Will the Minister of AGRICULTURE AND FARMERS’ WELFARE be pleased to state: (a) whether the Government has identified key agronomic priorities such as climate-resilient, carbon-neutral and regenerative agriculture, if so, the details thereof and if not, the reasons therefor; (b) the major components of smart agro-food systems and sustainable production practices therein; (c) whether the Government proposes to integrate existing schemes like NMSA, PMKSY, Soil Health Card, Digital Agriculture Mission and Natural Farming with these agronomic priorities, if so, the details thereof and if not, the reasons therefor; (d) the steps being taken to strengthen research, innovation and capacity- building of scientists, students and farmers based on the identified issues; and 10.02.2026 985 (e) whether these agronomic focus areas are expected to guide future agricultural policy-making, if so, the details thereof and if not, the reasons for the same? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) and (b) Government has identified key agronomic priorities including climate-resilient, carbon-neutral and regenerative agriculture to address the challenges of climate change, resource degradation and sustainable food security. Several schemes have been initiated under National Mission for Sustainable Agriculture, to promote sustainable agriculture practices. Per Drop More Crop scheme increases water use efficiency at the farm level through micro irrigation technologies i.e. drip and sprinkler irrigation. Rainfed Area Development focuses on Integrated Farming System for enhancing productivity and minimizing risks associated with climatic variability. The Soil Health and Fertility scheme promotes integrated nutrient management through judicious use of chemical fertilizers. Mission for Integrated Development of Horticulture, Agroforestry and National Bamboo Mission also promote climate resilience. Pradhan Mantri Fasal Bima Yojana along with weather index based Restructured Weather Based Crop Insurance Scheme provides a comprehensive insurance cover against crop failure to farmers suffering crop loss/damage due to natural calamities. Indian Council of Agricultural Research (ICAR) is implementing a project- National Innovations in Climate Resilient Agriculture (NICRA) that 10.02.2026 986 studies the impact of climate change on agriculture, conducts district level risk and vulnerability assessment due to climate change. Under NICRA, 310 districts were identified as climatically vulnerable out of which 109 districts have been categorized as ‘very high’ and 201 districts as ‘highly’ vulnerable. For enhancing the resilience and adaptive capacity of farmers, location-specific climate resilient technologies (such as system of rice intensification, aerobic rice, direct seeding of rice, zero till wheat sowing etc) have been demonstrated under the project through Krishi Vigyan Kendras in 151 districts covering 448 Climate Resilient Villages. Capacity building for village level seed banks and community nurseries is undertaken under NICRA to enable availability of seed. Drought and flood tolerant climate-resilient varieties of rice, wheat, soybean, mustard, chickpea, sorghum, gram, and foxtail millet were demonstrated in several NICRA villages. Besides, training programmes are conducted under Agricultural Technology Management Agency (ATMA) on various issues of agricultural practices. ICAR has released 2900 varieties during last 10 years (2014-2024) of which 2661 varieties are tolerant to one or more biotic and/or abiotic stresses. (c) Government is progressively aligning and converging existing agricultural schemes with broader agronomic priorities, including digital transformation, soil health, water use efficiency, organic/natural farming and other sustainable farming practices. Such merger will ensure a more integrated and outcome- oriented approach, improve convergence, reduce duplication of efforts, optimize resource utilization, and strengthen implementation efficiency. 10.02.2026 987 (d) and (e) Indian Council of Agricultural Research has established 731 KVKs with the mandate of technology assessment, demonstration and capacity development. The KVKs organize capacity-building programmes for the farmers on new technologies of agriculture and allied sectors including those related to climate-resilient and regenerative agriculture. Government is aligning agricultural policies with identified agronomic priorities such as climate-resilient agriculture, sustainable and regenerative farming practices, soil and water conservation, resource-use efficiency, diversification of cropping systems, and reduction of environmental footprints. CROP DIVERSIFICATION 1816. DR. DHARAMVIRA GANDHI: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the Government Crop Diversification has assessed the increasing fiscal risk and agrarian stress arising from Punjab’s continued over- dependence on the wheat–paddy cropping cycle, which has led to a growing subsidy burden on both the State and the Union Government; (b) if so, the details thereof; and (c) whether the Government proposes to provide enhanced and assured fiscal support for crop diversification in Punjab to reduce this dependency, if not, the reasons therefor? 10.02.2026 988 THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) to (c) To address the effects of over dependence on the wheat-paddy cropping cycle in the original green revolution states, the Department of Agriculture and Farmers Welfare (DAandFW) has been implementing Crop Diversification Programme (CDP) since 2013-14 under Pradhan Mantri - Rashtriya Krishi Vikas Yojana (PM-RKVY). The programme for CDP-Paddy is implemented in Haryana, Punjab and western Uttar Pradesh to divert the area of water intensive paddy crop to alternative crops like pulses, oilseeds, coarse cereals, nutri cereals, cotton etc. The main objective is to promote the improved production technologies of alternate crops for diversion of paddy cultivation and to restore soil fertility. Under CDP, assistance is given for alternative crop demonstrations, farm mechanization and value addition, site specific activities and contingency for awareness and capacity building etc. The state of Punjab has been covered under the CDP since the inception of the scheme to help the farmers transit out of the wheat–paddy cropping system. In addition, the Government of India has been encouraging crop diversification among farmers through the state governments to grow crops such as pulses, coarse cereals, nutri-cereals (Shree Anna) under the National Food Security and Nutrition Mission (NFSNM), oilseeds under the National Mission on Edible Oil (NMEO)-Oilseeds and horticultural crops under the Mission for Integrated Development of Horticulture (MIDH). Pulses are now 10.02.2026 989 promoted under Mission for Aatmanirbharta in Pulses. The Government of India also provides flexibility to the states, for state specific needs/priorities under the Pradhan Mantri – Rashtriya Krishi Vikas Yojana (PM-RKVY). The states can promote crop diversification under the PM-RKVY with the approval of State Level Sanctioning Committee (SLSC). The Prime Minister -Dhan Dhaanya Krishi Yojana has crop diversification as one of its objectives and 100 aspirational agricultural districts from allover the country including Punjab are covered under the scheme. िकसानŌ के मुĥे 1817. एडवोकेट चÆþ शेखरः ³या कृिष और िकसान कÐयाण मंýी यह बताने कì कृपा कर¤गे िकः (क) िपछले