहतधारकŌ के िलए ÿिश±ण सý भी आयोिजत िकए जाते ह§ तािक कायाªÆवयन के मुĥŌ को ठीक िकया जा सके और िहतधारकŌ से िमले ÿितिøया के आधार पर आवÔयक संशोधन िकए जा सक¤ । 12.02.2026 865 PROMOTION OF ETHANOL PRODUCTION 2223. SHRI RAMASAHAYAM RAGHURAM REDDY: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the steps undertaken by the Government to boost ethanol production in order to meet its targets under the Ethanol Blended Petroleum (EBP) Programme; (b) whether the Government has a blueprint for promotion of 3G ethanol production, if so, the details thereof; and (c) whether the Government is working on developing technologies to increase the conversion efficiency of ethanol produced from lignocellulosic biomass and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a): Government have taken several measures to increase ethanol production in the country to achieve 20% blending of ethanol in petrol, which inter- alia includes expansion of feedstock for Ethanol production, administered price mechanism for Ethanol procurement under the Ethanol Blended Petrol (EBP) Programme, lowered GST rate to 5% for Ethanol for EBP Programme, introduction of various Ethanol Interest Subvention Schemes (EISS) during 2018-22, a dedicated subvention scheme for Cooperative Sugar Mills to convert existing sugarcane-based distilleries into multi-feedstock plants for ethanol production from molasses as well as grains, signing of 233 Long Term Offtake 12.02.2026 866 Agreements (LTOAs) between OMCs and Dedicated Ethanol Plants, allocation of 72 Lakh Metric Tonne (LMT) of surplus Food Corporation of India (FCI) rice for ethanol production for the ESY 2025-26, diversion of 40 LMT of sugar for ethanol production for the ESY 2024-25 and unrestricted production of ethanol from sugarcane juice/sugar syrup, B-Heavy Molasses as well as C-Heavy Molasses for ESY 2025-26, notified the “Pradhan Mantri JI-VAN (Jaiv Indhan- Vatavaran Anukool fasal awashesh Nivaran) Yojana” to provide financial assistance for setting up Advanced Biofuels projects in the country using lignocellulosic biomass and other renewable feedstock, multimodal transportation of ethanol and increasing ethanol storage capacity along with other allied infrastructure for handling of higher blends of ethanol. (b) and (c): With an objective to broaden the scope of the scheme to incorporate Advanced Biofuels including Third Generation (3G) Ethanol, the Government has amended the PM JI-VAN Yojana in 2024 to provide financial support for setting up Advanced Biofuels projects in the country using lignocellulosic biomass and other renewable feedstock. The PM JI-VAN scheme envisages setting up of about 12 commercial Advanced Biofuel Projects and about 10 demonstration scale Advanced Biofuel Projects. The purpose of supporting Demonstration projects is to enthuse Technology providers to display viability & performance of their novel technologies thereby indigenization of advanced biofuel technologies and to address, inter-alia, the challenge of higher conversion process cost of lignocellulosic biomass to ethanol as compared to the conventional molasses to ethanol process. Indian Oil Corporation Limited 12.02.2026 867 (IOCL) has established a 3G ethanol plant of 128 Kilo litre per day capacity at Panipat, Haryana, using refinery off-gas as feedstock, which is currently under stabilization. Department of Biotechnology (DBT) has informed that they have supported research and innovation projects focused on developing technologies to enhance the conversion efficiency of ethanol made from lignocellulosic biomass by providing advanced biocatalytic solutions and indigenous bioprocesses. DBT through Biotechnology Industry Research Assistance Council (BIRAC) has supported setting up of a 10 tonnes lignocellulosic biomass per day processing plant to produce about 3,000 litres of ethanol per day and the development of a novel cocktail of cellulosic enzymes. IOCL R&D has also developed a 2G ethanol technology with integrated enzyme production and mechanically completed a 10 tonnes per day demonstration plant at Panipat, integrated with onsite enzyme production, utilizing biomass feedstocks such as rice straw, wheat straw, and bagasse. Bharat Petroleum Corporation Limited (BPCL) has developed and successfully demonstrated an in-house 2G ethanol process using lignocellulosic biomass. Hindustan Petroleum Corporation Limited (HPCL) has taken initiative to develop 2G technology and in-house enzyme development to improve overall viability of the process. 