Will the Minister of EDUCATION be pleased to state: (a) the total number of Government schools currently equipped with functional computer labs and internet connectivity in the country along with the total number of operational Government schools, State/UT-wise; (b) the number of Government schools that have introduced Artificial Intelligence (Al) or digital literacy modules into their curriculum, State/UT-wise; (c) whether the Government has issued any national guidelines or pedagogical standards for integrating Al education at the school level, if so, the details thereof and if not, the reasons therefor; (d) the number of Government school teachers trained in Al-related instruction and whether subject-specific capacity building is part of such training, if so, the details thereof, State/UT-wise; (e) whether the Government has conducted any learning outcome assessments to evaluate the effectiveness of Al or digital literacy modules, if so, the details thereof; and 09.02.2026 1046 (f) the manner in which the Government plans to prevent the deepening of digital divides arising from uneven digital infrastructure and teacher training in the country? THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a): As per UDISE+ (Unified District Information System for Education Plus), State/UT wise number of government schools from class VI and above and percentage of these schools having computer labs and internet facility for the year 2024-25 are available at https://www.education.gov.in/en/parl_ques. (b) to (d): The National Education Policy (NEP) 2020 has emphasized the importance of Artificial Intelligence (AI) and its role in school curriculum. Para 4.24 of the policy mentions that "concerted curricular and pedagogical initiatives, including the introduction of contemporary subjects such as Artificial Intelligence, Design Thinking, Holistic Health, Organic Living, Environmental Education, Global Citizenship Education (GCED), etc. at relevant stages will be undertaken to develop these various important skills in students at all levels." The National Council of Educational Research and Training (NCERT) has constituted a Textbook Development Team to develop syllabi and textbooks of Al for Grades 11 and 12. NCERT has also included a project on Animation and Games in the vocational education textbook for Grade 6. This project includes 09.02.2026 1047 the use of AI tools. The existing NCERT textbooks of Computer Science class XI (Chapter 3, https://ncert.nic.in/textbook.php?kecs1=ps-11) and Informatics Practices class XI (Chapter 2, https://ncert.nic.in/textbook.php?keip1=ps-8) talks about AI, IoT and other emerging technologies. The Government of India has launched the SOAR (Skilling for Al Readiness), a national initiative in alignment with the objectives of NEP 2020, the National Programme on AI (NPAI) Skilling Framework and Viksit Bharat 2047 vision of digital empowerment. SOAR is aimed at embedding Al awareness and foundational competencies among school students (Classes 6- 12) and building Al literacy among educators. The SOAR curriculum comprises four progressive National Skills Qualification Framework (NSQF)-aligned modules. For students of classes 6 to 12, three distinct micro-credentials: (i) Al to be Aware, (ii) Al to Acquire, and (iii) Al to Aspire, are offered, each of 15 hours duration, amounting to 45 hours in total. These cover fundamental Al concepts, practical programming, ethical and responsible AI usage, and career opportunities in technology. For educators, a 45-hour module titled Al for Educators provides comprehensive training in Al concepts, pedagogical strategies, and practical classroom application. The Ministry of Education is implementing a National Mission to improve learning outcomes at the School Education level through an integrated teacher training programme called 'National Initiative for School Heads' and Teachers' 09.02.2026 1048 Holistic Advancement' (NISHTHA). Through NISHTHA, National Resource Groups are trained in Education Technology and Digital Teachers are certified. Furthermore, to prepare students for emerging technologies such as AI, the Ministry of Education has undertaken several initiatives as following: - Implementation of the NEP 2020 which emphasizes multidisciplinary, technology-integrated learning with a strong focus on coding, Al, data science, design thinking, computational thinking, and experiential learning from the school level onward. Nation-wide capacity-building programmes for teachers and students through online AI Series, workshops, and training initiatives in collaboration with industry and technical agencies. Organizing regular capacity building/consultation workshops with stakeholders. These workshops are aimed at identifying innovative, education-specific Al solutions and understanding best practices in responsible Al deployment. The DIKSHA team is also continuously working on incorporating new Al-based features and tools to support teachers in classroom instruction, assessment, and personalized learning. Teacher sensitization/ orientation sessions help teachers and academic teams understand Al capabilities, limitations, ethical considerations, and safe-use guidelines, enabling them to integrate Al tools responsibly into their pedagogical practices. 