चार वषŎ के दौरान िकसानŌ कì वाÖतिवक आय म¤ हòई कुल ÿितशत वृिĦ का Êयौरा ³या है; (ख) सूखा या बाढ़ से ÿभािवत िकसानŌ को फसल बीमा रािश का समय पर संिवतरण सुिनिIJत करने के िलए सरकार Ĭारा ³या समय-सीमा िनधाªåरत कì गई है; और (ग) जैिवक खेती म¤ लगे िकसानŌ को अपनी उपज बेचने और उिचत मूÐय ÿाĮ करने म¤ मदद करने के िलए सरकार Ĭारा कौन सी िवशेष सहायता योजनाएं कायाªिÆवत कì जा रही ह§? कृिष और िकसान कÐयाण मंýालय म¤ राºय मंýी (®ी राम नाथ ठाकुर): (क) देश म¤ कृषक पåरवारŌ कì औसत मािसक आय का आकलन समय-समय पर सांि´यकì एवं कायªøम कायाªÆवयन मंýालय (एमओएसपीआई) के राÕůीय सांि´यकì कायाªलय (एनएसओ) Ĭारा आयोिजत "कृिष पåरवारŌ कì िÖथित आकलन सव¥±ण (एसएएस)" के माÅयम से िकया जाता है। नवीनतम राÕůीय ÿितदशª सव¥±ण के 77व¤ दौरे (जनवरी, 2019 - िदसंबर, 2019) के अनुसार, देश के úामीण ±ेýŌ म¤ िविभÆन ąोतŌ से ÿित कृिषक पåरवार कì औसत मािसक आय 10.02.2026 990 10,218 Łपये ÿित माह अनुमािनत है। एसएएस के िनÕकषŎ के अनुसार, कृषक पåरवारŌ कì औसत मािसक आय वषª 2012-13 म¤ 6,426 Łपये से बढ़कर 2018-19 म¤ 10,218 Łपये हो गई है, जो लगभग 59 ÿितशत कì वृिĦ दशाªती है। चूंिक कृषक पåरवारŌ कì आय पर िपछला सव¥±ण वषª 2019 म¤ िकया गया था, अतः िवगत चार वषŎ के िलए कृषक पåरवारŌ कì औसत मािसक आय का िववरण उपलÊध नहé है। (ख) ÿधानमंýी फसल बीमा योजना (पीएमएफबीवाई) संबंिधत राºय सरकार Ĭारा अिधसूिचत फसलŌ/±ेýŌ के िलए बुआई पूवª से लेकर फसलोपरांत तक गैर-िनवारणीय ÿाकृितक जोिखमŌ के कारण फसल ±ित के िलए Óयापक जोिखम बीमा ÿदान करती है। पीएमएफबीवाई के ÿचालन िदशािनद¥शŌ म¤ िनिहत ÿावधानŌ के अनुसार, अिधकांश दावŌ का िनपटान संबंिधत राºय सरकार से बीमा कंपिनयŌ को आवÔयक उपज डेटा ÿाĮ होने के 21 िदनŌ के भीतर िनधाªåरत समय-सीमा के भीतर कर िदया जाता है। (ग) सभी राºयŌ/क¤þ शािसत ÿदेशŌ (पूवō°र राºयŌ को छोड़कर) म¤ परंपरागत कृिष िवकास योजना (पीकेवीवाई) और पूवō°र ±ेý जैिवक मूÐय ®ृंखला िवकास िमशन (एमओवीसीडीएनईआर) के माÅयम से वषª 2015-16 से जैिवक खेती को बढ़ावा िदया जा रहा है। दोनŌ योजनाएं जैिवक खेती करने वाले िकसानŌ को उÂपादन से लेकर ÿोसेिसंग, ÿमाणीकरण और िवपणन तक संपूणª सहायता ÿदान करने पर बल देती ह§। इन योजनाओं का ÿाथिमक उĥेÔय जैिवक ³लÖटर कì Öथापना करना है, िजसम¤ छोटे और सीमांत िकसानŌ को ÿाथिमकता दी जाती है, तािक आपूितª ®ृंखला का िनमाªण हो सके। पीकेवीवाई के तहत जैिवक खेती को बढ़ावा देने के िलए 3 वषª कì अविध म¤ ÿित हे³टेयर 31,500 Łपये कì सहायता ÿदान कì जाती है। इसम¤ से, िकसानŌ को ÿÂय± लाभ अंतरण के माÅयम से ÿित हे³टेयर 15,000 Łपये कì सहायता ÿदान कì जाती है, िजसम¤ जैिवक खाद सिहत ऑन फामª/ऑफ फामª जैिवक इनपुट शािमल ह§। िवपणन, पैकेिजंग, āांिडंग, मूÐयवधªन आिद के िलए 3 वषŎ तक ÿित हे³टेयर 4,500 10.02.2026 991 Łपये कì िव°ीय सहायता ÿदान कì जाती है। ÿमाणन हेतु 3 वषŎ तक ÿित हे³टेयर 3,000 Łपये ÿदान िकए जाते ह§। इसके अितåरĉ, जैिवक उÂपादŌ के िवपणन को बढ़ावा देने के िलए, कृिष एवं िकसान कÐयाण मंýालय ने सहभािगता गारंटी ÿणाली (पीजीएस)-भारत जैिवक ÿमाणन कायªøम ÿारंभ िकया है, जो िकसानŌ को जैिवक उÂपादŌ के िलए ÿीिमयम मूÐय ÿाĮ करने म¤ स±म बनाता है। FARM ROAD SCHEME 1818. SHRI DARSHAN SINGH CHOUDHARY: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government is aware of the fact that farmers face difficulties in transporting their agricultural produce from farms to main roads/markets due to the lack of all-weather and easily accessible farm roads; (b) whether the Government proposes to include Farm Road Scheme under the VB G RAM G Scheme with a view to facilitating farmers and strengthening rural agricultural infrastructure; (c) if so, the concrete steps taken so far in this regard; (d) whether any policy or guidelines have been formulated in this regard, if so, the details thereof; and (e) whether the proposed farm roads will be constructed keeping in view the role of panchayats, agricultural production areas and the interests of farmers, if so, the details thereof? 10.02.2026 992 THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) to (e) As per the Para 3 of Schedule I of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin): VB- G RAM G Act, 2025, the core objectives of this Act is to align the rural development framework with the national vision of Viksit Bharat @2047 by providing an enhanced statutory wage employment guarantee of one hundred and twenty-five days in each financial year to such rural households whose adult members volunteer to undertake unskilled manual work, thereby enabling them to participate more effectively in the expanded livelihood security framework. As per Schedule I of VB G RAM G Act, Para 4 (2), (b) Category II-Core Rural Infrastructure, (i) construction or upgradation of rural roads, culverts, cross drainage structures and village connectivity facilities are permissible activities. SHRI ANAND BHADAURIA: Will the minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the Government had started Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) in 2018 to ensure remunerative prices to farmers of the country, if so, the details thereof; (b) the details of funds allocated, released and utilsed in PM-AASHA during last three years and the current year, till date, year and State-wise; (c) whether the Government has conducted any study during the last three years to ascertain the impact of PM-AASHA on remunerative prices to farmers, if so, the details thereof, State-wise; (d) if not, whether Government will conduct a study for the same during current year? (e) if so, the details thereof THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) Yes. Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) was launched in 2018 to ensure remunerative price to the farmers with the components of Price Support Scheme (PSS), Price Deficit Payment Scheme (PDPS) and Private Procurement and Stockist Scheme (PPSS). From 2024-25, 10.02.2026 995 integrated PM-AASHA is being implemented with the components and Market Intervention Scheme (MIS). PSS, PDPS and MIS are implemented by Department of Agriculture and Farmers Welfare. PSF is implemented by Department of Consumer Affairs. PSS is implemented on the request of State/UT Government for procurement of prescribed Fair Average Quality (FAQ) of notified pulses, oilseeds and copra at Minimum Support Price (MSP) through Central Nodal Agencies within the stipulated period as and when the market prices of these commodities fall below the notified MSP during peak harvesting period to provide remunerative price to pre-registered farmers.The overall quantity of procurement by Central Government will be limited to 25% of All India Production of the particular pulses, oilseeds and copra for the particular season. Initially the sanction for procurement under PSS is allowed at 25% of state estimated production. However, additional quantity under the window of 25% of All India Production of the commodity will be allowed only after the procurement of 25% of state production of the particular commodity by CNAs is exhausted in a given state. To encourage domestic production and ensure remunerative prices to farmers, procurement of Tur, Urad and Masur from the pre-registered farmers is undertaken as much as offered by them through the Central Nodal Agencies under Mission for Aatmanirbharta in Pulses till 2030-31. PDPS provides direct payment of the difference between the MSP and the selling / modal price to pre-registered farmers selling oilseeds of prescribed 10.02.2026 996 FAQ norms within the stipulated period in the notified market yard through a transparent auction process. This scheme does not involve any physical procurement. Under PDPS full compensation of difference between MSP and Sale/Modal price i.e. Price Deficiency, received by farmers upto 15% of MSP value (including 2% administrative cost) is borne by Central Government. The support of