Will the Minister of CULTURE be pleased to state :- (a) whether the Government has taken steps to ensure timely updating the National Inventory of Intangible Cultural Heritage (ICH) by the Sangeet Natak Akademi, particularly for the documentation, preservation and promotion of marginalised, tribal and lesser-known cultural traditions from the country especially Odisha, including those of the Kandhamal Lok Sabha Constituency; 08.12.2025 356 (b) the details of the initiatives launched and grants sanctioned along with progress made under various Government initiatives such as the Guru– Shishya Parampara Scheme, the UNESCO Intangible Cultural Heritage (ICH) nomination processes and youth-oriented programmes of the Zonal Cultural Centres (ZCCs) and their effectiveness in preserving endangered arts; (c) the details of the regional cultural bodies, cultural practitioners, organisations and stakeholders from the country especially Odisha have been involved or supported under these schemes and the manner in which activities of said programmes/initiatives be digitally documented and shared nationally and globally; (d) the list of Indian cultural practices recognised as intangible cultural heritage so far, especially from Uttar Pradesh; and (e) the present status of the development of Boudh under the Buddhist Circuit, including details of conservation works, tourism enhancement initiatives and any proposals under consideration for national or UNESCO-related recognition of Buddhist heritage sites in the district/State? THE MINISTER OF CULTURE; AND MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT): (a): Yes Sir, Ministry of Culture through Sangeet Natak Akademi has been taking steps to ensure timely updation of National Inventory of Intangible Cultural Heritage (ICH) List that covers documentation, preservation of ICH element across the country. 08.12.2025 357 (b): Ministry of Culture implements several schemes throughout the country to preserve and promote rich cultural and heritage of India. Guru–Shishya Parampara scheme provide financial support for all genres of performing arts activities like dramatic groups, theatre groups, music ensembles, children theatre etc. and imparting training of artists by their respective Guru on regular basis in line with Guru–Shishya Parampara. The Ministry of Culture has established seven Zonal Cultural Centres (ZCCs) to preserve and promote India's folk arts and culture across the country. These centers, with headquarters in Patiala, Nagpur, Udaipur, Prayagraj, Kolkata, Dimapur, and Thanjavur, work to protect, disseminate, and develop regional cultural diversity, involve youth, and document vanishing art forms. As per UNESCO regulation one nomination is submitted in every two year cycle for including in UNESCO Intangible Cultural Heritage of Humanity list. For 2025-26 cycle, Deepawali has been nominated for including in ICH list. Chhath Mahaparv has been nominated for the cycle 2026-27. (c): There are 43 organizations under Ministry of Culture for promotion of cultural activities across the country. The details are given in the enclosed Statement - I. The Eastern Zonal Cultural Centre (EZCC) organizes various cultural programmes and initiatives, such as the "Guru Shishya Parampara" scheme, which includes traditional art forms from Odisha like Gotipua Dance and Paika akhada. (d): India currently has 15 elements inscribed on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity including Kumbh Mela from 08.12.2025 358 Uttar Pradesh in the year 2017. Chhatth Mahaparv has been nominated for the ICH List for the Year 2026-27. The details of these elements are placed at Statement -II. (e): Ministry of Tourism through its central sector schemes extends financial assistance to the State Governments/UT Administrations for development of Buddhist Tourism. The ‘Buddhist Circuit’ has been identified as one of the thematic circuits for development under the Swadesh Darshan Scheme. The Archaeological Survey of India (ASI) under the Ministry of Culture undertakes conservation and preservation of various monuments including protected Buddhist Sites, under the Annual Conservation program. Buddhist chanting of Ladakh: recitation of sacred Buddhist texts in the trans-Himalayan Ladakh region, Jammu and Kashmir, India are included in UNESCO representative list of ICH. SHRI MADDILA GURUMOORTHY: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government is aware that the use of high-beam LED and floodlights in residential and commercial premises causes glare, light pollution, and health issues to humans and animals; 08.12.2025 361 (b) if so, whether any scientific studies have been conducted on the ecological and health hazards caused by high-intensity artificial lighting; (c) whether guidelines or regulations exist to control the brightness and direction of outdoor lighting in urban areas across the country; (d) whether the Bureau of Energy Efficiency or the Central Pollution Control Board has proposed any standards or penalties for non-compliance; and (e) if not, the reasons therefor and the timeframe by which the Government intends to notify specific rules to prevent light pollution and safeguard human and animal well-being? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (e): This does not come under the purview of the Ministry of Environment, Forest and Climate Change and Central Pollution Control Board. However, the Ministry of Road Transport and Highways, Indian Road Congress and Bureau of Indian Standards have prepared regulations, standards/codes in regard to outdoor lighting. The details are as below: (i) Motor Vehicle (Driving) Regulation, 2017 notified under the Motor Vehicles Act, 1988 by Ministry of Road Transport and Highways, provides for vehicle lighting which mandates that no driver shall use high beam inappropriately or for long duration or on well-lit roads. High beam shall be dipped in good time on the approach of an oncoming vehicle or when driving close behind another vehicle. 08.12.2025 362 (ii) The aspects of brightness, direction, and control of outdoor lighting installations are addressed in the Standards published by the Bureau of Indian Standards (BIS). IS 1944 – Code of Practice for Lighting of Public Thoroughfares, provides for requirements of illumination levels, uniformity, glare control and proper lighting direction for outdoor/public lighting. (iii) National Lighting Code (NLC) of India 2025 on ‘Outdoor Lighting’ published by BIS provides guidance on recommended lighting levels, Backlight, Uplight, Glare (BUG) rating of luminaires, permissible upward light ratio, glare limitation measures, shielding requirements, and responsible lighting practices to minimize light pollution. (iv) Highway safety code published by Indian Road Congress designed to help road users to traverse road safely. The code prescribes the following recommendation to reduce night accidents: a. Always dip your headlights when meeting other vehicles. A driver blinded by your high beam headlights may sidewipe your car. b. Depress your headlights when following another vehicle. The glare caused by your lights shining in his rear view mirror can reduce his vision and cause an accident. c. When overtaking, keep your lights on low beam. If on-coming vehicles are still on high beam, blink your lights up and down as a signal.