12.02.2026 868 PROGRESS MADE UNDER PMAY-U IN WEST BENGAL 2224. SHRI KIRTI AZAD: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of urban housing units completed along with the number of those remaining incomplete under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) so far, especially in West Bengal; (b) the details and the status of slum rehabilitation projects in major cities and their integration with infrastructure services; (c) the details of the measures taken to ensure affordable housing in Tier-II cities and peri-urban areas; and (d) whether the private sector and State Governments are being engaged together in delivering these housing units and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries including slum dwellers across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 12.02.2026 869 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U and PMAY-U 2.0 adopts a demand driven approach wherein States/Union Territories (UTs) assess the requirement through their Urban Local Bodies (ULBs)/Implementing Agencies in their respective jurisdictions. Eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 with all details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/scrutiny of beneficiary lists are done at multiple levels in the States/UTs. The Scheme Guidelines and Unified Web Portal for submitting the online applications can be accessed through https://pmay-urban.gov.in. Based on the demand survey and selection of beneficiaries, the project proposals are prepared and approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further consideration of release of Central Assistance by the Central Sanctioning and Monitoring Committee (CSMC). Based on the project proposal submitted by States/UTs, a total of 122.28 lakh houses including 10.66 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far across the country including Tier-II cities and peri-urban areas. Of the sanctioned houses, 114.84 lakh houses have been grounded; of which 97.02 lakh are completed/delivered to the beneficiaries as on 22.01.2026. Out of the total sanctioned houses under the schemes, about 29 lakh houses have been sanctioned to slum dwellers. The State-wise details of number of 12.02.2026 870 houses sanctioned, grounded and completed including State of West Bengal are given in the enclosed Statement. The progress of the scheme can also be accessed on the PMAY-U dashboard (https://dashboard.pmay-urban.gov.in). Moreover, as per PMAY-U 2.0 guidelines, States/UTs are required to formulate ‘Affordable Housing Policy’ and adopt key reforms to attract private investment and create an enabling eco-system for augmenting the affordable housing stock in the country. Further, States/UTs are encouraged to ensure convergence of the scheme with various other Centrally Sponsored Scheme and Missions including Smart Cities Mission (SCM), AMRUT 2.0, PM SVANidhi, PM Surya Ghar: Muft Bijli Yojana etc. and other relevant schemes for provision of related infrastructure services. In addition, States/UTs are also encouraged to explore convergence with relevant State schemes. Out of which, loans for 50 micro food processing enterprises have been sanctioned in the District of Anantapur in Andhra Pradesh. The year-wise and district-wise details of loans sanctioned in groundnut processing for the State of Andhra Pradesh along with direct & indirect employment generated are given in the enclosed Statement -III. Data on the quantity of groundnut processed locally vis-à-vis total production and the proportion transported outside the district/State for processing are not available. Regular review of physical progress is undertaken through dashboard. As on date, a total number of 723 locations have been approved/land provided by the respective State /UT Governments, out of which 499 EMRSs have been made functional across the country. With regard to Koraput districts of Odisha, as on 31.01.2026, a total of 12 EMRSs have been sanctioned / land has been made available by the State Government, out of which 05 EMRSs have been made functional by the State Government. In Rayagada district, 09 EMRSs have been sanctioned / land has been made available by the State Government, out of which 03 EMRSs have been 12.02.2026 888 made functional by the State Government. Eklavya Model Residential Schools (EMRS) is being administered and managed centrally by the National Education Society for Tribal Students (NESTS). NESTS allocated a recurring grant of ₹1,09,000 per student per annum till third quarter of FY 2024-25. For fourth quarter it was increased to Rs. 1,40,059 per student per annum. It has been subsequently revised to Rs. 1,47,062/- per student per annum from FY 2025-26 under GIA–General, towards the operational and maintenance expenses of Eklavya Model Residential Schools (EMRSs). Monitoring focuses on student enrolment, attendance, academic