the central government will be given for quantity upto 40% of state production of the particular oilseed. If any State is willing to cover quantities beyond 40%, the same needs to be funded from the resources of State governments. MIS is implemented across the country to provide remunerative price to the farmers for agricultural and horticultural commodities which are perishable in nature and are not covered under the Minimum Support Price regime. The objective is to protect the farmers from distress sale in the event of a bumper crop during the peak arrival, when prices tend to fall below cost of production. There should be at least a 10% decrease in the ruling market prices over the previous normal year. The scheme is implemented at the request of a State/UT government, which is ready to bear 50 % of the loss (25% in case of North-Eastern States), if any, incurred on its implementation. New components of PDPS with an option to make direct payment of the price difference between the Market Intervention Price (MIP) and the selling price to the farmers for the crops traded in the APMC mandis has been added. Additionally, reimbursement for transportation and storage cost of TOP crops (Tomato, Onion and Potato) to central nodal agencies and State designated 10.02.2026 997 agencies for storing and transporting them from producing state to consuming state are allowed. (b) Under PM-AASHA, funds are not allocated to State Govt. However, the loss incurred if any, in the implementation of the these schemes are reimbursed to CNAs, State Agencies and State Government. The details of fund allocated and utilized under PM-AASHA during last three year and current year is given in the enclosed Statement. (c) to (e) The evaluation of PSS has been done by Development Monitoring and Evaluation Office (DMEO), NITI Aayog in 2023-24. As per the evaluation reports, farmers expressed satisfaction with MSP benefits and receiving remunerative price. SHRI JYOTIRMAY SINGH MAHATO: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of roads constructed in West Bengal under the Pradhan Mantri Gram Sadak Yojana (PMGSY) from 2019 till date, including length completed, projects sanctioned and works pending, district-wise; (b) the complete list of PMGSY roads constructed in Purulia district during the same period, along with sanctioned amounts, expenditure incurred, project timelines and reasons for delay, if any; (c) whether all PMGSY roads in West Bengal, including Purulia, have been provided with mandatory foundation stones, signboards bearing the names of the local MP and other elected public representatives as per the guidelines, if not, the reasons therefor; 10.02.2026 999 (d) whether the Ministry has received any complaints regarding irregularities, poor construction quality, or non-display of signage in Purulia district, if so, the action taken in such cases; and (e) whether third-party quality monitoring agencies have inspected PMGSY works in West Bengal, particularly Purulia and the outcome of such inspections? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) Under various interventions/verticals of the Pradhan Mantri Gram Sadak Yojana (PMGSY), in West Bengal, a total of 562 roads of 4,236 km length and 26 bridges have been sanctioned during the period from 2019 till date (02.02.2026). During the same period, 1,966 roads of 6,425 km length and 54 bridges have been completed, which includes the completion of works sanctioned in earlier years also. The year-wise details are given in the enclosed Statement-I. All sanctioned projects of PMGSY-I and II have already been completed except 1 bridge of PMGSY-II (Kalimpong district). Under PMGSY-III, a total of 562 roads of 4,236 km length and 6 bridges have been sanctioned, out of which 133 roads of 1,377 km length have been completed. 429 roads of 2,844 km length and 6 bridges are at various stages of execution (as on 02.2.2026). The timeline for completion of PMGSY III is March 2026. District-wise details are given in the enclosed Statement-II. (b) Under various interventions/verticals of the Pradhan Mantri Gram Sadak Yojana (PMGSY), a total of 24 roads of 187 km length have been sanctioned 10.02.2026 1000 since 2019 till date (02.02.2026) in Purulia district. During the same period, 101 roads of 373 km length have been completed, which includes the completion of works sanctioned in earlier years (Details are given in the enclosed Statement-III). All sanctioned projects under PMGSY-I and PMGSY-II have been completed in Purulia, except 19 roads of 152 km length under PMGSY-III, which are presently at various stages of execution (Road wise list is given in the enclosed Statement-IV). The timeline for completion of PMGSY-III is March 2026. (c) The PMGSY guidelines (including PMGSY-III) strictly require that all roads constructed or upgraded under the scheme must have proper signboards (citizen information boards) displaying the official name of the scheme, logo, road length, estimated cost, contractor name, and date of completion. As per circular dated 28.07.2011 issued by Ministry, all elected representatives associated with the programme should be duly invited to the foundation laying and inauguration ceremonies. Also, it states that the foundation stone be laid and the road should also be inaugurated by the Hon’ble Member of Parliament (Lok Sabha) with the function presided over by the local Minister or other dignitary as per State Protocol. This advisory has 10.02.2026 1001 been reiterated to the States on 3rd February, 2022 (Details are given in the enclosed Statement-V). (d) As per para 15.1 of the Programme Guidelines, ensuring the quality of road works is the responsibility of the State Governments who are implementing the programme. Therefore, any complaint regarding irregularities, poor construction quality, or non-display of signage are normally sent to State Quality Coordinator (SQC) for inquiry and necessary action. In case, an adequate response is not received within the stated time schedule or reply seems insufficient, the National Rural Infrastructure Development Agency (NRIDA) deputes National Quality Monitors (NQMs) and further processing is done on the basis of NQM report. (e) Quality inspections of PMGSY works by independent monitors under third tier of quality control mechanism are conducted periodically. Subject: Invitation to the Public Representatives for foundation laying and inauguration ceremonies of PMGSY works - reg. Sir/Madam, PMGSY has an inbuilt mechanism for consultation with public representatives at various stages of planning and implementation of the programme. It has already been advised to all the States/ UTs that in the matter of selection of roads to be taken up under PMGSY, the suggestions of 10.02.2026 1011 elected representatives, including MPs and MLAs, are expected to be duly taken into account and given full consideration. Besides, all the elected representatives associated with the programme should be duly invited to the foundation laying and inauguration ceremonies of PMGSY works. Advisories have been issued in this regard and reiterated from time to time to the State Governments by the Ministry. The role of Hon’ble Members of Parliament in successful implementation of Pradhan Mantri Gram Sadak, Yojana (PMGSY) is extremely important. PMGSY envisages an important role for them in planning and monitoring of Rural Roads. 