09.02.2026 1049 (e): The Government of India conducts periodic large-scale assessments to measure learning and educational outcomes across the country. In this regard, the PARAKH Rashtriya Sarvekshan 2024 was undertaken by the National Assessment Centre-PARAKH, NCERT under the aegis of the Department of School Education & Literacy. To gain a comprehensive understanding of students' educational backgrounds and to enable a more comprehensive interpretation of assessment findings, information on various contextual variables was also collected as part of the survey exercise. Such contextual variables included access to digital devices and the internet at home and school. National, State and District level reports from PARAKH Rashtriya Sarvekshan 2024, providing insights on achievement of stage-specific competencies and contextual variables affecting performance, are available at https://dashboard.parakh.ncert.gov.in/en, a dedicated dashboard designed to disseminate the findings of the assessment. (f): A comprehensive initiative called PM eVidya was initiated as part of 'Atmanirbhar Bharat Abhiyaan' on 17th May, 2020, which unifies all efforts related to digital/online/on-air education to enable multi-mode access to education across the country under the aegis of National Education Policy (NEP) 2020. States/Union Territories (UTs) collaborate with NCERT to utilise, monitor and evaluate the effectiveness of these initiatives as per their requirements in mother tongue/local/regional languages. PM eVidya includes 200 DTH TV Channels allotted to States/UTs/Autonomous Bodies (ABs)/Other 09.02.2026 1050 Ministries in Government of India and 400 Radio channels to enable them to provide supplementary education as per their requirement in various Indian languages for classes 1-12. Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation's One Nation, One Digital platform for providing quality e-content for school education in States/UTs along with QR coded Energised Textbooks (ETBs) for all grades. States/UTs/ABs have generated and contributed over 3.7 lakh content in mother local/regional languages enabling multilingualism. DIKSHA Offline supports areas with limited or no internet connectivity. The stakeholders have access to more than 450+ Virtual Labs and 100 Virtual skill labs on DIKSHA. As per PRABANDH portal, till date, 1,79,153 ICT Labs and 1,76,738 Smart Classrooms have been sanctioned to State/UT Governments. RAKIBUL HUSSAIN: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether climate-vulnerable districts in Assam affected by recurrent flooding and riverbank erosion of the Brahmaputra and its tributaries have been identified and if so, the details thereof; (b) the climate adaptation and risk-reduction measures being implemented in such districts; 09.02.2026 1057 (c) the support provided to households displaced or affected by flooding and erosion in Assam, including relocation, rehabilitation, housing and livelihood assistance; (d) the mechanisms for coordination between the Ministry of Environment, Forest and Climate Change, the Ministry of Rural Development, Ministry of Housing and Urban Affairs and the State Government of Assam in planning and implementing measures to address climate-induced displacement; (e) whether the Central Government has constituted any committee or expert body to study flood and river erosion management in Assam; and (f) the steps taken or proposed to be taken by the Central Government for permanent mitigation of floods and river erosion in the State? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (f): The occurrence of floods can be attributed to various factors, including wide variations in rainfall both in time and space with frequent departures from the normal pattern, inadequate carrying capacities of rivers, river bank erosion and silting of river beds, landslides, poor natural drainage in flood prone areas, snowmelt and glacial lake out-bursts. Soil erosion caused by heavy floods is a matter of concern as it leads to several associated problems like changes in river course, causing loss of land, etc. 09.02.2026 1058 Morphological Studies by various Indian Institutes of Technology (IIT) and National Institute of Information Technology (NIIT) have been carried out for major rivers including river Brahmaputra. These Studies play an important role in understanding the nature of rivers in a comprehensive manner and provide assessment of decadal bank-line movement, erosion & deposition in different reaches in respect of base year. These studies have been shared with concerned State Governments and other stakeholders etc. for taking informed decision and future planning. As per the morphological study of Brahmaputra River conducted by Central Water Commission (CWC) through IIT Guwahati, it has been estimated that in the Brahmaputra River, a total erosion of 252.6 sq.km and deposition of 118.6 sq.km occurred between 2003-05 and 2008-11. As per report of CWC on “Assessment of Area Affected Due to Floods in India, 2024” based on satellite imageries data from 1986 to 2022, the total flood affected areas in Assam is assessed as 2.477 Mha covering 33 of 35 districts. Flood management and anti-erosion schemes are planned and implemented by the State Government, while the Central Government supplements the efforts through technical guidance and financial assistance under various programmes. Government of India has adopted integrated flood approach that aims at adopting judicious mix of structural and non-structural measures to provide a reasonable degree of protection against flood damages at economic cost. 09.02.2026 1059 Central assistance has been provided to Assam under the Flood Management Programme (FMP) and its continuation as the Flood Management and Border Areas Programme (FMBAP). A total of 111 FMP and FMBAP in Assam have been completed and one project is ongoing. The State Government also undertakes assessment of damages caused due to 12 notified natural calamities including floods and provide relief assistance from State Disaster Response Fund (SDRF) already placed at their disposal as per Government of India’s approved norms. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure in case of disaster of ‘severe nature’ which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). In addition, non-structural measures such as flood forecasting and early warning services are provided by the CWC. In order to enable States to undertake scientific assessment of flood plains and its zoning as a non-structural measure of flood mitigation, Ministry of Jal Shakti in August 2025 has prepared Guideline on Flood Plain Zoning and circulated to States/UTs. Displacement of affected people may be due to economic, social, political and other factors. There is no established study for India providing a quantified attribution of climate change triggering displacement of people. While many studies monitor extreme events in the environment, the science of attribution of these changes particularly to climate change is far more complex and currently an evolving subject. The Government of India constituted Brahmaputra Board 09.02.2026 1060 in 1980 by an Act of Parliament Brahmaputra Board Act, 1980 (No. 46 of 1980) with the objective of planning and integrated implementation of measures for control of floods and bank erosion in Brahmaputra Valley and matters connected therewith. VACANCIES IN MINISTRY OF FINANCE 1565. FINANCIAL ASSISTANCE TO MIZORAM 1566. SHRI RICHARD VANLALHMANGAIHA : Will the Minister of FINANCE be pleased to state: (a) whether the Union Government has assessed the current financial condition of the State of Mizoram, particularly in view of its geographical constraints, limited revenue base and increasing developmental expenditure; (b) if so, the details thereof; (c) whether the Union Government proposes to provide any additional financial assistance, special grants or relaxation in fiscal norms to the State of Mizoram; and (d) if so, the details thereof along with the time-frame for its implementation? THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHOUDHARY): (a) and (b): Assessment of financial condition of States including own revenue, expenditure requirement and financial needs is done by the Finance Commission every five years. The Commission also recommends the quantum 09.02.2026 1062 of devolution of central taxes & duties and grants to be made to States and the inter-se share of States in the devolution. Based on the recommendations of the Finance Commission, the Union Government has increased the tax devolution to States from 32% in the 13th Finance Commission period to 42% in the 14th Finance Commission period. The 15th Finance Commission also maintained same level of devolution after adjusting 1% for Jammu and Kashmir. Further, some States including Mizoram were also provided Revenue Deficit Grant to bridge the gap between State’s expenditure and revenue. (c) and (d): All States including Mizoram have enacted their Fiscal Responsibility and Budget Management (FRBM) Act which makes the State Government responsible to ensure prudence in fiscal management and fiscal stability by progressive elimination of revenue deficit, reduction in fiscal deficit, prudent debt management consistent with fiscal sustainability and greater transparency in fiscal operations of the government. Compliance to the State FRBM Act is monitored by the respective State Legislatures. Department of Expenditure, Ministry of Finance, usually considers the fiscal limits as per the accepted recommendations of the Finance Commission while exercising powers to approve borrowings by States under Article 293(3) of the Constitution of India. Besides the Finance Commission recommended grants & grants under the Centrally Sponsored Schemes, the Union Government is also providing funds to States under the Schemes for Special Assistance to States for Capital Expenditure/Investment (SASCI). An amount of Rs. 3,243.35 crore has been 09.02.2026 1063 released to Mizoram under SASCI from 2020-21 to 2025-26 till 29.01.2026. Moreover, Additional Central Assistance (ACA) for Externally Aided Projects (EAPs) is provided to Mizoram as 90% grant and only 10% as loan. REPORTS ON PERIODIC ENVIRONMENTAL COMPLIANCE AND MONITORING 1567. SHRI PUSHPENDRA SAROJ: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details of projects in Uttar Pradesh that were required to submit periodic environmental compliance and monitoring reports granted Environmental Clearance during the last five years, sector-wise; (b) the number of such projects that failed to submit reports on time or submitted incomplete, inaccurate or deficient reports; (c) whether independent verification or field inspections were undertaken by the Regional Offices of the Ministry to validate self-reported compliance data; (d) the action taken against projects with repeated non-compliance, false reporting or environmental violations including suspension of clearances or penalties; and (e) the measures taken to strengthen post-clearance monitoring, third-party verification and enforcement capacity in the said State to ensure that environmental approvals translate into actual compliance on the ground? 