Will the Minister of POWER be pleased to state: (a) whether a significant number of coal-based power projects under construction or expansion are located in water-stressed districts, if so, the details thereof, State-wise; (b) whether several of these plants are facing delays or reduced generation due to water shortages, if so, the details thereof including the names of such power plants and districts affected during the last three years; 11.12.2025 824 (c) whether the Government has conducted or commissioned any cumulative water availability and use assessment for large thermal projects situated in semi- arid and drought-prone regions and if so, the details thereof; and (d) whether any coal-linked thermal power plant projects have been stalled, scaled down or cancelled due to lack of assured water supply and if so, the details thereof along with the list of such projects, if any? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) and (b): As per the National Compilation on Dynamic Ground Water Resources of India, 2025 of the Ministry of Jal Shakti, groundwater assessment units ( districts, blocks etc) across the country are categorised as Safe (less or equal to 70%), Semi-critical (greater than 70% and less or equal to 90%), Critical (greater than 90% and less or equal to 100%) & Over Exploited ( greater than 100%) based on ratio of annual groundwater extraction and replenishment phreatic aquifer. Accordingly, there are three (03) numbers of coal-based power projects under construction or expansion located in water-stressed districts and their details are given at Statement. These plants have not reported any delay on account of water shortages. (c): No such study has been conducted by the Government. Allocation of water for Thermal Power Plants is done by Water Resources Department of the concerned State Government where the project is located and they assess all factors before allocation of water. 11.12.2025 825 (d): Decision related to the size of coal-based thermal power plants are taken by the generating companies / project developers based on their techno-economic and commercial requirements and assessment of local conditions, which includes availability of water. Additionally, new coal-based thermal power plants are also adopting ACC (Air Cooled Condenser) based technology for water conservation, where required, resulting in 60% reduction in water consumption in respect to Cooling Tower system. Rajasthan Baran Kawai TPP Adani Power Private Awarded but due for construction Over Exploited बागपत म¤ खाī ÿसंÖकरण इकाइयां 2037. डॉ. राजकुमार सांगवानः ³या खाī ÿसंÖकरण उīोग मंýी यह बताने कì कृपा कर¤गे िकः (क) उ°र ÿदेश के बागपत लोक सभा िनवाªचन ±ेý म¤ खाī ÿसंÖकरण इकाइयŌ कì वतªमान िÖथित ³या है और इस ±ेý म¤ कृिष-ÿसंÖकरण ³लÖटर Öथािपत करने के िलए सरकार ने अब तक ³या कदम उठाए ह§; 11.12.2025 826 (ख) उ°र ÿदेश को आवंिटत धनरािश और क¤þ सरकार Ĭारा Öथानीय िकसानŌ, िवशेषकर गÆना, आलू उÂपादन और बागवानी से जुड़े िकसानŌ को मूÐय संवधªन हेतु शीतागार ®ृंखला और ÿाथिमक ÿसंÖकरण सुिवधाएँ ÿदान करने म¤ खचª कì गई िनिधयŌ का िजला-वार Êयौरा ³या है; और (ग) ³या सरकार ने बागपत सिहत उ°र ÿदेश म¤ िकसान उÂपादक संगठनŌ को ÿसंÖकरण संबंधी अवसंरचना ÿदान करने हेतु कोई िवशेष ÿोÂसाहन योजना आरंभ कì है, यिद हाँ, तो िपछले तीन वषŎ और वतªमान वषª म¤ उसका िजला-वार Êयौरा ³या है? खाī ÿसंÖकरण उīोग मंýालय म¤ राºय मंýी; तथा रेल मंýालय म¤ राºय मंýी (®ी रवनीत िसंह): (क): खाī ÿसंÖकरण उīोग मंýालय (एमओएफपीआई) अपनी दो क¤þीय ±ेý कì योजनाओं, नामत: ÿधानमंýी िकसान संपदा योजना (पीएमकेएसवाई) और खाī ÿसंÖकरण उīोग के िलए उÂपादन िलं³ड ÿोÂसाहन योजना (पीएलआईएसएफपीआई) के माÅयम से खाī ÿसंÖकरण से संबंिधत अवसंरचना कì Öथापना/िवÖतार को ÿोÂसािहत कर रहा है। एमओएफपीआई ÿधान मंýी सूàम खाī ÿसंÖकरण उīम उÆनयन (पीएमएफएमई) योजना नामक एक क¤þ ÿायोिजत योजना भी कायाªिÆव° कर रहा है। पीएमकेएसवाई योजना के अंतगªत, मंýालय ने उ°र ÿदेश राºय म¤ 1906 करोड़ Łपये के कुल पåरयोजना लागत एवं 456 करोड़ Łपये कì अनुमोिदत अनुदान सहायता के साथ 99 खाī ÿसंÖकरण पåरयोजनाओं/इकाइयŌ को अनुमोिदत िकया है। बागपत संसदीय ±ेý म¤ िकसी भी खाī ÿसंÖकरण पåरयोजना/इकाई को अनुमोिदत नहé िकया गया