2. With a view to ensure wider participation of the elected representatives at various levels of decision making, PMGSY guidelines, inter alia, provide for consultation with the Hon'ble Members of Parliament. Some of them are : a. The Core Network and District Rural Roads Plan are to be finalized by the District Panchayat after giving full consideration to the suggestions of the Hon’ble Member of Parliament. 10.02.2026 1014 b. Suggestions of the Hon’ble Member of Parliament are to be taken while finalizing the Comprehensive New Connectivity Priority List (CNCPL) and Comprehensive Upgradation Priority List (CUPL). c. The Annual Plan proposals are to be finalised a consultation, with the Hon'ble Members of Lok Sabha in respect of their constituencies and Hon'ble Members of Rajya Sabha in respect of that district for which they have been nominated as Vice-chairman of the District Vigilance and Monitoring Committee. d. The proposals received from the Hon’ble Members of Parliament by the stipulated date have to he given full consideration by the District Panchayat. The Hon'ble Member of Parliament should be informed of the inclusion/ non-inclusion of their proposals along with the reasons given in each case in the event of non-inclusion. 3. In continuation of the earlier letter No P-17025/11/2010-RC dated 11th March, 2010 regarding participation of Hon’ble MPs in inspections of Projects and Foundation Laying Ceremony under PMGSY. Hon’ble Union Minister for Rural Development has written to all the Hon'ble Members of Parliament Vide DO Letter No. P-17025/11/2010-RC dated 21st April, 2010. 4. The State Governments have also been reminded to ensure a system of joint inspections of PMGSY projects. The procedure of inspections should be as under- 10.02.2026 1015 i. The Superintending Engineer incharge of the zone will request the Hon'ble MP and Chairman Zila Panchayat representing that zone once in six months for joint inspection of PMGSY road works as per the convenience of the MP and Chairman, Zila Panchayat. ii. The Executive Engineer in-charge of the division will request the MLA/Chairperson of the Intermediate Panchayat concerned once in three months for joint inspection as per their convenience. iii. The Assistant Engineer in-charge of the subdivision will request the concerned Chairman, Gram Panchayat once in two months for joint inspection. 5. In spite of above stipulations, some States are not adhering to these instructions as reported by many Hon’ble Members of Parliament. They have also pointed out that they are not being invited to lay the foundation stone or to inaugurate the PMGSY roads. Hence, the following stipulations are again issued for strict compliance by State Governments:- (a) All elected representatives associated with the programme should be duly invited to the foundation laying and inauguration ceremonies. (b) The function should be held in a manner befitting official functions with due regard to protocol requirements, particularly in relation to Hon'ble Union Ministers and Hon’ble Ministers from States; and (c) The foundation store for a PMGSY road should be laid and the road should also be inaugurated-by-the Hon'ble Member of Parliament (Lok 10.02.2026 1016 Sabha) with the function presided over by the local Hon’ble Minister or other dignitary as per State Protocol (d) While sending new project proposals for consideration, digital photographs of the recent foundation laying ceremony or the Inauguration of a road by the concerned Hon'ble MP should invariably be enclosed. SHRI KONDA VISHWESHWAR REDDY: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: 10.02.2026 1018 (a) whether the Government recognises the traditional, nutritional and livelihood significance of jaggery (gur), which supports small farmers, MSMEs and rural employment, particularly in sugarcane-growing regions; (b) whether the Government is aware that despite minimal processing, jaggery production remains largely unorganised and faces challenges relating to quality standardisation, branding, market access and value addition, unlike the organised sugar sector; (c) whether any assessment has been made comparing policy support, institutional mechanisms and market facilitation available to the sugar industry vis-à-vis traditional jaggery producers; (d) whether the Government proposes to promote jaggery and value-added jaggery products through appropriate schemes under MSME, agriculture, nutrition, AYUSH or export promotion programmes, without compromising food safety standards; and (e) if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) to (e) Under the Prime Minister Employment Generation Programme (PMEGP) Scheme of the Ministry of Micro, Small and Medium Enterprises (MSME), manufacture of cane gur, khandsari and jaggery is a recognised village industry and this comes under the purview of Khadi and Village Industries Commission (KVIC). The sector is acknowledged for its traditional 10.02.2026 1019 importance, nutritional value and contribution to rural livelihoods, particularly in sugarcane-growing regions. Further, in order to promote food processing sector including jaggery processing industries across the country, the Ministry of Food Processing Industries (MoFPI) has been incentivizing the setting up/expansion of related infrastructure through its Central Sector Schemes namely Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) Scheme, Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and Centrally Sponsored – Pradhan Mantri Formalization of Micro Food Processing Enterprises (PMFME) Scheme. These projects are required to comply with the Food Safety and Standards Authority of India (FSSAI) regulations and are encouraged to align with international food safety and quality standards for improved market access including exports. Food Safety and Standards Authority of India (FSSAI) has notified the standards of Jaggery (Gud) under sub-regulation 2.8.4 of the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011. RAMESH: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the details of Government schemes being implemented in Andhra Pradesh for enhancing agricultural productivity and farmers' income during the last three years; (b) the physical and financial progress of these schemes, scheme-wise; and (c) the extent to which these interventions have contributed to yield improvement and income enhancement of farmers in the State? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): 10.02.2026 1024 (a) The Government of India is implementing a comprehensive range of Central Sector and Centrally Sponsored Schemes and programmes aimed at enhancing agricultural productivity and increasing farmers’ income across all States, including Andhra Pradesh. These schemes encompass entire spectrum of agriculture, including credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, procurement of crops from farmers at minimum support prices and digital agriculture. The list of agriculture related schemes implemented by Department of Agriculture and Farmers’ Welfare (DAandFW) across all States, including Andhra Pradesh, is given in the enclosed Statement-I. (b) The scheme-wise financial progress of the schemes being implemented by the DAandFW during the last three years is given in the enclosed Statement- II, while the scheme-wise physical progress is given in the enclosed Statement-III. (c) The interventions under the above schemes have contributed to improvement in agricultural productivity and enhancement of farmers’ income. The crop-wise productivity levels in Andhra Pradesh are given in the enclosed Statement-IV. Further, the impact of these schemes on farmers’ income is reflected in the following: Indian Council on Agricultural Research (ICAR) has released a compilation of success stories of 75,000 farmers who have increased their income more 10.02.2026 1025 than two times through convergence of schemes of DAandFW and the allied Ministries/Departments. The National Sample Survey Office (NSSO), Ministry of Statistics and Programme implementation (MoSPI) conducted a Situation Assessment Survey (SAS) of Agricultural Households during NSS 77th round (January 2019-December 2019) with reference to the agricultural year July 2018- June 2019 in the rural areas of the country. According to this survey, the estimated average monthly income per agricultural household increased from ₹6,426 in 2012-13 (NSS 70th round) to ₹10,218 in 2018-19 (NSS 77th round). Of this, Rs. 783.10 Cr was disbursed to 39,15,504 beneficiaries during the 21st instalment. Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY) 32,408 farmers have been enrolled. Pradhan Mantri Fasal Bima Yojana (PMFBY)/Restructured Weather Based Crop Insurance Scheme (RWBCIS) Insurance companies have settled and disbursed claims worth ₹5,580.1 crore. Agriculture Infrastructure Fund (AIF) 5,663 projects have been approved with total project cost of Rs. 5,128 crores. Out of which Rs 3,030 Crore have been sanctioned. Formation and Promotion of 10,000 new Farmer Producers Organizations (FPOs) 714 FPOs have been registered. Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) During 2024-25, 87,303.25 MT of Copra, Gram, moong Tur and Urad have been procured amounting to ₹669.33 Crore. Per Drop More Crop (PDMC) 11.25 lakh ha has been covered under Micro Irrigation and Rs 3,192.49 crore (Central Share) has been released. Sub-Mission on Agriculture Mechanization (SMAM) More than 2,79,515 agricultural machines have been distributed to farmers. Paramparagat Krishi Vikas Yojana (PKVY) 3.61 lakh ha covered under organic farming and 7.47 lakh no. of farmers have been benefitted. Soil Health and Fertility (SHandF) 1,58,32,830 soil health cards have been distributed till now against the target of 1,63,06,877. Rainfed Area Development (RAD) 69,524 ha has been covered and Central Assistance of Rs 123.97 Cr has been released. Sub-Mission on Agriculture Extension (SMAE) From 2020-21 to 2025-26, 5,60,545 farmers have been provided training under the scheme. Sub-Mission on Seed and Planting Material (SMSP) 6.21 lakh farmers have been benefited, and 2.21 lakh quintals of seeds were stored in the National Seed Reserve for natural disasters. National Food Security and Nutrition Mission (NFSNM) During the last three years, 95,157 ha of field demonstrations were conducted, 56,417 quintals seed were distributed and 32,673 quintals seed have been produced. Integrated Scheme for Agriculture Marketing (ISAM) 1551 Storage Infrastructure Projects have been sanctioned with capacity of more than 6 million tonnes. An amount to Rs 31,936.74 Lakhs have been released as subsidy. Mission for Integrated Development of Horticulture (MIDH) From 2014-15 to 2024-25, 1634 Cold Storages infrastructures with capacity of 7.41 Million tonnes have been created, 19,626 market infrastructures have been set up, 997 nurseries have been established and 11.08 Lakh farmers 10.02.2026 1030 have been trained in various horticulture activities. National Mission on Edible Oils (NMEO)-Oil Palm 91,906 ha coverage as of January 2026. National Mission on Edible Oils (NMEO)-Oilseeds 4.04 lakh ha has been covered under Oilseeds during 2024-25. STATEMENT-IV Productivity of major crops in Andhra Pradesh (in Kg/Ha) Crop 2022-23 2023-24 2024-25 Rice 3730 3822 3928 Maize* 4046 4007 4524 Bajra 2027 2097 2310 Ragi 1185 1261 1456 Small Millets 860 902 848 Tur 323 413 475 Sunflower 834 886 963 Total Oil Seeds 937 889 1031 Sugarcane 73893 80533 90242 Cotton 372 297 476 *Productivity for Kharif season Source: UPAg portal 10.02.2026 1031 पंचायती राज संÖथाओं म¤ मिहला ÿितिनिधयŌ कì िÖथित 1825. ®ी उººवल रमण िसंहः ³या पंचायती राज मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या सरकार ने देश म¤ पंचायती राज संÖथाओं म¤ मिहला ÿितिनिधयŌ कì ±मता और नेतृÂव के संबंध म¤ उनकì िÖथित कì समी±ा कì है; (ख) यिद हाँ, तो तÂसंबंधी Êयौरा ³या है; (ग) ³या सरकार पंचायती राज संÖथाओं म¤ मिहला ÿितिनिधयŌ को ±मता-िनमाªण और नेतृÂव ÿिश±ण ÿदान कर रही है; और (घ) यिद हाँ, तो तÂसंबंधी Êयौरा ³या है? पंचायती राज मंýी; तथा मÂÖयपालन, पशुपालन और डेयरी मंýी (®ी राजीव रंजन िसंह उफª ललन िसंह): (क) से (घ)"पंचायत, "Öथानीय सरकार" होने के कारण, राºय का िवषय है और भारत के संिवधान कì सातवé अनुसूची म¤ िनिहत राºय सूची का िहÖसा है। पंचायतŌ का गठन और संचालन संबंिधत राºय पंचायती राज अिधिनयमŌ के माÅयम से िकया जाता है। पंचायती राज संÖथाओं म¤ मिहलाओं के ÿितिनिधÂव कì िÖथित कì समी±ा सिहत पंचायत से संबंिधत सभी कायª राºय सरकार के कायª±ेý म¤ आते ह§। भारत के संिवधान के अनु¸छेद 243घ म¤ 'ÿÂयेक पंचायत म¤ ÿÂय± चुनाव Ĭारा भरी जाने वाली कुल सीटŌ' और 'ÿÂयेक Öतर पर पंचायतŌ म¤ अÅय±Ō के कुल पदŌ' म¤ से मिहलाओं के िलए कम से कम एक-ितहाई आर±ण का ÿावधान िकया गया है। हालांिक, 21 राºयŌ, जैसे आंň ÿदेश, असम, िबहार, छ°ीसगढ़, गुजरात, हåरयाणा, िहमाचल ÿदेश, झारखंड, कनाªटक, केरल, मÅय ÿदेश, महाराÕů, ओिडशा, पंजाब, राजÖथान, िसि³कम, तिमलनाडु, तेलंगाना, िýपुरा, उ°राखंड और पिIJम बंगाल और 2 क¤þ शािसत ÿदेशŌ जैसे ल±Ĭीप और दादरा एवं नगर हवेली और दमन एवं दीव, ने इससे भी आगे बढ़कर अपने संबंिधत राºय पंचायती राज अिधिनयमŌ/िनयमŌ म¤ 10.02.2026 1032 पंचायती राज संÖथाओं म¤ मिहलाओं के िलए 50% आर±ण का ÿावधान िकया गया है, िजससे जमीनी Öतर पर शासन म¤ मिहलाओं कì भागीदारी को बढ़ावा िमल रहा है। वतªमान म¤, मंýालय के पास उपलÊध जानकारी के अनुसार, 24,41,781 िनवाªिचत ÿितिनिधयŌ म¤ से 12,14,885 (49.75%) मिहलाएं िनवाªिचत ÿितिनिध ह§। यह सं´या िनधाªåरत Æयूनतम 33% आर±ण से अिधक है ³यŌिक कई राºयŌ म¤ पंचायती राज संÖथाओं म¤ मिहलाओं के िलए 50% तक आर±ण है और चूंिक मिहला िनवाªिचत ÿितिनिध अनारि±त सीटŌ से भी चुनी जाती ह§। िनवाªिचत ÿितिनिधयŌ कì सं´या गितशील ÿकृित कì होती है जो समय-समय पर पंचायती राज संÖथानŌ म¤ नए चुनाव होने के साथ बदलती रहती है। पंचायती राज मंýालय ने, पंचायत शासन म¤ सुधार करने के िलए, िव°ीय वषª 2022-23 से सभी राºयŌ/संघ राºय ±ेýŌ म¤ पंचायतŌ के चयिनत ÿितिनिधयŌ, पदािधकाåरयŌ और अÆय िहतधारकŌ के ±मता िनमाªण और ÿिश±ण के मूल उĥेÔय के साथ संशोिधत राÕůीय úाम Öवराज अिभयान (आरजीएसए) कì क¤þ ÿायोिजत योजना लागू कì है। संशोिधत राÕůीय úाम Öवराज अिभयान योजना के तहत, मंýालय पंचायतŌ के चयिनत ÿितिनिधयŌ, पदािधकाåरयŌ और अÆय िहतधारकŌ को िविभÆन ®ेिणयŌ जैसे बुिनयादी ÿबोधन और पुनIJयाª ÿिश±ण, िवषयगत ÿिश±ण, िवशेष ÿिश±ण, पंचायत िवकास योजना ÿिश±ण आिद म¤ ±मता िनमाªण और ÿिश±ण के िलए सहायता ÿदान करता है। इस योजना के तहत िव°ीय वषª 2022-23 से िव°ीय वषª 2025-26 (31 िदसंबर 2025 तक) कुल 28,60,585 िनवाªिचत मिहला ÿितिनिधयŌ को ÿिशि±त िकया गया है। इसके अलावा, मंýालय ने पंचायती राज संÖथाओं कì िनवाªिचत मिहला ÿितिनिधयŌ के ±मता िनमाªण के िलए “सशĉ पंचायत नेýी अिभयान” के एक भाग के łप म¤ एक Óयापक िवशेष ÿिश±ण मॉड्यूल शुł िकया है। इस ÿिश±ण मॉड्यूल का मूल िबंदु úामीण शासन के िविभÆन पहलुओं पर चयिनत मिहला ÿितिनिधयŌ कì ±मता को बढ़ाना, चयिनत ÿितिनिधयŌ के łप म¤ भूिमकाओं और िज़ÌमेदाåरयŌ के ÿभावी िनवªहन के िलए ²ान और Óयावहाåरक कौशल को बढ़ाना 10.02.2026 1033 और ÿभावी मिहला नेतृÂव वाले शासन के िलए नेतृÂव, संचार, ÿबंधकìय तथा िनणªय लेने के कौशल को िवकिसत करना है। इस िविशĶ मॉड्यूल पर कुल 64,863 मिहला ÿितिनिधयŌ (31 िदसंबर 2025 तक) को ÿिशि±त िकया गया है। माननीय सवō¸च Æयायालय के िनद¥श पर, पंचायती राज मंýालय ने मिहला ÿधानŌ का उनके पåरवारŌ के पुŁष सदÖयŌ Ĭारा ÿितिनिधÂव िकए जाने के मुĥे कì जांच करने और ÿॉ³सी