09.02.2026 1064 THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (e): The Ministry of Environment, Forest and Climate Change (MoEF & CC), through its Regional Offices, undertakes post-Environmental Clearance (EC) monitoring and compliance verification of projects granted ECs. During the last five years (upto 30.09.2025), 148 projects / activities in the State of Uttar Pradesh were granted Environmental Clearances by the Ministry. Sector-wise ECs granted during last five years by MoEF & CC for the projects pertaining to State of Uttar Pradesh are given in Statement. As per the Environment Impact Assessment Notification, 2006, as amended, it is mandatory for the project management to submit half-yearly compliance reports in respect of the stipulated prior environmental clearance terms and conditions to the regulatory authority concerned through the PARIVESH portal. Based on the records available on the PARIVESH portal, out of 148 projects, which were required to submit their half yearly compliance report by the 1st Dec, 2025, 111 no. of projects have filed their reports. For instances of delayed submission or submission of incomplete or deficient reports, regular follow up is done through reminders and directions are also issued to project proponents. Further, the Regional Offices carry out random inspections and review of six-monthly compliance reports to validate self- reported compliance. 09.02.2026 1065 Further, the environmental non-compliance are addressed as per provisions under Section 5, 15 and 19 of Environment (Protection) Act, 1986 and Rule 4 of Environment (Protection) Rules, 1986. The implementation of these provisions are guided by Standard Operating Procedure (SoP) established vide Office Memorandum dated 25.11.2022 for post environmental clearance monitoring and Compliance of projects, which prescribes the mechanism for taking action with respect to the observed non-compliance, including procedure of seeking clarification, issuing Show Cause Notice and concluding action. Recently, the Ministry has also notified Environment Audit Rules, 2025 to strengthen the environmental compliance framework for projects operating under various environmental laws. SHRI K C VENUGOPAL: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the reasons for the poor utilisation of funds under the Prime Minister’s Internship Scheme (PMIS), wherein only about 4% of the allocated budget was spent during April-November period of the Financial Year 2025-26; 09.02.2026 1067 (b) whether it is a fact that only about 28,000 were accepted despite over 82,000 internship offers being made in the first round, resulting in a low acceptance rate of around 34%; if so, the reasons therefor; (c) whether the level of financial assistance provided to interns is a deterrent to participation and if so, whether the Government proposes to revise the stipend structure, if so, the details thereof; (d) the number of interns who have completed internships under PMIS so far and the outcomes in terms of skill development and employability; and (e) the corrective measures being taken to improve participation, utilisation of funds and overall effectiveness of the PMIS? THE MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS; AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI HARSH MALHOTRA): (a): For the FY 2025-26, an amount of Rs. 10831.07 crore was allocated to Ministry of Corporate Affairs for PM Internship Scheme at Budget Estimate stage and the same was revised to Rs. 526 crore. As an initiation to PM Internship Scheme, a Pilot Project was approved with the budget of Rs. 840 crore in the FY 2024-25. During FY 2025-26, as on 31.12.2025, Rs. 64.91 crore has been utilized towards the pilot project of the PM Internship Scheme. (b) and (c): In the Round I of the PM Internship Scheme Pilot Project, Partner companies made over 82,000 internship offers to over 60,000 candidates and 09.02.2026 1068 out of which over 28000 candidates accepted offers. On the basis of independent evaluation and feedback survey carried out by the Ministry of Corporate Affairs, outbound calls made by the call center to the candidates and feedback received from various stakeholders, such as candidates, industry & industry associations and state governments, some of the reasons for low acceptance / joining which have been observed are given below: • Location is an important consideration and ideal travel distance indicated by candidates is between 5-10 km. • Internship period of 12 months is longer than that in normal skilling programs. • Some candidates are not interested in roles offered. Pilot Project is a pivotal phase that has allowed for testing concepts, strategies and systems before a full-scale implementation. The full-scale roll-out of the PM Internship Scheme would be based on the feedback received from the stakeholder consultations and evaluation of outcomes during the implementation of the Pilot Project. (d): The PM Internship Scheme is designed to enhance industry-relevant skills, improve job readiness, and foster professional exposure through structured internships in India’s top-performing companies and institutions to create job- ready, skilled workforce. The scheme is not designed to provide placements. 