17.03.2026 542 Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has taken cognizance of the recent floods in various States particularly in Maharashtra and if so, the details thereof; (b) whether Kolhapur has been identified as a flood prone district; (c) if so, the disaster mitigation measures taken by the Government in this regard; and (d) the funds released to the said disaster under NDRF/SDRF during the last five years? THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI): (a) to (d) As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including assessment of damages due to any calamity and disbursal of relief assistance on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from State Disaster Response Fund (SDRF) already placed at their disposal, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). The 17.03.2026 543 financial assistance provided under SDRF and NDRF is by way of relief and not for compensation. In wake of floods during 2025 in Maharashtra, an IMCT was constituted by the Central Government on 16th October, 2025 for on the spot assessment of damages, without waiting for the Memorandum from the State Government. The IMCT visited the affected areas in the State during 3rd to 5th November, 2025. The Central Government received a memorandum from the Government of Maharashtra seeking an amount of ₹29,781.66 crore for the 2025 floods. On reviewing the memorandum, this Ministry, vide letter dated 09.01.2026 has requested the State Government of Maharashtra to submit a revised memorandum in accordance with the SDRF/NDRF guidelines, including the items and norms. Further action is taken as per established procedure. The Central Government has framed the guidelines for constitution and administration of National Disaster Mitigation Fund (NDMF) on 28.02.2022. The guidelines outline the criteria for mitigation projects to be undertaken under NDMF. The guidelines of NDMF are available at the website www.ndmindia.mha.gov.in. Under NDMF, the mitigation projects / programmes of the States are considered on the basis of the important factors such as risk exposure (area and population), hazard and vulnerability. The Central Government has taken several initiatives to ensure effective mitigation measures in the country to prevent any extensive loss of life and property during disasters by strengthening the disaster risk reduction system in India. SHRI DULU MAHATO: Will the Minister of STEEL be pleased to state: (a) whether the Government is aware that the Steel Authority of India Limited (SAIL) has closed down about 18 schools in Bokaro under the Dhanbad Lok Sabha Constituency thereby undermining the vision of the Right to Education (RTE); (b) whether the Government considers that the closure of these schools has deprived children of quality education and equal opportunities, contrary to the objectives of the RTE Act; (c) whether the Government is aware that parents are compelled to send their children to private schools, resulting in heavy financial burden on families; (d) whether the Government can clarify which level of authority decided the closure and whether local communities or representatives were consulted; and (e) whether the Government proposes to direct SAIL to reopen these schools urgently to safeguard children’s education? THE MINISTER OF STATE IN THE MINISTRY OF HEAVY INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF STEEL (SHRI BHUPATHI RAJU SRINIVASA VARMA): (a) to (e) Steel Authority of India Limited (SAIL) has developed township infrastructure, including schools, primarily for the welfare of employees and the local community around its plants. 