है। पीएलआईएसएफपीआई के अंतगªत, मंýालय ने उ°र ÿदेश राºय म¤ 1133.60 करोड़ Łपये कì कुल ÿितबĦ िनवेश के साथ 27 खाī ÿसंÖकरण पåरयोजनाओं/इकाइयŌ को अनुमोिदत िकया गया है। बागपत संसदीय ±ेý म¤ िकसी भी खाī ÿसंÖकरण पåरयोजना/इकाई को अनुमोिदत नहé िकया गया है। पीएमएफएमई योजना के अंतगªत, उ°र ÿदेश राºय म¤ øेिडट िलं³ड सिÊसडी के िलए कुल 11.12.2025 827 20,603 सूàम खाī ÿसंÖकरण उīमŌ को अनुमोिदत िकया गया है। इसम¤ से 62 सूàम खाī ÿसंÖकरण उīमŌ को बागपत संसदीय िनवाªचन ±ेý म¤ अनुमोिदत िकया गया है। खाī ÿसंÖकरण उīोग मंýालय (एमओएफपीआई) वषª 2017 से देश म¤ ³लÖटर ŀिĶकोण के आधार पर खाī ÿसंÖकरण इकाइयŌ कì Öथापना के िलए उīिमयŌ को ÿोÂसािहत करने के िलए आधुिनक अवसंरचना के िवकास के िलए ÿधानमंýी िकसान संपदा योजना (पीएमकेएसवाई) कì एक घटक योजना कृिष ÿसंÖकरण ³लÖटर (एपीसी) के िलए अवसंरचना सृजन योजना कायाªिÆव° कर रहा है। मंýालय Öवयं कोई कृिष ÿसंÖकरण ³लÖटर Öथािपत नहé करता है। एपीसी योजना मांग आधाåरत योजना है। इस योजना के अंतगªत मंýालय Ĭारा समय-समय पर जारी कì गई अिभŁिच कì अिभÓयिĉ (ईओएल) के िलए संभािवत िनवेशकŌ/उīिमयŌ से ऑनलाइन आवेदन आमंिýत िकए जाते ह§। अब तक उ°र ÿदेश के बागपत संसदीय िनवाªचन ±ेý म¤ एपीसी योजना के अंतगªत कोई अनुमोिदत पåरयोजना नहé है। (ख): ÿधानमंýी िकसान संपदा योजना (पीएमकेएसवाई) और खाī ÿसंÖकरण उīोग के िलए उÂपादन िलं³ड ÿोÂसाहन योजना (पीएलआईएसएफपीआई) के अंतगªत राºय/संघ राºय ±ेý-वार िनिधयŌ का आवंटन नहé िकया गया है। ÿधान मंýी सूàम खाī ÿसंÖकरण उīम उÆनयन (पीएमएफएमई) योजना के अंतगªत, िदनांक 31.10.2025 तक, मंýालय ने उ°र ÿदेश राºय को योजना के िविभÆन घटकŌ के कायाªÆवयन के िलए 510.97 करोड़ Łपये कì िनिध का क¤þीय िहÖसा जारी कर िदया है। (ग): उ°र ÿदेश म¤ िकसान उÂपादक संगठनŌ (एफपीओ) को ÿसंÖकरण अवसंरचना ÿदान करने के िलए मंýालय Ĭारा कोई िवशेष ÿोÂसाहन योजना कायाªिÆव° नहé कì जा रही है। तथािप, िकसान उÂपादक संगठन (एफपीओ) पीएमकेएसवाई, पीएलआईएसएफपीआई और पीएमएफएमई योजना के अंतगªत सहायता ÿाĮ करने के िलए पाý संÖथाओं म¤ ह§। 11.12.2025 828 KALASA-BHANDURA DRINKING WATER SUPPLY PROJECT 2038. SHRI JAGADISH SHETTAR: Will the Minister of JAL SHAKTI be pleased to state: (a) the current status of implementation of the Kalasa–Bhandura Drinking Water Supply Project which envisages allocation of 3.90 TMC of water for diversion from the Mahadayi Basin to the Malaprabha River for drinking water supply to the cities of Hubli–Dharwad and Kundgol town and adjoining villages en-route in Karnataka; (b) whether any clearances are still awaiting approval from other Central Ministries; and (c) if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI (DR. RAJ BHUSHAN CHOUDHARY): (a) to (c): Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household in the country, to have assured potable water through tap connection. Drinking water is a State subject, and hence, the responsibility of planning, approval, implementation, operation, and maintenance of drinking water supply schemes, including those under the Jal Jeevan Mission, lies with the respective State/UT Governments. The Government of India supports the States by providing technical and financial assistance. As such details of individual projects/ schemes for rural water supply are not maintained at Government of India level. 11.12.2025 829 As informed by Department of Water Resources, River Development and Ganga Rejuvenation, the status of implementation of “Kalasa -Bhandura Drinking Water Scheme" is enclosed as Statement. The details of pending clearances from other Ministries/Departments are not available with CWC. STATEMENT “Status of Implementation of Kalasa —Bhandura Drinking Water Scheme" 1. The "MAHADAYI WATER DISPUTES TRIBUNAL" (MWDT) has pronounced the award on 14.08.2018 and gazetted on 27.02.2020. The Tribunal allocated 3.90 TMC of water for diversion from Mahadayi Basin to Malaprabha River for drinking water purpose of Hubli-Dharwad twin cities, Kundagol Town and enroute villages, comprising of 1.72 TMC from Kalasa Nala and 2.18 TMC from Bhandura Nala. 2. The Central Water Commission (CWC) vide Office Memorandum Dtd: 29.12.2022 accorded clearance to the Modified Detailed Project Reports (DPRs) of Kalasa & Bhandura Nala Diversion Schemes (Lift Schemes), subject to obtaining all mandatory clearances as required by law. 3. The Ministry of Jal Shakti has framed a Scheme to constitute Mahadayi PRAWAH (Progressive River Authority for Welfare and Harmony) vide gazette notification dated 22.05.2023 to give effect to the decision of the Mahadayi Water Disputes Tribunal. 