That is why, I have a request that by 2047, when we envisage that at least 70 to 80 per cent of our energy will come from non-fossil sources, including renewable and nuclear energy, the latter, as I mentioned, will be a more reliable source to 17.12.2025 1181 meet the increasing energy requirements. We have already undertaken the project of setting up small modular reactors. This Government has already earmarked Rs.20,000 crore exclusively for the small modular reactors. So, is it the position of the Government that if a faulty equipment is supplied, because obviously you will have to source equipment from abroad? ....(Interruptions)One second, let me just complete. You will have to source equipment from abroad. Nuclear reactor fabrication is not happening in India. Is it the position of the Government that in today's context, the supplier is not going 17.12.2025 1182 to be liable at all? My second point is with regard to liability. Is it the philosophical position of this Government? Is privatising profit and socializing liability the philosophy of this Government? डॉ. िनिशकाÆत दुबे (गोड्डा) : अÅय± जी, वषª 2008 म¤ ‘123 एúीम¤ट’ होने के बाद भी, िजसके आधार पर हमने इतना बड़ा एúीम¤ट साइन िकया था, तो भारत सरकार को ऐसी ³या समÖया हòई िक जो Æयूि³लयर सÈलायर कंůीज़ ह§, िजÆह¤ भारत को यूरेिनयम, थोåरयम या Èलूटोिनयम कì सÈलाई करना था, वे आज तक हमारे साथ इसके िलए एúीम¤ट करने के िलए तैयार नहé ह§, िजसके िलए मनमोहन िसंह जी ने इतना बड़ा काम िकया था?… (Óयवधान) डॉ. िजत¤þ िसंह : मनीश ितवारी जी ने कहा िक चूंिक म§ने ईÐड िकया था, इसिलए आप भी ईÐड कर¤, तो अÅय± महोदय ने उसकì ÓयवÖथा दी, इसके िलए आपका धÆयवाद । I did not give credit to Nehru ji. I gave discredit to you for having contradicted Nehru ji. I was saying that you were contradicting a rule which I have incorporated in the Bill from the 1962 Bill of the Nehru Government. So, I was not giving credit to Nehru. I was giving discredit to you for having forgotten Nehru. So, having clarified myself politically for the benefit of both of us, … (Interruptions) Now, as far as the supplier is concerned, the supplier's responsibility will lie with the operator. It is not that he is going to get scorned. The operator is free to have a written agreement with the supplier. Otherwise, as Nishikant ji said, supplier is a very wide definition. उसका नतीजा यह हो रहा था िक everybody was hesitant to come forward.