performance, transition to higher classes, and availability of basic infrastructure such as hostels, classrooms, sanitation, drinking water, electricity and digital facilities. These outcomes are reviewed through periodic inspections, MIS and reports from State EMRS Societies, and corrective measures are 12.02.2026 889 undertaken as required to ensure improved educational and developmental outcomes for EMRS students. Further, outcome indicators along with their targets are placed before Parliament. Many of these indicators are part of schemes’ MIS on which data on progress is updated and is accessible publicly. AIMS AND OBJECTIVES OF DAJGUA 2228. SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the aims and objectives of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA); (b) whether the Government, under the above Abhiyan has sanctioned a fifty- bed hostel building in Nellore district of Andhra Pradesh; (c) if so, the village and mandal where the said hostel is proposed to be constructed and the number of tribal students likely to be benefitted therefrom; (d) the amount out of the total outlay of Rs.7,540 lakh that has been sanctioned, released and spent for the said hostel; and (e) the timeline expected for the said hostel to become operational? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a): Hon'ble Prime Minister launched Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) on 2nd October 2024. The Abhiyan comprises of 25 12.02.2026 890 interventions implemented by 17-line Ministries and aims to saturate infrastructural gaps in 63,843 villages, improve access to health, education, Anganwadi facilities and providing livelihood opportunities in 549 districts and 2,911 blocks in 30 States/UTs in 5 years. The Abhiyan has total budgetary outlay of Rs.79,156 Cr (Central share: ₹56,333 Cr and State share: ₹22,823 Cr). Each concerned Ministry has been allocated budget and targets under Abhiyan and responsible for implementing the intervention assigned to it. The Abhiyan aims at Saturation through convergence and outreach. (b) and (c): Under the Abhiyan, the Ministry of Tribal Affairs (MoTA) has sanctioned one unit of 60-bedded hostel building for ST students at APTW Residential School, Kavali, Nellore District of Andhra Pradesh. (d): The proposals are considered and approved as received from the State Governments in accordance with the guidelines of the program. Accordingly, 31 number of Hostels have been approved by the MoTA for the State of Andhra Pradesh at a total outlay of Rs. 7539.13 lakhs including the hostel at Nellore District. SHRI VE. VAITHILINGAM: Will the Minister of CIVIL AVIATION be pleased to state: (a) whether the Government has evaluated a situation in which one airline 12.02.2026 893 controls a very large market share that may result in systemic vulnerability including sudden service breakdowns and fare escalation during operational troubles; (b) if so, the details thereof along with the details of the Government's assessment on risks to national mobility including availability of flights to remote regions, protection of consumer interests and support for competition among carriers for balanced growth; and (c) whether the Government proposes to undertake structural reforms to encourage wider participation in the aviation sector through measures such as fair slot allocation, transparent route policies and safeguards to ensure uninterrupted air services even if a dominant airline faces operational strain and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (c): The Government remains committed to promoting a balanced, competitive and resilient civil aviation ecosystem so that national connectivity is not adversely impacted by operational disruptions in any single airline. With the repeal of the Air Corporations Act, the Indian aviation sector has been fully deregulated, and airlines are free to operate flights and deploy capacity on routes based on their commercial viability and market considerations. At the policy level, capacity diversification is being encouraged through rationalisation of traffic rights, expansion of airport infrastructure, facilitation of fleet induction 12.02.2026 894 by multiple carriers, and broadening of regional air connectivity under the UDAN Scheme, which enables several airlines to operate on underserved and unserved routes. Additionally DGCA monitors airline schedules, crew-planning and operational preparedness to ensure that carriers maintain adequate resilience and contingency buffers. These measures collectively ensure that the growth of domestic connectivity is broad-based. Regional and remote area connectivity is supported through policy