ÿितिनिधÂव संबंिधत अÆय मुĥŌ कì भी जांच करने के िलए िसतंबर, 2023 म¤ एक सलाहकार सिमित का गठन िकया। सिमित ने फरवरी 2025 म¤ मंýालय को िसफाåरशŌ के साथ अपनी åरपोटª ÿÖतुत कì है, और इसे मंýालय Ĭारा Öवीकार कर िलया गया है। सलाहकार सिमित ने िसफाåरश कì है िक राºय सरकार¤ पंचायती राज संÖथाओं (पीआरआई) म¤ छĪ (ÿॉ³सी) नेतृÂव को समाĮ करने और िनवाªिचत मिहला ÿितिनिधयŌ के वाÖतिवक सशिĉकरण, Öवाय°ता और जवाबदेही सुिनिIJत करने के िलए कानूनी सुर±ा उपायŌ, ±मता िनमाªण, सामािजक लेखा परी±ा और दंडाÂमक ÿावधानŌ सिहत आवÔयक उपाय कर¤। इस मामले के महÂव और पंचायती राज संÖथाओं म¤ मिहलाओं के नेतृÂव पर इसके ÿभाव के कारण, इस मंýालय ने मिहला ÿधानŌ के मुĥŌ पर सलाहकार सिमित Ĭारा कì गई िसफाåरशŌ के Óयवहाåरक िøयाÆव यन को सुिनिIJत करने के िलए 17 अÿैल 2025 को एक टाÖक फोसª का भी गठन िकया। OILSEED PRODUCTION 1826. ANNADURAI: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the details of oilseed production in the country during the last five years, highlighting the contribution of Tamil Nadu as a significant producer 10.02.2026 1034 under various Union Government programmes aimed at enhancing productivity and reducing import dependence; (b) the extent to which key oilseed-growing districts of Tamil Nadu, including Tiruvannamalai, have contributed to increased area, yield and production of crops such as groundnut, gingelly and sunflower with support from centrally sponsored schemes like NFSM-Oilseeds, seed minikits, demonstrations and MSP operations; (c) the measurable outcomes of Union Government interventions in terms of farmers’ income, adoption of improved varieties and strengthening of edible oil self-sufficiency in the State; and (d) the future plans of the Union Government to further augment oilseed production in Tamil Nadu through research support, technology dissemination, mechanisation and market linkages? The National Mission on Edible Oils–Oilseeds (NMEO-OS) was approved on 3rd October, 2024 to boost domestic oilseed production and to strive towards self-reliance (Atmanirbhar Bharat) in edible oils. The NMEO-OS is implemented through a cluster-based approach with market linkages. Value Chain Clusters managed by Value Chain Partners such as Farmer Producer Organizations (FPOs), cooperatives and other agencies. Provide free high-quality seeds for up to one hectare per farmer and training in good agricultural practices. The Mission also supports the establishment and upgradation of post-harvest infrastructure (oil mills), to improve oil recovery from both primary and secondary sources. Different categories of demonstrations are also done in cluster mode. 10.02.2026 1036 Availability of quality certified seed is strengthened through 100 per cent support for breeder seed production, along with support for establishing new seed hubs and seed storage units in the public sector. Five (5) seed hubs (Groundnut, sesame and castor) and one (1) seed storage units have been sanctioned in Tamil Nadu. In addition, the Government declares Minimum Support Price (MSP) for oilseeds every year to ensure remunerative prices for farmers, protect them from market volatility, encourage higher domestic production and reduce import dependence. Procurement under the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) scheme also covers oilseeds and helps farmers get better prices and income support. SUPPORT FOR FARMERS IN ODISHA 1827. The list of schemes implemented by Department of Agriculture and Farmers Welfare (DAandFW) across the country, including Odisha, is given in the enclosed Statement. Under Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), a total of 34,15,469 beneficiaries were given assistance during the 21st installment released on 19th November 2025. Till date Rs. 13,801.99 Cr. has been disbursed through 21 instalments. Under Pradhan Mantri Fasal Bima Yojana (PMFBY), 141.6 lakh farmers and 146.8 lakh farmers were benefitted in FY 2023-24 and 2024-25 respectively. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) is an umbrella scheme consisting of individual beneficiaries-oriented scheme as well as project based components. The details of beneficiaries are not maintained centrally. These schemes are contributing to income enhancement of small and tribal farmers, including those in Odisha as evident from the following: Indian Council on Agricultural Research (ICAR) has released a compilation of success stories of 75,000 farmers who have increased their income more 10.02.2026 1038 than two times through convergence of schemes of DAandFW and the allied Ministries/Departments The National Sample Survey Office (NSSO), Ministry of Statistics and Programme implementation (MoSPI) conducted a Situation Assessment Survey (SAS) of Agricultural Households during NSS 77th round (January 2019-December 2019) with reference to the agricultural year July 2018- June 2019 in the rural areas of the country. According to this survey, the estimated average monthly income per agricultural household increased from ₹6,426 in 2012-13 (NSS 70th round) to ₹10,218 in 2018-19 (NSS 77th round). SHRI MOHIBBULLAH: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether the Government has reviewed the outcomes of the Startup India programme during the last decade, such as semiconductors, artificial intelligence, batteries, defence, space and quantum computing; (b) if so, the key findings of such a review; and (c) the specific policy measures, incentives and timelines have been proposed under the next phase of Startup India to promote deep-tech 10.02.2026 1042 entrepreneurship, strengthen domestic RandD and reduce India’s dependence on foreign technology supply chains? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (c) Startup India is an initiative by the Government of India that was launched on 16th January 2016, with an intent to build a strong ecosystem for nurturing innovation, startups and encouraging investments in the startup ecosystem of the country. As per eligibility conditions prescribed under G.S.R. notification 127 (E) dated 19th February 2019, entities are recognised as ‘startups’ under the Startup India initiative by the Department for Promotion of Industry and Internal Trade (DPIIT). Sustained efforts by the Government under the Startup India initiative have led to an increase in the number of entities recognized as startups, and job creation. As on 31st December 2025, a total of 2,07,135 entities have been recognised as startups. These recognized startups have reported to have created over 21.9 lakh direct jobs. Out of the total entities recognised as startups, over 14,400 startups have been recognized in sectors and industries such as Aeronautics Aerospace and Defence (including Defence Equipment and Space Technology), Artificial Intelligence (AI), and Technology Hardware (including Semiconductor) which have reported to have created more than 1.25 lakh direct jobs. 10.02.2026 1043 Such recognized startups have also benefitted through the three flagship Schemes of the Government under Startup India initiative, namely, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS), and Credit Guarantee Scheme for Startups (CGSS) to provide funding opportunities and support at various stages of their business cycle. FFS has been established to catalyze venture capital investments and is operationalized by Small Industries Development Bank of India (SIDBI), which provides capital to Securities and Exchange Board of India (SEBI)-registered Alternative Investment Funds (AIFs) which in turn invest in startups. Specifically, in