17.03.2026 547 In recent years, SAIL has been reviewing and rationalising certain non- core facilities and township services in line with evolving workforce patterns, demographic changes and the need to enhance operational efficiency. As part of this process, the utilisation of educational facilities in Bokaro township has also been reviewed. Based on enrolment trends and infrastructure utilisation, certain schools have been reorganised or merged, with students and teachers being appropriately accommodated in other nearby SAIL schools. These measures have been undertaken with the objective of ensuring better academic outcomes and efficient use of resources. Educational facilities continue to remain available in the Bokaro township area through SAIL-run schools as well as Government and private institutions operating in the vicinity. Operational decisions relating to township facilities, including schools, are taken by the management of the concerned SAIL unit in accordance with established policies and requirements. सीएफएसएल का िवÖतार 3989. डॉ. संिबत पाýाः ³या गृह मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या सरकार ने हाल ही म¤ अिधिनयिमत िकए गए नए आपरािधक कानूनŌ के सुचाł कायाªÆवयन को सुिनिIJत करने के िलए केÆþीय Æयायालियक िव²ान ÿयोगशालाओं (सीएफएसएल) के िवÖतार के िलए कोई कायªयोजना तैयार कì है; 17.03.2026 548 (ख) यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ग) सरकार Ĭारा नए आपरािधक कानूनŌ के आलोक म¤ Æयायालियक िव²ान संबंधी आंकड़Ō के इले³ůॉिनक भंडारण और सुर±ा के िलए ³या उपाय िकए गए ह§ और तÂसंबंधी Êयौरा ³या है; और (घ) सरकार Ĭारा नए आपरािधक कानूनŌ को Åयान म¤ रखते हòए देश भर म¤ Æयायालियक िव²ान कì ±मताओं को बढ़ाने के िलए िनभªया िनिध के अंतगªत ³या कदम उठाए गए ह§ और तÂसंबंधी Êयौरा ³या है? गृह मंýालय म¤ राºय मंýी (®ी बंिड संजय कुमार): (क) और (ख) चंडीगढ़, िदÐली, कामłप (असम), कोलकाता (पिIJम बंगाल), भोपाल (मÅय ÿदेश), पुणे (महाराÕů) और हैदराबाद (तेलंगाना) म¤ िÖथत 07 (सात) क¤þीय फोर¤िसक िव²ान ÿयोगशालाओं (सीएफएसएल) के अितåरĉ जÌमू (जÌमू एवं कÔमीर क¤þ शािसत ÿदेश), राजÖथान, तिमलनाडु, िबहार, उ°र ÿदेश, ओिडशा, छ°ीसगढ़ और केरल म¤ 08 नई सीएफएसएल कì Öथापना के िलए अनुमोदन ÿदान िकया गया है। फोर¤िसक अवसंरचना का िवÖतार, सरकार के देश म¤ फोर¤िसक ±मताओं म¤ वृिĦ करने के िनयिमत ÿयासŌ का िहÖसा है। (ग) फोर¤िसक डेटा के िडिजटल संúह कì सुिवधा के िलए एक क¤þीय एिÈलकेशन ई-फोर¤िसक िवकिसत िकया गया है जो िÖथर और पारगमन दोनŌ ही ÿकार के डेटा के िलए संपूणª डेटा सुर±ा और डेटा अखंडता सुिनिIJत करता है। इसके अलावा, सरकार ने “मिहला सुर±ा” कì Óयापक योजना के तहत राÕůीय फोर¤िसक डेटा क¤þ कì Öथापना को Öवीकृित दी है, तािक सभी फोर¤िसक ÿयोगशालाओं से ÿाĮ फोर¤िसक डेटा का ÓयविÖथत भंडारण कर एक कुशल साàय ÿबंधन ÿणाली िवकिसत कì जा सके। (घ) यīिप “पुिलस” और “सावªजिनक ÓयवÖथा” भारत के संिवधान कì सातवé अनुसूची के तहत राºय िवषय ह§ और कानून-ÓयवÖथा बनाए रखने, नागåरकŌ के जीवन और संपि° कì सुर±ा, अपराधŌ और अपरािधयŌ कì जांच और अिभयोजन, तथा संबंिधत फोर¤िसक िव²ान सुिवधाओं कì 17.03.2026 549 िजÌमेदारी संबंिधत राºय कì होती है, हालांिक, भारत सरकार, गृह मंýालय ने देश म¤ फोर¤िसक इको-िसÖटम को सुŀढ़ करने हेतु ₹4800 करोड़ से अिधक कì िव°ीय पåरÓयय कì िनभªया िनिध सिहत िविभÆन योजनाओं के माÅयम से महÂवपूणª कदम उठाए ह§, िजनम¤ शािमल ह§: (i) चंडीगढ़ िÖथत क¤þीय फोर¤िसक िव²ान ÿयोगशाला म¤ एक अÂयाधुिनक डीएनए िवĴेषण एवं अनुसंधान और िवकास सुिवधा Öथािपत कì गई है। (ii) हैदराबाद िÖथत क¤þीय फोर¤िसक िव²ान ÿयोगशाला म¤ एक राÕůीय साइबर फोर¤िसक ÿयोगशाला Öथािपत कì गई है, तािक िडिजटल धोखाधड़ी/साइबर फोर¤िसक के महÂवपूणª मामलŌ कì जाँच कì जा सके। इसके अितåरĉ, “मिहला सुर±ा” कì Óयापक योजना के तहत 06 अितåरĉ राÕůीय साइबर फोर¤िसक ÿयोगशालाओं कì Öथापना को अनुमोदन ÿदान िकया गया है। (iii) िनभªया कोष योजना के तहत 30 राºयŌ और क¤þ शािसत ÿदेशŌ को राºय फोर¤िसक िव²ान ÿयोगशालाओं म¤ डीएनए िवĴेषण और/अथवा साइबर फॉर¤िसक ±मताओं के सुŀढ़ीकरण हेतु सहायता ÿदान कì गई है। (iv) जांच अिधकाåरयŌ, लोक अिभयोजकŌ और िचिकÂसा अिधकाåरयŌ को राºयŌ/क¤þ शािसत ÿदेशŌ से डीएनए साàय के संúह, भंडारण और ह§डिलंग तथा यौन उÂपीड़न साàय संúह िकट के उपयोग के संबंध म¤ ÿिश±ण िदया जा रहा है। अब तक पुिलस अनुसंधान एवं िवकास Êयूरो और एलएनजेएन राÕůीय अपराध िव²ान एवं फोर¤िसक िव²ान संÖथान (अब राÕůीय फोर¤िसक िव²ान िवĵिवīालय का िदÐली पåरसर) Ĭारा 36,915 जांच अिधकाåरयŌ, लोक अिभयोजकŌ और िचिकÂसा अिधकाåरयŌ को ÿिशि±त िकया जा चुका है। (v) वषª 2020 म¤ संसद के अिधिनयम के तहत राÕůीय फोर¤िसक िव²ान िवĵिवīालय (एनएफएसयू) कì Öथापना कì गई है, तािक देश के सभी िहÖसŌ म¤ गुणव°ापूणª और ÿिशि±त फोर¤िसक मानव संसाधन उपलÊध कराए जा सक¤। गांधीनगर (गुजरात) और िदÐली म¤ ÿारिÌभक पåरसरŌ के अलावा, गोवा, अगरतला (िýपुरा), भोपाल (मÅय ÿदेश), धारवाड़ (कनाªटक), गुवाहाटी (असम), नागपुर (महाराÕů), खोरधा (ओिडशा), रायपुर (छ°ीसगढ़), च¤गलपĘó (तिमलनाडु), 17.03.2026 550 राजÖथान, आंň ÿदेश, पिIJम बंगाल, िबहार और उ°र ÿदेश म¤ 14 अितåरĉ पåरसर कì Öथापना को मंजूरी दी गई है। NFSU ने इंफाल (मिणपुर) और पुणे (महाराÕů) म¤ ÿिश±ण अकादमी भी Öथािपत कì ह§। (vi) फोर¤िसक ±मताओं के आधुिनकìकरण योजना के तहत, “राºयŌ/क¤þ शािसत ÿदेशŌ म¤ फोर¤िसक िव²ान ÿयोगशालाओं के आधुिनकìकरण/उÆनयन” हेतु ₹420 करोड़ अनुमोिदत िकए गए ह§ एवं देश के सभी िजलŌ और राºय फोर¤िसक िव²ान ÿयोगशालाओं के िलए मोबाइल फोर¤िसक वाहन ÿदान करने हेतु ₹496.66 करोड़ अनुमोिदत िकए गए ह§। FISH LANDING CENTRES 3990. SHRI KIRTI AZAD: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether the Government has taken cognizance that only 287 out of the 1,547 notified Fish Landing Centres (FLCs) have been developed as Fishing Harbours since 1964, indicating only 18.5 percent are used; (b) if so, the details of notified and developed FLCs, completion status and reasons for slow progress hindering fisheries growth, State/UT-wise; (c) the details of Kisan Credit Cards (KCC) issuance to fish farmers, including the loan amounts, State/UT-wise; (d) whether the Government has noticed the Standing Committee on Agriculture’s observation that only 4.6 lakh KCCs have been issued to fish farmers out of around 2.8 crore fish farmers nationally, reflecting a meagre 1.6 percent coverage; and 17.03.2026 551 (e) if so, the reasons for low penetration and the steps taken by the Government to cover all fish farmers? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) and (b) The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an outlay of ₹20,050 crore (2020–21 to 2025–26) to promote sustainable fisheries development and welfare of fishermen. The development of Fishing Harbours and Fish Landing Centres is one of the important area envisaged and are supported under the PMMSY. The Government of India has so far taken up development of 380 notified Fish Landing Centres and Fishing Harbours out of total 1547 notified fish landing centres. The formulation of projects are done by respective State/UTs by prioritizing the projects as per technical and financial viability, social impact and availability of budget in concerned State/UTs. The Government of India complement and supplement the efforts of State/UTs for development of Fishing Harbours and Fish Landing Centres. The Department of Fisheries has issued a Standard Operating Procedure (SOP) for development of basic infrastructure facilities in the remaining notified Fish Landing Centres, to maintain uniformity in project formulation. The SOP serves as a guiding framework for planning, design, development and maintenance of Fish Landing Centres and provides guidance to States/UTs for preparing techno-financially viable proposals. The initiative encourages States/UTs to 17.03.2026 552 take up development of more notified centres by improving project planning and addressing financial and infrastructural gaps. The State/UT wise details of notified fish landing centre with completion status is given in the enclosed Statement-I. (c) In the year 2018-19, Government of India extended the facility of the Kisan Credit Card (KCC) to the fishers and fish farmers to meet their working capital requirements. Under this scheme, fishers and fish farmers receive KCC loans up to Rs.2.00 Lakhs at a subsidized interest rate of 7%. Additionally, farmers who repay their loans promptly on time, receive a 3% Prompt Repayment Incentive (PRI), effectively reducing the interest rate to 4% per annum. As on date, a total number of 5,04,848 KCC have been sanctioned to fishers and fish farmers with Disbursed Amount of Rs. 3837.80 crore (approx.) and the State- wise issuance of KCC for Fisheries Sector is given in the enclosed Statement- II. (d) and (e) The Department of Fisheries (DoF) has been actively coordinating with the Ministry of Agriculture and Farmers Welfare, the Department of Financial Services (DFS), Ministry of Finance and the States/UTs for enhancing penetration of issuance of KCC to Fish Farmers with various outreach programs from time to time like conducting Nationwide AHDF–KCC Campaign, Ghar Ghar KCC Abhiyan, Viksit Bharat Sankalp Yatra and by facilitating on boarding of the Fisheries sector on the JanSamarth portal (www.jansamarth.in). 17.03.2026 553 STATEMENT-I* State/UT wise details of notified fish landing centre with completion status Sl.
