In Dharampur village of Manikchak Vidhan Sabha, 750 people under Gopalpur GP could not produce papers because everything had been washed away. Such large-scale potential deletions especially where many voters cannot possibly produce documents for no fault of their own, due to natural disasters, forced displacement, and destitution— create a risk of disenfranchising genuine voters and defeat the very purpose of electoral reform. Secondly, more than five lakh people from Malda district are working as migrant labourers outside West Bengal in search of better livelihood opportunities. These numbers have increased because the 100 days’ work has stopped. With so many workers outside the State, this inadequate one month period for them to return and coordinate their inclusion in the voters’ list is almost impossible under this SIR process.