09.02.2026 1069 The duration of internship offered under the Pilot Project being of 12 months, the completion dates of internship under Round I are from November 2025 to March 2026 and under Round II are from April 2026 onwards, depending on the date of joining of the interns. As on 27.01.2026, 3417 interns from Round I have completed the internship. (e): Based on the learning during the implementation of the Prime Minister Internship Pilot Project, following major steps were taken to improve the implementation and outcomes: 1. Portal Improvement: functionality for geo-tagging internship location, moving vacancies and candidates between one location to another and, more visibility of additional benefits given by companies to the candidates. 2. Targeted Information, Education and Communications (IEC) activities 3. Active engagement and coordination with States, UTs, Ministries and Departments of the Central Government and Industry Associations for enhancing the outreach of the scheme. 4. Active engagement with industry to ensure meaningful internship experience for the interns to enhance their skills and employability, including reporting of quarterly progress of the interns by the companies. 09.02.2026 1070 BENEFICIARIES OF E-SHRAM PORTAL 1569. SHRI DHAVAL LAXMANBHAI PATEL: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) the details of the total number of unorganized workers registered in the Valsad-Dangs region and out of them, currently receiving benefits under social security and welfare schemes provided through the e-Shram portal; and (b) the details of the measures taken by the Government at the national level to conduct awareness and registration programmes in remote and tribal areas to ensure maximum coverage of unorganized workers? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) and (b): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August, 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW). The eShram portal registers the unorganised workers and provides them a Universal Account Number (UAN) on a self-declaration basis. As on 3rd February 2026, over 31.50 crore unorganised workers have already registered on eShram portal including 4,72,816 registrations in Valsad and Dangs districts of Gujarat. 09.02.2026 1071 The details of the registered unorganised workers under eShram who have benefited from various welfare schemes in the Valsad and Dangs districts of Gujarat is enclosed as Statement. To enhance registrations under the eShram initiative and ensure wider coverage of unorganised workers across the country, the Government has adopted a comprehensive strategy. In addition to enabling self-registration through the web portal and mobile application, assisted registration modes have been introduced via Common Service Centres (CSCs), State Seva Kendras (SSKs), and the UMANG platform to facilitate easy access for workers. The Ministry of Labour and Employment is conducting targeted awareness campaigns comprising registration drives, community outreach programs and locally tailored communication efforts. To strengthen outreach, the Ministry leverages social media channels to disseminate videos, tutorials, and other informative content, making the initiative more accessible and engaging. To further enhance the availability and accessibility of eShram and its associated services to unorganised workers, the Ministry of Labour and Employment officially launched the eShram mobile application on 24th February 2025. India scored 99.1, Ranking just behind the US in second place, India is one of the leading nations in contributing to the future of work. Skills Fit: Skills Fit measures how well a country’s education systems align with employer demands. India scored 59.1. Academic Readiness: Academic Readiness measures how well a country is positioned to deliver the skills necessary for future industries. India scored 89.9. Economic Transformation: The Economic Transformation indicator measures how ready a country’s economy is to leverage the next wave of skills-led industrial growth. India scored 58.3. (b): West Bengal scored 70 out of 100 in the composite Sustainable Development Goals (SDG) Score in SDG India Index 2023-24, an 08 (Eight) point increase from 62 in SDG India Index 2020-21. It moved from "Performer' to 'Front Runner category. The state secured the 17th rank out of 28 states in SDG India Index 2023-24, retaining its rank from the SDG India Index 2020-21. Currently, the SDG India Index 2023-24 does not have any indicators that capture numerical skills or the number of individuals seeking internships. Under the Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country, including women. SIM aims at enabling the youth of India to get future-ready and equipped with industry- relevant skills. Further, to encourage participation of rural women in skill development programs, special provisions have been made for meeting expenditure on conveyance and boarding & lodging as well as enhanced post placement support. PMKVY 4.0 prioritizes and provides special focus to projects that emphasize women as primary beneficiaries. Special Projects under PMKVY are designed to align with local skill demands, creating opportunities for rural women to participate and benefit from skill development schemes. This inclusive approach ensures significant representation and benefit for women in skill training programs across the country. Under NAPS, the introduction of trades in the services sector (Optional Trade) has led to a significant improvement in women's participation in apprenticeship. Under JSS Scheme, focus is being 09.02.2026 1076 given to women and other vulnerable sections. Women constitute more than 80% of beneficiaries under JSS. Also, there are 19 National Skill Training Institutes (NSTIs) and more than 300 ITIs exclusively for women. MSDE in collaboration with the Ministry of Women and