4. Present Status of Forest/ Wildlife clearances from MoEF&CC is as under: 11.12.2025 830 (a) Kalasa Nala Diversion Scheme (Lift Scheme): i. Upon submission of forest clearance proposal of Kalasa Nala Diversion project to MoEF&CC through PARIVESH Portal, which involves diversion of 26.925 Ha of forest land, the Regional Empowered Committee, IRO, MOEF&CC, Bangalore had directed the State of Karnataka vide dated 20.01.2023 to apply for Wildlife clearance from Standing Committee for National Board for Wildlife (NBWL), New Delhi for the Tiger Corridor passing through Kalasa Project which is about 10.685 Ha (out of 26.925 Ha of forest land). ii. Further the wildlife clearance proposal was submitted through PARIVESH portal on 31.05.2023. The Kalasa Wildlife clearance proposal was approved by the State Board for Wildlife with recommendation to NBWL seeking approval for the same. iii. In turn, NBWL referred the proposal to National Tiger Corridor Authority (NTCA) and a team was constituted on 29.11.2023 by NTCA to Cause Site appraisal. The team from NTCA conducted the Cause Site appraisal of the proposed Kalasa Project on 08.01.2024 and submitted the report to NTCA on 23.01.2024 with a recommendation in favour of Karnataka which is as under: "Considering the larger benefits associated with the project (such as water availability to wildlife during summer period and ground water recharge), the Committee is of the opinion that implementation of the 11.12.2025 831 project may be recommended under Section 380(1)(g) of the Wildlife (Protection) Act, 1972." But, NTCA has mentioned that the matter is subjudice as currently the matter is pending before the Hon'ble Supreme Court and therefore not provided any comment in the matter as such. iv. In 77th meeting of SC-NBWL held on 30.01.2024, the Standing Committee decided that the comments on the proposal shall be sought from the NTCA in accordance with Section 38-O(1)(g) of the Wildlife (Protection) Act, 1972. Accordingly, the proposal was deferred for the next meeting and the proposal was also deferred during the SC NBWL meeting held on 31.07.2024. v. Further, during 80th meeting of SC-NBWL held on 09.10.2024, the standing committee has instructed to submit the additional documents with current status of legal cases related to project. The required documents were submitted by Additional Chief Secretary, Forest, and Environment Department Karnataka to ADG (Wildlife), Member Secretary NBWL, New Delhi vide letter dated: 10.10.2024 and 15.10.2024. (b) Bhandura Nala Diversion Scheme (Lift Scheme): i. The Forest Clearance proposal for Bhandura Nala Diversion project was submitted to MoEF&CC through PARIVESH Portal, which involves diversion of 28.4427 Ha of forest land as per the direction of the Regional Empowered Committee, IRO, MOEF& CC, Bangalore. 11.12.2025 832 ii. The Regional Empowered Committee, IRO, MOEF&CC, Bangalore has sought certain information through PARIVESH portal (EDS-Queries) dated 25.08.2024. Further the information/ compliance for EDS-Queries was submitted through PARIVESH portal to MOEF&CC on 26.11.2024. DIGITAL TECHNOLOGY IN MSMEs 2039. SHRI MAGUNTA SREENIVASULU REDDY: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to State: (a) whether the Government has undertaken any steps to increase utilization of digital technology and infrastructure for Micro, Small and Medium Enterprises (MSMEs) across the country during the last five years; (b) if so, the details along with the list of initiatives, schemes and programmes undertaken for improving and increasing the integration of above technologies to help MSMEs across the country during the last five years; (c) the steps taken by the Government for providing MSME entrepreneurs with adequate infrastructure to use such technologies to boost sales, production and connectivity; and (d) the details of the funds allocated, released and utilised for the above schemes and infrastructure support during the said period, State-wise, especially for Andhra Pradesh? 