interventions such as the UDAN Scheme. Further, the Route Dispersal Guidelines (RDG) are in place to ensure balanced deployment of capacity across trunk, regional and remote routes, thereby supporting availability of air services to less-served areas alongside major routes. JAL JEEVAN MISSION IN DHULE DISTRICT, MAHARASHTRA 2231. DR. BACHHAV SHOBHA DINESH: Will the Minister of JAL SHAKTI be pleased to state: (a) whether identification and possession of land for key infrastructure components such as Water Treatment Plants, Master Balancing Reservoirs (MBRs) and Elevated Storage Reservoirs under the prescribed guidelines of the Jal Jeevan Mission are required to be completed prior to tendering and award of works and if so, the details thereof; (b) the details of the schemes approved under Jal Jeevan Mission in 2022 in Dhule district, Maharashtra including contractor name, approved cost, accepted tender amount and stipulated completion period, project-wise; 12.02.2026 895 (c) the current physical and financial status of each such project indicating component-wise progress and funds utilised; (d) whether changes in location or land approvals for major components were granted after award of contracts or commencement of work in any of these projects and if so, the details thereof indicating the date and authority approving such changes; and (e) whether any review, third-party inspection, technical audit or action has been initiated to inquire into procedural lapses and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) to (e): Drinking water is a State subject. The power to plan, design, approve and implement drinking water supply schemes/projects lies with State Government. Government of India, in partnership with States/UTs is implementing Jal Jeevan Mission, since August, 2019, to make provision of tap water supply to every rural household. Under Jal Jeevan Mission (JJM), the Department of Drinking Water and Sanitation provides financial, policy guidance and technical assistance to the States and Union Territories for implementing their drinking water supply schemes. As reported by the state government of Maharashtra and as per existing guideline of Jal Jeevan Mission (JJM), identification and possession of land for key infrastructure components such as Water Treatment Plants, Master Balancing Reservoirs (MBRs) and Elevated Storage Reservoirs are required to 12.02.2026 896 be completed prior to tendering and award of works. Further as reported by the state, under National Jal Jeevan Mission, Land required for construction of key infrastructure components was identified prior to tendering by obtaining resolution of all related Gram Panchayat, confirming availability of land. Land identification and procedure of possession of land required for Water Treatment Plants and Master Balancing Reservoirs is completed by the Implementation agency (M.J.P/Z.P). In case of Elevated storage Reservoirs (ESRs) land identification is carried out at the time of commencement of work. However, in some villages, ESR locations are subsequently changed based on resolutions of the concerned Village Panchayats due to local requirements and site suitability. The state has also reported that there are total 339 RPWS (11 schemes by MJP & 328 schemes by ZP) in Dhule District under the Jal Jeevan Mission during the year 2022. All the technical details of projects/schemes implemented under JJM is maintained at state level. For all works under JJM, third party inspection and certification before payment is mandatory. For the purpose, States have been empowered to empanel third party inspection agencies (TPIA) to check the quality of work executed by the agencies, quality of materials used for construction and quality of machinery installed in each of the scheme. The criteria for selection and Terms of References (ToR) of TPIAs to be empaneled by the States, is laid down in JJM Operational Guidelines. The details of quality checks done by TPIAs is also maintained at State Level. 12.02.2026 897 Government of India has undertaken ground-truthing of JJM schemes across States/UTs through Central Nodal Officers (CNOs) appointed by DoPT, the National JJM Team, and National WASH Experts (NWEs). These visits assessed multiple parameters, including quality of works, functionality of schemes, appropriateness of technical design, implementation progress, effectiveness of Third-Party Inspection Agencies (TPIAs), and grievance redressal mechanisms. Pursuant to the findings, this Department has advised all States/UTs to take appropriate administrative and legal action, wherever necessary, and to furnish detailed scheme-wise responses through the JJM- IMIS portal.