the Artificial Intelligence / Robotics and Space Tech sectors, supported AIFs have invested around Rs. 916.49 crore in 48 startups as on 31st December 2025. SISFS provides financial assistance to seed stage startups through incubators. SISFS is implemented from 1st April 2021. Specifically, in the Aeronautics Aerospace and Defence (including Defence Equipment and Space Technology), Artificial Intelligence (AI), and Technology Hardware (including Semiconductor) sectors and industries, selected incubators have approved around Rs. 73.4 crore to 406 startups as on 31st December 2025. CGSS is implemented for enabling debt funding to startups through eligible financial institutions. CGSS is operationalized by the National Credit Guarantee Trustee Company (NCGTC) Limited and has been operationalized from 1st April 2023. Specifically, in the Aerospace and Defence sector/industry 10.02.2026 1044 14 loans amounting to around Rs. 68.30 crore have been guaranteed for startup borrowers as on 31st December 2025. Further, various steps are being taken to promote deep tech entrepreneurship, strengthen domestic RandD and domestic supply chains through a whole-of- government approach including in areas such as semiconductors, artificial intelligence, batteries, defence, space and quantum computing. Details of such initiatives by various Ministries and Departments are given in the enclosed Statement. STATEMENT Details of initiatives undertaken by various Ministries and Departments are as follows: 1. National Quantum Mission (NQM): NQM is implemented by the Department of Science and Technology (DST) under which four thematic hubs have been established. These hubs focus on key areas: Quantum Computing at the Indian Institute of Science Bengaluru, Quantum Communication at the Indian Institute of Technology Madras in association with C-DoT, Quantum Sensing and Metrology at the Indian Institute of Technology Bombay, and Quantum Materials and Devices at the Indian Institute of Technology Delhi. All four Hubs are now fully functional, driving technology development, nurturing human capital, promoting entrepreneurship, strengthening Industry partnership and advancing international collaborations. These hubs are uniting academia, national laboratories, industry, and startups to translate scientific breakthroughs into 10.02.2026 1045 deployable technologies while building critical infrastructure and skilled manpower for India’s quantum ecosystem and reduce India’s dependence on foreign technology supply chains. The NQM has actively engaged with startups to foster innovation and accelerate the development of quantum technologies in India. Recognizing that quantum technologies are still in their nascent stage and require substantial investment, NQM formulated exclusive guidelines to effectively onboard and support startups in this domain. The Mission is to support an expanding pool of quantum startups, providing them with funding, access to advanced infrastructure at Thematic Hubs (T-Hubs), and mentorship opportunities through partnerships with industry and strategic sectors. Accordingly, a rolling call has been launched by the NQM to support startups in the area of Quantum Technologies. 2. IndiaAI Mission: Through initiatives like the IndiaAI Mission under the Ministry of Electronics and Information Technology (MeitY), the Government is accelerating the momentum with targeted investments and public-private partnerships. These efforts aim to strengthen India’s global position and ensure responsible and inclusive leadership in AI. The Mission is structured around seven foundational pillars: i. IndiaAI Compute Capacity: Providing affordable access to high-end computing resources, including GPUs, for startups, MSMEs and researchers 10.02.2026 1046 ii. IndiaAI Foundation Models: Developing indigenous large multimodal and language models trained on Indian datasets and languages to ensure sovereign capability in generative AI iii. AIKosh: Creating a unified platform of high-quality datasets from government and non-government sources for AI model development iv. IndiaAI Application Development Initiative: Supporting AI solutions for India-specific challenges in sectors such as healthcare, agriculture, climate resilience, governance and assistive technologies v. IndiaAI FutureSkills: Expanding India’s AI talent pipeline through increased undergraduate, postgraduate and PhD programmes, along with Data and AI Labs in Tier-2 and Tier-3 cities vi. IndiaAI Startup Financing: Providing financial support to AI startups vii. Safe and Trusted AI: Supporting projects focused on reducing bias, protecting privacy, improving transparency and managing AI-related risks while enabling innovation 3. Design Linked Incentive (DLI) Scheme: The DLI Scheme has been approved as part of the Semicon India Programme to support domestic companies, start-ups, and MSMEs for designing semiconductor IP cores, ASICs, SoCs, and semiconductor-linked designs. The DLI Scheme provides support through a three-tier framework, comprising Design Infrastructure Support with access to EDA tools, IP cores, MPW services, and prototyping facilities; a Product Design Linked Incentive offering reimbursement of up to 50% of eligible project costs, capped at Rs. 15 crore per application; and a 10.02.2026 1047 Deployment Linked Incentive providing reimbursement of net sales turnover ranging from 6% to 4% over five years, capped at Rs. 30 crore per application. Under the DLI Scheme, fiscal support has been approved to 24 projects for designing chips and System on Chip (SoCs) for various applications. In addition, centralized access of advanced chip design tools has been provided to 100+ startup/ MSME companies. These companies are designing chips across various sectors which include satellite communication, drone detection, surveillance camera, power management for Internet of Things (IoT) devices, LED driver, IoT and medical applications, broadband application, smart meter, gas sensors, and general- purpose microprocessor Intellectual Property (IP) cores for edge AI etc. While these startups are at various stages of design, development, and prototyping, 16 design tape-outs have been carried out, 7 chips have been fabricated on advanced nodes (including 12 nm), 10 patents have been filed, and over 140 reusable core IPs have been developed. 4. Initiatives undertake by the Defence Research and Development Organisation (DRDO): The following initiatives has been taken by DRDO under Ministry of Defence through which private sector especially MSMEs and Startups are encouraged to participate in Defence RandD by providing them with Grant-in-Aid. This Scheme aims to indigenize production of Defence equipment thereby reducing India's dependence on defence imports: 10.02.2026 1048 i. Technology Development Fund (DTDF) Scheme Technology Development Fund Scheme is a Programme of MoD ( Ministry of Defence) executed by DRDO under Make in India initiatives. The Government has approved TDF Scheme to encourage industries especially MSMEs and Startups to design and develop innovation Defence technologies. ii. Dare to Dream Pan India Innovation contest Dare to Dream is a Pan India Innovation Contest to support Startups and Innovation to contribute in Defence ecosystem. Through this contest, DRDO invites innovation ideas and best ideas are selected and awarded. Four versions of Dare to Dream Contest have already been successfully conducted. iii. Special focus on Development of Critical and DeepTech Technologies by involving startups and academia as collaborative development. 