11.12.2025 833 THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) and (b): Government of India has undertaken several steps to increase the utilization of digital technology and infrastructure. Under the Digital India programme, the Ministry of Electronics and Information Technology (MeitY) offers services on Digital Infrastructure as a Utility, Governance and Services on Demand, Digital Empowerment of Citizens and MSMEs. Digital payments are also done by MSMEs through different digital platform. In order to improve and increase the integration of above technologies to help MSMEs for digitalisation across the country, the Ministry of Micro, Small and Medium Enterprises (MSME), in collaboration with stakeholders runs many initiatives, which inter-alia include the Udyam Portal, MSME Champions Portal, Government e- Marketplace (GeM), Trade Receivables Discounting System (TReDS), MSME TEAM, MSME SAMBANDH, PMEGP Portal, KVIC Online, PM Vishwakarma Portal and Online Dispute Resolution (ODR) portal. (c) and (d): The above digital initiatives are playing an important role for implementing several schemes and programmes in this Ministry and to boost sales, production and connectivity for MSMEs. These schemes are implemented through their respective approved Implementing Agencies (IAs) and accordingly, funds are being released to the IAs. There is no provision of funds are to be released directly to States including the State of Andhra Pradesh. 11.12.2025 834 MODERNISATION OF UPSTREAM OPERATIONS UNDER HELP 2040. DR. PRADEEP KUMAR PANIGRAHY: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the draft of Petroleum and Natural Gas Rules, 2025 notified in July to modernise upstream operations under the Hydrocarbon Exploration and Licensing Policy (HELP); (b) the measures to streamline investor approvals amid a 3.1 per cent year-on- year decline in domestic crude oil production to 595 BBL/D/1K in July, 2025 coupled with the eleven percent increase provided in the Union Budget 2025-26 to 19, 327 crore rupees for the Ministry; (c) the targeted incentives and the procedural reforms being introduced to expedite the 15th Round of the Open Acreage Licensing Programme (OALP) bidding; and (d) the manner in which these measures are expected to reverse production shortfalls and bolster India’s energy security? THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a) to (d): The Oilfield (Regulation and Development) Amendment Act, 2025 (ORD Act) was enacted and came into effect in 2025. The Amended ORD Act aims to foster an investor-friendly environment that enhances Ease of Doing Business (EoDB). The Petroleum and Natural Gas Rules, accordingly reflect the provisions of the Amended ORD Act. 11.12.2025 835 Government had constituted a Joint Working Group (JWG), comprising representatives from key Exploration & Production (E&P) operators and Government, to assess and address issues affecting the EoDB in the upstream Oil and Gas sector. Pursuant to that, Government approved a set of reforms which inter alia include delivery point(s) within and outside the contract area, transfer of Participating Interest (PI) among existing PI holders under a contract and field handover process in DSF contracts etc. Government have launched Hydrocarbon Exploration and Licensing Policy (HELP) in 2016. Under this policy, Open Acreage Licensing Policy (OALP) was started. A total of 172 exploration blocks covering 3,78,652 Square Kilometer havebeen awarded to successful bidders under 9 bidding rounds. Further, OALP bid Round X offering 25 exploration blocks covering 1,91,986.21 sq. km has been launched. It is the largest bid round so far in terms of acreage offered in a single OALP bid round under the HELP regime. The salient features of HELP