Child Development, has launched a joint initiative named NAVYA – Nurturing Aspirations through Vocational Training for Young Adolescent Girls. NAVYA is a pilot initiative aimed at equipping adolescent girls aged 16-18 years with a minimum qualification of class 10, with vocational training mainly in non- traditional job roles. INDUSTRIAL POLLUTION IN THE COUNTRY 1571. DR. MOHAMMAD JAWED: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the current status of industrial pollution across the country; (b) the details of steps taken by the Government to prevent pollution of rivers due to the discharge of industrial effluents and wastes; (c) the details of the provisions relating to penalties under the existing laws for polluting rivers and other water bodies; and (d) the number of violations detected and the action taken against industries for polluting major rivers in the country during the last five years, river and 09.02.2026 1077 State/UT-wise with particular reference to rivers flowing through the State of Bihar? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a): As per the data provided by the State Pollution Control Boards/Pollution Control Committees (SPCBs/PCCs), there are total of 6,09,886 industries in India. Out of which, 5,44,364 industries are operational. Among these operational industries, 23,981 industries were found non-complying with environmental standards, against which actions by SPCBs/PCCs (Closure Directions: 3600; Show Cause Notices: 13718; legal cases filed: 229; and Directives: 6434) were taken as per the provisions of the environmental laws. (b): Steps taken by the Government for prevention and control of water pollution are given below- The Central Pollution Control Board (CPCB), in coordination with SPCBs/PCCs, currently monitors water quality at 4,922 locations across the country, including 2,265 river locations. The CPCB has identified polluted river stretches based on the water quality data for rivers with respect to Biochemical Oxygen Demand (BOD) parameter. BOD concentration exceeding 3 mg/l is identified as polluted stretches. The PRS are classified under Priority Class I to V, Priority I being 09.02.2026 1078 most polluted with BOD value of more than 30 mg/l and Priority V least polluted with BOD ranging between 3 – 6 mg/l. Based on the identified PRS and for the rejuvenation of these PRS all State Governments and UT Administrations have formed River Rejuvenation Committees (RRCs) of the concerned states/ UTs; the RRC functions under the overall supervision and coordination of the Principal Secretary, Environment. The RRCs are responsible for developing action plans for the rejuvenation of the PRS identified by CPCB for their respective states/ UTs. The action plans including Industrial pollution control were prepared for bringing the water quality of polluted river stretches to the quality level fit for bathing purposes (i.e. BOD ˂ 3 mg/L). Progress of implementation of action plans are reviewed by the RRC at State level and Central Monitoring Committee (CMC) constituted under the Chairmanship of Secretary, Ministry of Jal Shakti at Central Level. Govt. of India enacted the Water (Prevention and Control of Pollution) Act, 1974, the Environment (Protection) Act, 1986 and notified different Rules, Regulations based on the said acts to implement various Schemes for protection and development of water bodies. As per the provisions of the Environment (Protection) Act, 1986 and the Water (Prevention & Control of Pollution) Act 1974, all industrial units and 09.02.2026 1079 other establishments generating industrial effluents, are required to comply with the stipulated standards before discharging into rivers and water bodies. CPCB, State Pollution Control Boards (SPCB)/Pollution Control Committees (PCCs) monitor industries to ensure compliance of the provisions of the said Acts and take necessary action accordingly. CPCB issued indicative Guidelines for restoration of water bodies’ as a guidance to the Stakeholders for ensuring restoration/ rejuvenation of water bodies. Government of India stipulated General discharge standards and industry specific effluent discharge standards under Environment (Protection) Rules, 1986 with an aim to prevent pollution in the water bodies. (c): Under the provisions of Chapter VII of the Water (Prevention and Control of Pollution) Act, 1974, and Chapter III of the Environment (Protection) Act, 1986, the penalties are prescribed for polluting rivers and other water bodies. SHRI SHAFI PARAMBIL: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has any financial assistance scheme to support retired sportspersons who didn’t have any Government job; (b) if so, the details thereof; and (c) if not, the reasons for not extending financial support to the struggling retired sportspersons in the country? THE MINISTER OF LABOUR AND EMPLOYMENT; AND MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA): (a) to (c): Yes Sir. A scheme namely ‘Scheme of Sports Fund for Pension to Meritorious Sportspersons’ already exists under which sportspersons, who have won medals for the country in international competitions are given lifelong pension to provide additional financial security after their retirement from active sports careers. Under the existing Scheme, a monthly pension ranging from Rs.12,000/- to Rs.20,000/- is provided to the ex- sportspersons. The amount of pension to the ex-sportspersons has been increased over the years. The existing rates of pension are as under:- 09.02.2026 1087 S.