5. Innovations for Defence Excellence (iDEX) and Acing Development of Innovative Technologies with iDEX (ADITI): Under the Ministry of Defence, iDEX and ADITI Schemes are fostering innovation and technology development in defence and aerospace by engaging startups. 6. Anusandhan National Research Foundation (ANRF): ANRF has initiated the program, Mission for Advancement in High-impact Areas (MAHA) to address priority-driven, solution-focused research in mission-mode. 7. IN-SPACe, Department of Space: Department of Space has undertaken various promotion and investment Schemes such as Preincubation 10.02.2026 1049 Entrepreneurship, Seed Fund, Technology Adoption Fund, and Rs. 1,000 crore Venture capital fund. 8. Production Linked Incentive Scheme on National Programme on Advanced Chemistry Cell (ACC) Battery Storage: The Government has approved PLI Scheme for manufacturing of ACC in the country with a budgetary outlay of Rs.18,100 crore. The scheme aims to establish a competitive domestic manufacturing ecosystem for 50 GWh of ACC batteries. 9. Startup India initiative: Under Startup India initiative, the Government constantly undertakes various efforts, including policy, regulatory and fiscal measures, for the development and growth of startup ecosystem across sectors and industries. The Government implements periodic exercises and programs including States’ Startup Ranking, National Startup Awards, and Innovation Week which play an important role in the holistic development of the startup ecosystem. Government also encourages and support ecosystem led initiatives as Startup Mahakumbh which serve as a vibrant platform for stakeholders to network and collaborate. Initiatives to improve market access and enable public procurement also support startups in growing and scaling up their businesses have also been undertaken. The Government has also taken various measures to enhance ease of doing business including starting up of business, raising capital, and reducing compliance burden to simplify the regulatory environment and create a conducive business environment. 10.02.2026 1050 RASHTRIYA GRAM SWARAJ ABHIYAN IN NORTH EASTERN REGION 1830. SHRI JOYANTA BASUMATARY: Will the Minister of PANCHAYATI RAJ be pleased to state: (a) whether the Government has reviewed the implementation of the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) in North Eastern Region, if so, the details thereof; (b) whether any North Eastern States have achieved significant outcomes in enhancing Own Source Revenue (OSR), e-enablement, or Panchayat infrastructure development through the scheme; and (c) if so, the details on the key achievements recorded and the follow-up measures taken by the Ministry to support States with better-performing or innovative practices? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) Panchayat, being “Local Self Government”, is a State subject and part of the State list of the Seventh Schedule of the Constitution of India. Thus, providing support to strengthen Panchayat capacity is primarily the responsibility of States/UTs. However, the Ministry is implementing a Centrally Sponsored Scheme called Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. financial year 2022-23, with the main objective of supporting the capacity building of Panchayati Raj institutions (PRIs) by imparting training to Elected Representatives (ERs), functionaries and other stakeholders to develop their governance capabilities for leadership roles, enabling Gram 10.02.2026 1051 Panchayats to function effectively across all States/UTs, including North Eastern (NE) States. The implementation of RGSA, including the utilization of funds released to States/UTs (including North-Eastern States), is regularly reviewed through regular meetings/video conferences, field visits,as well as pre-CEC meetings. This is also reviewed by the Central Empowered Committee, while approving the Annual Action Plans of States/UTs. Further, real-time monitoring of trainings is undertaken through the Training Management Portal (TMP). Fund releases and expenditure under RGSA are tracked through the Public Financial Management System (PFMS).States/UTs alsosubmit quarterly and annual progress reports. (b) Under the revamped RGSA, capacity building and training of elected representatives, functionaries and other stakeholders of Panchayats are supported under various categories such as basic orientation and refresher training, thematic training, specialized training, and Panchayat Development Plan training, along with exposure visits and development of training modules and materials. The number of participants provided training under revamped RGSA in the North Eastern States is given in the enclosed Statement-I. Further, the Ministry of Panchayati Raj, in collaboration with IIM Ahmedabad, has developed a training module on Own Source Revenue (OSR) to strengthen the financial self-reliance of Gram Panchayats by enhancing understanding of tax and non-tax revenue sources. So far, 2,24,379 participants have been trained on OSR, including 4,090 participants from 10.02.2026 1052 North-Eastern States. The number of participants trained in the North Eastern States is given in the enclosed Statement-II. Further, to promote e-enablement of Panchayats, the Ministry is implementing the e-Panchayat Mission Mode Project (MMP), which has strengthened transparency, efficiency and governance at the grassroots level. Under this, the eGramSwaraj application facilitates digital planning, accounting, monitoring, and online payments at the Panchayat level and is integrated with the Public Financial Management System (PFMS) for real-time payments and seamless fund flow. The application is also integrated with the Government e-Marketplace (GeM) to enable transparent procurement of goods and services by Panchayats. In addition, the AuditOnline application has been developed for conducting online audits of Panchayat accounts and financial management. As ‘Panchayat’ is a State subject, providing basic infrastructural facilities such as GP building, CSC colocation, and computer etc., are primarily the responsibility of the State. However, the Ministry supplements the efforts of the States/UTs and has approved the construction of 13,848 Gram Panchayat Bhawans and 65,345computers to States/ UTs under the scheme. Details of the construction of Panchayat Bhawan and the procurement of computers approved to NE States are given in the enclosed Statement-III. (c) The Ministry has been incentivizing the best-performing Panchayats by recognizing their exemplary work under various nationally significant themes through the National Panchayat Awards. This initiative aims to foster a spirit of 10.02.2026 1053 healthy competition among Panchayats and motivate them to strive for excellence in local governance. To facilitate cross-learning and knowledge exchange, the best practices and innovative initiatives of award-winning Panchayats are systematically documented and disseminated through workshops, conferences, training programmes, and exposure visits. Additionally, compendiums and booklets highlighting these practices are published and shared widely with Panchayati Raj stakeholders across the country. These efforts contribute to the replication of successful models and the overall strengthening of Panchayati Raj Institutions.