regime are as under: I. Reduced Royalty Rates, II. No Oil Cess, III. Uniform licensing system, IV. Revenue Sharing Model, V. Exploration rights on all retained area for full contract life, VI. Concessional Royalty Rates in case of early commercial production, VII. No Revenue Share based bidding in Blocks falling in Category–II and III Basins except in case of Wind fall gain etc. 11.12.2025 836 VIII. Extended and phased exploration, bidding only 2D and 3D seismic and swapping of CWP with other surveys are key additional features for blocks falling in category II & III basins. IX. Originator Incentive Increased to 10 marks for Category-II & Category-III Basins The measures for increasing the domestic exploration and production of hydrocarbon resources vis-à-vis the expansion of refining capacity and to reduce dependency on import of oil and gas inter-alia include: i. Policy for Relaxations, Extensions and Clarifications under Production Sharing Contract (PSC) regime for early monetization of hydrocarbon discoveries, 2014; ii. Discovered Small Field Policy, 2015; iii. Hydrocarbon Exploration and Licensing Policy (HELP), 2016; iv. Policy for Extension of PSCs, 2016 and 2017; v. Policy for early monetization of Coal Bed Methane (CBM), 2017; vi. Policy to Promote/Incentivize Enhanced Recovery Methods of Oil/Gas, 2018; vii. Policy Framework for exploration and exploitation of Unconventional Hydrocarbons including CBM, Shale Oil and Gas etc under Existing Contracts and Nomination Fields, 2018; 11.12.2025 837 viii. Release of about 1 Million Sq. Km. (SKM) “No-Go” area in offshore in 2022 which were earlier blocked for exploration for decades. ix. The Oilfields (Regulation and Development) Amendment Act, 2025; The policy reforms and incentives offered under HELP regime enhance the capability of the E&P industry to sustain and augment domestic production, thereby contributing to the strengthening of India’s long-term energy security. DIRECT FLIGHT SERVICE FOR SILCHER 2041. SHRI PARIMAL SUKLABAIDYA: Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether the Government is aware that Silchar is not having a direct flight service to New Delhi resulting in inconvenience to passengers who are compelled to travel via Kolkata or Guwahati and if so, the details thereof; (b) whether the Government proposes to introduce a direct flight service between Silchar and New Delhi in view of the longstanding demand of the people of Assam, Mizoram, Meghalaya and Tripura who depend on Silchar Airport for connectivity; (c) if so, the details thereof including the expected timeline, airline operators and frequency of flights and if not, the reasons therefor; and 11.12.2025 838 (d) whether the Government also proposes to conduct a feasibility study for initiating a Silchar-New Delhi direct flight under the Regional Connectivity Scheme-UDAN or any other mechanism and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (c): As per the ongoing Winter Schedule, no scheduled airlines have proposed to operate direct flights between Delhi and Silchar. Commencement or operation of any flight between cities in the country is purely a commercial decision of the airlines on the basis of the economic/operational viability of the route and other associated factors. Further, with the repeal of the Air Corporations Act in March 1994, the Indian domestic aviation was deregulated. Airlines are free to induct capacity with any aircraft type, free to select whatever markets and network they wish to service and operate.; (d): As per the provisions of Regional Connectivity Scheme-Ude Desh ka Aam Nagrik (RCS-UDAN), the Silchar-Delhi route is not eligible for bidding under the Scheme, as both airports are classified as served airports and connectivity between two served airports does not fall within the purview of the UDAN Scheme, which primarily aims to enhance air connectivity to unserved and underserved airports. 11.12.2025 839 PROGRESS AND IMPLEMENTATION OF PM E-BUS SEWA-PAYMENT SECURITY MECHANISM SCHEME 2042.
